Alexander Garvin, author of “Public Parks: The Key to Livable Communities,” 
explains the rationales for the existence of public parks, the forms they take, 
their value, ways to pay for and govern them, and the ingredients that make 
successful parks, providing the first single definitive source of wisdom about 
them.

Alexander Garvin, strategist of the public realm, is currently president and 
CEO of AGA Public Realm Strategists, a planning and design firm in New York 
City. He is adjunct professor of urban planning and management at Yale 
University, where he has taught a wide range of courses for forty-two years, 
including Introduction to the Study of the City, which has remained one of the 
most popular courses in Yale College.

The Robert E. Lewis Memorial Lecture is sponsored by the Baltimore Architecture 
Foundation through a gift from the family of architect Robert E. Lewis.

Robert E. Lewis (1904-1996) was a founder and principal for the architectural 
firm of Wrenn, Lewis, and Jencks.Active in Baltimore from 1927 until 1978. 
Wrenn, Lewis and Jencks designed many significant buildings in Baltimore and 
throughout Maryland.Beginning as residential architects in Roland Park, 
Guilford, and Homewood, their successful design for the Faculty Club (now the 
Hopkins Club) at JHU led them to expand their practice to include commercial 
buildings as well.

Their long standing relationship with Johns Hopkins, both the University and 
the Hospital gave them a steady stream of commissions, often updating buildings 
to reflect the Hopkins’ changing needs.

Their work also included several jobs for the Baltimore Museum of Art as well 
as the Maryland State House Office Building in Annapolis. They did not work in 
a particular style, rather their buildings tended to reference their 
neighborhoods always with a nod toward Classical detailing.Most of the firms 
records are now housed at the State Archives in Annapolis. Mr. Lewis’s personal 
library and many of the firms renderings were given to the Baltimore 
Architecture Foundation by the Lewis family. The BAF would like to thank the 
Lewis family for their support and generosity in endowing the Robert E. Lewis 
Memorial Lecture.

By the time you buy your MARC ticket and Metro farecard, not to mentiuon the 
extra time, you would probably do just as well leaving from BWI.  Light rail 
goes there, too!  Time is worth money, as well.

There's a stop on Washington's MetroRail Yellow Line right at the National 
Airport terminal.  Quite easy to get to.


You could do the whole trip from Charles Village via public transit.  Take 
MARC from Penn Station to DC's Union Station, take the Red Line two stops 
to Chinatown, switch to the Yellow Line there.


Google Maps actually will show you transit direction from anywhere to 
anywhere in the region.  Very useful.

If you lug your rug to Kleenize you save 20% on the bill.  They do an 
excellent job.  There is another place on Falls Road in Hampden - a bit 
before 41st street on the east side of the street, but I do not recall the 
name.  If you measure your rug, you can probably call several places to 
compare prices.

I replied to the survey also but that doesn't immediately solve the problem 
and my back up of hazard wastes. I doubt the city will supply a hazard waste 
dumpster. the liability would be to great given the nature of the wastes. 
someone would have to organize and monitor the hazards coming in. etc  etc

Last week my mother decided to go to the Giant on 33rd street.
while shopping she was approached by two different people asking for 
money. She went to customer service  to ask to speak with a manager and she was 
not only ignored but treated rudely. 
 Since then I have filed a complant via the Giant Food website ( 
www.giantfood.com )

Has anyone who else filed complaints? 

Its sad that when it first opened it was a nice place to go shopping 
but then went drastically down hill in less than a year.

I offer you my condolences, but know how special it is to be able to somewhat 
prepare for a loved one's passing. I had a similar experience in 1999 when my 
father peacefully passed away from kidney failure.

I recommend giving clothing and other items to AMVETS or dropping them off at 
their store at the corner of Winston and York road in Govans. Unlike Goodwill,

I was wondering if you could help me pass this information along to community 
members that you think might be interested. 

