Information about the secret meeting was provided by an agent inside Bilderberg. American and European financiers, manufacturers, media moguls and politicians meet at remote luxury resorts, allow only "loyal" staff to remain on the job, empty the establishment of all others, and employ platoons of police, military and their own private security to seal themselves off. They have tried to keep the meetings secret for 45 years. But this year, following extensive SPOTLIGHT-generated publicity last year in Scotland, and earlier in Germany, Scandinavia, Georgia and Canada, Bilderberg is taking more extreme steps, its agent confided. Instead of closing down the Penha Longa to all outsiders a day, before the meeting starts on, June 2, Bilderberg has ordered the resort shut down a full 48 hours before the internationalist confab. In addition, Bilderberg will pay hundreds of thousands of dollars to reimburse the Portuguese government for deploying military forces to guard their privacy and for helicopters to seek out intruders. All Bilderberg participants, their staff members and resort employees will wear photo identification tags that look much like state drivers' licenses. They will have separate colors to identify the wearer as participant, staff or employee. A computer chip "fingerprint" will assure the identity of the card's wearer. Any intruders are to be manhandled, cuffed jailed or if resisting or fleeing, shot, the agent said. Bilderbergers are greatly disturbed over the growing public knowledge of their control of the world and of resistance to their schemes for a global government as nationalism sentiment grows around the world. Bilderberg was instrumental in tearing down Jean-Marie Le Pen, who founded France's National Front. The French-first party has stunned the Establishment by regularly capturing 15 percent of the vote in that nation. A Le Pen lieutenant, Bruno Megret, attempted a coup late last year. Many populists believe Megret has became an agent of Bilderberg. Expecting recession, Bilderberg feared La Pen and "nationalists" from other countries would interfere with their "free trade" goals as they fight to protect their domestic industries from exploitation by the global cabal. Because Bilderberg shares common goals with the Trilateral Commission, the agenda that emerged in Washington (SPOTLIGHT, March 29, 1999) will be major topics in Portugal, too. This includes a "globalization summit" called for by Peter D. Sutherland, head of Goldman Sachs International. Sutherland attended the Bilderberg meeting in Scotland last May and is expected in Portugal. Sutherland is expected to again call for "supranational institutions" to manage the global economy while denouncing nations that "cling tenaciously to their separate identities" while calling for "sharing sovereignty." In a related topic, there could be renewed calls for the UN to be able to directly tax all people. -Caveat Lector- Energy Officials Avoided Spy Case By JIM ABRAMS .c The Associated Press WASHINGTON (AP) -- Energy Department officials say they kept a House Armed Services subcommittee in the dark last year about alleged Chinese espionage at a national weapons lab as part of a policy of limiting those being told of the case. Notra Trulock, the agency's special adviser for intelligence, told the military procurement subcommittee Thursday that he was under specific orders from Elizabeth Moler, then deputy energy secretary, not to talk about the alleged Chinese theft of nuclear warhead secrets from the Los Alamos National Laboratory in the 1980s. ``I did not make full disclosure'' at a closed hearing of the subcommittee last October, Trulock said. ``I apologize.'' The panel's chairman, Rep. Duncan Hunter, R-Calif., said the lawmakers were ``very upset'' by the failure of Trulock and Moler, who were under oath at the time, to reply to questions about espionage at the national labs and asked, ``Why weren't we told the whole truth?'' Since the alleged spy case was revealed earlier this year, congressional Republicans have been strongly critical of what they say was the administration's slow response to the case and its failure to keep Congress adequately informed. Trulock on Monday backed up their contentions, telling the Senate Armed Services Committee that Moler last July prevented him from talking to the House intelligence panel about the case. On Thursday he said Moler edited the testimony he had prepared for the October Armed Services Committee hearing to take out references to espionage at the national labs. Moler, who also appeared at both the Monday and Thursday hearings, took strong issue with Trulock's version of events, saying she never tried to stop him from testifying and did not edit his testimony. But she acknowledged that Federico Pena, then energy secretary, had decided the agency, because of the sensitive nature of the case, should limit its Capitol Hill briefings to the House and Senate intelligence committees. She said this was ``common practice.'' She said she told Trulock to limit his testimony to the subject of security issues involved in visits to the labs by foreign nationals. Hunter reminded her that his subcommittee oversees two-thirds of the Energy Department's budget and said, ``We need candor from the department on (security) losses this country has suffered.'' ``With the benefit of hindsight,'' Moler said, ``we should have been more responsive in this area.'' The Energy Department and the FBI in 1996 began an investigation into suspicions that Taiwan-born American Wen Ho Lee, a scientist at Los Alamos, transferred intelligence on the W-88 nuclear warhead during the Reagan administration. Lee was fired from his job at the New Mexico facility last month, but has not been charged with any wrongdoing and the FBI has cautioned it may not have the evidence for a criminal case. -Caveat Lector- US: Yugoslavia Has Chemical Agents WASHINGTON (AP) -- Yugoslavia has reportedly stockpiled chemicals that could be used as weapons and President Clinton promised a swift response to any chemical attack. Yugoslavia has made no threats to use deadly chemical weapons and Pentagon officials said they have no intelligence indicating that Belgrade has any such plans. Speaking in San Francisco to the American Society of Newspaper Editors, Clinton said U.S. intelligence has been closely watching Belgrade's chemical agent supply. ``My response would be swift and overwhelming,'' Clinton said Thursday. ``And we have, obviously, intelligence about the capabilities about the Serbs in a number of areas militarily, just as we do with other countries. But I think they are quite well aware of the dangers of overly escalating this.'' A Washington think tank reported that Kosovo rebel forces this week claimed that Serb soldiers had attacked them using stun grenades with a hallucinogenic gas. Kosovo rebels contacted by The Associated Press in neighboring Albania could not affirm that report. The most recent independent reports considered highly reliable by U.S. intelligence indicate that the Belgrade government of Slobodan Milosevic inherited most of the chemical weapons program from the communist era prior to the breakup of Yugoslavia. A 1997 report by Human Rights Watch, a group that watches for human rights violations across the world, said there was evidence that Yugoslavia continues to maintain an offensive chemical weapons capability. The group cited research in the United States and Yugoslavia and interviews with people in the Yugoslav chemical weapons program. The stock of agents includes sarin, the blister agent sulfur mustard and the incapacitating agent BZ, the Human Rights Watch report said. It said the stockpile of both agents and weapons ``appears to remain active today.'' Kevin Kavanaugh of the Federation of American Scientists, a Washington-based think tank that follows defense and intelligence matters, said Kosovo Liberation Army rebels battling Serb regulars in southwestern Kosovo reported they were attacked with grenades containing BZ. The gas is intended to create debilitating hallucinogenic effects on soldiers, rendering them helpless. U.S. defense and intelligence officials consider BZ to be a riot control agent, not a chemical weapon. Kosovo rebels were distributing gas masks among their ranks, Kavanaugh said. Conflict May Cost Over $1 Billion Monthly By TOM RAUM .c The Associated Press WASHINGTON (AP) -- Congress and the White House are sparring over the scope of a still-evolving emergency spending bill to pay for the conflict in the Balkans, with Republicans pressing for more money to meet some of the Pentagon's long-term needs. The air campaign alone, which began on March 24, cost the United States $600 million in the first three weeks and will cost an additional $1 billion a month if sustained, congressional budget analysts said. White House budget director Jack Lew said the Clinton administration was ``very close'' to putting the finishing touches on its measure after he met late Thursday with leaders from House and Senate appropriations committees. Administration officials had suggested the bill would be in the vicinity of $4 billion, but congressional aides close to the process are now suggesting it will probably be higher -- at least $5 billion. That figure will also include direct humanitarian aid to refugees and assistance to countries in the Balkans that are taking them in. It may also include more money for the ongoing peacekeeping operation in Bosnia and to help pay for last winter's airstrikes against Iraq. Republicans, in general, were pressing for a more generous package than the one the administration is considering. ``There is a stretching thin of our overall capacity,'' House Appropriations Committee Chairman C.W. Bill Young, R-Fla., told Secretary of State Madeleine Albright at a hearing. ``We have to do more than just replace the bullets and the missiles,'' he said. Some Republicans have suggested that the spending bill should also contain money to shore up what they see as declining military readiness around the world. Senate Majority Leader Trent Lott, R-Miss., has even suggested it could become a vehicle for paying for an across-the-board 4.8 percent military pay raise approved earlier this year by the Senate, but for which funds have yet to be provided. Whatever the final cost, it appears likely that Congress will agree to take it out of the newly found budget surplus, rather than from tapping into other accounts. The surplus in the current fiscal year, which ends Sept. 30, is projected at about $110 billion. Democrats and Republicans have both pledged to save the surplus to help ease future financial problems of the Social Security system. Republicans also want to use some of it for a tax cut. Asked if Congress could finance the operation through the usual spending process, and within existing budget guidelines, Senate Budget Committee Chairman Pete Domenici, R-N.M., said: ``No, we can't. What we need for Kosovo has got to be an emergency declaration.'' When a spending bill is designated as ``emergency,'' it means that the money for it comes out of the surplus, as in the current financial situation, or adds to the deficit in the years when the government operates in the red. The Congressional Budget Office said its estimates of the cost of the air war did not include humanitarian aid, or certain procurement costs, such as replacing the F-117 stealth fighter that was lost. That aircraft is no longer being manufactured. CBO Director Dan Crippen said that sending on ground troops -- an option the administration says it is not currently considering -- could cost an additional $200 million a month, assuming a force of one heavy division plus support, or about 27,000 troops. Meanwhile, the Center for Strategic and Budgetary Assessments, an independent research organization, issued a report that was generally in line with the CBO report. It put the price tag for U.S. participation for the first three weeks of the air campaign at $400 million to $600 million. It said that, with 300 more warplanes and 24 Apache attack helicopters on the way, the campaign will soon be costing $25 million to $65 million a day. The administration had hoped to get the spending bill to Congress by week's end. But the timetable appeared to be slipping into early next week. For one thing, both Young, the House Appropriations chairman, and Senate Appropriations Committee Chairman Ted Stevens, R-Alaska, are part of a congressional delegation leaving today for a weekend tour of military and refugee sites in the Balkans. They said the jets fired at least four missiles near the Shiite Muslim villages of Zibqine, Jebal al-Boutom and Sheyabieh. There was no immediate word on casualties from the airstrikes and a ground clash that preceded it. The Israeli army confirmed the airstrikes. The security officials said a 20-man Israeli infantry unit, accompanied by two Merkava tanks and a bulldozer, moved Thursday night toward Arnoun, an inland village near the area where an Israeli soldier was killed in a roadside bombing on Monday. They met no