In coming weeks, the Weekly Analysis will explore the historical forces at work in America and abroad to understand the likely foreign policy challenges and choices of the next president. _ The Next President Part One: The Elections and Beyond Summary By all appearances, foreign policy will not be a major issue in the coming U.S. presidential campaign. But it will be a major issue for the next president who will wrestle with a fundamental task, determining America's relationship to the rest of the world. It will come in many disguises, but the question will be the same: Has the balance of power in Eurasia stabilized enough to allow Washington to reduce its political and military commitments? Or not? Analysis From all appearances, foreign policy will not play a major role in the coming U.S. presidential campaign. The candidates have not really confronted each other over foreign policy issues, and the media have not plugged these issues into the political equation. While the candidates and electorate may not be deeply interested in the world, that does not mean the world is not interested in them. What people think is important and what will be important are often two different things. The next president will wrestle with a fundamental question: What is America's relationship to the world? This will not be a debate between internationalism and isolationism but instead a question in search of an answer: Has the Eurasian balance of power stabilized sufficiently to allow the United States to reduce its exposure and risk taking? In looking at this long-term question, it is important to note that contrary to foreign policy fantasies in Washington, history is shaped less by foreign policy specialists than impersonal forces. No one truly controls foreign policy on a planet of 6 billion people. Instead, policy makers are much more prisoners of these forces - geography, population, economics - than they are in control of them. There is an apparent paradox here: If no one is really in charge, then what difference does it make who is elected to the White House? The paradox can be answered this way: As individuals, neither George W. Bush nor Al Gore is of particular consequence. In some ways, they are interchangeable. Nevertheless, the Republican and Democratic parties are creatures from different parts of American political culture. They represent different interests that, in turn, exert different pressures on the direction of foreign policy. The differences should not be overstated - the two parties are intertwined, a sign of relative health and stability - but the divisions are there and they matter. While no one can predict what either man would think in the White House, it is possible to look at where they are coming from and survey the terrain in which one of them will make policy against a backdrop of powerful historical forces. Whoever is elected will confront one fundamental issue cloaked in differing disguises: What is the relationship between the United States and the world? It is the same question that America has faced throughout its history. The United States dominates North America politically, militarily and economically. North America is effectively an island. Though extraordinarily prosperous, it is not invincible. If, for instance, all of the resources of the Eastern Hemisphere were to be united and mobilized against it, the United States would be at risk. Therefore, three times during the 20th century, the United States intervened in the Eastern Hemisphere to prevent its integration into a single system. A recent issue of the FBI Law Enforcement Bulletin carried an article on how to recognize them. It's too bad the Bulletin isn't on your coffee table, because, according to the article, you're probably an extremist yourself. The article, "Vehicle Stops Involving Extremist Group Members," by James Kobolt, tells us it's important to be able to tell who's an extremist because when the cops pull over a vehicle in a routine traffic stop, it may well be packing extremists and the extremists may be packing lead. "Sadly, most officers can recall a traffic stop in their state that involved a member of an extremist group and ended in a surprise fight for survival," the article avows, offering no support whatsoever for that statement. In any case, the way to recognize an extremist is fairly easy. First, we're told, "extremists' vehicles may sport bumper stickers with antigovernment or pro-gun sentiments," among other signs. Well, like what? The article offers two hypothetical examples of "bumper stickers with antigovernment or pro-gun sentiments." These are "Know Your Enemies: They Are Your Leaders," and "Joe McCarthy Was Right." You're probably catching the article's drift by now. The article offers one actual example of an incident involving extremists, when two "members of the neo-Nazi group Aryan Nations and white supremacist religion Christian Identity" fired at Ohio police after being stopped. We're not told what "sentiments," if any, the pair's bumper stickers expressed, but the reason they were pulled over was that their license plates had expired. There are, of course, other ways to detect extremists, especially if they don't believe in drivers' licenses or car registration. In that case "they may present handmade licenses, a copy of the Constitution, a Bible, or political literature." No doubt the nuts who run around with the Constitution or the Bible in their vehicles are the most dangerous of all. You probably need to shoot them on sight. Nevertheless, "Once officers decide a subject may hold extremist beliefs," the article cautions, "they should develop a plan of action." The rest simply regurgitates fairly routine security procedures that most street cops learn at the police academy; the article's clear purpose is not to tell experienced law enforcement officers that kind of stuff but rather to wash their brains a bit. What the article is injecting into the minds of the police officers who read it is that anyone who expresses support for the Second Amendment in a bumper sticker is an "extremist" and a likely killer. Similarly, anyone who expresses "antigovernment" sentiments is also probably an "extremist" and a killer. But what, besides agreeing with Joe McCarthy, constitutes extremist "anti-government" sentiments exactly? "Abolish the IRS"? "Don't Vote. It Only Encourages Them"? "Get US out of the UN"? All those are real bumper stickers that express "antigovernment" sentiments. Do those who display them need to be approached with caution? Nowhere does the article offer any real instance of cops being harmed by people who displayed any kind of bumper sticker, and nowhere are there any other kinds of "extremist" sentiments offered. What about stickers praising Karl Marx, Fidel Castro, Mao Tse-tung, or Malcolm X? Do "extremists" include anti-white racists, Hispanic separatists, adherents of fringe religious cults like Santeria or any number of other oddballs? The article never mentions any of them. The article itself is what's really dangerous, and the FBI Law Enforcement Bulletin needs to get itself a new editor who will refuse to publish garbage like this. What's dangerous about it is that it teaches cops unlikely to know any better that anyone who expresses perfectly harmless and entirely legitimate political ideas drawn from the mainstream of American history and political culture is a violent crackpot who needs to be watched and will probably boil over at any moment. There are indeed nutty people out there, and some of them may be dangerous and more or less say so on whatever bumper stickers they paste on whatever vehicles they drive. But there are other nuts as well whose ideas are far more extreme than anyone who's against big government and gun control. Sunday August 13, 2000; 3:05 PM EDT Farrakhan's Lieberman Barb Has Rangel and Jackson on the Hot Seat Vice President Al Gore's selection of Joseph Lieberman as his running mate provoked a serious split in the leadership of the Democratic Party's most loyal constituency on Sunday, as two politically prominent African-Americans attempted to handle the anti-Semitic hot potato tossed at them Friday by Nation of Islam chief Louis Farrakhan. "Louis Farrakhan and anyone like him should not be welcome in the Democratic or Republican Party," Harlem congressman Charlie Rangel, D-N.Y., told CNN's "Late Edition" when asked about Farrakhan's charge that Lieberman, as an Orthodox Jew, might be more loyal to Israel than to the United States. "I think that the nomination of Joe Lieberman is not for the Jewish people but for a stronger America," Rangel added. "There has been such overwhelming support (among African-Americans)." But when host Wolf Blitzer asked about Lee Alcorn, the Dallas NAACP president who was forced to resign Thursday after criticizing Lieberman as a "Jew person" whose "primary interest is money," Rangel grew defensive. "The problem we have (is) that we have professional Jewish people who make a living out of searching out anti-Semitism," said the congressman. "And they find it easier to reach out and to get some black that's out of step with the rest of the black community, and to point that out as being black anti-Semitism, when they know throughout our country we have anti-Semitism coming from whites that are more powerful and do more damage, but they don't single them out." Responding to Rangel's complaint, which he first made during an appearance on Bloomberg Radio Friday, Anti-Defamation League Director Abe Foxman said, "The facts are that unfortunately, anti-Semitism is significantly more prevalent in the African-American community than with any other group." Farrakhan's doubts about Lieberman's allegiance to the U.S. had the Rev. Jesse Jackson walking a similar tightrope during an appearance on ABC's "This Week." "I'm convinced Lieberman can pass any loyalty test," Jackson told Cokie Roberts. But he challenged the Connecticut senator to assure those who are concerned about the role his Jewish faith will play. "Now here's a Jewish person who must meaningfully address Protestant groups and Muslim groups and give them a sense of comfort on the question," said Jackson, who then repeated, "I'm convinced he can pass that kind of loyalty test." When asked if he thought Farrakhan was right to raise the issue of Lieberman's loyalty, Jackson inexplicably denied that the Nation of Islam leader had done any such thing. "He is not the one who has raised that question. After all, Catholics have raised the question and Southern Baptists and the Christian Coalition, in fact, raised the question. But (Lieberman) can answer the question. That's the good news." Jackson's denial notwithstanding, Farrakhan was quoted in Saturday's Los Angeles Times explicitly questioning Lieberman's loyalty. ^ "Mr. Lieberman, as an Orthodox Jew, is also a dual citizen of Israel," he told reporters gathered to hear him promote his next Million Man March. Advertise Your Banner Here Lieberman Void of Moral 'Kosher Beef,' Says Rabbi Stephan Archer Wednesday, Aug. 9, 2000 Ever since Al Gore announced he would ask Joseph Lieberman to be his running mate, the press has praised the pick, claiming the Jewish senator's moral impeccability would help separate the vice president from the scandals of the Clinton administration, but at least one rabbi says the Connecticut legislator's morality is far from Orthodox. Rabbi Yehuda Levin, founder of the New York-based Jews for Morality, told NewsMax.com his community of Orthodox Jews is embarrassed by the portrayal of Lieberman as a model of their faith. He said that although Lieberman remembers the Sabbath by refusing to work, the senator appears to forget the Jewish Orthodox moral code the other six days of the week when at work. "It's very ironic that the liberal media is spinning Joe Lieberman as 'Mr. Morality' because he made a few nice sound bites," said Levin. "But the question is, where's the kosher beef when it comes to morality?" Referring to Lieberman's voting record, Levin pointed out the senator shares Gore's support for abortion rights and voted against the partial-birth abortion ban. He also voted against a separate housing and platoon requirement for male and female recruits in basic training. Speaking of Lieberman's pro-abortion stance, Levin said, "There's no way in the world that any Orthodox Jew could possibly support something so horrific." Levin added that every Orthodox Jewish child knows that abortion is "akin to murder." Lieberman promoted the homosexual agenda as well when he supported legislation prohibiting discrimination of gays in the workplace, a piece of legislation Levin believes is a step closer to a national homosexual rights bill. He also supported the National Endowment for the Arts, an organization Levin says supports anti-religious propaganda and pornography as art. Referring to homosexuality, Levin said, "A moral wrong can't be the basis of a civil right." Borrowing from Sen. Daniel Patrick Moynihan, D-N.Y., who used the term "defining deviancy down" as a way to describe the nation's lack of social values, Levin called Lieberman's type of Orthodoxy "defining Orthodoxy down." "It's like an affirmative action level of Orthodoxy, meaning (Lieberman) will walk to synagogue and be pictured in newspapers walking to synagogue on the