The Wiretapper – Suppressed by Establishment Newsmedia

News: Our VoteFraud ad in USA today will run either Thursday or Friday
in Western Iowa and other areas served out of USA Today’s regional
Kansas City distribution center. We will run the full text as soon as
the ad appears, with other comments about the strategy. This underscores
a point often made by author and commentator Michael A. Hoffman II, that
we have many freedoms still in this country which our side simply does
not use.

Today’s e-wire will on a “lighter” note — taking a break from the heavy
background concepts (false opposition and Permanent Revolution merger
mania) of the last two e-wires.

A key focus of the Network America (NA) website is to put on the public
record for all the world to see the information about the stealing of
America through uncheckable, computerized elections which the
establishment newsmedia is brutally censored from public view.
In 1987, our political organization, Cincinnatus Political Action
Committee, helped two whistelblowers, former Cincinnati Bell workers
Leonard Gates and Robert Draise, get their story in to the public arena.
Their story was that they had been paid to do illegal wiretaps for the
police and organizations unknown while employees at Cincinnati Bell.

We used the device of a political TV commercial to break the news
censorship. Gates and Draise had been to a Congressman, public
officials, the FBI, and the newsmedia – without being able to enlist any
help in bringing their story to the public. The law of the Federal
Election Commission is that the electronic licensed newsmedia is not
allowed to censor the paid ads of political candidates as long as the ad
does not contain profanity. I was on the ballot for Cincinnati City
Council in 1987, and after two years of frustration, Gates and Draise
decided to appear on my political TV ad. We could afford three ads, all
placed on Channel 12 WKRC TV at the 6 PM, 11 PM, and 6 PM newscasts on
the Thursday and Friday before the 1987 November Cincinnati City Council
Election.

On the commercial Gates told the audience that while at Cincinnati Bell
he had wiretapped the computers to alter the vote. Looking into the
camera he told the Cincinnati audience, “Your votes.” Draise told the
people that he had been used to wiretap prominent Cincinnatians
including Charles Keating and Hamilton County Commissioner Alan Paul.

Cincinnati Post reporter Randy Ludlow did an excellent article the next
day, which will eventually appear in this e-wire. And the Channel 12
news reporter Mary Krutko did a superb report, together with at that
time news anchor Nick Clooney (brother of singer Rosemary Clooney).

As we and others around the nation have seen before, there was no follow
up in any of the media on the votefraud angle, and no investigation from
any public agency.

However, on the “wiretapping of prominent people” angle, there were
eventually over 400 local stories in the newspapers and on the TV
stations. Gates and Draise even made it to a 60 minutes spot, but 60
minutes Ed Bradley completely avoided the real story of manipulation of
the vote count by wiretapping. He also focused on the dangers of
wiretapping, especially to prominent people.

Shortly after our TV ads appeared, damage control was in full swing.
Five low level policemen, who had admitted being involved in illegal
wiretapping, were forced to plead guilty and resigns. Cincinnati Bell
admitted in a prominent story in the Cincinnati Enquirer and Cincinnati
Post that “one” of their trucks had been for illegal wiretapping without
their knowledge, and so forth.

Later, in Gates’ suit against Cincinnati Bell, the head programmer for
the Hamilton County (Cincinnati) Board of Elections admitted under oath
that if someone had the codes to the programs used to count the votes,
they would have a 100% chance to alter the vote count.

We at Citizens for a Fair Vote Count have always been worried that the
local and national Ruling Elite behind the Establishment Newsmedia, the
Republican Party, and the Democratic Party would use such codes to
control the election outcomes. We have never been worried about some kid
trying to hack into the machine from Oklahoma, which type is who the
election programmers and election officials would have the public
believe is the “real danger.”  No. Those in control of the codes are the

  come in the ongoing $90 million Filegate class action lawsuit

  obtained by the Clinton White House 

Since a lot of Reagan and Bush staffers were pulling some strange shenanigans
after the baton was passed, I think investigations of their FBI or any other

China Bans State Secrets from the Internet


Like, say, the existence of Hong Kong.

BEIJING - China banned the discussion of ''state secrets'' on the Internet on
Wednesday in its latest attempt to control an information industry that is
fast spinning out of the Communist Party's control.

In a circular issued by the State Bureau of Secrecy, Internet users were
prohibited from sending e-mail containing state secrets or discussing state
secrets in Internet chat rooms and on bulletin boards. The circular also said
all Internet content and service providers based in China must undergo a
''security certification'' before they can operate.

Under Chinese law, ''state secrets'' can mean almost anything - from crop
reports to news about an earthquake. As such, it is a handy tool for security
personnel to use against Chinese journalists, dissidents and average
citizens.

The circular, with 20 articles, was the latest in a spate of attempts by the
Chinese authorities to control the World Wide Web and to limit its effect on
China's closed political system. While the government sees the Internet as a
boon for the Chinese economy, the Communist authorities are also concerned
that the Web will erode the party's ability to control the information flow
into and out of China.

Chinese Internet executives said they were worried that the new regulations
would stymie the meteoric rise of Internet use in China and benefit
Chinese-language Web sites and portals that are registered overseas where
they can escape the Web police in China. The number of Internet users in
China quadrupled last year to 8.9 million.

''This is all bad news for China,'' said Joe Sweeney, Asia research director
for Gartner Group, an Internet consultancy. ''It's sad because China's
Internet is growing fast, but China is trying to reign in that growth.''

The ruling Wednesday, published in People's Daily, the Communist Party
newspaper, was the fourth development this week with ominous ramifications
for the Internet in China.

China recently issued regulations ordering all companies, including Western
ones, to tell the government by the end of January about the type of
encryption software they use to send confidential information over the
Internet.

As part of those regulations, China said all Chinese electronic products must
employ encryption products designed in China - a rule that could extinguish
e-commerce here because many Chinese servers use encryption technology
developed in the West.

Chinese officials have also hinted that Chinese-registered Internet companies
that want to list their shares on foreign stock exchanges must obtain
government approval to do so.

Finally, China has recently moved to control the content published on
Internet sites. The Shanghai Daily reported Wednesday that the State Press
and Publication Administration was drafting rules on content that would pose
a ''major challenge'' for domestic Web sites by ensuring that only
state-approved material could appear on Chinese-registered sites.

''It is certain that no Web sites will be allowed to hire cyberreporters to
write stories for them,'' the newspaper quoted Wu Youzhang, an official with
the press and publication agency, as saying.
Many of China's top Web sites and portals give prominent treatment to reports
on sports, entertainment and travel written by free-lancers, not
state-accredited journalists.

Internet entrepreneurs in China have reacted publicly with calm to the recent
developments in part because they do not want to irritate the authorities and
in part because the government has often issued tough restrictions on the
Internet only to back off soon thereafter.

Paul Jin, an executive with Sina.com, the most popular Internet portal in
China, said his site was already practicing self-censorship.

''Even in the past when they didn't have rules on protection of state
secrets, we've been careful,'' Mr. Jin said. ''On politically sensitive
matters, we wait until the government papers come out with their reports,
then we put their versions on our site.''

But William Ding, president of Netease, the second most popular portal, said
he wanted the government to clarify the meaning of ''state secrets.'' Mr.
Ding said his staff had often found military or economic information put on
the Internet by government departments but which was not released by the
state-run media.

''The average person can't even access secrets,'' he said, ''so it's the
government officials they have to educate.''

Mr. Sweeney, the Asia researcher, said the encryption ruling was of most
immediate concern because it demanded that Western companies give Beijing the
key to unlock industrial secrets.

Luiz likes to say that he has a "half dozen children," a vague sense of
quantity that captures the crowded feel of his house in a Sao Paulo favela --
a hillside shanty town, called "C.S.U."

One reaches Luiz’s little house by climbing down irregular concrete stairs,
through narrow passageways with concrete walls stained with flowing water.
The concrete floors are slippery with puddles and dog excrement.

Children spy through iron doors. Women are washing floors. Bird cages hold
colorful canaries.
Luiz opens the door with a smile and an invitation of coffee. A light-skinned
man with dark hair and a medium build, he is wearing jeans and a T-shirt as
he cooks on a stove that heats with bottled gas. The food smells melt with
the overpowering favela odor of waste.

Cheerful and polite with a typical Brazilian warmth, Luiz shows off his
little house. Past the kitchenette is a bath room and another room that Luiz
has just added. It is dark and dank. The concrete floor has yet to dry.

Two bedrooms have windows so small that the natural light and fresh air press
in only so far. The chill catches you in the back and lungs.

Luiz watches his "half dozen children" when they are not in school and while
his wife is taking her turn selling cigarettes on the street. When his wife
comes home, Luiz takes her place on the streets and she watches the kids.

The children, ages four to 11, wear light clothing although the weather is
chilly. Their clothes are dirty, their hair is long and matted. Their skinny,
tiny dog looks sick.

Like many other residents of Sao Paulo's favelas, the 30-year-old Luiz was
born in the impoverished north states of Brazil. He migrated to Sao Paulo 16
years ago to work in a restaurant. With a regular paycheck, he managed to
rent a regular room. But eight years ago, with jobs scarce, he moved to the
favela.

Luiz started his house by building one room with cheap bricks and concrete.
Over the years, he expanded room by room. He also added some basic services.
He installed tubes to get water and hooked into some electrical cables. He
designed a crude drainage system.

But Luiz counts himself lucky. Many homes in Brazil's squalid favelas are
much flimsier, built with pasteboard and lacking either a drainage system or
running water. The pasteboard homes are at constant risk of flash floods that
can wash the fragile structures down the hillside.

Luiz has his own worries. He fears the government might tear down C.S.U.'s
makeshift homes that have arisen illegally on occupied federal land. The
government has bulldozed away other slums, and Luiz worries that his family
could lose the only roof he can afford.

Only 20 minutes from Luiz's favela is a neighborhood with the friendlier name
of Jardin Marajoara. It is one of Sao Paulo's most expensive condominium
communities and highlights Brazil's reputation as a nation of startling
contrasts.

Behind a wall that shields the homes from the eyesight of passersby are four
luxury buildings with a fifth under construction. The condos face a tropical
park with two tennis courts, one basketball court, two swimming pools, a
sauna and a soccer field. For children, there's a playground. For more
sedentary pleasures, there's a restaurant.

For many Brazilians, Jardin Marajoara and similar neighborhoods mark the best
of the uneven progress that has flowed from the country's experiment with
neo-liberal economics.

Amid the amenities of wealth, Yara, a 43-year-old housewife, is planning a
tea party. Sitting on a comfortable sofa in her spacious apartment, she waits
in elegant clothing, her brown hair short and shiny.

Two of Yara’s three children study at a private university and the third at a
private high school. The tuitions total about $1,500 a month. Condo expenses
add another $500 a month, not to mention $200 for the club, $100 a week in
groceries, the insurance on the four cars, and the salaries for her two
maids. All that comes out of her husband's $100,000 salary as an executive at
an American company.

Though she recognizes the relative comfort of her life, Yara notes that her
family is far from one of the richest in Sao Paulo. She has friends who have
drivers and gardeners and "babas" -- 24-hour-a-day baby-sitters.

Some friends hire faxineras -- women who do the hardest cleaning -- to help
the regular maids who handle the lighter chores. Some friends have country
homes with even more employees. Some belong to social clubs that cost more
than $1,000 a month.

Yara says Brazil's recent financial crisis has affected her only a little.
The dollar is now more expensive, making it difficult for her family to
travel abroad. But she has not cut her daily expenses.

During the war the Office of Naval Intelligence had to use Mafia chief Lucky
Luciano to secure New York's docks. Too much information was getting through
to the deadly U-boats. The U.S. and its allies lost 120 merchant ships to
German U-boats off the American coast in the first three months after Pearl
Harbor. Freight specifics and sailing routes were insecure on the New York
docks.

The docks weren't run by Luciano, but by Luciano's amici. The capo mafioso
wasn't really capo di tutti capi because 'organized crime' wasn't really that
organized. It wasn't a corporation with a rigid hierarchy. Luciano could
defend his turf where he could, and others could do the same. Many of those
others weren't Italian and many chose to remain quite anonymous. But many
were Italian or Sicilian, and the old Sicilian structure, the Mafia, provided
methods whereby an underground economy could be managed. The mafiosi, for all
their bloody reputation, were actually quite good at cooperating with one
another, and few could touch them for guts, street smarts and organization.
There was no way Cmdr. Charles Haffenden's naval intelligence unit was going
to penetrate the docks without the bosses.

Haffenden went to Tom Dewey's experts, D.A. Frank Hogan and his top aide,
Murray Gurfein. They knew enough to contact Socks Lanza, head of Local 16975
of the United Seafood Workers - he who ran the Fulton Fish Market with an
iron hand. Lanza, after trying to go it alone for a while, admitted that the
only one with juice enough was Luciano, then languishing upstate, thanks to
Dewey, in frigid Dannemora on the Canadian border. Luciano's lawyer, Moe
Polakoff, told the Feds that the only person who could successfully broach
this subject with Luciano was Meyer Lansky. Lansky, who hated the Nazis guts,
was glad to help. He was assigned his own code number as a naval intelligence
contact, as was Luciano, who got transferred downstate to the more pleasant
confines of Comstock.

The Mafia was needed not just for protection and intelligence on the docks,
but to organize Sicily behind Patton. With street-level Mafia cooperation,
recent Sicilian immigrants, many professional fishermen, were funneled into
the New York office of Naval Intelligence. They not only helped to refine
very accurate maps of the Sicilian coast, but were able to provide regular
communication with the Mafia powers behind German lines in Western Sicily.

Don Calogero Vizzini, left, and Don Giuseppe Genco Russo, right, although
flexible enough to survive, had been badly weakened by Mussolini's serious
attempt to replace their coercive power structures with his own. Knowing that
the Americans were unstoppable anyway, they provided a ready-made guerrilla
army to roll out the red carpet for the invaders.

When Lt. Paul Alfieri landed on Licata Beach, his Sicilian contacts were able
to give him safe passage to the secret HQ of the Italian Naval Command.
Inside, Alfieri found maps of the disposition of all German and Italian naval
forces in the Mediterranean. The Mafia put out the word that Italian troops
who resisted the Americans would be marked for reprisal, but those that
deserted would be given civilian clothes and protection. Italian troops
deserted by the truckload. These Sicilians were directly responsible for
saving thousands of American lives during the 1943 invasion.

