Sanger and Thom Shanker/NYT The New York Times Tuesday, February 18, 2003 WASHINGTON Senior Bush administration officials are for the first time openly discussing a subject they have sidestepped during the massive buildup of forces around Iraq: what could go wrong not only during an attack, but especially in the aftermath of an invasion. Defense Secretary Donald Rumsfeld has a four-to-five-page typewritten catalog of risks he keeps in his desk drawer. He refers to it constantly, updates it regularly and has incorporated suggestions from senior military commanders into it and discussed it with President George W. Bush. The list includes a concern about Saddam Hussein using weapons of mass destruction against his own people and blaming it on us, which would fit a pattern, Rumsfeld said. The document also notes that he could do what he did to the Kuwaiti oil fields and explode them, detonate, in a way that lost that important revenue for the Iraqi people, Rumsfeld said. That item is of particular concern to the administration teams planning postwar reconstruction, as Iraqi oil revenues would be required for speedily rebuilding the nation. A senior Bush administration official confirmed that fundamental uncertainties remain even after months of internal studies, advance planning and the insertion of Central Intelligence Agency officers and Special Operations Forces into some corners of Iraq. We still do not know how U.S. forces will be received - will it be cheers, jeers or shots? the senior official said. And the fact is, we won't know until we get there. In an administration that strives to sound bold and optimistic - especially when discussing the political, economic and military power of the United States and its ideas - such cautionary notes being sounded from the White House, the Pentagon and the intelligence community may well be intended for political inoculation. No battle plan survives first contact with the enemy, according to one military maxim that is no less accurate for its being a cliché. It is better to warn the American public of these dangers in advance, officials note. According to his aides, Bush has to prepare the country for what one senior official calls the very real possibility that this will not look like Afghanistan, a military victory that came with greater speed than any had predicted, and with fewer casualties. And if Bush decides to begin military action without explicit United Nations approval, it is very possible that other nations will withhold support for what promises to be the far more complex operation: stabilizing and rebuilding Iraq, while preventing religious and political score-settling, seeking out well-hidden weapons stores before others find them, keeping the lid on Taliban activity in Afghanistan and pre- empting acts of terror against American targets at home and abroad. There is a lot to keep us awake at night, said one senior administration official. The level of uncertainty over the length of the battle in Iraq is high, the senior administration official said, despite the confident assertions of some enthusiasts for military action that the resistance will be over in a flash. How long will this go on? the official asked. Three days, three weeks, three months, three years? Even some of this senior official's aides winced as they contemplated the last time frame on the list. As America's intelligence assets focus on Iraq and tracking terrorist activity worldwide, senior officials worry that they may be less thorough in tracking threats to the United States elsewhere around the globe. Just last week on Capitol Hill, Vice Admiral Lowell Jacoby, director of the Defense Intelligence Agency, said that his ability to detect the proliferation of nuclear weapons or missiles around the world was being stretched thin, leaving vast swaths of the world, including South Asia and North Korea, with less coverage than he would like. And the director of Central Intelligence, George Tenet, hinted at one of the deepest worries heard in the hallways of the intelligence agency, the Pentagon and the White House: that a successful removal of Saddam Hussein could be followed by a scramble for the tools he wielded to remain in power, including his military arsenal. The country cannot be carved up, Tenet said of Iraq. The country gets carved up and people believe they have license to take parts of the country for themselves. That will make this a heck of a lot harder, Tenet said. At the White House, officials acknowledge that they have been late in focusing on the question of how to bring enough aid to the region in the days after an attack begins, which could mean that even those celebrating liberation could quickly turn against the liberators. -Caveat Lector- Print this article | Close this window Embattled Blair seizes on student's email By Becky Barrow in London February 18 2003 An Iraqi student found herself in the spotlight after Tony Blair seized on an email she sent to friends, telling them about Saddam Hussein's atrocities, including the disappearance of 17 members of her family. Rania Kashi, 19, a first-year student at Cambridge University, sent the email to about 15 friends who were thinking of going on London's protest march. This may be hard to believe, and you may not even appreciate the extent