Much pressure is building at the United Nations to not open itself to still more 
charges of being complicitous in genocide, not to mention to do something to stop 
being seen as an extension of the American State Department (the actual private 
words of a senior U.N. official).   While much of the Western world, especially the 
American homeland, continues to believe the carefully crafted war time propaganda 
statements coming from the White House, Pentagon, and State Department (as well as 
from #10 Downing), there are others who recall that two of the highest ranking U.N. 
officials resigned a few years ago in protest over the genocide they believed the 
U.N. had become complicitous to in Iraq -- on the scale of more than 1 million 
civilians killed, 5000 babies dying needlessly monthly, and an advanced country 
reduced to begging.  Echos from Rwanda and the Balkans still reverberate at the U.N. 
as well.  And now the warnings are that if a major new food and relief program is not 
begun within weeks the Anglo-American crusade now underway could result in millions of 
dead Afghanis by next year, most by famine and disease.  Some of the world's best 
international aid organizations are using a possible figure of 7.5 million!

[The Guardian - UK- Saturday October 20, 2001]:   In exile in Switzerland, shortly 
before the Russian revolution, Lenin opined that there are decades when nothing 
happens; and there are weeks when decades happen. We are, it seems, living through 
such weeks. It is hard to remember a time when political instability, civil strife and 
the roar of bombs and missiles have so scarred the international landscape. 
Governments like Norway's fall, others like Australia's cut and run for a khaki 
election. General Musharraf, Pakistan's self-appointed military strongman, admits he's 
forcing through a policy rejected by 83% of his compatriots. General Sharon's Israeli 
government, riven between hawks and superhawks, now appears to have embarked on a 
doomsday option, possibly including the assassination of Arafat, following the slaying 
of the world's least attractive tourism minister. 

The soft centered European governments are beginning to squirm and the Labour 
benches in the British parliament are turning queasy at the slaughter of the world's 
poorest by the world's richest. Coalition comrades, India and Pakistan, are shelling 
each other across the line of control in Kashmir. Aid agencies are in emotional 
revolt and, like Mary Robinson, are having to be ordered back into their box by Clare 
Short. Muslim streets are burning from Gaza to Jakarta. In the House of Commons, 
former defence ministers, Labour rightwingers like Gwyneth Dunwoody and MPs with large 
Muslim electorates have swollen the ranks of the usual suspects - those like me, who 
have opposed all the wars of the new imperialism. 

Internationally, the coalition is shakier still. The Arab League, echoing Nato 
leaders, has declared that any attack on an Arab country will be regarded as an attack 
against all of them. The Saudis, having denied the US use of their bases and declined 
a visit by Tony Blair, are now questioning the basis of the whole campaign - even 
openly doubting the involvement of Bin Laden in the crimes of September 11. 

Meanwhile, the phone-in lines to Arab television stations are jammed with opponents of 
the war and blood-chilling threats of mayhem in revenge. Bush and Blair may not be at 
war with Islam, but Islam is now at war with them and we will be lucky if that is 
not soon visible on the streets of northern English cities.

TREATMENT, NHLBI AND AMERICAN HEART ASSOCIATION CALL ON PHYSICIANS TO
STRESS NEED FOR SPEED IN CALLING 9-1-1

WASHINGTON, Sept. 10 -- A joint call to action urging physicians to educate
their patients about heart attack warning signs - and the importance of
calling 9-1-1 immediately - was announced today at a news conference by the
National Heart, Lung, and Blood Institute (NHLBI) and the American Heart
Association.

NHLBI Director Claude Lenfant, M.D., and American Heart Association
President David Faxon, M.D., note that despite life-saving advances in the
treatment of heart attack, only a small percentage of patients are getting
to the hospital early enough to reap the benefits of that therapy.

Writing in an editorial titled, Timing is Everything: Motivating Patients
to Call 9-1-1 at the Onset of Acute Myocardial Infarction published in the
September 11 issue of Circulation: Journal of the American Heart
Association, Lenfant and Faxon note that delay in seeking medical
treatment is a key factor in the nearly one-half million heart attack
deaths in the U.S. each year.

The two organizations hope to turn this trend around with the call to
action and support of National 9-1-1 Day (Sept. 11), which also serves to
launch a major new heart attack education campaign called Act in Time to
Heart Attack Signs.  National 9-1-1 Day was initiated by the National
Emergency Number Association to emphasize the importance of calling for
emergency medical help.

Act in Time targets patients and the general public as well as physicians
and seeks to raise awareness about the need for a fast response.  Key
campaign messages encourage recognition of heart attack symptoms, working
with a physician to create a heart attack survival plan, and calling 9-1-1
as soon as symptoms begin.  Doctor/patient discussions can deliver a
powerful message about key symptoms and appropriate actions to minimize
treatment delays, write Lenfant and Faxon.

Our goal is to save lives by increasing the woefully low number of heart
attack patients who are treated within the first hour of experiencing
symptoms, says Lenfant.  It is during that crucial 60-minute window that
clot-busting medication and other treatments are most effective.
Alarmingly, only 1 in 5 patients gets to the hospital emergency department
soon enough to benefit from these treatments.

Most potential heart attack victims wait at least two -- and possibly four
-- hours before seeking medical help and some wait a day or more, Lenfant
adds.

One reason people wait before getting help is that they do not realize they
are having a heart attack because their symptoms do not match the sudden
crushing chest pain depicted in the movies -- the so-called Hollywood
heart attack.

The reality, says Faxon, is that many heart attacks are much 'quieter,'
causing only mild pain or discomfort.  In addition to uncertainty about
symptoms, many patients fear they will be embarrassed if their symptoms
turn out to be a false alarm.  And the majority of women still view heart
attacks as a 'male' problem even though cardiovascular disease is the
leading killer of both men and women.

Campaign materials point out that calling 9-1-1 can increase survival not
only by helping patients get to the hospital fast but also because
emergency medical personnel can give a variety of medications and
treatments even before arrival at the hospital.

Act in Time provides various educational materials for health care
providers, heart attack patients and the public.  These include a booklet,
an educational video, and new Web pages, which can be reached through the
NHLBI Web site: www.nhlbi.nih.gov.

In addition, campaign partners the American Red Cross and the National
Council on the Aging will help increase public awareness by offering Act
in Time classes through

This exercise was made possible by grant funding from The McCormick Tribune Foundation and The Oklahoma City National Memorial Institute for the Prevention of Terrorism.

On 22-23 June, the Center for Strategic and International Studies, the Johns Hopkins Center for Civilian Biodefense Studies, the ANSER Institute for Homeland Security, and the Oklahoma City National Memorial Institute for the Prevention Terrorism, hosted a senior-level war game examining the national security, intergovernmental, and information challenges of a biological attack on the American homeland. 

With tensions rising in the Taiwan Straits, and a major crisis developing in Southwest Asia, a smallpox outbreak was confirmed by the CDC in Oklahoma City. During the thirteen days of the game, the disease spread to 25 states and 15 other countries. Fourteen participants and 60 observers witnessed terrorism/warfare in slow motion. Discussions, debates (some rather heated) and decisions focused on the public health response, lack of an adequate supply of smallpox vaccine, roles and missions of federal and state governments, civil liberties associated with quarantine and isolation, the role of DoD, and potential military responses to the anonymous attack. Additionally, a predictable 24/7 new cycle quickly developed that focused the nation and the world on the attack and response. Five representatives from the national press corps (including print and broadcast) participated in the game, including a lengthy press conference with the President.

Several articles and reports will be produced in the coming weeks and months. Additionally, at least one Congressional hearing will be conducted to explore the lessons learned by the key participants. The first hearing is scheduled for the week of 22 July with the Subcommittee on National Security, Veterans Affairs and International Relations (Congressman Shays, Chairman).

The players were introduced to this crisis during a National Security Council meeting scheduled to address several emerging crises, including the deployment of a carrier task force to the Middle East. At the start of the meeting, the Director of Health and Human Services informed the President of a confirmed case of smallpox in Oklahoma City. Additional smallpox cases were soon identified in Georgia and Pennsylvania. More cases appeared in Oklahoma. The source of the infection was unknown, and exposure was presumed to have taken place at least nine days earlier due to the lengthy incubation period of smallpox. Consequently, exposed individuals had likely traveled far from the loci of what was now presumed to be a biological attack. The exercise spanned 13 days, and served as a vehicle to illustrate the following points.

EXERCISE LEARNING POINTS

1) An attack on the United States with biological weapons could threaten vital national security interests. Massive civilian casualties, breakdown in essential institutions, violation of democratic processes, civil disorder, loss of confidence in government and reduced US strategic flexibility abroad are among the ways a biological attack might compromise US security. 

2) Current organizational structures and capabilities are not well suited for the management of a BW attack. Major “fault lines” exist between different levels of government (federal, state, and local), between government and the private sector, among different institutions and agencies, and within the public and private sector. These “disconnects” could impede situational awareness and compromise the ability to limit loss of life, suffering, and economic damage.

3) There is no surge capability in the US health care and public health systems, or the pharmaceutical and vaccine industries. This institutionally limited surge capacity could result in hospitals

Here is how the WTC/Pentagon crashbombing operation came,
about,with strong documentary evidence available supporting every
step of this scenario. I am willing to field all questions discussants
can devise to test this solution.

Mossad and the CIA were dealing Afgan-opium-derived "China-
white" heroin or at least were devoting effort to protect the
supply sources of the multi-trillion-dollar money-laundered
deposits backing the global investments of American
and Britsih merchant banks. The Afgan Northern Alliance
druglords grow 80 to 90 percent of the worlds opium, the
prime ingredient of heroin, which is then moved over the small
China-Afgan boarder for processing and distribution by the
giant People's Liberation Army - Triad transnational corporation-
drug cartel-and military instrument. Against this giant network
the religious Taliban had been erradicating Afgan opium production,
supressing production and profits for druglords, bankers and
globalization capitalists alike.

Thus this became the initial motivation of a renegade group of CIA
and/or Mossad having an interest in defeating Taliban.

Next, the Russian and Kazakh mafias have ties with U.S. executive
James Giffen in Kazakhstan -- a man under investigation by
a New York grand jury in the months before September 11
for illegal involvement in an oil swaps between Kazakhstan
and sanctioned Iran (read the Aug. 9 New Yorker Magazine
for a full account of this by Seymore Hershe -- I have already
presented long excerpts of this in past posts) -- and all of the
evidence for this crime was being kept on the 20th through
25th floor of one of the WTC towers where the FBI had its
New York Offices. And James Giffen is the man anyone has
to go through to get any oil agreement with Kazakhstan --
including any pipelines built that would traverse Afganistan.
(There is $6 trillion dollars worth of oil and gas in Central Asia.)
Giffen certainly understood -- if he did not originate the idea --
that if he couldcan get operatives (even "captured" vengeful Islamic
activists whose rage could be shaped and directed to use of terror)
to destroy the FBI offices in the WTC building and the documentation
evidence it contained, then he would be escape grand jury indictment
-- and, as an powerful added benefit, the (framed) Taliban would get
replaced with a regime in Afganistan that would permit a pipeline to be
built -- preferably a Northern Alliance druglord government that would
harmonize with Giffen's own unethical (murderous) entrepreneural style.

(So far this super-crime scheme involves only a small group of people--
Russian Mafia and perhaps a Giffen - renegade CIA or a Giffen
"dark-side" Mossad link. But other, even more powerful players
may have had involvement -- certainly they stood to gain

powerful American financial figures and instiutions had charges brought
against them -- reportedly a very well-documented case --over the fixing
of gold prices -- with evidence for that case too stored by the FBI
on the FBI floors of the WTC! These parties would not only profit
heavily from the "carrot" of both oil and drug monies circulating through
thier great
financial instiutions, but they also would gain from avoding the "stick"
of one of the most threatening lawsuits ever to confront the U.S. financial
establishment (realize what a guilty verdict in this case would mean to
these leading financial families and to the Establishment in general!) --
these parties would welcome predictable and certainly substantial
benefits from the the destruction of the evidence in the WTC
and of some of the witnesses and researchers on the case as well.)

