-Caveat Lector- Dear Doug: Have read your articles with interest over a number of months, maybe years, I've lost track. I appericate your perception and above all your passion. I live in the south of Portland down in tiny Grants Pass land, even 10 miles out of town, in a rented, falling down house, that me, my third wife, and 2nd batch of kids numerous ducks and chickens call home. I am one of those people born at the end of WW II, that has just barely managed to survive in this contrived century. I tend to think that you belong in that catagory too, if not in date then in spirit configuration. Not that it matters a great deal, (in deep meditation one day a couple of years ago) I had a spirit pass over me that said simply, "the earth is doomed." My personal belief turns that statement into, "this age of mankind, is over." That is, the corrupt materialism that threatens humanity. So me and mom started putting stuff away that would be needed in a more simplistic enviroment. We feel pretty good about our preparations so far and no matter the immediate outcome of the date change we will continue slowly updating our preparations. In my spare moments, I dowse with a pendulum (Hay, its as good as any decision based on a board of experts) and it repeadly shows Portland as in trouble. Big trouble in the next few years. The only city that 'may' remain standing intact on the west coast is San Fran. Take that for what it may be worth to you. I try not to take myself or ideas or anything else, too seriously. Our time on this earth is short, no matter how you look at it. I feel lots of folks are going to be badly let down by trusting in the judgement of others, particularly Government of any kind. -Caveat Lector- Bubba seems to be one of those words that has been given a new meaning over time. I think it was Piper who said Clinton could not be a Bubba as he attended Yale and J2's friends call him Bubba, etc. The word Bubba used to mean brother, specifically older brother. It is the younger child trying to call the older child his brother or "Bubba" as it usually came out. Now it seems to mean some beer-swilling, redneck fool particularly of southern origins. Just as southerners never say "ya'll" for singular as in movies and on TV (it is sort of a contraction for all of you) there used to be some meaning to many of these quaint expressions. By this definition, Clinton is most certainly a Bubba. J2 probably is not--suspect he is an only child--and Mr Shannon thinks all southerners are Bubbas. Interesting word. -Caveat Lector- Intruder Stabs Ex-Beatle Harrison By Kate Kelland HENLEY-ON-THAMES, England (Reuters) - An intruder armed with a knife stabbed former Beatle George Harrison four times in the chest in a pre-dawn attack at their home near London on Thursday, a police spokesman said. The spokesman said Harrison, 56, was in hospital in a stable condition after fighting off the intruder at his home in Henley-on-Thames on the outskirts of London. His wife, Olivia, was also wounded in the attack and was in hospital. ``The injuries aren't life-threatening,'' police spokesman Guy Bailey said. The 33-year-old attacker was arrested on suspicion of attempted murder at the 100-room mansion. Bailey said a member of the Harrisons' staff telephoned police to report the attack at 3:30 GMT on Thursday. He said it was not clear if the attack was an action by an obsessed fan similar to the 1980 assassination in New York of another ex-Beatle, John Lennon, or a robbery attempt. But the attacker was from Liverpool, the birthplace of Harrison and the other Beatles members. ``Taste in music is pretty far down the questions police initially ask a suspected murderer,'' the spokesman told Reuters. Bailey said Harrison fought with the intruder to protect his wife, who suffered head injuries in the struggle. ``The intruder has head injuries so there was a serious struggle put up by Harrison and his wife,'' Bailey added. The attack happened 19 years after Lennon was shot dead on December 8, 1980, by obsessed fan Mark Chapman outside his New York apartment building. ``It just brings a chill to you when you think about what happened to John Lennon,'' said radio DJ Jono Coleman who was a friend of Harrison. ``Suddenly, the day before the brand new century starts, another one of our prized, most fabulous people like George Harrison and his wife are attacked in their own home,'' he said. ``He's the one you'd least expect something dramatic to happen to,'' Beatles biographer Hunter Davies said. ``He's been a recluse in many ways in the lasts few years. He's gone into spiritualism, spiritual things.'' Other Ex-Beatles Informed Of Attack Harrison, the former lead guitarist of the Beatles, lived for many years in the shadow of Lennon and Paul McCartney and was rated a major musician in his own right only after the break-up of the ``Fab Four.'' During the group's reign as the kings of pop music, the Beatles' youngest member became devoted to oriental mysticism. He persuaded the other Beatles to travel to India to sit at the feet of the Maharishi Mahesh Yogi. ``George leads a very quiet life now,'' Sir George Martin, the former Beatles' producer, said after the attack. ``He's very down to earth. He likes nothing more than doing his garden.'' Rouse fired four correction officers in connection with a brutal assault on a detainee. A nine-year veteran, identified by sources as Mark Vaughn, was placed on administrative leave after an investigation found "credible information" that he repeatedly engaged in sexual activity with a female inmate at the House of Correction in October. The Boston Police Department's sexual assault unit was notified yesterday about the allegation. Sources said a second correction officer has also been implicated in the sexual misconduct probe, but as of yesterday afternoon he had not been put on leave. One source said the delay was caused because Rouse's aides were unable to notify the officer of the action. That officer is suspected of failing to follow mandated procedures, not of any sexual conduct, sources said. "Based on the affidavit we received (Tuesday), the sexual activity took place sometime in early October. It was more than once but for a period not exceeding two weeks," said Gerard Lydon, a spokesman for Rouse. The affidavit provided details of the sexual relationship, several of which have been corroborated, Lydon said. The new sex-with-inmates probe caps a year of embarrassing incidents at the two facilities under Rouse's command, including a prison pregnancy, a lieutenant enmeshed in a drug dealing network, two high-profile cases of assault on detainees, and an inquiry targeting Rouse's own internal affairs chief. The earlier sexual misconduct was initially denied by Rouse but he did an awkward about-face after the female prisoner became pregnant. Four correction officers were fired this fall over the incident. The series of alleged misdeeds has sparked an FBI probe of Rouse's operation as well as a number of civil lawsuits. His own communications office even had an embarrassing incident last week when Janice McKittrick, Rouse's first hire when he was appointed by Gov. William F. Weld in 1997, allegedly "went after" a subordinate with a pencil last week, according to sources. The subordinate reportedly needed medical attention and has not been at work this week. Rouse's administration is also feuding with the two unions representing the bulk of his workforce. Members of Local 419, House of Correction officers who are working without a contract, took a "no confidence" vote this fall and have been posting bumper stickers and signs critical of Rouse. At the same time, the head of Local 1134, which represents 300 correction officers at the Nashua Street Jail, is planning to hold a press conference as early as today to criticize Rouse's "political" hirings and firings. The event was prompted by the firing yesterday of three correction officers and a nurse and the demotion of a supervisor in connection with the beating of a detainee, Leonard Gibson, in October. Gibson reportedly has Tourette's syndrome, which can prompt outbursts of uncontrolled profanity, insults and muscle spasms. Terry Zeferakis, president of Local 1134, blasted administration officials for the actions. "They are covering up their own lack of management skills," said Zeferakis. He declined further comment, saying he would provide a detailed response at the press conference. Officer William Benson and Lt. Eric Donnelly were fired yesterday for allegedly assaulting Gibson in his cell at the Nashua Street Jail's medical unit. Ironically, Rouse nominated Donnelly as "Correction Officer of the Year," an award bestowed on him by Gov. Paul Cellucci last year. Officer Joseph Upton was fired for allegedly failing to report the beating. Upton was manning the unit's control room during that shift. Richard Sederman, a nurse, treated Gibson for his injuries but allegedly did not investigate the incident in a timely manner. He was also fired yesterday. Lt. Jose Burgos, who was supervising the medical unit during the alleged beating, was suspended for 30 days and demoted two ranks for failing to investigate or report the incident. The Gibson beating is one focus of the FBI probe of the sheriff's office. The Herald reported earlier this month that agents removed a number of records and other material from the jail several weeks ago related to the Gibson case. One of the items taken was a document purportedly describing the beating which was hidden behind a mirror by a prisoner occupying the cell across from Gibson's. Rouse's own campaign finances have come under recent scrutiny as well after a Herald review found that a large amount of his fund raising involved contributions from his own staff and contractors. A SENIOR member of the Aum doomsday cult was released from jail in Japan yesterday amid fears that he will assume leadership of the group, reviving it in time for the Millennium. More than 100 police surrounded the prison in Hiroshima, western Japan, in preparation for the release of Fumihiro Joyu in case he was attacked. But the police were far outnumbered by journalists and television cameras providing blanket coverage of his return to freedom. Joyu, 37, had served a three-year sentence for perjury and forgery in connection with the cult's activities. He was its public relations chief. He was in Russia at the time of Aum's sarin nerve gas attack on the Tokyo underground system in 1995 when 12 people died and thousands were injured. In a lawsuit that accuses 72 Web site owners of posting -- or linking to -- illegal DVD software code, Santa Clara County Superior Court Judge William J. Elfving declined the DVD Copy Control Association's request for a temporary restraining order on Wednesday. "We think he made the right decision about not having the temporary restraining order," Electronic Frontier Foundation executive director Tara Lemmey said. EFF attorneys provided stop-gap legal defense to prevent the many individuals targeted in the suit from going unrepresented at the hearing. DVD industry attorneys could not be reached to comment on the judge's decision, nor have they ever publicly commented on the suit. The judge's decision came after attorneys for both sides argued in a packed courtroom over the temporary restraining order, which would have forced individuals and Web sites named in the suit to remove the code from the sites. The allegedly illicit code is compiled into the software utility DeCSS. Programmers say the software was first created because of the lack of DVD playback software for the Linux computer operating system. Although the software's exact origin has not been legally established by either party in the case, a group of Norwegian programmers are said to have reverse-engineered Windows player software to provide DVD playback for Linux-based computers. The industry's suit said the DVD protection scheme was unlocked by "hacking" and/or improperly reverse-engineering software created by CSS licensee Xing Technology Corporation. The case takes its next major step at a hearing for a preliminary injunction in January. "It's important to continue to allow the speech to be open and posted while we go through this process," Lemmey said. "And I think the judge understood that importance." Surely the Founding Fathers can't have meant this political philosophy, or pictures like that, or powerful guns like those, or drugs like these when they framed the First or Fifth or Second or Fourth Amendment. Obviously we have to (carefully and reluctantly) suppress this or that or the other in the name of [all together now] Public Safety, so our society and values can survive into the [everybody ready?] Next Millennium. With