of such barbaric acts, but believe me you will be hard pressed to find a single family in Iraq which has not had a son/father/brother killed, imprisoned, tortured and/or 'disappeared' due to Saddam's regime. One of her uncles was tortured after trying to escape. Before sending the email, she let her father, Dhiaa, a businessman, check the facts, and he forwarded it to some friends. The email was quoted on Sunday in a speech by the Prime Minister at Labour's conference in Glasgow after a copy was given to him by a group of Iraqis in Scotland on Saturday morning. A copy has subsequently been published on the Prime Minister's website. In her email Ms Kashi wrote: Whatever America's real intentions behind an attack, the reality on the ground is that the majority of Iraqis, inside and outside Iraq, support the invasive action, because they are the ones who have to live with the realities of continuing as things are. I say to them [the protesters]: do not continue to allow the Iraqi people to be punished because you are 'unhappy' with the amount of power America is allowed to wield in a faulty world. Do not use the Iraqi people as a pawn in your game for moral superiority. When you allow a monster like Saddam to rule for 30 years without so much as protesting against his rule, you lose the right to such a claim. But newspapers yesterday forecast that Mr Blair would become a victim of the Iraq crisis. In the past three days Mr Blair's nightmare became more than a remote possibility, wrote the Financial Times. The Independent said: The price for Blair's misplaced conviction will be a loss of authority. Mr Blair finds himself firmly attached to the losing side of the argument. The Guardian commented: If the conflict was messy and prolonged with nasty outcomes, Mr Blair might even depart from office. According to the Daily Telegraph, a victory by France and Germany would be a disaster for Mr Blair, who would no longer enjoy the confidence of the US or the European Union and would be weakened domestically. The Daily Mirror, the only tabloid that opposes a war, headlined Britain tells Blair: You're on your own and spoke of a plan by members of Mr Blair's Labour Party to get rid him. We've wondering just how much egg we have on our face, says one unhappy White House source. Right now, the worst thing that could occur for the administration's credibility is that nothing happens this weekend. I know that sounds terrible but we've got a lot riding on this. The administration elevated the nation's threat level to orange last week, the second-highest rating. At the time, Capitol Hill Blue reported that some intelligence professionals felt the elevation was not justified because intelligence reports were contradictory. A key part of the intelligence was information obtained from a captured al Qaida operative who told a detailed story about his organization's development of a dirty bomb that could be masked from detection by airport detectors and other security precautions. The bombs, the operative said, would be set off this weekend at specific government and private targets. CIA officials urged delaying elevating the threat level until the story could be checked through other sources but the administration decided to go ahead and alert the public. Only after the threat was elevated did the FBI administer a lie detector test to the operative and the test showed he was lying repeatedly about the dirty bombs and threats. He did not pass, said Vince Callistrano, former terrorism chief for the CIA. Callistrano says the information from the al Qaida operative was a key part of the puzzle the Bush administration put together to justify the increased alert. This piece of that puzzle turns out to be fabricated and therefore the reason for a lot of the alarm, particularly in Washington this week, has been dissipated after they found out that this information was not true, he added. Bush administration officials say they still plan to keep the alert level raised through the weekend and claim other intelligence information confirmed the threat was real. But top intelligence officials at both the FBI and CIA are already pointing fingers at each other -- each claiming the other jumped the gun, but former FBI agent and terrorism expert Neal Zachmann says the real blame rests with increasing paranoia over getting caught flat footed when another attack comes. There is little doubt that al Qaida will strike again, Zachmann says. But the fact is, nobody really knows when or how. The administration really stuck its neck out with this latest threat level escalation and all the visible signs of preparation. Portable antiaircraft misslbe launching platforms now greet visitors who drive across bridges into Washington. Armed troops patrol Union Station and Capitol Hill police carry automatic weapons while on patrol. The point is we're ready now for an attack that may not come for days, weeks, months or even years, Zachmann says. Are we going to maintain this state of readiness for the next 10 years? Will the public accept it? Earlier this week, a jittery public reacting to warnings from the White House emptied grocery stories of bottled water and bought up every roll of duct tape they could find. The two main US-British arguments in favour of launching a war on Iraq