Unfortunately, this was turned into a political tragedy for Sicily. Sicily's
economy was almost entirely agricultural. But, until the Land Reform Act of
1950, land wasn't generally passed on in small family plots, but in large lati
fundia, plantations. Small plots were rented out for shares. The great Dons
were landlords who violently opposed the efforts of the sharecroppers at land
reform.
The Allied Military Government made Don Calogero Vizzini, his successor,
Genco Russo, and many other mafiosi, mayors of important towns. Coordinating
the AMGOT effort was the former lieutenant governor of New York, Col. Charles
Poletti, whom Luciano described as "one of our good friends," that is, a made
mafioso.

Col. Poletti, military governor of Sicily, made New York's most powerful
expatriate Mafia capo, Vito Genovese, his official interpreter, thus putting
New York organized crime at the very heart of Allied intelligence in Italy.
By 1944, under AMGOT auspices, Genovese's hoods controlled major Italian
ports, most of the black market in diverted American and Sicilian goods, and
numerous "anti-communist" goon squads on call for U.S. military intelligence.

Reagan and Bush: A Study in Contrasts

The 12-year period from 1980 to 1992 presented CIA with two presidents who
were virtual polar opposites in terms of their familiarity with and use of
intelligence. Governor Ronald Reagan of California had the least experience
as a regular consumer of national-level intelligence of any president elected
since CIA was founded; Ambassador George Bush, on the other hand, was
completely familiar and comfortable with intelligence in a way that only a
former Director of Central Intelligence could be. Reagan brought to the
presidency deep convictions about key national security issues and felt the
need for only limited, very general intelligence information. Bush approached
developments abroad as a pragmatic activist and expected from the
Intelligence Community an unprecedented level of day-to-day support and
detail. Both, however, received Agency officers warmly and were openly
appreciative of their support.

Before the election, candidate Reagan received only one intelligence
briefing. It was held on 4 October 1980 at Wexford, a borrowed country estate
near Middleburg, Virginia, where the Governor was staying for a period during
the campaign. DCI Adm. Stansfield Turner, accompanied by three senior Agency
officers, represented CIA. Reagan was accompanied by vice-presidential
candidate George Bush; his transition chief of staff Ed Meese; campaign
director William Casey; and Richard Allen, his adviser on national security
matters.
Participants in that first briefing remember it as "a circus." The living
room of the Middleburg home where the session was held was like a chaotic
movie set with chairs scattered more or less randomly about the room and
people constantly coming and going. The Governor was an engaging host, but in
the impossible setting it was extraordinarily difficult to make effective use
of the briefing aids and other materials that Turner had brought with him.
Throughout the meeting, which went on for approximately one hour, the CIA
participants had the feeling that the Reagan camp had accepted the briefing si
mply because it had been offered and they had to do it. There was no evidence
that anyone had the expectation that the Governor would engage in an in-depth
review of the substantive issues.

Even in these awkward circumstances there was some serious discussion of
developments in the Middle East, the agreed focus of the session. Turner
discussed the petroleum aspects of the issue and the conflicts between Iran
and Iraq and in Afghanistan. National Intelligence Officer for the Middle
East Robert Ames briefed on the internal politics of Saudi Arabia and Iran.
Richard Lehman, from the National Intelligence Council, elaborated on the
impact of the Iran-Iraq war on the region and on the Soviet role.

Reagan posed a few questions to be sure that he understood the essential
points the Agency was trying to make. He asked straightforward, common sense
questions, primarily related to the oil situation. Agency participants were
interested to observe that there was absolutely nothing ideological in the
Governor's approach and that no policy issues arose.

Richard Allen asked the most questions, including some related to Afghanistan
that put the CIA Director on the spot. In replying to a direct question from
Allen about whether the US Government was engaged in supplying arms to the
insurgents in Afghanistan, Turner felt obliged to be more elliptical than he
would have preferred. The DCI left no doubt in the listeners' minds that the
United States was supporting the insurgents through Pakistan, but he also
tried to make clear that this was a very sensitive covert action program that
he was not in a position to describe in detail, inasmuch as the Governor was
still a candidate for the presidency rather than President-elect.

In recalling his exchange with Reagan in 1993, Turner commented that his
reticence on the Afghan program had a serious substantive aspect as well. In
early October 1980, the "Afghan story had not yet leaked and we were scared
about Pakistan's position."[123] Turner's concerns reflected the fact that,
particularly during the early years of the Afghan conflict, the US Government

Chinese General Xiong Guangkai is in Washington D.C. this week.
The mainstream media portrays General Xiong's mission to
Washington as a benevolent visit, filled with peace and flowers.
General Xiong is here to re-establish the "military-to-military"
relationship between the United States and China.

General Xiong is currently the number two commander in the
People's Liberation Army and head of Chinese military
intelligence.  General Xiong is responsible for the successful
effort to funnel illegal campaign contributions to the
Clinton-Gore re-election effort in 1996.  Xiong has been inside
the Clinton White House before, at least by proxy, through
direct payments from the Chinese Army to Bill Clinton.

In 1996, General Xiong sent his second in command, General Ji,
to meet with Johnny Chung in the basement of a Hong Kong
restaurant.  At the same time, Johnny's daughter, and a teen-age
friend, were inside communist China.

"We like your President," General Ji told Chung before passing a
check for $300,000 across the table.  "We want him re-elected."

Johnny Chung was certainly in no position to disagree with
General Ji.  Some of the $300,000 in red army money made it to
Clinton and Gore through the Democratic National Committee.

Johnny Chung pled guilty and currently cites his bank-account
record as proof that Chinese Army money was passed to the
Clinton-Gore campaign.  Janet Reno, however, has not seen fit to
release Chung's records.

Another of General Xiong's field agents, Lt. Col. Liu Chaoying
actually made it inside the Clinton White House.  On one such
occasion, according to Johnny Chung, Col. Liu bragged of others
who funneled Chinese Army money into the Clinton-Gore campaign.

Yet, Chinese Army intelligence commander General Xiong has also
made certain other statements to the open press.  One of the
most infamous was his thinly veiled threat to launch a nuclear
strike against Los Angles during the 1996 Taiwan crisis.  Unlike
Saddam Hussein or Osma Bin Ladin, who frequently threaten
America, General Xiong has the capability to destroy the west
coast of America.

During Xiong's tenure, Chinese Armed forces have deployed three
new nuclear major missile systems, and six new tactical nuclear
weapon systems.  These weapons are aimed at the United States
and our allies in Asia such as South Korea, Taiwan, Japan and
the Phillipines.  Many of the warhead designs were stolen from
the United States by Xiong's agents inside our nuclear weapons
labs.

Xiong's detailed intelligence opeations include a Taiwanese Air
Force base.  The Chinese Army recently completed construction of
a duplicate of Taiwan's largest airbase in detail.  A French
SPOT Satellite image of the duplicate base is published in the
book "Red Dragon Rising", by William Triplett and Edward
Timperlake.  The Chinese Army is currently training airborne and
special forces units at this duplicate base, which is located in
the western desert of China.

John Huang is alledged to have alos worked for General Xiong.
Huang, according to Larry Klayman of Judicial Watch, never
denied he worked for Chinese Army intelligence.  Instead, Huang
took the Fifth...  over two thousand times.  Thanks to Larry
Klayman, we now know that John Huang was also privy to detailed
information about the U.S. Army Patriot anti-missile system.  In
1994, Huang was invited by Raytheon to help sell Patriot
missiles to South Korea.

One of General Xiong's more recent public statements is on North
Korea.  According to Xiong, the relationship between communist
China and North Korea is like "lips and teeth."  North Korea
recently tested the Tae Po Dong missile by firing it over Japan
and landing the simulated warhead just off the U.S. Alaska
coast.  However, it appears now that the fanatical North Koreans
had some help from Xiong.

The State Department recently accused China of shipping nuclear
warhead and missile technology to North Korea.  Nuclear weapon
and missile technology export is directly under the command of
the Chinese Army General Staff, including General Xiong.

General Xiong is also well-known inside Beijing party circles
for being a friend of the people.  In 1989, General Xiong ran
the "Er Bu" or "Second Department" of the Chinese Army
intelligence.  Xiong's secret police identified and targeted
student leaders in the massacre at Tiananmen Square.  Xiong's
agents planted weapons on the bodies of students as his snipers
and tank troops surged forward in a killing spree of historic
proportions.

General Xiong earned a promotion with his work at Tiananmen.
Xiong is now in charge of all military-to-military operations
with America.  In 1999, General Xiong sent his troops from the
Chinese Army Air Force to visit Edwards Air Force base in
California.  The visits, according to Clinton administration
documents, were part of a civilian air-traffic-control (ATC)
program.

Talks on the Biosafety Protocol have begun in Montreal this week, and it is
paramount that we let our government know that the following issues of the
Protocol should not only be addressed, but respected and implemented.

1) The Advance Informed Agreement (AIA) Procedure The AIA Procedure should
be the heart of this Protocol.  This means that  countries importing GMOs
can demand that exporters give them prior  notification about the GM
product.  This will allow the importing country to  make a risk assessment
of the GMO, before approving the trade.

2) Precautionary Principle
It must be clear that it is legitimate for states to refuse a GMO import on
the basis of risks to human health, socio-economic and cultural factors and
not just scientific evidence.

3)The Biosafety Protocol should take precedence over the provisions of
international trade rules, should there be conflicts between the two
agreements.

4) Liability
Companies exporting GMOs should be strictly liable in the event of problems
that arise and should provide adequate compensation for any damages to
health, environment or livelihoods.  The Protocol must include provisions
on  strict liability to recognise that GE is a new technology.  Making
companies  liable is one way to ensure that they undertake adequate testing
and  minimise potential risks.

Another thing Maude Barlowe mentioned is that we should demand that our
Environment Minister David Anderson attend these very important talks, and
of course, that GM Foods should be clearly labelled as such!

 I received a call from Alex Christopher last night, author of
Pandora's Box and the original expose of DIA symbolism.  According to
AC, one lady who bought PB decided to start conducting tours of DIA
using PB as a tour manual. People were flying in from all around the
world. Airport officials, nervous at all the attention, directed that
contracts should be let to rip out all the symbolism -- that's exactly
what has been happening, according to AC. The whole concourse is being

While Threatening to Sue Gun Makers

President Clinton enthusiastically backs the current wave of
municipal lawsuits against the gun industry. He's even threatened
to organize a separate federal suit seeking hundreds of millions
of dollars from firearm companies.

But at the same time, Mr. Clinton wants to give some of those
manufacturers $10 million in federal grants to develop "smart
guns," which are electronically wired so that only authorized
users can fire a round.

  The president is expected to feature the proposed
  smart-gun grant during his State of the Union
  address Thursday night as part of his fiscal 2001
  budget request, promoting the subsidy as a way to
  protect curious children and deter thieves.

  But some gun-control advocates think there's
  something strange about giving millions to
  companies from which the government says it
  wants to extract millions in damages. "It makes the
  lawsuits seem like a charade," says Kristen Rand
  of the Violence Policy Center, an advocacy group
  in Washington.

The president's plan is also stirring concern inside the gun
industry. Gun maker Sturm, Ruger  Co., of Southport, Conn.,
worries that gun-locking technology may lull adults into leaving
weapons loaded and more accessible to children. Or the
electronics might fail, rendering a gun useless in an emergency.

The country's largest handgun manufacturer, Smith  Wesson Corp.,
of Springfield, Mass., is eager for the government's smart-gun
money. It has hired grant-sniffing Washington lobbyists and
recruited congressional supporters, such as Massachusetts
Democrat Sen. Edward Kennedy, a liberal who doesn't usually
consort with gun companies.

Smith  Wesson thinks it can sell smart guns to wealthy
suburbanites who haven't owned firearms before -- prompting Ms.
Rand to wonder why the White House wants "to encourage people who
are now reluctant to arm themselves to go out and buy guns."

Another question is: Does the Clinton administration know how to
pick the most promising manufacturers to support?

In 1997, the Justice Department awarded $500,000 to Colt's
Manufacturing Co. to stimulate the development of smart guns.
White House budget documents issued this month refer approvingly
to Colt's prototype pistol, which relies on a transponder worn on
the user's wrist to signal a microprocessor in the gun handle to
unlock the weapon. But late last year, Colt's folded its infant
smart-gun spin-off, iColt, suspending its efforts on the
technology.

A Contradiction

The company's controlling owner, New York investment group Zilkha
 Co., attributed iColt's demise to the very municipal litigation
encouraged by the White House. Potential punitive damages scared
away needed outside investors, says John Rigas, a Zilkha partner.
"There is a contradiction," he adds, "in that the Clinton
administration and the cities that are suing us say they want
safer technology, but the litigation discourages investors."

The debate echoes a similar quandary about the cigarette
industry, which has periodically worked on developing safer
products. While some health advocates applaud any effort to
reduce damage to smokers' lungs, others have argued that labeling
a cigarette "safer" will diminish smokers' resolve to quit.

Bruce Reed, the president's senior domestic policy adviser,
acknowledges a certain tension inherent in the White House
carrot-and-stick strategy on the smart-gun issue. But he says,
"we want to promote the technology, one way or the other."

The antigun suits filed by 29 cities and counties cite the
industry's past failure to produce smart guns as one basis for
seeking multimillion-dollar damages. Mr. Reed points out that
President Clinton and most of the local officials who have sued
say that rather than money awards, they would prefer an
out-of-court settlement that changes gun-company practices.

There have been some highly tentative settlement discussions, but
little substantive progress. Significantly, most of the suits are
being handled by private plaintiffs' lawyers who would be paid
only if some money is squeezed out of the industry.

The White House itself has threatened to organize a separate suit
seeking to recover the huge costs of security at thousands of
federally subsidized public housing projects where gun violence

Internet brought under Beijing's state secrecy law

CHINA has imposed Draconian controls on the internet, with all
web sites to undergo security checks.

 The rules, issued by the National Bureau for Protecting Secrets
yesterday, bring the internet under the umbrella of China's
vaguely worded state secrecy laws, long used by the authorities
to keep journalists and dissidents in check. In China, almost any
information that has not been released through the official media
can be deemed a state secret.