all due respect, O Exalted Airheads, yes they did. The Bill of Rights is not about large-capacity magazines or flintlocks. It's not about networked computers, television sets, handbills, or quill pens. It's about the relationship between the people and their government. It says nothing whatever about what the people are allowed to do, but specifies clearly and unambiguously what the government is absolutely forbidden from doing, for any reason, under any pretext. And to anyone who doubts that this even more true today than it was in the 1790s, I present Exhibit A: the recently-published book A Place Called Waco, by former Davidian David Thibodeau (and Leon Whiteson, Perseus/Public Affairs 1999, 365 + xviii pages, $25). The book is Thibodeau's first-person account of the Davidians, from his first encounter with David Koresh at a guitar shop in Los Angeles (Koresh, a guitar player, was getting together a band to do spiritual rock; Thibodeau was trying to make it as a drummer) through the conflagration of April 18, 1993 and its denouement. Let's review the events at Waco. I know you don't want to. I don't want to. Nobody wants to. Just when you thought it was safely forgotten, somebody has to write a damn book about it. Sorry. No pain, no gain. In the OfficialNewYorkTimesNBCTimeNewsweekCBS version, the Federal Bureau of Alcohol, Tobacco, and Firearms (BATF) bravely attempted to serve a search warrant for illegal machine guns and explosives on the fortified compound of a violent, heavily-armed cult, but was ambushed when they arrived on February 28, 1993, because the Davidians had been tipped off. Then the FBI took over, and after many weeks of intense, fruitless negotiations attempted to use tear gas to end the standoff. But the Davidians, totally under the control of the charismatic Koresh, opted for mass suicide and set fire to their compound. Nearly all of them died in the fire on April 18. That's the story you get when you run reality through your Ted Koppel Secret Decoder Ring. Well, at least the dates are right. Anyone with even a casual interest in the case has known for years, from alternative publications, the Internet, and televised hearings on CSPAN (unfiltered by newsroom agendas), that a much more accurate version of events goes something like this: The BATF had suffered a spate of bad publicity concerning both endemic, chronic sexual harassment in their offices and their destruction of the Weaver family in the 1992 Ruby Ridge disaster. They badly needed some kind of heroic event to improve their public image prior to the Congressional budget hearings in mid-March. In their files they discovered that a box containing gun parts and dummy hand grenades, addressed to a group near Waco, had broken open in shipment, and UPS had reported it. BATF's Waco office did a cursory investigation of the Davidians, discovered some old allegations by an ex-member of the group, and reported the likelihood that there were a lot of guns in the hands of an offbeat sect at Mount Carmel. So, with visions of laudatory headlines and "confiscated arsenal" photo-ops dancing in their heads, the BATF bureaucracy planned the raid, hoked up enough of an affidavit to give their favorite judge an excuse to issue a search warrant, and put out the word to their friends in the press. To provide even more impressive action for the TV coverage they arranged to borrow military helicopters, on the pretext that the Davidians were operating a methamphetamine lab on the premises. Kocher Today, the American population is more vulnerable to psychological consensus because psychological consensus has become the dominant proportion of their lives. We have become a psychological society from several standpoints. First, the typical American now lives a life psychologically distant from any correction by unyielding physical reality. The environment Americans now live in is primarily a hazy world of psychological interaction and theorizing rather than an environment characterized by interaction with the real physical world. In the academic world the life is one of semi-isolation, with very little direct real-world interaction. Many people in the non-academic world work in social bureaucracies with emphasis on social interaction rather than in the concrete world of bricks, agriculture, or machines which by their unyielding physical lawfulness teach an intellectual realism and impose an intellectual and personal discipline. Not enough people hit their fingers with hammers to promote the realization there are consequences which are real and cannot be argued out of existence. Married or unmarried couples have abstract relationships where the primary form of activity, other than sex, is psychoanalyzing each other. For a night out, they go to movies with convoluted psychological plots. An example is a group of people similar to many others I've seen. The woman in one of the marriages is a well-known clinical psychologist in the New York area, married to a professional man. She, herself, has been in long-term psychotherapy three times and is presently dependent upon several antidepressant and mood altering medications to control her depression and anxiety. Her husband is entering long-term therapy for the third time. She's in a combined practice with five other psychologists and psychiatrists. One of her professional associates in practice is severely depressed. Another member of her associates in practice, a woman who has been living with a man in an unfulfilling and psychologically twisted five- year long "relationship," has been in long-term psychotherapy twice, with no positive consequences. A fourth member of the practice is a man married to a woman who also has a Ph.D. Their oldest son recently committed suicide and their twelve-year-old may need to be institutionalized for psychological problems. This group is, in turn, loosely associated professionally and socially with others in similar conditions, many of whom are in the mental health professions. They've all been, or are, in psychotherapy. For practical purposes they take turns treating each other as psychotherapy patientsgiving each other appropriate deferential professional courtesy during the therapeutic process. (At this point I'll probably get threatened by 2,000 law suits by people claiming I've written accurate intimate details of their personal lives.) In uninvolved observation of these people, it's possible to step back and take an overview. This is an extended group of people whose primary life consists of psychologically analyzing each other. They are basically passive and isolated, sitting around analyzing each other's problems, analyzing each other's analysis of each other's problems, analyzing each other's analysis of each other's analysis of each other. They have no other life and there is little additional input into their lives or into the room they are sitting in. Living lives of triviality and emptiness, they have run out of problems and run out of psychological interpretations to their problems and run out of psychological interpretations to their psychological interpretations of their situations. Occasionally they will attend further schooling, clinics or seminars on new psychological theories, then come back to re-analyze themselves and each other with that new school of thought. Invariably, the psychological analyses they devise have a general element of evading the fundamental source of the problem. Their analyses avoid the real issues in their lives, and play well with other social and professional group members or play well with the latest psychological fad rather than dealing with the truth. Development Without Content Self-development, the psychology of self-development and psychotherapy all bear something in common with the teaching profession. It's possible to learn the techniques and methodology of teaching, or to learn the process of learning, without learning material content to be taught. There are people who graduate as teachers and who teach, but without involvement in or depth of knowledge of the subjects to be taught. They can talk about how to teach and their commitment to learning how to teach, but they

FIND OUT AT http://www.stratfor.com/ __ STRATFOR.COM Global Intelligence Update December 30, 1999 The Latin American Pressure Cooker SUMMARY Latin America's flirtation with free markets and liberalization is far from over, but it is moving into some turbulent times. Nationalist, populist and leftist forces are being energized by what is called anti-neo-liberalism. At the same time, Latin American elites who are finding themselves buffeted by market competition are re-examining their position. There remains substantial support for privatization and market liberalization, but the consensus of the 1990s is clearly fraying. Economic downturns coupled with instability in the northern tier of Latin America could reverse the trends of the 1990s. Latin America remains a complex and turbulent region although no uncontrolled crises are anticipated. ANALYSIS Latin America has been shaped in the 1990s by three forces, all in some way related to the collapse of the Soviet Union. The first, and most important, has been the opening of Latin America to market forces within countries, within the region and between the region and the rest of the world. The second has been the collapse of the left as a defining, continent-wide, powerful force standing in opposition to existing regimes. The third, which actually predated the second, has been the withdrawal of the military from the region's political life and a general trend toward constitutional government. The effect of market forces on relatively closed economies can be enormous and devastating. We see the most extreme case in the former Soviet Union, where the introduction of a market economy has led to massive social disruption, growing inequality and economic chaos. The Soviet experience and that of Latin America's are similar. Latin America historically limited the free market in various formal and informal ways. Most countries controlled the flow of foreign capital and used informal political and social arrangements to limit competition. As in the rest of the world, the movement toward market economies swept through Latin America, and with it came substantial political and social problems. The shift toward market economies created competitive pressures on state entities and private companies controlled by oligarchs. It increased efficiency, but also increased unwelcome pressure on entities that were not used to challenges. On the other side, the application of market forces to previously managed environments has created substantial social dislocation in order to restructure the economy more efficiently. This includes geographical dislocation of populations, increased inequality as the capital formation process gets underway, the collapse of traditional businesses and the massive disruption of stable social relations. Market economies tend to create two types of opposition. The first comes from the elite who see competition as threatening to their social position and economic advantage. The second is from the lower classes, who see their lives disrupted as the market re- engineers society. Since the pay-off from market disciplines is far from immediate, they frequently experience massive social disruption and increased work-place rigors without experiencing the benefits. In Latin America we are seeing the beginning of the inevitable backlash against the free market. The attack is coming from three directions. The first is from those sectors of the elite that see themselves as losing out relative to other sectors. This is particularly intense among the elite who have failed to establish strong relations internationally in Europe and the United States. Second, there is a backlash among the middle classes, and particularly among managers who work for established, state- controlled or protected enterprises that are under new competitive pressure. For them, the free market has created both job security and lifestyle issues. Finally, there is a backlash from labor, which sees itself experiencing increased productivity pressures without equivalent improvements in pay. This is a broad coalition, yet it is not yet a deep coalition, because economic growth over the course of the last decade has smoothed out many of the tensions. But over the past year or two, the growth surge has become both uneven and in some cases reversed. As the inevitable business

Sorry to be a poop, but this isn't the dawn of a new millennium. It's not
the beginning of a new century or anybody's fin de siecle. When the clock
ticks past midnight on Friday, you will still find yourself confined to the
20th century.
