San Diego council bans the word 'minority' SAN DIEGO (AP) -- The City Council eliminated San Diego's "minority" population Monday, ruling the word is disparaging and voting unanimously to ban it from city documents and discussions. "When you see all people as children of God, you then see all people as your brothers and sisters," said Mayor Dick Murphy. The city's Rules Committee recommended the ban last month. In supporting it, Councilman George Stevens said people sometimes expect less of those who are labeled members of minority groups. Fellow Councilman Ralph Inzunza Jr. said the term no longer applies because the latest U.S. Census figures show some areas don't have one predominant racial group. Several people who favored the ban also spoke at Monday's council meeting. "To have that term really made me feel inferior," said Robert Ito, who identified himself as a fourth-generation Japanese-American. Only one person opposed eliminating the term. "Each of us is born a minority of one and shall die that way," said Pacific Beach activist Al Strohlein. The action follows the lead of the San Diego Unified School District, which approved a policy in 1988 of avoiding the use of the words "majority" and "minority." Problems? Suggestions? Campaigns run by coalitions that include Forest Ethics, Rainforest Action Network American Lands Alliance, Forest Action Network, Student Environmental Action Coalition, Earth First!, Greenpeace, Sierra Club, the Natural Resources Defense Council and many others have pressured Home Depot and other major wood sellers to stop selling wood products from old-growth forests. As a result, the timber industry is on the run. The recalcitrant members of the American Forest Paper Association have responded to forest activists' successful campaigns and the shifting market for wood by creating their own certification system, the Sustainable Forestry Initiative (SFI). Forest campaigners say SFI is a sham, and are urging wood buyers to give preference to wood certified by the Forest Stewardship Council, an independent organization. To highlight its concerns with the SFI, Forest Ethics decided to place an advertisement in the Seattle Times during the Green Building Conference, a recent meeting held in Seattle that attracted major U.S. homebuilders. Wheaton had the expertise the secret team wanted, so they set out to recruit him. While Wheaton may have fit their political profile, he was conservative and right-wing; he was a cop, not an intelligence agent. He was brought into the center circle, where he stayed tong enough to learn about the White House's ties to drug runners, the massive arms transfers to rebel groups, the mountains of falsified documentation and miscarriages of justice. "I had no objection to the covert end of it, as long as it was legal," says Wheaton. "It wasn't. Whenever I asked about the legality of certain operation I was told, "It's all right, this is a vital national security issue.' I talked myself out of the inner circle but I was in- it long enough to get to know the players and their method of operation. The government officials I met in the Pentagon called supporting the private covert operator 'intelligence support activity.' These covert operators trampled on our Constitution and made a mockery of our judicial system. They aren't motivated strictly by anti-communism, power, or money, but by the adrenaline that stems from being able to create chaos. They would gladly destabilize a democratic ally of America just so they can go back in and save it." Wheaton explains that the origins of Oliver North's network was in the mid-1970s. There were, he says, literally tens of thousands of ex-covert operators and former Air America "employees" running around loose in the U.S. These weren't the kind of guys to lay back and run 7-11 stores, so they set up an array of covert airlines using the assets of Air America, the former CIA proprietary airline which had helped fly heroin out of Burma and Laos. When Air America was liquidated it created scores of smaller airlines, including Global, Capital, and Southern Cross. All tolled, these companies employed over 15,000 people. The subsidiary companies of Air America, Southern. Air Transport, Continental Air Services, and Air Asia were also broken up. This meant this secret team was able to supply pilots and mechanics, logistics and control people for future, privatized covert operations. Jim Bell Trial, Day #1 By Declan McCullagh ([EMAIL PROTECTED]) April 3, 2001 TACOMA, Washington -- Jim Bell's trial began today in federal court here. Bell is best known as the author of "Assassination Politics," but he is charged with stalking federal agents. He says, and some observers agree, that the Feds are prosecuting him for doing what an investigative reporter does: Compiling information from publicly available databases, documenting what's happening, and so on. This case could set a precedent that affects the First Amendment privilege of journalists. Bell is smart, rude, and ungainly. He's not particularly affluent -- he lived at home with his parents -- and he's an outspoken foe of an oppressive federal government. He's already had run-ins with the Feds over false Social Security numbers, and has spent a few years in prison And, as you'll see in a moment, he has infinite trouble keeping his mouth shut. It's unclear why the U.S. government is spending so much effort trying to keep him behind bars: Probably the best explanation is that they're trying to depict him as a domestic terrorist and make an example of him. Although the Department of Justice hasn't charged him with a speech crime by writing "Assassination Politics," it's the cornerstone of their case. In the morning session on Tuesday, Bell's attorney Robert Leen tried to off himself from the case, which he's spent months trying unsuccessfully to accomplish. He had no better luck today. "Haven't we gone through this once?" U.S. District Judge Jack Tanner growled. "You will not be removed... I'm not going to let you withdraw, but I am going to tell the defendant that he has a right to represent himself... If he wishes to take over the case, he is free to do so." Tanner allowed that Leen had represented his reluctant client "very well." The