Notice that so far we have powerful men with powerful incentives
who characteristically operate in secret and under the protection
of wealth, status and power -- both the carrot ($2 trillion in annual
drug revenues funneled through the banking system -- which has
funded much of the proceeds to fund the development of the
Princeling-Triad dictatorship in China, btw, -- (The communist government
has been in the opium business since the 1930's -- Mao pioneered the
model later followed by Peru's Shining Path and Colombia's Maoist
F.A.R.C. narco-terrorists. And Zhou Enlai devised the plan in the 1950's

RESPONSE TO EASTMAN’S CLAIM TO HAVE SOLVED THE 9-11 ATTACK

It is seldom that half a dozen people send me the same article. Obviously
Eastman’s article hit a positive chord with some readers. After reading his
article it is clear that his article will seriously mislead people. It is
based upon some false premises, and its conclusion doesn’t go anywhere near
explaining what is going on.
Eastman claims to have solved the 9-11 attack. He has reduced the attack to
the explanation that renegade factions of the CIA and Mossad were dealing in
opium in Afghanistan. The attack was designed to prevent the Taliban from
cutting off their opium. Wall Street quietly went along because the banks will
gain from all the drug and oil money that will continue to flow. Sharon of the
Israelis is then theorized to have joined in order to solve all his problems
with the Moslems. Finally he adds this theory about the news media, “The news
media is exhorted to be patriotic and exemplary ‘wartime correspondents’ and
set about selling the blaming of bin Ladin [sic] and advocating war and
overthrow in Afganistan [sic] –because they have been deceitfully led to
believe they really know who bombed the buildings…”
What is wrong with Eastman’s theories? First, it is clear from reading his
article, (and I read it several times to make sure I understood) that he
subscribes to the theory that the CIA and Mossad are good guys but
unfortunately have renegade factions that misbehave. This is totally wrong.
Historically, both agencies were set up dirty from the start by the elite. CIC
Army intelligence distrusted the CIA from its beginning with good reasons.
Victor Ostrovsky’s By Way of Deception is a good introduction to understand
the entire Mossad is corrupt—not a few renegades. Ostrovsky’s book is just the
starting point of the corruption.
Next, it is clear that Eastman thinks the establishment news media are simply
being deceived by the government and trying to be patriotic. Our news media is
owned and controlled by the power elite. The news media is not patriotic and
will never be, unless one considers support for a global tyrannical
socialistic New World Order to be patriotic. Nor have they been deceived. They
are the deceivers. They have repeatedly squashed their reporters from
reporting on things that would expose the truth about the 9-11 tragedy. You
will notice that our press did not properly investigate the Gulf of Tonkin
incident (which started the Vietnam War). Now it is known to have been a U.S.
government hoax, now that the Vietnam War is over. They have the people to
investigate this tragedy—they don’t want to, and several reporters who have
tried have been given rough treatment by their superiors.
Eastman totally misses the real significance of what is happening. This is
not some project to make money for some rich men and some renegade spooks.
This war is to social engineer the world to ask for the “all-powerful” (not
counting Almighty God) one-world government they want to bring in. Obviously
Eastman is not aware (or chooses to ignore) of their written plans to bring in
three world wars in order to progressively take us into stronger world
governments. The First World War gave us the League of Nations. The Second
World War gave us the United Nations. Their third world war will give us the
last and ultimate Global Government. 
I research and expose the world’s elite. Some people seem to think that all
that motivates these people is money. These people are motivated by bigger
lusts than money. These are the people who make the money, loan us the money
they make, and tell us what that money is going to be worth. The world’s elite
could not spend their money—if they tried to spend it, they would simply
reinvest it. These people have more money than they can use. Money is not
their primary motive. Power is their motive. They are motivated by the desire
for incredible power. They want to be gods over us and to step on us and grind
us like little ants so that their sadistic minds can feel even more godlike. 
I am not dreaming this up, I am reporting to people how they think (and even
talk), and if you could be in their satanic cabals, you would get to hear for
yourself how these sadistic power hungry men (and women) lust to cause large
scale pain just for their perverted egos. People misuse the Bible. They quote
the verse “the love of money is the root of all evil.” There was no money in
the Garden of Eden. Satan didn’t tempt people with money. He tempted them with
the power to be gods.
Some of these powerful bloodlines got it into their heads that they were gods
thousands of years ago, and those bloodlines are still around, treating us no

I think 911 was a coincidence but I do believe it has connection to a
bible calendar that is know to top of the heap Masons; this is not a
numerical code, it is an easy to read, watchword, etc. bible calendar
such as was taken from the men at Spandau.

Let us say the Great Babylon is fallen, but hopefully only temporarily
and conditions in many slums throughout America are as bad, but the
renovation and demolition of same, will be costly in dollars, but not so
costly in lives.

I call this Contract on America - for that job at the Twin Towers this
once beatiful little city like a high rise of temporary citizens who

Some of Rehavam Zeevi's favorite depictions of Palestinians were
lice, vermin and cancer. He wasted his life advocating
incomprehensible forms of discrimination and racism against a
nation that was already subjected to untold horror at the hands
of Israel, its leaders and army.

The man's racist mentality was extremely flexible. For example,
some of his moderate thoughts were the need to expel all
Palestinians from the West Bank and Gaza and those who live in
Israel. He went as far as calling for the conquering of Jordan,
after all, according to him, it's Jewish land. Yet on his light
side, he demanded that no one should be allowed to visit Israel
if he/she spoke no Hebrew.

The man, if in Europe, the U.S. or even in the so-called
third-world would be isolated, despised, ridiculed or even tried
in court. In Israel, however, he was a minister, interestingly
enough, Minister of Tourism.

Rehavam Zeevi was gunned down by one or more, likely Palestinian
gunmen in an Occupied Jerusalem Hotel on Wednesday, Oct. 17.

His death was lamented by world leaders, evoked U.S. President
George W. Bush's strongest words of condemnation. British Prime
Minister [Tony Blair] termed the killing a contemptible act of
violence.

World leaders, especially in the West unleashed their entire
wealth of vocabulary to describe the heinousness of the crime.

UN Secretary General Kofi Annan for one, was appalled by the
news, yet he welcomed the fact that PA Chairman Yasser Arafat
has strongly condemned the assassination and promised to bring
those responsible to justice.

This is, unfortunately, a classic case of Western world
hypocrisy, where the blood of a racist murderer is equaled to
the blood of a saint, and that of a Palestinian is hardly
lamentable.

Early last year when Jorge Haider, head of the Austrian Freedom
Party, made it to the coalition government of his country,
through a sound and democratic process, the Western world
plunged into unprecedented hysteria.

The hysteria was sparked by Israel, a small racist state of a
few millions yet managed to disturb the entire world for its
loathing of Haider and his political agenda. The Israeli
campaign mobilized almost every European country who feared that
Israel and its patrons in the West would dub it as
anti-Semitic.

Applying pressure and confronting the whole world to help it in
its anti-Austrian quest, Israel, and of course the U.S. led by
Madeline Albright at the time, succeeded in forcing the EU in
imposing sanctions on Austria for allowing Israel's enemy to be
part of a coalition.

Many Austrians, who might have disagreed with Haider's
right-wing political ideology, stood helpless as their treasured
democracy was abused as the West rushed to appease Israel.

Interestingly, Haider's comments which unleashed Israel's war
were a few sympathetic comments made in regards to Germany
during the Hitler era. He praised the former Waffen SS men as
patriots who fought for their country.

Disagree with Haider as you wish; call him all kind of names and
depict him as evil and wicked if you find appropriate. But
please share with me my wondering thoughts: why has the Western
world stood united attacking one of Europe's most viable
democracies, while few bothered to express concern when Rehavam
Zeevi was picked by Sharon to be a Minister in his coalition?

Haider's comments related to past history, while Zeevi promoted
a criminal policy that was in fact and continues to be carried
out by [Israeli dictator and tyrant Ariel] Sharon.

But when Zeevi took his post in March of 2001, the angry voices
against Austria were not quite so angry, not quite so concerned,
they simply wished Sharon good luck with his huge task ahead.

But the hypocrisy goes even further.

Israel has adopted a policy of assassinations, much earlier than
its racist assassination policy that was renewed during the
Palestinian uprising against the occupation.

It goes back as far as 1947, when Israeli terrorists
assassinated special UN Representative Count Bernadotte. One of
the terrorists, Yitzhak Shamir became Israel's Prime Minister

The 80-year problem
Not many have paid attention to Osama bin Laden's explanation last Sunday for why ''the sword fell on America after 80 years.'' He mentioned that periodization not once but twice. ''What America is tasting now is only a copy of what we have tasted,'' he said. ''Our Islamic world has been tasting the same humiliation and degradation for more than 80 years, its sons killed, their blood is shed, its sanctuaries are attacked, and no one hears and no one heeds.''

So what happened 80 years ago? It was roughly then that the conclusion of World War I brought about the dismemberment of the Ottoman Empire. That in turn ended 600 years of religious rule in provinces that stretched from the lower Balkans and Constantinople to Yemen at Arabia's southern tip eastward to the Persian Gulf. That much is indisputable. Various commentators have speculated in the last week about precisely what bin Laden might have had in mind. For example:

The Sykes-Picot Agreement of 1916 drew up the plans for dividing the Arab lands of the Middle East among the French and British empires, noted Slate's Chris Suellentrop, who last week formulated a lively discussion of the 80-year problem in his webzine ''Explainer'' column.

Britain's mandate to govern Palestine, granted by the League of Nations, took force officially in 1922 - on Sept. 11, no less, according to Jim Phillips, a Mideast analyst for the Heritage Foundation.

Almost exactly 80 lunar years in the Islamic calendar (each slightly shorter than a year in the West's Gregorian calendar) have passed since the caliphate was outlawed in 1924 by a Turkish government bent on Western-style modernization, according to other scholars. Caliphs were religious leaders viewed as the successors of the prophet Mohammed. Their influence in the Ottoman Empire was more pervasive than that of corresponding Roman Catholic and Orthodox Christian popes.

All such turning points may tempt a terrorist with a taste for anniversary commemorations. And all are easily understood in terms of the Balfour Declaration, the British government communique in 1917 that called for establishment of a homeland in the Holy Land for the Jews. Israel finally was created in 1948, and Arabs - the Palestinian Arabs, in particular - have been furious ever since that their own claims to the same land have been ignored.

But there were other things besides politics going on 80 years ago. Many of them had to do with oil.

The latter part of World War I saw a serious worldwide oil crisis, especially acute in England and France. Something like 65 percent of the world's petroleum came from the United States; German submarines were taking a terrific toll on shipments to European allies. Pleasure driving was banned in England in 1917. A joint Inter-Allied Petroleum Conference was established to coordinate oil supplies and shipping the following year.

Then after the war ended in 1918, demand for petroleum products surged dramatically around the world as the automobile came into its own as a consumer item. But US oil reserves were dwindling. The director of the US Geological Service warned of a ''gasoline famine,'' and exhorted American companies to emulate their European rivals and explore abroad.

So what were Messrs. Sykes and Picot thinking when they went about carving up the remains of the Ottoman Empire and awarding present-day Syria to France, and most of Iraq and Iran to Britain? Not the claims to the political unity of Islam, that's for sure. In his page-turning bestseller ''The Prize'' (from which these few details are drawn), historian Daniel Yergin noted that by the time the British Army captured Baghdad in 1917, control of Mesopotamian and Persian oil supplies had become a major British war aim.