resistance. They were apparently planning to seal off Arnoun and effectively annex it to the rest of the 425-square-mile Israeli-occupied zone, said the officials, speaking on customary condition of anonymity. There was no confirmation from Israel that its troops had taken Arnoun, which is about 4 miles southeast of the market town of Nabatiyeh and about the same distance from the Israeli border to the south. Israeli Prime Minister Benjamin Netanyahu had said in Jersualem on Monday that Israel would not accept ``as inevitable attacks on our soldiers.'' He said Lebanon had violated an unwritten agreement that no guerrilla attacks would be launched from Arnoun. ``We are doing what we need to do to handle these threats,'' he said. Arnoun has been a frequent target of Israeli retaliation for attacks by guerrillas seeking to drive some 1,500 Israeli soldiers and 2,500 allied militiamen from the occupied zone. On Feb. 17, Israeli troops fenced off Arnoun in what they said was a bid to reduce guerrilla infiltration. Lebanese university students marched and cut down the barbed wire a week later. Thursday night's Israeli incursion came a day after the Lebanese government refused to heed a U.S. request to send its army to the village, a move that could have forestalled the push. Russia Promised $2.3B in Loans By ANNA DOLGOV .c The Associated Press MOSCOW (AP) -- Russian officials will fly to Washington next week to start drafting an agreement with the World Bank on a $2.3 billion loan that it promised Thursday. World Bank President James Wolfensohn said in Moscow that Russia would receive the money over two years once the government reaches agreement with the International Monetary Fund. ``I'm very happy to reconfirm the confidence we have in Prime Minister (Yevgeny) Primakov and the steps taken by his government,'' Wolfensohn said after he met with government officials. Wolfensohn said the loans, if finalized, will be used to restructure Russia's industrial sector and finance social reforms. Russia is trying to arrange new loans to meet at least some of its huge foreign debt payments that fall due this year. It hopes that the resumption of IMF loans will help attract money from other lenders and possibly persuade them to write off some old debts. The IMF and the World Bank orchestrated a $22.6 billion bailout package to Russia last year, but disbursements were frozen in August when the government defaulted on some debts and devalued the ruble under the impact of the global financial crisis in developing countries. A Russian delegation will fly to Washington on April 25 to begin drafting the new loan agreement, which they hope to prepare by the end of the month, First Deputy Prime Minister Yuri Maslyukov said after a meeting with Wolfensohn. The Russian delegation will also meet IMF officials in Washington, Maslyukov said. An IMF delegation was also in Moscow on Thursday. The government has floated the idea of writing off up to $75 billion of Russia's $103 billion Soviet-era debt, but western creditors have shown little enthusiasm for the proposal so far. ``Creditors don't seem to be very happy with the idea of a massive reduction of the (Russian) debt burden or a partial write-off,'' Deputy Finance Minister Mikhail Kasyanov said during a meeting with the Paris Club of creditor nations in France on Thursday. Maslyukov insisted that creditors will back down and accept Russia's proposals. ``We will definitely reach an agreement. The question of how much (will be written off) depends on Kasyanov,'' he was quoted as saying by the Interfax news agency. Meanwhile, Russian tax chief Georgy Boos said Thursday that up to $14 billion is taken out of Russia illegally each year, the ITAR-Tass news agency reported. That's more than the Russian Central Bank's gold and currency reserves, which stand at $10.8 billion, according to an Interfax report Thursday. Pro-Kurdish Pols Winning in Turkey By SELCAN HACAOGLU .c The Associated Press KIZILTEPE, Turkey (AP) -- Cihan Sincar, running for mayor in Turkish elections, pledges to struggle as long as she lives for the rights of minority Kurds. But she knows that politics can turn deadly. Her husband, Mehmet, a pro-Kurdish legislator, was killed in 1993, shot in the back of the head. Now Sincar and a half dozen other members of a pro-Kurdish party are expected to win local elections Sunday in key towns in Turkey's predominantly Kurdish southeast. Their successful campaigns have created tensions with the government, which is engaged in a bloody war with Kurdish rebels and is extremely wary of any expression of Kurdish identity. The vote is the first time that the People's Democracy Party, or HADEP, Turkey's only legal pro-Kurdish opposition party, has contested the local posts. The party calls for greater cultural freedoms for Kurds. Prosecutors have accused it of taking orders from Kurdish rebels fighting for autonomy in the region since 1984. Club-wielding police broke up a HADEP rally in the region's main city of Diyarbakir on Tuesday, beating party supporters even as they fled the rally. Dozens of police backed by an armored personnel carrier raided Sincar's campaign office in the town of Kiziltepe a day later, recording the names of party workers and frisking them. Tensions are also higher in the region following a number of bombings thought conducted by Kurds angered by the February arrest of rebel leader Abdullah Ocalan, who now faces treason charges. Sincar, 44, who faces trial on charges of aiding Ocalan's Kurdistan Workers Party and was detained for nine days in November, vowed to continue her fight. ``I will struggle for my people as long as I live,'' she said. ``There is an obstinate denial of a Kurdish entity,'' she said, sitting in her apartment surrounded by scores of supporters. ``We are citizens of Turkey, but we are Kurds.'' Sincar is widely expected to win the race for mayor of Kiziltepe, a town of 113,000 just north of the Syrian border. The town has often been the scene of gunfights between Kurdish guerrillas and Turkish soldiers. Two of Sincar's brothers-in-law were guerrillas killed in shootouts with soldiers. She named her youngest son after one of them -- Kamuran. Among the freedoms HADEP seeks is the right to use the Kurdish language -- which was only allowed to be used at all in 1991 -- in schools and broadcasting. But the issue is sensitive in Turkey, where the government is quick to see any expression of Kurdish identity as a veiled attempt to break up the state. The government denies discrimination against its 12 million Kurds and points to Kurdish success stories, such as late President Turgut Ozal. HADEP ran in 1995 national elections but did not get enough votes for a parliament seat. Pro-Kurdish candidates also demand more funding for the poor, largely rural southeast, where many villages still lack running water and electricity. The area is under a visible military presence. Four army checkpoints dot the 75-mile road between Diyarbakir and Kiziltepe. [CTRL] House Examines Big-Bank Money-Laundering
-Caveat Lector- House Studies Money Laundering WASHINGTON (AP) -- House members on Thursday discussed ways to attack money laundering, examining the roles played by larger financial institutions and small check-cashing businesses. ``Money laundering is the Achilles' heel of organized crime,'' said Rep. Marge Roukema, chairwoman of the House Banking and Financial subcommittee on financial institutions. ``Fighting money laundering is about fighting drugs.'' The Treasury Department estimates that some $48 billion in drug-linked money alone is laundered overseas. One growing trend, involving ``money services business,'' has attracted congressional scrutiny, but no consensus on how to crack down. In this scheme, money is laundered in relatively small amounts through check-cashing companies and sellers of traveler's checks. Roukema, R-N.J., said 160,000 such companies do about $200 million in business every year. Critics of tighter reporting requirements on transactions said the changes would represent an invasion of privacy, needless regulation and an impediment to immigrants aiding families overseas. ``I'm more interested in the big boys'' of the money-handling world, said Rep. Maxine Waters, D-Calif. Rep. Bob Barr, R-Ga., also said he opposes regulating the smaller businesses. ``There are legitimate tools already available to law enforcement to handle money laundering,'' said Barr, a former U.S. attorney. One case mentioned involved Citibank and Raul Salinas, the brother of Carlos salinas de Gortari, Mexico's president from 1988 to 1994. A report for Congress in December said Citibank officials violated their own money laundering controls in helping Raul Salinas move as much as $100 million in alleged drug money out of the country. But the report by the General Accounting Office, the investigative arm of Congress, said it remained unclear whether the nation's second largest bank broke any laws in moving the funds. A Citibank spokesman said at the time that the report contained ``errors of fact and interpretation'' but said the bank would cooperate fully with law enforcement authorities. The GAO said neither it nor the Federal Reserve could determine whether Citibank broke any laws, and the Comptroller of the Currency found the bank's actions ``did not result in civil violation of the Bank Secrecy Act.'' Hoffman's crime was sending a copy of his book to a grand jury that was convened to investigate the Oklahoma City bombing. Hoffman's book alleges a government cover-up of a larger conspiracy in the OKC bombing. Sanders was convicted for having accepted physical evidence from the Flight 800 crash that was given to him by a TWA pilot who was a member of the investigation. Sanders had that evidence tested and published the findings in his book and several newspaper reports, which claim that a Navy missile struck Flight 800. The effort by the U.S. Justice Department to track down Sanders's source by reading his email without a warrant was said to be a threat to journalism by The Reporters Committee for Freedom of the Press. The law that Sanders was convicted of violating was written to stop souvenir hunters from taking debris from a crash site. Sanders didn't try to remove the evidence from the public, in fact, only he made it available to the public, giving us a second opinion about the cause of the crash. For that most heinous "crime," Sanders now faces up to 10 years in prison. The TWA pilot, Terrell Stacey, was the person who removed the evidence, yet Sanders, who wrote about the evidence, was the primary target of the Federal prosecution. Captain Stacey was even given time off for testifying against Sanders. The motive of the Federal prosecution was therefore to punish the person who wrote about the evidence, not the person who may have broken the law by taking it. Clearly, the goal was to punish the act of speech. I hope that all organizations dedicated to freedom of speech like the Committee to Protect Journalists will speak out against jailing these journalists. The ability to investigate one's government free from fear of persecution is a defining feature of a free society, as it should be for America too. Likewise, a new sign of danger is when you hear the government start saying, "Humanitarian." "Humanitarianism," like "patriotism," may be turning into "the last refuge of scoundrels." True humanitarianism, like true patriotism, is a good thing. But just like politicians are known to pick up and kiss babies, they also are known to wrap themselves in "patriotism" and now, "humanitarianism." In a press release from this news service, dated Dec. 6, 1998, we reported on what source "Roland Rocket" (pseudonym) knew regarding how U.S. prisoners are reacting to the perceived Y2K threat. "Rocket", who has worked in American "correctional facilities" (prisons) and has officer-level military sources of his own, recently contacted us with further info. Rocket writes, in part, that "it seems ironic that situations like 'humanitarian' actions in Yugoslavia that are initiated to 'save lives' create tremendous paranoia and panic among the inmate populations because they fear eradication by these same 'humanitarians' under the Hoover amendment." The Hoover amendment, according to Rocket, was set up by J. Edgar Hoover, long-time FBI Director, in the 1950s. Hoover was concerned that the U.S. prison population would be likely survivors of nuclear war, and arranged that in such a case prisoners were to be locked down then shotgunned to death in their prison cells. Rocket's military sources are skeptical regarding the three U.S. soldiers recently captured by Serb forces. The three U.S. soldiers are reportedly Rangers, part of an elite force, yet did not follow established procedure when they contacted their base by radio. Soldiers in their situation are supposed to send a "S.A.L.U.T.E. report" regarding the enemy force encountered (Size of force, Activity, Location, Uniform, Time, Equipment). Instead, says Rocket, they gave "less information than a frightened housewife in a 911 call." "All of the ex-Nam boys here don't believe the beating stuff either," reports our source. "Look at the uniforms: no muss, no mud, no blood. Most of the marks on their faces are made up of residual cammo face paint." Sherman Skolnick of the Citizens' Committee to Clean Up the Courts, in Chicago, is also skeptical. He has questioned the authenticity of some photos of the three captured soldiers. Reportedly, some photos show patch insignia on their uniforms while other photos show no such patch insignia. "Perhaps the most terrible thing is that so many people in and out of the service are so desperate to believe anything but the fact that WE are the bad guys that they are beginning to parrot the propaganda of the White House. They really don't believe it, but it has become a mantra oft repeated to ward off the specter of the awful truth," adds Rocket. Here at home, Sherman Skolnick has been reporting on intimidation of Serb Americans and immigrant Serbs by the U.S. Immigration and Naturalization Service (INS). To hinder Serb protests and demonstrations against the un-Constitutional and illegal U.S.