background: Bell has tried for months to fire his court-appointed attorney, saying his attorney has been so negligent in filing motions that Bell's case has been damaged beyond repair. Around this time, Bell started complaining to the judge, who shot back: "You will address the court when you're asked to, and no other time." Leen asked for the dismissal of counts four and five against his client (on grounds that interstate stalking by way of a facility of interstate commerce was not applicable). Tanner denied the motion. Bell wants to call two or three U.S. Marshals to testify as defense witnesses (presumably based on what they may have witnessed during the raid on Bell's house). Leen complained that the U.S. Marshals were unwilling to serve subpoenas on themselves. The judge delayed ruling on the request and asked for a written motion instead. The government wanted the judge to hold Bell in contempt for refusing to follow a court order saying he must give a handwriting sample. Tanner said the Feds should simply tell this to the jury and let them make up their minds about what Bell's refusal means. Bell spoke up once again, and Tanner got peeved. "You're either going to be muzzled or sent downstairs," Tanner told Bell. "You're not going to get a mistrial." (Apparently a basement room of the courthouse includes a closed-circuit TV system for precisely this reason.) Tanner didn't notice this, but at one point Bell wrote on "SHAM" on a yellow legal pad and held it up to the spectators. Tanner is, incidentally, 82 years old and a no-nonsense guy who makes a habit of terrorizing lawyers. In 1992, he was sued by an attorney who called in sick and was rousted from his bed after Tanner sent the U.S. Marshals to drag him into court. A special issue of The American Lawyer two decades ago on the "best and worst" federal judges dubbed Tanner "the worst district judge in the Ninth Circuit." But maybe he's mellowed: He seemed brusque today, but reasonable. Leen, by this point sweating and increasingly nervous, reluctantly brought up Bell's allegations of a conspiracy involving, well, just about everyone: Prosecution, defense, and the judge. Leen meekly asked the judge about Bell's accusations involving the judge's representation of some clients before he took over his current job circa 1979. Tanner was perplexed, a little annoyed, and said he "never heard of (Jim Bell") before this case, and that was that. Leen's second allegation was a conspiracy involving the Feds. The broad outline seems to be that the Feds had "an agreement" with a fellow prisoner during Bell's earlier incarceration who was named Ryan Lund. An antinuclear activist who became the Boston Phoenix's political reporter, Giordano was sometimes abrasive, usually controversial, always passionate, and invariably innovative. (Who else would have sent GOP pundit Mary Matalin a little tie-dyed T-shirt from a Grateful Dead concert as a baby gift?) Giordano seemed to drop off the radar screen after departing the Phoenix in 1996 and then leaving the country. A year ago, he surfaced as publisher of the online publication The Narco News Bulletin ( www.narconews.com ), which sees its mandate as challenging ''the illusion that the drug war is about combating drugs.'' Later this month, Giordano will return to New York from his undisclosed base of operations in Latin America to celebrate the first anniversary of Narco News. He will also formally respond to what could potentially become one of the most riveting libel cases in recent history - if it actually goes to trial. The suit, filed in New York by Banco Nacional de Mexico (known as Banamex) against Narco News, Giordano, and Mexican journalist Mario Renato Menendez Rodriguez, pits the law firm of such ex-presidential intimates as Robert Strauss and Vernon Jordan against two notable First Amendment attorneys. And it happens to focus on the subject that has captivated Academy Awards voters who recently honored the film ''Traffic'': the drug smuggling trade. ''For us, `Traffic' is not a movie,'' Giordano said in a phone interview this week. ''We live it every day.'' The cooling systems in the backpacks would have been removed to lighten the load not designed for earth's six times heavier gravity, otherwise they might have fallen over. Rare, uncirculated photographs, allegedly from the moon's surface, show scenes supposedly lit solely by sunlight. Mediation Fails in CIA Employees' Suit http://www.washingtonpost.com/wp-dyn/articles/A29534-2001Apr2.html By Vernon Loeb Washington Post Staff Writer Tuesday, April 3, 2001; Page A19 Court-supervised mediation has collapsed between the CIA and a group of current and former employees who allege that the agency has violated their right to private counsel, clearing the way for further litigation on the issue. The case has the potential to become a throbbing legal headache for Langley, which has tried -- and failed -- to have the lawsuit thrown out of court. Roy W. Krieger, an aggressive former Justice Department attorney, said he now represents more than 20 current and former employees who claim their right to counsel in internal disciplinary matters -- from failed polygraph examinations to disputed performance reviews -- has been impeded by the CIA. What's more, Krieger said he intends to ask U.S. District Judge Ricardo M. Urbina to certify the case as a class action, so any current or former employee who has ever retained or tried to retain private counsel for work-related representation could become eligible to join. Krieger filed suit on behalf of seven current and former employees almost two years ago but agreed last year at Urbina's suggestion to go to mediation. The talks broke down late last month. "It's unfortunate that we were unable to reach a negotiated settlement, but not necessarily surprising, given the magnitude of reforms the plaintiffs are seeking," Krieger said. While many of Krieger's clients will be identified only by initials or pseudonyms, one identified by name is John Spinelli, a former operations officer wounded in Somalia supporting U.N. peacekeepers in 1993. Spinelli claims the CIA refused to give his lawyer access to medical and personnel records needed to pursue a claim for disability compensation. CIA spokesman