Sabbath and not using the car, but (he) will go inside the legislative rotunda, and (he) will sign legislation to continue the full funding of the National Endowment for the Arts despite the fact that it was mocking Christianity," explained Levin. But doesn't Lieberman vote like Cheney and Bush, as the media purports? "Joe Lieberman does not vote anything with the moral consistency of a Cheney or even a Bush," said Levin. How Lieberman Really Voted Lieberman's voting records obtained by NewsMax.com support Levin's statement. According to the leftist group Americans for Democratic Action, Lieberman's lifetime voting average is 74 percent. A "perfect liberal quotient," according to the ADA, would be 100 percent. Conversely, the American Conservative Union gave Lieberman a lifetime voting average of 20 percent. The ACU considers "good conservatives" to score 80 percent or better. These two scores hardly show Lieberman as a good conservative, and they don't indicate he votes along the lines of Cheney or Bush. Levin told NewsMax.com he believes Gore's No. 1 reason for picking Lieberman is to separate himself from Clinton. The fact that Gore made history by picking the first Jewish running mate on a national ticket is simply a fringe benefit. "It will make him (Gore) feel kosher morally with the so-called credentials of Senator Lieberman," Levin said. "He had to do something to show that he's not another 'Slick Willie,' and this is as dramatic as he can get to cloak himself in the garb of Orthodox respectability that is worn by Lieberman." What about Hillary? "I think it might prove to be very helpful for Hillary Clinton, but I don't think that Gore is worried right now about Hillary Clinton's race. I think he's floundering and worried about his own race," Levin responded. Clear and sunny, visibility unlimited... the LIBERTY, an elaborate state-of-the art intelligence gathering platform, was in international waters off the Gaza strip and was flying the Stars and Stripes. Israeli reconnaissance planes flew overhead for hours. Pilots and ship's crew waved to each other. Then, inexplicably, unmarked Israeli aircraft began attacking the ship. The defenseless LIBERTY radioed for help. Two aircraft carriers in the Med responded by launching fighter aircraft. Unbelievably, they were recalled by the White House. RADM Geis, then commanding the carriers in the Sixth Fleet, called Washington personally to confirm the order. SecDef McNamara came on the line, then President Johnson. Johnson indicated to Geis that the aircraft were to be returned, that he would not have his allies embarrassed, and that he didn't care who was killed or what was done to the ship. Sailors were ordered not to discuss the incident with ANYONE under threat of court-martial. We waited for the investigation... and for the explanations and the answers. Why did Israel attack the ship? Why did the U. S. Government turn its back on the crew members? The answers never came. There has NEVER been a congressional investigation. No congressman has the guts to even suggest such a thing. There has been a NAVY-controlled white-washed investigation of the crew's actions during the attack, but nothing else was covered. Even in this, evidence was changed, and officers who knew the answers were not asked the right questions. The attack has been a matter of controversy since 1967. Survivors and many key government officials including Secretary of State Dean Rusk and Joint Chiefs of Staff Chairman Admiral Moorer say the attack was no accident. * Two Israeli officers have come forward to admit that the attack was no accident. Yet the Israeli government and its supporters insist it was a "tragic case of misidentification" and charge that survivors and their eyewitness supporters are lying. It is a map of the prehistoric cosmos Dr Michael Rappenglueck The map, which is thought to date back 16,500 years, shows three bright stars known today as the Summer Triangle. A map of the Pleiades star cluster has also been found among the Lascaux frescoes. And another pattern of stars, drawn 14,000 years ago, has been identified in a cave in Spain. According to German researcher Dr Michael Rappenglueck, of the University of Munich, the maps show that our ancestors were more sophisticated than many believe. Scientific heritage The Lascaux caves, with their spectacular drawings of bulls, horses and antelope, were painted 16,500 years ago. The caves may have been a prehistoric planetarium where the stars were first charted Discovered in 1940, the walls show the artistic talents of our distant ancestors. But the drawings may also demonstrate their scientific knowledge as well. The caves could be a prehistoric planetarium in which humanity first charted the stars. The sky map has been found in a region of the Lascaux caves known as the Shaft of the Dead Man. Painted on to the wall of the shaft is a bull, a strange bird-man and a mysterious bird on a stick. Summer triangle According to Dr Rappenglueck, these outlines form a map of the sky with the eyes of the bull, birdman and bird representing the three prominent stars Vega, Deneb and Altair. The ancient star map shows a bull, birdman and a bird on a stick Together, these stars are popularly known as the Summer Triangle and are among the brightest objects that can be picked out high overhead during the middle months of the northern summer. Around 17,000 years ago, this region of sky would never have set below the horizon and would have been especially prominent at the start of spring. "It is a map of the prehistoric cosmos," Dr Rappenglueck told BBC News Online. "It was their sky, full of animals and spirit guides." Seven sisters But the sky map is not the only evidence that prehistoric man took a keen interest in the night sky. Nearer to the entrance of the Lascaux cave complex is a magnificent painting of a bull. Cave drawings in Spain may also point to the stars Hanging over its shoulder is what appears to be a map of the Pleiades, the cluster of stars sometimes called the Seven Sisters. Inside the bull painting, there are also indications of spots that may be a representation of other stars found in that region of sky. Today, this region forms part of the constellation of Taurus the bull, showing that mankind's identification of this part of the sky stretches back thousands of years. Northern Crown Dr Rappenglueck has also identified a star map painted on the walls of a cave in Spain 14,000 years ago. The Cueva di El Castillo cave, in the mountains of Pico del Castillo, contains a region called the Frieze of Hands. At the end of this remarkable section can be found a curved pattern of dots. "Nobody paid much attention to it," said Dr Rappenglueck. "But, it is obviously a drawing of the constellation we call the Northern Crown. It is remarkable." The archaeologists who have looked at Dr Rappengleuck's conclusions have so far agreed that they are reasonable and that he may have uncovered the earliest evidence of humanity's interest in the stars. Prehistoric Moon map unearthed A map of the moon with the rock carvings superimposed on it By BBC News Online Science Editor Dr David Whitehouse A map of the Moon 10 times older than anything known before has been found carved into stone at one of Ireland's most ancient and mysterious Neolithic sites. Dr Phil Stooke: I am confident it is the moon It has been identified by Dr Philip Stooke of the University of Western Ontario in Canada. He spends most of his time preparing maps of asteroids based on spacecraft observations, but he has also prepared detailed maps of the Moon. What puzzled him greatly was that there was no recorded map of the moon older than about 500 years. "I simply could not believe this," he told BBC News Online. "I felt there just had to be an older map somewhere." Prehistoric tombs So he began looking in old manuscripts and history books as well as the records of excavations of the Neolithic sites of the British Isles. The world's oldest map of the moon? Then he found one. It took the eye of an expert to see it for what it was. It was carved into a rock in one of Ireland's most remarkable prehistoric tombs at Knowth, County Meath. "I was amazed when I saw it. Place the markings over a picture of the full Moon and you will see that they line up. It is without doubt a map of the Moon, the most ancient one ever found," said Dr Stooke. "It's all there in the carving. You can see the overall pattern of the lunar features from features such as Mare Humorun through to Mare Crisium." Before this discovery, the oldest map of the Moon was by Leonardo da Vinci, drawn about 1505. The Knowth map is 10 times older. Knowth is already a major focus of research into understanding prehistoric man. Now it will become one of the most important scientific sites in the world. "The people who carved this moon map were the first scientists," says Dr Stooke. "They knew a great deal about the motion of the moon. They were not primitive at all." The passage tomb at Knowth is estimated to be about 5,000 years old. It was obviously built by men who had a sophisticated understanding of the motions of the Sun, Moon and stars. It is known that many stone circles and ancient tombs are aligned with the Sun but less attention has been paid to possible lunar alignments. This is despite the fact that at certain times the Moon can rise or set at any location on the horizon that the Sun can. Series of arcs Investigations at Knowth almost 20 years ago showed that at certain times moonlight could shine down the eastern passage of the tomb. Remarkably, the moonlight would also fall on the Neolithic lunar map. During excavations, the stone in question was named Orthostat 47. Its right-hand section contains a series of arcs. The circular limb of the moon is not included in the carving. Dr Stooke believes that it may have been drawn on the rock with chalk or with coloured paint. New Technology Out Of Africa In Early Ice Age Using geological clues from an ancient shift in the Earth's magnetic field, scientists working in Israel have significantly pushed back the date of an "out of Africa" migration of early humans that brought new technologies to Eurasia in the midst of the early Ice Age. Their findings also indicate that our ancestors' tool-making skills were more sophisticated for that time than previously believed. In an article in today's issue of Science, a team working at the archaeologically rich site of Gesher Benot Ya'aqov (GBY) in the Dead Sea Rift of northern Israel reports that early humans belonging to the species Homo erectus traversed the corridor between Africa and Eurasia 780,000 years ago, bringing with them new technologies. According to co-author Craig Feibel, a geologist and assistant professor of anthropology and geology at Rutgers, the findings indicate this migration occurred some 250,000 years earlier than had been suspected. They also confirm that the site's abundant trove of stone tools, including handaxes and cleavers, reflects a higher level of skill and sophistication than scientists thought existed at that time. Feibel, who was one of two geologists on the team, reconstructed the geological sequence from sediments at GBY. The sediments showed clear evidence dating them to the most recent reversal in the Earth's magnetic field 780,000 years ago, says Feibel. "Until this recent work, we didn't have a clear age estimate. Scientists had estimated the technology and associated flora and fauna at a half million years, but that was conservative," Feibel said. "This time, we were fortunate to find in the sediments a record of the shift in the Earth's magnetic field, which is a well-dated phenomenon." Feibel noted the discovery was a serendipitous one that the team had not been seeking, but one that solved a long-standing mystery regarding the site's true age. Thousands of extremely well-preserved artifacts along with fossils have been found at GBY, which is a "wet" site. Organic matter is well preserved at GBY, in contrast to sites in Africa where much evidence of hominin occupation and flora and fauna has disintegrated over time. GBY was discovered in the 1930s and has been the site of many excavations. The article's authors note that the "archaeological data from the site portray strong affinities with African stone tool traditions. It also reflects adroit technical skills and in-depth planning abilities." Early Pleistocene hominins were bringing with them their lithic technologies that would eventually be found throughout Eurasia. "What we see at GBY is a whole new technology that also was found at Olduvai Gorge in Tanzania. All of the technological breakthroughs seem to have been made in Africa, and they came out of Africa," Feibel said. The migration through GBY was occurring during the Pleistocene Epoch, when the climate would have concentrated movement near the equator. The article notes that more than a dozen "archaeological occurrences" are identified in the geological sequence, showing repeated occupations of the same area over a prolonged period. The interdisciplinary team included two archaeologists, two geologists, one paleontologist and two paleobotanists. The project began at GBY in 1989. In addition to Feibel, the article's authors are Naama Goren-Inbar and Idit Saragusti of the Institute of Archaeology at