Deep down most people know this. But there's so much hype suggesting
otherwise that it's easy to go Y2Krazy. The populace can't escape the daily
bombardment of millennial news, millennial celebrations (London is the
"millennial city"), millennial perfume - even millennial camping equipment
and a Web site to nominate a millennial cat.
But don't despair. A band of number-crunching naysayers is pricking the
millennial bubble with letter-writing campaigns and exposing it for what it
is: hype without history. A few people are actually listening.
"I just want to educate people about it," says Jim Bergevin, general
manager of a Slocum's Bowl-O-Drome in Ewing, N.J., and founder of the Real
Millennium Group (www.realmillenniumgroup.com).
"They're creating their own history, and they don't have the right to do
it," adds Michael Bucella, a 2001 holdout in Lima, Pa., who has written 150
letters to President Clinton, British Prime Minister Tony Blair, and many
others trying to set the record straight.
No less than Arthur C. Clarke, the famous science-fiction author, has
weighed in on the side of Y2K+1. Of course, you might suspect the author of
"2001: A Space Odyssey" to be a little prejudiced. But his math seems
irrefutable. Since a millennium covers 1,000 years and the first "year of
our Lord" started with year 1, the last year of the first millennium had to
be 1000; the last year of the second, 2000. The same logic applies to
centuries: Dec. 31, 2000, marks end of the 20th century.
Even officialdom agrees, if it would just stop waffling. For example, you'd
think the National Institute of Standards and Technology (NIST) would get
it right. After all, it runs an official atomic clock that doesn't miss a
second in 6 million years.
"It probably should be Jan. 1, 2001, because historically there's no year
zero," says NIST spokesman Michael Newman. But "there's no one that
mandates that [the millennium] ends on a certain date If you want
advice from NIST: Have a party now and a party then."
The US Naval Observatory, which keeps the nation's master clock, also backs
1/1/01 on paper. But on Friday, it will host a party to celebrate the
beginning of what it calls the "Millennial Year 2000."
Confused? Don't ask the scholarly Millennium Institute in Arlington, Va.,
for help. It offers three answers to the question: 1/1/01, 1/1/00, and
"Now!" ("Whatever date you pick to celebrate, consider that we are already
in a "Millennial Moment.")
So if your family has trouble picking its "Millennial Moment," don't
despair. Families bickered about the centennial moment in 1900, 1800, and
indeed, all the way back to 1300. Before that, so few people used this
calendar it hardly made any difference. (Bit of trivia: No one cared a hoot
about when this millennium began because almost no one knew it was
happening.)
Today's 2001 holdouts realize they face an uphill battle. "A lot of people
say: 'Why are you getting so excited? It's not important anyway.' I think
it is important," says Hilliard Lubin, a date-stickler in Camden, Maine.
"Think of the number of kids who are walking around thinking it's the new
millennium!"
"If you don't know when you are, how do you expect to know who you are?"
adds Mr. Bucella. For this New Year's Eve, "I tell everybody I'm going to
watch a Peter Sellars movie called 'Being There.' I'm not going to read a
newspaper because I know I'd be too upset."
Alan Dechert, founder of the Go2zero Committee (www.go2zero.com), wants to
start a new calendar and name 2000 "Year Zero" of the "New Era." The
Christian Right has criticized him for "zeroing out" Christ, but he claims
zero would merely level the playing field for other religions. It would
also defuse the coming brouhaha 100 years from now because Year 100 would
indeed mark a new century.
"It seems like the calendar has always been this way," he says. But come
Jan. 1, "I'm going to write 'Year Zero' on my checks."

Socialism's crisis today is a crisis in the MEANING of socialism. For
the first time in the history of the world, very likely a majority of
its people label themselves
"socialist" in one sense or another; but there has never been a time
when the label was less informative. The nearest thing to a common
content of the various
"socialisms" is a negative: anti-capitalism. On the positive side, the
range of conflicting and incompatible ideas that call themselves
socialist is wider than the spread of
ideas within the bourgeois world.
Even anti-capitalism holds less and less as a common factor. In one part
of the spectrum, a number of social democratic parties have virtually
eliminated any
specifically socialist demands from their programs, promising to
maintain private enterprise wherever possible. The most prominent
example is the German
social-democracy. ("As an idea, a philosophy, and a social movement,
socialism in Germany is no longer represented by a political party,"
sums up D.A. Chalmers'
recent book THE SOCIAL DEMOCRATIC PARTY OF GERMANY.) These parties have
defined socialism out of existence, but the tendency which they have
formalized is that of the ENTIRE reformist social democracy. In what
sense are these parties still "socialist"?
In another part of the world picture, there are the Communist states,
whose claim to being "socialist" is based on a negative: the abolition
of the capitalist
private-profit system, and the fact that the class which rules does not
consist of private owners of property. On the positive side, however,
the socio-economic
system which has replaced capitalism there would not be recognizable to
Karl Marx. The state owns the means of production -- but who "owns" the
state? Certainly
not the mass of workers, who are exploited, unfree, and alienated from
all levers of social and political control. A new class rules, the
bureaucratic bosses; it rules
over a collectivist system -- a bureaucratic collectivism. Unless
statification is mechanically equated with "socialism," in what sense
are these societies "socialist"?
These two self-styled socialisms are very different, but they have more
in common than they think. The social democracy has typically dreamed of
"socializing"
capitalism from above. Its principle has always been that increased
state intervention in society and economy is PER SE socialistic. It
bears a fatal family resemblance
to the Stalinist conception of imposing something called socialism from
the top down, and of equating statification with socialism. Both have
their roots in the
ambiguous history of the socialist idea.
Back to the roots: the following pages propose to investigate the
meaning of socialism historically, in a new way. There have always been
different "kinds of
socialism," and they have customarily been divided into reformist or
revolutionary, peaceful or violent, democratic or authoritarian, etc.
These divisions exist, but the
underlying division is something else. Throughout the history of
socialist movements and ideas, the fundamental divide is between
SOCIALISM-FROM-ABOVE
and SOCIALISM-FROM-BELOW.