Mark Mansfield declined to comment on the case, but said agency employees can freely consult with private attorneys on internal personnel matters. INTELLIGENCE REFORM: Never bashful, former CIA case officer and open-source guru Robert D. Steele has taken his crusade for intelligence reform directly to the White House, telling President Bush in a recent letter that he is being ill-served by an intelligence community obsessed with secrets. "Our secret intelligence community is spending $30 billion a year focusing on the 5 percent of the information they can steal, while ignoring the 95 percent of the relevant information that is not online, not in English, and yet vital and very relevant to your strategic decisions," Steele wrote. Deputy CIA Director John E. McLaughlin said yesterday during an online session at washingtonpost.com that the CIA does, indeed, like to obtain secret information. "But we do also fully integrate open source information into our work and appreciate the contribution it makes," he said. McLaughlin also said that "most of our major papers now benefit from being read and critiqued by outside experts from the academic, business or think-tank world -- a recognition on our part that in today's world we do not have the market cornered on wisdom." Steele responded in an interview that desktop Internet access is a far cry from having a corps of analysts who are trained to find open information in many languages from many sources. "The problem with spies," Steele said, "is they only know secrets. In the information age, the center of gravity for national security is knowledge power, but the U.S. has an industrial-era spy system." CIA ABUZZ: The CIA's new executive director, A.B. "Buzzy" Krongard, minced no words yesterday as he addressed a standing room only crowd of senior managers inside the "bubble" auditorium at agency headquarters. Siajj Daraghmeh was whisked away by the gunmen under the cover of the night and he has not been heard from ever since. After the now familiar nightly raid, several of Siajjs friends were summoned by the Mukhabarat for extensive interrogations; some more than once. Siajj Daraghmeh is a senior majoring in Law at Amman University, a private college. He was born in 1977. Last year, Siajj was elected president of the student body, otherwise known as the Student Union. His term expired a few weeks ago. His crime was trying to exercise a constitutional right. He was kidnapped for trying to organize a student protest during the Arab Summit in Amman, according to fellow students, to call on Arab leaders to support the Intifada and lift the siege on Iraq. And the Palestinian POLICE "State": LAWYER ARRESTED, HELD INCOMMUNICADO BY PALESTINIAN MILITARY INTELLIGENCE [April 4, 2001 - From Palestinian Human Rights Organization LAW] On 24 March 2001, the Palestinian Military Intelligence arrested lawyer Nasir Al Rifa'ee at a court in the West Bank town of Ramallah. Al Rafa'ee, from the village of Anata near Jerusalem, was then taken to the Ramallah Military Intelligence headquarters for interrogation, where he remains. Since his arrest, he has been held incommunicado, with no access to legal counsel or his family. LAW's lawyers have attempted to visit Nasir Al Rafa'ee on three consecutive days (31st March to 2nd April 2001) but were denied access to the detainee each time. On 1 April 2001, LAW filed a complaint with Colonel Musa Arafat, the head of the Military Intelligence, arguing that Al Rafa'ee's arrest and detention were illegal and in contravention of international human rights standards. A similar complaint was submitted to Col. Ismail Jabir, the head of Palestinian National Security, which is supposed to have oversight of all Palestinian security services. To date LAW has received no reply from either body. The law applicable in the West Bank does not authorise the Military Intelligence to arrest civilians who are not members of the security services. The arrest of Nasir Al Rafa'ee is therefore illegal. Regarding incommunicado detention, Principle 7 of the UN Basic Principles on the Role of Lawyers provides that "all persons arrested or detained, with or without criminal charge, shall have prompt access to a lawyer, and in any case not later than forty-eight hours from the time of arrest or detention." LAW demands the immediate release of attorney Nasir Al Rafee. While he remains in detention, LAW seeks assurances that Al Rafee is treated humanely and given access to legal counsel and his family, as well as to adequate medical treatment. Nasir Al Rafee suffers from a stomach ulcer and spinal problems... And the Israeli Police State: "HOUSE OF PEACE" DEMOLISHED FOR THIRD TIME [Press Release - Wednesday, April 4, 2001}: The re-built home of the Shawamreh family in Anata was demolished for the third time this morning by bulldozers of Israel's Civil Administration in the Occupied Territories. Although two Israeli peace activists, Jeff Halper of the Committee Against Home Demolitions and Rabbi Arik Ascherman of Rabbis for Human Rights, parked their car in the path of destruction and sat down in front of the bulldozers, the army removed them forcibly, moved the car, and then plowed through the home, garden, and water tanks, plowing up the foundations as well, to ensure that the home could not be rebuilt yet again. Rabbi Asherman was arrested. This demolition was the fourth of the morning in the town of Anata - three Bedouin houses were bulldozed into rubble prior to the Shawamreh home - and the driver reported they were on their way to demolish two more homes in the town of Issawiye. Both Palestinian towns are in close proximity to Jerusalem. Informants helped convict many if not most of the 673,000 people who were sent to state and federal prisons and jails during Clinton1s eight years in office, compared with 343,000 during President Bush's single term and 448,000 in President Reagan's two terms. According to a study by the Justice Policy Institute, the incarceration rate at the end of the Clinton administration was 476 per 100,000 citizens, versus 332 per 100,000 at the end of Bush's term and 247 per 100,000 at the end of Reagan's administration. African-Americans were especially hard hit under Clinton. The incarceration rates