Hebrew University, Jerusalem, Israel; Kenneth L. Verosub of the department of geology at the University of California at Davis; Yoel Melamed and Mordechai E. Kislev of the department of life sciences at Bar-Ilan University in Ramat Gan, Israel; and Eitan Tchernov of the department of evolution, systematics and ecology at Hebrew University. Mr. Clinton announced the effort after General Augusto Pinochet, the former Chilean dictator, was placed under house arrest in England in 1998. Mr. Clinton ordered agencies throughout the federal government to review and broadly make public secret U.S. documents relating to political violence and human rights abuses in Chile from 1968 to 1991. But the director of central intelligence, George Tenet, decided this week against declassifying hundreds of documents culled from files and databases inside the agency's secretive Directorate of Operations. He based his decision on grounds that making them public them would reveal too much about CIA sources and methods. An agency spokesman, Bill Harlow, said hundreds of other CIA documents would be released as scheduled Sept. 14, including some pertaining to covert operations in 1970 that were aimed at keeping Salvador Allende, a socialist, from taking the presidency. But agency officials have determined that hundreds of others, Mr. Harlow said, cannot be made public without damaging intelligence sources and operational methods. Another senior intelligence official said that ''a compelling case has been made with regard to how methods would be affected'' if certain documents related to later covert activities in Chile were made public. ''No one is hiding a human rights abuse in what's left,'' the official said. ''This was not a frivolous decision. At the end of the day, we could only go so far.'' But the CIA's last-minute reluctance to make public the documents compiled by its own personnel has triggered criticism inside and outside the Clinton administration. ''We have built an inter-agency process to declassify as many documents as possible, consistent with protecting sources and methods,'' said P. J. Crowley, a spokesman for the National Security Council. ''Between now and next month, we will be pushing everyone involved to make sure we declassify as much as we can.'' Another administration official, demanding anonymity, offered a harsher assessment. ''The credibility of the whole project has been hurt by the way the CIA has handled it,'' the official said. The FBI just wants to catch terrorists, child pornographers, and spies. (Recruitment is down.) A new government-approved standard for telecommunications equipment violates the Fourth Amendment's prohibition against unreasonable searches and seizures, critics say. The standard, released in updated form last week by the Telecommunication Industry Association, instructs telecommunications hardware manufacturers on how to build their equipment so that it complies with a federal wiretap law passed by Congress in 1994. The Communications Assistance for Law Enforcement Act was created to help law enforcement officials conduct wiretapping operations involving digital equipment and networks. "The whole idea of CALEA was for the FBI to be able to continue to conduct the surveillance that they could do on the old telephone networks," said Derek Khlopin, regulatory counsel for the TIA. CALEA mandates that telecom carriers make their systems capable of tracking calls placed through their networks, Khlopin said. The law provides a safe harbor for carriers whose systems adhere to industry-created and government-approved standards for CALEA-compliance. After consulting with industry, law enforcement, and privacy groups, the Federal Communications Commission approved the telecommunication industry's standard. But the American Civil Liberties Union, the Electronic Frontier Foundation, and the Electronic Privacy Information Center brought suit against the FCC this spring, alleging that the commission's treatment of packet-mode communications is unconstitutional. Packet-mode networks transmit voice or data messages by breaking them up into small envelopes called packets. Packets of diverse origins and destinations can share one line. By contrast, circuit-mode communications rely on a two-way pipe that stays open. Although CALEA specifically exempts Net-based services, the Internet, with its reliance on TCP/IP, is a packet-mode network. The lawsuit arose in part because in packet-mode communications, it is not possible to separate the call-identifying data -- origin, time/date information, and destination -- from the content of the call itself. (This separation can be made in circuit-mode communications.) The distinction seems subtle, but is an important one given the legal standard that law enforcement must prove in order to get a wiretap warrant, said David Sobel, EPIC's general counsel. Getting access to call-identifying information is easy, he said. Law enforcement officers only have to show that they need the data and that it is relevant to an ongoing criminal investigation. But getting at the contents of a call is a different matter, he said. A judge won't grant a warrant unless the cops can show that the call is related to a specific crime, that they have "probable cause" to believe that a crime is or will be committed by the person making the call, and that the warrant will be effectual in getting communications related to the crime. The FCC's action, he said, eliminated the higher standard by requiring that all packet-mode communications be turned over to law enforcement. "Armed with this lesser order, they're going to get the full content of packet-mode communications because the call-identifying and the content information are both in the same packet," Sobel said. "So you have to trust that they're going to strip out the call-ID information and ignore the content. "To give the government access to private communications under a standard of less than probable cause is a violation of the Fourth Amendment." The lawsuit is still pending a decision by the Federal Circuit. But an FCC official said that although the FCC's order requires that all packet-mode communications be turned over upon a court order, the FBI can use only the data they have a warrant for. "They're supposed to discard the content information," said the official, asked not to be identified. But he added that with call-identifying information and call content mixed in one packet, "that seems hard to do." The FCC's justification for the order relies on good faith by law enforcement and the watchful eyes of the courts to toss out illegally obtained evidence. "We recognize that the solution we have crafted above is not perfect because a (law enforcement agency) may receive both call-identifying information and call content under a (lower standard)," the commission wrote in its report. "We note, however, that independent legal barriers exist which will protect, to a certain extent, the privacy rights of individuals until a permanent solution is developed." Because of the uncertainty, the FBI and the Department of Justice have made it a policy to always seek a higher standard when getting warrants for packet-mode networks, said Mike Warren, senior

Bush, Richard Cheney and, to a lesser extent, Al Gore. In one column, David Broder referred to the bizarre prospect of a presidential campaign in which three of the four candidates have ties to oil. [WP, July 30, 2000] But these stories have not detailed for the American people how strong how fundamental are the business and political connections between the Bush family and the oil industry, a relationship dating back at least 50 years and inextricably tied to the familys wealth and power. Gores ties to Occidental Petroleum through family stock ownership and his fathers work for the company and even Cheneys five years at the helm of Halliburton, the giant oil-service company, pale by comparison. Also left unexplored in the press accounts is what effect the restoration of the Bush familys oiligarchy might have on the future of the environment and its defenders at odds with oil drillers from Texas to Nigeria, from the Arctic Ocean to the Persian Gulf. Another untouched question is how an oil-friendly George W. Bush presidency would treat the New Economy, whose technologies cut demand for energy and thus poses a long-term threat to the oil industry, a pillar of the Old Economy. An examination of these relationships finds that the Bush family network of close associates, business partners, political supporters and advisers are so intertwined with the oil industry that to understand the Bush family legacy and its emerging political dynasty you must start at its confluence where politics and oil meet. Those interconnections spread out like the countless rivulets of a fertile delta, one that has nurtured and sustained the Bush familys power and influence for half a century. Former President George H.W. Bushs personal ties to the oil industry date back to 1950 when the Bush family encountered the first of many forks linking oil and politics. That fall, banker Prescott Bush, President Bushs father, ran for the U.S. Senate from Connecticut, mounting a strong but unsuccessful challenge to a popular Democratic incumbent. At about the same time, his son, a decorated World War II veteran and newly minted Yale graduate, launched his first oil company in Midland, Texas. With financial backing from Wall Street connections cultivated by his uncle, Herbert Walker, the 26-year-old George H.W. Bush joined an associate, John Overbey, to establish the Bush-Overbey Oil Development Co. According to one of the few serious biographies about the 41st president, Geor ge Bush: The Life of a Lone Star Yankee by Herbert S. Parnet, the new company received $350,000 in startup money from Uncle Walkers connections, including $50,000 from Prescott Bush. Washington Post publisher Eugene Meyer chipped in more than $50,000, some of which he put up in the name of his son-in-law, Phil Graham, who had married Katharine Graham, today the chairman of the executive board at the Washington Post Co. A web of influential connections was already forming. At this pivotal moment, a father and a son had launched new careers: one in oil and one in national politics, surrounded by allies who would come to exercise broad power in the last half of the 20th Century. Through hard work and a dependable line of Wall Street investors provided by Uncle Walker, Bush-Overbey Company remained in the black, if barely. For his first experience in the oil business, Bush touted a successful record, if not one of blockbuster deals or million-dollar profits. In those heady days, Midland had not yet become the capital of the Permian Basin oil industry. Midland was a small, close-knit community where people knew each other and pulled together. In this setting, Bush honed his skills as a professional oilman while building his own network of close personal associates. When Bush and Overbey were ready to expand their business in March 1953, they tapped their Midland network of oilmen friends to establish a new partnership, Zapata Petroleum Corp. Like Bush-Overbey, Zapata received generous startup contributions from Uncle Walkers East Coast money connections. Establishing Zapata also pulled Bush out of the grinding work of buying and selling oil rights leases into the more glamorous work of contract drilling for major suppliers. Bush was now in the big game, and by the end of 1954, Zapata had 71 wells producing 1,250 barrels of oil per day. In the end the objective of unseating the Sandinistas appears to have taken precedence over dealing properly with potentially serious allegations against those with whom the agency was working, CIA Inspector General Britt Snider said in classified testimony on May 25, 1999. He conceded that the CIA did not treat the drug allegations in a consistent, reasoned or justifiable manner. Still, Snider and other officials sought to minimize the seriousness of the CIAs misconduct a position echoed by a House Intelligence Committee report released in May and by press coverage it received. In particular, CIA officials insisted that CIA personnel did not order the contras to engage in drug trafficking and did not directly join in the smuggling. But the CIA testimony to the House Intelligence Committee and the body of the House report confirmed long-standing allegations dating back to the mid-1980s that drug traffickers pervaded the contra operation and used it as a cover for smuggling substantial volumes of cocaine into the United States. Deep in the report, the House committee noted that in some cases, CIA employees did nothing to verify or disprove drug trafficking information, even when they had the opportunity to do so. In some of these, receipt of a drug allegation appeared to provoke no specific response, and business went on as usual. Former CIA officer Duane Clarridge, who oversaw covert CIA support for the contras in the early years of their war against Nicaraguas leftist Sandinista government, said counter-narcotics programs in Central America were not a priority of CIA personnel in the early 1980s, according to the House report. The House committee also reported new details about how a major Nicaraguan drug lord, Norwin Meneses, recruited one of his