The maximum penalty for disclosing such secrets is death. "All
organisations and individuals are forbidden from releasing,
discussing or transferring state secret information" through the
internet, according to the new rules published in the Communist
Party mouthpiece, the People's Daily.

 All information posted on web sites must now be confirmed by the
relevant authorities, unless it has already been published in the
state press. Internet companies in China have long maintained a
system of self-censorship, anxiously patrolling cyberspace
discussion groups for the slightest hint of dissent.

The new rules order internet service providers to fulfil their
security obligations on pain of severe punishment and adopt
supervision systems to watch for leaks. The internet rules form
part of a continuing tightening of media controls, which were
relaxed during the process of modernisation.

 The editor-in-chief of Southern Weekend, China's boldest
newspaper, was removed from her position earlier this month, it
emerged yesterday. Jiang Yiping was "transferred to other duties"
after official complaints about her paper's reporting of
corruption, social problems and even entertainment.

 One recent Southern Weekend article told internet users how to
log on to "mirror" web sites and "proxy servers" overseas, to
avoid Chinese blocks on sensitive web pages. Millions of
"net-worms", as internet addicts are known in Chinese, have
proved adept at side-stepping controls.

 Many official newspapers in China run internet editions which
often print more daring material than their printed editions,
posing problems for the watchdogs.

Clinton Calls Starr Probe 'Bogus'

WASHINGTON (AP) - On the eve of his last State of the Union
address, President Clinton said Wednesday the independent counsel
investigation that shadowed most of his presidency was ``bogus,''
but he apologized anew for the Monica Lewinsky debacle.

``First of all, I made one mistake. I apologized for it, I paid a
high price for it and I've done my best to atone for it by being
a good president,'' Clinton said in a television interview.

``But I believe we also endured what history will clearly record
was a bogus investigation, where there was nothing to Whitewater
or these other charges.''

Clinton asserted that Republicans in Congress used the six-year
Whitewater investigation as a political cudgel, even when they
knew neither Clinton nor first lady Hillary Rodham Clinton had
done anything wrong.

``They knew it was a bunch of bull. They had no evidence,''
Clinton said in an interview with PBS host Jim Lehrer. The
interview was taped at the White House Wednesday afternoon and
broadcast Wednesday evening.

Without naming names, Clinton said one Republican senator
admitted as much in a private conversation during the Whitewater
hearings begun in 1995 by then-New York Republican Sen. Alfonse
D'Amato.

``He said, 'Of course you didn't do anything wrong. That's not
the purpose of this,''' Clinton said.

The president contended that a little distance from the Kenneth
Starr investigation has borne out his side of the argument.

``Now rational retrospectives are beginning to come out where
people that have no connection to me (are) talking about what an
abuse of power it was and what a threat to the American system it
was,'' Clinton said.

After speaking hopefully of his record of economic expansion and
smaller advances in health care and other areas, Clinton said he
ultimately cannot control how his presidency is recorded for
history.

And in an awkward exchange, Clinton said he does not know whether
he might have avoided impeachment had he been more forthcoming
with Lehrer once before.

Lehrer interviewed Clinton two years ago, just as the Lewinsky
scandal was breaking. In his first public remarks on the scandal,
Clinton then roundly denied any improper relationship with Ms.
Lewinsky, a former White House intern whose story of White House
sexual encounters with Clinton ultimately led to his impeachment
in the House and acquittal in the Senate last year.

``The thing I regret most - except for doing the wrong thing - is
misleading the American people about it,'' Clinton said. ``I do
not regret the fact that I fought the independent counsel.''

Daniel, as you know, Barry performed some "contract labor" for Mr. Arkansas

parlance, might easily be confused with flour. According to "Fran", the
former Powder Puff Derby-winning pilot who bought the place next door to
Barry's little hideaway in the swamp, "A couple of times Barry flew cargo
planes here, and horses emerged from the cargo hatch, and grazed on the grass
landing strip for an hour or so, while Barry went to his office and worked."
Since DEA files indicate that Tyson was suspected of trafficking in cocaine
on "horseback" so to speak (Pegasus?), doesn't it stand to reason that he
would've hired someone like Barry to do the flying? Recall too that on
several of these flights Chip Tatum's old pal "Dr." Dan Lasater was a
passenger, as was Patsy Thomasson (Lasater's Girl Friday, and Bill Clinton's
first Director of Administration/Security at the White House). Strange
bedfellows methinks.

JUDGE 'INCLINED' TO ALLOW HILLARY DEPO; PRESIDENT MAY BLOCK WITH

U.S. District Judge Royce Lamberth is now 'inclined' to approve a
request for the deposition of First Lady Hillary Rodham Clinton
in the ongoing Filegate lawsuit, the DRUDGE REPORT has learned.

"I'm inclined to let the fella ask her a few questions," Lamberth
recently told one of his clerks, according to case intelligence.

The move would set-up an explosive legal showdown between lawyers
for the first lady and Judicial Watch Chairman Larry Klayman, who
filed the civil action on behalf of former Reagan and Bush
officials and others whose FBI files were obtained by the Clinton
White House.

President Clinton has discussed invoking executive privilege to
block his wife's testimony, the DRUDGE REPORT has learned.

The White House would argue the first lady has had privileged
communications with the president's lawyers.

It is not known when the judge will issue a ruling on Klayman's
request, and a well-placed court source cautions that Lamberth
had not completely made up his mind on the motion as of mid-week.

Last summer, Klayman asked the court for permission to depose the
first lady, a defendant in the $90 million lawsuit.

Lawyers countered that Hillary Clinton should not be forced to
submit to oral questioning in the case because she is too high a
government official.

"As a general proposition, high-ranking government officials are
not subject to depositions," noted the brief. The first lady
should not have to testify so she can "have time to dedicate to
the performance of government functions."

But in recent months, the first lady, in her desire to run for
Senate, has abandoned many of her official duties, and the legal
argument is said to have been weakened.

Klayman would likely videotape his deposition with Hillary
Clinton.

Judge Lamberth would immediately order the testimony sealed, a
court source explained on Wednesday. There would also be limits
put on the scope of the questioning.

White House loyalists accuse Lamberth, a Reagan appointee, of
operating from raw political motivations.

"If he gives the okay for Mr. Klayman to depose the first lady on
video, it could be for only one purpose, to embarrass the
Clintons," says a White House insider.

"We will fight this thing all the way to the Supreme Court if we
have to!"

Foster's death

Kenneth Starr has been saying on television that all suggestions
of foul play in the death of former White House counsel Vince
Foster have been laid to rest. He is 100 percent certain that Mr.
Foster committed suicide in Fort Marcy Park in Virginia, but the
report he issued two years ago on Mr. Foster's death raised more
questions than it answered.

The three-judge panel to which he submitted it ordered him to
append a critique submitted by Patrick Knowlton, one of three
eyewitnesses whose testimony reveals that Mr. Foster's car was
not seen in the small Fort Marcy parking lot until hours after
Mr. Foster died. The judges apparently saw that the critique
submitted by Mr. Knowlton was im portant and should be read
together with Mr. Starr's report. Unfortunately, the media
ignored it. It has now been expanded to 510 pages.

False Fronts Become Bold

ON APRIL 20, 1929, Dr. Carl Bosch and a coterie of his Farben associates
waved triumphant farewells to the Statue of Liberty and marched into the bar
of the Hamburg-American liner New York, to celebrate the success of their
mission to America.

The Germans were returning to the Fatherland with all that they could have
hoped for. Their understandings with our myopic industrialists had been most
satisfactory, their arrangements with our avaricious financiers most
profitable. And less than a week after their departure the American I.G.
Chemical Corp. was launched suddenly and with a great blare of Wall Street
publicity. According to reports on the Street that afternoon, its entire
issue of $30,000,000 of 5% percent convertible debentures was oversubscribed
in an hour.

The formation of American I.G. had been a closely guarded secret, but after
its announcement on April 26th no attempt was made to conceal Farben's part
in the achievement. Both the prospectus and the half-page advertisements
announcing the underwriting contained a letter addressed to the National City
Bank and signed by Geheimrat Dr. Hermann Schmitz and Dr. Wilfrid Greif, as
managing directors of Farben, which recited the huge size of Farben and
stated that:

As a result of the development of its worldwide activities, I.G. Dyes
(Farben) has found it desirable to cause a corporation to be organized in the
United States, under the name ofAmerican I.G. Chemical Corp. . . . . .
with broad corporate powers to foster and finance the development of chemical
and allied industries in the United States and elsewhere.

The prospectus then went on to state that all of the common stock to be
presently outstanding would be issued against cash, or to acquire stocks of
Agfa Ansco Corp., and General Aniline ,Works. Both of these companies were
known to be controlled by Farben. The prospectus also announced that the
principal, interest and premium upon redemption of the 5.5% debentures were
unconditionally guaranteed by I.G. Farben and were payable at the National
City Bank of New York in gold, with approximately $450,000,000 in Farben
assets back of the guarantee.

It was thus evident that the American I.G. was to be a Farben holding company
for its manufacturing subsidiaries in the United States. The Farben guarantee
of the interest on the debentures, plus the big names of the financial houses
which underwrote the issue, and the big names of the American industrial and
financial leaders on the board of the new company were sufficient incentive
to cause unthinking American investors to fall over themselves in the rush to
get in on a good thing.

It should have been apparent by the most casual reading of the prospectus
that control of American I.G. would remain not with the owners of the
debentures but with the Farben promoters. Approximately ten percent of the
voting stock was all that the. American investors could possibly secure.

just before Farben organized this new company and thereby financed its
American industrial pincers with thirty million good American dollars on a
prospectus signed by its Geheimrat Schmitz, that astute gentleman bad also
organized another dummy company in Switzerland with the imposing name of
Internationale Gesellschaft Mr Chemische Unternehmungen A. C. of Switzerland.
Known as the I.G. Chemie, this Swiss concern was a holding company for
Farben's properties in foreign countries, and a part of its stock was offered
to Farben's stockholders with Farben's guarantee of payment of dividends.

When American I.G. was organized, I.G. Chemie did not appear as the recorded
holder of majority control of its voting stock. But by 1940, after the war
was started, this "neutral" Swiss concern, with one of its Swiss
subsidiaries, held title to over 85 percent of the outstanding shares of
General Aniline  Film, successor of American I.G. At one time in the history
of these two Farben fronts, the Swiss company was the recorded holder of
something over 10 percent of the stock of the American company, while the
latter was also the owner of some 9 percent of the outstanding stock of the
Swiss company. This exhibition of two Farben snakes  swallowing each other by
the tail undoubtedly afforded much amusement at the home office.

However, back in April 1929, I.G. Chemie was a dark secret. Farben's ballyhoo
centered around the names of the American financiers and industrialists who
participated in the underwriting of American I.G., and much was made of the
fact that the bankmg syndicate that floated the debentures was headed by
National City and included such houses as International Manhattan Co., Lee
Higginson  Co., Harris Forbes  Co., Brown Bros.  Co., and the Continental
Illinois

The Dock Rackets

THERE ARE ANY number of methods by which a dishonest union can rob its
members and the public. Organized theft, salary kickbacks, padded payrolls,
excessive dues and initiation fees, bribery, and extortion are just a few of
the commoner methods. The versatile and imaginative labor racketeer also
presides over the bookmaking and numbers rackets in his area and probably
runs a loan-shark office and a strikebreaking agency in his spare time.

The danger of wholesale thievery is most prevalent in unions that handle
consumers' goods, items which are practical to steal. The salary kickback
develops in a union whose leaders have dictatorial control and hold their
members in a vise of fear. The padded payroll is a common device, but one
which exists most readily where the hiring and paying functions are handled
by the union instead of by representatives of both union and the company.

Many of the labor rackets seem to revolve about the function of the middleman
in our economic setup. There is relatively little racketeering in the unions
involved in the manufacturing process and even less in the unions that
ultimately sell the product to the consumer. Between those two primary
functions, millions of workers are employed in performing essential services.
Between the farm and the plate, a pork chop passes through the jurisdiction
of a number of different unions whose services in turn raise the price of the
chop. If the unions in question are dominated by racketeers, the price of the
chop will be that much higher. Unfortunately the housewife can complain only
vaguely about "higher prices." If she knew exactly why prices were higher,
her complaints would become angry accusations.

Organized thievery is by far the most lucrative of the rackets flourishing on
New York's waterfront. Losses from cargo thefts, most of which are carefully
planned and executed, are estimated at a staggering total of $140,000,000
annually. According to a study made by the American Institute of
Underwriters, 75 per cent of all the consumer luxury goods imported and
exported in this country go through the Port of New York. This is the type of
cargo most susceptible to theft. The result is that losses from theft in the
Port of New York are easily three times greater than in all other American
ports combined. During 1948 one steamship line alone—the Grace Line—suffered
losses of about $3,000,000, 80 per cent of which disappeared from its New
York piers.

Whole truckloads of cargo are stolen from the piers without a trace.
Hijackers—armed robbers of trucks—take an additional toll from shipments
between the docks and inland freight terminals. Casual pilferage by
individual thieves sends the loss totals higher, although this form of theft
is negligible compared with the highly organized stealing by criminal gangs.
The wholesale robbery is made easy by mob domination of union checkers and
clerks. The mobsters dictate the hiring of the union members and see to it
that the "right men" get the key jobs.

 A waterfront criminal, turned informant, drew a complete blueprint of a mob
theft. "To do it right the clerical help must be in on these jobs. It's a mob
operation from beginning to end. You can go in for larceny on your own, but
it's dangerous. The gang bosses don't like it. Have you ever noticed how many
times longshoremen get turned in for stealing a bottle or two of liquor or
maybe a package of food to take home to their families? The mobs, working
through the union, turn them in. They don't want any amateur thieves cutting
in on them when they are out for bigger stuff. Sometimes the dock boss,
usually a member of the mob, fingers the load to be stolen, taking his orders
from a gang lieutenant. The dock boss goes to the checker, points to a
truckload of merchandise on the pier and says: 'Danny said get this one.' The
checker knows what to do. He measures the load, then gives the truck driver a
receipt. Only it's a phony receipt signed 'Joe Blow.' He makes out a
legitimate receipt too, but the trucker doesn't get that. All the other
papers are legitimate, but before the consignment can be loaded on the ship
the papers are taken back—this is where the clerical help comes in—and
destroyed. The stuff never is loaded on the ship. It is hauled away at the
convenience of the mob. They'll send a truck down for it. The driver will
have papers. They look O.K. He tells the dock boss he's there for a load of
silk, or whatever it is. The dock boss points it out to him and he loads up,
checks at the gate with the checker and goes on his way. That's all there is
to it. The consignment was bound for South America, say. It may be weeks
before the loss is discovered. Months later an insurance investigator comes
around.

