There were police walking in and out of the bars all night--they'd stroll in, look around for smokers (it's illegal in California), walk through the bar to assert their presence and then leave. It's becoming a really common occurence in this town--holiday weekend or not. It got me thinking about my personal brushes with the law over the last year, and how it seems the police in my town (and in the news) are becoming more and more present in my life. I should note first that I'm White, 32, engaged, gainfully employed, and a homeowner. My hair is short (and getting shorter), I have no tattoos or piercings, and I generally shy away from clothing with slogans such as "by any means necessary," etc. In short, not the type of guy that usually meets the profile of a troublemaker. I mention these things not to blab about how fantastic a citizen I am, but just because I often wonder if I'M getting so much hassle, what about the folks who are little out of the ordinary in appearance or lifestyle? Here's a quick summary of my last year with the cops. There have been no beatings, no major incidents--I just want to show how the police in my town (and elsewhere) are becoming more and more a part of our lives, with more power to confiscate, question, and detain citizens. 1. By way of a press release, police informed citizens in our town that couches on porches are a fire hazard, and that they will be ticketed--and hauled away if necessary. 2. A few months ago, a friend borrowed my car on an errand and was pulled over for a minor traffic violation. She was informed that her license had been suspended for failing to pay a previous parking fine, and because she was non-licensed, MY car was confiscated by the police and impounded. 3. I do computer development and often work late nights. When I'm on the street late at night, I'm usually tailed and "profiled" by an officer about one out of three trips. Occasionally, cruisers will follow my car closely for ten or more blocks, including turns. Recently, a cruiser turned off its headlights while following me. I drive like a grandmother, so none have ever pulled me over. 4. This summer, my band was recording in a garage on the outskirts of town. The local Sheriff came out and informed us there'd been a noise call. We shut down, packed up, and started to BBQ with friends and family. The Sheriff returned with five deputies as backup, came into the homeowner's back yard and arrested the homeowner for noise violation. They also arrested two others for "drunk in public" (in a back yard?) but both requested blood-alcohol tests and were released after being booked and held for hours. The deputies also confiscated all of our music equipment and held it as "evidence" for three days. 5. Last Thanksgiving I and my fiancee drove six hours south so she could meet my parents for the holiday. On our return, we were stopped by a CHP and told that our car's registration was expired more than a year (it was). We were left on the side of the road at about 11 p.m, 50 miles from our home while the police first searched and then confiscated our car. (Nothing was found in the search but a bear claw donut on the dashboard) 6. My neighbor was walking to work at 5 am one morning, a time when our local streets are very dead. He made his usual shortcut (which required a short jaywalk across a one-way street in which traffic would have been visible for several blocks in either direction). A police cruiser had just passed by. The cop spotted my neighbor, and backed up three blocks going the wrong way on the one-way street to issue a jaywalking ticket. 7. At a local bar, my band had just finished a set when we heard some noise outside. Apparently a patron had stepped out of the bar holding a water glass, and three cruisers were out front assessing the situation. The bartender on duty apologized and the officers were ready to leave, when the bar owner's voice took on a tone that displeased one of the officers. Three officers went inside the club, went immediately behind the bar, and began shining flashlights through the liquor bottles searching for "contaminants." Two bottles were found to be contaminated, both of them top-shelf liquors. 9. After playing a gig at a local bar and having three beers in the process, I was driving home and found a cruiser on my tail, but hanging back a block or so. Ontario Justice Warren Winkler voiced concerns at a hearing last month whether the proposed package would be enough to compensate about 10,000 tainted-blood victims, who contracted hepatitis C through transfusions between 1986 and 1990. It will pay victims according to how sick they are, with individual payments ranging from $10,000 to $1 million. Here it is: Person with evil intent to kill many people + Any deadly weapon + Guarantee that the intended victims canât fight back + Expectation that the police wonât prevent the killing = Mass murder. All of these elements combined in Hawaii on November 2. For whatever reason, the man wanted to kill a bunch of people at the Xerox building. It doesnât matter what his reasons were, because his evil intent to kill was enough to propel him into action. Although it was illegal for the man to possess firearms because of his criminal record, he obtained the firearms. Hawaiian and federal "gun control" laws did not prevent him from getting the deadly weapon. Dedicated criminals always manage to get deadly weapons -- even when they are locked up in prisons. Hawaiian "gun control" laws so strongly discourage personal possession of firearms that peaceful law- abiding people working in a Xerox office building would almost certainly not carry a firearm with them to work. Ordinary Hawaiians face huge legal risks of fines and imprisonment if they are caught carrying a firearm without a permit, and the permits are hard to get. The Xerox company likely also forbade carrying weapons in the workplace, so the people faced the additional risk of losing their jobs if they carried a defensive weapon. The man intending mass murder could be practically certain to find his victims unarmed and undefended. Although the intended victims were likely near a telephone, and perhaps could call the police, the criminal might have figured there was no reason to expect the police to arrive until after the killing started. To compound the problem for the victims, the police in Hawaii owe no legal duty to protect any specific individual(s) from criminal attack. The intending killer could expect to face no police interference with his homicidal plan. As with all of the other multiple killings that have been publicized in the last two years, the killer(s) could trust that the victims were disarmed and undefended. "Gun control" laws, anti-firearms policies and gun-phobic culture cleared the way for the killer to attack without fear. Dial 911 emergency telephone service was either unavailable or worthless to prevent these killings. You will hear the gun prohibitionists calling for even more "gun control" laws. They will say that even Hawaiiâs laws are not "strong enough." The fact is, Hawaiian "gun control" made it possible for the killings to occur. Donât forget the lesson that Israel learned, as described by Dr. Schiller in his interview on the JPFO website. Once Israel started arming school officials and guards, the terrorist attacks on Israeli schools ended abruptly. Once ordinary Israelis were permitted to carry concealed weapons in public places, the terrorist shooting attacks in public stopped almost entirely. A child could figure out this logic. Mike Huckabee on Friday commuted the sentence of Sharlene Wilson, 45, former girlfriend of ex-prosecutor Dan Harmon. Wilson's 31-year sentence for two counts of delivery of a controlled substance was shortened to the time she already has served. Wilson was arrested in Hot Spring County in 1992 while Harmon was prosecutor for the 7th Judicial District, which included Saline, Grant and Hot Spring counties. Wilson was convicted in 1993. In announcing the commutation, Huckabee said law enforcement officials of the district did not object. Harmon was convicted by a federal court jury in Little Rock in 1997 of five of 11 felony charges of racketeering, extortion and drug conspiracy. In 1993, Wilson told Saline County Sheriff Judy Pridgen that Harmon was one of several men involved in the deaths of two Saline County teen-agers who were found dead on railroad tracks in the county 10 years ago. It was the United States League for Freedom and Democracy, incorporated in New Jersey and headquartered at East Orange, N.J., as one of 140 chapters around the world of the World League for Freedom and Democracy, billing itself as a pro-democracy Communist-fighting organization. The world league is the successor organization to the Asian Pacific Anti-Communist League founded in 1954 and which grew in 1967 to become an intercontinental organization, according to papers provided by the U.S. league's secretary-general, W. Bruce Potter of East Orange, N.J. The U.S. league had been known earlier under several names, dating to the 1960s. Potter became Huckabee's original link with the league in 1993 after Huckabee became lieutenant governor. A friend of Huckabee and Potter told Huckabee about Potter and suggested they get acquainted, Huckabee spokesman Rex Nelson said last week. They met, became friends, and Huckabee became a member of the U.S. league. All league "members" serve on a voluntary basis, without pay. They participate in league activities as speakers and present their thoughts as lecturers to college