principal lieutenants, Oscar Danilo Blandon, with promises that much of their drug money would go to the contras. Meneses and Blandon were key figures in a controversial 1996 series in the San Jose Mercury News that alleged a dark alliance between the CIA and contra traffickers. That series touched off renewed interest in contra-drug trafficking and its connection to the flood of cocaine that swept through U.S. cities in the 1980s, devastating many communities with addiction and violence. In reaction to the articles by reporter Gary Webb, U.S. government agencies and leading American newspapers rallied to the CIAs defense. Like those responses, the House Intelligence Committee report attacked Webbs series. It highlighted exculpatory information about the CIA and buried admissions of wrongdoing deep in the text where only a careful reading would find them. The reports seven findings accepted by the majority Republicans as well as the minority Democrats absolved the CIA of any serious offenses, sometimes using convoluted phrasing that obscured the facts. For instance, one key finding stated that the CIA as an institution did not approve of connections between contras and drug traffickers, and, indeed, cont ras were discouraged from involvement with traffickers. The phrasing is tricky, however. The use of the phrase as an institution obscures the reports clear evidence that many CIA officials ignored the contra-cocaine smuggling and continued doing business with suspected drug traffickers. The findings second sentence said, CIA officials, on occasion, notified law enforcement entities when they became aware of allegations concerning the identities or activities of drug traffickers. Stressing that CIA officials on occasion alerted law enforcement about contra drug traffickers glossed over the reality that many CIA officials withheld evidence of illegal drug smuggling and undermined investigations of those crimes. Normally in investigations, it is the wrongdoing that is noteworthy, not the fact that some did not participate in the wrongdoing. A close reading of the House report reveals a different story from the findings. On page 38, for instance, the House committee observed that the second volume of the CIAs inspector generals study of the contra-drug controversy disclosed numerous instances of contra-drug operations and CIA knowledge of the problem. The first question is what CIA knew, the House report said. To give the impression that Coke adds to a vibrant, healthy life. Yet Coke rightfully cannot make any nutrition claims. At least that is what their critics swear by and swear at. Hey, how come Drano and other pipe-uncloggers, do not also advertise with speed boat pictures, sports stars, and such? Some years ago, I interviewed on tape, a top official of the firm that makes the secret Coca-Cola base. That is Stepan Chemical, headquartered in the north suburb of Chicago, Northfield, and with plants elsewhere. They are the largest importer in the western world of coca leaves, used for Coke's base. A by-product, as admitted by the Stepan boss, is cocaine sold by them to the pharmaceutical industry. Does any of it also slip by as contraband? In the 1970s, some alternative journalists began heckling cocaine-linked Stepan Chemical. He said he was aware of the criticism of Stepan regarding cocaine. He could not go into it too far, he said, because of reasons of "national security". Or did he really mean, "Stepan security"? The bosses of Stepan have always been close to the Daley family that since the mid-1950s, with just a short hiatus, runs Chicago's city hall machine. Early on in their history, The Coca-Cola Company assisted the U.S. in espionage. When the company set up bottling plants and distribution facilities in a new country, sent in were spy operatives. The place to hang their hat was the offices and plants, worldwide, of the much ballyhooed drink. The cocaine trace made it addictive. So did the sugar content, according to some nutritionist. With the U.S. Senate subcommittee hearings on Iran-Contra late in the 1980,s, the CIA-Coca-Cola link was dealt with. Coke reportedly uses worldwide, mafia-type strong-arms to assure distribution and wreck competitors. Such as making soda pop competitors' refrigerator units in stores to over-night, disappear. In some places it is the traditional Sicilian and Italian mafia. In other places, former Soviet Secret Police agents the KGB, like in the U.S. and current Russia, called the mafiya. Elsewhere used reportedly are the numerous Japanese underworld, the Yakuza. Feeding on lush revenue of Coke ads, the press whores are not about to run news items or documentaries pointing out the reportedly close link between The Coca-Cola Company, covert operations of the American CIA, and the criminal cartel. A key player, reportedly combining covert operations and the soda pop, was Roberto Goizueta. A Cuban, he started with the firm at their Havana offices in 1954. From 1980 to about the time of his death in 1997, Goizueta was at the helm of the spy-pop witches brew, operating in most every place on the globe. Through stock options he became a billionaire. Goizueta's father was a Cuban sugar plantation dictator. Cuba was the major source of cane sugar used in the cola drink. Because of the ferment for change, needed was a new front man in Cuba. Batista, and the mafia, and the wealthy criminal families sucking the sugar blood out of Cuba, had overplayed their hand. Skolnick COCA-COLA's reputed spies and the corrupt Federal Witness Protection Program First, a short lesson in court corruption. How do a series of secretly related court cases get onto the docket of one Judge? As a case is in the process of being filed in the federal district court clerk's office, the case, under the rules, is supposed to be assigned by random selection, "blindman's buff" they used to call it. But, after studying and investigating court corruption for over 40 years, I know the term to be used is RANDOM MAGIC. One of the first things we probe when we are on the trail of a tainted or suspicious case is How did THIS particular case get on THAT judge's docket? We know from long experience, corruption starts with the assignment of cases. Another tell-tale sign is when THAT judge uses JUDICIAL PERJURY to "fix" the case in favor of a certain litigant. A judge under a malign if not corrupt influence inserts false so-called "facts" plucked out of the sky and not in the court evidence to justify their decision. In simplistic terms, the undisputed court evidence shows it is DAY. Operating under a corrupt influence, the judge proclaims it is NIGHT, and applies case law regarding NIGHT to support her decision. Judges operate by case law, that is, by prior landmark rulings or statutes which cannot obviously be changed or sidestepped that easily. So the corrupted judge changes the "facts" and applies case law to fraudulent facts. That in essence is judicial perjury. Not every case is the subject of malign influence. But, often the important ones are. Over the years, when we suspected a judge was corrupt, we examined their rulings to see if there are judicial perjuries. Kolody's confidant, who befriended him over the years and insinuated himself into the matter for some 10 years has been a local lawyer who was always sympathetic to Kolody's grievances against Coca-Cola and their adjunct, Simon Marketing. When Kolody retained an out-of-state attorney from Arkansas to represent him in 1998, the rules required the designation of an additional lawyer as "local counsel". That trusted "local counsel" was Kolody's long-time confidant Daniel V. Hanley, [(708)474-6633], of the Chicago suburb of Lansing, Illinois. All of Kolody's legal strategies and plans and those of his Arkansas lawyer, Dan Ivy, were discussed in confidence with Daniel V. Hanley. But strange things were happening. Coke's lawyers seemed to be able to "beat to the punch" Kolody and Dan Ivy, that is, heading off Kolody and Ivy's legal strategies which, of course, are confidential and not to be divulged by his "local counsel" Daniel V. Hanley. And Judge Blanche M. Manning arrogantly committed judicial perjuries, which some common people call straight out lies about what this copyright case was all about. The Judge evidently knew that she did not have to be careful. She refused to wipe out her judicial perjuries when confronted by Dan Ivy. As an electronic journalist, on May 18,2000, I attended a hearing before Judge Manning when she failed to do anything about her judicial perjuries in the Coca-Cola case. White House spokesman Jake Siewart said the offending downloads were traced back to a handful of employees, and reflected an uptick in porn surfing after other incidents that occurred about a year ago. We punish people if we can ID them, but its difficult, he said. Those who were identified were either suspended or reprimanded with warning letters put in their files, he said. One person left the White House after the incident because he was humiliated, Siewart said. The news was first reported on Wednesday by WorldNetDaily.com, a news Web site. The site reported that the downloading occured in the West Wing and raised national security issues, which the White House denied. The implication (in other reports) that this took place in the West Wing or breached national security is untrue, Siewart said. He also said that, despite the reports claim that significant names were among the offenders, the employees were no one you ever heard of. The surfing took place mostly at night. NO PERSONAL USE The White House has a strict no personal use policy regarding computers and the Internet, and a number of systems are in place to prevent people from violating that rule, Siewart said. When users log on at a White House terminal, they must click through a message that says he or she agrees to not use the computer for personal use. As with many computers in office environments, a firewall is in place which blocks a number of sites. If I tried to log on to my personal Hotmail account from the Web, I couldnt, Siewart said. I couldnt download an MP3 file from Napster. Siewart said the firewall was also installed as a security measure, to help prevent problems with viruses that are spread through e-mail. In 1999, the Bolivian government "privatized" the public water system in the city of Cochabamba, based on the "advice" (i.e. demands) of the World Bank. They only considered one bid, by a conglomerate led by Bechtel, the giant San Francisco-based engineering monolith. Bechtel and its pals were given a 40- year-lease. More than half a million people depend on the water to survive. What is important to understand is that there's nothing unusual behind such plans: it's modus operandi for both the IMF and World Bank. "Privatization" means selling public enterprises and natural resources to private corporations. The corporations are unsurprisingly almost always Western military-industrial titans. In exchange, the countries are infused with more cash. The sales job is that the corporations will run things more efficiently than a bungling government industry. It didn't work that way in Bolivia. Big surprise: why would an amoral money machine not abuse a granted private monopoly and the license to gouge? The conglomerate doubled and tripled prices. They claimed it was to recover the cost of a huge dam project in Misicuni, yet to be built. Many impoverished people suddenly couldn't afford the essence of life. The response from Bechtel, the Bolivian government, and the World Bank was a collective shrug. Get used to the new economic realities. Or, as Marie Antoinette would put it, "Let them sip champagne." The people of Bolivia responded to the economic rape and thievery with protests led by workers, environmentalists, and citizen's groups. A strike and transportation stoppage brought the city to a standstill. They were met with tear gas and bullets. Six were killed and 175 injured, including two children blinded from the chemical warfare. In April 2000, Hugo Banzer, the former Bolivian dictator and now the President, declared martial law. World Bank Director James Wolfensohn commented to reporters that, "The riots in Bolivia, I'm happy to say, are now quieting down." Bechtel issued a statement denying the upheaval in Bolivia had anything to do with its plundering, and suggested the revolt was the work of those opposed to a "crackdown on coca-leaf production." But the tide had turned. This time, the opponents of Corporatism (under the banner of "free trade globalization") ended in victory against the evil empire. While Bechtel and the Bolivian government tried to shift blame to the other, the industrial giant fled its offices and tried to extract a US$12 million exit payment. James Sabow? Was Marine Corps Col. James Sabow the victim of a military cover-up? by Nick Schou Tuesday, Jan. 22, 1991, began as a particularly busy day at the El Toro Marine Corps Air Station. Earlier that month, U.S. and allied forces in Saudi Arabia had begun the bloody air war that turned Operation Desert Shield into Operation Desert Storm. El Toro was on high alert, but all was quiet on F Street, a narrow lane of modest ranch houses for base officers and their families. One of those officers was Colonel James E. Sabow, a 51-year-old, no-nonsense, straight-as-a-ramrod