-led aggression against Yugoslavia, Serbs in the U.S. are reportedly being threatened with deportation and detention. INS spokeswoman Barbara Francis denies part of the allegation. According to Ms. Francis, under an "informal policy" no one is being deported to Yugoslavia during the current conflict. ("No Yugoslav deportees during airstrikes," UPI, 4/13/99.) But no such denials were issued by Ms. Francis regarding Skolnick's and others' claims that some too-vocal Serbs are targeted to be rounded up and placed in detention camps, for example a detention camp in isolated Alaska. (Ms. Francis also, notably, calls the erupting Yugoslav war a "conflict." The White House also sticks to this nomenclature. The Vietnam War was also referred to as a "conflict" and not a "war" during its initial first few years. By referring to the Yugoslav bloodbath as a "conflict," tricky lawyer-minds thereby hope to bypass Constitutional restrictions stating that only the U.S. Congress can declare "war." So is it a "war" or is it a "conflict"? That depends on what you mean by "is.") According to the latest report from Mr. Skolnick, the FBI has now been brought in to help intimidate Serbs here in the U.S. The FBI is now "demonizing Serbian-Americans in general. The Bureau planted details making it seem that certain major Serb church officials in the U.S., such as in the Chicago area, urged their parishioners to murder U.S. soldiers in the U.S., as a reprisal for the U.S. murder of Serb civilians in Serbia by missile and bomb attacks

From wsws.org WSWS : News Analysis : North America The 1999 Pulitzers--prizes for Ken Starr's allies By Martin McLaughlin 16 April 1999 The awarding of the Pulitzer Prizes for journalism is an incestuous process in which the owners of the biggest newspaper monopolies pay tribute to each other and reward their underlings among the editors, columnists and reporters. But even by the dismal standards of the American press, the 1999 awards were scandalous, especially the two prizes given to representatives of the New York Times: Maureen Dowd, for distinguished commentary, and Jeff Gerth, for national reporting. The Pulitzers are given out in a two-stage process. Juries of a half dozen editors or specialists in particular fields choose three finalists in each category. Then the larger Pulitzer board, consisting mainly of executives, chooses the winners. There is barely a pretense of impartiality. The Wall Street Journal 's foreign editor was in the jury which selected the Journal as a finalist for international reporting. The executive photo editor of the Associated Press served on juries which selected the AP as a finalist for both spot news and feature photography. William Safire, long-time conservative columnist for the New York Times, is a member of the Pulitzer board which voted awards to his colleagues Dowd and Gerth. The awards to the two Times writers had a definite political significance. They are an attempt by the media establishment to validate retroactively the hysterical campaign waged against the Clinton White House, in collaboration with Independent Counsel Kenneth Starr, the congressional Republican leadership, and the extreme right-wing elements who financed and directed the Paula Jones lawsuit. Jeff Gerth won the award for national reporting on the alleged transfer of American satellite technology to the Chinese military through contracts approved by the Clinton administration. He is the Times reporter who, early in the 1992 election campaign, penned the first story on Clinton's involvement in the failed Whitewater real estate development. This story was to be the starting point for the 1993 media frenzy which led to the appointment of a special prosecutor, the protracted Starr investigation and, ultimately, Clinton's impeachment trial. Gerth's reporting on Whitewater has been exposed as shoddy and tendentious in numerous publications and in a useful book, How the Media Invented Whitewater, by long-time Little Rock columnist Gene Lyons. It was revealed only a few weeks ago that Gerth's Whitewater "reporting" amounted to taking handouts from Clinton's right-wing enemies in Arkansas. James McDougal, Clinton's former partner in Whitewater and Gerth's principal source for the story, received a five-figure sum from Sheffield Nelson, Clinton's Republican opponent in the 1990 gubernatorial race, to speak to the Times reporter. Gerth's reporting last year on Chinese technology acquisition was part of an abortive attempt by the media and congressional Republicans to attach accusations of "selling secrets to China" to the overall Whitewater/Lewinsky charges against the White House. Last month Gerth published a highly dubious front-page report in the Times about alleged Chinese espionage at Los Alamos National Laboratory, the latest effort to resuscitate the anti-Clinton campaign. Columnist Maureen Dowd is the personification of the subjectivism that characterized the editorials, commentaries and news coverage of the Times throughout the Monica Lewinsky affair. Many of her columns amounted to little more than name-calling. Take, for example, one from last summer, devoted to disparaging the character and personal appearance of Monica Lewinsky, who was the target of the following epithets, all in the space of 800 words: "like a little girl," "pudgy," "a mallrat," "a plaything." Truly prize-winning stuff. In a column last fall Dowd reported she had accidentally encountered Lewinsky at an airport. When Lewinsky asked her, quite understandably, why her columns were so hateful and personally vicious, Dowd was unable to respond. Yet according to the full-page celebratory ad published by the Times on Tuesday, "nobody got to the heart of the story more quickly and more consistently than she did." In reality Dowd never displayed the slightest understanding of the objective political significance of the attempt to overturn the results of two presidential elections by a quasi-constitutional coup, utilizing the Starr investigation. Fixated on Clinton's sex life, she functioned as an ally of Starr and the right wing for nearly a year. Then late in 1998, after the House Judiciary Committee had voted to move ahead with impeachment proceedings, Dowd began to back away from the anti-Clinton campaign. The Times ad covers up this

The commanders of the Alliance forces have reacted with intensified air strikes and preparations for the intervention of ground troops. Increasingly it is civilian targets which are being identified and hit in the strikes. The NATO war is rapidly developing into a form of general terror against the Serb population. At the same time the doubts and questions regarding the purpose of the war have grown. The original propaganda, which claimed that the offensive was being waged for humanitarian purposes, has long since been overtaken by reality. The editor of Germany's major news magazine Der Spiegel has posed the question: "What are we doing in the Balkans?" The co-editor of the weekly Die Zeit newspaper, Theo Summer, asks: "Is there the danger of a fiasco?" and hesitatingly but clearly answers his own question in the affirmative. Former SPD (Social Democratic Party) chancellor Helmut Schmidt has delivered his own devastating judgement: "International law has been broken at the behest of the Americans. This war is a mistake." Even the ultra-patriotic Bild newspaper has expressed doubts: "Is the war correct?" Under these conditions the ruling German coalition government of the SPD and the Greens have pulled out all the stops and begun a propaganda campaign which, in terms of demagogy and manipulation, puts all previous efforts in the shade. Defence Minister Rudolf Scharping (SPD), up until now a colourless political technocrat with sleep-inducing rhetoric and the charisma of an office manager, suddenly functions as the principal demagogue for the military brass. At the first press conference, immediately following the beginning of the war, Scharping delivered a warning to journalists, demanding that they openly exercise self-censorship. Every word critical of the NATO offensive must be avoided, he argued, because it would strengthen the enemy, prolong the war and therefore lead to increasing numbers of victims amongst the NATO and German troops. However, this attempt to revive the infamous "Dolchstoß" Legend* showed little signs of working. Critical voices became louder. Over the past few days the government has stepped up the war of words. Now, according to Defence Minister Scharping and Foreign Minister Joschka Fischer, the behaviour of Slobodan Milosevic must be compared to the "inhuman activities of Adolf Hitler". Fischer declared to journalists that the actions of the Serb militias against the drained and exhausted refugees reminded him of the worst pictures of the burning down of the Warsaw ghetto. "For the first time in this century Germany is on the right side," Fischer added. And at every available opportunity Scharping has repeated his formula that the "unimaginable cruelty in Kosovo recalls the twisted face of Germany's past". With increasing clarity they draw a parallel with the National Socialist holocaust. Every press statement by the foreign and defence ministries is loaded with the appropriate vocabulary: "massacres, slaughterhouses, selection, concentration camp, mountains of bodies". Der Spiegel reported a week ago on a "media offensive" by the defence ministry aimed at defusing the growing criticism. "Air reconnaissance photos must prove the existence of concentration camps in Kosovo. Scharping and the chancellor's office have ordered the urgent acquisition of such items of evidence Since last Monday the German army sends out unmanned reconnaissance planes stationed in Macedonia, Tornados are also taking part in the search As soon as the photographic evidence has been acquired the government intends to use it to justify its war effort. In this way the Russians will also be publicly put under pressure. The search continued until the middle of the week without success. A German reconnaissance plane took photos of the sports stadium in Pristina--an alleged concentration camp--but the stadium was empty." The daily press conferences by the defence ministry are aimed exclusively at issuing instructions, not providing information. Any critical questions are sharply rebuffed. Die Zeit questioned: "What lay behind the furious eruptions--on one occasion by Fischer, another time by Scharping--merely because the media were not willing to clearly distinguish between perpetrator and victim, were not prepared to

