[Chat] AIA Open Space visioning at Sunday's Street Fair
The Abell Improvement Association (AIA) was awarded a Spruce-Up Grant from Central Baltimore Partnership to make improvements to the AIA Open Space on 32nd Street. We are looking for input from the community of users: what would you like to see in our pocket park: a mural? new seating? more trees? portable lawn games like croquet? Please stop by the AIA booth at this Sunday's Street Fair (noon to five) and tell us what appeals to you. At the table we'll have drawings of our current Open Space and suggestions for a range of possible improvements. You'll be able to note your preferences and give new, creative suggestions in writing; this feedback will guide our volunteer landscape designers P.E.L.A., who are working with representatives of Rec and Parks, Neighborhood Design Center, and AIA. Later this fall we will announce a public meeting to consider specific plans for the Open Space. At the fair you may also enjoy a crab feast, live music all day, children's activities, food & drink, vendors & non-profits, stoop sales, and more! It's definitely the property owner/resident adjacent who is responsible for maintenance of sidewalk, tree lawn, gutter cleaning, and alley. Message from Jo Ann Robinson ( jooi...@msn.commailto:jooi...@msn.com ): Dear Neighbors, RESIST THE BEGINNINGS is a rule that has served me well from when it was impressed on me as a teenager to this present day. I believe that it is time to apply it to the issue of whether or not our community supports a liquor license and zoning change for Peabody Heights Brewery, which would permit retail sales of beer, numerous events and live entertainment at Barclay and 30th Streets. At the beginning of our relationship with the brewery, the owners and AIA entered into a Memorandum of Understanding which included a provision that there would be no retail sales on the premises (signed by brewery owner Hollis Albert on 12/2/2011).A brief couple of years later we face a new law permitting breweries to sell their wares on the premises, and our Peabody Heights neighbors are asking us to support their application for a license under the new law, rendering the first MOU irrelevant. At the beginning of the owners' discussions with community residents (at a meeting in late August) about this new license application the owners proposed certain hours of operation and a certain number of special events. Already, they have amended the proposal presented in August to include longer hours of operation and more special events - totaling, now some 50+ events yearly, in addition to those during regular retail hours (5-9 Mon - Fri, 11-9 Sat). Their proposal Includes live entertainment for such events. In the beginning I welcomed the brewery's taking up residence in a vacant building.I saw no problem with the occasional weekend events held there; I attended and enjoyed two of them. I made a point of buying Raven and Poe beers at regular liquor stores. I assumed our tolerant and quirky neighborhood could accommodate a brewery. I do not believe we should accommodate a bar, for the following reasons: *Beer being drunk on the premises, drinkers coming and going, and growlers being carried onto the streets are activities that do not mix well with the coming and going of children and youth. Barclay School is right across the street. The latest proposed hours for liquor sales overlap with the school's after- care program and evening programs scheduled during the school year. When the former Barclay School principal, Gertrude Williams, learned of the proposed bar she declared, they would never think of trying to sell liquor across the street from Roland Park public school or Mt. Washington.To the best of my knowledge, no one in AIA has a child at Barclay and, until the meeting for Oct. 15 was set (rather late in the process), no one has made a point of informing parents of Barclay students. The 29th Street Community Center is right around the corner. Its program hours will overlap even more than the school's with the liquor sales. *The residential streets in the vicinity of the brewery are not constructed to absorb the foot traffic, car traffic, parking and noise of 50+ events a year with live entertainment, drawing crowds of up to 300+ people. Brewery owners have proposed valet parking in lots several blocks from the site.This will not prevent patrons from taking all available street parking, leaving the valet system as a last resort. As our weekly crime tally indicates, muggings and car vandalism and larceny are more frequent in this area than we wish.Those who park any distance from the brewery, whether valets or customers, will be possible targets of these too-common crimes. *Once word gets out that the brewery has a bar and growlers , Peabody Heights will become a magnet for our college student neighbors, a development that will enhance neither the peace of the neighborhood nor the safety of the students. *We may hope that a new MOU can be crafted that will somehow address the above concerns and issues that others may raise, but our experience with the brewery to date shows that such agreements have no real force. It is likely that the current owners will develop new imperatives for their enterprise that go beyond the latest MOU, and we also need to consider the possibility of the business changing hands. In that case, we cannot expect that that new owners will adopt whatever limits on beer- sale hours, events and entertainment we thought we had secured. I hope that these and other concerns will be examined fully at the meeting at 5:30 p.m. at the 29th Street Community Center on October 15th. And I urge us to think carefully before entering into this newest beginning requested by Peabody Heights Brewery. Jo