Marine Corps jet pilot. His wife, Sally, a devout Catholic, rose early to dress for church. Normally, Sabow would already be at work, performing his duties as El Toros assistant chief of staff. But he hadnt worked for two days, ever since the bases commanding officer, General Wayne T. Adams, had temporarily relieved him and another officer, Chief of Staff Colonel Joseph Underwood, from their respective commands. By Stan Goff Tolemaida is hot. The whole Sumapaz River Valley is hotter than hell. Steep, semi-arid, plenty of thorns and mosquitoes, it's the perfect place for the Lancero School, where the Colombian military runs its toughest course of training and assessment. About 70 miles south of Bogota, Tolemaida is also home of Colombian Special Forces, kind of like the Fort Bragg of Colombia. I'd been married for the second time for only 10 days on Oct. 22, 1992, when 7th Special Forces sent me there. Bill Clinton was campaigning for the presidency against George Bush, and I remember the Delta guys who were billeted alongside us shrieking and carrying on when the election results came through. "That faggot lovin' draft dodger! Shit!" Delta was there training a select group of Colombian soldiers for "close-quarter battle," which means fighting inside buildings during hostage situations and the like. We were training two battalions of Colombian Special Forces in night helicopter operations and counterinsurgency tactics. Of course, we were there helping the Colombian army to defend democracy against leftist guerrillas who were the foes of democracy. It mattered not that only a tiny fraction of the population had the means to recruit and promote candidates or that terror stalked the population. I'm not being cynical. I'm just awake now. It took a couple of decades. Growing up, I lived in a neighborhood where everyone worked in the same plant, McDonnell-Douglas, where F-4 Phantoms were built to provide close air support for the troops in Vietnam. My dad and mom both riveted, working on the center fuselage assembly. I just understood that it was my duty to fight the godless collectivist menace of communism. So, I joined the Army seven months after I squeaked through high school. In 1970, I volunteered for the airborne infantry and for Vietnam. In the years that followed, I found out that I didn't know communism from cobblestones. All I saw in Vietnam was a race war being conducted by an invading army, and very poor people were taking the brunt of it. I left the Army after my first hitch, but poverty coaxed me back in in 1977. Soon, I had stepped onto the slippery slope of a military career. But I didn't like garrison soldiering and I did like to travel. So, it was inevitable that I ended up in Special Operations, first with the Rangers, later with Special Forces. In 1980, I went to Panama. The fences there separated us from the Zonies -- the slum dwellers who lived in the Canal Zone. After that, I went to El Salvador, Guatemala and a host of other dirt-poor countries. Over and over, the fact that we as a nation seemed to take sides with the rich against the poor started to penetrate -- first my preconceptions, then my rationalizations, and finally, my consciousness. Now I am the Viet Cong. 1983: The former Special Forces guy posing as a political officer didn't even try to hide his real job at the U.S. Embassy in Guatemala. "You with the political section?" I asked. I knew what he did. I was trying to be discreet. "I'm a fuckin' CIA agent," he responded. The CIA man had adopted me out of friendship for a mutual acquaintance, one of my work associates with whom he had served in Vietnam. The CIA man told me where to get the best steak, the best ceviche, the best music, the best martinis. He liked martinis. We stopped off one afternoon at the El Jaguar Bar in the lobby of the El Camino Hotel, a mile up Avenida de la Reforma from the U.S. Embassy. He drank eight martinis in the first hour. The CIA man began spontaneously relating how he had participated in the execution of a successful ambush "up north," two weeks earlier. "North" was in the Indian areas: Quiche and Peten, where government troops were waging a scorched-earth campaign against Mayans considered sympathetic to leftist guerrillas. He was elated. "Best fuckin' thing I got to do since Nam." "You're talkin' kinda loud," I reminded him, thinking this must be pretty sensitive stuff. "Fuck them!" he shot a circumferential glare. Top Dems were worried about selecting an Orthodox Jew for a running mate for Gore. Lieberman was one of only a couple of Dems with the cods to censor Clinton--even if he did finally give in to peer pressure and vote to acquit Clinton. For a Dem, Lieberman is noted for sticking up for the Constitution--at least when it is convenient. Gore's "wild card" choice was reported to be Diane Feinstein. She would be a shoe-in for the globalist, pro-abortion, anti-gun crowd and also bring in the Liberal Jewish vote. The down side is the swing vote--which both parties recognize as critical in this election. Not only would a Feinstein selection negate any possible Republican swing voters, it would alienate any so-called Reagan Democrats. Believe it or not, there are still a lot of Democrats out there that are very unhappy with the leftist turn of their party. They used to be called "Dixiecrats". These are folks down in the Bible Belt that still believe in character, yet still believe in the Dust-Bowl philosophy that the Dems are the party of the working man. These people remember Clinton promising his administration would be the most ethical in the history of the nation. They believed when they were told government would be reinvented. They believed when they were told schools would be improved. They believed that welfare would end as we know it. They believed Clinton when he said he was favor of tax reductions. They believed Clinton when he said he would fight government corruption. They remember Clinton attacking Poppy Bush for his softness on China, drugs and crime. They believed Clinton when he said he was not only against new taxes--he was in favor of reducing them and protecting the American family. After eight years of Clinton/Gore, they know they have been consistently lied to and they remember! Joe Lieberman will never serve at the same level of importance that Al Gore has in the Clinton Administration. Why you may ask...it is because Joe Lieberman still has a few principles left. On the other hand, Al Gore openly embraced Clinton. Even Al Gore's politically astute mother told Armand Hammer, Jr. to steer clear of Bill Clinton--that Clinton was corrupt and would taint him forever. Mama Gore was right! After 35 years as a loyal, registered Republican and also as a Constitutional Fundamentalist, this is the last year I let my party loyalty over-ride my constitutional conscience. Even this year, I would vote for the Constitution Party except for one defining reason. Personally, I can't stand the thought if Gore wins, so do the socialists. It is bad enough to recognize Bush is a globalist, devoted to his father's One-World agenda. At best, electing Bush will only slow down the process of neutering Liberty. What it does is to give us time to put the Henry Bowman Brigades into place. More and more people are awakening. Damn both parties to bloody Hell! Bush has his so-called ulta-Conservative Cheney. Gore has his token moderate--a man that occasionally defends the Constitution. Geeze--aren't we all fortunate that the majority of "We, the People" are so well represented! We are left with one of two choices--none of which have their fingers on the heartbeat of America. Even during the time of Lincoln, the tyrant, America essentially had four choices. What really torques me is hearing the Republican Party erroneously called "The party of Lincoln". BS. Lincoln was a Whig. Contrary to popular belief, Lincoln was NOT anti-slavery. What he was as a Henry Clay devotee was pro-tariff. It has been well-documented the North/South dispute by whatever name you put on it was economically driven rather than ideologically so. Lincoln, for his time was a so-called Centrist. Today, the danger to the American Republic still comes from the so-called Centrists. These are the "go along to get along" folks on both sides of the aisle. They lack the personal courage to get in your face, up close and personal and support their causes. U.S. Says Ex-Starr Aide Guilty of Contempt of Court 6.11 p.m. ET (2224 GMT) August 11, 2000 WASHINGTON (Reuters) ó The U.S. Justice Department said on Friday Kenneth Starr's former spokesman in the Monica Lewinsky probe should be found guilty of criminal contempt of court for lying about his role in news leaks during President Clinton's impeachment trial. The department asked the judge hearing the case against Charles Bakaly, the former spokesman for independent counsel Starr, to find that he lied in a sworn court declaration denying he leaked secret information to the New York Times. The Jan. 31, 1999, article cited unnamed "associates'' of Starr as saying the independent counsel had decided Clinton could be indicted while in office for perjury and obstruction of justice for trying to hide his affair with the former White House intern Lewinsky. The story appeared as the Senate considered impeachment charges that arose from Starr's investigation into the Lewinsky matter. The Senate later acquitted Clinton of the perjury and obstruction charges. In proposed findings of facts and conclusions of law, the Justice Department said the judge should find that the ''evidence demonstrates a pattern of deception by Mr. Bakaly in all his dealings concerning this article.'' It said Bakaly's motives to lie were "obvious,'' as he had betrayed the trust that Starr had placed in him and contributed to an article highly damaging to Starr's office. "Mr. Bakaly had every incentive to minimize and conceal the extent of his role as a source for the article, and that he did so time and again, lying to his employer, his colleagues, his attorneys, the FBI and finally, this court,'' the Justice Department said in the 27-page filing. EVIDENCE "SUPPORTS MR. BAKALY'S INNOCENCE'' But Bakaly's lawyers in their own filing replied that he should be found not guilty. They said prosecutors failed to prove that any of his statements in the sworn court declaration were false. "Much of the government's evidence ó particularly the testimony of one of its key witnesses, Donald Bucklin ó fully supports Mr. Bakaly's innocence,'' his lawyers said. The Justice Department said Bakaly knowledge of his guilt was confirmed by his comments to FBI agents in February 1999 that he believed he might be disbarred and prosecuted for his conduct. "Mr. Bakaly's repeated efforts to point an accusing finger at other people who might have been sources for the article only compounds the wrongfulness of his conduct,'' the department said. The proposed findings of fact and conclusions of law were submitted to U.S. District Judge Norma Holloway Johnson, who presided over a trial in the case last month. She is expected to issue her ruling in the next few weeks. If found guilty, Bakaly would become the only person to be convicted on charges arising from Starr's investigation into the Lewinsky sex-and-perjury investigation, which began in January 1998. An advisory jury determined last month that the government was not responsible for the deaths of some 80 Davidians in the 1993 raid, but Judge Walter Smith has yet to make a final ruling in the case. Smith had barred from the trial a study of infrared images taken by an FBI surveillance camera on the final day of the 51-day standoff, saying he wanted court-appointed expert David Oxlee to review the study's findings before admitting it into court. The British firm Vector Data Systems Ltd., which conducted the study, concluded flashes on the tape were reflections from sunlight, not gunfire as Davidian survivors and family members of those killed had claimed. Smith on Friday set a Sept. 18 hearing for Oxlee to testify about the findings. Smith had originally decided against requiring Oxlee to come from England to testify after plaintiff's attorney Michael Caddell said he wouldn't participate in the hearing. (The movie came out just as the Monica Lewinsky story broke and Bill Clinton bombed the only pharmaceutical plant in Sudan.) After the scheme worked and the movie President was reelected, the movie producer boasted publicly about what he had done, explaining to the President's political operative that movie producers *must* get a credit line. It's therefore understandable why NRA Director and Hollywood movie producer, John Milius, couldn't resist publicly bragging about how he and extremely well-paid NRA political consultant Tony Makris saved Executive Vice President Wayne LaPierre's job in 1997 -- and, coincidentally, saved Makris' multi-million dollar NRA public relations/advertising/fundraising contracts. The story appears in a surprisingly even-handed, but not- quite-accurate article about NRA in the August 6 Washington Post Magazine, the newspaper's Saturday and Sunday supplement. "We were facing a genuine and extremely well-organized coup d'etat," Milius told writer Michael Powell. "So we used our best techniques: lying, cheating and disinformation. I didn't