AER From Wash (DC) Post VA Planning Major Layoffs 1,100-Plus Jobs May Be Lost at Medical Facilities By Bill McAllister Washington Post Staff Writer Friday, April 16, 1999; Page A27 More than 1,106 workers at veterans hospitals face loss of their jobs under reductions in force approved this week by Veterans Affairs Secretary Togo D. West Jr. VA officials said yesterday that requests for additional RIFs at nine VA medical facilities are awaiting West's approval. Overall, it could be one of the biggest layoffs any federal department has approved in recent years. The VA was moving ahead with the reductions even as lawmakers were squabbling over how much to add to the Clinton administration's $44 billion VA budget for fiscal 2000. A senior VA official, speaking on condition of anonymity, could not offer assurance that some layoffs would be averted even with additional funds. Some of the staff cuts stem from budgetary problems faced by the department's network of nearly 170 hospitals, the official said. Others are because of changes in how the VA delivers health care to the nation's 25 million veterans, he said. The department is moving away from hospital-based care toward community-based outpatient clinics that offer preventive care. The result is that many hospital workers are no longer needed, the official said. Most of the announced 1,106 layoffs would be at VA hospitals in the North, mainly in New York, New Jersey and Illinois. They result, in part, from recent legislation that directed the department to shift funds to hospitals in the Sun Belt. The migration of elderly veterans to those states has crowded VA hospitals there, creating longer waits for doctor appointments and other services. There was no mention of RIFs at any Washington area facilities in the downsizings approved by West, officials said. The VA's Washington health care headquarters lost about 253 positions, or 20 percent of its staff, in 1996. The VA has conducted a number of small RIFs at hospitals in other areas in the past two years. The department asked Congress this week for renewed authority for buyouts--payments of up to $25,000 to encourage employees to leave the payroll. Under federal personnel law, federal workers must be given 60 days' notice of a layoff. The RIF procedures triggered by the law then allow senior workers to "bump" others in lower-level positions and to transfer to other federal installations if comparable jobs are vacant. As early as 1996, VA officials were warning that the department, without sharp budget increases, faced layoffs of up to 10,000 workers, including physicians and nurses. Last year they issued similar warnings, saying the VA urgently needed new sources of revenue, especially Medicare reimbursements, if it was to avoid large-scale layoffs this year. Congress did not approve the Medicare plan and the administration did not budge from its plans not to increase veterans health care spending. The flat VA budget has prompted an intense lobbying effort by veterans groups and a firestorm between Democrats and Republicans over how much to add to the VA budget. On Wednesday, several leaders of the Senate and House Veterans Affairs committees hailed an agreement by budget conferees to add $1.7 billion to the VA's 2000 health care budget. Rep. Lane Evans (Ill.), ranking Democrat on the House panel, objected to the spending agreement, however, calling it "a wolf in sheep's clothing." The Pentagon is still working out the details of which units will be called up, the paper reports. "While a senior defense official said the total would be around 30,000, an administration official said it could be as high as 33,000. By law, Clinton can authorize the activation of 200,000 reservists National Guard members." The call up would be the largest single activation since the Persian Gulf war in 1990. Of the $5.9 billion in emergency spending the White House is expected to request from Congress, a dramatic increase over previous estimates, nearly 5.4 billion would cover the cost of reservists' salaries, fuel and other supplies and munitions, reports the TIMES in its Friday lead. The DRUDGE REPORT learned late Thursday night that former Democratic fund-raiser Johnny Chung will be subpoenaed to appear before a congressional committee. The subpoena, which will be issued in the morning, calls for Chung to appear on May 27 and 28 before the House Government Reform Committee. With TV cameras running, Chung will be questioned in great detail about what he knows, and Chung has indicated that he will fully cooperate with the committee, the DRUDGE REPORT has learned. The House Government Reform Committee wrote Attorney General Janet Reno requesting permission to question Chung on April 7 after a story appeared in the LOS ANGELES TIMES. The story stunned the city: China's head of military intelligence took funds from Beijing and secretly spent them to reelect President Clinton, Chung has told federal investigators. "Chung's testimony has provided investigators the first, direct link between a senior Chinese government official and illicit foreign contributions that were funneled into Clinton's 1996 reelection effort," the TIMES reported. On the ground smoldering skeletons and a woman cut in half... a man's head lying in a field with the wind blowing his brown hair against the grass, and corpses lying in a squalid hospital nearby: details from the horror scene of the refugee caravan bombing reported by London's INDEPENDENT newspaper on Friday, coming only days after the passenger train bombing. But to every story there's a silver lining. And down in Atlanta at CNN headquarters, it's been press release after press release during the Crises in Kosovo. "In primetime, the network posted a 1.1 rating... an increase of 22%," rejoiced CNN's David Bittler and Alison Rudnick in a press release that moved on AP EXPRESS wires midweek. "The network series of four primetime Special Reports on the crisis in Yugoslavia posted a 1.2 rating and delivered 895,000 households." Up. Bittler and Rudnick point out increase by increase, daypart by daypart. LATE EDITION airing Sunday on CNN "experienced increases of 100%" during last week's NATO runs. Yugoslavia is a small country with several different national groupings. The U.S. and its allies are much bigger and more powerful. But the 11 million people who live there are furious that U.S. bombs are killing their children. They know they are defending their country. They feel the moral right to strike back. And because Clinton and the generals have ordered the attack, you will be a target of this fury. If-- and the generals are talking about it already--they send you into Yugoslavia to kill, you will find the entire population ready to rise up against you. And though Yugoslavia is small, during World War II Yugoslav partisans--guerrillas-pinned down 300,000 troops from the German Wehrmacht and finally defeated them. On demonstrations here against the U.S. bombing assault, thousands of people are chanting, "Kosovo is Vietnam." It brings up the memory of the last time U.S. troops tried to occupy a country. All Vietnam rose up against them and drove them out. During that war, a U.S. lieutenant--William Calley--led his troops in the burning of a Vietnamese village, killing 330 women, men and children. Calley just took a little further what the Pentagon had ordered--a burn all, kill all assault on the civilian population. Atrocities like that also led many U.S. soldiers to drug addiction, suicide and mental breakdowns. But there were other U.S. troops who resisted the war. Hundreds of thousands refused to go into aggressive action. Others refused to fight. Some actively organized their buddies against the war. Some felt the war was so unjust that they went over to the other side. Finally the generals decided they had better get out. Some 55,000 U.S. troops were killed in that aggression on the other side of the world. Many young men were sent home in body bags before thousands began to resist. You still have the chance to resist this war-- before you become a target. You have the right to speak out against it. You have the right to pass out leaflets and organize against this war. You can refuse to re-up as a protest. You can refuse to take the anthrax vaccine and other preparations for chemical and biological warfare. Though the euro sank to as low as $1.0622 in London trading today, the lowest since it first began trading at $1.16675 on Jan. 4, Liebscher, the Austrian National Bank governor, said ``psychological factors'' and concern about ``how economies are performing'' are commonplace in exchange rates between two currencies. ``I'm not really concerned about the exchange rate because we more or less have the same situation that the dollar-yen had last year,'' Liebscher said. ``We will watch it carefully, but one should not be too concerned about the development in the exchange rate. It's not the goal of the ECB council.'' The euro slid to a new low against the dollar today, as hopes for an end to the war over Kosovo faded after U.S. President Bill Clinton warned attacks on Yugoslavia would intensify. While ECB officials say the euro's development is no cause for concern, analysts say the ongoing conflict will be costly to European governments and could hurt Eastern European economies. Even so, some commentators point out that a less valuable euro can encourage Western European growth by making products less expensive for customers abroad. ``The lower exchange rate is an indirect sponsorship program for the European economy,'' Johannes Farnleitner, the Austrian Minister for Economic Affairs, said today. ECB's Contribution While Liebscher downplayed concerns about the European economy, he added the ECB council did its part for the euro bloc's growth by cutting its benchmark refinancing rate half a percentage point to 2.5 percent last week. He said it's now up to each government to change economic policies in line with the euro countries' so-called stability pact, which is intended to reduce government deficits and debt. ``The prime goal for me is that policy makers really stick to the stability pact...and reach balanced budgets or even surpluses,'' said Liebscher, attending the launch of an education package to boost schoolchildren's awareness of Europe's single currency. Governments ``are forced to, and they should, speed up structural reforms like deregulation, getting rid of bureaucracy, and creating new jobs in respect of new enterprises,'' he said. Liebscher highlighted the importance of tackling unemployment in the euro 11 countries, though said he was satisfied with Austria's own jobless rate. Austria's Low Unemployment ``The Austrian situation itself is quite different because we have an unemployment rate of 4.2 percent, which is, fortunately, one of the lowest rates within the European Union,'' he said. ``But on the other side, according to national standards, it's rather high.'' Austria's coalition government last month agreed on a 30 billion schilling ($2.4 billion) tax package aimed at boosting consumer spending, encouraging companies to invest and creating more jobs. ``I'm convinced we've already seen certain improvements in the last two or three months, so the situation here is improving,'' Liebscher said. Austria, which with 3 percent of the euro bloc's output is the area's seventh-largest economy, also announced plans at the start of the year to continue posting budget deficits in a four- year deficit-limitation plans. Reducing Speculation Liebscher said last week's ECB interest rate reduction, the size of which surprised many economists, was aimed at bolstering growth in the region and stamping out speculation about further rate cuts in the future. While the central bank's independent reputation may benefit from springing ``surprises'' on the market, he said, the decision was based wholly on policy, since ``we are faced with a quite favorable outlook for price stability on the one side. And this was, of course, our main basis for that decision.'' The European Commission forecast last month that economic growth in the euro 11 may slow to 2.2 percent in 1999, from 3 percent last year. ``This is a realistic outlook but optimistic on the other hand because they say it's more or less a temporary development and we will see the situation recover next year,'' Liebscher said. ``I also share the feeling that we have seen a robust economy internationally -- we have improvement in some of the Asian countries and a stabilizing situation in Latin America. So I think the international environment is quite favorable for the future,'' Liebescher said. -Caveat Lector- Years and years ago, a friend of mine gave me the huge Ohio Revised Code in one bookI read it all, but got really bored when it came to the banking and money stuff, where most of the dirty work is usually done - securities and all that. There was one law on the books then, that I still remember and did not question or wonder why: (Actually, believe was two laws). One law forbid Greek Fraternities.. Other Law forbid anyone other than a Mason from wearing Masonic regalia(and the word I think was regalia). I do not know if this law is still on books; but would have to be under Chapter 29 criminal code.I ran across it again in 1969 when I filed the soothsaying without a license charge against Jeanne Dixon, the Tokyo Rose of Washington Square.but again, do not believe any of these laws were repealed and still stand. Why would it be illegal to wear Masonic Regalia..yet on the other hand, why would it bann fraternities using Greek letters etc. All these fraternities use the King James Bible for their rituals.just like the Mafia. -Caveat Lector- Ky. steelmakers, users square off on import law By Gail Gibson HERALD-LEADER WASHINGTON BUREAU WASHINGTON -- The glut of cheap, foreign steel that touched off this year's biggest trade fight in Congress hit the bottom line at the Gallatin Steel Co. in Northern Kentucky. Since late last year, production at the mini-mill in Ghent has dropped to 50 percent of capacity. Prices for the hot-rolled steel the company sells to businesses like automotive stamping plants have fallen from $300 a ton to $200. ``That just comes out of your pocket, because costs don't drop like that,'' said Ed Puisis, Gallatin's chief financial officer. Last month, lawmakers in Washington stepped in to try to help domestic steelmakers like Gallatin, who say increased imports are crushing their business. In a 298-141 