for blacks increased from around 3,000 per 100,000 to 3,620 per 100,000 people during the pasat eight years. Much of this increase is a direct result of the War on Drugs, a domestic law enforcement initiative driven by thousands of informants and other government undercover operatives. As sociologist Malin Akerstrom put it, "[T]he police have a greater incentive to use informants in drug cases than in many others because they are victimless crimes. Therefore it can be assumed that the police try harder to produce more informants in a case in which drugs are involved - particularly as it currently is prestigious to solve these cases." This has always been true, whether the illegal drug is moonshine, marijuana or heroin. But the federal government specifically targeted crack cocaine for special attention after it made inroads into the black community. Congress used the cocaine-related death of a college basketball player named Len Bias as an excuse for this decision. He had been drafted by the Boston Celtics, the professional team in the home district of House Speaker Tip O'Neill. A few weeks after Bias died, Congress passed the Comprehensive Crime Control Act of 1986, dramatically increasing the penalties for crack. Under the guidelines established by the law, the minimum sentence for someone convicted of selling 5 grams of crack is the same as that for a person found guilty of trying to sell 500 grams of powdered cocaine - a 100 to 1 ratio. According to the U.S. Sentencing Commission, by the end of the 20th Century, the average crack cocaine sentence was 122 months, compared to 79 months for powdered cocaine. Suddenly, minor drug users were facing the kind of penalties traditionally reserved for murderers and criminal kingpins, dramatically increasing their willingness to snitch. There was only way to avoid serving the new mandatory minimum sentences - provide the government with what prosecutors consider "substantial assistance" in arresting and convicting other drug dealers and users. In other words, become a snitch. According to a 1995 study by the National Law Journal, "Between 1980 and 1993, the number of federal search warrants relying exclusively on an unidentified snitch nearly tripled, from 24 percent to 71 percent." Within a few years, inner city black communities were swarming with informants desperate to rat out their friends, associates, even their family members. A good example is Scott Tredwell, an African-American cocaine dealer who worked as an informant in Minnesota, Washington and Oregon. The deal Tredwell cut with the government is typical of professional informants. He was not only paid a regular salary, but received bonuses for every bust he helped set up. In addition, as long as he was informing, the government allowed Tredwell to continue dealing drugs, and to break a number of other state and federal laws, too. According to federal court documents, Tredwell first began dealing drugs in the St. Paul-Minneapolis area in Minnesota in the late 1980s. He was selling kilograms of powder cocaine, and began doing business with a high-level drug dealing family. Tredwell made thousands of dollars every week dealing cocaine, eventually "fronting" cocaine to distributors who sold the drugs for him. In 1987, Tredwell stole $20,000 from a member of the drug family and flew to Los Angeles, intending to buy cocaine and bring it back to Minnesota to sell. Unfortunately for him, the police arrested him at the airport with $11,000 in cash. Tredwell originally gave a false name and lied to the police, but he quickly struck a deal and agreed to work as an informant. The police bailed him out, returned his $11,000, and paid to fly him back to Minneapolis. After he returned home, Tredwell testified before a grand jury as a "cooperating witness." He continued to sell drugs, but soon got scared and fled the area because the word was out that he was a snitch. Tredwell eventually

Chief Justice William Rehnquist said for the court's conservative majority that the Sixth Amendment right to counsel was ``offense specific.'' It represented a victory for Texas prosecutors, who were supported by the U.S. Justice Department and police groups. They argued that extended protections would impose unjustified costs on society and make it harder for crimes to be solved. The justices overturned a ruling that a murder suspect who confessed to two killings in 1993 was entitled to a new trial. Maggie Owings and her 16-month-old daughter disappeared from their home in rural Walker County, Texas, two days after Christmas in 1993. There had been a burglary at their house. Cobb was a neighbor. Could Tyson Foods Corporation, the world's leading meat supplier be behind the deadly slaughter? These are serious questions being raised by a leading American public health authority, Dr. Leonard Horowitz, a Harvard graduate and the author of several books on infectious diseases. Many Americans can recall the hoopla over Hillary Clinton having made more than $100,000 virtually overnight in the swine futures market in 1998. The tip came from James Blair, chief counselor at Tyson Foods. The Springdale, Arkansas-based company showered gifts for favors upon Clinton administration officials including former Agriculture Secretary Mike Espy. Don Tyson was one of Bill Clinton's "closest friends and biggest supporters," according to grand jury testimony concerning Tyson political misconduct. Don Tyson was Bill Clinton's top fundraiser during his gubernatorial and presidential elections. The grave possibility that the international foot-and-mouth disease outbreak stems from a Tyson plot is documented in Healing Codes for the Biological Apocalypse (Tetrahedron Press, 1999; ISBN: 0-923550-01-1) in which Dr. Horowitz explored little known facts about "mad cow disease" outbreaks. Suggesting a new form of "bioterrorism" to facilitate what past CIA Director James Woolsy called "industrial espionage," Dr. Horowitz considered the fortuitous fear campaign that facilitated Tyson's takeover of the Hudson Beef Company in 1997 after the latter's stock dropped in value 35% due to an alleged E. coli contamination that was never confirmed. Days later, pressured by the media and foreign governments, 1.2 million Asian