programs and to meetings conducted by the national and world leagues. After getting to know Potter, Huckabee became a trustee of the U.S. league and chairman of the league in both 1995 and 1996, according to papers supplied by Potter. Huckabee was honorary chairman of a league conference at the United Nations in 1995, was speaker at a world league conference in Moscow in the Russian Federation in 1996 and attended a world league conference in 1995 in Taipei, Taiwan. Huckabee's expenses and accommodations for those trips were financed by one or more of the leagues, Potter and Nelson said. Neither Nelson nor Potter would say last week how much was spent on the trips. Several other questions were not answered after being submitted by the Arkansas Democrat-Gazette. After becoming governor in July 1996, Huckabee gave up his role in the league because he no longer had time for it, Nelson said. Though little-known, Huckabee's involvement in the league was not utterly unknown in Arkansas. On Jan. 21, 1995, the Democrat-Gazette reported that Huckabee, then lieutenant governor, was leaving for the world league meeting in Taiwan. Because then-Gov. Jim Guy Tucker was in Texas on a quail hunt, Huckabee's departure for Taiwan allowed state Sen. Stanley Russ, D-Conway, to become acting governor during the two top state officials' absences. His connection with the organization was briefly cited in 1996 in a weekly newspaper, Arkansas Times. As lieutenant governor, Huckabee's office also had contact with Potter and the U.S. league by way of the taxpayer-financed telephones in the lieutenant governor's office in 1994, 1995 and 1996. Telephone records show about 30 calls from Huckabee's office to Potter and the league. The calls usually were brief and the costs slight -- for example, 16 calls in 1995 totaled $5.21, and $1.67 eight calls in 1996. Most of the calls were to a number that connects with the league's fax machine, though a few were to Potter's line at the East Orange welfare office. Huckabee spokesman Nelson said that since the two men were friends, there might have been any number of topics discussed, or articles faxed, during their communications. The U.S. league is a tax-exempt organization under Section 501(c)(3) of the Internal Revenue Service code, Potter said. In the U.S. league's informational tax reform, Form 990, for Dec. 20-31, 1993, Huckabee -- address State Capitol, Little Rock, Arkansas -- is listed as one of 17 trustees of the league. Potter is another. The organization reported total revenues of $4,897 and expenses of $5,117. The organization's Form 990 for 1994 listed Huckabee and the other 16 again as trustees. Total revenues were reported as $5,158. Expenses were reported at $4,534. But in years when the U.S. league has more substantial activities, it also has more resources. In 1995, it was host to a world league conference at the United Nations and reported $164,189 in revenue and expenses of $30 under revenue total. Almost all of the U.S. league's revenue that year came from the world league. Potter signs the Form 990 returns. The league has little public presence in New Jersey. The season finale from his hit show The "X-Files" not only seemed to indirectly reflect our ideas about what was going on "behind the scenes," but also had the added symbolic benefit of continuing the cliff hanger on that same date - November 7th. Quite frankly, we have been inundated with information from a variety of quarters, intelligence sources, average citizens and even members of the "quiet establishment" in NASA and academia. This report is our attempt to put what we have learned, and what we suspect, on the table for you. As we stated back in August, the November 7th date is interesting to us because it is very near a "ritual date," a date of special significance to the "cabal" that we believe exists in and around NASA, the Sirius worshipers at FEMA, and selected other government agencies (actually November 6th, the beginning of the fall passage through the Taurid meteor stream. Remember, even though it may be the 6th in one part of the world, it may already be the 7th across the international dateline). We have assumed for some years that a "special event" was planned around this date and were quite concerned last year that we might have a "problem" when this date came around again. This scenario is still one we find plausible, if not compelling. We have known for a long time -- several years in fact -- that the architects of the cabal that has grown like a cancer within many government agencies (like NASA) since their birth after World War II, are apparently overwhelmingly obsessed with fulfilling a literal "Armageddon Script!" He met with the two of them near London on September 16th, 1999, the same day Genge was giving his paper at the British Festival of Science in Sheffield. They named Genge at that time as another scientist who was working on "the problem." So, while we had some of the dates and exact circumstances surrounding these key meetings confused (because of John's sudden unavailability last week for consultation), he has now confirmed that our account of the critical content of those meetings was otherwise correct. We take issue with his claim that he does not have "any ESA contacts." For one thing, it is highly implausible that someone in his position would not occasionally cross paths with a peer from the space agency and develop a relationship or two. Further, we hardly expected him to confirm our assertions or acknowledge his private discussions on this subject. It is possible that John's contacts simply meant that Genge was working on the broader concept of asteroid impacts (which he demonstrably is), rather than claiming he had specific knowledge of the "November scenario." However, given John's description of the late night call to his office and the timing of Genge's presentation coinciding with John's second meeting in London, we find that a little unlikely. As to point (4), we never claimed that the images were of an asteroid -- we expressed our belief that they were a solar prominence -- so on this matter we are in agreement with Dr. Genge as well. We have also not yet addressed the actual content of Dr. Genge's presentation. We found it worthy of note that his interview and the news stories covered objects the size of 100 meters ("Tunguska sized") or less. In fact, the story is so flush with symbolic linkages and data anomalies that it may never be satisfactorily explained. Much like the case of TWA 800, Egypt Air 990 appears destined never to rest fully in peace. Like that storied ghost ship out of New York from three summers ago, there are just too many conflicts between what is the clear direction of the "official" investigation and the facts. Let one of us [Mike Bara] start by relating my own expertise in this field, such as it is. I was employed by Boeing as a structural designer for more than 14 years, and worked on every major commercial (and some military) vehicle that the company produced, including the 767. I also spent some time on the 767 engine program in the Power Plant and Strut group. In addition, my father worked at Boeing for more than 43 years, much of it spent in crash investigation and more than 20 years in material fire safety. On many occasions, he shared with me the results of these crash investigations and we had many discussions over the years on the causes of air fatalities and their possible prevention. He testified before congress on the subject and essentially wrote most of the FAA regulations on fire and materials safety. He spent the better part of his adult life trying to make air travel safer and crash situations survivable, so I have to admit that my blood boils when I see airplanes that have clearly been shot out of the sky by a missile blamed on "design flaws" by the company he and I once worked for. At first glance, the in-flight deployment of one or both of the engine thrust reversers seemed a plausible explanation for the data that has been released regarding this crash. However, new radar data released by the NTSB has shown that the plane descended all the way from 33,000 feet to 17,000 feet, then climbed back up to 24,000 feet before apparently breaking apart (due to stresses, it was nearly supersonic at one point) as it attempted to turn for New York. At that point, the plane suddenly pointed straight down again and plunged into the ocean. It was almost as if the hand of God had reached out and slapped the plane down, then when it didn't "die" slapped it down again to finish the job. Almost immediately, government officials tried to impugn the data, despite the fact that it had come from the same Air Force team that had investigated TWA-800 and the JFK Jr. crashes. What is less clear is just what may have caused this. Thrust reverser deployment would not have accounted for this sort of behavior, and in any event the thrust reverser problems alluded to in the news reports were "fail-safed" (made at least double redundant) years ago. We have suspicions as to what may have happened but for the moment what is more important to us is not so much what caused this crash (see below), but just how it happened to occur at the exact date, time and place that it did. That, as we stated above, becomes more complex when you examine all the data on the table ... As many of you are well aware, we have been somewhat hair triggered lately to be on the lookout for any news items relating to "Egypt" -- and especially any sort of Egyptian connection to New York City. Besides