vote, the U.S. House approved legislation that would impose quotas on steel imports for three years. But a solution may not come that easily. The quota bill already faces criticism from leading economists, a veto threat from the White House and an uncertain future in the Senate as lawmakers return to work this week after a two-week recess. And in Kentucky, the story isn't just in the old steel mills in towns like Newport or Ashland. On the other side of the fight is the state's burgeoning auto industry -- including leading employers like Toyota Motor Manufacturing of North America -- which says the import restrictions would hurt business. ``It's a question of whose margin is at stake,'' said Dennis Cuneo, Toyota's vice president for corporate affairs. Cuneo said that Toyota-North America buys roughly $300 million worth of steel each year, about 95 percent of it from U.S. producers. Import restrictions would push up steel prices across the board. And that increase could force carmakers to respond by cutting costs -- trimming wages or laying off employees -- or raising sticker prices. ``I do feel for the individual steelworker who may lose his or her job,'' Cuneo said. ``But on the other hand, I don't think it justifies losing three or four other jobs in the steel industry so the government can prop up that job.'' Worries of `protectionism' By sheer employment numbers, steelmakers in Kentucky don't have the same strength as steel users -- particularly major operations like Toyota's Georgetown plant or Ford's truck plants in Louisville. In 1998, carmakers Toyota, Ford and General Motors employed 17,000 people in the state. The state's 56 steel companies combined to employ 6,199, state figures show. But the steelmakers showed their muscle on the import restriction bill. Of Kentucky's six U.S. House members, only two -- Republican Reps. Ernie Fletcher of Lexington and Anne Northup of Louisville -- voted against the bill. It wasn't an easy decision, Fletcher said in a recent interview. ``My dad worked in the steel mills when he was younger, and we were talking to the steel workers coming in, and I'm very concerned about their jobs and their well-being,'' Fletcher said. Fletcher balanced that view against the concerns of Toyota, a major player in his Central Kentucky district, and other steel users like heavy- equipment manufacturer Caterpillar Inc., which produces tractor treads at a Danville plant. ``I came down on the fact that in the long run, our protectionism is going to have a greater ill effect on our citizens than in the short term,'' he said. Some of the nation's leading economists have sounded the same concerns. Testifying at a House Ways and Means committee hearing this winter, Federal Reserve Chairman Alan Greenspan warned that a ``drift toward protectionist policies, which are always difficult to reverse, is a much greater threat than is generally understood.'' Writing in the Wall Street Journal last month, economist Robert Crandall, a senior fellow with the Brookings Institution, called the steel bill ``one of the most blatantly protectionist pieces of legislation since the 1930s.'' The debate highlights some of the nation's free-trade angst, which has been exacerbated in parts of Kentucky by the closings of textile plants in the wake of the North American Free Trade Agreement. House members split Rep. Ken Lucas of Union is a conservative Democrat and businessman who generally favors free trade. But his Northern Kentucky district also includes some of the larger steel mills, and on this issue, Lucas said, the ``benefits outweighed the negatives.'' Other Kentucky House members who backed the steel quota bill said they did so to signal concerns that the Clinton administration is not adequately enforcing existing trade laws. ``Unfortunately, President Clinton has refused to stand up for American steelworkers; therefore, the responsibility fell to Congress,'' said Rep. Ron Lewis, R-Cecilia. Big U.S. steel companies and their workers also say the administration isn't doing enough to crack down on increasing imports. I did an extensive study of the Holocaust and in arguing with some of the Holocaust deniers I finally came to the realization that they were not merely arguing over facts and interpretation, but rather that they were coming from a deep spiritual attachment to Hitler. This was evidenced to me by one who finally admitted that the Holocaust may have happened, but that Hitler did not know about it. This, of course, is ridiculous. But it did seem to indicate a strong belief in Hitler going far beyond anything explainable from a rational point. After reading the connections between Hitler and the occult, I began to think that this whole thing was more explainable on a spiritual level. I had never believed much in demon possession, but it began to be more understandable to me after these studies. An individual reportedly fitting the description of Eric Rudolph was gunned down in his trailer during a "no-knock" entry under warrant. The feds claimed that the individual was startled and leaped in the direction of a firearm, thus justifying the severe response by the government henchmen. (Since the object to be seized under the search warrant was a person, why was a "no-knock" warrant considered necessary? What's the suspect going to do? Flush himself down the toilet?) 4. On the evening in which Philip Rogers allegedly shone his daughter's laser pen light across a chopper pilot's helmet, he and Ramon Sparks were chased, captured, handcuffed, and beaten by the feds, when Ramon attempted to get Philip to the local sheriff's department for safety. 5. During a "town meeting" with the feds, the feds denied it when locals asked about federal agents systematically eliminating the deer population (thus eliminating a possible emergency food supply for the locals). The Senators suggested that the U.C. Davis Medical Investigation of Neurological Disorders Institute, (M.I.N.D.) would be the appropriate organization to do the research. Autism exacts a tremendous cost on children, on families and the developmental disabilities system," Burton said. "The system is getting seven new kids with autism seven days a week. Is this because families are coming to California for services? A change in diagnostic practices? Something environmental? The numbers will also show that the rate of increase is accelerating at 3% per year. The new presidential decision directive (PDD), details of which were first reported in The Washington Post on December 7, operates from the premise that the primary role of nuclear weapons in the post-Cold War era is deterrence. In a December 23 interview, Robert Bell, senior director for defense policy and arms control at the National Security Council, provided additional information about the PDD and clarified some misperceptions in the press with respect to the Clinton administration's policy on "launch on warning" and the use of nuclear weapons against a chemical or biological weapons attack. New Guidelines Due to its highly classified nature, many specific details about the PDD have not been made public. Nevertheless, Bell confirmed that "We have made an important change in terms of strategic nuclear doctrine in reorienting our presidential guidance away from any sense that you could fight and win a protracted nuclear war to a strategic posture that focuses on deterrence." The administration made the decision to rewrite the old nuclear guidelines early in 1997. At that time, General John Shalikashvili, then-chairman of the Joint Chiefs of Staff, explained to President Clinton that the United States could not reduce its nuclear arsenal to the level that was being discussed for START III (2,000 to 2,500 deployed strategic warheads) and carry out the objectives of the 1981 nuclear guidelines. Bell pointed out that this assumed that the goals of the old guidelines could ever have been realized -- a skepticism that has been voiced by former Reagan administration officials. Hence, one key factor influencing the administration's decision to rewrite the old guidelines was that they were not compatible with the U.S. objective of achieving further strategic force reductions with the Russians. Moreover, the administration viewed the 1981 guidelines as an anachronism of the Cold War. The notion that the United States still had to be prepared to fight and win a protracted nuclear war today seemed out of touch with reality given the fact that it has been six years since the collapse of the Soviet Union. In this connection, Bell said the 1981 directive "reads like a document you would expect to have been written at the height of the Cold War, not something that you would want operative today" Launch on Warning Bell said the press had incorrectly indicated that the PDD "still allows" the United States to launch nuclear weapons upon receiving warning of an attack. Bell emphasized that "there is no change in this PDD with respect to U.S. policy on launch on warning and that policy is that we do not, not rely on it." In fact, Bell said "in this PDD we direct our military forces to continue to posture themselves in such a way as to not rely on launch on warning -- to be able to absorb a nuclear strike and still have enough force surviving to constitute credible deterrence." Bell pointed out that while the United States has always had the "technical capability" to implement a policy of launch on warning, it has chosen not to do so. "Our policy is to confirm that we are under nuclear attack with actual detonations before retaliating," he said. Negative Security Assurances Bell also dispelled the published report that the PDD expands U.S. nuclear options against a chemical or biological weapons attack. "This PDD reaffirms explicitly, virtually verbatim, the policy of this administration as we stated it the last four or five years, including during the extension of the Non-Proliferation Treaty [NPT], the negotiation of the CTB [Comprehensive Test Ban] and the ratification of the Chemical Weapons Convention," he said. McElwaine -- [This piece sent by someone on the "In-Search-Of" discussion list] RUSSIA'S OPERATIONAL STARWARS DEFENSE SYSTEM - In February 1992, Russian President Boris Yeltsin proposed to the United States and the United Nations a global defense shield (with "Star Wars"-type weapons) BASED ON RUSSIAN TECHNOLOGY. Some people might wonder what the "backward" Russians could possibly have that would be of value for the S.D.I. research and development program. The little-known TRUTH is that the Russians started deploying an OPERATIONAL "Star Wars" defense system in September 1977, and it has greatly grown and improved since that time. It is a SPACE TRIAD built around CHARGED-PARTICLE BEAM and NEUTRON PARTICLE BEAM WEAPONS. In this article I will describe the Russian system as it developed from 1977 to 1983, and give several examples of how it was used during that period. But first I will try to convince readers of the credibility of my main source of information about it. My main source is articles published in a weekly legislative newspaper, WISCONSIN REPORT (WR), of Brookfield, Wisconsin, (P.O. Box 45, zip 53005), written by the late Dr. Peter David Beter, a well-respected Washington, DC attorney, Doctor of Jurisprudence, and expert and consultant in international law, finance, and intelligence, who received much of his information from associates in the CIA and other intelligence groups of other countries who disapproved of many of the things happening or being planned behind the scenes. They believed that at least limited public exposure might delay and ultimately prevent the worst of those things, such as NUCLEAR WAR and NATIONAL DICTATORSHIP, from taking place. Dr. Beter started appearing on local radio and TV talk shows, but soon found himself being BANNED from them, as a result of government THREATS to cancel broadcast licenses. So he started producing monthly one-hour cassette tapes and sending them to a growing list of subscribers. From June 21, 1975 until November 3, 1982 he recorded eighty (80) "Dr. Beter Audio Letters", plus eight "Audio Books", and three special topic tapes. On September 1, 1977 Wisconsin Report started publishing transcripts of those Audio Letters. Based on information from his sources, Dr. Beter PREDICTED the bombing of the Marines in Beirut A FULL YEAR BEFORE IT HAPPENED, WARNING that the U.S. Pentagon and the Israeli Mossad were CONSPIRING TO DELIBERATELY ARRANGE IT in order to try to get Americans angry at the Arabs and generate public support for PLANNED military action against them. He reported the impending assassination of Anwar Saddat of Egypt SIX DAYS BEFORE IT HAPPENED. And Dr. Beter predicted what he called the "retirement" of Leonid Brezhnev one week before Brezhnev officially "died", [note that the word "retirement" was used for the TERMINATION OF REPLICANTS in the 1982 movie "Blade Runner"], and his quick replacement with Andropov which occurred only three days after the "death" of Brezhnev, to the surprise of all government and media analysts. Subscription application