tell the truth for weeks." What John called a "coup d'etat" was the intention of a majority of the 1996-97 NRA Board to do its legal and NRA Bylaws-imposed duty to "formulate the policies and govern and have general oversight of the affairs and property of the Association." A majority of the Directors, the two NRA vice presidents (Albert Ross and me) and the Finance Chairman were extremely unhappy about the demonstrably poor public relations performance of Makris's company, Ackerman McQueen, plus the fact that LaPierre had spent millions of dollars for public relations and advertising (and for Makris' own television hunting program) without complying with long- established Board policy. We were determined to either get rid of Ackerman-McQueen (as Wayne had told the officers, finance committee and Board he had done, but hadn't) or LaPierre was going to lose the job of E.V.P. "Makris and Milius invited a Knox loyalist to dinner in Los Angeles and seemingly conspired to bribe LaPierre into leaving," Powell wrote. What actually happened, I learned long afterwards (some of it in the past few days), was that Makris and Milius were ostensibly negotiating with some of my friends on behalf of Wayne. Under the deal they "offered," Wayne would bow out of the E.V.P. job in exchange for a contract to write fundraising letters for a healthy commission. Makris and Milius insisted I not be informed of the "negotiations" -- well aware I wouldn't consider such a thing. They asked one of my friends, a lawyer, to draft the agreement that "Wayne wanted." They even had the lawyer make several revisions during the course of the "negotiations" for Wayne's "golden parachute." As Powell wrote it: "Milius leaked the plot to LaPierre, who rose publicly and proclaimed himself shocked! -- * shocked! * -- that a Knox ally would try buy him off. "LaPierre, in fact, gamed the moment perfectly." Indeed he did, and I've never doubted that Wayne knew about the scheme from the beginning -- particularly since I'm told he had initially suggested the fundraising commission deal. Earlier this month, Powell sent me an email to check some routine personal facts. He told me he had spoken with Milius and several board members at the Charlotte meeting. "They were surprisingly open in talking about the plot to save LaPierre's job, install Heston and beat you. Milius claims that Makris was behind much of it, that he and Makris met in Hollywood several times to plot strategy. And, Milius further claimed, they accomplished much of their victory by lying for weeks and weeks." I was astounded that they had told him what they had done -- though I well knew that Makris had organized the coup to save his contract -- openly running his long-time friend and ally Charlton Heston's campaign to elect him to the board, and defeat me as NRA 1st V.P. That's when I violated my rule of not talking to the press about NRA internal matters. (When Powell asked for an interview last spring, I told him I would tell him as much as he wanted to know about the gun issue, but wouldn't talk about NRA my standard answer that has run off reporters for the New York Times, Nightline and many others.) Many Internet and Usenet users encounter discussion about the International
Jewish Conspiracy (hereafter referred to as the "IJC") for the first time on
the Net. Others may have heard talk about it amongst friends and family, but
have found the specifics hard to pin down. Other than general statements
about Jews having all the money and that they are in some manner working
towards their own shadowy goals, few details have been really known. This
tends to result in self-contradictory positions and statements
("doublethink") being adopted both by individuals and groups. This FAQ is an
attempt to address this situation.
ABOUT THIS FAQ
This FAQ is presented as a public service in order to more clearly
familiarize readers with this most successful and eternal of all
Conspiracies. Its purpose is not to spread "hatred" or to tear down or smear
one side or the other. Its purpose is to dispassionately disseminate the
facts in order to reduce confusion, and to prepare the public for the
completion of the IJC's major goals in the early 21st century.
This FAQ is of necessity an unfinished work. Being an individual effort, it
primarily represents a personal view of the IJC from the inside, as seen by

We present a classic column from last year. August 3 , 1999 Empire as a Way of Death OVERVIEW Pericles' Funeral Oration is widely seen as a noble statement of core Western values. Noble, doubtless, but the rest is arguable (Western Civilization having had a bad day or two). Pericles the Athenian FDR? saw the Athenian Empire as the great defender of freedom freedom defined, however, by the Athenian Empire and its "defensive alliance," the Hellenic NATO aka Delian League. The analogy goes further. Athens was democratic and imperialistic thus refuting Wilsonian Fallacy #1 that "democracies" are always peaceful and kindly. Like the American globocrats and their NATO counterparts after 1989, the Athenians asserted in the famous dialogue with the Melians their "right to rule" after the overthrow of the Persians. For the Americans and NATO, the Soviets' fall raised the question first posed by Southern comedian Brother Dave Gardner in the early sixties, "What will the preachers do, when the Devil is saved?" We know what George Herbert Walker Bush did: he found a lesser devil on whose country he dropped the full weight of humane police action and peacekeeping to the tune of hundreds of thousands of dead Iraqis who never posed the slightest threat to Kennebunkport. THE AMERICAN EMPIRE'S FIRST CENTURY The American Empire lurched into existence a hundred years ago with the Spanish- American War. President William McKinley quickly learned how to sail under Two Doctrines. The Outer Doctrine for public consumption was that American intervention was uniquely philanthropic: the freedom of the poor Cubans and good government for the Filipinos were our only goals. (Things didn't work out that way but never mind.) The Inner Doctrine was a vision of prosperity through economic empire. The Open Door Notes staked the claim. Government support for the expansion of favored corporations into world markets became the central theme of 20th century US foreign policy. Where foreign empires, states, or revolutions threatened this goal, US policy makers would risk war to sustain it. In the end, whatever his outward fuss over "freedom of the seas" and Teutonic "barbarities," Woodrow Wilson's drive to involve Americans in the First Euro-Bloodbath had as much to do with possible threats to the Open Door program as with his "idealism." After Americans repudiated Wilson's war, a series of Republican Presidents pursued the Open Door with less fanfare. It was emphatically not a period of "isolationism" despite the moderation of those in charge. It seemed to Herbert Hoover that the Open Door and the "territorial integrity of China" were not worth a war. His New Deal successors fitted their policy, especially from 1937, to threats to the Open Door while grumbling about Italian and German inroads into Latin American markets. Once the European war broke out in September 1939, Roosevelt worked to intervene as rapidly as possible. US wartime military and civilian planning reveals the grand scale of the American leadership's postwar ambitions. They thought in terms of US dominance of the "Grand Area" later the "Free World," and now, the "New World Order." This planning rested on a mercantilist conception of hegemony. The self-named "wise men" of the northeastern political and corporate Establishment were supremely confident of their ability and right to manage the globe. After bombing their opponents flat, they looked forward to an American Century, only to find the Soviet Union blocking their path into very desirable markets and resources. The Open Door does not explain everything about the origins of the Cold War but it was a major (even obsessive) concern of policy makers in the late 1940s. Whether the Cold War made any sense at all, it did allow the worldwide extension of US power. It gave an ideological and practical framework for the growth of what can only be called an American Empire. It also gave us dear old NATO. Debating the treaty in the aftermath of the Berlin Blockade and the Marshall Plan, only a handful of Senators opposed that entangling alliance. Senator Taft said that the pact "will do far more to bring about a third world war than it will ever maintain the peace of the world." This shows how hard it is to foretell things. Taft could not have dreamed that NATO having achieved its object and having, therefore, no reason to exist would expand its membership and attack a state which had not attacked a NATO member any more than he could have imagined the wild ride of the Arkansas traveler. But much more than NATO was at issue. The Wise Men and their National Security managers wanted colossal mobilization blurring the distinction between peace and war. In it Ms. Johnstone revealed the proposal by the ICG, a high- level think tank, sponsored by Western governments and George Soros, to use environemntal hazards as an excuse for seizing the Zevcan smelter, an important part of the Trepca mining complex. As the ICG suggested, the smelter has been seized prior to the Yugoslav elections so that the blame may fall on Pres. Milosevic for 'losing' this property, vital to Yugoslavia. Ms. Johnstone's analysis is posted below. How it is done Taking over the Trepca mines: Plans and Propaganda by Diana Johnstone (2-28-00) www.tenc.net [emperors-clothes] Comparison of two documents, a November 1999 International Crisis Group (ICG) paper on the Trepca mining complex, and a February 2000 article in the Toronto Star by ICG consultant Susan Blaustein, provides an exceptionally clear glimpse into the workings of the "international community". The International Crisis Group is a high-level think tank supported by financier George Soros. It was set up in 1995, primarily to provide policy guidance to governments involved in the NATO-led reshaping of the Balkans. Its leading figures include top U.S. policy maker Morton Abramowitz, the eminence grise of NATO's new "humanitarian intervention" policy and sponsor of Kosovo Albanian separatists. Last November 26, the ICG issued a paper on "Trepca: Making Sense of the Labyrinth" which advised the United Nations Mission In Kosovo (UNMIK) to take over the Trepca mining complex from the Serbs as quickly as possible and explained how this should be done. The February article by the ICG journalist represents a vulgarization of the anti-Serb position designed to prepare public opinion for carrying out the ICG policy. There will no doubt be more. The ICG Paper: Manipulative Ambiguities Trepca is a conglomerate of some 40 mines and factories, mostly but not all in Kosovo, notably including Stari Trg, "one of the richest mines in Europe" and the richest in the Balkans, currently shut down, and the Zvecan smelter, located northwest of Mitrovica and still being operated by Serb management. The ICG calls on UNMIK, headed by Bernard Kouchner, to cut through legal disputes over the industry's ownership and take over management of Trepca itself. On July 25, Kouchner issued a decree that "UNMIK shall administer movable or immovable property, including monetary accounts, and other property of, or registered in the name of the Federal Republic of Yugoslavia or the Republic of Serbia or any of its organs, which is in the territory of Kosovo". The ICG paper concluded that "UNMIK and KFOR should implement a rapid and categorical takeover of the Trepca complex, including the immediate total shutdown of the environmentally hazardous facilities at Zvecan". What is really wrong with Zvecan is that it is run by Serbs and provides revenue to Yugoslavia. But in the "game-plan of measures" recommended by the ICG, UNMIK is advised to instruct a "Zvecan environmental assessment team" to report on the status of the equipment and thereupon "advise as to what measures must be taken"... Environmental hazards are to be the pretext to shut down Zvecan and deprive the last Serbs in Kosovo of their livelihood. Meanwhile, "Stari Trg, one of the richest mines in Europe, must be potentially profitable again and should be a priority for donors interested in setting Kosovo on its feet". The game-plan calls for a gradual start up of mining to reassure the "Kosovars", meaning ethnic Albanians, of their future. For although the ICG says that the "workforce and management of all Trepca facilities should be selected on a merit basis only", it adds that "no one with ties to the Belgrade regime should be considered" -- and it is habitual to identify all Serbs with "the Belgrade regime", even to ignore their existence other than as "agents of Milosevic". This blatant takeover of valuable property in what is still nominally part of Serbia is of course justified as a necessary measure to reassure the oppressed Albanians. "The return to work of even a few hundred Kosovar miners would represent, for all Kosovars, the reclaiming of their patrimony". The media event is easy to imagine. But if the ICG hostility toward the Serbs seems genuine, the love for the Albanians may be less than perfect. In the ICG's brief account of past ethnic clashes over Trepca management, underlying the habitual anti-Serb bias is the basic hypocrisy of dominant powers manipulating two peoples against each other. The ICG report notes that Trepca "has long stood for Kosovar Albanians as the symbol of Serbian oppression and of their own resistance", and recounts