Within weeks of the war's end, French Premier Georges Clemenceau and British Prime Minister David Lloyd George had divided up the spoils. ''The Great War had made abundantly clear that petroleum had become an essential element of the strategy of nations,'' writes Yergin. ''Politicians and bureaucrats, though they had hardly been absent before, would now rush headlong to the center of the struggle.''

The patchwork quilt of nations in the Middle East emerged from European conference rooms during the next few years. In bin Laden's view, it seems, everything else is a footnote.

It may make sense to limit the dissemination of future tapes made by Osama bin Laden - assuming there are future tapes - to edit them and curtail his ability to incite hatred and cruelty. His grievance in no way justifies the bombing. But we ought not close our ears to its essence, which is that the West has placed its business interests over popular sovereignty in the Middle East for 80 years. big oil's bribes and pay-offs to foreign interests.

Gov. George W. Bush and Richard Cheny, the Republican presidential and vice
presidential candidates, known in Washington as the oil ticket for their
intimate connections to the petroleum industry, may face worse corruption
scandals in coming months than the lewd, mendacious and cash-hungry Clinton
administration ever did.  The Spotlight has learned from European and U.S.
investigative sources.

   As Cheney, a millionaire petroleum executive who served as defense
secretary in the administration of George Bus, the candidate's father, rose
to accept the vice-presidential nomination from the cheering Republican
convention in Philadelphia,  Swiss prosecutors quietly moved to impound over
$130 million in allegedly laundered funds depositied in Swiss banks.

   According to preliminary findings of the Swiss inquiry, the frozen funds
represent under-the-table payoffs slipped to the top government officials of
Kazakhstan by giant U.S. petroleurm companies seeking favored access to that
oil-rich country, a former Soviet province that attained independence after
the collapse of communism.

   Adised by Swiss authorities that the suspect acounts -- more than $85
million found hidden in private numbered accounts controlled by Kazakh
President Nursultan A. Nazarbayev in a single Geneva bank,  Banque Pictet --
may violate the U.S. Foreign Corrupt Practices Act, federal authorities in
New York launched an investigation of
their own.

   The U.S. probe quickly focused on James H. Giffen, head of the Mercator
Corporation, known as an influential American financial advisor to
Nazarbayev.

   Last month, the Justice Department sent Swiss chief prosecutor Daniel
Devaud a confidential memorandum naming Giffen and his public-relations
company as targets of a formal federal criminal investigation.

   According to this memorandum, the Giffen probe was triggered by the
findings of FBI agents in New York indicating that the millions impounded at
Banque Pictet and other Swiss money-centers represented illegal payoffs to
Kazakh officials by three major U.S. oil companies:  Exxon Mobil, BP Amoco,
and Phillips Petroleum.

   Giffen's alleged role was that of the go-between who secretly transferred
these huge bribes from the U.S. oil corporations along circuitous
international money-laundering routes to Kazakhstan's president and his top
aides.

   Spokespersons for Exxon Mobil, BP Amoco and Phillips Petreleum have
denied any wrongdoing.  Mark J. MacDougal, a Washington lawyer for Giffen
also denied the charges.

   But the Swiss-American inquiry is continuing. If it turns up solid
evidence of bribery by U.S. oil interests -- sources close to the case call
it the most likely outcome -- the next time-bomb of a question will be:
How many other petroleum potentates are soiled by this sordid affair?

   Until he was offered -- and accepted -- the Republican vice-presidential
nomination this month, Cheny served as president of the Halliburton
Corporation, the world's largest oil-service, exploration and engineering
outfit.

   A number of Halliburton's field operations have been linked to Exxon
Mobil's and BP Amoco's overseas ventures in recent years.  Investigators are
poised to explore whether these links involved any operations in
corruption-riddled Kazakhstan.

Washington is buzzing with excited rumors that some major Bush campaign
contributors -- long time coronies of the presidential candidate -- will
face not just stinging embarrassemtn but criminal indictment when these
cases hit the headlines, especially if the Republicans fail to gain the

WASHINGTON, Oct. 20  After 40 days of the most aggressive criminal
investigation in American history, federal law enforcement officials have
arrested 830 people but have failed to develop evidence that anyone now in
custody was a conspirator in the Sept. 11 terror attacks.

Despite pursuing more than 365,000 tips from the public, senior
investigators in the United States acknowledged that most of their
promising leads for finding accomplices and some of their long-held
suspicions about several suspects have unraveled.

Beyond that, none of the nearly 100 people still being sought by the
Federal Bureau of Investigation is seen as a major suspect, law enforcement
officials said. There is no one in that group that I'd want someone to
wake me up at 3 o'clock in the morning to tell me about, a government
official said.

Investigators' latest hope for a break was dashed late this week in
Chicago. On Oct. 11, the arrests of nine Egyptian men living in Evansville,
Ind., had sent ripples of excitement through law enforcement circles. Two
senior law enforcement officials said there was speculation that the men
were an Al Qaeda cell plotting a terrorist attack.

Federal authorities had learned that one of the men had recently taken
flying lessons and that they lived together in Indiana and sent money home
to Egypt, a law enforcement official said. The men were sent to Chicago for
questioning, but on Thursday night, with investigators' suspicions
evaporating, seven of the nine were released. One was still in custody and
another faced only immigration charges.

One of the men released, Tarek Albasti, 29, a part owner of the Crazy
Tomato restaurant in Evansville, had been arrested while making a pot of
spaghetti during the dinner rush that night. As it turned out, the flight
lessons that apparently made him appear suspicious were a gift from his
father-in-law, a lawyer and former United States diplomat who is also a pilot.

The widespread arrests began the day of the terrorist attacks, and the
numbers mounted as agents tracked down people through logs of the
hijackers' cellphones, through interviews with their neighbors and through
tips phoned in or sent to the F.B.I.'s Web site. But none of those arrested
have been accused of playing a supporting role in the hijackings. Most are
being held on unrelated immigration violations, traffic violations or
charges of falsifying documents, prompting complaints from civil rights
advocates and immigration lawyers.

But the arrests have a purpose beyond the investigation of the Sept. 11
attacks: to prevent more attacks. On that score, officials say the
detentions have been much more successful.

Senior government officials say they believe they have captured at least 10
members of Osama bin Laden's network, Al Qaeda, who may have been involved
in cells planning other attacks. While there is no firm evidence of
specific plots that have been thwarted, one senior law enforcement official
said, We know we've changed the atmosphere.

Officials also say that they believe arrests in other counties since Sept.
11 have disrupted planned attacks.

Investigators say they know the hijackers received financial and logistical
support from a small group of Al Qaeda lieutenants outside the country, and
the investigation has increasingly focused overseas. But, one senior
government official said, We have seen no evidence of a big network here
that helped them out.

The search for potential conspirators in this country has centered on
nearly 20 material witnesses who are believed to have important information
and have been brought to Manhattan for detention. But in recent weeks at
least nine of them have been released from jail, officials said, and those
still in custody are not cooperating.

We are getting into squeeze time, a senior official said. We are getting
them before grand juries and confronting them with financial records and
phone records, and it will be harder for some people to dodge and weave.

In the last 10 days, two men have been charged with lying to the grand
juries investigating the attacks. One was charged in Phoenix with giving
false statements to the federal investigators about his association with
Hani Hanjour, the hijacker believed to have piloted the jet that crashed
into the Pentagon. A Jordanian man attending college in California was
charged with making false statements describing his association with two
other hijackers, Nawaf Alhazmi and Khalid Almihdhar.

The charges allow the authorities to keep the men in jail while they
continue to investigate. But law enforcement officials say there is no
evidence either man had advance knowledge of the Sept. 11 plot.

KABUL (Reuters) - Afghanistan's ruling Taliban say their men have killed
20 to 25 U.S. commandos on their first lightning strike on Afghan soil,
and insist that they have downed a helicopter with a rocket-propelled
grenade.

The United States has said two service personnel were killed and three
injured when a helicopter crashed while attempting a landing at an
airbase in Pakistan and dismissed Taliban statements that they shot it
down.

We have for sure shot down the U.S. helicopter with a rocket-propelled
grenade when it was taking off on the night of the attack, Education
Minister Amir Khan Muttaqi said on Sunday, referring to Friday's midnight
strike by elite U.S. special forces.

There were four helicopters, he said in the raid to the south of
Kandahar, powerbase of the fundamentalist Taliban.

We believe that between 20 or 25 of the American fighters have perished
in the incident, he told Reuters.

Our message to the Americans is that if they want to be safe they
mustn't come to Afghanistan, Muttaqi said.

MET OBJECTIVES

But U.S. defence officials said the 100 commandos in the quick in-and-out
raid met their objectives, attacking a command-and-control centre and an
airfield.

They met little resistance and caused an unknown number of casualties
while two U.S. servicemen suffered non-life threatening injuries in the
parachute jump, the officials said.

The raid by came nearly two weeks after Washington began a ferocious air
blitz on Afghanistan, dropping tonnes of bombs and missiles in pursuit of
Osama bin Laden, accused of masterminding the September 11 attacks on New
York and Washington.

Their decision on war is a wrong one. It is an un-ideal aim and they
should not sacrifice themselves for it and they should not shed the blood
of Afghans, Muttaqi said.

The ruling Taliban was getting set to confront any more U.S. ground
incursions, which the Pentagon has promised are coming.

Afghans have full preparations for a ground attack and Americans will a
suffer high death toll in the ground assault, he said.

PLANES OVER KABUL

Witnesses in the capital, Kabul, said Sunday morning raids by U.S. planes
had appeared to target the entrenched positions of the Taliban front line
to the north of Kabul, facing forces of the opposition Northern Alliance.

Officials declined to comment and casualties and the extent of any damage
were not known.

Taliban fighters were now firing at the war planes mostly with mobile
truck-mounted anti-aircraft guns that are easier to use to evade attack.

Most of their ground air-defences have already been destroyed in two
weeks of U.S. air attacks, the Pentagon has said.

The aircraft roared overhead on Sunday morning, just hours after the
ruling Taliban moved fighters through the streets of the curfew-bound
capital on Saturday night.

Power was cut as an aircraft that sounded like a helicopter or a
propeller plane flew low overhead twice and tanks rumbled down the
streets accompanied by the sound of plain chant religious hymns,
apparently broadcast by loudspeakers.

Sporadic firing could be heard in parts of the city, with Taliban even
opening up with small arms fire at the aircraft overhead. The shooting
later died down.

U.S. statements the helicopter crashed in Pakistan were backed up by a
Pakistani official at Dalbandin airport who said the helicopter crashed
in the area.

The airport, about 60 km (37 miles) from the Afghan border, is being used
by U.S. forces to provide logistical support for the Afghan operation.

The raid was the latest phase of a campaign that the United States says
will only end with the death or capture of Osama bin Laden and his
associates and the overthrow of the Taliban rulers who have been
protecting him since 1996.

The Taliban remained defiant, their only diplomatic envoy saying they
might as well give up their Muslim faith as give up the world's most
notorious guest.

The Americans have blitzed airports, Taliban military bases and training
camps operated by the al Qaeda network, but bin Laden and Taliban supreme
leader Mullah Omar remained safe, officials say.