chickens were slaughtered to allegedly prevent the flu from spreading to other countries and species. "Few knew that prior to these events," Dr. Horowitz wrote, "Tyson was vying to bring the Asian poultry industry into its global monopolistic fold. The emergency primarily targeted Tyson's Asian competition farmers. What was most likely a CIA-directed "outbreak" conveniently required the annihilation of Tyson's competitors. On March 15, 2001, USA Today reported that Tyson Foods stands to gain most from the current foot-and-mouth disease problem. They had four times tried to purchase America's leading beef supplier IBP Corporation, most recently for $3.2 billion, or $30 per share of stock valued at only $24.11. The international slaughter of cattle, the article said, was sure to reduce IBP profits making Tyson's offer even more appealing. -Caveat Lector- http://www.antiwar.com/justin/justincol.html April 4, 2001 THE RESURRECTION OF GARY POWERS Spy plane drama a blast from the past The story we are getting about the "accidental" downing of an EP-3 spy plane, packed with sensitive electronic equipment, over the South China sea, and its emergency landing on Hainan island, at a Chinese military base, makes absolutely no sense â no matter whom is doing the telling. A GAUNTLET THROWN The Chinese say that the American plane, having intruded into their airspace, suddenly veered into one of two Chinese jet fighters on its tail. This is hardly credible: you don't have to be a military specialist to figure out that a jet fighter has a lot more maneuverability than the propeller-driven EP-3. Either the ChiComs are sending their pilots to the Chinese equivalent of the Comedy Driving School, or something else occurred that neither side is talking about. But word, as usual, is getting out. According to a report in the Taipei Times, the spy plane was collecting information on China's most advanced warship when the alleged collision took place. The spy plane then tried to hightail it out of there, when it was forced down by warning fire from the other Chinese fighter. Citing an anonymous "intelligence source," the Taipei newspaper reports that "the source â who had monitored the incident by radar and also listened to cockpit exchanges â said he believed the EP-3 was forced to land by the Chinese fighter plane at an airport on Hainan." While none of this is confirmed, it sounds very credible, or at least possible: if true, it points to a deliberate provocation, a gauntlet hurled in the path of the American hegemon â one that the Bush administration is all too eager to pick up. THE LADYBUG AND THE FROG The American side of the story is even more dubious than the Chinese version. US officials claim that the collision was so damaging to the spy plane that it had no choice but to send out a "Mayday" signal and make an "emergency landing" â at one of the biggest and most strategically important Chinese military bases in the region! Pardon me for asking, but isn't the idea of running a military spy operation to avoid capture at all costs? If they had fallen into the sea, surely the area would have been swarming with US ships in very short order â or else what do we have all those bases over in Japan and the Philippines for? The Taipei Times reveals that "this is not the first time that a US surveillance plane such as the EP-3 has tried to collect information on the most advanced fighting ship in the Chinese navy, which poses a major threat to US aircraft carriers with its lethal Sunburn anti-ship missiles." We don't have a lot of answers, yet, just questions: but perhaps, in looking at history, and searching for precedents, we can find some clue as to what is going on here, with the image of Gary Powers, downed over the Soviet Union at the dawn of the cold war, coming immediately to mind. On May 1, 1960, Powers took off in the top-secret U-2 spy plane, which had so far eluded all Soviet efforts to down it. The Soviet Sputnik had just been launched, and US military circles were in an uproar: after a short lull, overflights of Soviet territory were resumed, even as preparations were under way for the Paris peace summit. When the Soviets announced, on May 5th, that they had shot down an American spy plane, the US government at first tried to push the story that that plane's mission was entirely meteorological â but this was rendered completely untenable by the reappearance of Powers as the captive of the Soviets. Brought before a Soviet court and charged with espionage, he was slapped with a ten-year sentence â and wound up serving only 17 months. Exchanged for a Soviet spy, Rudolf Abel, Powers returned to the US a hero, but eventually wound up a somewhat embittered man, convinced â as he says in his memoirs â that he had become a political pawn in the cold war chess game. His book, Operation Overflight, was very critical of the CIA. After his release from a Soviet prison, he was hired by Lockheed as a test pilot. Unaware that the US government was his hidden benefactor, Powers worked for Lockheed for seven years, but when they got wind of his book â and that it was highly critical of the CIA â the hero was promptly dumped. Was America Hunting for a New Killer Submarine? 04 April 2001 The loss of the EP-3E aircraft means the demise of some of the United Statesâ capabilities to eavesdrop along Chinaâs coastline. It also could eventually spell more trouble for relations between the two countries. Both observations beg the question: What was a U.S. spy plane doing down there in the first place? True, missions are flown routinely along the China coast. But a series of incidents, stretching back several years, indicate the United States has been hunting for signs of a breakthrough in Chinese submarine technology â one that poses a serious threat to Americaâs most powerful conventional weapon: the aircraft carrier. There has been a rash of arrests of Western defense attaches in China. And recently a U.S. vessel was chased from an exercise area. Both actions suggest China is close to a breakthrough in its long-stalled efforts to build an effective submarine threat. Sources in China confirm the Chinese military reaction to the EP-3E incident was sharp because the military is trying to safeguard its