 But the final straw that caused me to leave was the realization that posts
 on certain subjects either had a significant delay in delivery (as if they
 were held up for someone's perusal before being sent on), or their
outright
 disappearance...these were posts dealing not only with your regular
 'alphabet soup' governmental agencies, but also posts dealing with
 alternative health subjects...

 I and a handful of other AOHell subscribers belonged to an email list
 devoted to alternative health, and we set up a private chat room where we
 would meet every Sunday afternoon to chat...remember, this was a PRIVATE
 room, only those of us who belonged to this email list knew about it...

 And one of the things we discussed was our collective suspicion that our
 posts to the list were being monitored...and we tested our theory that
 AOHell was utilizing a robot program that flagged certain words or phrases
 by periodically typing, in this chat area, "Okay, I'm going to freeze the
 system now...", followed by one of the suspected 'keywords' or phrases...

 And it never failed...immediately after hitting the send button after
typing
 the keyword, the system WOULD freeze up, for about 2 or 3 minutes...

 This was at the same time AOHell made an announcement that it was forming
a
 partnership with the FBI, allowing the feebs in to read any and all
emails,
 supposedly to crack down on kiddy porn...

 So tell me...why would they find discussion about vitamins and herbs used
 for health reasons so interesting?

"The spiritual leader of nearly one-fifth of the world's population wields 
immense power: but any uninformed observer of Albino Luciani at the beginning of 
his reign as Pope John Paul I would have found it difficult to believe that this 
man truly embodied such power. The diffidence and humility emanating from this 
small, quiet, 65-year-old Italian had led many to conclude that this Papacy 
would not be particularly noteworthy. The well-informed, however, knew 
differently: Albino Luciani had embarked on a revolution.

It was by any standards a dramatic reshuffle. It would set the Church in new 
directions; directions which Villot, and the others on the list who were about 
to be replaced, considered highly dangerous. When these changes were announced 
there would be millions of words written and uttered by the world's media, 
analysing, dissecting, prophesying, explaining. The real explanation, however, 
would not be discussed, would not be given a public airing- there was one common 
denominator, one fact that linked each of the men about to be replaced. Villot 
was aware of it. More important, so was the Pope. It had been one of the factors 
that had caused him to act: to strip these men of real power and put them into 
relatively harmless positions. It was Freemasonry. 
The evidence the Pope had acquired indicated that within the Vatican City 
State there were over 100 Masons, ranging from Cardinals to priests. This 
despite the fact that Canon Law stated that to be a Freemason ensured automatic 
ex-communication. Luciani was further preoccupied with an illegal masonic lodge 
which had penetrated far beyond Italy in its search for wealth and power. It 
called itself P2. The fact that it had penetrated the Vatican walls and formed 
links with priests, bishops and even Cardinals made P2 anathema to Albino 
Luciani.

Over at least three of these men lurked the shadow of another, Licio Gelli. 
Men called him 'Il Burattinaio'- the Puppet Master. The puppets were many and 
were placed in numerous countries. He controlled P2 and through it he controlled 
Italy. In Buenos Aires, the city where he discussed the problem of the new Pope 
with Calvi, the Puppet Master had organised the triumphant return to power of 
General Peron - a fact that Peron subsequently acknowledged by kneeling at 
Gelli's feet. If Marcinkus, Sindona or Calvi were threatened by the various 
courses of action planned by Albino Luciani, it was in Licio Gelli's direct 
interests that the threat should be removed. 
It was abundantly clear that on September 28th, 1978, these six men, 
Marcinkus, Villot, Calvi, Sindona, Cody and Gelli had much to fear if the Papacy 
of John Paul I continued. It is equally clear that all of them stood to gain in 
a variety of ways if Pope John Paul I should suddenly die. 
He did.

I am convinced that the full facts and the complete circumstances which are 
merely outlined in the preceding pages hold the key to the truth of the death of 
Albino Luciani. I am equally convinced that one of these six men had, by the 
early evening of September 28th, 1978, already initiated a course of action to 
resolve the problems that Albino Luciani's Papacy was posing. One of these men 
was at the very heart of a conspiracy that applied a uniquely Italian solution."

A Commentary on Republican Presidential Candidate Alan Keyes by Bill Maxwell,
an editorial writer for the St. Petersburg Times has been making the rounds via
e-mail and the Internet. I received a copy of the editorial by the district
coordinator of the Keyes campaign in my area and my first reaction on reading
it was to wonder if Maxwell, whom I had never heard of, was a throwback from
the 1930s and 1940s. It had been years since I had read such blatant and
vicious racism expressed. Maxwell started his editorial:
By all standards, some creatures are just plain strange, making us do double
takes because their compositions or habits or appearances defy our sense of
logic and our way of viewing reality. Take the wildebeest, the warthog, the
hyena, the brown pelican, the Shar-Pei. These animals, seemingly wrought by
committee, make us laugh or shake our heads.
Another such creature, of the human kind -- and perhaps the strangest of all --
is the black Republican. Do not laugh. This is a serious matter, given yet
another Alan Keyes run -- absurd as it may be -- for the White House. He is the
talk show host who exhibits an obnoxious Messianic complex that emerges each
time he appears on TV to debate his white counterparts.
So, we find out rather quickly that Presidential Candidate Alan Keyes, in the opinion 
of the editorialist, is both a laughable and an obnoxious creature, comparable to a 
warthog, or African wild pig. Maxwell continued:
My grandfather, a smart Pentecostal pastor who died five years ago, would have said 
that Keyes, along with others like him, is "out there cuttin' up 'round them white 
folks." This was my gramps' portrayal of black sycopha
nts, whose raison d'etre was pleasing their white "superiors."
That paragraph got my attention, having grown up in the deep South. That quote from 
the "smart Pentecostal pastor" sounds like a deep South, black cultural insult. The 
Southern whites didn't use that sort of phrase. Maxwe
ll explained in the modern version the meaning of the insult. Those blacks who desired 
an education and who chose to make the best of a bad situation were often reminded of 
their "place" by less ambitious blacks. This was
 a phenomenon that was described by the crawdads in a bucket analogy.
If you put a bunch of crawfish (we called them crawdads) in a bucket some of them will 
try very hard to climb out of the bucket and just as the most ambitious of the bunch 
manages to get to the bucket rim, a less ambitiou
s brother will reach up with his claw, grab him and yank him back down in the bucket.
In the editorial, Maxwell appears to be reaching up from the bottom of his bucket and 
trying to pull Alan Keyes back down:
After each debate, Keyes declares himself the winner and attacks the press for not 
praising him.
Actually, it isn't Keyes who declares Keyes the winner. It's the overwhelming majority 
of the viewers of the debate.
He is not praised because he acts too much like a kid pledging a fraternity he 
instinctively dislikes. Doubling Keyes' misery is his pathetic effort to persuade 
white Republicans to accept him.
And therein lies the rub: Black Republicans fail to understand that white Republicans 
will never accept them as equals. Although they will not acknowledge the truth, white 
Republicans, like most other whites, view black R
epublicans as strange creatures.
This statement absolutely enraged Keyes supporters, of course. However, I have assumed 
that this kind of attack was in the cards once the media concluded that Keyes is an 
actual threat. After the last debate the Zogby pol
l showed that Alan Keyes has moved from 5th to 3rd place among Republicans, overtaking 
Steve Forbes. The moment Alan Keyes captured third place, the liberal media suddenly 
announced it was a "two-way race between Bush and
 McCain." Finding that he can no longer be ignored, the liberal media is moving into 
the next phase - to destroy him, as they tried to destroy Clarence Thomas, with pure 
viciousness:
Following last week's GOP debate in New Hampshire, New York Times columnist Maureen 
Dowd interviewed Keyes and revealed that the prez wanna-be is an existential mess. He 
cannot understand why the networks' Sunday morning`
 talk shows ignore him. "He does not seem to accept the fact that it is his own party 
that dismisses his candidacy as an oddity, useful only in enabling Republicans to make 
a perverse claim to diversity," Dowd wrote.
With few exceptions (Gen. Colin Powell being a notable example), black Republicans are 
trotted out like unfinished trophies, Pirandello-like proof that the GOP's "big tent" 
is real in someone's warped mind.

Less than a month after the (Kennedy) assassination, Chairman of the JCS
Maxwell Taylor was ordering Vietnam commander Westmoreland to "fight the war
right, the way we did in France. It’s a big war and we’ll fight it like one.
We must bring enough firepower and bombs down on the Vietcong to make them
realize they’re finished; only then will they toss in the sponge."2 When
Taylor said that, we had only 16,000 troops in Vietnam, most technical
support personnel, not fighters. Unless he were planning it, how could he
know it was going to be "a big war"?
As Prouty puts it, "In the hands of Lemnitzer, NSAM #55 [for whom it was
originally intended] meant no more clandestine operations, or at least no
more unless there were most compelling reasons. In the hands of Maxwell
Taylor, this meant the new military force of response, of reaction, and
of undercover activity - all summed up in the newly-coined word
‘counterinsurgency.’"3
Taylor’s rosy projections of easy victory, on which Kennedy’s plans for
withdrawal were based, were withdrawn at that strange Hawaii conference - 2
days before Kennedy’s death. Johnson was fed a steady stream of grim
reality. After many months of unrelenting VC progress, Johnson, despite his
best political instincts, was willing to accept that without American
troops, South Vietnam would collapse. Withdrawal, if it had ever been, was
no longer an option.
Maj. Gen. Victor Krulak’s Special Assistant for Counterinsurgency and
Special Activities staff was charged with coordinating the inexorable
escalation within the Department of Defense. Col. Prouty was Krulak’s lead
officer on the SACSA staff: "His contacts in this select circle in the
Office of the Secretary of Defense, were such men as Major General Edward D.
Lansdale, who was McNamara’s special assistant for all matters involving the
CIA and special operations; William Bundy, who appears throughout the
Pentagon Papers as one of the key men of the Secret Team and was at that
time a recent alumnus of the CIA, with ten years in that agency behind him;
John T. McNaughton, another member of the ST and a McNamara favorite; Joseph
Califano, who moved from the Office of the Secretary of Defense to the White
House...and others."4
Johnson terminated the counterproductive Cuba operation in April of 1964.
This interrupted the efforts of Joe Califano. Califano was in charge of
overall Defense Department liaison with the Cuban exiles, 1963-64, both
before and after the assassination. Lt. Col. Alexander Haig worked under
Califano.
Joe Trento, in the Wilmington News-Journal, 1/10/81: "Califano and Haig
worked hand in hand in keeping the nationalists from the Cuban Brigade
happy. They even checked out potential members for the hit teams with older
members of the Cuban Brigade." This was confirmed by both Ricardo Canette, a
leading member of the hit teams, and a top official of the Defense
Intelligence Agency who was Haig’s Marine liaison in 1963-64.
Califano reported directly to Secretary of the Army Cyrus Vance. The "older
members of the Cuban Brigade" Califano and Haig were so concerned to keep
happy included the hard core of Santos Trafficante’s Batistiano assassins,
the former leaders of Batista’s secret police.5 When the Cuba operation was
discontinued, military intelligence sent Califano to the White House as
Johnson’s advisor.
Califano is a key to understanding the drug propaganda not only by virtue of
an analysis of his intentional sophistry, but by virtue of his covert
relationships. Is it a coincidence that a high-level CIA agent who helped
run Santos Trafficante’s dope-dealing assassins became the country’s leading
antidrug propagandist? I don’t think so. The centers of power responsible
for dealing the drugs are the same centers of power disseminating the
artificial hysteria necessary for their continued criminalization. That
keeps the retail a hundred times higher than the natural value and the trade
exclusively in the hands of the muscle. Another name for the muscle is
military intelligence.
For American military intelligence, the Vietnam War was, to a very large
extent, a drug war, and, just as in Cuba, we were the dealers. Oil and other
mineral wealth, of course, played a major role, as did the great defense
contractor boondoggle. The Vietnam War was worth $240 billion to defense
contractors in overt appropriations, and at least another $300 billion in
covert and indirect appropriations. The artificial Prohibition-created value
of the opium from Laos, Burma and Thailand became, therefore, a major factor
in the Indochinese military

Anti-gay hysteria greets Blair's proposal to repeal Section 28

The Labour government's proposal to repeal the anti-gay "Section 28" of the
Local Government Act has triggered a noisy, homophobic campaign by the
Conservative Party and Christian right.

The Thatcher government introduced Section 28 in the 1980s. It was aimed at
whipping up an atmosphere of right-wing moralism, as part of an offensive
against "left-wing" local authorities and progressive educators. Under the
clause, local authorities are forbidden to "intentionally promote homosexuality
or publish material with the intention of promoting homosexuality" and "promote
the teaching in any maintained [state] school of the acceptability of
homosexuality as a pretended family relationship."

In the intervening years, while no local authority has been prosecuted, the
clause has been used to prevent councils giving assistance to gay and lesbian
groups. In 1999, for example, Cardiff County Council withdrew funding from a
lesbian and gay Mardi Gras on the grounds of Section 28. Schools are also not
meant to discuss homosexuality as anything other than a deviation from the
norm. Teachers and gay groups say that this has prevented some adolescents
getting the support they need and has contributed to an increase in homophobic
bullying in schools.

Gay and civil rights groups have vigorously opposed Section 28. Opinion polls
show a significant liberalising in general attitudes towards homosexuality and
other sexual matters over the last period. The clause was so broadly seen as
undemocratic that Labour believed its repeal would not arouse substantial
opposition. Instead, with votes on the issue looming in Westminster, the
Scottish parliament and the House of Lords, the "Keep the Clause" campaign has
become ever more strident and vicious.