In conjunction with the Baltimore Marathon, Under Armour has arranged with the 
city to plant 10 trees on St. Paul between 24th St and North Ave. They are 
going to be planting these trees this Saturday (10/3) morning between 9am and 
1pm. We are hoping to get a few volunteers from the community to help with the 
planting . If anyone is interested, please have them contact me, either by

  Known as Baltimore's Valhalla, Green Mount is 
one of city's most historic cemeteries.  Opened in 1839, it was Baltimore's 
first urban-rural cemetery, a cemetery with a park-like setting located close 
to the countryside.  Within five years, Green Mount saw over 600 burials and 
soon became Baltimore's cemetery of choice.  Its distinctive Tudor Gothic 
gatehouse was designed by Robert Carey Long, Jr., while the cemetery walkways 
were laid out by Benjamin Henry La trobe, Jr. and designed to conform to the 
existing topography.  


  Today Green Mount is the final resting place of 
Johns Hopkins, Enoch Pratt, William and Henry Walters, Mary Elizabeth Garrett, 
William Henry Rinehart, Theodore McKeldin, Betsy Patterson, John Wilkes Booth, 
A. Aubrey Bodine, Walter Lord and many other famous Marylanders.

association in Baltimore. The Maryland Science Center and the Baltimore 
Ecosystem Study are embarking on a new citizen science project that we hope you 
will publicize to your constituents. The project is seeking interested 
individuals and groups to help us study climate change in the Baltimore area 
through temperature measurements this October. I have formatted this for a 
newsletter; however, please feel free to modify as appropriate for your 
purposes. We appreciate your help in spreading the word. Please let me know if 
you have questions. Here's the article text:

 

Help Discover Climate Changes in Baltimore

 

The Maryland Science Center, in conjunction with the Baltimore Ecosystem Study, 
is embarking on a new project involving everyday citizens studying indicators 
of climate change in Baltimore. With guidance from professional researchers, 
these projects will allow you to contribute to vital areas of ongoing study 
that affect us locally and globally that scientists can't obtain on their own. 

 

Communicating Climate Change (C3) participants will observe and record local 
phenomena that are indicative of climate change. We are currently signing up 
volunteers to participate in temperature blast events - timed temperature 
measurements within and around the Baltimore metro area to reveal temperature 
variations between cities and suburbs. Our first event will be Friday evening, 
October 2, from approximately 6:45pm to 8:00pm. We are looking for individuals 
or groups to take measurements at their home, school, place of worship, etc., 
at that time. 

 

In the spring and summer, citizen scientists can also monitor plant life cycle 
events, such as the first leaf or first flower to see how climate change 
affects the timing of these budbursts and other phases. We'll be studying 
flowering dogwood and forsythia in spring, and black-eyed susans in the summer. 

 

Any group or individual with interest in environmental issues or in becoming 
involved in scientific research is encouraged to participate. To learn more 
about these projects, please visit the project website:

Hello neighbors--as many of you may have noticed, the Parking Authority 
ticketers have been out in full force in the neighborhood for the last couple 
of days. To avoid tickets, be sure you have the appropriate Area 12 or Area 37 
permit in your car if you are on an RPP block for more than 2 hours and that 
you pay the meter when you park at one--even if you are parking for just a 
minute.

There are some communities that are at a convergence point and will
therefore have multiple collection schedules within their community
boundaries. We have tried to keep these to a minimum and have used
larger streets as they are generally more intuitive boundaries and more
easily remembered for area residents.

Postcards with specific days of service will be mailed to all customer
addresses beginning the last week of June

Many addresses will also receive automated calls directing them to

details on their new days of service

Baltimore city already requires trash bins with lids – if you don’t 
have any, or your neighbors don’t, here’s a great chance.

Compost Bin Sale

For the first time ever, Baltimore County will host a two-day truckload compost 
bin sale on Saturday, April 18 and Sunday, April 19, from 9 a.m. - 3 p.m. The 
Saturday sale will be held on the parking lot of IKEA Baltimore in White Marsh, 
8352 Honeygo Boulevard (across from White Marsh Town Center). The Sunday sale 
will be held on the parking lot of Franklin High School in Reisterstown, 12000 
Reisterstown Road. Both sales are rain or shine.

Cost
Compost bins, valued at $100, will be available for the low price of $35 
including tax. There is no limit on the amount of bins you may purchase at this 
event and bins will be sold on a first come, first served basis while supplies 
last. Both cash and checks are accepted (no credit or debit cards) and you do 
not need to be a Baltimore County resident to purchase a bin. The bins come in 
two pieces and can fit in almost any vehicle. When assembled, the bins are 33 
inches in diameter and 33 inches tall.