submarine secrets. There are two vessels at issue. The Peopleâs Liberation Army Navy (PLAN) placed a new version of the Russian-designed Kilo-class submarine into service April 4, 2000, according to a brief report in the Hong Kong-based Sing Tao Jih Pao. The new Kilo is equipped with anti-ship weapons and has conducted recent drills simulating combat with carrier-type warships, according to the paper, which cited sources in the Peopleâs Liberation Army. It takes up to a year to qualify a new vessel and crew for duty at sea. But the Chinese navy may have made a more significant breakthrough. It has been working for years on a variant of the larger, more powerful Victor III submarine. This submarine, known in China as a Type 093 and due for completion sometime in late 2000, was designed to launch cruise missiles while submerged. That would allow the Chinese to threaten the pre-eminent American weapons system in the region: the aircraft carrier. A Russian-designed Kilo-class submarine. The flight of the EP-3E along Chinaâs coastline suggests it was monitoring transmissions of navy vessels and coastal installations. The aircraft may have been looking for signs of either of these two submarines as well. It appears the U.S. Navy was taking an intense interest in a recent exercise far to the north in the Yellow Sea â not far from the port where the new boat has been under construction. Thatâs where the U.S. vessel was chased away. It is an unusual coincidence that the damaged American EP-3E made an emergency landing on Hainan Island. The island lies at the epicenter of Chinaâs efforts to extend its naval force far beyond its coastline. By doing so, it can interdict the sea lanes that bring oil to Northeast Asia. The Chinese also could put an end to their worst nightmare, realized in 1996, when American carriers were just off the Chinese coast. To the north of the island is the headquarters of the South Sea Fleet at Zhanjiang. Zhanjiang is a likely target for collecting Chinese signals from telephone calls and other transmissions because it controls operations into the hotly contested Spratly Islands. Two submarine flotillas operate out of the South Sea Fleet, according to a recent version of Janeâs Security Assessment. Hainan hosts a naval base at the northern port of Haikou. It appears likely the new Kilos not only have entered service but also may have been certified to take part in deep-water operations, ostensibly against American carriers in the case of war. The U.S. Defense Department estimated last year that the Kilos will be adapted to use Russian technology in quieting and sonar, as well as weapons systems. In a 2000 report, the department estimated China âis expected to begin arming some of its submarines with submerged launch cruise missiles.â The Chinese navy is also emphasizing its own anti-submarine operations, emphasizing training. âAs a result, Chinaâs submarine fleet could constitute a substantial force capable of controlling sea lanes and mining approaches around Taiwan,â the U.S. military report concluded, âas well as a growing threat to submarines in the East and South China Seas.â Operations in the South China Sea are the key for China to break out of its largely defensive naval posture. From the South China Sea, the Chinese can intercept an opposing force â far away from the mainland. Such a force can harass shipping, particularly ships carrying petroleum, to Japan and South Korea. The Chinese military appears to feel the United States, keenly interested in the submarine program, is moving to counter this threat by bringing its own weapons closer to the coast. The ABL program aims to develop a system that can destroy ballistic missiles and their launchers through a beam of a high-energy laser. Leading U.S. companies such as Boeing, Lockheed Martin, Raytheon and TRW are involved in the program. Executives said Raytheon has achieved what they termed a crucial milestone in the development of the beam control/fire control system, Middle East Newsline reported. The system is meant to fire the laser at the target missile during its initial boost phase from ranges of hundreds of kilometers away. The milestone was the first "light test" of the Track Illuminator Laser at a facility El Segundo, Calif. The TILL, one of four critical lasers in the ABL, was the first to demonstrate that it can project powerful pulses of light on a small section of a missile and obtain data of the target's speed, elevation and probable point of impact. Executives said the test demonstrated the power of the fire control system, which operated for 30 minutes, far more than expected. Lockheed Martin is developing the fire control system. The high-energy chemical-oxygen-iodine laser will be provided by TRW. "This is a brand new technology and the test proves the design is valid," Lockheed Martin ABL program manager Paul Shattuck said. "For the ABL program we pushed both sides of the equation â a more sensitive sensor and a more powerful illuminator laser. This reduced the development risk because the components can compensate for each other." The TILL is scheduled to be delivered later this year for integration by Lockheed Martin. A full test of the ABL, the prime contractor of which is Boeing, will take place next year. Boeing supplies the 747-400 freighter aircraft and the battle management, command and control system. Moorer, says the Communist Chinese are preparing for ultimate war with the United States, and President Bush needs to show strength in dealing with them in the crisis over the crippled U.S. Navy EP-3 plane. "They should release the prisoners," said Moorer, who was once the nation's highest-ranking military official, in referring to the 24 U.S. airmen and women being detained after the emergency landing. "The onus is on the Chinese," added the admiral, who also serves on the board of directors of NewsMax.com. "They are taxing the rule of international waters." President Bush has handled the situation well so far, the retired military officer believes. "But as time goes on," the president will have "no other course of action" but to "gradually tighten the grip" and "take a hard position." Several options are available for the president to consider, Moorer argues. And he