What unites the many different forms of Socialism-from-Above is the
conception that socialism (or a reasonable facsimile thereof) must be
HANDED DOWN to the
grateful masses in one form or another, by a ruling elite which is not
subject to their control in fact. The heart of Socialism-from-Below is
its view that socialism can
be realized only through the self-emancipation of activized masses in
motion, reaching out for

Mr Shapiro, who vows he is working for the world's poor with GM foods, had invited Professor Conway, formerly vice chancellor of Sussex university, to address the board as part of the corporation's commitment to consult more widely following the GM furore in Europe sparked by the so-called Terminator gene. Because Rockefeller had put more than $100m into public research into GM crops, Prof Conway was thought to be an ally; he was expected to make a friendly, gentlemanly speech, perhaps with some mild advice, that would go no further than the four walls of the Willard. But privately, Prof Conway, along with increasing sections of the US intellectual community, deplored the corporation's style and global strategy. Meltdown of confidence In Europe it had alienated millions, he believed, and was threatening a trade war and long term damage to the prospects of the poor. The corporation with a reputation for arrogance and secrecy was seen to be responsible for a meltdown of confidence in science and big business and a backlash against US agriculture. Moreover, Monsanto's effective ownership of Terminator technology would allow the corporation, the second biggest agribusiness in the world, to develop plants that bore sterile seeds - a move that had angered farmers in the developing world. Prof Conway had given Monsanto little warning, even when he had visited the company's St Louis HQ a few weeks earlier. But at the Willard he went straight for Monsanto's guts. For more than a hour, the professor lectured the board: change tack, or bring the wrath of the scientific, political, and global community down on them. "Admit that you do not have all the answers," he said. "Commit yourselves to prompt, full, and honest sharing of data. This is not the time for a new PR offensive but for a new relationship based on honesty, full disclosure, and a very uncertain shared future." Prof Conway argued that the possible adverse consequences for billions of developing world farmers outweighed any social benefits in protecting the Terminator technology. What the Terminator gene did, he said, was effectively kill the process that let farmers sow their own seeds, and subsistence farmers were too poor to buy new seed. The possible consequences were terrible. In short, he told them, Monsanto was socially irresponsible and the public was alienated. He urged a "global public dialogue" that would air all sides of the issues. Terse statement The board were shocked. But they did not suspect that Prof Conway had warned the press what he intended to say. Within hours Rockefeller had issued seven challenges to Monsanto. "It was like a boil had been lanced, a milestone," said one person who was party to the talks. "Someone in authority had for the first time held this monolithic corporation up to public accountability." Monsanto was furious, andbissuedba terse statement: "The meeting was frank and productive. Do they really know what they are eating? During a recent study of KFC done at the University of New Hampshire, they found some very upsetting facts. First of all, has anybody noticed that just recently, the company has changed their name? Kentucky Fried Chicken has become KFC. Does anybody know why? We thought the real reason was because of the "FRIED" food issue. It's not. The reason why they call it KFC is because they can not use the word chicken anymore. Why? KFC does not use real chickens. They actually use genetically manipulated organisms. These so called "chickens" are kept alive by tubes inserted into their bodies to pump blood and nutrients throughout their structure. They have no beaks, no feathers, and no feet. Their bone structure is dramatically shrunk to get more meat out of them. This is great for KFC because they do not have to pay so much for their production costs. There is no more plucking of the feathers or the removal of the beaks and feet. The government has told them to change all of their menus so they do not say chicken anywhere. If you look closely you will notice this. December 23, 1999 Mike Johnson is tired of receiving unsolicited e-mail and telemarketing calls, and he wants to do something about it. He also has some clout behind him as the executive director of the Los Angeles, Calif.-based consumer watchdog group, Voter Revolt. According to a report published Tuesday in the San Francisco Examiner, Johnson was so angry about unsolicited sales pitches - especially since his fiancée recently received one that he deemed to be pornographic - that Johnson wrote a proposed ballot initiative to have the businesses that use unsolicited e-mail and telephone marketing calls, "Stop bugging us." Johnson is getting ready to gather the signatures of California registered voters on petitions in order to qualify his initiative for an appearance on the November 2000 ballot. In an interview with Newsbytes, Johnson said that his group needed 420,000 signatures to qualify the initiative and that he expects to begin the process of obtaining them around the beginning of February. Johnson acknowledges that part of his motivation in bringing the initiative was the failure, last June, of the California legislature to pass what he considered a modest proposal that would have allowed Californians to enter their names on a statewide don't-call-me list. While it was reported that the don't-call-me legislation failed in large part due to a procedural error, a highly placed legislative staff member told Newsbytes that the bill also required people to pay a fee to get on and off the list, a provision that many legislators did not favor. Johnson is quoted as saying that he believes a person's home "ought to be a sanctuary," and that unsolicited calls and e-mail should not be permitted to enter into it. Under federal law, consumers can bar marketers from contacting them by e-mail and telephone only through contacting individual advertisers and demanding to be placed on their do-not-contact lists. In contrast, Johnson claims that the Voter Revolt initiative would assume that consumers do not want unsolicited calls and e-mails and would forbid marketers from contacting anyone who had not affirmatively opted to receive such communications. This is known as an opt-in plan, as opposed to the federal system, which is known as opt-out. Currently, California does have legislation on the books which bans junk e-mail. The legislation, drafted by then Assemblywoman, now State Senator, Debra Bowen (D-Torrance/Marina del Ray) and signed into law in 1998, was specifically aimed at slowing the flood of unsolicited junk e-mail known as "spam." Senator Bowen's office told Newsbytes that the bill signed into law by former governor Pete Wilson required people sending unsolicited advertising e-mail to provide recipients with a toll-free phone number or a valid e-mail address so the recipient can ask to stop receiving junk e-mail. The California law also requires all spam to carry an "ADV" label in the subject line, or "ADV:ADLT" for adult-oriented material. However, as a senior California legislative staff member told Newsbytes, the problem with consumers receiving protection under the bill is that the legislation only applies to e-mail sent from within the State of California, to Californians, and some county District Attorneys may be reluctant to enforce the law due to a heavy case load of more serious offenses. A major difference between the Bowen law and the initiative being proposed by Johnson is that Johnson's proposal shifts the burden of action to the sender, away from the consumer. However, Newsbytes was informed that there is legislative concern that the Voter Revolt initiative, if it were to become law, would be found to be unconstitutional. Newsbytes asked Johnson about the question of constitutionality. Johnson said that he had consulted with a couple of law professors who expressed more concern over the prohibition against unsolicited telephone calls than the provisions directed against unsolicited e-mail. Johnson drew an analogy to the federal law against sending unsolicited faxes, which has been found to be constitutionally proper on the basis that no one should have the right to impose a financial cost on another person, and receiving a fax imposes a cost, i.e. the fax paper. The reason there is a concern about prohibiting telemarketing calls is that such calls, while annoying, are essentially free to the recipient. To counter any objection from telemarketers, Johnson told Newsbytes that the Voter Revolt initiative has a provision whereby persons who wish to receive unsolicited advertising calls can register that wish with the Public utilities Commission. But the speed at which power lines can carry data has been limited because the transformers in substations can mangle the signal. Now a Texas company says it has the answer: instead of piggybacking data on the electric current, it uses the magnetic field the current generates to guide a microwave signal along the outside of the cables. Media Fusion of Dallas, Texas, was granted a patent for the idea in November. Inventor William Stewart, the firm's chief scientist, says the magnetic field acts as a waveguide. In Stewart's scheme, the signals are generated by a maser, a device that produces microwaves in the same way that lasers produce light. Stewart says the system can transmit many megabytes of information per second, compared with about 1 megabit per second using electric current as the carrier. The latter is seen as uncompetitive in the face of high-speed phone line access (New Scientist, 18 September, p 13). In the new system, fibre-optic lines will feed Net data to control centres at electrical substations, where it will be translated into microwave pulses that are sent to the subscriber's power line modem. The company has made the system work in the lab and plans to start large trials in the US soon. The education system prefers ignorance to being suspected of missionary activity. Ninth-graders at a high school in Bat Yam were asked last Friday, a week before Christmas, what they knew about Jesus. According to the high school history teacher who dared ask the question, most knew nothing - not even the most basic details: when he was born, where he lived and preached, when he died and how. They did not know that he was a believing Jew, who was born, according to historians in the year 4 BCE (and not in the year 0), in Bethlehem, and that his mother's name was Miriam, that is, the Virgin Mary. Some thought that Mary Magdalene, the prostitute, was the mother of Jesus. They did not know of the decision by the Sanhedrin to turn him in on the grounds that he pretended to be "the king of the Jews," or of his trial before the Roman governor, Pilate. As for the Sermon on the Mount, the values he preached, the dispute