Governments around the world have been warned to prepare against a
terrorist smallpox attack which could kill millions. The World Health
Organisation has told them to ensure they can produce enough vaccine
to protect their population against the disease, and is preparing to
order mass precautionary vaccination of all citizens.
'The unthinkable is no longer unthinkable and we need to prepare for
that,' said a spokesperson for the WHO, the United Nations' health
agency. 'There has been a lot of concern about a smallpox outbreak.
The numbers it would kill are scary.'
The British Government last week issued emergency guidance to health
professionals on how to deal with an outbreak. The guidance, seen by
The Observer, says smallpox is a serious threat because it is easily
passed from person to person, has a fatality rate of up to 90 per
cent, can kill in 48 hours, and few people have been vaccinated. 'In
the event of a deliberate release, it is unlikely that single, mild
cases will occur - it is more likely that clusters of moderate to
severe disease will be seen.'
The WHO masterminded the eradication of smallpox in 1977 and since the early Eighties 
has advised governments not to vaccinate. Most under-40s in the UK have not been 
immunised.
Following the US anthrax attacks, which by last night had infected a reported 38 
people, concern there about a smallpox outbreak is so high that it has ordered 300 
million doses of the vaccine from Cambridge-based biotech
 company Acambis. Medical studies suggest that an out break in the US would kill 
around a million people in three months. The NHS has ordered supplies, but it is not 
thought to be enough to cover the population.
Last week, Gro Harlem Bruntland, the WHO's director-general, told its Smallpox 
Advisory Group to consider whether to tell all governments to go ahead with mass 
vaccination.
It is a devastating setback for the WHO, which considers the eradication of smallpox 
its greatest achievement. It is also not without danger, since vaccination can cause 
severe side-effects, including permanent brain dama
ge, or even death.
After its eradication, the smallpox virus was kept in only two laboratories in the 
world - in Atlanta in the US, and Koltsovo in Siberia. The last two samples were due 
to be destroyed next year. However, a Soviet defector
 revealed that the dying Communist regime used smallpox in a missile
programme.
There have also been allegations that supplies were sold to Iraq and
North Korea.
Initial smallpox symptoms include fever, severe headache, back and
chest pains and intense anxiety. Victims develop blotchy rashes,
often with purple lesions, followed by a face rash similar to sunburn
and severe scarring.
Death can take from 48 hours to two weeks. There is no treatment.

Tracking bin Laden's money flow leads back to Midland, Texas

On September 24, President George W. Bush appeared at a press conference in 
the White House Rose Garden to announce a crackdown on the financial networks 
of terrorists and those who support them. “U.S. banks that have assets of 
these groups or individuals must freeze their accounts,” Bush declared. “And 
U.S. citizens or businesses are prohibited from doing business with them.”


But the president, who is now enjoying an astounding 92 percent approval 
rating, hasn’t always practiced what he is now preaching: Bush’s own 
businesses were once tied to financial figures in Saudi Arabia who currently 
support bin Laden.


In 1979, Bush’s first business, Arbusto Energy, obtained financing from James 
Bath, a Houstonian and close family friend. One of many investors, Bath gave 
Bush $50,000 for a 5 percent stake in Arbusto. At the time, Bath was the sole 
U.S. business representative for Salem bin Laden, head of the wealthy Saudi 
Arabian family and a brother (one of 17) to Osama bin Laden. It has long been 
suspected, but never proven, that the Arbusto money came directly from Salem 
bin Laden. In a statement issued shortly after the September 11 attacks, the 
White House vehemently denied the connection, insisting that Bath invested 
his own money, not Salem bin Laden’s, in Arbusto.


In conflicting statements, Bush at first denied ever knowing Bath, then 
acknowledged his stake in Arbusto and that he was aware Bath represented 
Saudi interests. In fact, Bath has extensive ties, both to the bin Laden 
family and major players in the scandal-ridden Bank of Commerce and Credit 
International (BCCI) who have gone on to fund Osama bin Laden. BCCI defrauded 
depositors of $10 billion in the ’80s in what has been called the “largest 
bank fraud in world financial history” by former Manhattan District Attorney 
Robert Morgenthau. During the ’80s, BCCI also acted as a main conduit for 
laundering money intended for clandestine CIA activities, ranging from 
financial support to the Afghan mujahedin to paying intermediaries in the 
Iran-Contra affair.


When Salem bin Laden died in 1988, powerful Saudi Arabian banker and BCCI 
principal Khalid bin Mahfouz inherited his interests in Houston. Bath ran a 
business for bin Mahfouz in Houston and joined a partnership with bin Mahfouz 
and Gaith Pharaon, BCCI’s frontman in Houston’s Main Bank.


The Arbusto deal wasn’t the last time Bush looked to highly questionable 
sources to invest in his oil dealings. After several incarnations, Arbusto 
emerged in 1986 as Harken Energy Corporation. When Harken ran into trouble a 
year later, Saudi Sheik Abdullah Taha Bakhsh purchased a 17.6 percent stake 
in the company. Bakhsh was a business partner with Pharaon in Saudi Arabia; 
his banker there just happened to be bin Mahfouz.


Though Bush told the Wall Street Journal he had “no idea” BCCI was involved 
in Harken’s financial dealings, the network of connections between Bush and 
BCCI is so extensive that the Journal concluded their investigation of the 
matter in 1991 by stating: “The number of BCCI-connected people who had 
dealings with Harken—all since George W. Bush came on board—raises the 
question of whether they mask an effort to cozy up to a presidential son.” Or 
even the president: Bath finally came under investigation by the FBI in 1992 
for his Saudi business relationships, accused of funneling Saudi money 
through Houston in order to influence the foreign policies of the Reagan and 
first Bush administrations.


Worst of all, bin Mahfouz allegedly has been financing the bin Laden 
terrorist network—making Bush a U.S. citizen who has done business with those 
who finance and support terrorists. According to USA Today, bin Mahfouz and 
other Saudis attempted to transfer $3 million to various bin Laden front 
operations in Saudi Arabia in 1999. ABC News reported the same year that 
Saudi officials stopped bin Mahfouz from contributing money directly to bin 
Laden. (Bin Mahfouz’s sister is also a wife of Osama bin Laden, a fact that 
former CIA Director James Woolsey revealed in 1998 Senate testimony.)


When President Bush announced he is hot on the trail of the money used over 
the years to finance terrorism, he must realize that trail ultimately leads 
not only to Saudi Arabia, but to some of the same financiers who originally 
helped propel him into the oil business and later the White House. The ties 
between bin Laden and the White House may be much closer than he is willing 
to acknowledge.

renowned investigator Sherman Skolnick shared his developing
information with this publication.

Asked to comment on today's Associated Press story which described the
terror onslaught which destroyed the World Trade Center and
momentarily paralyzed the Pentagon as a meticulously planned,
sophisticated and coordinated attack, [1] Skolnick concurred: Of
course it was, he stated. There was a 'triangulation of fire,' just
as in the John F. Kennedy assassination.

What a Rand Corporation analyst referred to as impressive and
meticulous planning [1] suggests a level of expertise beyond that of
usual suspect Osama bin Laden.

Bin Laden himself denies having anything to do with yesterday's terror
attack [2], which has stunned the American people and increased fears
of a financial meltdown.

In a breaking report (currently available at http://www.rense.com)
Skolnick, (featured on the cover of a book recently published by the
University of Chicago press, *Illinois Justice*), amplifies on the
financial implications of the Rude Tuesday horror. Writes Skolnick:
...the purpose of the 'terrorist attacks' was to effectively paralyze
the financial infrastructure of the U.S. [3]

Mr. Skolnick explained to Conspiracy Nation that the demolished World
Trade Center was the focal point for 30 percent of clear and
settlements on the New York Stock Exchange. Highly-skilled personnel,
many employed by major brokerage houses, who perished in the Tuesday
catastrophe cannot be readily replaced. Their expertise spans
generations; many learned the tricks of the trade at their
grandfather's knee. These were not minimum-wage employees, Skolnick
emphasized. This is a great loss of human brainpower.

But aren't there backup records for their highly-sophisticated
financial dealings? Not so, Mr. Skolnick replied. Their expertise
is *gone*. You can't put expertise on a computer disk.

This is reiterated in Mr. Skolnick's report, America's Reichstag
Fire, recently published at www.rense.com -- The so-called 'back-up'
records kept parked across the river in New Jersey are not only
inadequate but cannot help reconstruct various accounts and
transactions in the works.

At this point, warns Skolnick, it appears that some sizeable
brokerages will go bankrupt and disappear. The reopening of the stock
market in the U.S. is in doubt, based on the current picture. It may
reopen Friday, but this is uncertain.

Conspiracy Nation also notes the connection between violence attending
WORLD TRADE Summits over the past two-or-so years and the destruction
of the WORLD TRADE Center. Most protesters demonstrating against the
various summits have been non-violent. But a somehow-financed core
group of troublemakers consistently infiltrates the anti-globalization
protests and ruins reasonable discourse. Who pays the fare? And who
can have meticulously planned the sophisticated and coordinated
attack, the triangulation of fire, on Tuesday, Sept. 11, 2001?

(Conspiracy Nation, 9/16/01) -- A dud of a movie a couple months back
was that Pearl Harbor flick. That dud was like the ongoing Federal
Reserve dud of limp-dick lowered interest rates.

An article in USA Today (August 20, 2001) compared the decline and
fall of the Japanese miracle economy of the 1980s with the scarey
looking U.S. economic situation. In Japan, ferocious interest rate
cuts by their central bank had no effect; interest rates there went to
ZERO and still the Japanese economy was stalled.

In the U.S., economic reports referred to American consumers as the
last prop holding up a faltering economy. Please, please, go
shopping! begged Conspiracy Tales in its August 25, 2001 newsletter.
Unfortunately, consumers were tapped out. American Consumers Are
Drowning in Debt, heralded the Newsweek magazine cover of August 27,
2001.

This was bad news for the American Shopping Culture, where the Meaning
of Life is to earn money and then go shopping. Worse than a financial
downturn, we faced an existential crisis.

What USA Today missed, though, in their comparison between the
Japanese and the U.S. economies, was that Japan does not have a huge
war machine like we do. World War II is credited with finally rescuing
Americans from the 1930s Great Depression. Might not that work
again?

Why have a repeat of the Great Depression? Why not just have a World
War III and nip any incipient recession/depression in the bud? For
this reason, as every cloud has a silver lining, look on the bright
side: the Rude Tuesday (Stupid Bloody Tuesday) 9-11 terror attack is
indeed like Pearl Harbor; it will bolster the economy, we can keep on
shopping, and if you really want to (on long Sunday mornings, before
the stores open) you can pray.

Economy Assassinated by Lone Nut Osama bin Laden

(Conspiracy Nation, 9/17/01) -- A third lone nut has appeared,
ruining the American landscape.

The first lone nut was Lee Harvey Oswald, said to be the lone killer
of John F. Kennedy.

The second lone nut was Timothy McVeigh, said to have single-
handedly destroyed the Murrah building in Oklahoma City.

The third lone nut, Osama bin Laden, has cold-heartedly murdered the
New Economy. Bin Laden has done this by seducing towel-heads with
haschish, promising them paradise, and then sending these pawns on
suicide missions. These minions of Osama hijacked planes with the aid
of box-cutter razors and crashed the jet-fuel laden aircraft into the
twin towers of the World Trade Center, in New York City.

As the stock market tumbles, and millions of Americans have their
assets obliterated, the wise money managers of America can only shrug
their shoulders and say, It wasn't us. It was Osama bin Laden.

Heroic Al Greenspan, chair of the Federal Reserve, surprised investors
with a rate cut coinciding with the reopening of the stock market
today. Heroic corporations poured their own funds into the market,
purchasing their own stocks to keep them from crumbling. It was all
well-timed, like the triangulation of fire which impacted the twin
towers of the World Trade Center, as well as the Pentagon.

Meanwhile, the U.S. military is being discretely deployed throughout
the U.S. This is to safeguard us all from further terror attacks, such
as from furious Americans who have had their assets obliterated by
Osama bin Laden, lone assassin of the economy.

Iraq True Mastermind of Jet Attacks?