next month - that Saddam currently possesses deployable weapons of mass destruction and poses an immediate or near- term threat to the region and to us - already had few takers before Friday's UN meeting. In his peculiarly dispassionate, persuasive way, Blix further undermined and, for many, destroyed the credibility of the Anglo- American case for an early, pre-emptive attack. A third core argument, favoured by George Bush and blithely reiterated by him in Florida last week - that Saddam is in cahoots with al-Qaida and is somehow linked or even to blame for 9/11 - is not seen as convincing even by those who have espoused it. Downing Street now knows this argument, too, is a definitive non-runner. Assailed on all sides by unprecedented popular protest, at odds with Europe, outnumbered in the security council, with the Pentagon's clock inexorably ticking, and rightly worried that an impatient Bush may reject the UN route, dish his British ally and press on regardless, Tony Blair has now reached his bottom line: morality. With his back against the wall, belatedly aware of the depth of his difficulty, and surrounded by the empty shell casings of a defeated polemic, Blair played his last card in Glasgow at the weekend. Action was a moral imperative, he declared. If Saddam remains in power, he warned emotively, there will be consequences paid in blood. The moral case for intervention was overwhelming. Those who opposed it, he implied, were themselves acting immorally. In many respects, this is an outrageous statement. It reeks of condescension. In his wisdom, it seems, the prime minister is suggesting that millions of weekend marchers and all those in the European, Arab and Muslim spheres who disagree have failed to think through the ethical ramifications of their stand. But since Blair can be sure to repeat his moral message in the two or three weeks that remain before Bush is expected to press the button, it must be answered. How moral is it, to take one aspect, to wreck an inspections process unanimously agreed by the UN? Blair and Jack Straw endlessly stress the exact terms of resolution 1441. But this document sets no time limit on inspections. It makes no mention of the regime change that Blair now advocates. Nor does 1441's text authorise the conquest, indefinite occupation and forcible remaking of Iraq under US military auspices. Exactly how moral is it, as is now the US-British plan in the next fortnight, to gerrymander UN backing for war by buying votes with US financial largesse? Blair's new concept of the unreasonable veto and the quaint idea of claiming a moral mandate from a simple majority UN vote has no base in international law. Nor, for that matter, does the concept of an offensive war, as opposed to collective, defensive action. The US and Britain have no moral right to try to reinterpret and thus subvert the UN charter in this way. The onus is surely on Blair, not his opponents, to explain the morality of rejecting Blix's provisional conclusion that his inspections are beginning to work. It is not moral to turn to the last resort of violence when Iraq has conceded many of the UN's demands and when South Africa, for example, is offering its good offices and experience in assuring nuclear disarmament. The onus is surely also on Blair to show the Vatican and, say, Britain's Anglican and Muslim leaders, why and on what grounds his moral authority exceeds theirs. Having made his bid for the high ground, the prime minister has many other dilemmas to clarify. The Iraq crisis has entrenched the Israel-Palestine stalemate. War will bring further delays to the peace process. But Palestinian children are suffering malnutrition right now. For many, international intervention to secure the occupied territories is a more pressing priority. Or consider the Kurds. In the event of war, their hard-won autonomy will be under direct threat from a US- sanctioned, Turkish military incursion. Dick would be too, except for his heart thing. I spotted it right away when Colin Powell started to speak at the United Nations this week. He threw away his prepared speech, started rambling off the cuff, and you could see it in his eyes. Colin wanted to kill that French guy or somebody else, anybody, maybe some Iraqi kids would do the trick. George might just be the first President with a deviated septum. I don't know for sure, but all of these guys in our Executive Branch want to go out and kill people. Women, children, or even infants, it doesn't matter to them. Just like it has never mattered to anyone starting a war, because the innocent are the people that get killed in every war. Lets face it: nobody in the White House other than Colin Powell had the guts to go to war when their chance came, so it would seem plausible that these guys have taken something to give them this need for war now. These guys don't want to defend America, on the contrary they have left America's borders wide open and all the tough talk of getting Osama bin Laden dead or alive is a thing of the past. In fact Osama is never even mentioned by George any more. The War on Terrorism it has been decided, no longer will raise George Bush's poll numbers. Colin Powell has been in favor of killing women and children for years. In fact in his autobiography he talks about