and renewal forms for Dr. Beter's tapes would usually say, "Subscribe to the Dr. Beter Audio Letter and watch the news start making sense." RUSSIA'S SPACE TRIAD OF STAR WARS WEAPONS In September 1977 the Russians started launching MANNED killer satellites, called "COSMOS INTERCEPTORS", armed with CHARGED-PARTICLE BEAM weapons, into earth orbit, (12-15-77 WR; and Dr. Beter Audio Letter (AL) #27, Topic 1). By April 1978 there were about THREE DOZEN of them, and they had FINISHED DESTROYING all American spy and early warning satellites, (5-18-78 WR, and AL #33, Topic 2). On September 27, 1977, in what Dr. Beter called "THE BATTLE OF THE HARVEST MOON", a Cosmos Interceptor in Earth orbit used a NEUTRON-PARTICLE BEAM to wipe out a secret American laser-beam base nearing operational status in Copernicus Crater on the Moon, (11-3-77 WR; and AL #26, Topic 1). Over the weekend, Chinese Premier Zhu Rongji hinted that the crisis in Kosovo could lead to a world war. At the same time, Russia -- a long-time ally of the Serbs -- has begun a large-scale mobilization of its military forces. While NATO countries are engaging in military operations, not one Western country is mobilizing for a larger war, as is Russia. THE NEW STRATEGIC PARTNERSHIP OF RUSSIA AND CHINA NATO's soporific reaction to Russia's mobilization should also be viewed, not in the context of the Yugoslavia bombing, but in the broader context of the new China-Russia relationship -- one that has dramatically altered the balance of power in the world. In November 1998, Russia and China officially formed a "strategic partnership." According to the official Chinese news agency, this partnership is meant to challenge the "perceived global dominance of the U.S." In plain English, the primary enemy Russia and China plan to fight is the United States and its allies. Together, Russia and China have the world's most powerful military, including over 30,000 nuclear weapons, armies of 6 million men with hundreds of battle-ready combat divisions, and thousands of tanks. Their new alliance should have rung warning bells throughout the world. Instead the Western media, Clinton and other Western leaders have ignored it, continuing to insist that Russia and China are our "friends." WHILE CLINTON DIDDLES, RUSSIA AND CHINA PREPARE FOR WAR In recent months, Russia and China have jointly demilitarized their 2,500-mile border. Three hundred Russian combat units were withdrawn from the Chinese frontier. A similar number of Chinese units were withdrawn. China has also been rapidly building up its ballistic missile forces opposite Taiwan -- forces that could be used against the U.S. military in the Far East. An attack against Taiwan could come at any time. Carl Ford of the Heritage Foundation, testifying before the Senate Foreign Relations Committee on March 25, said that the Chinese People's Liberation Army (PLA) has changed its military strategy from one of a slowly-developed assault and blockade against Taiwan, to "more intense, quick-hitting attacks using ballistic missiles." For many years, Russian military theory has held that ballistic missile weapons can be used to accelerate attacks, allowing for rapid victories over powerful opponents. The Chinese missile buildup together with its shift in military strategy suggests that China's generals have fallen under the spell of Russian military theory. At the same time, the Russian units moved off the Chinese border are now free to threaten Europe. As the NATO bombing began, Russia talked of moving heavy bombers and tactical nuclear weapons into Belarus, the traditional invasion route from Russia to Europe. Still, NATO is oblivious to the tremendous shift in the global balance of power caused by the new Russia-China military alliance. NORTH KOREA JOINS THE RUSSIA-CHINA AXIS There are strong indications that the Russia-China alliance also includes other sworn enemies of the West, including the North Korean military dictatorship. During the Korean War, tens of thousands of Chinese troops fought against the US in support of the North Korean dictatorship, and China continues to be North Korea's principal ally. It is virtually unthinkable that the North Koreans would launch a new war against South Korea or the West without Chinese approval and support. In the past year, North Korea has become increasingly bellicose, repeatedly threatening to launch nuclear weapons against US cities if we interfere with their activities on the Korean peninsula. In just the last month, Korea has also deployed a new three-stage missile capable of hitting most US cities. A major obstacle in any war launched by North Korea is America's ally, Japan. According to the nationally circulated Japanese newspaper Sankei, on March 23, North Korea used a naval diversion to cover the insertion "dozens" of special operations commandos into Japan. According to unidentified sources, these North Korean infiltrators are trained in the sabotage of trains, bridges, and communications.

Ironically, this was done in the name of "increased deterrence." Every sensible American needs to understand why this reasoning is fraudulent at best and deadly at worst. First, some background. The impetus to change U.S. strategic nuclear doctrine came on the heels of Clinton's demand to the Joint Chiefs of Staff in early 1997 that they prepare to unilaterally reduce America's nuclear warhead deployment to 2,500 in eager anticipation of the ratification of the START II disarmament treaty. This pact has yet to be ratified by the Russian Duma. Gen. John Shalikashvili, chairman of the Joint Chiefs, responded that he couldn't comply, since the U.S. military was still operating on a former Presidential Decision Directive of 1981 to prepare to "win a protracted nuclear war." A winning strategy couldn't be implemented without the full contingent of current nuclear strategic warheads. According to Craig Cerniello of Arms Control Today (November/December 1997 issue), "the administration viewed the 1981 guidelines as an anachronism of the Cold War. The notion that the United States still had to be prepared to fight and win a protracted nuclear war today seemed out of touch with reality, given the fact that it has been six years since the collapse of the Soviet Union." Certainly, the apparent collapse of the Soviet Union is the linchpin in every argument pointing toward the relaxation of Western vigilance and accelerated disarmament. Indeed, it is the driving argument that is trumpeted constantly before Congress, U.S. military leaders, and the American people. Almost everyone is buying it -- even most conservatives who should know better. However, the most savvy Soviet-watchers can point to a host of evidence indicating that the so-called "collapse" was engineered to disarm the West and garner billions in direct aid to assist Russia while inducing the West to take over the economic burden of the former satellite states. But the most ominous evidence is found in defectors from Russia who tell the same story: Russia is cheating on all aspects of disarmament, and is siphoning off billions in Western aid money to modernize and deploy top-of-the-line new weapons systems aimed at taking down the U.S. military in one huge, decapitating nuclear strike. Contrast this with the Clinton administration's response. Incredibly, while still paying lip service to nuclear deterrence, Assistant Secretary of Defense Edward L. Warner III went before the Congress on March 31, 1998, and bragged about the litany of unilateral disarmament this administration has forced upon the U.S. military: Warner noted the "success" the Clinton administration has had in recent years, which has: Eliminated our entire inventory of ground-launched non-strategic nuclear weapons (nuclear artillery and Lance surface-to-surface missiles). Removed all nonstrategic nuclear weapons on a day-to-day basis from surface ships, attack submarines, and land-based naval aircraft bases. Removed our strategic bombers from alert. Stood down the Minuteman II ICBMs scheduled for deactivation under Start I. Terminated the mobile Peacekeeper and mobile small ICBM programs. Terminated the SCRAM-II nuclear short-range attack missile. In January 1992, the second Presidential Nuclear Initiative took further steps which included: Limiting B-2 production to 20 bombers. Canceling the entire small ICBM program. Ceasing production of W-88 Trident SLBM (submarine-launched missile) warheads. Halting purchases of advanced cruise missiles. Stopping new production of Peacekeeper missiles (our biggest MIRV-warhead ICBM). "As a result of these significant changes, the U.S. nuclear stockpile has decreased by more than 50 percent," Warner enthused. All of this has been done without any meaningful disarmament by the Russians. The Clinton administration would counter this charge by citing the "successful" dismantling of 3,300 strategic nuclear warheads by Ukraine, Kazakhstan, and Belarus, and the destruction of their 252 ICBMs and related silos -- all paid for with U.S. taxpayer funds to the tune of $300 million per year. But the real story is otherwise. Yes, Americans paid for the dismantling of these systems -- the oldest and most out-of-date in the Soviet inventory. The American Hospital Association and the Tennessee Hospital Association are outraged by the Feb. 24 seizures at four locations owned or operated by the 72-bed East Tennessee facility, Woods Memorial Hospital District, Etowah. "Send in the accountants with pocket protectors to seize the records Don't send in the FBI agents with guns and flak jackets," Craig Becker of the Tennessee Hospital Association told the Knoxville News--Sentinel. "This is inappropriate behavior," said Mary Grealy, chief counsel for the American Hospital Association. :I don't think this should ever occur at a hospital. This is not the same as if you were dealing with drugs or something like that. Hospital employees claim agents "constantly trampled through sterile areas" where patients receive dialysis treatment, wouldn't let them use the restore or answer a phone without permission and kept a dozen workers in a small room for about an hour while records were checked. The inspector general's office at the U.S. Department of Health and Human Services oversaw the operation. Agents involved came from the FBI, the Internal Revenue Service, the Tennessee Valley Authority and the Tennessee Bureau of Investigation. Judy Holz, a spokeswoman for the HHS' inspector general, disputed some of the employees' claims. She said no one was detained more than 10 minutes. "Our policy is to go in and cause minimal disruption and have utmost respect for both the patients and the employees," she said. Agents routinely carry weapons during a seizure, she said, in case they must "protect themselves...(or) control the environment." But hospital spokesman Chris Trew said, "This is a modern hospital facility with well-educated physicians, well-educated staff. There was no danger that was posed to these folks (agents). -Caveat Lector- What price profits? == Gore Worked to Soften South Africa Health Law Reuters 16-APR-99 WASHINGTON, April 16 (Reuters) - Vice President Al Gore, who has called for urgent measures to slow the AIDS epidemic in Africa, has at the same time quietly worked to soften a law that consumer groups say could help AIDS victims there, according to a government report provided to Reuters. As head of the U.S.