the vagaries of "West Nile Virus" and the "Black Madonna" controversy that we reported on in "Will 'X' Mark the Date?," there have been some other curiosities in the news lately ... The rumors (see next page) center around Fonda's tour of North Vietnam in 1972, during which she cozied up to the enemy, posing for photo ops with communist troops and broadcasting anti-American propaganda over Radio Hanoi. During the same trip she participated in a staged press conference with American POWs, the purpose of which was to demonstrate that they were not being mistreated by their captors. Years later when the released POWs described the torture and degradation they really did suffer at the hands of the North Vietnamese, Fonda called them "hypocrites and liars." These acts, considered treasonous by some, earned Fonda the nickname "Hanoi Jane" among the veterans and POWs of that war, some of whom hate her to this day. Since the '70s Fonda has revamped her image several times over, rededicating herself to her acting career, becoming a fitness guru in the early '80s, and marrying billionaire Ted Turner in 1991. In 1988 she delivered a televised apology to Vietnam veterans and their families, a gesture that didn't mollify everyone but established a distance between the new Fonda and old Fonda, whose actions, she finally admitted, had been "thoughtless and careless." As the '90s progressed Fonda's past was less frequently brought up as an issue and seemed to dwindle in importance â until this year, that is, when Barbara Walters chose to honor the actress in a TV special called "A Celebration: 100 Years of Great Women." The announcement of the program â which aired in April 1999 and did honor Jane Fonda â prompted an instant outcry from veterans and ex-POWs, many of whom vented their indignation via the Internet. Angry recriminations were posted in newsgroups, published in newsletters and on Web pages, and shared by email. Bits and pieces of these texts, along with a few shameless fabrications, were cobbled together by persons unknown to create the "Hanoi Jane" diatribe which still circulates today. Parts of it are true and parts of it are false. Each of the versions I've seen exhibits slight variations in format and wording, and in some cases added comments and/or deletions. Jon E. Dougherty, a columnist for WorldNetDaily, saw fit to quote a version of the message virtually intact in his September 15 column entitled "Not saluting Jane Fonda." Interestingly, Dougherty's piece, complete with his own commentary, was copied and distributed by readers and quickly established itself as another popular variant of the already-circulating text. Below is a representative example of the basic message. Bear in mind that only part of what you're about to read is true (see next page for analysis). CHARLOTTE, North Carolina (AP) -- The International Association of Police Chiefs says it will urge Congress to require that DNA samples be taken from every person arrested in connection with a crime. Civil rights advocates say that could violate the privacy of innocent people. Typically, DNA samples are taken only from felons convicted of violent crimes. But the chiefs on Wednesday proposed that arrested suspects -- whether linked to petty theft or murder -- also should be required to give DNA samples, which would go into a nationwide FBI database and be made available to law enforcement agencies across the country. "It's indeed a brave new world," Barry Steinhardt, associate director of the American Civil Liberties Union, said Thursday. "We're talking about people who are accused of a crime, but they have not yet had their day in court. A sizable number of them will never be convicted." In July, the Justice Department's National Commission on the Future of DNA Evidence decided to oppose mandatory DNA testing for anyone charged with a crime. However it urged federal and state prosecutors to use DNA evidence that could exonerate convicts. DNA, an acid that contains an individual's genetic makeup, is found in almost every cell in the body. Except for identical twins, each person's DNA is unique. The chiefs did not say what their proposal would cost, but they called it another step forward in DNA technology, which has been credited with clearing dozens of people convicted of murder and rape in recent years. Last Thursday, October 28, H.R. 3164, the Foreign Narcotics Kingpin Designation Act, was introduced in the House, and it was passed by the House on Tuesday November 2 -- just four working days later! This horrible bill (read the complete text for yourself and see-- it's now up on the FEAR website) authorizes federal law enforcement agencies to create a black-list of foreign drug traffickers (no due process is given to those whose names are placed on the list). And then it imposes lengthy felony sentences, huge fines and property seizures for anyone who does business with those persons -- even the totally innocent provision of goods or services to those blacklisted persons. A companion bill has already been introduced in the Senate, as S. 1009, and is being hotly fought in the Senate Intelligence Committee. It's a beauty, tooa more blatant propaganda than one usually finds. The IRS has developed an "online interactive web site", Tax i (http://www.irs.gov/taxi/), that is targeted at teens. Slickly presented, with eye- catching graphics and the latest slang, the goal of the site seems to be to make taxes cool. Taxi works very hard at that goal, with examples that are intended to appeal to teens, and an informal, conversational style that belies the seriousness of the IRS message: You vill pay zese taxes, und you vill like it! While browsing it, I wondered to what degree teenagersan already naturally suspicious groupwill accept the slanted presentation. I remember being particularly cautious as a teen when any adult tried to be cool when talking to me; it was a signal that they wanted something. My intuition is that teens who visit this site will react similarly, because Taxi has the same two strikes against it: it is written by adults who want younger people to buy their message; and it practically screams, "I'm cool!" in a pathetic way. Taxi is an informative web site. It is also fairly comprehensive, addressing different levels of taxes and what they are used for, as well as progressive, regressive, and proportional taxation. There's even a page that offers easy to understand definitions of many tax-related terms. Sprinkled throughout are historical facts that lend an air of credibility and solidity to the site. More interesting to me, however, is the unintentional bits of information it communicates. One need not be an advocate of freedom to wonder why the IRS is trying to steer one's thoughts so carefully around certain issues and to specific conclusions. In presenting the federal government's role in taxation, for example, Taxi states that the first states were sovereign territories that "chose to give up some power to the Federal Government for the collective good." This contradicts the traditional historical interpretation that the states each saw that their self-interest lay in pooling their resources for certain tasks, such as defense, and that they were rightly suspicious about a strong federal government. By choosing to cast history in that context, however, it becomes easier to talk about government's "services" providing for the common good today; accepting this idea is crucial for accepting the state in its present leeching form. The discussion of the federal government also presents an interesting bit on its "responsibilities"; the list given includes helping the disabled and elderly and paying for FBI agents, medical research, and air traffic controllers. Not surprisingly, there's no mention of how these responsibilities came into the purview of the feds, no hint that it could be otherwise, and no mention that tasks that the federal government is not specifically authorized to do by the US Constitution are prohibited to it. Yet, it's difficult to think that an alert mind that comes across that list wouldn't recognize its breadth and wonder why it's the government's responsibility to do those things. Paying One's "Fair Share" In discussing the income tax the web site takes on a stronger tone, stating in regards to personal earnings on at least one page that "not all that money belongs to you." But rather than stating that it "belongs" to someone elsea claim that the IRS knows it cannot supportit falls back on the argument that the taxes are needed to pay for government services. Then, after presenting an analogy comparing government services to pizza toppings (that's one pizza guaranteed to make many people ill), Taxi hits teens where they tend to be sensitive: what other people might think about them if they don't pay their "fair share" of taxes. However, in other places, Taxi speaks approvingly of shifting taxes to other people. This disparity comes up often enough to leave most visitors wondering which is betterpaying one's "share" or trying to shove it off to someone else. Voluntary compliance receives a lot of attention on the Taxi site, not surprisingly. In a rare bit of honesty, the site admits that the IRS relies heavily on citizens to police themselves. Yet not too far above this definition, "taxes" are defined as "required payments of money to the government." Again, the difference between approaches should be sufficient to set many visitors to wondering why the IRS leaves compliance a voluntary choice when tax payments are required.