(Conspiracy Nation, 9/19/01) -- As shown in the Sept. 12th report by
this news service, the meticulously planned, sophisticated and
coordinated attack which destroyed the World Trade Center on Sept.
11, 2001, was well beyond the expertise of an unassisted Osama bin
Laden. [1]

Bin Laden himself denies being responsible for the terror attack,
which has ignited the U.S. into a frenzy of vengefulness.

Some hints on who was truly responsible are beginning to emerge. It is
doubtful, though, whether this information will be widely released to
the American public, glued to their TV screens.

A current article in Janes Defense Weekly asks, Who did it? As
suggested by the Janes article, Iraq is the state which sponsored the
Sept. 11th suicide attacks on the World Trade Center and the Pentagon.
Reportedly, the operational brains behind the New York attack were
Lebanese Imad Mughniyeh (head of special overseas operations for
Hizbullah) and the Egyptian Dr. Ayman Al Zawahhiri, possible
successor of the ailing Osama Bin Laden. These terror puppeteers
were probably financed and got some logistical support from the Iraqi
Intelligence Service, notes the prestigious Janes. [2]

Corroboration of the Iraqi connection appeared in today's Washington
Times newspaper. They connect Iraqi intelligence with America's most
recent Pearl Harbor. [3]

Several news reports show that various insiders had foreknowledge that
something big was soon to happen, if not more detailed knowledge of
the imminent event itself. These insiders parlayed their

Pres. Bush Sees Vast Conspiracy

(Conspiracy Nation, 10/20/01) -- U.S. president George W. Bush is
calling the Sept. 11th terror attacks on the World Trade Center and
the Pentagon a vast, global conspiracy. But less paranoid observers
scoff at the notion.

This is a common American reaction to what are in reality merely
random events, stated professor G. Steadfast of Oberlin college.
President Bush is exhibiting paranoid symptoms, part of what I call
'the paranoid style' in American politics.

Author Gerald Poser concurs: What you have on September 11th is just
three, random, lone nuts, who simultaneously hijacked planes. Because
of the chance synchronicity of the events, which according to Chaos
Theory, *can* happen, president Bush has jumped to paranoid
conclusions. Case closed.

But conspiracy theorists throughout the world, drinking gallons of
coffee and with tired eyes glued to Internet late at night, aren't so
sure. Some even venture beyond what president Bush has said. I see an
evil man with a towel wrapped around his head, sitting in a cave, as
being the ultimate mastermind of the plot, said one of these
caffeinated theorists.

Chirp Ballet, noted writer, laughs at the multiplying theories born
from president Bush's original theory. Of course, there are no
conspiracies, he chuckled. But beware of the crypto-fascists, he
added, as an afterthought.

Also dismissing notions of a conspiracy behind the Sept. 11 terror
attacks is Umberto Eco, author of Foucault's Pendulum. Eco offered
his own scholarly perspective on the Bush conspiracy theory: Ever
since Nietzche dethroned God, with his statement 'God is dead,' there
has been a 'God vacuum.' People such as president Bush seek to fill
that void by creating a new 'God,' in the form of a vast conspiracy,
he proselytized. Hence, Mr. Bush *needs* to see a 'vast conspiracy,' as
security blanket against God's demise.

But president Bush is adamant. The attacks on the World Trade Center
and the Pentagon were the acts of crazed assassins, coordinated by the
Devil, he insisted.

And, Bush adds, What about that fourth plane that crashed in
Pennsylvania?

Merely a random event, allowable in the framework of Chaos Theory,

Please, Please, Go Shopping

(Conspiracy Nation, 10/18/01) -- The October 15, 2001 issue of Time
magazine carried an amazing pro-shopping appeal to patriotism.

In Patriotic Splurging, authoress Margaret Carlson managed to link
World War II Victory Gardens and the consumption frugality of that
era with a World War III shopping endorsement. Ironically, it is now
our duty as loyal Americans to consume more than ever, argues Ms.
Carlson.

Sometimes Conspiracy Nation uses satire to make a point, but this is
no satire. Ms. Carlson, in Time magazine, writes to help the war
effort... buying becomes our patriotic duty.

The Greatest Generation got to save old tires, dig a Victory Garden
and forgo sugar. The Richest Generation is being asked to shop, she
writes.

Again, this is not a satire by Conspiracy Nation; this article really
appeared in the October 15th issue of Time magazine.

That issue of Time magazine contained 68 pages devoted to full-page
pro-shopping advertisements out of a total of 112 pages. But with Time
magazine it's not easy to tell where their advertisements end and
their news articles begin. Case in point: Ms. Carlson's amazing
impromptu patriotic hymn to Yuppie consumption.

The patriotic rationale behind Ms. Carlson's plea to consume is based
on the current economic situation where the American consumer is the
last remaining bulwark propping up the doddering 1990s-era New
Economy. Not so long ago, mainstream financial writers were
proclaiming a miraculous departure from centuries of bedrock economic
certainties; a miracle had happened, they argued, and economies could
no longer go into recession. Since after all these recent Hallelujahs
from, among others, Time magazine, the New Economy is now on life-
support, it would be a disaster for it to crash right in the middle of
World War III. Hence, Ms. Carlson's plea that it is patriotic to go
shopping.

Most amazing of all is that millions of Americans dutifully read Time
magazine.

Despite economic band-aids offered by the Federal Reserve, which has
been desperately lowering the rent on money this past year, the
economy is scarier than an envelope filled with baking soda.

Surely the Federal Reserve must know that wealth is not created by
a printing press but by productive labor: farmers and factory workers.
Wealth is not created by gold, since the importation of gold into
Europe in the 1600s merely decreased the value of gold. (The more gold
there is, the less that gold is worth.) Wealth is not created by
shopping, though the retailer facilitates wealth creation by providing
a market for productive labor, the farmers and the factory workers.

Jerusalem -- For three decades, Yasser Arafat has been
synonymous with the Palestinian struggle against Israel.
Throughout that time, Ariel Sharon has been his most relentless
foe. The future of that struggle -- unavoidably bound up with
America's war on terrorism -- may now rest on a single
momentous question: Can both men escape the violent, erratic
legacy of their own pasts to negotiate and implement a peace
agreement?
Jewish and Arab extremists are betting they cannot. In the wake
of a murderous escalation of assassination and
counter-assassination, both Arafat, who is president of the
Palestinian Authority, and Sharon, Israel's prime minister, find
themselves caught between the extremists' growing power and
intransigence -- and the possibility of all-out war if no
concessions are made.
The question took on explosive proportions last week after the
killing Wednesday of the Israeli tourism minister, Rehavam
Ze'evi, by a militant Palestinian faction.
In response, Israeli Defense Force tanks have roared into
Palestinian cities, including Bethlehem, in one of the biggest
military incursions in the past year. By yesterday, at least 17
Palestinians and one Israeli had been killed in ferocious
gunbattles, including two officers of Arafat's security force and an
11-year-old girl whose elementary school was hit by tank
shelling.
Eight Palestinians, three of them bystanders, were killed by
Israeli fire, the largest single-day toll in two months.
Earlier in the week a car bombing, believed to be the work of
Israeli agents, killed a militant implicated in several fatal attacks
on Israelis and two of his associates.
Meanwhile, the Palestinian Authority reportedly arrested 20
members of the radical Popular Front for the Liberation of
Palestine, which has acknowledged responsibility for Ze'evi's
slaying. But that is unlikely to satisfy Israel, which earlier in the
week presented Palestinian officials with a list of suspects in the
Ze'evi murder, demanding they be hunted down and handed

Whatever the outcome of the current round of bloodletting, a
major crossroads in the conflict appears to have been reached,

'ERA OF ARAFAT IS OVER'
Deaf to U.S. pleas for restraint, some Israeli political figures are

against Osama bin Laden, his al Qaeda network and the Taliban
government, has strongly protested Israel's targeted
assassination policy. U.S. State Department spokesman
Richard Boucher specifically said the logic for eliminating bin
Laden through force does not apply to Arafat, whose effort to
establish an independent Palestinian state has been publicly
endorsed by the Bush administration.
But many Israelis believe Arafat personally oversaw the suicide
attacks and shootings that have racked Israeli cities and Jewish
settlements in the occupied territories since the second
Palestinian intifada was set off by Sharon's controversial
intrusion on the grounds of Jerusalem's al-Aqsa Mosque in
September 2000. His reluctance to crack down on militant
organizations such as Hamas has fueled those suspicions.
The full responsibility (for Ze'evi's murder) falls squarely on
Arafat, as someone who has controlled, and continues to
control, terrorism, and as one who has not -- to this day -- taken
even one serious step to prevent terrorism,  Sharon told the
Knesset, Israel's parliament, on Thursday.
But some Israeli experts doubt Arafat exerts such control.
Palestinian extremists all have a common enemy, Israel, and a
common aim --
to embarrass Arafat, said Gabriel Ben-Dor, director of the
University of Haifa's National Security Studies Center.

instituted. The attack might commemorate these events but if they are the attack 
should have been directed against Britain and France. So maybe

ISLAMABAD, Oct 19 (Reuters) - The destruction of Afghanistan's ruling
Taliban will almost certainly trigger a rise in opium production, the U.N.
Drug Control Programme said on Friday.

The warning from Bernard Frahi, head of the UNDCP office for
southwest Asia, came only two days after the programme put out an annual
report showing a dramatic fall in production over the past year because of
a rigid Taliban ban on growing opium poppies.

``We have been told that farmers are resuming poppy cultivation in
several areas,'' Frahi told Reuters, listing regions that are in the
Taliban-held part of Afghanistan where U.S. and British planes began
bombing on October 7.

``Fields are being prepared for the planting which starts in
mid-October, so it started yesterday, and continues until the end of
November,'' said the French narcotics expert.

The harvest is in April and May.

Frahi attributed renewed cultivation mainly to farmers' expectations
that the Taliban administration, busy fighting for its existence against
U.S. attacks, will not be able to enforce its ban on poppy cultivation.

In addition, Frahi warned that the cut-off of outside sources of
funds for the Taliban and the al Qaeda network of Osama bin Laden -- chief
suspect in the September 11 attacks on the United States -- could drive
them into partnership with drug smugglers.

``Terrorist groups inside Afghanistan don't have any funding anymore
so of course they will look for immediate funding. What would be the best
thing to smuggle today?'' Frahi said. ``We might see a convergence between
the clandestine networks for trafficking and terrorism.''

U.N.-TALIBAN COOPERATION

Frahi said it was impossible to estimate the rise in production
because the UNDCP has been unable to monitor what is happening in
Afghanistan since all foreign staff were evacuated following the September
attacks on New York and Washington.

But their programme had enjoyed its most dramatic success in the past
year, thanks to a decree by Taliban spiritual leader Mullah Mohammad Omar
in July 2000 banning opium cultivation.

At first dismissed by Washington, the Taliban ban was firmly enforced
and UNDCP teams that surveyed the country this year expressed amazement at
the conversion of fields from lucrative poppies to wheat.

In contrast, production of poppies, which are turned into opium and
eventually heroin, soared in the small northeastern area of Afghanistan
controlled by the anti-Taliban Northern Alliance.

Overall production in Afghanistan, which had been the world's largest
producer, dropped 94 percent in one year -- to an estimated 185 tonnes
compared to 3,276 tonnes in 2000.

Frahi said the fall in production last crop year had not translated
into a reduction in supply or a rise in heroin prices on the streets of
Europe, where most Afghan opium production has headed, because of stocks
left from previous years.

However, he was sceptical of western charges that the Taliban
themselves were trafficking in drugs, saying old stocks had been held by
everyone along the supply chain from farmers, to local buyers, to the
smugglers who send it out of the country.

``If the Taliban had organised the drug trafficking, they would have
kept the production,'' said Frahi, a former lawyer who spent 10 years with
French narcotics police.