The pro-Section 28 campaign has been most vigorous in Scotland, where it is led
by a coalition comprising Brian Souter, one of Scotland's richest men; Cardinal
Thomas Winning, the archbishop of Glasgow; and Martin Clarke, editor of
Scotland's biggest selling tabloid, the Daily Record.

Following Labour's announcement last October that they were to proceed with the
repeal, the Record ran a headline thundering that it would lead to "Gay Sex
Lessons in School". Cardinal Winning, who had earlier stated that homosexuals
were unsuited for certain jobs, also made a speech in which he denounced
homosexuality as a "perversion".

The entry of transport billionaire Souter into the campaign has encouraged the
Christian right and tabloid press to up the stakes dramatically. Souter is the
chief executive of Stagecoach, the Scottish-based bus, rail and air company. He
amassed his empire, and a sizeable personal fortune, through the Tory
government's privatisation of public transport and attacks on working
conditions. One of the main financial backers for the Scottish National Party
(SNP), he is a member of the evangelist Church of the Nazarene, one of a
network of right-wing Christian groups organising opposition to the repeal.

Through his charity, the Souter Foundation, the multimillionaire offered
£500,000 to the Scottish School Boards Association (SSBA) and the "Keep the
Clause" campaign, both of which oppose repeal. Members of the SSBA are said to
be furious that the organisation has been allied to a campaign many do not
support.

Souter also recruited the aid of ex-tabloid editor Jack Irvine, head of the
public relations company Media House, for the campaign. Irvine, a notorious
homophobe, also writes a column for the Sunday Mirror. Media House has said
they will take out radio, TV and billboard adverts, targeting gay advice groups
that receive public funding.

The tabloid press began a campaign of phone- and write-ins directed against
Members of the Scottish Parliament (MSP) supporting repeal, designed to show
mass support for "Keep the Clause". They were joined by the Scotsman newspaper,
which in an editorial entitled "Souter's concerns need to be heard" praised his
"enlightened stewardship of Stagecoach" and warned of "a tide of explicit
material washing over our schools".

The Church has circulated a document to be issued in all Catholic schools in
Scotland stating that "Homosexual acts are contrary to the natural law". One-
third of Scottish school children attend Catholic schools. During a speech to a
Catholic family association in Malta at the weekend, Cardinal Winning equated
the threat to "Christian traditions" posed by an "active and militant
homosexual lobby", with that faced by the island from the Nazis in World War
Two.

The Scottish campaign has attracted support from sections of the political and
religious establishment across Britain. The Conservative Party under William
Hague said his party was opposed to repeal, as it

Madeleine’s Dubious Endorsement

Perhaps Madeleine Albright’s abject apology to the presumptive Masters of the
Universe at the United Nations for the unfortunate and retrograde comments made
by North Carolina Sen. Jesse Helms the week before was predictable. You could
even argue that it was amusing. But it was unfortunate and contained some
dubious assertions, reflecting some dubious attitudes.

Senator Helms, you may remember, had appeared at the U.N. at the invitation of
the current U.S. ambassador to the UN, Richard Holbrooke, in what appeared to
me to be a gesture of resigned reconciliation with an outfit he has criticized
in the past, but looked to most media observers like a savage attack on the
world organization and a ringing statement of isolationism. He did use the
occasion to offer some criticisms of the UN and to convey some of the
misgivings some Americans have about the world body.

Americans will become impatient, he said if the UN seeks "to impose its
presumed authority on the American people.’’ More than a few Americans, he
continued, "see the UN aspiring to establish itself as the central authority of
a new international order of global laws and global governance. This is an
international order the American people will not countenance."

REMARKABLY MILD
This was a rather mild and civil bit of criticism of an organization that has
received and deserved much harsher words, some of them from Sen. Helms. Even
Ambassador Holbrooke, appearing that night on "Nightline" (fully aware, of
course, that he will have to deal with the chairman of the Senate Foreign
Relations Committee whether he respects him or not), praised Sen. Helms for
having entered into the hostile precincts of the UN at all. And while he was
careful to emphasize that he didn’t agree with much of what Sen. Helms had to
say, he applauded the appearance as a statesmanlike gesture. But most of the
media and the foreign policy establishment reacted as if Sen. Helms had
firebombed the place or maybe ordered a nuclear strike on the Tower of Babel on
the East River. Among certain of the enlightened and anointed ones in our
society, the United Nations remains one of the most sacred of the many sacred
cows these worthies worship.

Even Sen. Helms, although he was so bold as to utter a few remonstrances, has
in actions joined the worshippers. There is no question, despite the
misconceptions of the headline writers, that he is and has long been an
internationalist, though more because he thinks the United States needs to lead
than because he respects the "international community" of professional
freeloaders. And he worked with the insufferable Sen. Joe Biden to put together
the Helms-Biden bill to pay the United States’ supposed arrears in UN dues in
exchange for almost certainly empty promises of fundamental reforms in the UN
institutional structures.

That’s sad. There were moments in the late 1980s when you could at least get
agreement in some establishment quarters to the general proposition that the
United Nations was an ineffectual and somewhat anachronistic institution and
that the world would not be notably worse off if it were to disappear. To be
sure, much of the disappointment was due to the fact that the UN had not turned
out to be the harbinger of an enlightened World Government but a debating
society for the pampered and pretentious.

BUSH THE ELDER’S WAR OF RESURRECTION
I think the most important event in the resurrection of the UN in the minds of
otherwise intelligent and sometimes realistic internationalists was George
Bush’s lovely little war in the Persian Gulf. A veteran internationalist and
elitist, George the Elder used the UN as the framework to build a coalition
against the evil Saddam and praised it continually as the indispensable
instrument of bringing in the New World Order.

Plenty of otherwise conservative and nationalist Americans came to see the UN
as an essentially harmless and sometimes useful instrument of American imperial
power. Armed with new respectability and with the institutional framework to
conduct weapons inspections in Iraq after the famous victory, the UN seized
various opportunities to rebuild its image among American elites.

The UN is still essentially a debating society that should be a laughingstock
among intelligent people. But it has proven useful to certain avatars of the
empire who believe it can be used without waxing so strong as to become an
actual threat to American dominance. And the chattering classes have reverted
to their natural instincts revering international institutions like the UN
Perhaps they don’t see it as the "last best hope" any more, but as a useful
instrument in the ongoing project of prodding the unwashed masses into
supporting actions that will take us beyond the parochialism of being

Tropical Rain Forest: A Political Ecology of Hegemonic Mythmaking

Our attachment to the tropical rain forest has grown over the past hundred
years from a minority colonial pursuit to mainstream environmental obsession.
The tropical rain forest has variously been assumed to be the world's most
important repository of biological diversity and 'the lungs of the planet'. As
Philip Stott shows in this magnificent monograph, neither claim has any basis
in fact.

The Northern environmentalist conception of the tropical rain forest is far
removed from the ecological realities of the places it purports to denote. Most
of the 'million year old forest' to which environmentalists sentimentally refer
turns out to have existed for less than 20,000 years. During the last ice age
the tropics were colder and drier than today and probably more closely
resembled the savanna grasslands of East Africa. Most of the abundant plants
and insects of the so-called tropical rain forest are equally novel, having co-
evolved with the trees.

Claims regarding the fragility of the ecosystems in tropical areas are
similarly awry. Recent research suggests that a clear-cut area will return to
forest with a similar level of biological diversity to the original within
twenty years. Ironically, the mythical 'climax rain forest' would be a barren
place: no new species would evolve because there would be no new environmental
niches to be filled.

The myth of the tropical rain forest suits the purposes of Northern
environmentalists, who are able to justify demands for restrictions on the
conversion of 'virgin forest' to other uses. Yet the history of the world has
been one of evolutionary change. If we attempt to maintain stasis, we risk
limiting our ability to adapt to change when it inevitably comes. Calls for the
tropical rain forest to be preserved are founded on the implied presumption
that the people living in tropical regions are merely there to protect a
western construct. This denigrates their rights and dehumanises them.

If people in developing countries are to escape from the mire of poverty in
which so many continue to live, it is essential that they have secure rights of
tenure and are free to do with their land what they will. Some may make
mistakes, some may fail in their attempts to manage the land, but many will be
successful and those successes will be emulated. Through a process of
experimentation -- trial, error and emulation -- people will come to learn how
best to manage the land. The environment will then be managed in ways that are
best for humanity as a whole, not according to the whims of a minority of eco-
imperialists. Giving rights to people, not to the environment, is not only best
for the people, but is also best for the environment.

Philip Stott, Professor of Biogeography at the School of Oriental and African
Studies, University of London, provides an eloquent deconstruction of the ideas
that have led to the mythical western idea of the tropical rain forest, which
has constrained our ability to understand the environments of developing
countries and has enabled the eco-imperialist vision to flourish.

Internet a Key Tool for Neo-Nazis

STOCKHOLM, Sweden (AP) - The Internet has given neo-Nazis a dangerous tool to
spread racist propaganda around the world, a top Swiss official told a
Holocaust conference Thursday.

Switzerland's home affairs minister, Ruth Dreifuss, urged international
cooperation to prevent the transmission of racist theories, hatred and
discrimination across national borders.

''(The Internet) makes it possible for the perpetrators to organize into
networks and distribute their products and books,'' she said in a speech at
the International Forum on the Holocaust.

Dreifuss said international experts would propose to include the subject at
the World Conference on Racism next year in South Africa.

On Jan. 1, Dreifuss stepped down from Switzerland's rotating presidency. She
was the first Jew to hold the post. Her father helped smuggle Jewish refugees
across the border during World War II.

Dreifuss did not offer details about her proposal, but Switzerland already
has begun work on the initiative, persuading some Internet providers to block
access for some racist groups, said Lukas Beglinger, a minister in the Swiss
Foreign Affairs department. The efforts so far have been easily circumvented,
he said.

U.S. envoy Stuart Eizenstat said that freedom of speech issues would prevent
the United States from passing a law against racist activity on the Internet,
but that hate groups could be monitored for ``planning destructive
activity.''

Heads of countries, including Lithuania and Slovakia, addressed delegates on
the second day of the conference. An opening ceremony on Wednesday featured
speeches by Nobel laureate Elie Wiesel, German Chancellor Gerhard Schroeder
and Israeli Prime Minister Ehud Barak.

In his speech, Schroeder also urged more international cooperation and
improved legal efforts to keep neo-Nazis from using the Internet.

The Swedish government organized the forum, which included panel discussions
and remembrance ceremonies, as part of a campaign to raise awareness about
the World War II Holocaust among young people.

Six million Jews and more than 2 million others - including Gypsies and
homosexuals - were killed as part of the Nazi extermination campaign, experts
at the conference said.

Speakers at the first-of-its-kind meeting, which ends Friday, stressed the
need for improved education about the Holocaust, saying the need to remember
was stronger than ever as survivors age and die. The forum coincided with
Holocaust Remembrance Day - marked Thursday in several countries.

Participants gathered in Sweden's parliament building for a commemoration.

Israel's parliament speaker, Avraham Burg, said the world continues to face
ethnic conflict and increasing right-wing extremism.

``Hitler was defeated on the battlefield, but Hitlerism is not dead,'' Burg
said.

Kohl Party Scandal Widens

BERLIN (AP) - The sum of secret campaign funds involved in the scandal around
Germany's Christian Democrats grew dramatically Thursday, after a state party
branch said it had diverted more than twice as much money than previously
known to Swiss bank accounts.

The revelation by Roland Koch, governor of Hesse, focused the German
conservatives' scandal even more on the southern state and the money it sent
abroad - apparently to avoid tougher German party finance laws in the 1980s.

Koch said at a news conference in Wiesbaden that the party had diverted more
than $9.5 million to Swiss bank accounts in 1983 - more than twice the
roughly $4 million previously known.

Between 1986 and 1997, Koch said $4.25 million was taken from the secret
accounts - but where that money is now is not known, he said.

Meanwhile, federal lawmakers decided Thursday that former Chancellor Helmut
Kohl won't be called anytime soon to testify before a parliamentary
investigating committee. The head of the committee even raised the
possibility Kohl may never get to testify about whether secret donations led
to influence peddling in his government.

``So long as Helmut Kohl isn't ready to reveal the origin of money that went
into secret accounts, we see no reason to hear him,'' Volker Neumann, the
Social Democrat lawmaker who chairs the parliament committee, told Phoenix
television.

``It is quite possible that we will get at the information about who gave
(Kohl) the money from others,'' he said.

Kohl has refused the demands of those within his own party to say who gave
the Christian Democrats up to $1 million in off-the-books money he has
admitted receiving. His pledge to remain silent on the issue has fueled
suspicions the secret donations were to buy favors during his 16 years in
power that ended with his election defeat in 1998.

The Christian Democrats criticized the decision not to call Kohl as one of
the committee's first witnesses, saying it proved the investigation was
nothing more than a partisan witch hunt.

``Their aim is obvious - to misuse the investigating committee as a tribunal
against the Christian Democrats,'' said Andreas Schmidt, the senior Christian
Democrat lawmaker on the committee.

The conservatives had suggested Kohl and other senior members of his
government be called first to testify, and Kohl himself has demanded to be
heard as soon as possible.

On Thursday, the committee approved a schedule of nine witnesses it will call
in the coming months, beginning March 16 with Horst Weyrauch, a former tax
adviser to the Christian Democrats and allegedly the key person overseeing
secret money flowing into the party under Kohl.

The Greens party, the junior partner in the governing coalition, called on
the Christian Democrats to take the issue into their own hands and move
forward with legal action against Kohl to compel him to reveal the names.

``As long as they fail to do that, they hinder the clearing up,'' lawmakers
Hans-Christian Stroebele and Claudia Roth, both members of the investigating
committee, said in a statement.

Earlier this week, the Christian Democrats said they would not take any legal
steps to compel Kohl to name names, at least for now.

The parliament committee also added to its witness list several people
connected to the Leuna refinery privatization deal that has come under
scrutiny in the probe.

Koch, the governor of Hesse, said the new money transfers discovered in the
continuing investigation helped explain why so much more money was in the
Swiss bank accounts than previously known. Despite withdrawals that add up to
more than $10 million, there was still $8.5 million in the accounts.

The Social Democrat party in Hesse state said the new disclosures showed the
``mafiosi'' structure of the Christian Democrats.