It is more important to talk about smashing the state, than it is to make sense. Lord knows, I've postponed the job of defining a laissez faire philosophy of law as long as possible (more than 20 years) because political innovation is a difficult, thankless task. It consists mainly of squinting at a blank, featureless landscape, strewn with dust and ashes, shrouded in the fog of a thousand hostile engagements. However, we're in a kind of emergency situation now, and the court of public opinion is threatening to hold me in contempt, unless I present my case. Internet law (or rather, the absence of laissez faire legal principles) has attracted the attention of territorial sovereigns and institutional scholars, most of whom are whistling the punch-drunk melody of fascism in three-part harmony. Worse: young, well-intentioned webslingers have filed an amicus brief, suggesting that Internet law is unnecessary and that non-coercive, voluntary arbitration could solve the problem of due process. In the second part of this document, I will rebut the arguments of opposing counsel (Joel P. Trachtman, Roderick T. Long). But to understand why their proposals are inadequate, we must initially consider basic principles and construct a theory of laissez faire jurisprudence from the bottom up. Part One - Constitutional Law THE IDEA OF LEGALITY I'll begin by quoting a paragraph from Government Is a Quack Faith-Healer, which identifies the context, necessity, and goal of due process: Ayn Rand had the right idea. The guiltiest of men are the natural oligarchs, who abdicated their leadership of an anarcho-capitalist revolution. Instead of giving Harry Truman the atomic bomb, it could have and should have been developed in a laboratory at Galt's Gulch. This is the moral meaning of inequality. When the men of brains collaborate with a mob of dullards, it's unfair to blame the resultant calamity on a crowd of pickpockets and cheerleaders. Sadly, a moral principle never reaches beyond itself. Its ethical arms are too short, extending no farther than one man's soul, one man's purpose and lifespan. We have to look elsewhere for political guidance, because the thing at issue is "a nation of laws and not of men." Whether the nation is defined by physical or anonymous digital territory, the constitution of its legal system cannot be deduced rationally from one person's moral purpose, however noble. I am a great admirer of morality. Frankly, I wish I had more of itbecause I seldom know with certainty the consequences of my actions, and because every artist would gladly trade justice for money. In this, filmmakers are no different than dogs, hoping to eat and fuck without moral or political constraint (i.e., quit my day job tomorrow and spend $5 million of other people's money making an art movie that will flop at the box office). If you are uncomfortable with the expression "a nation of laws," feel free to substitute "a household of laws" or "a cyberspace of laws." The size of a court's jurisdiction is unimportant. What matters is that no man should be allowed to judge his own cause. The essence of due process is a legal (i.e., formalized and fair) proceeding in which one or more parties bring a case or controversy into open court, for the purpose of adjudication by impersonal law. The duty of a judge is similar to that of a medical doctor. He admits the evidence, conducts objective tests, and prescribes an appropriate legal remedy. Because no man should be allowed to judge his own cause, monarchy and other forms of arbitrary government yielded to liberal democracy. It was a substantial improvement in terms of due process. No longer could a king or baron dispose of his "subjects" unilaterally by whim or categorical privilege. And whatever else you may feel about the American Experiment, it gave the world an example of impersonal due process of law, mainly thanks to the U.S. Constitution, which created for the courts an independent jurisdiction, unrelated to legislation or executive order. Readers who are curious about the original intent of the U.S. Constitution should study Madison's Debates In The Federal Convention. While delegates fought each other stubbornly for two months in the summer of 1787, struggling toward a dissatisfying compromise with respect to representation, legislation, and state government powers, few questioned the wisdom of an independent judiciary, competent in their own right to define due process and to perform retail justice at every level of the new U.S. system. He was reported to have told us that the American presidency is "about dreaming and trying to fulfill those dreams." That is categorically not what the American presidency is about. Can you imagine it? The highest officer of the government of the United States of America is supposed to be about fulfilling people's dreams! No way. But that is what many now view government, the eternal Santa Claus. And by implication the citizenry is a bunch of kids who have dreams of various goodies Santa will bring them. At whose expense? Well, kids do not fret about such matters. Anyone with kids knows this their cost consciousness does not begin until they get out and pay with their own earnings for what they want (and even then some don't get it). It looks like this childishness about what to want and how to get it is the official public philosophy of Bill Bradley. He wants a health care insurance program for everyone that will cost $50 billion but never ever discusses why everyone should receive such health care insurance, even those who have not seen fit to care for their medical needs and splurged on other things throughout their lives. Sure, now they find themselves in dire straits and that is regrettable. But just exactly why should their dreams of costless health insurance be something that the president of the USA will impose upon the rest of us? Indeed, by perpetuating the myth that the presidency is about dream-fulfillment Bill Bradley should be disqualifying himself in everyone's eyes. Only there are enough silly people among the American citizenry who believe that it is their right to get something for nothing. They view other people's earnings and assets as just a portion of a public resource they may dip into anytime they have another dream. They have no grasp of the fact that such is the road to running out of all precious resources, by treating them as collective property that everyone may utilize at his or her heart's content. What is saving Bill Bradley and his ilk from being put into jail or a loony bin is that most Americansand indeed citizens throughout the civilized worldare willing to overlook their larceny just to enjoy some peace and quite. Arthur Laffer, the USC economist, explained this when he presented a friend of his with a napkin on which he draw what has come to be called "The Laffer Curve." It was a simple bell-shaped curve that meant to show that up to a point people will put up with confiscatory taxation because, well, it is too much trouble to fight it. Kind of like if someone keeps stealing small stuff from your front yard or even putting small dents into you car. Not that it is really right, only that to fight it you'd lose more than you could gain back. With all these people coming out of American primary and secondary education convinced that they are owed a livingor at least a safety netnot from their own careful planning, prudence, and wisdom but through the seizure of other people's resources, it is no wonder that Bradley's Laffer Curve philosophy of public finance goes nearly unscrutinized. All that Gore could say it will cost too much but not that is it highway robbery, which it would be if implemented. In our day it has come to be commonplace that no one who is not well to do deserves this. Everyone ought to have enough, the idea goes, never mind how they have lived, what choices they have made, how they are managing their lives. It is their basic, natural right to dip into other people's pockets, regardless. Now there are some people who are unfortunately helpless. But they could be taken good care of by the hundreds of charitable organizations that those who are well off have established for just that purposes. Indeed, for a goodly portion of Britain's and America's history that has been exactly what went onsee, for one, Michael Tanner, The End of Welfare: Fighting Poverty in the Civil Society (Cato Institute, 1996). But it also bears recalling what Herbert Spencer noted: "Sympathy with one in suffering suppresses, for the time being, remembrance of his transgressions. . . . Those whose hardships are set forth in pamphlets and proclamations in sermons and speeches which echo throughout society, are assumed to be all worthy souls, grievously wronged; and