destroying the food supply and homes of villagers. We burned the thatched huts, starting the blaze with Ronson and Zippo lighters Ho Chi Minh had said people were like the sea in which his guerillas swam. We tried to solve the problem by making the whole sea uninhabitable. In the hard logic of war, what difference does it make if you shoot your enemy or starve him to death? It makes a lot of difference Secretary Powell, because when you shoot someone you have some sort of control over who is shot. When you starve a whole population you are killing the enemy along with innocent children and infants. It has been reported that Iraq's population is 42% children. Equating those children with combatants is at the very heart of The Powell Doctrine which recommends using overwhelming force on the enemy, regardless of civilian casualties. We can see that in our last war in Afghanistan. Civilian deaths were not even counted, even though thousands died. We only learned of them from international organizations that investigated. As far as our government is concerned, civilian deaths are unfortunate. If you spent the time and listened to this last round of speeches at the UN after Dr. Hans Blix gave his report, you could hear it in the tone of their voices. Only the United States, Great Britain, and Spain wanted to go to war right now and each of their representatives' voices were hard and angry, while everyone else spoke of hope for a peaceful solution and their voices sounded almost serene. I have been to war and know how combat can take over your whole mind and body. It is an adrenaline rush like no other. I didn't think that those way in the rear could get that rush, but George, Colin, and Donald must think you can. I can only hope that these men will get into some sort of treatment program and that they can get off this testosterone habit before they kill more innocent people. [CTRL] Latest In US Torture Research Tech: Sonic Pain Stick

One of the most aggressively pitched is a meter-long sonic pain stick marketed to the Department of Defense by the American Technology Corporation of San Diego. In a recent full-court press to the media, the company gaily described the sonic baton's potential to agonize terrorists on airplanes, where flying bullets wouldn't do. Intended for use at short range, the weapon projects sound intense enough to cause temporary loss of hearing, perhaps nullifying its effect, or possibly shattering the hijacker's eardrums. It would also probably agonize or rupture the hearing of everyone else in an enclosed cabin, blocking the communication of useful commands like Get that terrorist bastard! Department of Defense efforts at wielding sound waves to inflict unpleasantness have yielded refreshingly poor results. According to National Defense News, the army set up a testing regimen to torture animals -- referred to as surrogates -- but was unable to reliably agonize them. As a result, DoD's Joint Non-Lethal Weapons Directorate stopped funding some research in the area. Other arms of the military -- like the navy -- remain interested in sonic guns to disable foreign ship crews, or at least to make them very angry. The soldiers, weirdos, sadists, and tinkerers enthusiastic about acoustic technology envision strapping the sonic pain stick to an M-16. While it would be no good in situations where people can shoot back or even throw rocks, it certainly could have its uses in rousting frightened women and children from closets in an occupied Iraq. America's nonlethal-weapons scientists note that in our country, hearing aids and surgery can mitigate damage to the outer and middle ear caused by such a weapon. However, mangling of the inner ear is permanent. But in poor or just bombed-flat foreign lands, access to health insurance to pay for damage claims, hearing aids, and good surgeons may be hard to come by. Nonlethal weaponeers are also vexed by the fact that once one's ears are ruined, the sonic weapon loses its bite. American Technology Corporation is not alone in the arms race for painful sound. What do you call it when the leader of the free world does not listen to the cries of the people, when the head of the greatest system of representative government does not pay attention to the will of the people? Do you call it democracy? The answer to that is something most Americans do not want to hear because it's spelled despotism, dictatorship, oligarchy, tyranny, military junta or even banana republic. George Bush's only excuse is that polls in the United States show a lot of the population either undecided or willing to go along with his war. Over the weekend, the following countries protested George Bush's war on Iraq: Argentina, Australia, Austria, Belgium, Brazil, Bulgaria, Canada, Chile, Croatia, Cuba, Cyprus, Czech Republic, Denmark, Dominican Republic, East Timor, Ecuador, Egypt, England, Estonia, Finland, France, Germany, Greece, Guatemala, Ireland, Israel, Italy, Jamaica, Japan, Kenya, Lebanon, Lithuania, Luxembourg, Macedonia, Malaysia, Malta, Mexico, Morocco, Netherlands, New Zealand, Norway, Pakistan, Palestine, Peru, Philippines, Poland, Portugal, Puerto Rico, Reunion, Russia, Rwanda, South Africa, Spain, Slovenia, South Korea, Sweden, Switzerland, Thailand, Turkey, Ukraine, United States, Uruguay, and Venezuela. The