thinks any, all, or any combination of them should be considered. Remove the "most favored nation" trading status (now named Permanent Normal Trade Relations) with the Chinese. Bolster military assistance to Taiwan. "Get them [the Chinese] out of Panama" and restore the U.S. Army position that was there for years. Rally U.S. allies to support any of the above actions deemed appropriate. "A hard position is necessary," Moorer reiterated. "The Chinese have no respect for international law." In answer to a question, the retired admiral said China has been preparing for ultimate war with the United States. "Theyâve stated flatly the U.S. is their No. 1 enemy," he declared. To those who say provoking the Chinese will result only in their carrying out missile threats against the United States, Moorer said, "Iâve heard that for so many years," recalling similar fears about confronting the Soviet Union during the Cold War. He said a lesson that has to be learned over and over again is that you don't pacify aggressors with weakness. "The only thing they understand is strength," and allowing ourselves to be pushed around will only whet their appetite. "They are right in the Caribbean with an operation," he noted, referring to a large sea container port operated by a Chinese-controlled firm in the Bahamas. "The time has come" to put an end to China's "free-wheeling." Among his other achievements, Adm. Student Sues School Over Ban of 'Straight Pride' Sweatshirt By Melanie Hunter CNS Evening Editor April 03, 2001 (CNSNews.com) - A St. Paul, Minn., teenager is suing his high school after school officials told him his sweatshirt, with the trademark logo 'Straight Pride,' was offensive to gay, lesbian and bisexual students. On the back of 16-year-old Elliot Chambers' shirt was the universal symbol of a man and woman holding hands. "In the afternoon, he was approached by an assistant principal who told him that a female student, representing a group of homosexual students, were offended at Elliot's wearing of the sweatshirt, and the assistant principal said she would be speaking with the principal about the matter," said Michael DePrimo of the American Family Association Law Center, who is representing the family. "The next day, Elliot was summoned to the principal's office, and he was told he could not wear the sweatshirt to school again, allegedly because homosexuals were offended by it," DePrimo said. The school has set up "safe" rooms, marked by inverted pink triangles, the universal symbol of the homosexual community. The "safe" rooms are set aside for student/teacher discussion and counseling about homosexuality and other "non-traditional relationships." During a meeting with the school principal Dana Babbitt, the Chambers expressed concern about the school's open support of homosexuality. The Chambers claim Babbitt called them "homophobic." "The Chambers have contacted many other parents of Woodbury High School students and informed them of the safe rooms and the open support that the school is giving to homosexuality and bisexuality," DePrimo said. "From what I heard, every parent was outraged to find out what the school has done." The center is challenging the constitutionality of the school's policy, which, according to DePrimo, says, "Students may not wear items with unacceptable writing or graphic depictions, which offend anyone or distract from the educational experience of students at Woodbury High School. Unacceptable writing or graphic depictions are those, which are commonly accepted as vulgar, obscene or socially demeaning or derogatory." DePrimo added, "And it's our position that his sweatshirt does not fall into that category." Stephen M. Crampton, chief counsel for the center, said, "This is a case of classic viewpoint discrimination. The school has chosen to openly embrace homosexuality and bisexuality, and it does not welcome dissenting points of views. What is especially troubling is the school's open hostility toward student support of committed man-woman relationships." Principal Dana Babbitt and the school district declined comment. The American Family Association Law Center is the legal arm of the American Family Association, Inc., and it has offices in Tupelo, Miss., and Washington, D.C. Defense denies sharing secrets with China Briefing on U.S. bombing, strafing methods called 'imaginary' training -- -- By Charles Smith 2000 WorldNetDaily.com Despite U.S. Air Force and Defense Department documents showing the Air Force instructed representatives of the Communist Chinese military about bombing and strafing missions, the Clinton administration is denying Chinese air force officers were "briefed on 'Combat Readiness'" during a 1999 tour of Edwards Air Force base in California. In a four-page letter of reply to Congress, Undersecretary of Defense Walter Slocombe stated that the 1999 Chinese air force visit was for "safety" reasons, and that simulated "bombing" missions given to the Chinese military were "imaginary training." This official U.S. Air Force photo shown to Chinese army air force officers shows the TRN-45 U.S. mobile military microwave radar system used on airports that have been captured or damaged in battle. In November, Chairman of the Science Subcommittee on Space and Aeronautics, Rep. Dana Rohrabacher, R.-Calif., and Rep. Dan Burton, R.