-South Africa Binational Commission, Gore pressed South Africa to refrain from using some of its obscure trade powers designed to give its people better access to cheaper medicines, the State Department report said. U.S. officials and drug makers argue the law giving South Africa the trade powers violates patent rights. "U.S. government agencies have been engaged in a full court press with South African officials ... to convince the South African government to withdraw or amend the offending provisions" from the law, the report said. The report was sent to Congress in February just ahead of Gore's latest trip to South Africa. The document has outraged consumer activists and AIDS groups, who say Gore is putting the interests of drug companies above the welfare of AIDS victims. "Gore is representing the profit-glutted pharmaceutical industry, using the facilities of the U.S. government, to browbeat the South African Ministry of Health," consumer advocate Ralph Nader said. A Gore spokesman, however, said the vice president was working to help AIDS patients by making sure drug companies maintain profit levels to develop new AIDS medications. Gore and South African Deputy President Thabo Mbeki "are committed to working together to chart a course that will meet the medical needs of those infected with HIV or AIDS, without cutting off the commercial incentives that fuel medical research in the first place," the spokesman said. At issue is a section of the South African Medicines and Related Substances Act, a complicated law that aims to expand access to medicines in a country where 3 million of the 43 million citizens have HIV or AIDS. Drug makers say this particular law goes too far in giving officials broad authority to ignore patents needed to protect their research. During a meeting in Washington last August, Gore made protection of pharmaceutical patents a central focus in talks with Mbeki, the State Department report said. The leaders agreed the United States would restore trade benefits suspended last year over this issue to South Africa if the countries made progress on patent issues, the report said. Standing next to Mbeki at a February news conference in Cape Town, Gore, the favourite for the Democratic presidential nomination in 2000, called AIDS "a crisis for South Africa" and said the problem "must be faced with a new level of urgency." AIDS activists, however, criticised Gore for publicly promising to fight AIDS while working behind the scenes against South Africa's medicines law. "It really is hypocritical for the administration to pretend to be concerned about AIDS when they're taking actions ... that are denying people access to very essential medicines," said Eric Sawyer, executive director of the HIV/AIDS Human Rights Project. South Africa has not used the disputed portions of its Medicines and Related Substances Act, now tied up in court over a constitutional challenge. But health and consumer groups have urged South Africa to use the law's power to bring cheaper AIDS drugs to the country's poor. The groups are pushing for compulsory licenses, giving a local company the right to produce generic copies of drugs or import U.S. products through third parties at a lower price. Gore, however, was more worried about competing for campaign dollars from drug companies than in helping AIDS patients, Nader charged. Drug makers say they are unfairly being singled out as the bad guys in the debate. They say other factors besides price contribute to access problems, and they are working on ways to bring AIDS drugs to the most needy. As well as, "Is the Yugoslavian government genocidal" and "Will the NATO intervention have the effect of stopping Milosevic and/or saving the people of Kosovo from extermination?" I don't want to say anything about the people you are referring to, because I don't know, but it seems to me reasonably clear that if we think the matter through, the arguments you report are untenable, so untenable as to raise some rather serious questions. First, let's consider Milosovec's "genocide" in the period preceding the NATO bombings. According to NATO, 2000 people had been killed, mostly by Serb military, which by summer 1998 began to react (with retaliation against civilians) to guerrilla (KLA) attacks on police stations and civilians, based from and funded from abroad. And several hundred thousands of refugees were generated. (We might ask, incidentally, how the US would respond to attacks on police stations and civilians in New York by armed guerrillas supported from and based in Libya). That's a humanitarian crisis, but one of a scale that is matched or exceeded substantially all over the world right now, quite commonly with decisive support from Clinton. The numbers happen to be almost exactly what the State Department has just reported for Colombia in the same year, with roughly the same distribution of atrocities (and a far greater refugee population, since the 300,000 resulting from last year's atrocities are added to over a million from before). And it's a fraction of the atrocities that Clinton dedicated substantial efforts to escalating in Turkey in the same years, in the ethnic cleansing of Kurds. And on, and on. So if Milosovic is "genocidal," so are a lot of others -- pretty close to home. That doesn't say he's a nice guy: he's a monstrous thug. But the term "genocidal" is being waved as a propaganda device to mobilize the public for Clinton's wars. Second, the US ("NATO") intervention, as predicted, radically escalated the atrocities, maybe even approaching the level of Turkey, or of Palestine in 1948, to take another example. I wouldn't use the term "genocide" for such operations -- that's a kind of ultra-right "revisionism," an insult to the memory of the victims of the Holocaust, in my opinion. But it's very bad, and it suffices to undermine the claim that "military intervention is needed to stop Milosevic from committing genocide," on elementary logical grounds. About "WWII being necessary to stop Hitler," that's not what happened at all. The US/UK were rather sympathetic to Hitler (and absolutely adored Mussolini). That went on to the late '30s, with varying defections in the latter stages (much the same was true of Japanese fascism). When Hitler invaded Poland, Britain and France went to war -- called "a phony war," because they didn't do much. When Hitler attacked them, it became a real war. When Germany declared war on the US, after Japan had attacked mainly US military facilities in US colonies that had been conquered (in one case, with extraordinary violence) half a century before, the US went to war. No one went to war "to stop Hitler." There's always more to say: history is too complex to summarize in a few lines. But the basic assumptions you describe are so far off the mark that discussion is hardly even possible. Chomsky was also asked: "To what extent could US resort to military force in the Balkans be related to Caspian Sea oil and concerns over declining reserves, uncertainty about Russia and its former empire, the threat to Western interests of increasing conflict in the Balkans, the desire to increase the Pentagon budget, or maybe other factors, since the professed humanitarian concerns seem `dubious.'" On the last, "dubious" is too kind. If a Mafia don who runs the local branch of Murder Inc. shows some kindness to children, the humanitarian concerns don't rise to the level of "dubious" -- and that's even more so if he shows his humanitarian concerns by kicking the kid in the face. We can put that aside, as sheer hypocrisy. More plausible, in my view, is just what Clinton, Blair, etc., have been saying from the start. It's necessary to ensure the "credibility of NATO." But that phrase has to be translated from Newspeak. The US is not concerned with the "credibility" of Italy or Holland: rather, with the US (and its British attack dog). NATO Pact is bombing factories. The workers in the greater part of our great industrial complexes have decided to make a "living wall" around their working places. Three weeks of Nato bombing has given Serb forces the lawless vacuum in which to uproot and destroy - in the most Balkan manner - the Kosovo Liberation Army and the community it fought for. As hundreds of thousands of Albanians have fled, the Serbs have dug in, using distinctly low-tech cunning inherited from their partisan ancestors to counter Nato's sophisticated threat. During an extended press trip to the now infamous six-mile stretch of death where Nato mistook refugees for a military convoy, the Yugoslav Army gave us ample time to view the new Kosovo. Most impressions were gleaned through a bus window, but the picture was clear. The Serbs are preparing to fight Nato ground forces, and would rather have their historically troublesome Albanian neighbours elsewhere - preferably over the mountains which form Kosovo's natural frontier. Nowhere is Serb resistance more evident than in the Lepanac Valley, threading across the southern border of Kosovo and Macedonia, towards the ski resort of Brezovica. The natural beauty is written into Serb folklore: it was here that resistance to the Nazis and Italian Fascists was strongest during the Second World War, and it is here that men reliving the youth of Tito are ready to spill Nato's blood on the eve of the millennium. Bereft of its Albanian population, the valley is almost completely militarised. Beaten up lorries and stolen cars rattle about, filled with regular Yugoslav Army soldiers and new recruits from the local population who hardly needed any prompting. Many wear the old, rough woollen khaki uniforms of their fathers and grandfathers, and all look natural fighters. Radovan Urosevic, who is in charge of the Serb media centre in Pristina, told me that his father fought hand-to-hand with the retreating Germans and Italians and their Albanian collaborators. The Italians, he said, were captured and kept as cheap labour. Albanians were killed. In today's Brezovica, blanketed by primroses and walnut blossom, the Serbs are ready again. Peasant farmers and soldiers are digging into the steep hillsides. Burning piles of tyres send thick, choking smoke into the sky to confuse Nato's smart bombs. Nearby Albanian villages have been emptied. Many of their houses were still burning yesterday. The Serbs can hold out for a long time; make no mistake about it. -Caveat Lector- To the Moscow City Court In the civil case concerning the application of the prosecutor of the Northern Administrative Circuit of Moscow of April 20, 1998, No. N-7-02/98. From the Religious Community of Jehovah's Witnesses in Moscow LIMITED APPEAL AGAINST THE RULING FOR SUSPENSION OF THE CASE By ruling of the Golovinskiy Intermunicipal Court of the city of Moscow of March 12, 1999, a composite expert study was appointed in the civil case concerning the application of the prosecutor of the Northern Administrative Circuit of the city of Moscow for the liquidation of the religious community of Jehovahs Witnesses in Moscow and banning its activity, and the case was suspended pending the completion of an expert study. We believe this ruling is without grounds and illegal for the following reasons. 1. A trial on the religious beliefs and the means for their expression violates the legally protected rights and interests of Jehovahs Witnesses. First, the Federal Law On the Freedom of Conscience and on Religious Associations, in particular Article 14, violates Article 9 of the European Convention for the Protection of Human Rights and Basic Freedoms, as well as Article 28 of the Constitution of the Russian Federation, since it allows for a trial on religious beliefs, and not specific illegal acts of specific individuals. Even if it were to be assumed that this Law does not violate Article 9 of the Convention and Article 28 of the Constitution of the Russian Federation, then its application in this case should have been excluded, since this is a trial on the religious beliefs and the means for their expression. This is confirmed by the fact that the prosecutors application and the subsequent supplement are knowingly unfounded and have no legal subject matter. They contain no legally significant facts that relate to the allegations to be proven in the civil case. The criminal case (which was handled by the prosecutors office of the Northern Administrative Circuit of the city of Moscow) concerning the very same evidence on which the application was submitted, was closed four times on exonerating grounds. The prosecutor is attempting to retroactively apply the law, referring to alleged violations of the law that took place before the Federal Law On the Freedom of Conscience and on Religious Associations came into force. There were no warnings issued or negotiations held for correcting supposed violations of the law before the application was filed with the court. The prosecutor has based his accusations on the publications of Jehovahs Witnesses, and not on illegal actions of specific officers or members of the community that have been established in the procedure stipulated by law. Instead of testifying concerning specific violations by members of the community, witnesses for the prosecution primarily spoke critically about the teachings of Jehovahs Witnesses. The nature and content of the application demonstrates a blatant disregard for the Russian Constitution and the European Convention for the Protection of Human Rights and Basic Freedoms. Secondly, the subject of the courts investigation is excerpts from the religious literature and internal canonical documents of Jehovahs Witnesses that are not even published by the community. Thus, the court is asking secular experts to evaluate the religious beliefs of Jehovahs Witnesses and the means for expressing them in the context of a trial, which is a violation of the rights to freedom of thought, conscience, and religion, which are guaranteed by Articles 28 and 29 of the Russian Constitution and Article 9 of the European Convention for the Protection of Human Rights and Basic Freedoms. According to the September 26, 1996 decision of the European Court of Human Rights in Manoussakis v. Greece, the right to freedom of religion excludes any freedom on the part of the State to act with the goal of determining the legitimacy of religious beliefs or the means for their public expression. Thirdly, the court repeatedly denied individuals (elders and believers of the religious community of Jehovahs Witnesses) participation in this case for the direct defense of their individual rights in Articles 6, 9, 10, 11, 13, 14, and 17 of the European Convention for the Protection of Human Rights and Basic Freedoms, as well as the corresponding freedoms provided for by the Russian Constitution. Thus, this trial is a violation of Article 1 of the European Convention for the Protection of Human Rights and Basic Freedoms, which obligates the Russian Federation to guarantee the rights and freedoms defined in Section I of the Convention, since it consists of a trial on religious beliefs, and not legally significant facts. It is noteworthy that on March 11, 1999, the European Parliament passed a resolution On Respect for Human Rights in Russia, in which it called of the Russian government, as well as officials on the central and local