coalition of the willing is down to two; Great Britain and Australia who have already committed troops to the Middle East. With 90 percent of the people in England against the war, Tony Blair is toast in the upcoming elections unless he gives up his role as Tonto to the Lone Ranger. And the Australian Parliament has already given Prime Minister John Howard a vote of no confidence. England's Guardian Unlimited called the protests a historic peace march whose massive turnout surpassed the organisers' wildest expectations and Tony Blair's worst fears because America is making our Prime Minister go against the huge majority of the British people, and that wont be forgiven. Look about you. That's what this is all about; not fierce party politics but a simple feeling that democracy, British democracy, has been forgotten. On the other hand, it's somewhat amazing to find so many Americans against George's war when his sales force has been pumping the war drums 24 hours a day for almost a year along with almost daily appearances by the prez himself, the Donald Rumsfeld show, and the Ari Fleischer hour of droning. If the protesting Americans haven't been convinced by now, they never will be. Forced by the news from around the world to finally recognize the enormity of events, Fox and CNN were at least willing to give the protests equal billing for a couple of days. Of course, coverage of the demonstrations was laced with the usual batch of experts favoring the war and snide remarks about the protesters, many depicted as left over hippies from the Sixties and Seventies, Hollywood socialists, as well as derogatory opinions about the worthiness of the United Nations. All under the usual Showdown Iraq and Target Iraq banner headlines, warnings of high alert from John Ashcroft and the Office of Homeland Security, and the virtues of duct tape. Since going to NATO hasn't resulted in a decision to send troops, including American, to Turkey to protect that country, and Turkey has so far turned us down on using their country to stage the Northern side of the invasion even though we've offered them $26 billion in an outright bribe, NATO is now derided as a possibly useless organization that needs to be abandoned like the ABM Treaty. There is no questioning of how many other international leaders we've bribed and little to examine for clues except the fact that the U.S. national debt is spiraling out of control. The Bush administration borrowed a total of $421 billion in fiscal 2002 and a grand total of almost $600 billion within 15 months. The only thing holding it down today is again the debt ceiling with no mention of how the new Secretary of the Treasury, John Snow, must be scurrying about making ends meet. Big news at other times. George's war has already cost us much of the international sympathy and cooperation we received immediately after the terrorist attack of September eleventh. And the search for bin Laden has worn thin, though it was revised over the weekend as a grasping at straws tie to Saddam Hussein. The one thing you can count on is that President Bush is not going to back off on attacking Iraq. We haven't sent all those troops and equipment over there for nothing and he didn't put forth his go it alone policy months ago without anticipating a negative reaction. The other thing you can take to the bank is the statement Bush has made over and over; On September eleventh our lives were changed forever. -Caveat Lector- ~~for educational purposes only~~ [Title 17 U.S.C. section 107] Can Interventionism Be 'A Good Thing'? by Donald Mills I recently received the following e-mail, sent in response to my article entitled Orthogonality versus Opposite Direction (which appeared in the February 14 issue of LewRockwell.com see also http://www.donaldmills.com): Interesting way of looking at things. I'm not entirely convinced that the analogy is supremely apt or useful, but it's refreshing to the technical mind. I don't really understand your basis for unequivocally concluding that interventionism and do-goodism inevitably cause more problems than they solve. I'll be impressed should you find a way to demonstrate that empirically! Should the United States have refused to engage in either World War? Should it have restricted its participation to responding to the Japanese? If the Japanese hadn't attacked would it have been morally acceptable for the U.S. to allow Hitler to operate unchecked? Morality aside, do you actually believe that if everyone had just minded his own business after Poland was invaded there wo uld have been fewer problems in the long run? Naturally, this provoked a reaction on my part, which I share with the reader below (a cleaned-up version that corrects a couple of misspellings and one subject-verb disagreement, and also removes my address of the recipient by name): The U.S. should certainly have refused to engage in WWI, which, as the eminent military historian John Keegan notes, was a tragic and unnecessary conflict. U.S. involvement in the war led to the after-war settlement known as the Treaty of Versailles, which led to German resentment and paved the way for Hitler to rise to power in the 1930's. Hardly a matter of making the world safe for democracy! As to the Japanese question, we provoked the Japanese to