-Ind., chairman of the House Committee on Government Reform, joined to write a blistering letter to Secretary of Defense William Cohen, seeking an explanation for the Chinese military visits to America. "After reviewing the briefing papers distributed to the Chinese delegation," they wrote to Cohen, "we are now concerned that under the guise of 'air traffic control,' the U.S. military gave instructions on how our military fighter commands utilize civilian air traffic control for tasks such as 'low level bombing, inflight refueling' and the coordination of AWACS (airborne radar planes) in combat refueling operations. "It appears that these briefings not only advised the Chinese on how we conduct fighter-bomber operations areas (MOAs), but this will enable them to better develop defenses against our Air Force and Navy aviation operations," wrote Burton and Rohrabacher. In December, Slocombe replied in a letter to Rohrabacher, "A delegation of Chinese air traffic control officials visited the U.S. in May 1999 as guests of the Federal Aviation Administration. Because many Americans travel abroad and U.S. airlines fly around the globe, the United States is deeply interested in raising the level of aviation safety in China and elsewhere. Safer skies are necessary, not just in the United States, but around the world." However, according to documents obtained from the Federal Aviation Administration, the U.S. Air Force briefings included a simulated "bombing" mission. The documents show a "two ship formation of F-16s from Luke AFB, Arizona" on a "bombing" and overflight mission in a training area, code-named "Baghdad," northwest of Prescott, Arizona. Slocombe denied that the simulated "bombing and strafing" mission constituted military training for the Chinese air force. According to Slocombe, the mission was "imaginary training." F-16 Fighting Falcons on "bombing" mission from Luke Air Force Base - an official U.S. Air Force document given to the Chinese army air force. "The 1998 briefing was centered on a notional example of flight planning and coordination of routes for an imaginary training mission, using Luke AFB as a backdrop," wrote Slocombe. "The briefing also referred to the FAA air route traffic control center computer in Albuquerque, New Mexico, as the location where the notional flight plan was processed in this scenario. The briefing covered how military flights can go back and forth between FAA and USAF air traffic control during the execution of their flight," explained Slocombe. The Defense undersecretary did not explain what he means by "notional' and "imaginary" training, as distinct from current U.S. military training, which prominently features simulated and fictional combat missions, and which indeed are an integral part of military training worldwide. "The notional briefing included a phase in which air traffic control of an aircraft was transferred to an AWACS that provided air traffic control for the aircraft to be refueled," Slocombe continued. "The information involving the tanker and an AWACS was limited to the handling of air traffic control during a notional training mission. This did not involve tactical operational training or techniques." Slocombe also denied that Chinese generals visited Edwards Air Force base in May 1999. In his letter, Slocombe correctly noted that the 1999 visit included three senior colonels from the Chinese army. But no Chinese general is listed as attending. The level of mercury exposure is consistent with those levels found in humans with mercury/silver amalgam dental fillings. The exposure to mercury caused the formation of neurofibrillar tangles, which are one of the two diagnostic markers for Alzheimers Disease. The scientists found that other metals, including aluminum, did not cause the damage. Previous research has shown that mercury can cause the formation of the other Alzheimers Disease diagnostic marker, amyloid plaques. The research, published in a peer-reviewed medical journal, is accompanied by a video visual presentation of the effect. Utilizing digital time-lapse photography, this video shows rapid damage to the nerve cells after introduction of minute amounts of mercury. The mercury levels that caused the devastating damage to nerve cells in the above referenced study were 100 to 1000 times below those found in the brains of people with mercury/silver amalgam dental fillings. In 1997, researchers at the University of Calgary Medical School and the College of Pharmacy at the University of Kentucky clearly demonstrated that exposing rats to the same levels of mercury vapor that can be released from mercury/silver amalgam dental fillings caused the mercury to interact with brain tubulin and disassemble microtubles that maintain neurite structure. The identical neurochemical lesion of similar or greater magnitude is evident in Alzheimer brain homogenates from approximately 80% of patients, when compared to human age-matched neurological controls. (Neurotoxicology 1997;18(2):315-324) In 2000, researchers at the Neurobiology Laboratory, Psychiatric University Hospital in Basel, Switzerland using neuroblastoma cells exposed to mercury demonstrated an increase in production of amyloid protein that makes up the amyloid plaques as well as significantly increasing the phophorylation of Tau protein. Spanish security expert Juan Carlos Cuartango discovered the hole, which allows attackers complete access and control over any computer running any version of the Windows operating system and Internet Explorer Versions 5 and 5.5. An attacker can gain control of another user's machine using an HTML-formatted e-mail with an attachment that contains a small remote-control program. The e-mail can be sent directly to the victim, or can be placed on a website. Unlike previous e-mail-activated attacks, the victim of this attack does not have to download the e-mail or click on the attachment for it to work. If a malicious user sends an affected HTML e-mail or hosts an affected e-mail on a website, and a user opens the e-mail or visits the website, Internet Explorer automatically runs the excecutable program on the user's computer. Typically, attackers will exploit the hole by sending a provocative e-mail to prospective victims in an attempt to lure them to the malicious website. Once a computer has been compromised, the attacker -- working from a remote location -- can do anything the computer's owner could do on the machine. "This is the biggest Microsoft Internet Explorer vulnerability I have ever discovered," said Cuartango, who details the hole and its ramifications for Windows computer users on his Spanish-language website. Microsoft was not immediately available for comment, but has released a "critical" security alert as well as a patch to fix the hole. Microsoft strongly advises "all customers using Microsoft Internet Explorer to install the patch immediately." The company says full documentation of the problem will be posted by Saturday. Cuartango said he alerted Microsoft to the problem on Feb. 14. "Microsoft responded immediately and their security team also started working immediately to produce a fix," he said. Yahoo!