As a self-described liberal Democrat and supporter of many gun-control
measures, the University of Texas law professor Sanford Levinson has mixed
feelings about having his academic work cited in Shotgun News and posted on
Internet sites that link to the Montana militia. "I am in some very
unattractive neighborhoods," he says of his Web presence. Levinson owes his
popularity with the heavily armed to his 1989 Yale Law Journal article "The
Embarrassing Second Amendment," which tentatively argued that the amendment
guarantees a right to bear arms not just for state-militia members but also for
individual citizens. Now endlessly cited by scholars and distributed by the
National Rifle Association, Levinson's article makes him a slightly reluctant
founder of what has come to be called the "Standard Model" of Second Amendment
scholarship.

Much of Levinson's argument in "The Embarrassing Second Amendment" was aimed at
his own ideological allies. Citing a vast gap in the scholarly literature--only
the obsolete Third Amendment, banning the peacetime quartering of troops in
private homes, had drawn fewer studies at the time of his writing--Levinson
accused fellow liberal legal scholars of ignoring the Second Amendment for fear
of what they might discover. As Levinson points out, legal scholars have paid
attention to just about everything else: "Is 'lookism' covered by the
Fourteenth Amendment? I don't think it's uninteresting, but there's a reason
why elite academics are more inclined to write that kind of piece than a piece
on whether the NRA might have something to be said for its position."
Would-be decipherers of the grammatically antique Second Amendment have long
struggled to balance its two seesawing clauses. According to Levinson's
"individual rights" interpretation, the amendment's preamble ("A well regulated
Militia, being necessary to the security of a free State") does not constrain
the interpretation of its subsequent language ("the right of the people to keep
and bear Arms, shall not be infringed"). On Levinson's reading, the amendment
primarily empowers individual American citizens to own guns for self-defense
and, if necessary, to counter government tyranny by means of armed popular
resistance. Other scholars and judges, however, have argued for a "collective
rights" view that emphasizes the amendment's opening clause. According to this
reasoning, gun ownership would be protected only in the context of a state
militia, such as the National Guard.

The most recent Supreme Court ruling on the Second Amendment, in the 1939 case
U.S. v. Miller, has been read by a number of federal courts as enshrining the
collective-rights position and, by implication, opening the way to robust gun-
control legislation. In the decade following the publication of Levinson's "The
Embarrassing Second Amendment," however, legal scholars have turned en masse to
the contrary individual-rights view, filling law reviews with what may be more
than a hundred articles defending this position. Citing this growing literature
in his introduction to a 1995 Tennessee Law Review symposium on the Second
Amendment, the University of Tennessee law professor Glenn Harlan Reynolds
cribbed from physics to pronounce the individual-rights reading the "Standard
Model" for interpreting the amendment. The name stuck.

Today, the Standard Model appears to be on the verge of graduation from the law
review to the courthouse. Citing Standard Model scholarship, a Texas judge
recently made a decision that may force the first major Second Amendment
precedent in the sixty years since Miller. This past April, just before the
Columbine shootings brought gun control to the top of the nation's agenda,
federal district court judge Sam R. Cummings delivered an unprecedented ruling
in defense of the individual's right to bear arms. Now on appeal, U.S. v.
Emerson will be heard this spring in New Orleans by the U.S. Court of Appeals
for the Fifth Circuit. If Cummings's Standard Model ruling is upheld there, the
case stands an excellent chance of reaching the Supreme Court, where another
individual-rights ruling could effectively shift the burden of proof in future
gun-control debates. Countless existing laws could also be thrown into
question.

THE EMBARRASSING SECOND AMENDMENT

One of the best known pieces of American popular art in this century is the New
Yorker cover by Saul Steinberg presenting a map of the United States as seen by
a New Yorker, As most readers can no doubt recall, Manhattan dominates the map;
everything west of the Hudson is more or less collapsed together and minimally
displayed to the viewer. Steinberg's great cover depends for its force on the
reality of what social psychologists call "cognitive maps." If one asks
inhabitants ostensibly of the same cities to draw maps of that city, one will
quickly discover that the images carried around in people's minds will vary by
race, social class, and the like. What is true of maps of places --that they
differ according to the perspectives of the mapmakers--is certainly true of all
conceptual maps.

To continue the map analogy, consider in this context the Bill of Rights; is
there an agreed upon "projection" of the concept? Is there even a canonical
text of the Bill of Rights?[1] Does it include the first eight, nine, or ten
Amendments to the Constitution? Imagine two individuals who are asked to draw a
"map" of the Bill of Rights. One is a (stereo-) typical member of the American
Civil Liberties Union (of which I am a card-carrying member); the other is an
equally (stereo-) typical member of the "New Right." The first, I suggest,
would feature the First Amendment[2]as Main Street, dominating the map, though
more, one suspects, in its role as protector of speech and prohibitor of
established religion than as guardian of the rights of religious believers. The
other principal avenues would be the criminal procedures aspects of the
Constitution drawn from the Fourth,[3] Fifth,[4]Sixth,[5] and
Eighth[6]Amendments. Also depicted prominently would be the Ninth Amendment,[7]
although perhaps as in the process of construction. I am confident that the
ACLU map would exclude any display of the just compensation clause of the Fifth
Amendment[8]or of the Tenth Amendment.[9] The second map, drawn by the New
Rightist, would highlight the free exercise clause of the First Amendment,[10]
the just compensation clause of the Fifth Amendment,[11] and the Tenth
Amendment.[12] Perhaps the most notable difference between the two maps,
though, would be in regard to the Second Amendment: "A well regulated militia
being necessary to the security of a free State, the right of the people to
keep and bear Arms shall not be infringed." What would be at most a blind alley
for the ACLU mapmaker would, I am confident, be a major boulevard in the map
drawn by the New Right adherent. It is this last anomaly that I want to explore
in this essay.

I. The Politics Of Interpreting The Second Amendment

To put it mildly, the Second Amendment is not at the forefront of
constitutional discussion, at least as registered in what the academy regards
as the venues for such discussion --law reviews,[13]casebooks, [14] and other
scholarly legal publications. As Professor Larue has recently written, "the
second amendment is not taken seriously by most scholars."[15] Both Laurence
Tribe [16] and the Illinois team of Nowak, Rotunda, and Young [17]at least
acknowledge the existence of the Second Amendment in their respective treatises
on constitutional law, perhaps because the treatise genre demands more
encyclopedic coverage than does the casebook. Neither, however, pays it the
compliment of extended analysis. Both marginalize the Amendment by relegating
it to footnotes; it becomes what a deconstructionist might call a "supplement"
to the ostensibly "real" Constitution that is privileged by discussion in the
text. [18] Professor Tribe's footnote appears as part of a general discussion
of congressional power. He asserts that the history of the Amendment
"indicate[s] that the central concern of [its] framers was to prevent such
federal interferences with the state militia as would permit the establishment
of a standing national army and the consequent destruction of local autonomy."
[19] He does note, how ever, that "the debates surrounding congressional
approval of the second amendment do contain references to individual self-
protection as well as to states' rights," but he argues that the qualifying
phrase "'well regulated" makes any invocation of the Amendment as a restriction
on state or local gun control measures extremely problematic." [20] Nowak,
Rotunda, and Young mention the Amendment in the context of the incorporation
controversy, though they discuss its meaning at slightly greater length.[21]
They state that "[t]he Supreme Court has not determined, at least not with any
clarity, whether the amendment protects only a right of state governments

 We Are Not Alone -- Or Are We?

 The annals of science fiction are filled with advanced
 extraterrestrial creatures like Klingons and Wookies, Vogons and
 Romulans, all carrying on in a human sort of way. And while
 screenwriters and novelists weave stories around these characters,
 some people scour the heavens for signs that such highly evolved
 beings really are out there.

 But a new book by two University of Washington scientists contends
 that, contrary to popular thought, we just might be alone and Earth
 might be unique, if not in the universe at least in this celestial
 neighborhood.

 In "Rare Earth," published this month by Copernicus Books/Springer,
 paleontologist Peter Ward and astronomer Donald Brownlee examine the
 remarkable confluence of conditions and events that deposited
 life-forming chemicals on Earth, allowed simple life to gain a

 foothold and then protected the planet sufficiently and created just
 the right environmental factors for advanced life to slowly evolve.

 "It seems like something a lot of people don't want to hear, yet
 nearly everyone who works in these areas has remarked at one time or
 another how unusual the Earth is," said Brownlee, an expert on comets,
 the space bodies that might have delivered the first organic chemicals
 and life-sustaining water to Earth.

 In fact, he and Ward, whose extensive research on the fossil record
 has provided key insights into prehistoric mass extinctions,
 frequently discuss the Earth's unusual character with students in
 their astronomy and geological sciences classes.

 The scientists don't argue that life is rare. In fact, recent evidence
 showing simple microbial life can survive extreme conditions on Earth
 is an indicator that such life also might be widespread in the galaxy
 and the universe.

 "But you need to have a vast amount of time to let evolution ramp up
 to animals, and we think there are only a small number of planets
 where that could happen," said Ward.

 The key, he said, is having near equilibrium in such things as
 temperature and water content over enormous time spans.

 Microbes have shown they can live in some of the harshest Earth
 environments imaginable, while advanced plant and animal life requires
 a delicate balance of conditions.

 "For 90 percent of the age of this planet, life was slime at the
 bottom of the ocean," Brownlee said. But that life was given a
 one-in-a-million opportunity to gradually evolve to the complexity it
 enjoys today.

 "The underlying theme of the book is that the Earth is a very charmed
 planet," he said. "We know of no other body that is even remotely like
 Earth."

 Factors that made advanced life possible include the Earth's having:

 * The proper distance from the sun to allow development of habitat for
 complex life and ensure that water remains liquid, not vapor or ice.

 * The proper mass to retain atmosphere and ocean.

 * Plate tectonics, which act as a sort of atmospheric thermostat,
 build land masses and enhance biotic diversity.

 * A neighbor the size of Jupiter, not too close and not too far away,
 that can use its gravity to protect the planet from too many
 life-extinguishing collisions with comets and asteroids.

 * A stable orbit unperturbed by giant planets.

 * A large moon at the right distance to stabilize tilt, thus ensuring
 seasonal climate fluctuations that are not too severe.

 * Enough carbon to support development of life but not so much to
 allow for runaway greenhouse conditions.

 In addition, Brownlee and Ward contend, the solar system's position in
 the Milky Way galaxy also is key to life development on Earth. At the
 edge of the galaxy, many stars are too metal-poor for planet
 formation, while the center of the galaxy has extreme energy processes
 that would hinder complex life.

 The "charmed" conditions on Earth won't always be present. Someday,
 some way, evolution on Earth will end. That could be when the sun gets
 so hot that life can no longer survive, when ultimately the ocean
 boils and surface rocks melt.

 "There will be a time when there will be no record of life ever having
 existed on Earth," Brownlee said.

 He and Ward acknowledge that their assumptions about how uncommon
 advanced life might be in the universe are based on observed
 conditions that allowed evolution on Earth. But this is the only place
 in which advanced life is known to have occurred, and it is one of
 only a handful of places in the solar system where even microbial life
 is suspected, making this planet the ultimate laboratory on advanced
 life.

 A key condition for life on Earth is the presence of carbon, because
 of its unique properties.

 "Probably all life is based on carbon," Brownlee said.

The Labour government's proposal to repeal the anti-gay "Section 28" of the
Local Government Act has triggered a noisy, homophobic campaign by the
Conservative Party and Christian right.

c'mon guys, there isn't a christian right in the uk

its a nice bit of observation to note that it may have been intended to
catch out the commies etc ... but ...

you miss the point entirely here.

The campaign to halt the repeal is not really about suppressing gay values -
simply stated the law as it stands is sufficient to halt prejudice and
bigotry against gender minorities at this time without any change.
repeal of section 28 however will simply give a loud and vocal minority the
opportunity to impose their minority agenda on a sensitive and confused
agegroup largely comprised of a majority who would probably appreciate the
freedom to discover their own sexual identity apart from the aggressive
caricatures of heterosexuality that appear in soaps and magazines.
The law is fine as it is for everyone.

This is one case where the establishment has it exactly right -
remove clause 28 and we could be tampering with the seventh seal in the uk
[imo]

 The NIH has secretly put together what they are calling a "State of
 the Science" conference to help inform NIH decision-makers about
 the current status of research on CFS.  The only "experts" they
 have invited are Stephen Straus (of NIH), Mark Demitrack (of Eli
 Lilly), Simon Wesseley (from the UK), and Michael Sharpe (also from
 the UK).  All are strongly biased in favor of the belief that
 CFS/M.E. is caused by "stress" and is a form of psychiatric illness
 they call "functional somatization;" Straus and Demitrack recommend
 SSRI's (Prozac) and "stress reduction," Wessely recommends
 traditional psychiatric talking therapy, and Sharpe recommends
 "cognitive behavior therapy;" all four recommend exercise.  These
 are the only therapies any of the four acknowledges as valid.

 Such a narrow perspective can only result in the further
 development of a strongly biased picture of CFS/M.E.  This meeting
 is not insignificant; NIH has stated that the intention is to
 "teach" NIH decision-makers "about CFS."  The meeting will have a
 strong influence on future NIH policy towards the disease, research
 funding, and the plight of patients.  As Jon Sterling (former
 president of the NJ CFS Assoc. and current patient representative
 on the CFSCC) stated in a formal letter of protest, "the view of
 these 'experts' would take us back to 1991 in terms of scientific
 progress in CFS research."

 It is both perplexing and shocking that NIH ignored the expertise
 of the three official medical representatives to the CFSCC (the
 Congressionally-chartered Chronic Fatigue Syndrome Coordinating
 Committee of the U.S. DHHS) in both the planning and outcome of the
 meeting.  Perplexing in that the idea for such a meeting originated
 within the CFSCC, but NIH took command and explicitly rejected any
 input from the body that is supposed to be coordinating DHHS policy
 on CFS; shocking that any effort at a true "survey of the science"
 would deliberately exclude these three highly-respected
 researchers:  Dr. Anthony Komaroff (Harvard), Dr. Peter Rowe (Johns
 Hopkins), and Dr. Nancy Klimas (Miami).  The NIH has relented and
 will permit them to attend (though they informed them too late for
 Komaroff to be able to be there) -- but Rowe and Klimas will be
 permitted there only as "observers," not as "participants."