none of them are thought of as bearing the penalties of their own misdeeds." Kocher This series will develop a comprehensive view of political and social life. It won't be for the faint-hearted. We will tear some myths and superficialities down, then rebuild some concepts. After thirty years of political and cultural turbulence, a presidential election was held in November of 1996, and nobody showed up. The voter turn-out was the lowest since 1924. In 1924 it was harder to travel to voting places and there weren't many galvanizing issues. Movies, radio and television had yet to be developed. Many people barely knew who was running for office. Republicans were elected into national legislative offices in landslide proportions in 1994 as an expression of diffuse dissatisfaction and desire for change. Change what? There is today little clarity on what needs to be changed. What is seen is a diffuse emotional response registering vague dissatisfaction which is not very concretely expressed. There is often very little understanding of what the word change means or what kind of change is wanted. Change means entirely different things to different people. In his first presidential campaign, Bill Clinton ran on a platform for "people who were interested in change" or "people who wanted change." He only used the intentionally vague word "change" without ever explaining what changes he planned to make or were needed. Some of us understood the changes he intended and were alarmed. Since the mid-60s, "change" has been a deliberately deceptive bland code word for implementation of the countercultural and leftist agenda of the 60s and 70s. Others understood that implicitly-intended meaning of the code word ("change") equally well and were elated because they wanted that agenda. But the word "change" coupled with avoidance and lack of necessity to delineate specific detail also allowed evasion and lack of content. Therefore, others wished they knew what was meant and were deceived by the unspecified concept. Still others, including many people in America, were in a state of diffuse desperation such that promise of change of any kind was seized upon in blind hope of any improvement whatsoever. Economic Change One factor to be considered in demand for change is economic. On a broad level, economics has become the political hack's and ideologue's science of rationalization. So-called analysts and theoreticians on all sides strain to present selected numbers and explanations in such a way as to argue for whatever condition of the economy they would like to believe, and would like other people to believe, it to be. The Democrats and the political left argue for belief in the Clinton boom of the 90s. Republicans argue that the 90s boom resulted from the continuing effect of the Reagan years. Many point to low unemployment figures. Others argue that while there is supposed low unemployment, the job expansion is in lower level and lower paying areas. Others point to the stock market as the economic condition index. People on all sides of the political and theoretical spectrum attempt to take credit while directing blame at everyone else. There is no agreement on what economic conditions exist, or what caused them. People deny or exaggerate economic conditions, or attribute economic conditions to whatever cause suits their purpose. Some advocates routinely deny that the last recession was serious and they claim it lasted but one year. It's all spin without substance or reference to reality. Economic analysis is a symptom of a major problem in America in which there is no agreement on what constitutes basic reality. Little of anything is based on comprehensive fact. Little is based in logic. People are making up the story as they go along for their own purposes. Management and technical recruiters say they began to see a decrease in demand for top grade people and a flattening of the economy beginning in the last quarter of 1988. By the middle of 1989 it was pronounced and by 1990 it was disastrous. Recruiters are one of the most accurate sources of information on the employment or unemployment situation in America. An ad in the Chicago Tribune seeking technicians would produce 600 or more applicants in 1991. In 1993 an ad in a small Chicago suburban newspaper seeking C programmers elicited 450 mailed-in resumes in four days by people who were eager to take jobs at any salaries. In 1998 or 1999 the same ad would be lucky to bring in 20 people demanding high salaries. In 1994 a small Washington Post ad for technology corridor engineers would bring in a stack of resumes eight inches high from desperate applicants from as far away as New York, Texas, and even Americans trying to survive

Martin Luther King Jr. Back then, she still held the moral high ground. She and her children had not yet attached a price tag to every piece of her late husband's legacy. Back then, they had not yet relinquished their roles as keepers of the flame to become merchants of the dream. So it was easy enough to support her quest --- though she was ultimately unsuccessful --- to acquire some 83,000 documents that her husband had donated to the university in the early 1960s. Several civil rights leaders supported her. Not that it matters much, but so did I. After all, Mrs. King --- who had retained possession of another collection of thousands of her late husband's private papers --- contended she was only trying to fulfill her husband's wish to house all of his private documents at an African-American institution in the South. At the time, 1987, it seemed a sure thing that she would either place the entire collection at the Atlanta institution she founded --- the King Center for Non-Violent Social Change --- or donate it to King's undergraduate alma mater, Morehouse College. (He received his Ph.D. from BU in 1955.) But a short 12 years later, the King family has all but abandoned any claim to keeping King's legacy as he would have wished. Never mind Mrs. King's earlier assertion, contained in the lawsuit, that King himself had believed "that the King papers should remain in the South and that a university or other institution dedicated to the education of black students, preservation of black history and promotion of the civil rights movement should be the repository of the King papers." She is now trying to sell the documents in her possession to the Library of Congress for $20 million. Dexter King, the younger son, spoke of their offer, incredibly, as a "substantial gift to the nation." Claiming that Sotheby's auction house has valued the documents at $30 million, the family will sell them, he said, "at substantially below market value." While unsettling, this development is hardly shocking. By now, King's heirs have become known for their relentless profiteering. They have gone to court to demand copyright fees from anyone who uses King's writings or speeches; they picked a fight with the National Park Service in a quixotic quest to build a for-profit King museum; they signed a multimillion-dollar deal with Time Warner to distribute King's writings as books and CDs. This flowed naturally from their efforts to market King's legacy like the estate of Elvis Presley, whose marketing representatives inspired so much admiration in Dexter King that he has called on them for advice. Given the historical significance of King's work, it's no surprise that the Library of Congress is eager to purchase the documents --- even at a hefty $20 million. And though some members of Congress have balked at the price, they are hardly in a position to play cheap, since the government paid a whopping $16 million to the heirs of Dallas dressmaker Abraham Zapruder for