between him and the Pharisees and the Sadducees over the interpretation of the law and the concept of the Messiah, and the connection between Jesus and the Essene sect - the students knew nothing. History lecturers believe that this ignorance is not a negligible matter. Israeli students who do not know anything at all about the figure of Jesus are unable to understand the faith of the approximately two billion Christians in the world and they have no key to the understanding of the history, music, painting, sculpture and architecture of the western world. Moreover, they lack basic knowledge of the history of Judaism and society in the land of Israel 2000 years ago. This ignorance comes as no surprise. According to the official curriculum, students in the government education system hear about Jesus at best only once during 12 years of schooling - and only in passing, at the beginning of their sixth grade history course, in a brief chapter on "Jesus and the First Christians" in the history text "During the Days of Greece and Rome." According to Michael Yaron, the supervisor of history instruction at the Education Ministry, Jesus is not studied again in high school, because in high school the curriculum concentrates mainly on the 19th and 20th centuries, and not everyone is even required to study the chapter in the sixth grade, as elementary schools have the autonomy to pick and choose in the curriculum. In the government-religious system, students learn even less: in the seventh grade textbook "From generation to generation" there is a brief and laconic treatment of Jesus in the chapter "Sects in Judaism." Sarah Weider, the supervisor of history instruction in the government-religious educational system, notes that religious teachers teach about Jesus with great reservations - for example, they do not mention his name explicitly. The reason: "Because it is impossible to ignore what Christianity did to the Jews, and attribute to the man what was done in his footsteps, even if he was not to blame." According to history teachers, even on class outings from government schools to Jerusalem and the Galilee, Christian holy sites are totally ignored. Weider says about religious school trips, "They don't go into Catholic churches, because there is a halacha that prohibits this, but they do look at them from the outside." Now and then, some teachers, like the history teacher in Bat Yam, find it important to deviate from the regular program of studies and teach their students something about the traditions and beliefs of others. But they, according to their own testimony, are an infinitesimal minority. History lecturers at the universities in Israel say that high school graduates arrive at university "totally ignorant" about everything concerning Jesus and Christianity. "They know nothing at all," says Dr. Aviad Kleinberg of Tel Aviv University, the author of the book "Christianity from its Beginnings to the Reformation," a ministry of defense publication for the University of the Airwaves. "I encounter a great deal of rejection, hostility and ignorance with respect to Jesus and Christianity in general. They live two meters away from places that many Christians in the world only dream of visiting, and they know nothing about them." According to Kleinberg, this is the result of "neglect and conservatism in the educational system, which must be changed. It involves a huge pile of treasure - bullion worth billions stashed all over the world - and secret operations to retrieve it. It promises a sequel. And best of all, it is all true. So say Sterling and Peggy Seagrave, in their latest work, The Yamato Dynasty (Bantam Press, $150), an incisive biography of five generations of Japan's imperial family since the Meiji Restoration in 1868. Their most controversial claims, however, centre on the country's longest-reigning emperor, Hirohito, who died in 1989. The book claims to reveal for the first time the imperial family's alleged role in Japan's wartime looting of Asia - a covert operation named Golden Lily that was headed by Prince Chichibu, a brother of Hirohito, and involved the military, the secret service, underworld figures and businessmen. It aims to expose the extent to which Washington and Tokyo supposedly collaborated to keep this secret and deceive the world into thinking the fighting had left Japan too poor to compensate its victims meaningfully. It dashes once and for all assumptions that the imperial family was a fossilised symbol removed from day-to-day decisions during the war. It also says that the people involved in Hirohito's exoneration of war crimes - including General Douglas MacArthur and former US president Herbert Hoover - walked away from the occupation with huge amounts of gold. "I think this is going to turn out to be one of the great scandals of the century," Sterling Seagrave says matter-of-factly. In a phone interview from his home in Europe, the former journalist explains how he and his wife first stumbled across information that would lead them on an 18-year investigation of the Japanese imperial family. He tiptoes around exactly where he lives because of possible retaliation over the latest revelations. "In the course of working on a book about the Marcoses [The Marcos Dynasty] we discovered how much of the Japanese war loot Ferdinand Marcos had recovered," Seagrave says. "At the time we didn't really understand too well how the looting operation had occurred during World War II. We assumed there was collaboration between the Japanese army and the Japanese underworld. It was only after we published the book that we realised there were a number of imperial princes involved in the looting." While Japan's war aggression is well documented, much less has been written about its plundering and the people killed to keep hideaways secret. According to the Seagraves, many POWs prisoners of war and Japanese soldiers were buried alive in vaults they dug for the booty, which included gold bullion, gems and artefacts. Others died when the ships they were on were scuttled so the treasure could be hidden at sea. That it has taken so long for the imperial family to be implicated is not surprising because, according to Seagrave, "nobody had looked beyond Hirohito himself". Seagrave says nobody had done a study of Prince Chichibu, who until now was believed to have sat out the war recuperating from tuberculosis in an estate near Mount Fuji, or Prince Takeda, a cousin of Hirohito who, Seagrave says, oversaw the collection and concealment of Japan's war loot, or any of the others, like Prince Asaka, an uncle of Hirohito who commanded the rape of Nanking. The authors contend that Hirohito appointed Chichibu head of Golden Lily (named after one of the emperor's poems) in 1940, with Takeda as his deputy. According to their sources - participants and other eyewitnesses, as well as Chichibu's retinue - the two apparently travelled to China, Hong Kong, Vietnam, Laos, Cambodia, Burma, Malaya, Singapore, Sumatra, Java, Borneo and the Philippines, looting treasures and supervising their transport to Japan using ships disguised with hospital crosses. The imperial family's actual role in Golden Lily was never apparent for several reasons, Seagrave says. "For example, Prince Takeda used a nom de guerre everywhere he worked in Asia during the war, so people who came into contact with him knew him by different names. This has taken us nearly 20 years to figure out," he says. But the couple was able to pinpoint Takeda and others by putting together information gleaned from various sources. "People who described Takeda to us physically knew he was a prince, but they didn't know which prince he was and weren't quite sure what his relationship was to Hirohito," Seagrave says. On the internet and over the fax, phone and radio nets that make up the "alarm rider" system of those who love the Constitution and the Republic, messages full of what Shakespeare called "alarums and excursions" are reverberating. The Federal Bureau of Investigation has succeeded in finding some weak-minded fools to maneuver into "conspiracies" great and small to try to prove the thesis laid out in their paranoid millenial conspiracy theory term paper dubbed "Project Megiddo." That the FBI, whose underwear was so recently pulled down around its ankles by Mike McNulty's new Waco documentary, should attempt to change the subject by making cases against "militia maniacs" is hardly surprising. What is surprising is the reaction to these events by heretofore level-headed constitutionalists who have thereby concluded that the sky is falling, the "roundup" is beginning, martial law is around the corner, and that King William the Worst of Arkansas' coronation is not far behind, which we will all watch on "1984ish" video monitors from our cells in internment camps. Now I have not been on the Internet for some months (much to the relief of some I'm sure), but our unit monitors the message traffic there. Keyboard commandos, professional rumor shadowboxers and Chicken Littles aside, it remains a vital means of sharing information between Constitutionalists. But I have have not opted out of the Constitutional militia movement this year. On the contrary, I've been spending my time training my unit and getting it ready to fight-- we call it "The Three B's", beans, bullets and boots in the grass, training. Since July we have expended thousands of rounds of blank ammunition and legal pyrotechnics in fire and manuever field training exercises (FTXs), based on the Marine Corps' rifle company (thirteen man squad/four man fire team) organization. At no time have we broken even one law, even though Alabama has an anti-paramilitary training law. Our recruits are impressed early on with the fact that we run an entirely legal unit, and felons need not apply. Convinced of the superiority of aimed, semi-automatic rifle fire, we have no need for explosives or automatic weapons. We make no ridiculous offensive contingency plans based on defeatist nonsense: our legal charter as well as our historical patrimony defines us as the premier defensive tool of the armed citizenry against either disorder or a tyrannical federal government. We are not a private army, nor could a politically-motivated federal prosecutor successfully misconstrue us as one to a candid jury. During this time we have picked up many new recruits, even as some of the older members fell by the wayside once they realized from the training that their mouths had been writing checks their bodies might actually have to cash. The recruits, by the way, far outnumbered the drop-outs. And as we have honed our military skills, I have noticed in my officers and troopers (men and women) as well as myself a growing confidence. Competence promotes confidence, just as preparation prevents panic. "Train like you fight," a grizzled Marine veteran once told me, "and you'll fight like you train." Indeed, we train more often than the average National Guard unit, and our morale, motivation and esprit is higher by far. In one training weekend, we expend more rounds (blank and live) than does the average Guard unit in summer training. When we conduct live fire exercises, we hit what we