Andrew, How observant you are!  I have never laughed so much...thanks for
the endorphins. Christian Right HAHA
You have to be extraordinary lucky to even find a Christian in England. The
Christian (prob many Freemason too) leaders are all sitting at the debating
tables with committees working out the best way not to offend the gay
congregations (if they can even get in as most of the churches are locked
because of thieves) and clergy. During my entire 7 year sentence in London I
never came across one Christian the entire time. They have interfaith
services now in England with the Dali Lama giving services in Anglican and
Catholic cathedrals under the peace and tolerance theme.

I listen to the Christian music station here in NZ and up till last year
(when they actually managed to find a Christian English band finally), the
sole contribution from England was Cliff Richard for 5 years. Either that or
English oldies singing hymns. The vast majority of American Christian music
comes from Tennesee from people with Scots, Irish and Welsh names. I heard
on the radio that the churche numbers were dwindling in England so badly
that they had to put on rock concerts to get people back. I go to the
library and look in the Christian section and nearly all the new books there
coming from England are telling people Jesus never died on the cross and
Christians have been conned the whole time and He went to France or
somewhere. Not like there was much faith to lose but really English
intellectuals have decided to destroy the tradional beliefs by saying it
is/has been all lies and now THIS (Holy Grail or whatever fad they are
promoting, etc) is truth.

The Labour government's proposal to repeal the anti-gay "Section 28" of the
Local Government Act has triggered a noisy, homophobic campaign by the
Conservative Party and Christian right.

you miss the point entirely here.

The campaign to halt the repeal is not really about suppressing gay values -
simply stated the law as it stands is sufficient to halt prejudice and
bigotry against gender minorities at this time without any change.
repeal of section 28 however will simply give a loud and vocal minority the
opportunity to impose their minority agenda on a sensitive and confused
agegroup largely comprised of a majority who would probably appreciate the
freedom to discover their own sexual identity apart from the aggressive
caricatures of heterosexuality that appear in soaps and magazines.
The law is fine as it is for everyone.

This is one case where the establishment has it exactly right -
remove clause 28 and we could be tampering with the seventh seal in the uk
[imo]

More than one post recently has raised questions about the ancient
planetary "conjunction" of Saturn's epoch.  Though this subject deserves
a more visual treatment than is possible in an email forum, I will
register a few observations.

I noticed on the videotape of the SIS conference last fall that
Professor Lynn Rose made a memorable statement to the effect that one
can search through world mythology without confronting the "god-kabob",
his phrase for the claimed collinear system.  I, on the other hand, do
not hesitate to claim that world mythology is nothing else than the
story of the "Great Conjunction" of Saturn's epoch and what happened to
it.  Of hundreds of recurring mythical and symbolic motifs we have
identified, not one can be isolated from the conjunction principle.

I found Lynn's statement particularly curious since, as one of the more
dedicated Velikovskians, he would be among the first to agree that
ancient peoples worshipped the planets as the great gods of former
times.  If so, on what ground could he deny that the images of Venus in
the center of the ancient sun god (Saturn), which Ev presented at the
very conference in question, imply a principle of "conjunction"?  Or how
could he deny that the far-famed liaison or "marriage" of the warrior
Mars and the Venus-goddess similarly implies a planetary "conjunction"?
Grant the identity of god and planet; and you cannot escape the ancient
memory of planets juxtaposed in the sky close to the earth.

No doubt my suggestion that EVERY recurring theme involves a joining of
planets will appear excessive.  But the statement is literally true and
would be easily challenged if false.  Examine any theme in its earliest
contexts and you will come face-to-face with the conjunction principle.

An example: One might wish to suggest that the myth of the world
mountain, a recent subject of discussion, does not really require a
conjunction principle, just a cosmic hill and a god on the mountaintop.
But there is no world mountain if you take away conjunction.  As we have
documented, the mountain is the pillar-form of Mars, the warrior-hero,
whose first form the Egyptians called Shu (a god identified as "the
Primeval Hill") and the Sumerians knew as Enlil (called "Great
Mountain"). The reference is to the COSMIC mountain, presenting the
appearance of a great pillar supporting the central sun, who is Saturn.
It is this pillar-god who, in Atlas fashion, "raises up heaven", and
here too the reference is to the huge sphere of Saturn ("all-containing
heaven") resting visually above the cosmic column.

Nor can the planet Venus be removed from the theme of the world
mountain, for the goddess is the celebrated "consort" of the mountain;
the "spouse upon the mountain"; the feminine enclosure upon the summit
of a masculine column.  This radiant "womb" of the goddess signifies the
temple, city, or kingdom of heaven, always linked to the peak of the
world mountain.

Thus the great column is the Mount of Assembly, or Mount of
Congregation, the place where the planetary gods dwell, as we see them
gathered on Zion (=Tsaphon) and Olympus; conjunction and the gathering
of the gods mean the same thing in ancient symbolism. So too, we have
the Martian mountain as the single "leg" or lower limbs of the ancient
sun; the column as a stream of aether or "air" brought by the
warrior-hero to vivify the sun god; or the luminous path of the
hero-messenger traveling between worlds. Apart from the conjunction
principle, therefore, virtually nothing would be left of the world
mountain!  Even the lost paradise on the mountaintop would dissolve
before us, since (as we've noted on prior occasions) "Paradise" means
nothing else than "the Great Conjunction of the Golden Age".

But again, one need only look closely to see that ALL mythical themes
involve conjunction-Saturn as primeval Unity (he holds within himself
the undifferentiated male and female powers); the goddess as the spouse
and "indwelling glory" of Saturn; goddess as womb of the hero's birth;
hero on the "lap" or "throne" of the goddess; goddess as eye of Saturn
and hero as pupil of the eye; goddess as feminine "heart" of Saturn and
hero as masculine "heart of the heart"; goddess as animating "soul" of

Hillary Campaign Event Canceled Due To Lack of Interest

New York senate candidate Hillary Rodham Clinton has hit some tough sledding
during her upstate campaign swing this past week.

First her appearances on local talk radio sparked controversies about her own
checkered past. And now the voters themselves may even be tuning her out.

At least one campaign event had to be canceled due to lack of interest,
according to a brief Tuesday morning radio news item, a development that has
attracted little if any other coverage.

"Imus in the Morning" newsman Charles McCord reported that local organizers
decided to nix Hillary's keynote address at an invitation-only Rochester,
N.Y., affair sponsored by the Cornell Cooperative Extension. Most of the
invitees reportedly sent their regrets, prompting fears of an embarassingly
low turnout.

"Few who bothered to send [their RSVP's] back agreed to show up," said
McCord. "It was planned for a community center near Rochester. Organizers are
now trying to reschedule the Cornell Cooperative Extension conference - but
with another keynote speaker. Lack of interest, evidently, at least in this
particular event with the first lady going to be there to deliver a speech.
And they said, 'Well, no.'"

A spokesperson with the Cornell Cooperative Extension declined to explain on
Wednesday why Hillary was dropped from his group's program.

Republican John McCain is talking campaign reform while walking with Wall
Street moguls and Hollywood liberals who are backing his Democratic rivals
for the presidency.
Also, the Arizona senator has for years been accepting major contributions
from the gambling industry, whose interests he supports in Congress.

Yet the mainstream news media have been characterizing McCain as the champion
of reforming campaign funding to eliminate just such influence.

And McCain is putting most of his campaign chips on the issue of campaign
reform in next Tuesday's New Hampshire primary, which he sees as his best
chance to derail the candidacy of Texas Gov. George W. Bush.

In a Thursday story, the Washington Times documents those seemingly
inconsistent contributions to McCain the reformer.

It concludes that well-heeled liberals contributing heavily to their
philosophical favorites – the two Democratic contenders, Vice President Al
Gore and New Jersey Sen. Bill Bradley – are obviously hedging their bets by
giving money simultaneously to McCain but not to any of his GOP rivals.

Why?

Is it because they fear either Bradley or Gore can be defeated by a
Republican candidate in November and they don't want to be left without White
House influence?

If so, does that mean they think McCain is the most-likely GOP nominee.

Do they want McCain to have the GOP nomination because they see him as the
weakest candidate against either Gore or Bradley.

Or is it because they see in McCain a Republican candidate whose ideology
comes closest to the liberal dogma of their ultimate favorites, Gore and
Bradley?

Whatever their reasons, or emotions, McCain's acceptance of such
contributions doesn't appear compatible with his crusade to abolish
heavy-money influence on the political process.

His campaign spokesman, Howard Opinsky, said this only illustrates McCain's
"broad appeal among conservative Democrats and independents."

"That's why the leadership of the White House and Democratic Party fears our
candidacy the worst," Opinsky said.

"Like Ronald Reagan used to say, people contribute to our campaign because
they believe in John McCain's message, but Sen. McCain doesn't necessarily
support everything that his contributors do."

The Times article looks closely at those tea leaves, which are certain to be
a factor in the critical New Hampshire primary among Bush, McCain, Steve
Forbes, Alan Keyes and Gary Bauer:

• McCain has raised more than $500,000 in New York City, about a fifth of it
from traditional Democratic sources.

For example, McCain is the only GOP contender to receive maximum-limit
contributions from top executives of the Wall Street investment firm Goldman
Sachs  Co. who also gave the $1,000 limit to Gore, Bradley or both.

David A. Dechman, Goldman Sach's managing director in New York, is another
Democratic contributor to McCain.

• In Hollywood and related Los Angeles entertainment communities, McCain has
raised more than $250,000, more than a third of it from well-known liberal
Democratic supporters.

Among them are such familiar liberal-cause backers as Lew Wasserman of
Universal Studios and the wife of producer Norman Lear, founder of the
liberal group People for the American Way. They are giving as well to
Bradley, Gore and the Democratic Party.

Two other big McCain contributors, Haim and Cheryl Saban of Saban
Entertainment, also Gore backers, gave $100,000 to the Democratic National
Committee, the Democratic Senatorial Campaign Committee and the Democratic
Congressional Campaign Committee.

• In the past seven years, McCain has accepted more than $100,000 from
gambling interests.

Among McCain's top-limit contributors are billionaire Kirk Kerkorian, owner
of the MGM Grand and four other casinos in Reno, Nevada, and at least 38 Las
Vegas gambling tycoons and their wives, according to Federal Election
Commission reports.

In his book "The Buying of the President 2000," Charles Lewis of the Center
for Public Integrity cites McCain's relationship with the Las Vegas gambling
industry.

Lewis writes McCain battled in the Senate for tax breaks and other government
concessions to gambling interests in Nevada.

Noting the $100,000 McCain received from gambling interests since 1993, Lewis
says that "he's returned the financial favors in ways big and small."

• Wednesday, Democrats helped McCain get on the GOP primary ballot in New
York state, where Bush forces were threatening to keep him off by challenging
the validity of McCain petitions in congressional districts.

The two Republicans on the Board of Elections voted to uphold the challenges.
When the two Democrats abstained, that robbed the Bush supporters of the
third vote required to throw out McCain's petitions.

WASHINGTON –– Hillary Rodham Clinton's air travel came under fire again
Wednesday from a congressman who said the first lady took a jet he had
reserved for a Latin American fact-finding trip.

Rep. Cass Ballenger, R-N.C., said Mrs. Clinton used a 14-seat Air Force
Gulfstream jet to fly last week from Washington to campaign appearances in
New York City and Buffalo.

Ballenger's bipartisan delegation, which had reserved the jet in December,
was forced to use two smaller Air Force planes to fly to Latin America,
costing taxpayers thousands of dollars in extra costs, he said.

"It tees me off that here we were on legitimate United States business
important to the country ... and yet she gets the plane for her own political
purposes," Ballenger said. "It doesn't seem fair to me."

Howard Wolfson, spokesman for Mrs. Clinton's New York Senate campaign, said
Ballenger's information was wrong, but he could not elaborate because he is
restricted from discussing issues affecting the first lady's security. On the
advice of the Secret Service, Mrs. Clinton's campaign uses government jets.

The campaign of Mrs. Clinton's likely Republican rival, New York City Mayor
Rudolph Giuliani, wasted no time attacking the travel, calling on Mrs.
Clinton to reimburse taxpayers for the extra costs for the Latin American
trip.

"The extraordinary and unethical expenditures borne by the taxpayers were
incurred because Mrs. Clinton insists on running for the Senate in a state
where she has never lived, worked or paid taxes," Giuliani campaign
spokeswoman Kim Serafin said.

Ballenger's delegation traveled to flood-ravaged Venezuela to discuss
disaster aid, and to Colombia, Mexico and Guatemala to talk about
drug-interdiction efforts.

Ballenger's wife also joined the group on the trip. The congressman said his
wife traveled with them because of her fluency in Spanish and prior volunteer
work in the region.

Judge Gives Questioning Go-Ahead

WASHINGTON (AP) - A federal judge has given permission for additional
questioning in a lawsuit by former government employees whose FBI background
files were collected by the White House.

Turning aside objections by the Clinton administration, U.S. District Judge
Royce Lamberth ruled Monday that the conservative group that filed the suit
should be permitted to question former FBI official Larry Potts about his
work for a private investigative firm that also had been retained by
Clinton's legal team in the Monica Lewinsky scandal.

President Clinton's lawyers objected to questions about contacts Potts had
with the FBI since he began working for the firm, Investigative Group
International, because it would force Potts to reveal privileged
communications he had with the president's lawyers.

``Clinton's and Potts's argument misses the point,'' Lamberth wrote. ``Not
all discussions among a group of people ... may be entitled to claim the
privilege.''

Lawyers for Judicial Watch want to question Potts about whether he and IGI
investigated Linda Tripp, whose secret tape-recordings triggered the perjury
and obstruction probe of the president.

The conservative group also wants to question Potts about contacts he or the
investigative firm may have had with the first lady, Clinton supporter James
Carville or White House aide Sidney Blumenthal.

The White House has said that the gathering of hundreds of FBI files of
employees from past Republican administrations was a bureaucratic blunder
committed by an Army detailee to the White House.

WASHINGTON (CNN) -- A top Chinese general met with U.S. Defense Secretary
William Cohen on Wednesday, the first such high-level meeting since the
United States apologized for what it insists was the accidental bombing of
the Chinese Embassy in Belgrade last May.