In a story in Sunday's editions, the newspaper said FBI files on a Wells Fargo robbery in West Hartford document Cuba's support for the Puerto Rican independence movement. The contents of the files have not been disclosed until now, the Courant said. The FBI monitored conversations and meetings between Cuban intelligence agents and members of the group Los Macheteros, Spanish for ``The Cane Cutters.'' ``Numerous court-authorized interceptions of conversations ... have determined that the Cubans support and direct the Macheteros at a firsthand level,'' the FBI said in a confidential memo. In addition to analyzing the FBI investigation of the 1983 armored car robbery, The Courant said it interviewed 50 sources, including former Cuban agents, FBI agents and congressional investigators. In September, President Clinton freed 11 jailed nationalists, members of Los Macheteros or the FALN, the Spanish acronym for the Armed Forces of National Liberation. The FALN has claimed responsibility for numerous bombings in the United States; its 1975 bombing of Fraunces Tavern in New York killed four and injured 63. Los Macheteros, with the exception of the $7.1 million Wells Fargo robbery, attacked U.S. government targets in Puerto Rico. None of the prisoners offered clemency were directly involved in violent acts, Clinton said, and he acted on human rights activists' arguments that the prisoners had paid their debt by serving an average 19 years in jail. In its Wells Fargo investigation, the FBI learned that Machetero leaders met regularly with their Cuban contacts in Mexico City, but sometimes also met in Cuba. About a third of the stolen cash went to the Cubans, sources told the newspaper. White House spokesman Jim Kennedy, asked whether Cuban support for the nationalists was considered during deliberations on the clemency offer, said decisions about clemency are confidential. White House spokesman Mike Hammer, contacted by The Associated Press, said nobody was available Saturday to comment on the specifics of the report. Filiberto Ojeda Rios, a wanted Macheteros leader who has been in hiding in Puerto Rico for years, angrily denied any ties to Cuba during an interview with Puerto Rican radio journalist Luis Penchi. ``That is ridiculous, absurd,'' he said. Justifying an Agency-Academic Relationship: Let me stress at the outset that I believe Agency-academic relations are for the most part very good. Though I have no quantitative data to support such a conclusion my guess is that 99% of the members of the academy would be willing to assist the Agency if properly and skillfully approached, and that only a small fraction of that other 1% would be angered by an invitation to assist or would attempt to embarrass the Agency in any way. However, on occasion when a university or an individual has acknowledged any contact with the Agency there has been some outcry by a few vocal members of the academic community. In a later part of this paper I suggest "an affirmative program" designed to improve the Agency's reputation in academic circles and thus decrease the risks (costs) of association with the Agency. However, until either the passage of time or an image bolstering plan changes the cliches of the moment an educational institution or individual electing to assist the Agency may be on the defensive. In my view the best way to defend association with the Agency when such a defense is necessary is: 1. By basing the defense or rejoinder on long established academic values. The Functions of a University: There is almost universal agreement that universities do (and properly should) engage in the following basic functions: 1. The preservation and transmission of knowledge to their constituency (i.e. the so-called teaching function); and 2. The testing of that which is currently accepted as "truth" and the discovery of new truth (i.e. the research function); and 3. The performance for society's benefit of those functions which can best (or exclusively) be performed by a university (i.e. the public service function) Authorities will differ as to whether a sub-function e.g. the training of a leadership elite to be innovative and responsive should be included under "1" or "3" above, but there is little disagreement that what higher education is all about is encompassed within these general goals. The Agency should phrase its requests to academia in such a way that the service being sought relates as clearly and directly as possible to one of these traditional functions and when necessary the university and individual scholar should explain involvement with the Agency as a contribution to one of these proper academic goals. It should also be stressed that when an apologia is necessary it can best be made: (1) by some distant academic who is not under attack, (2) in a "respectable" publication of general circulation (e.g. Harpers, Saturday Review, Vital Speeches, etc.), and (3) with full use of the jargon of the academy (as illustrated below). Traditional Mores of the Academic: Every profession develops a certain ethical or philosophical penumbra which is more or less sacred and which protects from attack the most vulnerable or least understood rites of that profession. This body of doctrine usually develops by "common law" and is subsequently codified. (Incidentally the codified dogma never precisely articulates the full scope of the protective doctrines; hence there is sufficient vagueness in the total traditions of the profession to provide a skillful polemicist with formidable ammunition for defense.) Toobin reports that it was not only at the White House but also at Independent Counsel Kenneth Starr's office that the Lewinsky drama became extraordinarily personal. In fact, Toobin writes, the President came far closer to losing his office than is generally supposed! Bruce Potter of East Orange, N.J. The U.S. league had been known earlier under several names, dating to the 1960s. Potter became Huckabee's original link with the league in 1993 after Huckabee became lieutenant governor. A friend of Huckabee and Potter told Huckabee about Potter and suggested they get acquainted, Huckabee spokesman Rex Nelson said last week. They met, became friends, and Huckabee became a member of the U.S. league. All league "members" serve on a voluntary basis, without pay. They participate in league activities as speakers and present their thoughts as lecturers to college programs and to meetings conducted by the national and world leagues. After getting to know Potter, Huckabee became a trustee of the U.S. league and chairman of the league in both 1995 and 1996, according to papers supplied by Potter. Huckabee was honorary chairman of a league conference at the United Nations in 1995, was speaker at a world league conference in Moscow in the Russian Federation in 1996 and attended a world league conference in 1995 in Taipei, Taiwan. Huckabee's expenses and accommodations for those trips were financed by one or more of the leagues, Potter and Nelson said. Neither Nelson nor Potter would say last week how much was spent on the trips. Several other questions were not answered after being submitted by the Arkansas Democrat-Gazette. After becoming governor in July 1996, Huckabee gave up his role in the league because he no longer had time for it, Nelson said. Though little-known, Huckabee's involvement in the league was not utterly unknown in Arkansas. On Jan. 21, 1995, the Democrat-Gazette reported that Huckabee, then lieutenant governor, was leaving for the world league meeting in Taiwan. Because then-Gov. Jim Guy Tucker was in Texas on a quail hunt, Huckabee's departure for Taiwan allowed state Sen. Stanley Russ, D-Conway, to become acting governor during the two top state officials' absences. Most of the calls were to a number that connects with the league's fax machine, though a few were to Potter's line at the East Orange welfare office. Huckabee spokesman Nelson said that since the two men were friends, there might have been any number of topics discussed, or articles faxed, during their communications. The U.S. league is a tax-exempt organization under Section 501(c)(3) of the Internal Revenue Service code, Potter said. In the U.S. league's informational tax reform, Form 990, for Dec. 20-31, 1993, Huckabee -- address State Capitol, Little Rock, Arkansas -- is listed as one of 17 trustees of the league. Potter is another. The organization reported total revenues of $4,897 and expenses of $5,117. The organization's Form 990 for 1994 listed Huckabee and the other 16 again as trustees. Total revenues were reported as $5,158. Expenses were reported at $4,534. But in years when the U.S. league has more substantial activities, it also has more resources. She has denied altering them. When shown specific records that Williams released, Huckabee spokesmen have said that they recognize some as authentic, but couldn't verify the authenticity of others. Ruppert Published 7-23-98 Did the CIA order the use of Sarin gas to kill American defectors in Southeast Asia? The answer to that question opens a black hole of ugly truths about US foreign policy and covert operations. Those truths all lead to a central reality, which is that covert and paramilitary operations, as conducted by the US Government, do not exist without drug trafficking. Equally tragic is the fact that drugs are a main reason why POWs didnit come home. The irony on the tragedy is that drugs were also used to fund several sabotaged covert missions to rescue them. The recent CNN reports on Operation Tailwind (referenced in the last issue of (From The Wilderness), their retraction and the object lessons made of CNN Producer April Oliver and Peter Arnett point to much uglier and deeper truths about CIA covert operations than the fact that CIA used nerve gas to kill defectors and deserters