attack us at Pearl Harbor because our government didn't like the idea of having a threat to rising American hegemony in East Asia. You can point to atrocities such as the rape of Nanking by the Japanese and the Holocaust by the Nazis to say that interventionism is needed, but I offer the following by way of a counter-argument: 1. Principled neutrality is usually a better alternative than interventionism. Humanitarian efforts to aid the dispossessed in question, including the opening of our borders, while not sacrificing our young on the shores of Europe and Asia, would have been a mutually beneficial arrangement that might well have saved many lives, American and otherwise. Had we stayed out of Europe in the 1940's, we could have let the Nazis and the Soviets battle it out, and then come to a negotiated truce, while putting forth our hand, in a benign manner, to help the Jews, Gypsies, and others suffering under Nazi rule. While the Swiss' hands were not entirely clean so far as the prosecution of WWII was concerned, their efforts were closer to the ideal than ours. Besides, you could make the point that the Soviets won WWII, not us and the Brits, as the USSR took over much of Eastern Europe (including Poland, the country that Britain and France declared war with Germany over in 1939, even though the USSR invaded eastern Poland shortly thereafter why was Germany's invasion not OK, but the Soviets' invasion was? And don't say that it was because, in some sense, Stalin was any better than Hitler Hitler had his millions, but Stalin had his tens of millions!) and built, as Churchill called it, the Iron Curtain, which led to the Cold War and the threat of nuclear annihilation. Indeed, from that standpoint (namely the domino effect), it can be argued that WWI didn't end until 1990, when the USSR fell, and given our continuing conflicts in the Middle East (the seeds of which were planted in the post-war plans of Wilson, George and Clemenceau), it might be fair to say, as others have, that WWI is still going on, 89 years after it started! The point is that conflicts perpetuate themselves long after they are started. 2. American and allied governments have consistently employed a rank and pernicious double standard with regards to the commission of atrocities. The Holocaust was a monstrous evil, but so was the bombing of Dresden, the nuclear annihilation of Hiroshima and Nagasaki, and the systematic rape of German women by the Soviets, all done within a 12-month span in 194445. In each case, thousands of innocent civilians either had their most basic human rights grossly violated, or were murdered outright. American policy during the Cold War, and continuing on to today, has been an ongoing affirmation of the Somoza standard: He's a bastard, but he's our bastard. The only increased alarm that should register in America is in people’s suspicion of their government’s motives. I suspect that this sudden upsurge in alerts represents the beginning of a huge propaganda stunt to further justify the coming war with Iraq (as if the US were fighting terrorism by launching this campaign) as well as to pave the way for more dismantling of constitutional protections. This week America had to absorb the following in relation to the orange “high risk” alert: 1) the purported threat of a new biological/chemical/dirty bomb terrorist attack—with no credible or verifiable evidence to back up US intelligence claims; 2) a heavily promoted call for token chemical/biological preparedness on the part of ordinary citizens, leading to near panic buying of gas masks, duct tape and plastic sheeting; 3) the closing of selective bridges, freeways and tunnels in “high risk” US cities like NY and Washington; 4) heightened “security” measures, including increased anti-aircraft missile deployments in the DC area, increased hassle searches at airports, a higher military presence at key installations, and SWAT teams guarding NY synagogues; 5) another suspicious tape recorded message by Osama bin Laden conveniently interpreted as proving the link between Iraq and Al Qaeda; and 6) the sudden leaking of the proposed transcript of a more “enhanced” version of the draconian USA PATRIOT Act. First, I strongly question the reality of any independent terrorist threat in the US. Today, Brian Ross of ABC news reported that “A key piece of the information leading to recent terror alerts was fabricated, according to two senior law enforcement officials in Washington and New York. The officials said that a claim made by a captured al Qaeda member that Washington, New York or Florida would be hit by a ‘dirty bomb’ sometime this week had proven to be a product of his imagination.” In other words, it was a fabrication. Strangely, the Department of Homeland Security is refusing to take the nation off the Orange alert status. Apparently, the Bush administration is anxious to use the now-falsified heightened alert to mold public opinion in favor of its continued political agenda. Second, no one in government has responded convincingly to my tough question: why have there been no small or low profile terrorist attacks since 9/11? If there are hundreds of terror cells in the US, what is keeping them from carrying out the simplest forms of attack—car bombings or attacks on rural power