-Caveat Lector- Unrequited love? flw South China Morning Post 4/17/99 I Was Albright's First Love: Serb REUTERS in Nicosia US Secretary of State Madeleine Albright, fleeing Nazi persecution as a small child during World War II, was reportedly sheltered by a Serbian family in Yugoslavia. Ljutko Popic, a Serb from the village of Vrinjetska Banja who produced photographs said to be of the Czech-born Ms Albright as a child, told his story to a visiting Greek-Cypriot journalist last week. An article in To Periodiko yesterday said Mr Popic claimed he was Ms Albright's "first love" and said he could not understand why US planes were now bombing his village. The story was accompanied by old black and white photographs, one of which shows a small boy and a plump little girl with their arms around each other. The pictures were said to have been taken in 1939. Mr Popic said he was the boy in the picture and the girl was Ms Albright at age four. He claimed Ms Albright's Jewish-Czech family took refuge in his village and stayed at his home. He had sent a letter asking her to halt the air strikes but had not received a reply. The report said Vrinjetska Banja was hit in the Nato bombing raids. Flight 800 was two planes behind. When it took off, it was in the airspace which would ordinarily have been occupied by the Tel Aviv flight on its normal run. (4)The flight manifest for the Tel Aviv flight was seized within minutes after the downing of TWA 800 - someone was standing at the console in the control center with their finger on the button, waiting for a signal. The flight manifest for the Tel Aviv flight has never been released - the odds are that it was destroyed and no longer exists. I believe the real question here is not how TWA 800 was brought out of the sky - rather, I believe we should be asking who was aboard the aborted Tel Aviv flight. If we ever get our hands on this manifest, I believe we will discover that there were passengers aboard who were prominent in the middle east conflict and whose continued presence and involvement were in conflict with the agendas of the Clinton Admininstration and the intelligence services. My opinion is that the Tel Aviv flight was the intended target - TWA 800 just happened on that fateful night to be in the wrongest possible place at the worst possible time. [CTRL] What Budget Surplus? Fraudulent Accounting Practices
-Caveat Lector- One of those emails I received that has "slipped through the cracks" was one I received a couple of months ago and kept meaning to send out with a commentary but never got around to it and now can't find it. Perhaps someone can verify exact details. The gist of the story is that Barrons financial magazine, I believe, was quoted as publishing the Federal deficit for each of the last two years and the cumulative annual Federal deficit increased by something on the order of $300 billion I believe. What is the point? The much ballyhooed 1999 "Federal Budget Surplus" is a fraud perpetrated by a change in accounting procedures completely unreported in the mainstream media whereby all of a sudden without any public indication of what was happening, the money that normally goes into social security was reallocated as part of the federal budget. Then the actual annual deficit was subtracted from this amount and the balance was renamed the "budget surplus" and all this talk about how it should be spent "to save social security", etc., is a big con job because we are talking about an amount of money in fact equal to what was previously allocated to social security, LESS the actual last annual DEFICIT in the Federal budget. Now if my understanding is correct here, wouldn't this be quite a scandal with the media complicit in this coverup of the truth? That is: There is no budget surplus, only a change in accounting and nominclature to fool the people! wouldn't any accounting firm be censured and any company fined for using such deception in fiscal reporting? Now they are talking about "oh well , looks like we will have to use some of this budget surplus to pay for the war in Kosovo". This is in reality then the money that under last year's accounting vocabulary was the normal deposit to the social security program being used instead to fight a war. What do you think the vote would have been if people were asked, "shall we take money from the social security budget and use it to bomb a bunch of folks in Europe?" This is such a outright fraud on the American people that it amazes me almost as much as the history behind how the most valuable plant in human history, the hemp plant, has been fraudulently outlawed as marijuana, expunged from the historical record, and the government and media are still complicit in this parallel historical fraud on the American people and Congress. The British had a Ministry of Information, and they really needed it because they had to get the U.S. into the war or else they were in bad trouble. The Ministry of Information was mainly geared to sending propaganda, including huge fabrications about "Hun" atrocities, and so on. They were targeting American intellectuals on the reasonable assumption that these are the people who are most gullible and most likely to believe propaganda. They are also the ones that disseminate it through their own system. So it was mostly geared to American intellectuals and it worked very well. The British Ministry of Information documents (a lot have been released) show their goal was, as they put it, to control the thought of the entire world, a minor goal, but mainly the U.S. They didnt care much what people thought in India. This Ministry of Information was extremely successful in deluding hot shot American intellectuals into accepting British propaganda fabrications. They were very proud of that. Properly so, it saved their lives. They would have lost the first World War otherwise. In the U.S., there was a counterpart. Woodrow Wilson was elected in 1916 on an anti-war platform. The U.S. was a very pacifist country. It has always been. People dont want to go fight foreign wars. The country was very much opposed to the first World War and Wilson was, in fact, elected on an anti-war position. "Peace without victory" was the slogan. But he was intending to go to war. So the question was, how do you get the pacifist population to become raving anti-German lunatics so they want to go kill all the Germans? That requires propaganda. So they set up the first and really only major state propaganda agency in U.S. history. The Committee on Public Information it was called (nice Orwellian title), called also the Creel Commission. The guy who ran it was named Creel. The task of this commission was to propagandize the population into a jingoist hysteria. It worked incredibly well. Within a few months there was a raving war hysteria and the U.S. was able to go to war. A lot of people were impressed by these achievements. One person impressed, and this had some implications for the future, was Hitler. If you read Mein Kampf, he concludes, with some justification, that Germany lost the first World War because it lost the propaganda battle. They could not begin to compete with British and American propaganda which absolutely overwhelmed them. He pledges that next time around theyll have their own propaganda system, which they did during the second World War. More important for us, the American business community was also very impressed with the propaganda effort. They had a problem at that time. The country was becoming formally more democratic. A lot more people were able to vote and that sort of thing. The country was becoming wealthier and more people could participate and a lot of new immigrants were coming in, and so on. So what do you do? Its going to be harder to run things as a private club. Therefore, obviously, you have to control what people think. There had been public relation specialists but there was never a public relations industry. There was a guy hired to make Rockefellers image look prettier and that sort of thing. But this huge public relations industry, which is a U.S. invention and a monstrous industry, came out of the first World War. The leading figures were people in the Creel Commission. Tuccille War Coverage to Die For April 15, 1999 As the Balkan War was heating up, the BBC, that eminence grise of British talking-head-ism, ran an article called "US press backs strikes." The premise of the piece was that American news outlets were cheerleading NATO's aerial tour of Yugoslavia and pushing for blood and iron in a way not seen since a newspaper circulation war in 1898 turned a mysterious accident aboard a battleship into the demise of the Spanish empire. In particular, the Beeb singled out The New York Times, The Washington Post, and the Miami Herald for their hawkish drumbeating. Although its point is well taken, the BBC's choice of news outlets is probably a sign of an old-fashioned fixation with musty newsprint. The real drumbeater among American news organizations is CNN, which made its name with the Gulf War and seems dead-set on holding that reputation -- while dodging any repeat of the charges of insufficient patriotism with which it was hit during the Iraqi fireworks. In fact, CNN's coverage was singled out for criticism in an opinion piece published in the Australian Financial Review. That column referred to the cable operation's coverage as "emotionalism now masquerading as news" and focused on the widespread failure to look at the underdog KLA's rather spotty qualifications for anointment as the democratic world's chosen champion in the spat between "bad" Serbs and "good" Kosovar Albanians. A look at CNN's Web site bears out that assessment. The lead story is usually the latest atrocity committed by the minions of the Butcher of Belgrade, there's a prominent link to a gee-whiz "military databank" info sheet on all the cool things-that-go-bang involved in the war (sorted by country), as well as a Strike at a Glance breakdown of what those cool weapons have been blowing up. Of course, this could be characterized as nothing more than thorough coverage, but there's an unseemly video-game air to the whole presentation. The Washington Post, on the other hand, though singled out by the BBC for its hawkish stance, has done a comparatively good job of keeping its cheerleading to the editorial page. The paper does give significant coverage to Serb atrocities, but that's only fair, since the Serb government is competing flat-out for the "Huns and Vandals of the 1990s" award. The Post was also the scene of the already infamous "U.S. Miscalculations Traced to Albright" headline that seemed to give the commander-in-chief a pass on any booboos. Beyond that, though, the Post has refrained from treating NATO strikes as if they were bloodless surgical procedures against Yugoslav President Milosevic and his military; the death of 11 innocent civilians and destruction of homes and businesses in one bombing raid gone awry made headlines (even if on page A16). That story quoted a woman whose home was destroyed as calling Clinton "worse than the Nazis." The New York Times has also done a credible job of balancing discussion of the horrors visited upon the Kosovars by Serbs with a look at the long-standing ethnic and religious minefield that NATO is strolling across. That's in pleasant contrast to the more-bombs-now stance favored by the editors. To its credit, The Washington Post was relatively early to ask what would happen if the bombing didn't work and to report that President Clinton appeared unprepared for such an eventuality. That was a timely question to ask, since the Post also reported that Milosevic's political opponents seemed to be rallying around the dictator in response to the hail of explosives rained on their heads by foreign forces. But what of political opposition in the NATO countries? Reports of protests and opposition are hard to come by in U.S. news outlets -- which has made the news itself. MSNBC went so far as to say that the anti-war movement is "missing in action" and that "[f]ormer doves have defected to become hawks" -- at least on the traditionally pacifistic political left. The New York Times, in its familiar gray-lady way, said that most American college students had their heads too far up their butts to know what to do about the war. Fox News covered the opposition of some conservatives to the Balkan War, but in the context of disarray in Republican ranks over how to address the issue in the lead-up to the next election. H.