In an endorsement of the cooperation the United Nations has received
from the Taliban, Frahi said control of future Afghan opium production
would depend on which government succeeds the Taliban.

``We have to remain optimistic that we will get a broad-based
government ... and at high political levels we will have the same support
to do this kind of intervention,'' he said.

U.S. FACING MILITARY DISASTER?

Because of war-time-like mass media censorship in the U.S., few, if any,
dissenting views on Afghanistan are reported by what some call the
monopoly press. Some in key places, in fact, do oppose the policies of
George Herbert Walker Bush as to the Mid-East. Although his son is the
current occupant and resident of the White House, the Elder Bush, as
the puppet of the American aristocracy and the oil cartel, appears to be
giving the orders.

The Bush family are certainly well aware that if something goes wrong,
they are all subject, suddenly and with scandal commotions, to be thrown
away into history's junk-pile. Among those who oppose their policies are
some sixty U.S. Admirals and Generals. They do not simply go along with
the Establishment parade, awaiting their military retirement and their
pensions. [More about them later.]

A growing number of thinking people are becoming aware that the whole
September 11, 2001, violence is just another step in making common
Americans docile, to the point that the U.S. Bill of Rights and the U.S.
Constitution, could easily, bit by bit, be suspended and the American
Republic ENDED.

From the Establishment's standpoint, an ideal happening is that the
American commonfolk, beset with orchestrated fear and terror, will
absolutely DEMAND that the American organic law be scrapped in favor of
SECURITY. Some of the steps:

{1] To consolidate the American secret political police under a Homeland
Security Chief to serve at the right hand of the president installed
himself by highly questionable and controversial means. Not everyone has
forgotten December, 2000.  The ideas behind this, both mentioned and
unmentioned, are similar to the Nazi Gestapo and the Soviet KGB.

[For a federal official to dare mention the word GESTAPO is a removal or
death warrant. Some years ago a more-independent-minded California U.S.
District Judge, a latino, was hearing evidence in his court as to the
bad practices of the Immigration and Naturalization Service, INS, and
the FBI. After considering the evidence thus elicited, the Judge dared
pronounce from the bench that these agencies are the American Gestapo.
When I first read it in some newspaper, I said ought-aw, he is a goner.
Shortly thereafter, the INJUSTICE Department tried in vain to send the
Judge to prison on frivolous and foolish charges that he had a distant
cousin, a mafioso. Scarred and battle-worn, the Judge beat back the
muzzling efforts, an unsung hero.]

Tom Ridge, the new American Gestapo Chief, head of Homeland Security, is
tightly aligned with Charles Zogby and his cousin, James Zogby,
president of the Arab American Institute, considered by some a militant
pro-Arab lobby. Is this part of a route to manipulate Mid-East affairs,
enriching and empowering the oil cartel, by putting Arabs against
Israelis, and vice versa?  Some think so. The British, after all,
installed the State of Israel to act as an irritant against the
oil-soaked Moslem nations surrounding the tiny nation. Thus keeping such
nations perpetually off-balance and subject to Anglo-American oil
financial control.

[2] The liars and whores of the press continue to escalate the terror
scenario against the often poorly informed people. Stories scream out at
us, ANTHRAX! soon to be followed by hollaring SMALL POX! BUBONIC PLAGUE!
BOTULISM! To their credit, some scientists, not those acceptable as paid
consultants to the newsfakers, point out the difficulties in using
anthrax against large numbers of people all at one time.

The pharmaceutical monopolies, set to heavily profit, see this as a
great opportunity. For some time, they have been promoting their
prescription-required nostrums on the television, to have those with
vague aches and pains disregard medicinal side-effects, and bombard
their doctors with demands for such supposed cure-all pills and
capsules.

One magazine head-lined it, PRIMETIME PUSHERS---Freed from federal
restrictions, pharmaceutical companies are flooding television with ads
for prescription drugs. What does it mean for our health care when
serious medicine is marketed like soap? Mother Jones Magazine,
March/April, 2001.

As the article stated in another headline, Direct-to-consumer
advertising has paid off for the drug companies, often turning solid
earners into blockbuster drugs. The highly political and corrupt U.S.
Food and Death Administration, FDA, has turned loose the airwaves with
these pill and capsule factories.

The drug companies, financially interlocked with the television
networks, and their affiliates, are set to promote their expensive
remedies for anthrax, and such, just like soap-drugs they already push
on us. The drug factories violently oppose those who could produce the
same so-called remedies as generic drugs. Also, some contend there are
simpler, less expensive,

FBI and Justice Department investigators are increasingly frustrated
by the silence of jailed suspected associates of Osama bin Laden's al
Qaeda network, and some are beginning to that say that traditional
civil liberties may have to be cast aside if they are to extract
information about the Sept. 11 attacks and terrorist plans.

More than 150 people rounded up by law enforcement officials in the
aftermath of the attacks remain in custody, but attention has focused
on four suspects held in New York who the FBI believes are withholding
valuable information.

FBI agents have offered the suspects the prospect of lighter
sentences, money, jobs, and a new identity and life in the United
States for them and their family members, but they have not succeeded
in getting information from them, according to law enforcement
sources.

We're into this thing for 35 days and nobody is talking, a senior
FBI official said, adding that frustration has begun to appear.

Said one experienced FBI agent involved in the investigation: We are
known for humanitarian treatment, so basically we are stuck. .
. . Usually there is some incentive, some angle to play, what you can
do for them. But it could get to that spot where we could go to
pressure . . . where we won't have a choice, and we are probably
getting there.

Among the alternative strategies under discussion are using drugs or
pressure tactics, such as those employed occasionally by Israeli
interrogators, to extract information. Another idea is extraditing the
suspects to allied countries where security services sometimes employ
threats to family members or resort to torture.

Under U.S. law, interrogators in criminal cases can lie to suspects,
but information obtained by physical pressure, inhumane treatment or
torture cannot be used in a trial. In addition, the government
interrogators who used such tactics could be sued by the victim or
charged with battery by the government.

The four key suspects, held in New York's Metropolitan Correctional
Center, are Zacarias Moussaoui, a French Moroccan detained in August
initially in Minnesota after he sought lessons on how to fly
commercial jetliners but not how to take off or land them; Mohammed
Jaweed Azmath and Ayub Ali Khan, Indians traveling with false
passports who were detained the day after the World Trade Center and
Pentagon attacks with box cutters, hair dye and $5,000 in cash; and
Nabil Almarabh, a former Boston cabdriver with alleged links to al
Qaeda.

Questioning of the two with the box cutters and others have left us
wondering what's the next phase, the FBI official said.

One former senior FBI official with a background in counterterrorism
said recently, You can't torture, you can't give drugs now, and there
is logic, reason and humanity to back that. But, he added, you could
reach a point where they allow us to apply drugs to a guy. . . . But I
don't think this country would ever permit torture, or beatings.

He said there was a difference in employing a truth serum, such as
sodium pentothal, to try to get critical information when facing
disaster, and beating a guy till he is senseless.

If there is another major attack on U.S. soil, the American public
could let it happen, he said. Drugs might taint a prosecution, but
it might be worth it.

Even some people who are firm supporters of civil liberties understand
the pressures that are developing.

David Cole, a professor at Georgetown University Law Center who
obtained the release of Middle Eastern clients after they had been
detained for years based on secret information, said that in the
current crisis, the use of force to extract information could happen
in cases where investigators believe suspects have information on an
upcoming attack.

If there is a ticking bomb, it is not an easy issue, it's tough, he
said.

Kenneth W. Starr, the independent counsel during the Clinton
administration, wrote recently that the Supreme Court distinguished
terrorism cases from cases where lesser threats are involved. He noted
that five justices in a recent deportation case recognized that the
genuine danger represented by terrorism requires heightened
deference to the judgments of the political branches with respect to
matters of national security.

Former attorney general Richard L. Thornburgh said, We put emphasis
on due process and sometimes it strangles us.

In the aftermath of Sept. 11, he said, legally admissible evidence in
court may not be the be-all and end-all. The country may compare the
current search for information to brutal tactics in wartime used to
gather intelligence overseas and even by U.S. troops from prisoners
during military actions.

   Canadians say 'No' to Chretien and ponder the end of national
   sovereignty

   [INLINE] JEAN Chretien is facing the gravest crisis of his political
   career--a spontaneous revulsion against his response to the terrorist
   attacks of September 11. He is accused of callousness towards the
   5,000 dead and of disloyalty to stricken America. His government is
   accused of failing its primary duty to protect Canadians from foreign
   attack, while the U.S. ponders whether its economic ties to Canada are
   worth the risk. In any other parliamentary democracy, his career would
   be over. But Canada is not like other parliamentary democracies.

   Mr. Chretien has always been lucky. Had he, instead of John Turner,
   become Liberal leader in 1984, the Mulroney landslide would have
   crushed him. When he returned to politics in 1990, the Mulroney
   coalition was crumbling, assailed from the West by the Reform Party
   and soon from the East by the Bloc Québécois. He sleepwalked through
   the 1995 referendum crisis; only 50,000 votes saved Canada from
   dissolution. By the time he won his third consecutive majority
   government in 2000, the Bloc was exhausted by recriminations over the
   1995 near miss, and the western reform movement was exhausted by the
   bitter campaign that led to the creation of the Canadian Alliance and
   the replacement of Preston Manning by Stockwell Day.

   Things looked even better in 2001. A Manningite revolt and Mr. Day's
   own ineptitude had suffocated the newborn Alliance in its cradle. And
   with the sale of the National Post, the media, which had once nipped
   at Mr. Chretien's heels, was now tethered to the Liberal leash. Then
   came September 11.

   Mr. Chretien first went AWOL. Then, in his speech to the House of
   Commons he seemed most worried that the terrorist threat might reduce
   immigration. He travelled to Washington September 17 and attempted to
   mend fences with President George W. Bush. Rather than travel on to
   Ground Zero, the site of the World Trade Center collapse, he decided
   to fly back to Toronto for a Liberal fundraiser. He explained that New
   York Mayor Rudy Giuliani had requested he stay away. The mayor's
   office called him a liar.

   Mr. Chretien again demonstrated his insensitivity at another Liberal
   fundraiser September 27. After urging Canadians to open their
   pocketbooks to help the economy, he boasted, The world today is
   safer than it was two weeks ago. Why? Because we're aware there is a
   danger that we were not aware of a few weeks before. In other words,
   America has taken a hit, but Canadians are better aware. He finally
   visited New York 20 days after the attacks, along with the other party
   leaders. He could no longer claim decency, only necessity.

   Just as in 1993, Canadians were asked, Is this the face of a prime
   minister? This time the answer was No. But they have nowhere to
   turn. Mr. Day still refuses to say if he will re-seek his own job;
   even a creditable replacement might not revive the Alliance. The NDP
   is even more moribund, and Tory leader Joe Clark cannot break 20% in
   the polls. Mr. Chretien is safe from a party coup; there is no Winston
   Churchill to succeed Neville Chamberlain. There is not even a Giuliani
   or a Tony Blair. Prime-minister-in-waiting Paul Martin has been
   contaminated, perhaps fatally, by his defiant support last year of a
   front group for Tamil terrorists. Yes, fate has been kind to Jean
   Chretien.

   The price of the prime minister's good luck, however, could be
   Canada's death. President Bush's refusal to mention Canada in his
   speech to Congress was no accident. America was angry. The domestic
   reaction was profound. Canadians, at first insulted, became terrified.
   Anti-Americanism vanished almost overnight.