infrastructure? There is almost no defense possible against these types of attack, no matter how many police are available. They happen all the time in Israel, Ireland, Britain and France. Why not here, if America is so hated and so vulnerable? The Post-Standard (an affiliate of Syracuse.com) is reporting that the Bush administration weighed in on the denial of a march permit to the NYC anti-war rally. Last week, the NY mayor's office told organizers of the rally they could not march on the streets. Then, a three-judge federal panel upheld the mayor. But the Bush administration had filed a brief with the judge panel, urging it to go along with the mayor's office. This was an obvious attempt to discourage the protests against White House moves toward war. It was essentially a denial of 1st Amendment rights, and as such marks yet another assault on the Bill of Rights by this administration. The 100,000-plus people who showed up to stand in one place in NYC were not deterred, but this does not change the thrust of the White House attempt. Not exactly breaking news to the readers of this column or Defense Watch, the tenacious Pentagon watchdog that's been warning us for months not to allow a replay of the 1991 Gulf War mistakes - which, according to a November 2002 Veterans Affairs report, has so far killed or disabled almost 180,000 Desert Storm vets. The 60 Minutes story was backed up by a congressional General Accounting Office report blistering the top brass for rushing our troops into harm's way without doing their sworn duty: making sure they were good to go. It seems their precious deployment timetable is more important than their grunts, who might soon be dispatched into a potentially poisonous caldron - to destroy Iraq's chemical and biological weapons - without the right gear. Although the Pentagon brass were too into escape-and-evade tactics to find the time to do an on-camera interview with Mike Wallace, a senior congressional aide, speaking off the record, said: While of course I'm not able to disclose anything 'classified,' you should know your story's absolutely on-target. The classified facts regarding our preparedness for chemical or biological warfare are a lot worse than '60 Minutes' reported. Wait a minute! If a Senate aide on the outside of the inside loop knows the score, surely the military brass, the aide's senator boss and at least a platoon of his peers also know that - unlike Desert Storm, where the vast number of deaths or disabilities were accidentally self-inflicted by U.S. bomber- and/or engineer-zapped Iraqi chemical munitions blowing downwind and striking our troops - our sons and daughters now sharpening their bayonets are in even more jeopardy this time around from Iraqi horror weapons that will be intentionally zeroed in on them. Yet - to their everlasting shame - not one of these guardians of our republic has stood tall and publicly sounded off about this life-or-death issue. What's happened to the spirit of John F. Kennedy's Profiles in Courage? Have those we trust to protect and run our country all suddenly been struck dumb, or - worse - have they chosen the easy wrong over the hard right by burying their integrity in a bunch of classified files? And apart from 60 Minutes, what about the press? Why hasn't our Pentagon press corps - supposedly our country's lead hunting dog - nosed around and reported this story? The clues were all there, and the GAO report wasn't exactly classified. Not only did every congressional office get copies, so did the media. There is also Defense Watch editor Ed Offley's repeated offers to share the evidence he receives on a daily basis from the very worried warriors who'll be hung out to do the dying in a death so horrific and painful it haunts them day and night. Surely our media should have sniffed that something was terribly wrong, especially after an NBC (nuclear/biological/chemical) sergeant passed out at an air-conditioned Pentagon briefing while demonstrating how well the protective gear works. Military pals now deployed in Iraq doing dangerous behind-the-lines missions have told me that almost every Iraqi oil well along the Turk border is wired with demolitions to replicate the lung-searing, apocalyptic horror show we saw when the Iraqi army blew the southern wells as they pulled out of Kuwait in 1991. Other pals, computer commandos in the various head-sheds who eyeball all the reports coming in from the field, confirm this information and add an even more sinister twist: Some of the wells have bio/chem weapons rigged to go off when they explode. Surely our brass hats, the ultimate recipients of the commo, know that the prevailing wind in Iraq is from north to south - from the Turk border over Baghdad to Kuwait - right in the face of our advancing troops. And surely they know the real status of our troops' inability to shield themselves while on the go from these deadly agents. Let's hope that 60 Minutes sparks a chain reaction, and that the mothers and fathers of America rise up and demand that our soldiers not be needlessly sacrificed. He expresses himself with the confidence of the professional man he is Saudi Arabias most senior executioner. Rezkallah told Al-Majalla, a sister publication of Arab News, that he drifted into the profession by chance. About 23 