About Composting
Composting is nature's recycling program. Organic material (grass, leaves, 
bush trimmings, etc.) decompose into a rich soil enhancing material called 
humus. This material can be used to enrich the soil throughout your yard, 
reducing the need for fertilizer. Composting your yard materials is much better 
for you and the environment than bagging them and placing them out for a 
collector to haul them away. Composting really helps to reduce waste and the 
problems associated with collecting and processing yard materials. The average 
yard can produce more than 600 pounds of yard materials per year.

Though it is not necessary to use a commercial bin to compost, many people 
prefer the look of a bin compared to an open pile. Bins also provide additional 
benefits over open piles such as moisture retention and higher temperature.

 I'm hosting a mapping party in the city next weekend (April 4th and  5th), 
 and NO I will not cancel it, come hell or high water!  A mapping  party is 
 a social event where you meet other people interested in  maps, and we 
 help each other improve OpenStreetMap.  It's fun, and you  get a sense of 
 why the great artists would paint and overpaint until  they felt satisfied 
 that they'd captured everything they saw.

 I have GPS receivers to loan out to people.  I'll show you how to use 
 them to gather location information, and edit OpenStreetMap.  Even if  the 
 weather is bad, we can do online mapping off aerial photos.

 A new feature added in the last month is faster Mapnik rendering, so  that 
 if you make edits during the afternoon of next weekend, by the  time you 
 get home, those edits will likely be rendered and visible for  all to see. 
 Very exciting!

Dear Friends of Arjay/Richard Johnson,

Richard Temple Johnson aka Arjay was my uncle (my mother's brother-in-law.)
He was very dear to me and like a father. He would often refer to himself as 
Tio Ricardo (in his best latino accent.) 

We're all very sad and are still in shock and disbelief that he's suddenly gone 
from our lives (physically, as he'll always be with us in spirit.) I feel 
especially sorry for his daughter Anne Johnson, a young woman of only 21 years. 
She's doing okay but will need a lot of love and support.

Uncle Rick's brother, Bill, (Dr. William R. Johnson of Columbia/Ellicott City, 
MD) found Arjay and this has been very hard on him. They were very close. Arjay 
is also survived by his parents, Mr.  Mrs. William R. Johnson, Sr, of Ellicott 
City (they're in their 90's,) his daughter Anne and ex-wife, Rebecca Johnson, 
of Guilford, and my other aunt, Louise Morgan of Towson.

Uncle Rick was a Mechanical Engineer with Phoenix International in Largo, 
Maryland. He was only 67 years old. Apparently he was very sick with what we 
think was the flu. He was last seen by his friend Roger on Sunday December 
28th. Bill discoverd him on Wednesday December 31st. We've been told by the 
medical examiner that he died of an abdominal aortic aneurysm. He was cremated 
on Friday January 2nd. 

I want to thank those of you who inquired about his memorial service. Initially 
the service was to be on Saturday, January 24th due to existing weekend travel 
plans that Bill had for the subsequent weekends following Uncle Rick's death.

I received an E-mail from Brad Schlegel regarding the service on Saturday 
January 31st. The details are as follows:

There are so many things that I'd like to write but I don't know any of you and 
am not comfy with going into all of my thoughts. Suffice it to say that I loved 
my uncle and I'll miss him so much. He was a kind soul deep down despite his 
occasional grumpy old man routine (and that's meant in a light-hearted way.)

Dear Friends,


Otto and I are writing to you to implore you to support, The Village Learning 
Place,  an invaluable resource for the Charles Village Community and the many 
poor and academically disadvantaged children it serves.


As I'm sure you all know, about 10 years ago, when the Enoch Pratt Library 
announced it was closing the St. Paul St. Library -- one of the original 
neighborhood libraries funded by Andrew Carnegie in the 19th Century, the 
Charles Village community banded together and decided to try to save this 
precious neighborhood resource.  The Late Delegate Pete Rawlings helped us get 
a foundation grant from the Open Spaces program to enable us to begin 
renovation planning.  Major Schmoke began renting the now vacant library to the 
community for one dollar a year.  We used the State grant to leverage another 
founding grant of a quarter of a million dollars from the Abell Foundation.  
Many, many hours of community effort from all kinds of folks of all ages, 
transformed the decaying building into a beautiful renovated 19th brick gem.  A 
library committee raised money and bought the founding stock of books; a grant 
was received for the installation of a computer lab and the basement of the 
building was transformed into a after school learning enrichment program.