Water started coming out of a crack in the road in front of 3046 Guilford a month ago. I reported it to 311 (#13-00637664). It continued to leak and nothing was done; a couple weeks ago it had created a foot-diameter hole in the asphalt; by this week the hole was probably ~2 ft round and the road around it was sinking. I don't know why the city let it leak for so long and undermine the pavement. Did anyone else report the leak? I believe that John Spurrier said the CV Land Use Comm was considering whether to support the license retention and that there was a hearing of some sort recently. Any updates? There was a lot of water coming out of the water meter cover in front of 323 E 33rd for maybe a week. It was reported to the city the day it began, but the water kept running. Until it's repaired, the people living there need their water service. For that block quad there is only one storm drain, at the NE corner of 32nd Guilford. So the gutter had a stream of water from 33rd, all down the 3200 block of Abell (west side), and along 32nd St (north side) till it ran in the storm drain. Yesterday, Roberts Plumbing was there in the morning and turned off the water. This morning I see that the front is all dug up, around the meter in the tree lawn and the front garden between the sidewalk and the house front. Most likely the dirt in the water is from this repair. Whenever this happens, you just want to run the water till it is again clear, to clean out the rust/dirt that got in the pipe. I was afraid that the Schnapp Shoppe might be one of the group. It's much more than a liquor store, very convenient, and quite well run. I would advocate for keeping it as a long-standing asset to Charles Village. The owners are responsive to their customers (more so than the liquor store on St. Paul). When I've requested a particular item, the Schnapp Shoppe has gotten it in. On my way walking home from work, I can stop there for milk, a can of beans, or other necessities. Yes, they sell liquor, but I consider them a convenience store. When I attended a meeting about the new zoning plan, they emphasized that a goal was mixed use, so 1st-floor stores and apartments above would be encouraged. The idea supposedly is to create a good environment for urban living (for people without cars), with a dynamic streetscape that does not separate residences and businesses serving residents. To my mind, the Schnapp Shoppe answers that goal and should remain as it is. What made me really suspicious this time was the accompanying behavior (ringing my bell, saying they had the wrong person, then still being there a few minutes later when I decided to take another look, and only then trying to sell me on changing electric companies). This made me suspect that they were mimicking the earlier door to door solicitations as a way to try to get me to open my security door. By the way, this incident made me extremely glad to have a security door. It functions as a storm / screen door, but it provides a barrier when I want to answer the door without being vulnerable to an intended home invasion. Such doors are not cheap, but they are well worth the money. Unfortunately, Eric kept trying it multiple times, but the results were always the same---BAD. I really don't understand why it is so challenging for people to cut a man's hair in an even, tapered when they do it all day long every day. I saw nothing notifying us of the footrace on Saturday, which certainly inconvenienced a lot of city dwellers. I was awakened by the sounds of police blocking off lanes of 33rd Street. I was at Van Dyke and Bacon on York Rd later in the morning. The shoe salesman mentioned that he had had difficulty getting to work: the #8 bus had been stopped on Greenmount at 28th, and passengers were told they had to walk up to 36th to get a continuing bus! The bus riders had no warning, either, and he could have taken a different bus route. Somebody in the racing community and/or city govt certainly dropped the ball when they did not let people know to plan ahead for disruption. We can do that, but we need to know ahead of time about the events and how they will affect us. No plastic bags for recycling. The plastic bags jam up the machines that sort the types of recycling, so putting your cans in plastic bags costs us money. The workers have to empty the bags to avoid jamming the sorting machine. The alleys east of Guilford and north of 30th are narrow, not like the named alleys west of Guilford Avenue. The residents were asked to put their recycling in front of their homes because the trucks cannot negotiate the smaller alleys. The workers now spend extra time collecting from both the front and rear. There would be less spillage if they were able to collect from the front only on blocks where the alleys are too narrow for the truck. We have kept all of the foods on our menu that have done well for us over the years in terms of sales and guest satisfaction (ie. burgers, nachos, cheesesteaks, wings, salads, crab dip crab pretzel, etc. etc.. Some of the other items that were dropped were done so because either they had become cost prohibitive (ie. steak, ribs) or they just did not sell enough (ie. pasta, seafood) to warrant being on the menu. We have also dropped our prices on both food and beverages with the hope of being more attractive from that point of view. It's distressing that the police do not believe such an incident to be high in their priority list. When someone is stabbed and their intestine is punctured, that is a life-threatening assault. Our police should be trying to identify the criminals who are preying on our neighborhood, and the detectives' reluctance to interview the people involved seems to show that they are not giving us needed attention. Recent CV robberies have been at gunpoint and knifepoint. According to the police spokesman, Sterling Clifford, In the case of the nonlife-threatening injury, it is not unusual for the detective not to respond to the scene. Detectives did not interview Benjamin Treat until 35 hours after the stabbing, and then only after he and his mother called several times. I guess the police are telling us they will wait til someone is killed before making extra efforts to apprehend the CV criminals. That will be too late. Hi Kathleen, I noted (on JHU reports and from neighbors) recent incidents of thieves (or the same