aim at. More importantly, every time we go to the range, every time we cruise a gun show or a gun shop, we run into members of other units just like ours. Jumper, USAFE commander, said the agreement would offer "tremendous benefits" to both German and U.S. interests. "The Air Force will reduce its manpower and operating costs by consolidating Rhein-Main's functions at two existing bases," the general said, noting the move would also provide an opportunity to modernize airlift operations facilities at both bases. "In turn, Germany's premier airport will gain room to expand and to accommodate the future growth of air transportation." According to USAFE officials, Ramstein will take 65 percent of Rhein-Main's traffic load -- which totals about 3,900 aircraft arrivals and departures each year -- while Spangdahlem picks up the rest. To accommodate the extra traffic, USAFE planners envision major construction projects at both bases. Using funds from the agreement, Ramstein will receive runway, ramp and taxiway construction as well as new freight and passenger facilities, said Lt. Col. Fred Schmokel, USAFE plans, programs and readiness. Meanwhile, Spangdahlem will need additional parking ramp space, wider and stronger taxiways, and new cargo and maintenance facilities to handle the heavy cargo aircraft that make up the bulk of Rhein-Main's business. "Tig", thanks for the reminder. ** On December 10, 1999, a USMC Force Reconnaissance platoon was assigned to perform a VBSS on the USNS Pecos as part of a training exercise in preparation for deployment with the 15th MEU (SOC) in January 2000. The assault team was comprised, in part, of two CH-47 helicopters assigned to the Marine Medium Helicopter Squadron 166. They were going to land if there was room, or fast rope if not. A SEAL platoon was to assault simultaneously from surface/up. US Navy Special Boat Unit rigid hull inflatables (RIB) and their crews were on other side of ship, carrying the SEALs who were to perform the assault. The pilot of one of the helicopters struck, or became tangled in the netting surrounding the stern of the ship. The aircraft immediately became unstable and rolled into the ocean and sank. Eleven survivors were immediately pulled from the water, however six Marines and one sailor died in the crash. All Force Recon personnel were from the 5th Platoon and part of the 15th Marine Expeditionary Unit based at Camp Pendleton, north of San Diego. Above you said "existing in reality" is the criterion of interest to you. At one time established science said rocks could not fall from the sky. Thus asteroids etc. were imposssible...by decree. Maybe if a rock falls out of the sky onto your head you will "see the light". I prescribe standing outdoors in the next meteorite shower. Meanwhile, try this. The reason a genuine paranormal event is not explained scientifically is because science has not yet expanded its understanding enough to encompass it. Guard, Reserve to augment honor guards in veteran funeral services WASHINGTON (AFPN) -- An aging veteran population, dwindling resources and expanded requirements have left many base honor guard teams wondering how they will meet increasing requests for military funeral honors. To address legislation mandating military funeral honors for veterans, the Air Force conducted a symposium in October for honor guard members from the active, Reserve and Air National Guard forces. More than 250 people attended. The legislation, which takes effect Jan. 1, requires a minimum of at least two members of the armed forces to attend the funeral, fold and present the flag, and play Taps. At least one member of the detail must be from the same service as the deceased. "These are the minimum ceremonial functions required under the new legislation," said Jim Halvorson, chief of mortuary and honor guard policy on the Air Staff. "Previously, the only thing required was that a flag be presented at the funeral of veterans, when requested. We typically did that with a single representative." For active-duty members and retirees, funeral honors consist of pallbearers, firing party, folding and presentation of the flag, and the playing of Taps. The Defense Department has tasked the Air Force to be the executive agent in charge of publicizing the military funeral honors program. As part of its publicity campaign the Air Force will establish by Jan. 1: * A website for the public to view their military funeral honors entitlements. * A toll-free request line for funeral home directors to obtain funeral honors information. The toll-free phone system routes calls to the appropriate honor guard unit for their area of the country. * An information kit containing a Military Funeral Honors Directory to be distributed to more than 25,000 funeral homes. The kit will also be available online for funeral home directors to download. As people become aware of their entitlements, the number of funeral requests is expected to rise. This has honor guard members concerned. "I think we'll be able to meet the challenge at first," Halvorson said. "But I think after a year or two, it's going to get bigger than our capability is ..." He said he was disappointed that the wording of the new law states "two members of the armed forces" will perform funeral honors, because that precludes retirees from participating in the honor guard. "The general counsel researched and found we could not use retirees, because they're no longer members of the armed forces," Halvorson explained. He said there are plans to submit a proposal to get the wording changed next year to allow retirees to participate in honor guard details. Last year, the Air Force conducted about 7,000 funerals. Halvorson said the number is expected to climb to at least 45,000 over the next year or so. "We have some concerns right now, as the majority of our bases are stretched thin," Halvorson said. "The honor guard is a volunteer program; however, at over 70 percent of our bases right now, they have to use a quota system to meet the challenge they have today." Currently, Halvorson said, the Air Force supports all funeral requests. But, only 6 percent of the eligible veterans have requested funeral honors. If projections are correct, and requests go up eight-fold, he said he is concerned the active force will not have the manpower to meet the challenge. To help meet the anticipated increase, the Air Force is working on a manpower initiative for fiscal 2002 to place full-time honor guard positions at some Air National Guard, Air Force Reserve locations, and active installations that have large numbers of requests. By funding honor guard requirements, the Air Force hopes to encourage more Guard and Reserve participation. "We're going to be augmenting the active-duty force at the locations where we have Reserve units or bases," said Lynda Mikanowicz, chief of military support branch, Air Force Reserve Command, Robins Air Force Base, Ga. "We've been pretty aggressive in trying to recruit both individuals and our honor guard units to get in touch with the active-duty teams and volunteer their services, because we know the demand is going to increase significantly," Mikanowicz said. The Air National Guard is also stepping up its honor guard recruitment campaign at ANG units. "From the Guard perspective, we are going to make every attempt to support the total force concept," said Jim Bennett, ANG services career field program manager at the Air National Guard Readiness Center headquarters, Andrews AFB, Md. "The new law will allow us, for the first time, to put our traditional Guard volunteers on orders to perform this important function." With a long career of meritorious service, Carman recently won a victory in a court case he is pursuing against the Customs Department over the treatment he has received. Prior to losing his job at Customs, Carman worked for the Secret Service, the U.S. Mint and the San Diego Police Department. "Some Customs agents up in Los Angeles and Riverside just recently resigned because of the corruption that's going on," Carman told WorldNetDaily in an exclusive interview. "They're being ordered off the investigations. They're being told not to do certain things. They just get tired of it and they realize what happened to me. They don't want to go through that, so they're bailing out real quick so they can get another job and go on with their lives so they don't get caught up in the mess," he explained. Carman has a long list of infractions and evidence to support his claims of drug deals, smuggling, payoffs, bribes, drug running and more. The corruption is so deep, he maintains President Clinton and Attorney General Janet Reno must be complicit. They could not be unaware of the level of corruption in the department, he insists. President Clinton has taken steps to make it easier for drugs to be smuggled into the U.S., he said. Surveillance planes, chase cars, and other means to apprehend drug runners have been discontinued under orders of the president. Carman blames Clinton for increased drug traffic and for a Customs Department that has become ineffective and corrupt. Carman has reported and documented many cases of various levels of corruption to the internal affairs investigators within the Customs Department. He says Reno is fully aware of those complaints, but does nothing, and points out 15 years of charges have resulted only in death threats and severe harassment for him. Carman has issued a list of complaints and charges against Customs officials over the years. He says the charges have never been denied. Officials simply use bureaucratic red tape to avoid answering the claims. "I'm correct. They've never refuted any of the allegations. That's the most important point. Never refuted anything I've said," explained Carman. "They've only tried to skate around it by saying 'you didn't follow procedures. You didn't talk to somebody right.' That's all wrong because I went to internal affairs, I went ... to the office of special counsel ... I went to the Department of Justice, I even went to the White House. Everybody. I followed suit because I knew that if I didn't do it right I wouldn't be able to go public and then they could say, well you violated something. Well, I didn't." "I've got a stack of paperwork to prove that I went to the special counsel," he said, "and the administrative law judge still ruled against me because he thought that I didn't go to special counsel. Well, it's a waste of time. They've got little old ladies on telephones that conduct their investigations by calling up the bad guys and saying 'did you talk to Mr. Carman?' And they say no, and that will be it. That's an investigation," Carman complained. Although others have been frightened away, Carman has refused to back down in his attempts to expose what he sees as evil taking more and more control of the Customs Department. When he was forced to retire from the Customs Department, he was able to obtain a favorable settlement agreement, but he has been unable to get the Customs Department to abide by that agreement. He says he can even show that corrupt officials are preventing his service records from being released, which has virtually ended his