The VLP now served nearly a hundred low-income students from the community, 
many of them from the Margaret Brent Elementary School.  We have a beautiful 
rebuilt learning garden, as well as programs for adults and senior.  Last year, 
Darran White Tilghman, the Development Director secured a 21st Century Learning 
Grant from the U.S. Department of Education that will allow the VLP to expand 
its learning programs.


But the library cannot survive without major community support.  Every year, 
the VLP holds a fund raising event for the community called, Read Between the 
Wines.  It is a gala party with food and wine, an auction, music and dancing.  
David Wells from the Wine Source, long one of our important beneficiares, 
contributes the wine.


This years event , Read Between the Wines, is being held this Saturday, October 
18th at 7PM.  It is always a lot of fun and Otto and I look forward to it with 
eagerness.


If you have not already purchased a ticket -- they are $50 now and $60 at the 
door, please, please consider so doing.  It will be a fun evening where we can 
all get together, eat some tasty food, drink some lovely wines and just get 
down and have a great time while we are supporting this wonderful 
organization.   But, even if you can't attend, it would be wonderful if you 
could buy a ticket.


We know that economic times are very tough and that their is a tremendous pull 
on our charitable giving.  But, Otto and I think this is a very good, immediate 
and local way to make a charitable contribution that will immediately improve 
the lives of some young people who need our help.

[Chat] City Council Bill #08-0135 and possible adverse effect on Senator Theatre

  Dear Senator Theatre Patrons,

  For those of you who share our interest in protecting and 
preserving The Senator Theatre, we want to inform you of a pending legislative 
matter that if passed, may serve to undermine the theatre's operational status. 
We are asking our friends and supporters to tune into this issue and what's at 
stake, and to help us defeat the legislation currently pending before the 
Baltimore City Council.

  4th district Councilmember Bill Henry has introduced City 
Council Bill #08-0135 for the purpose of approving certain amendments to the 
established Planned Unit Development (PUD) for Belvedere Square. Some of the 
amendments are warranted. Those that are problematic relate to the outdoor 
concerts and outdoor movies on weekend evenings.

  In recent years, the outdoor music concerts have expanded 
exponentially to the degree that they are severely undermining the economic 
viability of The Senator Theatre at a critical turning point in its 69 year 
history, due to lack of sufficient parking at The Square. The impact this has 
had on our operation was a factor that led to our foreclosure auction near-miss 
in February of 2007.

  We supported the investment of millions in supplemental 
public funds for the economic redevelopment of Belvedere Square and we helped 
to originate and promote the Friday outdoor concert series. We also feel that 
the events in question serve to benefit our commercial and residential district 
and that they should continue this summer as scheduled.

  We are quite concerned, however, about the underlying 
purpose, timing and effect of the PUD amendment legislation that has been 
introduced at the request of Belvedere Square current owners. We are also 
concerned that the PUD legislation is being rapidly propelled through the 
legislative process by our council representative on behalf of the developers, 
without apparent need and without following the appropriate procedures for 
proposed legislation of this type.

  Our concerns are shared among a number of the independent 
small businesses in our district, who like us, were not informed of this 
legislative effort to amend the PUD in our commercial district until it was 
well underway.

  It's been challenging for us as well to enlighten our patrons 
and area residents as to why we are so opposed to the legislation that is being 
moved along during the summer when many Baltimore City residents are not in 
town or focused on matters of this nature. We feel strongly that this proposed 
legislation will have negative ramifications that need to be better understood 
by all concerned before it becomes law. Time is of the essence at this juncture 
and most of our patrons and supporters remain unaware of what's taking place.

  This Tuesday evening, July 8th, at 5:30pm, Councilmember 
Henry is hosting a community-wide meeting at the historic Govans Library - 
located at 5714 Bellona Ave., Baltimore, MD 21212 - about the parking and 
traffic congestion issues related to the PUD amendment legislation. We 
encourage all those who wish to better understand the ramifications of what is 
being proposed and the reasons for our concern to attend the meeting if 
possible. We regret the short notice.