CHANNELING THE RAGE What is it with the Queen's loyal subjects? It's always the most loyal who create the biggest fuss. I have gone on about Ulster, again and again, but this time it's Jersey that is creating a fuss. No, not that Jersey, it really has been more than two hundred years since Ellis Island was under the crown, or the jackboot of Imperialist London for all the Mel Gibson fans. No this is original Jersey, a small and pleasant island off the coast of northern France, which due to a long and involved history is under the British crown but is not part of the United Kingdom. It has got in a bit of a rage recently about being labelled an offshore tax haven, and there is a possibility, small but growing, that it may secede. THE NORMAN LEGACY Jersey is in fact, like two of the other three channel islands, a constitutional leftover from the Norman conquest. It is in fact not part of the United Kingdom, but a duchy, whose Duke is the same as the British monarch. Like the duchies of Normandy and Brittany these were part of the Norman king William's powerbase in Northern France before he invaded England. More than nine hundred years later they still share the same monarch, and Britain looks after Jersey's defence and foreign policy. There is a large amount of autonomy with domestic political decisions being made by the island's States General. And this includes tax. FINANCIAL SERVICES Jersey's economy used to be fairly rustic, based on fishing, agriculture and tourism. Tourism, mainly from Britain, is in a natural long term decline as jet travel makes places like Spain and Florida more affordable to the average Brit. Agriculture and Fishing have both been ruined by the cack handed policies of the European Union which Jersey ironically does not belong to (it's the duchy and kingdom thing). This leaves one area where Jersey can make its money, financial services. With the lower taxes, the recourse to British law, a highly educated local workforce and banking secrecy, Jersey has done well from financial services, to an extent that some claim that 80% of it's income comes from this source. NANNY WOULD LIKE A WORD This success is not appreciated everywhere. The Soviet-sounding Organisation for Economic Co-operation and Development (OECD) has produced a report on tax "havens," which lists Jersey as among others who have low tax rates and banking secrecy. Supposedly low taxes and respecting tax payers privacy are "harmful tax practices," competition being fine for Microsoft but outrageous for governments. Therefore appropriate measures will be taken against Jersey if no measures are taken in the next year. That Jersey has a higher rate of Corporate Tax than Ireland is not mentioned, because Ireland is a medium size country with diplomats and a sizeable diaspora. So the tax "havens" that they are concentrating on are places like little Jersey. If it was just a case of being named and shamed this would be bad enough (it may even be free advertising) however it is being backed by force of sanctions. The international community wants to close the loopholes. THE JERSEY PATRIOT There is some hope Jersey is standing up, for now. The main source of pressure is bound to come from the European Union through Britain. If Jersey were to secede from Britain, which through a constitutional quirk it is able to do, then there would no longer be internal pressure, but external pressure. So Jersey can keep its financial services. Simple. As you can imagine this is not a course favoured by the gutless elites that all modern societies seem to be cursed with, but Jersey does have some hope, in one of the Senators, Paul Le Claire. Senator Le Claire is tabling a proposition in the local legislature calling for a referendum on independence, and a local TV poll shows that he has 68% support for his stand. He is also attracting attention from the Tories with the populist (but not too popular) Tory spokesman John Redwood speaking up for Jersey. Although the Jersey government is taking a strong line, for the moment, on this issue; few believe that they will stick to it. The immediate cause is the European Union's recent summit in Portugal, which has moved to end anonymity across the Union (and beyond, including Switzerland). In combatitive form he accuses the international community of treating Jersey as a "sacrificial lamb." If the clamour for independence becomes uncontrollable then we may see Jersey as the new rogue nation. NO TAXATION WITHOUT Sovereignty may be a very splintered thing, but surely it must include the right to set your own taxes across the whole range of economic activity. THIS society produced people like this. They are seriously DEFECTIVE. Greed has warped their natural and utterly necessary development to identify with the well being of 'the group'. This goes against human evolutionary development which has made ' the group ' the unit of human survival. Not the individual. Excessive individualism is a sick manifestation of Capitalism. The victim invents theories and reasons for valuing vague concepts of ' freedom ' and ' property ' over actual human life and survival. This is why the mass murderers in the handgun and tobacco industries are permitted to continue killing millions upon millions of their fellow citizens. The tobacco industry alone has killed more people in the last century than all the wars and dictators combined. Yet Hitler and Stalin are bad guys, while tobacco CEO's are highly paid and continue to get away with mass murder. They couch their death business in terms of personal rights, and freedom to get addicted to the products which will kill their buyers. The simple fact that businesses like these are permitted to legally exist in a supposedly civilized and caring society of religious and spiritual folks, attests to the immensely corrosive power of glorifying greed. And of course hypocrisy. Capitalism causes insanity. There is no doubt about it. The greed element in capitalism gets rewarded over and over until there is no sane judgment left. It is like a severe addiction. But if the rest of the society accepts this behavior as ok, or worse, holds it up as an ideal, then you wind up with an insanely destructive society. Like this one. One which can't stop itself from destroying its own natural resources upon which it survives. If capitalism continues much longer, we will become the first species to become extinct due to insanity. In the past Nader has called for "free" education, advocated "free", and "universal" healthcare, and attacked corporations. Evaluating Nader's proposed "reform" of America requires a understanding the moral implications of his candidacy. Indeed, the technical details are unimportant in light of Nader's moral stance. Ralph Nader believes that everyone is entitled to free healthcare and free education. At a glance, many people think those would be great things too. "Free" healthcare and education is a sham, however, because they aren't "free" at all someone has to foot the bill. Nader would pay for these programs by imposing higher taxes on the productive members of society. According to his understanding, the wealth of upper- and middle-class families is not rightfully their own. Thus, according to Nader's ideology, those who work the hardest should be taxed and therefore punished the most, while those who do the least receive the biggest handouts. This collectivist philosophy that subordinates the individual to the "commonwealth" is morally the same one that built and destroyed the Soviet Union. Nader's promotes his ideas as "noble" and "humanitarian". When they are broken down to essentials, they amount to an annihilation of personal freedom and individual responsibility, replacing them with "social duties" and "social responsibility." Nader is most famous for his attacks on corporations and capitalism. Because of his collectivist ideas, Nader believes that the American people are just a mass of automatons being "exploited" and "manipulated" by companies such as McDonalds, Wal-Mart, Disney, and Microsoft. He does not believe that individuals choose their economic relationships with these companies. Instead, he argues that they involve some type of force or compulsion. In short, he equates the coercive power of government with the economic power of the private sector. If you think he's right, try two things. For a whole year, don't send your money to the IRS, and don't send your money to McDonald's. Don't pay your taxes and don't buy a Big Mac. See which organization the government or McDonald's comes after you with guns, threatening to put you in jail, seize your property, or even take your life, if you don't give

Your crime was to be too ambitious and too successful in a society riddled with envy. You were condemned for your ability, which made you stand out from the crowd. The wealth you own is the measure of the wealth you produced. Every dollar you own was given to you in exchange for a product you created and offered in the market. You never pointed a gun at others or used force to compel them to buy your products. You set your terms and let them free to accept them or walk away. The companies and customers that dealt with you, did so by a voluntary decision based on their own self-interest. Speaking for myself, I think I got a bargain from you. I have been using Windows for the last six years to learn, work, communicate, travel and enjoy my life. All for less than a dime a day! But the most important thing I want to tell you about, though, concerns your motivation and your defense. Despite what you claim, I don't think you are motivated by the good of the consumers, nor do I think you should be. I think you are motivated by love for your work and by a passion to use your mind to achieve your values. As Howard Roark, from The Fountainhead, said in his courtroom speech, "The creator lives for his work. His primary goal is within himself." I think you are fundamentally an egoist, and you should be proud of it. An egoist is a man who values reason, holds his mind as his only guide, and has personal happiness as his goal. As Aristotle said, "Pride is the crown of all virtues," and you certainly earned the right to wear it--proudly. Don't fall gently into the altruist trap of justifying yourself by the good you have done for others. You must understand that antitrust is not about protecting and benefiting consumers, but about controlling and harming successful producers like Microsoft. The problem with anti trust is not that it is being misapplied against you, but that it is immoral on principle. It is immoral on the grounds that it violates the inalienable individual rights of businessmen to their lives. I long to hear you demand to be left alone, and for the simple reason that you have a right to your life, to your freedom, to your property and to your happiness. Microsoft is yours-- not Bill Clinton's, or Janet Reno's or anybody else's. You are a creator and a human being, and as such, you need freedom to live, to think, to evaluate, and to take action. You can't think or act or live by permission. You can't have other people telling you how to run your business or what to do with your products--certainly not the ignoramuses from Washington. Government bureaucrats have no right to interfere with your actions, your work or your company. You should be a free man. On that principle and on that principle alone you should defend yourself. Don't settle with the thugs at the Justice Department. Don't help them pretend they are good people with good intentions looking after the good of the consumers. Don't compromise on your principles, or on your right to life and to your property. As philosopher Ayn Rand said, "In any compromise between good and evil, it is only evil that can profit." Don't collaborate with these evil people; if they want to break Microsoft, let them come in with the guns and do it themselves; let them figure out how to do it. Above all, don't sanction the terrible injustice they are doing against you. It is true they hold the power to destroy Microsoft, but they don't hold the power to fake the nature of their crime or to silence you. You have started a revolution in the computer industry that changed the world. Maybe you could also start a revolution in the way businesses are perceived--by speaking out for your rights. For CAQ subscription information see below. Under the heading of "civil disturbance planning", the U.S. military is training troops and police to suppress democratic opposition in America. The master plan, Department of Defense Civil Disturbance Plan 55-2, is code-named, "Operation Garden Plot". Originated in 1968, the "operational plan" has been updated over the last three decades, most recently in 1991, and was activated during the Los Angeles "riots" of 1992, and more than likely during the recent anti-WTO "Battle in Seattle." Current U.S. military preparations for suppressing domestic civil disturbance, including the training of