in Southeast Asia. What legitimacy then, does a government have which betrays and then sentences to death those who stood in the font lines of its exercise of power? First, let's address the issue of whether or not CIA, MACV-SOG and elements in the Pentagon wanted POW's dead or, at minimum, to ensure that they never came home? Many of the ugliest truths about deliberate US abandonment or ordered extermination of POWs are extremely well documented in Monika Jensen- Stevenson's 1990 bestseller, Kiss The Boys Goodbye (Dutton). Stevenson, a former Emmy award winning Producer for CBS News' 60 Minutes, produced mountains of eyewitness statements, documents, and even admissions from Ronald Reagan and other White House officials as well as from intelligence experts in the Pentagon and the National Security Council showing that: the US knowingly left POWs behind in Southeast Asia in 1973; the US government sabotaged at least a half dozen rescue attempts with high probabilities for success; and that, the US government ordered covert operatives to "liquidate" live POWs if sighted. On Pages 318-323, Stevenson described a failed 1981 POW rescue mission involving the perennial "covert source" (and often hard to fathom) Scott Barnes who wrote a book about the mission entitled BOHICA (Bend Over Here It Comes Again). After passing polygraph and truth serum exams Barnes recounted how he had been issued atropine (nerve gas antidote) injectors as a prelude to entering areas in Laos where POW camps were known to exist. He also states that, once in the region, he was ordered to "liquidate the merchandise." "Merchandise" was the code word for POWs. (NOTE: Atropine was issued to US troops in the Persian Gulf war to counter anticipated Sarin attacks by Iraq). If Barnes' statement was not enough, his return from the mission was immediately followed by the alleged violent suicide of Army chemical warfare and Sarin gas expert General Bobby Robinson. Local police doubted the suicide findings of the military. What's more, Robinson was known to have been involved in moving Sarin supplies into the region at the time. Stevenson confirmed this. Sources postulated a cover story to Stevenson that Robinson had been planting Sarin gas to blame the Soviets for its use and thus motivate Congress to increase chemical warfare budgets. Such operations are not unusual in covert operations and are hardly grounds for a suicide. As one source put it to me. "It's much more likely that Robinson could have exposed the use of his Sarin to kill Americans and he had to be killed -- especially if he found out what his precious chemical

A copy of one of the most widely trailed blockbusters of the year - the latest 007 film, The World Is Not Enough - has been stolen before its official release and is available free over the web. Investigators believe this is the first time a top film has fallen victim to internet thieves before it has reached the cinemas. Experts suspect the internet version may have been copied from a trade tape sent across the Atlantic between film executives. Although it would take four days to download the film into an ordinary computer, users with ISDN telephone lines are able to make a copy overnight and then "burn" it onto a video CD, which could be watched on any home computer. For film studios it is a nightmare come true. George Lucas, producer of the Star Wars films, said he had believed the technology would not exist for several years - but Star Wars: the Phantom Menace was being downloaded on British computers within 24 hours of its American premiere and sold on videotape at street markets before it opened here. At least Star Wars had a chance to make money before the thieves get hold of it. The 19th Bond adventure is not due for release until November 18 and will be shown first in the Far East, rather than Los Angeles or London, specifically to head off bootleggers. UPI, which paid millions of pounds to distribute it, launched an investigation last week to find how a secretive film collectors' club got hold of a video-quality copy and put it on the internet. The club's website could be accessed only by people who were given its seven-digit address as a reward for supplying it with early copies of films. The site has been closed, but the film is being duplicated in ever-wider circles. The theft was not for profit, but part of a long-running rivalry between hackers such as the Inner Circle, a global band of internet fanatics who pride themselves on distributing copies of films, computer games and software before their official release. Eon, the company behind the Bond film, is playing down the theft - but executives are furious. "We have put a lot of effort into the security around this film and it's deeply frustrating," said one American executive this weekend. Other movies available include Fight Club, starring Brad Pitt, The Blair Witch Project, The Sixth Sense and George Clooney's Gulf war film Three Kings, not due for British release until the spring. Lavinia Carey, director-general of the British Video Association, said film bootlegging was a £2 billion business. Video piracy is thought to be worth £130m a year in Britain. In Malaysia, illicit copies outnumber originals by four to one. Most film companies believe distribution of films over the internet is inevitable. Cliff Stanford, who made his fortune with the British internet service provider Demon, is working with Microsoft to produce technology to allow films to be sent live into ordinary computers. The mystery surrounding them has deepened, however, with claims that a hitherto unknown scroll, which threatens to challenge the originality of Christian theology, was spirited out of the Holy Land and ended up in the hands of Benedictine monks, who tried to suppress its contents. According to a bizarre tale that has unfolded over the past few weeks in Israel, the so-called Angel scroll was found by a Bedouin tribesman in Jordan in the late 1960s on the eastern shore opposite the Qumran caves, where the Dead Sea scrolls made famous by the late Professor Yigael Yadin were discovered in ancient pottery jars several years earlier. The Bedouin is then said to have sold it to an antiquities dealer in the Jordanian capital, Amman. As news of the find circulated, scholars began frantic talks to buy the scroll through an intermediary, an international arms dealer identified only as Ziyad H. It was then that a German Benedictine monk - named as Matheus Gunther, which is believed to be a pseudonym - became involved. Armed with huge sums of Benedictine money, he allegedly negotiated for a year and was finally allowed a 3mm fragment of the scroll. Finally, in 1981, the deal was completed and the scroll, bearing 1,000 lines of mixed text, was smuggled out of Jordan to a Benedictine monastery somewhere near the German- Austrian border, to be studied by a team of monks who had taken a vow of silence. Gunther died in 1996, but is said to have bequeathed his notes and a copy of the text to an Israeli friend known as Steve Daniels. For the past three years, Daniels has been allegedly preparing it for publication, together with two other Israelis who knew the monk. According to the two Israelis - one of whom spoke to The Sunday Times on condition of anonymity - the text contradicts the official origins of Christianity and is so explosive that church authorities decided to suppress it. Gunther could not bear to see it left mouldering in the vaults, they claimed, and he decided that his vow of silence should be broken after his death. "I saw in this scroll the crowning achievement of my scholarly work and of my religious mission," the monk wrote in his notes, some of which were shown to the Jerusalem Report, a leading Israeli news magazine. "I promised that I would not carry to my grave the secrets of this remarkable scroll." The text, said to have been carbon-dated to the 1st century, supposedly describes a religious vision experienced at Ein Elgatain, a desert encampment on the eastern shore of the Dead Sea, by Yeshua ben Padiah, who was taken by an angel, Panameia, through the gates of a palace and into the heavens. Yeshua is Hebrew for Jesus. It is said to mirror the teachings of Jesus to such an extent that it calls their originality into question. Many of the ideas described in the scroll imply that Jesus was heavily influenced by, or even a member of, the Essenes sect widely credited with writing the Dead Sea scrolls. Scholars who have studied excerpts from a computerised transcript are divided over the text's authenticity, however. To give a definitive answer, they say they must first see the original - or at least a photograph. "If it is the real thing, we'll be talking about something phenomenally important to understanding