This was the third and final day of meetings between senior U.S. officials
and Lt. Gen. Xiong Guangkai, who is deputy chief of staff and intelligence
director of the People's Liberation Army. He also met Monday with Joint
Chiefs Chairman Gen. Hugh Shelton, and Tuesday with CIA Director George
Tenet.

Senior U.S. officials said the talks could pave the way for a visit by Cohen
to China later this year and possibly a reciprocal visit to Washington by
Chinese Defense Minister Chi Haotian. Cohen last visited Beijing in January
1998 and was scheduled to travel to China again last June, but the trip was
called off after U.S. B-2 bombers bombed the Chinese embassy by mistake.

Cohen was scheduled to spend 30 minutes with Gen. Xiong on Wednesday
afternoon.

Pentagon officials described the talks as "very productive" and said they
covered a wide range of global, regional and bilateral issues on which the
U.S. and China don't see eye-to-eye, such as North Korea, U.S. missile
defense and Taiwan security.

One senior official told CNN, "The talks are to help us get a better idea of
how we can craft a relationship that is not based on sweetness and light, but
on the idea the world will be a better place if we can work together."

Mostly, Xiong has met with a team of Pentagon officials, headed by
Undersecretary of Defense for Policy Walter Slocombe, who is tentatively
scheduled to brief reporters on the outcome of the meetings at 4:30 p.m.
Thursday.

While at the Pentagon, Xiong was given a full briefing on U.S. plans to
develop a national missile defense. U.S. officials stressed the system is
being designed to defend against small-scale attack from rogue nations or to
guard against an accidental launch of ballistic missiles, and is not intended
to neutralize China's small but growing nuclear arsenal.

One embarrassing incident during Xiong's visit occurred Monday. One of the
cars in his motorcade was stuck by a security barrier that was raised
accidentally as the car was passing over it. No one was hurt, and Xiong was
not in the car which was hit.

On Tuesday, the Chinese delegation took the subway to the Pentagon instead of
driving. U.S. officials say that was because of the heavy snow in Washington,
not because of the problem with the security barrier.

A Pentagon official said he did not think the subject of the bombing of the
Chinese embassy in Belgrade came up during the talks. "I think that's behind
us," he told CNN.

In December, the United States agreed to pay China $28 million in
compensation for the embassy bombing.

SEATTLE
 (AP) An Algerian caught with explosives at Port Angeles has pleaded
innocent in Seattle to plotting to blow up buildings.

Ahmed Ressam entered the plea through his lawyer in federal court under
heavy security.

Ressam's attorney then asked the judge to move the trial to San Francisco or
Los Angeles. He was told to submit a summary of the news coverage in those
cities at a hearing next Wednesday. Meanwhile, the trial date was postponed
to July 10. Ressam waived his right to a speedy trial.

A grand jury filed a terrorism conspiracy indictment against two Algerians
last week, alleging for the first time that explosives smuggled into
Washington state were going to be used to blow up buildings or other U.S.
targets.

The nine-count indictment, which supersedes previous charges, accuses Ressam
and Abdelmajid Dahoumane of conspiring since 1998 "to destroy or damage
structures, conveyances or other real or personal property within the United
States."

It does not disclose specific targets or how investigators had discovered
the plot stretched back at least a year. It does not allege any property was
actually damaged.

Ressam, 32, was arrested Dec. 14 at Port Angeles, Wash. The trunk of his
rental car contained a substance used to make the military-grade C-4
explosive and a "nitroglycerine equivalent" in two glass jars. He was
detained as he left a ferry from Victoria, British Columbia.

Dahoumane remains at large, accused of being an accomplice to Ressam.

The two men had shared a $36 per night Vancouver, British Columbia, motel
room in the 25 days before Ressam's arrest, during which time they either
made or had in their possession the explosives, according to a Canadian
arrest warrant for Dahoumane.

At least four other Algerian nationals and one woman married to an Algerian
are being investigated in the explosives plot. One man was to meet Ressam in
Seattle, drive him where he needed to go and give him money, Canadian police
said Thursday.

That man, Abdel Ghani Meskini, 31, pleaded innocent Thursday in New York
City to charges of providing and concealing support for Ressam.

Meskini was ordered to go to Seattle by Montreal shopkeeper Mokhtar Haouri,
another Algerian national, a Canadian police investigator alleged at a
Montreal bail hearing for Haouri on Thursday.

Meskini returned to New York after Ressam was arrested Dec. 14, Royal
Canadian Mounted Police investigator Serge Haineault testified.

Haouari and Meskini were indicted earlier this month by a U.S. federal grand
jury in Manhattan for violations of the federal law against providing
support to terrorists.

They are accused of conspiring to transfer fake or stolen U.S. immigration
identity cards and passports of other countries, including Canada and
France, as well as using fake credit, bank and charge cards over the last
year to buy $1,000 or more worth of merchandise. Their indictment did not
say what they are accused of buying.

Meskini divulged under American police questioning that Haouri is a member
of the Islamic Salvation Front, the Algerian political party that was poised
to win elections before the army intervened in 1992, the RCMP investigator
testified.

Haouri also is a member of the party's armed faction, the GIA, which has
been fighting a guerrilla war against the army and is accused of committing
atrocities against civilians, Haineault said.

Ressam has been linked by investigators to the GIA, which has targeted
foreigners in Algeria and France. Counterterrorism experts have suggested
that Ressam, who reportedly was trained in terrorist tactics in Afghanistan,
may be linked to suspected terrorist mastermind Osama bin Laden, a Saudi
exile believed to be in Afghanistan.

Timing devices found in Ressam's rented Chrysler are identical to ones used
by bin Laden's forces in previous attacks, former CIA counterterrorism chief
Vincent Cannistraro has said.

A Canadian woman married to an Algerian, Lucia Garofalo, was arrested Dec.
19 as she tried to cross into the United States at Beecher Falls, Vt. She
later was linked to Ressam and Meskini through telephone records. She faces
seven charges ranging from illegally transporting an alien into the United
States to possessing a false passport.

Another Algerian man, Bouabide Chamchi, was arrested with Garofalo. He faces
four counts, including possession of a false passport and making false
statements to U.S. Customs. Both Garofalo and Chamchi have pleaded innocent.

Cocaine is, to my knowledge, the only existing description of a communist
strategic intelligence, from inception to planning, to strategy, to
execution, with details from a top-level insider. The introduction by the
former deputy director of CIA, Dr Ray Cline, is itself a valuable

About the Author
Dr Joseph Douglass is a national security analyst and author with expertise

Since the mid-1980s, his primary focus has been research into various
dimensions of cultural warfare and notably into the illegal drugs plague,

engineering from Cornell University in 1962 and has taught at Cornell, the
Navy Postgraduate School at Monterey, and Johns Hopkins School of Advanced
International Relations in Washington, D.C.. He has worked in and for the
national laboratories (Sandia Corporation], the US Government, where he was
Deputy and Acting Director, Tactical Technology Office, Advanced Research
Projects Agency - and with various defence contractors, such as the Institute
for Defense Analyses and System Planning Corporation. He is a former member
of the Weapons Systems Evaluation Group, US Army Science Board, and a former
consultant to the Arms Control and Disarmament Agency and Senate Foreign
Relations Committee. He currently directs The Redwood Institute, which was
formed to address the internal problems America faces - such as illegal
drugs, crime and impoverished education - and to identify root causes,
evaluate national policy and devise alternative policy options.

The Author is a pioneering analyst and is perhaps best known for his
ground-breaking studies of nuclear weapons policy, the impact of
precision-guided munitions, the nature of the Soviet nuclear threat, the
risks arising from chemical and biological warfare agents, and intelligence
aspects of international narcotics trafficking. His unclassified books
include The Theater Nuclear Offensive [1976, reprinted ten times]; Soviet

Just Say Yes:
Covert Action and Drug Empires

The story broke on 18 August 1996. Gary Webb, a reporter for the San Jose Merc
ury News published "Dark Alliance: The Story Behind the Crack Explosion," the
first in a series of articles that seemed to charge that agents of the
Central Intelligence Agency had facilitated, if not created, the crack
epidemic that had swept America. Webb's story had three critical threads:
first, that the drugs were sold to finance the contra war in Nicaragua;
second, that this CIA operation was substantially responsible for the
horrific crack epidemic in America; and third, that at the very least, the
CIA knew of the operation, and at the very worst, the agency approved of
it.[1]

The charges hit all of America like a hammer; they hit the African American
community like a bomb. Proponents of white conspiracy theories had a field
day, accusing the U.S. government of creating and selling crack, a cheap and
dreadfully addictive derivative of cocaine, as part of a plan to degrade and
destroy Black America.[2] At the peak of the ensuing political storm, CIA
Director John Deutsch chose a remarkable course: he appeared before a
boisterous and hostile public forum in South Los Angeles to try to refute the
charges.

What made Deutsch's task all the harder was the established fact that CIA and
American intelligence operatives have historically cooperated with and
supported drug empires around the world. Under the guise of "national
security," agencies of the U.S. government have provided security, weapons,
protection from local law enforcement, covert or officially protected supply
lines into the United States, immunity from prosecution (federal, state, and
local), amnesty for convicted drug smugglers and dealers, and even the return
of lawfully seized property used in or derived from drug activities.

What makes CIA involvement even more damaging is that the agency has not
merely used drug syndicates on occasion, or only exploited small
organizations. Instead, many of the largest, most far-reaching, and most
destructive drug trafficking operations have benefitted from the protection
and support of U.S. intelligence agencies, including:

o   the French Connection

o   Laotian heroin and opium networks

o   Drug lords of the Golden Triangle (Burma)

o   the Afghan mujahedin

o   the Nicaraguan contras

U.S. intelligence connections have been critical to the development of these
drug empires and pipelines into the mainline of the United States. While it
is unlikely that anyone in the CIA, especially among the responsible
officers, promoted the production and selling of drugs, the agency would be
very bad at its job if it was not aware of the drug connections of both its
contract agents and its allies. There is a saying when a government official
or operator has to do bad things to prevent worse things from happening: "You
can't make an omelette without breaking a few eggs." When it comes to
drug-dealing allies, however, another homily is more apt: "You can't lie down
with dogs without picking up fleas." The result of lying with these dogs,
however, has been far worse than flea bites.

THE COLD WAR, U.S. INTELLIGENCE,
AND THE FRENCH CONNECTION

Across south Asia, from the craggy peaks of Afghanistan to the forested
mountains of the Burmese Golden Triangle, the routine is remarkably similar.
A farmer examines the green seed pod sitting atop a three-foot stem. Using a
special curved knife shaped like a large claw, he scores the egg-sized pod
with several parallel cuts, allowing the white milky sap to seep out. It
quickly congeals into a dark-brown rubbery gum. When the pod is drained, the
farmer uses the knife to scrape off the almost black goo, rolling it into a
ball; another pellet of opium has been harvested.

Not too many years ago, much of the crop would have been consumed locally,
pinched off in tiny brown balls and fingered into a pipe. Most of it would
have been smoked in the opium dens of cities with exotic names: Bangkok,
Phnom Penh, Vientiane, Hong Kong, Peking,[3] Karachi, Jalalabad, or Istanbul.
Today, however, though the rubbery ball looks brown, it is in fact gold. It
will be transported to a local lab, where it will be processed into morphine
weighing about 10 percent of the original opium. Loaded into a larger pack,
it is hauled, often by mule train, over rugged mountain passes, to a
sophisticated chemical lab. There the crystalline morphine is processed
through several more stages, eventually emerging as "No. 4" heroin, a white
flaky powder anywhere from 80 to 99 percent pure.[4] It is now ready to be
shipped to America.

   Don't "blame" me for that quote, Harris. Blame St. James. "Even so faith,

   My suit against Mfest is a matter of distinguishing between phonies who

 such distinctions concerning a 'private sector'.  This reality

 Army, NASA Merger Urged

 There's nothing like hard times to bring folks together.
 Take, for example, NASA and the US Army.

 NASA's botched missions to Mars have put it on Washington's
 short list for budget cuts. And the Cold War has made Army
 spending another prime target.

 That's why the two are pooling their resources to improve
 something they both do undeniably well: computer simulation.

 Who, after all, but the Army can virtually fire a Howitzer?
 And who but NASA can simulate a space station docking?

 On Wednesday, the two government agencies announced plans to
 jointly develop simulation technologies. They hope teamwork
 will make the Army a lighter force and help NASA build the
 International Space Station and launch future space missions.

 "Some of our failures with the station and the [space] program
 helped sell the [collaboration]," said Samuel Venneri, NASA's
 chief technologist, in an interview. "People realized that we
 are at a limit of our capabilities."

 Neither the Army nor NASA disclosed financial details about
 the relationship.  The agreement follows on the heels of a
 1999 announcement that the Army would fund an "Institute for
 Creative Technologies," affiliated with the University of
 Southern California, to explore common uses for simulation
 technologies developed by both the entertainment industry
 and the Army.

 Announcement of the NASA partnership coincided with a
 conference on the Army's Simulation and Modeling for
 Acquisition, Requirements, and Training (SMART) program.

 The collaboration provides a way for the Army to train its
 troops to be combat-ready more cost-effectively and with less
 risk, said Paul Hoeper, assistant secretary of the Army for
 acquisitional logistics and technology. "Training is dangerous.
 We need to make it more effective at all levels." Hoeper wants
 Howitzer-firing simulators that look, sound, feel, and even
 smell like the real thing.

 While simulations are getting better, they're not good enough.
 "If you have a very good imagination and withhold skepticism,
 you can imagine that you're in the vehicle," Hoeper said. "We
 need to work harder on the sense of balance, the passage of
 time, some of the emotional issues soldiers feel when they're
 really in combat. Years from now, you shouldn't be able to
 tell the difference."

 If that conjures up bizarre images of virtual wars fought by
 virtual warriors, NASA's Venneri has an even more developed
 view of the kind of simulation he hopes the partnership will
 achieve.

 "In 20 years, I'd like to have people walk into a virtual room
 that would engage all your senses, hearing, touch, and smell,"
 Venneri said.

 "I would warp people from different parts of the world into
 that room, like a Star Trek holodeck environment that could
 transport you anywhere. And then, talking in natural language,
 you could literally do things in months that would otherwise
 take you years."