National Guard troops and police, are actually part of a long history of American "internal security" measures dating back to the first American Revolution. Generally, these measures have sought to thwart the aims of social justice movements, embodying the concept that within the civilian body politic lurks an enemy that one day the military might have to fight, or at least be ordered to fight. Equipped with flexible "military operations in urban terrain" and "operations other than war" doctrine, lethal and "less-than-lethal" high-tech weaponry, US "armed forces" and "elite" militarized police units are being trained to eradicate "disorder", "disturbance" and "civil disobedience" in America. Further, it may very well be that police/military "civil disturbance" planning is the animating force and the overarching logic behind the incredible nationwide growth of police paramilitary units, a growth which coincidentally mirrors rising levels of police violence directed at the American people, particularly "non-white" poor and working people. Military spokespeople, "judge advocates" (lawyers) and their congressional supporters aggressively take the position that legal obstacles to military involvement in domestic law enforcement civil disturbance operations, such as the 1878 Posse Comitatus Act, have been nullified. Legislated "exceptions" and private commercialization of various aspects of U.S. military-law enforcement efforts have supposedly removed their activities from the legal reach of the "public domain". Possibly illegal, ostensible "training" scenarios like the recent "Operation Urban Warrior" no-notice "urban terrain" war games, which took place in dozens of American cities, are thinly disguised "civil disturbance suppression" exercises. In addition, President Clinton recently appointed a "domestic military czar", a sort of national chief of police. You can bet that he is well versed in Garden Plot requirements involved in "homeland defense". Ominously, many assume that the training of military and police forces to suppress "outlawed" behavior of citizens, along with the creation of extensive and sophisticated "emergency" social response networks set to spring into action in the event of "civil unrest", is prudent and acceptable in a democracy. And yet, does not this assumption beg the question as to what civil unrest is? One could argue for example, that civil disturbance is nothing less than democracy in action, a message to the powers-that-be that the people want change. In this instance "disturbing behavior" may actually be the exercising of ones' right to resist oppression. Unfortunately, the American corporate/military directorship, which has the power to enforce its' definition of "disorder", sees democracy as a threat and permanent counter-revolution as a "national security" requirement. The elite military/corporate sponsors of Garden Plot have their reasons for civil disturbance contingency planning. Lets' call it the paranoia of the thief. Their rationale is simple: self-preservation. Fostering severe and targeted "austerity", massive inequality and unbridled greed, while shifting more and more billions to the generals and the rich, the de-regulated "entities of force" and their interlocking corporate directors know quite well what their policies are engendering, namely, a growing resistance. Consequently, they are systematically organizing to protect their interests, their profits, and their criminal conspiracies. To this end, they are rapidly consolidating an infrastructure of repression designed to "suppress rebellion" against their "authority". No protests at encampment July 15, 2000 by CHRIS SMITH © 2000, Santa Rosa Press Democrat Staff Writer For years the grandest, most elaborate summer party in Sonoma County -- perhaps in all the world -- was the one where protestors shouted "Shame! Shame! Shame!" to guests arriving at the front gate. The two-week bash, the Bohemian Grove Encampment, is getting under way this weekend in a splendid and private redwood retreat in Monte Rio. But the demonstrators are staying home. Mary Moore, the woman from nearby Camp Meeker who organized yearly protests outside the grove, says she believes as firmly as ever that the present and past presidents and cabinet secretaries, industrialists and other powerful men who come to the male-only encampment bear responsibility for many of the ills of the world. "More and more power is in fewer and fewer hands," said Moore. Over the past 20 years, she and other activists have gathered outside the Bohemian Grove in July to chide the arriving revelers for promoting or profiting from Central American wars, environmental degradation, apartheid, the plundering and bullying of the Third World, nuclear weapons proliferation, homelessness and myriad forms of social injustice. But Moore turned 65 Friday, the same day that dozens of private jets whisked Bohemian Grove guests into the Sonoma County Airport. She said it's too much to continue organizing the mid-summer protest against what she sees as capitalist exploitation that benefits a wealthy few and victimizes many. Besides, she said, "I personally feel the points have been made." The grand camp-out, sponsored by the Bohemian Club of San Francisco, dates back to 1878. The people who put it on say protesters and the press exaggerate when they portray the Encampment as an opportunity for the rich and powerful to hatch plots and partnerships. "You come here to relax and enjoy the camaraderie of friends in a beautiful setting," said Stephen DePetro, manager of the sponsoring Bohemian Club of San Francisco. "You don't come here to do business." The motto of the Bohemian Grove -- "Weaving Spiders Come Not Here" -- officially discourages talk of business or politics. DePetro said the approximately 2,000 men who travel to Monte Rio from across the nation and overseas come to unwind and take advantage of programs that focus on nature, drama, literature and art. The Bohemian Club was created by four newspapermen for the purpose of engendering the arts in San Francisco, which in the late 19th century was, compared to New York, an uncultured outpost. Club officials say that ever since the first Encampment was held 122 years ago as a farewell party for a departing member, its function as a social and cultural retreat has not changed. Major attractions each year include elaborate stage plays, lakeside talks, musical performances, drink and golf. On Friday, several dozen men from the Grove appeared at the Northwoods Golf Course on River Road, just inland from Monte Rio. "Probably about 40 guys play each day," said the course's PGA pro, Don Kite. "We know them now," he said. "It's pretty much the same guys who keep coming back every year." Kite said the players include some celebrities, rock stars and big-name political or business leaders. "We never know which dignitary is going to be in which group," he said. Over the years, the more prominent guests at the Bohemian Grove have included nearly every Republican president and some Democrats. "It's been steady," she said of the arrivals and departures of sleek, privately owned and high-priced aircraft. "It provides eye candy for all of us watching from the tower." Well that is all fine and grand. But I PERSONALLY caught Bill Gates's Microsoft in a DELIBERATE I REPEAT DELIBERATE act of comsumer fraud. I tried to mitigate the matter prior to legal action but was "brushed off" until I felt it necessary to SUE Microsoft. Since that time I initiated legal proceedings Microsoft I have been THREATENED by Microsoft that I will be SUED by them as recompense for their time and money spent. My suggestion to you Mr. Bill-Lover would be that when Microsoft writes an application that can draw blood from a stone, you should invest heavily in Microsoft stock! To sue me for legal expenses...rofl I'm still saving up for a pot to piss in! What is the consumer fraud I make allegations of? In the End Users Licence Agreement that ships with MS Flight Simulator 2000 it states in section 6 that if the original media (ie: the CDrom it came on) is necessary to play/use the software, the end user (ME) may make a copy of it for the strict purposes of "archival and back-up". Well guess what? MicroSHAFT incorporated a new form of CDrom encryption so that any copy (burned CDrom) that you try to use is REJECTED by the game as an "incorrect CDrom", CONTRARY to my rights granted to me under the End Users Licence Agreement. If it doesn't work, it's not a TRUE back-up! This act of consumer fraud was effectual BEFORE I even left the store I bought the game at! Before I even removed the shrink wrapping. In other words this fraud was PREMEDITATED!!! Last night their lawyer left me a message on my answering machine with an out of court settlement offer. This offer I am not at liberty to discuss because part of the offer included a Non-Disclosure Agreement, and it would be rather imprudent of me to say anything at this point that might jeopardize my case against them. I replied to their lawyer that he should fax me the wording of this non-disclosure agreement as I am reluctant to waive my right of freedom of speech. So the matter is still in limbo at present. To prove that I am suing them and to PROVE that they are wanting me to be SILENT about the potentially damaging evidence I have on them I will say this much: 1) The court docket number for the case of Michael C. Smith v. Microsoft Canada Co. is P0090104280 This is in the Province of Alberta, Canada, and in the city of Calgary. This is a matter of public record and anyone can verify this info is indeed true. 2) Their lawyer is Colin Feasby [EMAIL PROTECTED] from the lawfirm of Osler, Hoskin Harcourt. I came to this group as it is a conspiracy group and usually these are the type of people I get along with as they know what REALLY goes on in this screwed up government that we have or anything for that matter. I was highly disappointed and shocked when I read your blatant disagreement without any proof answer. First of all Nessie (I do hope you have feelings inside that heart of yours) and second of all, I know a lot about this book and several books because I myself is a survivor of this horrible type abuse. There are women coming out now and telling the truths because they no longer want to deny this and truths are told. People were too scared before and with known fear of telling on our government and who would believe it, just as yourself is doing.I am also going to comment on some of your comments. Yes she did. I was with Marilyn for a number of times. She was like a babysitter to the children. Several others across the nation are coming out now. There are umpteen books and you say this is hogwash What are you from Iceland or another sexual abuse survivor who is in denial yourself thus these other stories cannot be true either or you would have to face your own truths from your past. Times August 15, 2000 Belgian Porn Scandal Leads to Florida Raid WEST PALM BEACH, Fla.--Police investigating Belgium's most notorious pedophile murder case traced a collection of child pornography to a Florida man who was arrested on Tuesday on charges of operating an on-line child pornography site, Customs agents said. Belgian police notified U.S. authorities they had "electronically traced" pornography seized in their investigation to a home in the Palm Beach County town of Lake Worth. Customs and other federal agents obtained a warrant to search the home, seized a computer and numerous videocassette tapes and arrested occupant Wayne Camolli on child pornography charges, Customs spokesman Steve Wunderlich said. The home was filled with so much rotting garbage, trash and cat feces that the agents had to borrow oxygen masks and hazardous materials suits from the county fire department to carry out the search, Wunderlich said. "In some rooms it went to the ceiling," he said. "The accumulation of garbage and waste was so deep and nasty...when you opened the door you were hit with it." Acting on information from the Belgians, U.S. investigators e-mailed Camolli and were given access to an on-line bulletin board allegedly run from Camolli's home computer and containing "a large amount of child pornography," Wunderlich said. The child porn that the Belgians traced to Florida was seized from Felix De Coninck, a suspect in the kidnapping and molestation of a 14-year-old girl, Wunderlich said. De Coninck in turn had links to Marc Dutroux, a convicted child rapist who is awaiting trial on charges of abducting, raping, torturing and murdering four young girls in Belgium in 1996, U.S. officials said. Two other victims were found drugged and abused but still alive in a makeshift dungeon in one of several houses he owned. Dutroux, dubbed the "Belgian Beast," briefly escaped from police during a 1998 visit to a court in the southern Belgian town of Neufchateau. He grabbed a gun from the lone policeman guarding him, hijacked a passing car and disappeared but was arrested again a few hours later. The security lapse caused such an outcry that Belgium's Justice and Interior Ministers were forced to resign. U.S. officials could not elaborate on the connection between De Coninck and Dutroux, but said they were part of the same "child pornography, molestation and murder investigation" in Belgium.