the background of Christianity and Jewish mysticism," said Professor Stephen Pfann of the University of the Holy Land, an expert on the scrolls. Pfann, who has translated some of the text into English, said that Yeshua's vision contained many concepts similar to the other Dead Sea scrolls. It is dated some 100 years later, however, indicating it was written during, or shortly after, Jesus's lifetime. Many scholars are still unconvinced. "The text itself is very queer. There is Hebrew with Aramaic words," said Magen Broshi, former curator of the Jerusalem museum that holds the Dead Sea scrolls. "The whole thing is so strange and I think, if I were about to commit a forgery, this is what I would have done." Another problem authenticating the story has been tracing Gunther's origins. Father Bargil Pixner, a Benedictine monk and scholar in Israel, said he never knew of any such monk and was "very sceptical" about the story. In favour of the monk's account, however, is the supposed content of the Angel scroll. Already there's an effort underway to replace the Cold War in the hearts and minds of Middle America. The ruling class has to do something. Patriots in camo were easily managed when they had commies to kick around. After these patriots struck out "Communism" on the their enemies list, next up was "Council on Foreign Relations" and similar organizations. This is proving temporarily inconvenient for the global managers. One Cold War substitute might be Information Warfare. Novelist Tom Clancy, a hard-line conservative and close pal of Bob Woodward (media elites with spook connections transcend party politics), has the evil Japanese planting a stock-exchange software bomb in "Debt of Honor" (1994). Dain Gary, manager of the Pentagon-funded Computer Emergency Response Team in Pittsburgh, remarks at a conference sponsored by the Center for Strategic and International Studies, that there are universities in Bulgaria that teach how to create more effective viruses.[3] A cover story in Time magazine touts "cyberwar," the latest Pentagon fad.[4] "Hackers are even better than communists," says one Washington activist who deals with civil rights and electronic privacy issues. Much of the Time story describes game-playing scenarios that are currently popular at military think tanks. Designed to simulate future capabilities, these games serve to identify potential vulnerabilities in U.S. communications and information systems. As soon as this issue of Time appeared, however, one reporter recommended it as confirmation of his own story (see sidebar). Until recently a senior editor at Forbes, this reporter gave up the good life in exchange for a fan club on Internet conspiracy newsgroups. His story relies on spooky sources who see infowar -- in the form of CIA hackers sucking out Swiss bank accounts -- as something that's been going on for two years now.[5] Life imitates art. Military professionals recognize that information technology is leading to new modes of warfare. One Pentagon general described the 1989 operation in Panama, when the command centers were "noisy places where a lot of people ran around and there were little sticky things that were put on acetate maps," and compared these to the Haiti operation, when commands were issued over video links. Between Panama and Haiti, the Gulf War's smart bombs with nose cameras popularized infowar on the battlefield. Even Tom Clancy's fans were impressed. Defense industries, feeling the squeeze of shrinking budgets, are also climbing on board. Steven Aftergood and John Gilmore are both quoted in the Wired article as saying that Bill Blick's comments only refer to the interception of radio signals - something readily apparent from reading the BBC article and not requiring expert interpretation - and that Blick did not confirm anything else. Wired is right - the quoted material did not support the journalist's article. If Blick said nothing more than was quoted, BBC really didn't have much to write an article about. However, the Wired article goes on to cast doubts on the existence of an NSA telephone interception system. Wired's editors should know better. "Those who have maintained Echelon exists say that its reach into the lives of private citizens is especially sinister. The network, believed to have close ties to the US National Security Agency..." Close ties indeed. The BBC journalist, by not mentioning other evidence pointing to the existence of such a system (which has in one form or another existed for more than 30 years), left himself wide open, and Wired took advantage of that to imply that it's all just a hoax. The BBC author also quoted Duncan Campbell out of context, I believe, since Campbell maintains that "word spotting" is too difficult for the NSA to do on a large scale. (as I've said before, I don't believe this can be proven either way and don't find his IC2000 report to be convincing) By the way, the "jam echelon" campaign mentioned in the Wired article was apparently led by Linda Thompson, the producer of an controversial underground video about the Waco massacre, and one of the leaders of the U.S. "militia movement." Thompson imagines that the the FBI goons responsible for the Waco attack were inflitrated by militia supporters, and that the footage shows agents shooting at other agents. I think she's a nut. Now that I've got all that off my chest, I'm writing a letter to Bob Barr. I think we can all agree that whatever ECHELON is called, and whatever it's capable of, it's time for a congressional inquiry into what exactly it is the NSA does with all those 90,000 employees and $ 4 billion budget. The Americans and British have consistently denied that anything called Echelon exists. "As you would expect there are a large amount of radio communications floating around in the atmosphere, and agencies such as the [Defense Signals Directorate] collect those communications in the interests of their national security," Blick told the BBC. Blick said the DSD forms part of the Echelon network. Asked if information is then passed on to the United States or Britain, Blick said that "in certain circumstances" it was. Others were not so impressed with the implications of Blick's quotes. "That doesn't tell me anything I didn't know five years ago," said Steven Aftergood, director of the Federation of American Scientists Project on Government Secrecy. "What he is saying is that intelligence agencies do 'signals intelligence' -- they intercept and analyze communications and other signals. And secondly, [Blick said that] Australia cooperates with its allies in intelligence matters. "Neither of those points is either new or shocking," Aftergood said. It is amusing to me that my own personal relationship with the cannabis family started out in an addiction that marijuana users often contend doesn't exist (funny though... how many of them have a hard time paying the rent but are stoned every night ;) ... and now after years of abstinence from mood altering substances... I am finding myself once again championing cannabis- though in it's industrial food product forms. (Hemp=decentralized; petrochemical=centralized) How financial wealth is a power over concentration of resources. Sugar=alcohol; petrochemical=gasoline How to make lots of money by taxing decentralizeable alcohol Prohibition -- make it illegal to distill your own. Tax the hell out of the legal-licensed stills. Form an illegal branch of government enforcement troops and FRAUDULENTLY convince "local authorities" that their jurisdiction is pre-empted (FBI- unchartered) (BATF questionable, possibly illegal spin-off of unchartered IRS, though claims status of "Bureau" under US dept of Treasury). In addition to the Comprehensive Crime Control Act of 1984, other important legislative initiatives have been adopted in recent years. For example, the Department of Defense Authorization Act of 1982 contained a provision, "Military Cooperation With Civilian Law Enforcement Officials," which was intended to codify the practices of cooperation that had developed between military and civilian law enforcement authorities. The Act was also designed to improve the level of cooperation by delineating precisely that assistance which military commanders could provide and by permitting military personnel to operate military equipment that had been lent to civilian drug enforcement agencies. This is interesting in that it serves many purposes at once. (often I am quite impressed with the exquisitely interlinked plans of the elite) Police become militarized as population becomes marginalized. The population becomes slowly acclimated to military law enforcement. (jackboots marching) Prisons become an industrial force similar in overall dollar size to the Pentagon.