thief) climbing up to people's back 2nd-floor porches to get in windows and doors. It's not that hard for a strong young man to do. One of my close neighbors heard someone in her roommate's bedroom about 10:00 p.m. (when she knew no one else was home) and then saw him escape from their 2nd floor apartment. Always insist on a police report; otherwise the incident/crime did not happen, is not officially counted or noted. I've been told to do so and that it is a citizen's right. The police, of course, would rather not, because it's more work for them. But when resources are allocated, incidents without a written report (and number) are invisible. I depend on my dog to scare off bad guys, but I really should do more to secure the second floor (deadbolt locks, window locks). Glad you're both okay! They said they'd make a note to put our house on some sort of special watch list for a couple of nights. We don't have stairs from our back 1st floor deck to the second floor one but the house next door is 3 apartment so they have connecting steps (required by fire law to have a back exit from every apartment). I assume the person came up there stairs and climbed over the rail separating our two decks but was then scared away when Emil called to me. Very scary. The officer didn't appear, and the case was dismissed! I was ready to argue that I didn't deserve the ticket. I had a letter signed by Dave Barnett, and Steve was there ready to testify as a witness. But it wasn't necessary. I do want to offer thanks to Steve and Dave for their help. I also want to thank Dana Moore for offering me advice about how to present the case and suggesting some Do's and Don'ts. This all was such a waste of energy brought on by probably nothing more than a police officer in a bad mood. While I may have technically violated the law, I think it was inappropriate for the police officer to give me a ticket for causing a very minor inconvenience. The demeanor of the officers was inappropriate. The officer who issued the ticket spoke to Steve in a very aggressive tone, ordering him to move back and threatening him with arrest when he did nothing threatening. I had to ask four times if I was free to go after they gave me the ticket. Should I write a letter to somebody to complain about the treatment? Steve and I both live on the 3000 block of Guilford, and I stopped across from his house, right before the intersection of Guilford and 30th. We chatted for a little while about politics, then Dave Barnett drove by in the opposite direction, on his way home I assume. I hadn't seen him for a while, so we both rolled down our windows to talk. Then I saw a police car pull up behind me, with bubble lights. Dave moved on, and I pulled my car closer to the side to get out of the way. The police gave me a $50 ticket for impeding the flow of traffic. I was really surprised because I was in the car the whole time, with the hazard lights on, and I moved almost as soon as I saw someone behind me was trying to get by. Certainly when Dave moved, I believe the police could have gotten past me. The police starting ticketing me right after I turned the corner and I let Steve off. Steve asked the officer what the problem was, and they told him to back off, gave him a 5-second warning. That seemed a little harsh. I think I remember hearing recently that Dana Moore was given a ticket when she was stopped out in front of her house loading or unloading from her car, and that the judge threw it out. I'm planning to tell the judge I'm innocent, and Steve says he'll come with me. Does anybody have any thoughts about this situation? It seems kind of extreme. Kathleen, Don't let the police stop you from getting the report documented. That's to their benefit (saves them time and paperwork, they can report a drop in crime) but not to the benefit of the community. Last time I was able to make a report over the phone through the 311 system; I don't know if they still do that. I am very skeptical of statistics from the police because I've experienced their stonewalling when residents want to report crimes (in my case, they've said a report wasn't necessary for theft and for a man exposing himself). When I hang my wreath, I use multiple pieces of wire to attach it to the iron grill on my front door. Takes me lots more time, but I haven't lost a wreath since I began to do that. Yes, my wreath was also stolen during the day but I was at work. Please encourage everyone who experiences a theft to make a report to the police and, if it's of mail (a federal crime), to the post office. We receive services only if these are documented. One unfortunate possibility is that they are stolen to be used in training dogs to fight. I've been told of (and read about) this happening near our neighborhood (Harwood). You could talk to Vonnie Gowe or Emily Chalmers about this. It's safest to keep cats as indoor pets and dogs in your home when they're not on leash walking with you. Linda [EMAIL PROTECTED] 7/18/2005 10:11:07 AM I'm dismayed at the amount of missing pet posters I see posted every week in CV, at least in the 2900-3100 blocks of Guilford, Calvert, and St. Paul. I've lived in 5 different cities across the country and have never encountered this in other neighborhoods. My youngest cat went missing last November. He vanished seemingly without a trace. I walked door to door for a week, talking to neighbors, passing out flyers, searching alleys and trash cans, to no avail. I'm normally not a conspiracy theorist (a popular occupation in CV, it appears!), but I'm starting to wonder now. Where do these pets go? I've never seen an animal control van in our area, so I don't think we have an overactive animal control department picking up random animals. I don't see very many run-over animals on the street, so that doesn't seem to be a problem. And I have never found a carcass of a pet in an alley. Are the animals being stolen? Taken to another neighborhood? Hoarded in basements? Are the gutters/sewers notorious for trapping unsuspecting animals? Can I blame the CVCBD for this?