career as he attempts to find new work. Customs Commissioner Raymond W. Kelly recently toured U.S. Customs facilities along the southwest border, according to informed sources. His announced purpose was to learn about problems and concerns directly from employees. Carman claims that Kelly was sheltered by management officials from the many problems and complaints that exist. "Rudy M. Camacho ... was along to make sure that no one would openly speak out against him or the commissioner. Politics you know. Who's going to speak openly with the 'problem' standing right there with the Customs Commissioner? I honestly feel that maybe headquarters doesn't have the slightest idea about what is really happening along the border. Never has "It was the best of times, it was the worst of times" served as a more apt commentary on society than today. The NASDAQ just broke 4,000 and has nearly doubled in 1999. The Dow is at near-record heights as well. Internet, computer and communications technologies are evolving at a stunning velocity. A lot of people are becoming incredibly wealthy, and a lot are having fun on the Internet. If you want, you can look at this state of affairs and say that everything is fine. Go ahead, pat yourself on the back. Or, you can look at a different set of snapshots and ask these and many other probing questions: Why does the United States, the richest nation in the history of the world, warehouse its elderly in what are euphemistically called nursing homes, permitting many to live out their last years in social isolation and sometimes filth and neglect? Why are profitable and fast-growing corporations permitted to expose their workers to dangerous and life-threatening conditions that could be avoided with minimal investments? Why are the poor, undereducated and unsophisticated subject to a host of financial scams that empty their small savings accounts or throw them into debt? Why are working people in the United State who try to organize into unions regularly subjected to threats of firing and plant closure, harassment, intimidation and managerial refusal to bargain with duly elected unions? Why does the United States permit the massive concentration of economic and political power through mergers and acquisitions that work to foreclose democratic options for the future? Why do rich societies permit their corporations to engage, directly or indirectly, through contractors and subcontractors, in brutally exploitative practices in developing countries -- practices that have long been outlawed in the rich countries? Why indeed. There is of course no one single answer to these and the many other critical questions that should be asked in a society that does so much to generate wealth, at least as measured by conventional standards, but so little to distribute that wealth -- or justice -- evenly. But there is one connecting theme that serves, at least, as a partial answer to many of these questions: concentrated corporate power. Each year, to highlight the consequences of corporations and greed run amok, Multinational Monitor publishes a list of the 10 worst corporations of the year. Here's this year's list, in alphabetical order: Avondale: Good riddance For more than half a decade, Avondale, which operates a shipyard in New Orleans, waged a vicious campaign to block recognition of its employees' desire for a union -- a desire springing in no small part from way below industry standard wages and a gruesome workplace casualty record of a death a year. In August, Avondale was acquired by Litton, which agreed to recognize the workers' union in November. Citigroup: The standard in political corruption Citigroup played the lead role in ushering the "Financial Services Modernization Act" through the U.S. Congress, in the process joining with the rest of the financial services industry to set a new standard in legalized bribery. The Act will tear down the regulatory walls between banks, and insurance companies and securities firms, paving the massive concentration of financial wealth and a future of industry bailouts, weakening the Community Reinvestment Act and permitting huge intrusions on consumer privacy. Del Monte: Banana imperialism into the twenty-first century In September, Bandegua, the Guatemalan subsidiary of Coral Gables, Florida-based Fresh Del Monte Produce (now a separate company from California-based Del Monte Foods), dismissed 900 of its banana workers. When other unionized Bandegua workers tried to organize a solidarity protest, the union leadership was met with a 200-person, armed goon squad which chased the leadership out of town, threatening to kill them if they returned. Del Monte and Bandegua deny responsibility, but they have certainly benefited from the threats. Guardian Postacute: Maggots everywhere After learning that of Guardian Postacute Services Inc., a San Francisco Bay area nursing home chain, had permitted dirty feeding tubes to be installed into patients who then became infested with maggots, had permitted patients to lie for extended periods in their urine and feces, and had failed to take strong action against an employee who sexually abused patients, Santa Clara County Deputy District Attorney Randy Hey has filed criminal charges against Guardian. From: Mark Keesee [EMAIL PROTECTED] December 30, 1999 The Wall Street Journal Page One Feature The Improbable Cast of Capitalist Converts Behind the BONY Scandal By ANDREW HIGGINS, ANN DAVIS and PAUL BECKETT Staff Reporters of THE WALL STREET JOURNAL In the small hours of Aug. 19, Ivan Bronov, a 28-year-old foreign-exchange whiz at Russia's Depozitarno-Kliringovy Bank, groped for the phone from bed in Moscow. A panicked caller said an important account at Bank of New York Co. couldn't be accessed. Mr. Bronov hung up and dialed the cell phone in London of Lucy Edwards, a Bank of New York executive he knew well. "The police are here searching everything," she said, according to a person familiar with the conversation. "I don't know what's going on." The game was about over: The underground pipeline that siphoned about $7 billion from Russia through nine Bank of New York accounts connected to a company called Benex International Co. was in the hands of international authorities. Since then, the case has reverberated around the globe. Republicans have used the case to charge the Clinton administration with turning a blind eye to Russian corruption, since some of the transfers are believed to stem from organized crime. New money-laundering legislation is being weighed that could tighten restrictions on U.S. banks. And the International Monetary Fund has come under attack for not monitoring its disbursements to Russia more closely, based on suspicions that aid went astray. Through it all, however, little has been revealed about the obscure, and surprisingly amateurish, associates who concocted the money-transfer system that ultimately triggered the largest money-laundering investigation ever. Among them: Mr. Bronov and a pal, who hatched an idea to help Russian businesses, mostly tax-dodging importers, pay their bills abroad; Ms. Edwards, who suggested how to move the money; a Russian former fish merchant, and others in Moscow and California who made the system run like clockwork until that August night. The seeds of the system were planted in the late 1980s at a Moscow finance institute, where Mr. Bronov and fellow student Kiril Gusev became friends. A short, muscular Muscovite, Mr. Gusev toyed as a teenager with playing professional soccer. But he gave that up to enroll in finance and economics. He and Mr. Bronov shared many passions: sports, bars -- and money. After communism collapsed, Mr. Gusev landed a job at the Moscow Interbank Currency Exchange, the main forum for trading U.S. dollars. There, Mr. Gusev mastered the mechanics of settling accounts at the end of each trading session. In 1994, he met one of Western banking's rising stars in Moscow, when Bank of New York's Ms. Edwards installed software that plugged the currency exchange into the U.S. bank's settlement system. Mr. Bronov also went into the currency business, joining a private Moscow bank called Industriya Servis. Among its clients: Dial, one of Russia's biggest electronics importers, and Olbi-Diplomat, then a rising retail chain. Mr. Bronov, who likes to wear a black cap with a Nike logo over his blond hair, chatted with importers about Russia's thicket of tax, currency and customs regulations -- and about ways to skirt them. Mr. Bronov's work was lucrative enough for him to buy an apartment in London. He and Mr. Gusev vacationed together in England, France and the Caribbean. In Moscow, they sometimes went out on the town or to a country dacha with a friend they met through college buddies, Konstantin Gerashchenko, son of Russia's Central Bank president. [[Lucy Edwards]] But a plunge in the ruble in 1995 wiped out many small banks, including Industriya Servis. Mr. Bronov eventually joined Depozitarno-Kliringovy Bank, or DKB, which had been founded as an offshoot of a program funded by U.S. foreign aid. At DKB, Mr. Bronov handled the correspondent-banking business, which let the bank make international money transfers. He was soon joined by Mr. Gusev, who became a liaison with the bank's import-export clients. Working together for the first time, they would make DKB the linchpin of Benex. They would need help, however, from Aleksey Volkov. A mild-mannered dental-surgery graduate and former ambulance assistant, he had started a small business in 1992 by buying a few boxes of German herring. Soon he was trucking tons of fish into Russia through Poland, using Industriya Servis as his bank. He took free samples to Mr. Bronov and his colleagues. Recalls one recipient: "The place used to stink from his damned fish." Mr. Volkov, now 34, later switched to bringing pirated compact disks into Russia, acquaintances say. -Caveat Lector- I still vote but there are many of us that would like the option to vote for none of the above, given the slate of candidates selected for us by the political parties and the media. Also, are we to belive the results of these elections? The validity of the outcome of these elections should be in question. If you think about it, I'll bet that in your circle of friends most voted for the candidate that lost. Don't think for a minute that everyone else must haved voted for the other guy. Instead be suspicious of the results. There is no accountability in the outcome in these elections. Whose to know if the outcome of the election has been manipulated either manually or by computer to effect an election outcome that is favorable to the agenda of the controlling power? Think about it, a thief prefers to work under the cover of darkness. The political powers has convinced everyone that your ballot selection should be secret thus allowing the ballot thief to work under the cloak of darkness (secrecy). No one, not even you, can check to see if your selection was recorded correctly. In my state, RI, I have personally seen evidence that strongly suggest election fraud. Worst than that was the indifferent and uninterested position taken by the FBI when advised of this. They did nothing! I