I got started on CSS with -DHTML and CSS for the World Wide Web- by Jason
Crawford Teague (Peachpit Press).  It's a couple years old but it does
provide a starting point.  I use Notepad and HTML-kit (www.html-kit.com) for
coding.

editing a CSS.

like Dreamweaver, that have a CSS editing function, but I find it to be 
more trouble than it is worth.