  Please join our timely efforts to shed light on what is being 
proposed and why, as we feel that it is misguided legislation that will be 
detrimental to The Senator Theatre and its future.

information about the meeting and about next week's Baltimore City Council

A lady by the name of Reba Bullock, who is the Director of Camp Success run 
at the Episcopal Church of St, Michael and All Angels that is located in the 
Barclay-Greenmount community of north central Baltimore is running a six week 
academic and cultural enrichment summer camp designed for children, ages five 
through twelve.
The cost for this camp experience is $300. per student and runs for six 
weeks from June 30th through August 8th, 2008.

off the streets during a very lazy time of the year and offers to the students 
breakfast and lunch.  There are currently 10 students in need of this camp 
whose families cannot afford to pay for this camp.  We have sponsored one of 
the children, name unknown on the hope that it will keep this child safe from 
all that is happening in the communities of Baltimore.  

Please consider sponsoring a youngster and if you cannot afford the full 
amount, then please make a contribution in whatever amount you can afford.  I

I take cardboard boxes and styrofoam of all types to Flash Mail where it is 
reused for packing items people bring in for shipping.

Put packing ‘peanuts,’ about four inches deep in a large pot, then cover them 
with landscape fabric. Fill the rest of the pot with soil and plant roses or 
hibiscus. This is wonderful drainage for these large plants and keeps the pot 
from being so heavy! (tip from reader Ethel H., [log in 
to unmask][log in to unmask])

Use packing peanuts or pieces of EPS for light-weight drainage in the 
bottom of hanging planters.  

I have done all of the above and found ot really makes the pots much lighter - 
I usually skip the landscape fabric and let the soil fill in around the 
peanuts.  Just is a pain when transplanting.

Definition

Ground rent leases are long-term leases, often for 99 years, renewable 
forever at the option of the tenant.  With a ground rent lease, the tenant 
is in a practical sense the owner of the property, and his interest is

I used Google to find the following links on ground rents.  The practice of 
ground rents goes back centuries and was simply a way of a landowner 
gaining income from the use of their land by the tenants.  In cases of land 
subject to a ground rent there are two real estate interests - the 
freehold interest and the leasehold interest.  Both have economic value and 
can be bought and sold as separate real estate entities.  You as the owner 
of your house, Leona, are also the owner of the leasehold interest.  The 
value of that interest is what you get when you sell your house (which 
includes the value of the land) and you are subject to property tax on that 
value.  The person to whom you pay ground rent holds the freehold interest, 
but this is subject to the lease that was created - which you currently 
own.  Thus the freehold owner, having rented his interest to you, is only 
entitled to the annual rent and will only be able to sell that interest for 
the capitalized value of the annual rent.

 Background: While ground rents are recognized in other states, Maryland's 
 system is

 unique. In Maryland, a ground rent creates a leasehold estate in the 
 grantee. The

 leasehold estate is personal - not real - property. The grantor retains a 
 reversion in the

 ground rent property and the fee simple title to the land. Ground rents 
 generally have a

 99-year term and renew perpetually. Ground rent is paid to the grantor 
 (the ground rent

 semi-annual

Good morning everyone!  This is just a quick reminder that the CVCA's 
General Membership Meeting is tonight.  We'll be at the Lower Level 
Reception Hall at Saints Philip and James Church, located at 2801 N. Charles 
Street.  Look for the balloons marking the entryway at Charles, just before 
you get to the church steps.

The meeting will begin at 6:30 p.m. with a Community Potluck Social. 
Thank you to all of the neighbors who have agreed to bring a dish!  The CVCA 
is THRILLED with the response and sends out huge thanks!  If you want to 
drop off early, Adam (of SS. Philip and James) will be there as early as 
4:00 p.m. to help us set up.  Stop by any time thereafter that is convenient 
for you.

Thanks also to our neighbors in Hampden and Ednor Gardens Lakeside for 
sharing with your members our invitation to join this meeting.  We look

Tweefie can vouch for that.  the main issue is that some assessments are more 
than the FMV of the prioperty today.  Also that the assessments are more than 
10% higher than the previious ones.  The value for land tripled on many 
properties.  There are other messages on the EGLS list which might add some 
more flavor.  I just wanted to share information - not start a debate.