   Multiculturalism Minister Hedy Fry, who had easily ridden out the
   storm raised by her earlier fantasies about cross-burnings in Prince
   George, became the most hated politician in Canada. She had sat
   through without protest, as she had done countless times before, a
   bizarre federally funded speech by a feminist luminary, in this case
   former National Action Committee on the Status of Women president
   Sunera Thobani. Immigration Minister Elinor Caplan had long insisted
   that her critics were anti-immigrant, anti-everything, but after
   September 11 the Americans were listening, and they were threatening
   to close the border. Premier Gordon Campbell promptly announced that
   Canada and the United States must make it a Ziplock seal, even if it
   meant some legitimate refugees are turned away. Ontario Premier Mike

   Despite Liberal denials, Canada's once-feared military machine may be
   beyond repair

   [INLINE] AT the end of his September 24 visit to Washington, D.C.,
   Prime Minister Jean Chretien revealed that President George Bush had
   told him Canada's armed forces were not needed in the looming war
   against terrorism. The President did not ask for any military help
   from Canada at this time, Mr. Chretien disclosed to the media. I
   said to him that if there is a need, we'll be there to help.

   Just 11 days later, Mr. Bush called in his marker. On October 5, the
   U.S. asked Canada for assistance as it prepared to assault military
   targets in Afghanistan. When those attacks were unleashed two days
   later, Mr. Chretien confirmed that the Canadian Forces (CF) would be
   making certain contributions, but gave no details. Conservative
   leader Joe Clark said later Canada's troops would provide only a
   communications and support role. In truth, scarcely more could be
   expected of the country's once-mighty military. The fact is, a
   disturbing picture of Canada's armed forces has emerged in the days
   since the September 11 terrorist attacks on the U.S. It suggests the
   navy, air force and, especially, army are inadequately funded,
   undermanned, ill-equipped and not even capable of defending Canada,
   let alone participating in a major offensive against an overseas
   enemy.

   Indeed, while high-ranking Liberals such as Foreign Affairs Minister
   John Manley have stated Canada will stand shoulder to shoulder with
   the U.S. to battle terrorism--even if Canadian soldiers' lives are put
   at risk--many independent analysts and former CF officers say the
   pledge is hollow and misleading. Stand shoulder to shoulder?
   observes Donald Ethell of Calgary, a retired colonel. It really means
   Chretien's shoulder is up against Bush's ankle.

   In the weeks since the horror of September 11, Canada has been
   revealed to have been utterly unprepared to counter the sort of threat
   that now faces western democracies. The Liberal government eventually
   moved to toughen anti-terrorism policies, harden border security and
   more rigorously check incoming refugees. The prime minister, who soon
   stood accused of dithering in reaction to the mass murders, eventually
   appointed Mr. Manley to chair a powerful new cabinet committee to
   fight terrorism.

   But beefing up the military is not part of the minister's new mandate.
   This omission is consistent with the ongoing Liberal position that the
   Canadian military is, essentially, in good shape. In early October,
   for example, Defence Minister Art Eggleton sent an opinion piece to
   newspapers, stating, I want to assure Canadians that the Canadian
   Forces are ready and able to make a meaningful contribution--if that
   is what we decide to do as a country. So far, however, only the U.S.,
   France and Britain have been moving their forces into areas near
   Afghanistan, where hostilities are expected to centre.

   There is, in fact, no question Canadians want to join their cousins to
   the south in battling radical Islamic terrorists; the question is
   whether we are able to. A post-attack National Post/Compas poll
   published on September 20 found that 81% of Canadians want the country
   to be part of a military alliance to prepare for war. Noteworthy,
   however, is the finding that 70% of those polled believe the armed
   forces are underfunded.

   This belief is well founded. Canada's defence spending declined 23%
   over the past seven years of Liberal restraint, and the country's
   current $11.4-billion annual defence budget represents just 1.2% of
   economic output. Even though the Liberals' 2000 budget increased
   Department of National Defence spending by $2.3 billion over four
   years, most experts say the money is too little and too late.

   Critics also point to the fact that Canada's spending is well below
   the NATO average of 2.1% of gross domestic product. Only Luxembourg's
   spending, at 0.9%, is lower. Mr. Eggleton has answered by pointing out
   that while Greece, for example, spends 5% of its gross domestic
   product on defence, the actual dollar value of this country's defence
   expenditure is twice as great. Canadian Alliance defence critic Leon
   Benoit is not buying that line of reasoning. He makes it sound like
   everything is just great with our military, says the MP, but I
   haven't heard any expert say anything but the opposite.

   Indeed, critics such as retired generals Lewis Mackenzie, Romeo
   Dallaire and Mike Jeffery have warned repeatedly of a looming crisis

 A 1979 anthrax outbreak killed dozens. But unlike in the current scare,
there was little sign that anything was wrong. That's because officials
covered it up.

MOSCOW -- The deadliest anthrax outbreak on record began in silence and
killed quietly--both literally and figuratively.

Sometime on April 2, 1979, millions of anthrax spores began to spread across
southern sections of the Ural Mountains city known at the time as
Sverdlovsk. A meat-plant worker named Vasily Ivanov was out walking his dog.
The day shift at a ceramics factory was grinding sand and clay. In a little
more than a week, Ivanov was dead. So were 18 ceramics workers.

Rumors spread quickly of a deadly disease that wasted healthy men in a
matter of days. But there were no articles in the newspapers, no breathless
television reports, no government leaders urging calm. Except for workers
who suddenly started hosing down roofs and disinfecting streets, there was
little outward sign of trouble. But in the privacy of their homes, residents
were terror-stricken.

The authorities may have believed they could prevent people from panicking
by not telling the truth, Ivanov's 42-year-old daughter, Alevtina
Nekrasova, recalled this week by telephone from her home in the city, which
has been renamed Yekaterinburg. But people were in a panic anyway. Everyone
sat at home, with windows and doors shut tight, shivering with fear and
waiting for the first symptoms . . . to develop. We all thought we were
going to die.

In many ways, the Sverdlovsk anthrax outbreak--which killed at least 64
people and perhaps dozens more--was a looking-glass version of the current
anthrax scare around the world. The death toll was far higher, but the
public hysteria was lower. And it was futile to look to the federal
government for help because the malevolent force behind the outbreak was the
government itself.

We lived next to a top-secret military compound, Nekrasova said. Common
logic suggests that it could not have been anything but a biological weapon.
What other explanation can there be?

The Sverdlovsk outbreak has been called a biological Chernobyl, and just
like the more well-known 1986 nuclear disaster in Ukraine, Soviet officials'
first instinct was to cover it up. They managed to do just that, with
varying degrees of success, until after the Soviet Union collapsed in 1991.

They probably assumed that a cover-up would be easy. After all, Sverdlovsk
was a grim, closed military city at the time, and a significant proportion
of its cautious and hard-working population was employed in defense-related
industries.

In its most common form, anthrax is primarily a disease of farm animals. And
for more than a decade, the official government explanation was that
Sverdlovsk residents had been sickened by eating meat from infected animals.

Officials apparently were unconcerned by the fact that it is fairly rare to
contract anthrax by eating tainted animal products. Most people who catch
the disease are farm or textile workers who absorb the bacteria through cuts
in the skin. Less commonly, a person can contract pulmonary anthrax by
inhaling the bacteria's spores.

All forms of anthrax are treatable with antibiotics such as penicillin if
caught in the earliest stages.

The Soviet government concocted the tainted-meat story to conceal what the
West already suspected: The Soviets were violating the 1972 Biological
Weapons Convention by producing anthrax. Indeed, they were manufacturing it
around the clock inside a top-secret facility in southern Sverdlovsk known
as Compound No. 19.

Boris N. Yeltsin, who was Sverdlovsk's Communist Party chief at the time of
the outbreak, acknowledged the truth in 1992, when he was Russia's
president: The anthrax had escaped from Compound No. 19. But he never
explained how.

In a 1999 book on the Soviet biological weapons program, Biohazard, Ken
Alibek, the program's former deputy chief, recounts the explanation he
heard: A missing air filter was to blame. A clogged filter had been removed
during one shift, and workers had left a note for the incoming shift to
replace it, Alibek was told. The note went either missing or unheeded for
several hours before the mistake was caught.

The military didn't notify civilian authorities, much less the public.
Hospital officials were told only to be prepared for an outbreak of some
kind of infectious disease. For the most part, it was

 A former Pakistani diplomat has told the BBC that the US was planning
 military action against Osama Bin Laden and the Taleban even before last
 week's attacks.

 Niaz Naik, a former Pakistani Foreign Secretary, was told by senior
American
 officials in mid-July that military action against Afghanistan would go
 ahead by the middle of October.



 Russian troops were on standby

 Mr Naik said US officials told him of the plan at a UN-sponsored
 international contact group on Afghanistan which took place in Berlin.

 Mr Naik told the BBC that at the meeting the US representatives told him
 that unless Bin Laden was handed over swiftly America would take military
 action to kill or capture both Bin Laden and the Taleban leader, Mullah
 Omar.

 The wider objective, according to Mr Naik, would be to topple the Taleban
 regime and install a transitional government of moderate Afghans in its
 place - possibly under the leadership of the former Afghan King Zahir
Shah.

 Mr Naik was told that Washington would launch its operation from bases in
 Tajikistan, where American advisers were already in place.



 Bin Laden would have been killed or captured

 He was told that Uzbekistan would also participate in the operation and
that
 17,000 Russian troops were on standby.

 Mr Naik was told that if the military action went ahead it would take
place
 before the snows started falling in Afghanistan, by the middle of October
at
 the latest.

 He said that he was in no doubt that after the World Trade Center bombings
 this pre-existing US plan had been built upon and would be implemented
 within two or three weeks.

President Bush worked today to deepen the stake that other countries feel in
the U.S.-led coalition against terrorism, arguing for the first time that the
Sept. 11 attacks were aimed at destroying world financial markets.

Bush was speaking to an applauding audience of U.S. chief executives at an
economic summit on the fourth day of his five-day visit to China. Aides said
that throughout this week's one-on-one meetings with world leaders, Bush
reminded them that similar attacks could happen in their countries and that
self-interest should persuade them to shoulder more of the burden in the war.

The terrorists hoped world markets would collapse, Bush said. But markets
have proven their resiliency and fundamental strength. And this week in these
halls, we return to the steady work of building the market-based economic
system that has brought more prosperity more quickly to more people than at
any time in human history.

South Korean President Kim Dae Jung immediately backed Bush's call, declaring
after they met Friday that countries must cooperate in the war so that the
world will become once again a safe place for us to travel freely by air  so
that all of us will be able to freely go live and to visit high-rises and
large apartment buildings, and also so that all of us will be able to safely
open our own private mail.

In his speech today, Bush gave the most sweeping rationale so far for the
anti-terrorism campaign, which he called a fight to save the civilized world
and values common to the West, to Asia, to Islam.

Nowhere do civilized people rejoice in the murder of children or the
creation of orphans, Bush said. By their cruelty, the terrorists have
chosen to live on the hunted margin of mankind. By their hatred, they have
divorced themselves from the values that define civilization itself.

Aides said a similar appeal to history laced Bush's private conversations
with world leaders attending this weekend's Asia-Pacific Economic Cooperation
forum, with Bush urging Chinese President Jiang Zemin to offer more concrete
support to the coalition as a gift to his grandchildren and
great-grandchildren.

Bush won Jiang's continued vocal support but did not delve into the specifics
of what the Chinese leader would deliver, according to people who attended
the meetings. Bush later pushed Jiang, both privately and publicly, on the
sensitive issue of religious freedom in China.

I'm a Christian, Bush told Jiang during their Friday meeting, according to
attendees. It's important that as our relationship matures, we feel
confident discussing issues such as religion. Bush then relayed appeals from
the Vatican and the exiled spiritual leader, the Dalai Lama, for a dialogue
about religious freedom in China.

In his speech, Bush surprised many in the audience by following up his praise
for the countries supporting his great coalition against terror with a
warning to Jiang about concerns that China would use the fight as an excuse
to crack down on Tibetans or ethnic minorities unhappy with Chinese rule.