for one am ready to announce to the world my vote selection. If enough of us do this it will be more difficult for the ballot thief to steal you vote and apply it to a candidate not of your choice. It's easier to keep the unit online and react to unforeseen events when output is reduced, said Neil Sheehan, spokesman for the Northeastern NRC region. "There are a number of plants that are planning to cut power for a period of time," he added. He couldn't specify which plants will cut power, however, because licensees aren't required to report planned power reductions to the agency. Sheehan said power supply should be ample, though, because this isn't a time of peak demand. Power reductions vary from plant to plant, but are expected to be between 10% to 20%, said Roger Hannah, public affairs officer at NRC's Southeastern office. Southern Nuclear's 1,215-megawatt Vogtle unit 2, located in northeastern Georgia, shut down Tuesday and will remain shut until Jan. 2 because operators don't want to repair a feedwater heater tube leak during the rollover, the company said earlier. The unit had been at reduced power for a couple of days, but then operators decided to take the unit down as a precaution. The plant is operated by Southern Nuclear, a unit of Southern Co. As reported earlier Wednesday, three out of four nuclear generating stations in the western U.S. are required by the California Independent System Operator to cut power by up to 20% during the year 2000 rollover. However we are prepared for a possible increase in real or reported criminal cyber activity (such as hacking and spreading computer viruses), considering the heightened awareness of and media focus on malicious activity during the Y2K period. Any increased criminal activity during the Y2K period could raise the level of problems in infrastructure systems, adding to genuine Y2K-generated issues and the normal level of infrastructure concerns. We anticipate encountering both known and new viruses and hacking exploits. We could see the dissemination of several new and possibly destructive viruses, and the successful exploitation of both corporate and government information systems. But even these possibilities reflect only a larger assembly of the same kinds of malicious activity seen and addressed every day. Finally, known and possible extremist or apocalyptic terrorist activity in the United States by individuals or groups suggests the possibility of threats to domestic infrastructures. For example, the media have reported arrests of certain individuals allegedly planning violent actions against electric power and oil and gas facilities. These indications of possible threats to our infrastructures warrant an increased vigilance to protect against both cyber and physical threats to our nation's critical infrastructures. Summary The Y2K Transition might be seen by potential malefactors as an unprecedented opportunity for malicious code release and associated publicity, where a new and significant exploit can achieve a widespread notoriety in the information security and hacker world. Viruses and exploits like Melissa and its variants, ExploreZip, Back Orifice, mobile code, etc. reflect increasing sophistication in the use of email and attachments, increasing variation on prior exploits, and remote access and control of malicious code. Additional virus activity can be expected during the Y2K period, following the recent examples of W32.mypics, ICQ Greeting and Babylonia. Distributed denial of service tools have recently been discovered on various computer systems, creating large networks of hosts capable of launching significant coordinated packet flooding denial of service attacks. These tools target high bandwidth sites and connections, use readily accessible technical vulnerabilities for installation, and reflect suspicious installation and tool development activity. Possible motives for this deployment could include exploit demonstration, network systems reconnaissance, or even preparation for major denial of service attacks. Such attacks could take place during the Y2K period. Back Orifice 2000 remains a significant open-source tool easily customized for malicious purpose; we expect that its malicious use and adaptation will continue to increase in the future, and could be applied during the Y2K period. The installation of malicious code under cover of Y2K-remediation remains a possibility, considering the numbers and scale of systems remediated for Y2K, the significant access granted throughout computer systems and networks for this work, and the clear, predictable window of opportunity to conduct this action. Such code could be activated during the transition period or long thereafter, to allow future access to the network or to deny service. A number of long-known computer viruses continue to impact systems because of inconsistent and incomplete security implementation and oversight. The rising attention to computer virus activity during the Y2K transition period will likely include "discovery" and publicity of old virus problems like Marker and Melissa. Harassing and malicious actions against Internet sites (such as those seen by U.S. Government and military web sites, the WTO, commercial sites like E-Bay and E-Toys, etc.) continues as an element of network systems activity; these actions are increasingly common and could well be a part of the Y2K transition and associated press coverage. Finally, security measures taken in preparation for Y2K or as a result of initial Y2K problems may cause unintended consequences. Systems may be shut down to avert problems, only to cause a more serious operational impact than remaining connected. Appearing Tuesday night on Fox News Channel's "Hannity Colmes," Chung complained about an incident on March 20, 1999, where the FBI arrested an armed man inside the office of his now defunct fax broadcasting company in what agents told him was an attempt on his life. The gunman got within feet of the key witness before the attack was foiled. "I want to say that I was a little bit angry today," Chung told Fox. "I recently got public information right here. It said John Huang's FBI 302 report. And seriously, between February 23 to March 26, he already talked to the FBI. The Chinese tried to kill me." Huang, a former employee of the Chinese-owned Lippo Group who became a top Democratic Party fund-raiser after working at the Clinton Commerce Department, is alleged to have laundered millions of dollars in illgegal Chinese cash for the president's 1996 reelection. Witnesses testifed in 1997 that Huang had access to classified Commerce Department material, some of which he is believed to have shared with his former Lippo bosses, Indonesia's Riady family. James Riady is a longtime personal friend of Bill Clinton. While Huang has told investigators that he knows of no White House wrongdoing in the Chinagate scandal, Chung has cooperated fully with federal probers. He recently told NewsMax.com that he believes President Clinton "is in the back pocket of the Chinese government." Documents showing that Huang had warned the FBI about Chinese plans to kill Chung would be the first public corroboration of the Taiwanese-American businessman's claim that his candid testimony placed him in mortal danger. "Right here, I want to say that why?," Chung asked Fox News viewers. "At that time, (the FBI) already know. How come they didn't notify me?" In November, the star witness revealed that the March 20th incident prompted the FBI's Los Angeles office to immediately assign armed agents to protect Chung and his family. Americans work too much and get paid too little. That's exactly what some suggest the media would like you to think. Everyday, whether it's network news or the local newspaper, business is made to look like the "boogeyman." Except, what's missed is that U.S. businesses and its employees have much to do with America's continued strong economic leadership in today's modern world. According to many economic and business indicators, more people today are better off financially than ever before. The Investor's Business Daily (IB Daily) recently reported that the credit for today's strong economy is due not only to the current administration, but also due to the economic policies of Ronald Reagan, and, yes, even George Bush. As reported by IB Daily, economist and author Brian Wesbury believes that "the past 18 months marks...the longest period of noninflationary growth since the U.S. industrial revolution of the late 1800s." The same paper also reports that the economy has continued to grow "ever since 1982 when Reagan slashed the marginal tax rates" and former Federal Reserve Chair Paul Volcker "shut off the 70's easy money spigot." As he was grabbed by authorities, Mouai Badredine yelled at television cameras that he was "just a person that wanted to go home to Algeria - that's it." Meanwhile, in New York, heavily armed anti-terrorist teams were raiding a working class Brooklyn neighborhood to arrest another man. "It was total chaos. There were SWAT teams, bomb sniffing dogs. They were all here," said Joe VanDusky Jr., 25, who was just arriving for work at an electrical supply store around the corner. In cities from Boston to San Francisco, dozens of people were detained Thursday in a nationwide sweep by federal agents trying to build a case against Algerian Ahmed Ressam, arrested in Washington state earlier this month and charged with smuggling explosives into the country from Canada on Dec. 14. Ramiro Escudero, an FBI spokesman in Los Angeles, said the people being questioned there were those officials believed might have information about Ressam. "It does not mean they are involved in any terrorist activities," he said. A spokesman for the Washington, D.C.-based American-Arab Anti-Discrimination Committee said authorities were overreacting to the possibility of terrorism and are treating some people differently because of their ethnicity. "We've sort of passed over from the stage of heightened vigilance into the stage where people's ethnic identity becomes suspect in and of itself," said Hussein Ibish. "People of Arab ethnicity who are being held on routine visa violations - the most mundane types of arrest - are being treated as potential terrorists." Some of the individuals questioned were arrested on immigration charges. Badredine, 24, was one of five men arrested in Boston. He and two others were held on civil charges related to their immigration status; two were arrested on criminal charges, including having false green cards and illegal entry into the United States, according to federal officials. The man arrested in Brooklyn, Abdel Ghani, was charged with concealing his material support for Ressam. A criminal complaint alleges he traveled to Seattle to meet with Ressam and had planned to help him raise money. Three other men detained during the Brooklyn raid were questioned by authorities to establish their immigration status. It was unclear if any of them would be charged with a crime, authorities said. New York and Boston officials said no specific threats had been made, but that the operation was part of an aggressive campaign to protect against terrorism.