No government should use our war against terrorism as an excuse to persecute
minorities within their borders, Bush said. Ethnic minorities must know
that their rights will be safeguarded  that their churches, temples and
mosques belong to them.

Administration officials said that in talks here, Bush had even used the
threat of terrorism as an argument for lowering trade barriers, painting a
contrast between a government that is committed to opening the doors of
trade and opportunity, and therefore improve the lives of its citizens,
versus the terror network, which has a dark view, an oppressive view and no
regard for human life.

White House officials, who had worried that this trip could prove to be a
mistake because of uncertainty back home about anthrax attacks and the
possibility of more terrorist strikes, said Bush had almost reveled in his
role as a wartime president working his will on foreign soil.

Although Bush had a treadmill in his suite, he went to the Ritz-Carlton
fitness center at 5:30 a.m. and bantered with fellow guests about how to set
the machine to an eight-minute mile. Later, he was briefed by secure video
teleconference about the first U.S. ground action in Afghanistan.

Officials said Bush was satisfied that he had accomplished his mission in
Shanghai and planned to cut his visit short by one night, arriving back in
Washington early Monday. Bush already had canceled stops in Japan and South
Korea and a state visit to Beijing because of the press of war business, but

The the US are now looking again to utilize certain dirty assets

In Hungary, legal proceedings are usually a dull and mundane affair. Last
week, however, was more than a little different. Little Bundi, as he is
commonly referred to in the press, was a leading Hungarian underworld
figure. He was extradited from Florida by the FBI and was put on trial in
Hungary for countless crimes. Not surprisingly, he was found guilty.

The interesting part followed next, during his last hearing prior to
sentencing. In a move that shocked and surprised everyone -- including the
defense attorney -- was the request of the prosecutor to immediately set
free the convicted felon. What was even more astounding was the judge's
adherence to the request. Even Little Bundi stood dumbfounded as the
handcuffs were at once removed from his wrists in the courtroom.

No doubt, Hungary is a country where the odd thing now and then happens.
What was perhaps a little unusual about this particular episode was the
lack of media interest. What makes this story even more interesting is when
it is put against the background of world events. Only days before the
Little Bundi episode, American media began to concentrate rather heavily on
the issue of dirty assets. One can't help but wonder whether the case if
Little Bundi had anything to do with the US now looking to utilize certain
dirty assets.

In short, dirty assets is a term used to describe individuals and groups
of ill repute -- many of them could be called terrorists -- usedby the
state in order to achieve covert objectives. While American mainstream
media is now full of pundits claiming all sorts horrific actions to avenge
for the September 11th attacks in New York and Washington (cf. the Fairness
and Accuracy in Reporting (FAIR) report of September 24, 2001 entitled
Media Pundits Advocate Civilian Targets), what is alarming is the candid
talk on the use of dirty assets which were featured on such shows as The
McLaughlin Group and Meet the Press. Such shows supposedly represent the
more informed and intellectual branch of the American news media.

The fact that the issue of dirty assets has been raised publicly is
revealing. Until now, it has never been fully acknowledged that the US
reverts to using such people or groups, although alternative media and
those outside of the US have frequently documented the fact. The candid way
in which this is now talked about merely attests to the ignominy of
American foreign policy. Furthermore, and what is even more ignominious, is
that no-one sees anything wrong in using dirty assets. Indeed, all agree
that it's necessary, and some even go so far as to comment that the more
restrained approach toward the use of dirty assets during the Clinton era
was perhaps the reason why terrorism is such a problem today.

It's incredible to believe in this day and age that Orwell's process of
doublethink can be so firmly entrenched within the American psyche. The
paradoxes of what is being said with regard to dirty assets are so apparent
one can't help but wonder how comatose such pundits really are. This is
made all the more worse by the fact that they supposedly represent the
ranks of informed; it's frightening to think that such warped logic is
being fed to the American people.

One doesn't have to dig deep to see the fallacy behind America's use of
dirty assets: Marcos in the Philippines, Pinochet in Chile, Noreiga in
Panama, Hussein in Iraq, and bin Laden in Afghanistan all were at one point
in time dirty assets for the US. Indeed, it is here which lies the very
heart of the problem: if it wasn't for America's use of dirty assets, these
individuals or groups would not have gained the leverage they needed to
engage in wholesale terror -- at home and abroad.

The use of dirty assets is a dangerous game to play, and have so far shown
that it does more harm than good. Many of these assets soon become
liabilities, as interests ultimately clash. This is because the likes
employed as dirty assets are opportunists; they have no stake in any
government or system, and frequently see themselves as a law unto themselves.

Thus, the idea of employing a dirty asset now to get rid of a former ally
(i.e., bin Laden) is to ensure that the problem of terrorism will remain.
Indeed, bin Laden is a perfect example of what happens when you court
terrorism to further your own agenda.

If the US is serious in tackling the root causes in its war on terrorism,
then it would do better to look inward at its own policies rather than
adopt measures based on fear and prejudice. The ends don't justify the
means, and the use of terrorism to fight terrorism is a contradiction of
what the supposed war on terrorism is about. Adding words like freedom
and democracy to any action is not enough; ultimately, the moral high
ground will be lost and less and less people will be willing to join

  one side is something other than a military force organized and
 operating under the control of a national government, and one that
   often transcends national boundaries.

   The attacks on the Pentagon and World Trade Center are horrific
   examples of operations as part of a campaign conducted according to
   fourth generation principles.  They dispelled forever the notion that
   4GW is just terrorism or something that happens only in
   poverty-stricken Third World countries.  But it is a strange form of
   warfare, one where, for example, military force plays a much smaller
   (though still critical) role than in earlier generations, often
   supporting initiatives that are more political, diplomatic, and
   economic.  As important as finding and destroying the actual
   combatants, for example, is drying up the bases of popular support
   that allow them to plan and then execute their attacks.  Perhaps most
   odd of all, being seen as too successful militarily may create a
   backlash, making the opponent's other elements of 4GW more effective.

   The authors of one of the first papers on the subject captured some of
   this strangeness when they predicted:

 The distinction between war and peace will be blurred to the
 vanishing point. It will be nonlinear, possibly to the point of
 having no definable battlefields or fronts. The distinction between
 'civilian' and 'military' may disappear.

Is 4GW Just Another Word for Terrorism?

   Terrorism (defined as seemingly gratuitous violence against
   civilians and non-combatants) can occur in all generations of war.
   Until recently, in fact, most wars killed many more civilians than
   military and not all of this was accidental - recall the Rape of
   Nanking, the London Blitz, and the firebombing of Dresden.  As 4GW
   blurs any distinction between military and civilian, we can expect
   more activities that the general population will regard as terrorism.

   Similarly, because practitioners of 4GW are often transnational groups
   without territorially-based armies as such, much of their activity
   will resemble guerilla warfare or low intensity conflict.   These
   highly irregular practices have deep roots in the history of war. The
   word guerilla itself, for example, dates back nearly 200 years to
   Napoleon's campaigns in Spain. Until recently, however, such special
   operations harassed but rarely decided#151;sideshows (as T. E.
   Lawrence once termed them) in wars fought mainly along 1st, 2nd, or
   3rd generation lines. Examples could include operations by colonial
   militias and guerillas during the Revolutionary War, Nathan Bedford
   Forrest's cavalry raids, Sherman's March, and the tactics practiced in
   the early stages of most national liberation wars in the 20th
   Century.

Is 4GW Simply Using Military Force in New Ways?

   The premise of 4GW is that the world itself has changed, so that
   terrorism and guerilla warfare#151;and other elusive techniques that
   are still being invented#151;are now ready to move to center stage.
   It would be a mistake, however, and perhaps a goal of our opponents
   might be to encourage this mistake, if we were to focus on the
   techniques and not the nature of 4GW itself. The place to begin is
   with fundamental differences between 4GW and earlier generations.

   As Col T. X. Hammes eloquently argues in The Evolution of War: The
   Fourth Generation, social and political changes are driving this
   evolution.  You can construct your own list of what is different about
   today's world than that of, say, 1950.  Here are some ideas to get you
   started:

Suppose a group came along that made both us and our most powerful rival nation, China right now, look like the Israelis and Arabs by comparison (in terms of dwarfing us both with their military might).

Let's use aliens as an example - not the green-card type, I mean the little green man type. Galactic Battlecruisers, planet-buster bombs, personal laser cannons, warp drive - that sort of thing.

These aliens have an interstellar empire, but they're a little shy about flexing their muscle.

The whole reason their culture got so advanced in the first place was that they started out as a relatively free society and that naturally brought astounding economic and technological progress. They're not exactly a free society anymore, though - but there are enough remnants and traditions left over from that phase that they like to pretend that they don't conquer anybody. That way, they can at least attempt to have their cake and eat it to. They can use a pretended moral superiority rooted in only empty sloganeering about freedom, while engaging in the actual business of empire (basically, large scale banditry).

Being in denial about their status as an empire, thus enabling them to ignore the loss of their own freedom, they exercise domination through support of client states who will carry out the will of the empire's leaders. The leaders get away with this easily enough because, you know, "foreign relations is such a complex topic" and the average alien on the street does what he's been conditioned to do all of his life - leave it to the "experts".

So, when they come to Earth, they size the situation up and pick China as their client state. Of course, they want nothing but peace with America, even if they do find that "Christian fundamentalism" thing a bit troubling. After all, they want to be everyone's "friend."

Of course, they have to provide humanitarian aid to China since China has the biggest population of any country on earth and those poor Earthlings are just so backward. The fact that China has (despite a recent capitalist reform trend) a basically socialist economy, and that this "humanitarian aid" only frees up more funds in the Chinese budget for military expenditures is irrelevant, of course. American complaints and fears about this are, of course, casually dismissed by the alien media. "It's just evidence of how crazy those American Earthlings are. They're still our friends, though; and we really, really love them all. To bad they're not like their more civilized cousins, the friends of our Empire's freedom, the Chinese..."

I'm sure you can see where this is leading. As the years go by, Americans just get characterized as the bad guys. As we feel the economic pressure and our economy (and society!) declines in favor of the Chinese one (because of alien intervention), some of the alien propaganda becomes truer and truer. Just as the Nazis rose to power in bad times in Germany, maybe the KKK or the Christian Identity movement would come to dominate American politics - and be falsely regarded as "heroes" by average Americans for "standing up to the aliens."

Since the leaders of the alien Empire pretty much control the flow of information on their home planet about what they do in far flung and exotic corners of deep space, like Earth, the alien public just gets a distorted view of what this is all about. Only the message of American hostility against the alien Empire seeps through to the average alien on the street. Maybe some of them actually hear about how their own government's support of the Chinese has enabled the Chinese to occupy California, where Americans subsequently suffered greatly; but you know, those Earthlings have been killing each other for millenia and "you just can't fight City Hall."

Three or four decades later, alien trade embargoes have crippled the American economy to the point where we're all (except our own corrupt leaders - "Christian extremists", of course) living in poverty and drinking our own filth in untreated drinking water while China occupies everything to the West of the Rockies and alien supported dictatorships promoting the alien culture control Texas, Florida and Nebraska. Attempts to liberate California are ruthlessly put down by alien "peacekeepers" who are there "just to end the violence."

In the midst of this, a "Christian extremist" leader (who is not actually particularly Christian) sponsors a commando team to take the undeclared war to the alien homeworld. They slip in as tourists and proceed to engage in acts of mass destruction through ingenuity, audacity and not feeling like they have much to lose. Besides, the preacher says they'll go to heaven. Millions of "aliens on the street" are killed.

In the aftermath, elements in the alien media begin commenting that the cause of this is, obviously, "unregulated tourism."