years ago the government asked for volunteers, he explained. I was 20 years old at the time, and the youngest in my group. Because of his youth, people doubted he would be successful. But I rose to it as a challenge, he recalls. He says he has no trouble sleeping prior to an execution, but he is conscientious. Before an execution, I wait and give the victims family a chance to forgive the man who is going to be executed, he says. I go to the family of the victim and ask them if they will forgive, or if blood money has been given. Sometimes this happens at literally the last minute before an execution. My thoughts and prayers are concentrated on the fact that they will forgive the criminal. I hope they forgive him and I feel joy when they do. If I get the chance, and most of the time I do, I go and ask the family of the victim to give the criminal another chance, he adds. It has worked many times and the family has forgiven the criminal at the last minute. There is clapping and cheering, Rezkallah recalls. The scenes of happiness are indescribable. Failing that, he has to go through with the execution. I listen to their last requests, he explains. Some want to pray, some ask to call for prayer in the execution square. Since I am the one responsible in the execution square, I usually grant their last wish as long as it doesnt delay the execution. And then to the execution itself. The sharpness of the sword and bodily strength are the most important things, Rezkallah says. Also, the executioner must have the guts to do his job and believe in it. Rezkallah has executed more than 300 people, 70 of them women, and says that in practical terms there is no difference between executing men and women. People here have the impression that women are soft and weak. But at the time of the execution, most men collapse. When they hear they were forgiven, some are paralyzed. Some go crazy. However, women in general have nerves of steel, he says. Ten years ago, I was supposed to execute a woman, he remembers. She was down on her knees and she was ready to die. At the last minute we heard that the family had forgiven her, so police walked her back to the prison car. Then we found out that the father of the victim had said he would only forgive her if his wife did. So they took her out of the prison car and back to the execution square. Then people went to the wife to ask for her forgiveness, and she agreed and forgave the woman. So they walked the woman back to the prison car. She calmly went with them and sat in the back of the car. She was talking normally. If that had happened to a man, he would have had a heart attack. Actually, most women I executed were strong and calm, he adds. In tough situations, they are much stronger than men. Another execution he remembers vividly is that of a man who killed his friend in a fight. His friend beat him, and when he got home to his mother she encouraged him to take revenge. So the man went to his friends house and stabbed him to death. He was sentenced to death for that crime. The mother did not mean for her son to go and kill his friend, he adds, but thats what he did. And thats why families should never encourage violence in their children. Al-Majalla asked Rezkallah what consequences being an executioner has had on his own life. People look at me as if I was from another planet, he smiles. They try to avoid dealing with me. Sometimes when Im with a group of people, someone who doesnt know me comes and sits next to me. When they find out what my job is, they suddenly feel uncomfortable and try to find an excuse to leave. I love to meet people and I love to attend events, he adds. But sometimes people dont feel comfortable around me, so I leave. Instead, he spends most of his time with his family. I love my family very much. I spend most of my free time around them. Thank God there is a lot of love and a great deal of understanding in my family. I love my children, I go through their schoolwork with them and sometimes I sit with their friends. Rezkallahs two elder sons, Abdullah, 21, and Khamis, 17, welcomed Al- Majalla into his elegant living room, which is decorated with many swords. This criticism is much less hostile than the sort of thing he says about America, thus proving al-Qaeda has warm feelings towards Saddam Hussein. 2. Our surveillance has picked up chatter from al-Qaeda operatives talking about organising a "rendezvous". "Rendezvous" is a French word, and France has constantly obstructed American attempts to impose regime change in Iraq. So again, we see a clear connection between al-Qaeda and Iraq. 3. Our spy planes have photographed Saddam's deputy prime minister being driven in a motorcade of Mercedes cars. Mercedes is a German car, and Germany is in league with France to destroy America, like al-Qaeda. Therefore, etc. 4. The number plate on one of these cars was A03A0 1A, which, in the rear mirror of the car in front, spells al-Qaeda. 5. The motorcade was moving in an easterly direction through Baghdad. If you move in an easterly direction through France, you get to Germany. 6. Saddam is another Hitler. Germany had a Hitler. Again, a direct link with al-Qaeda. 7. Al-Qaeda operatives have recently been arrested in London. The Prime Minister of London, Tony Blair, then visited France for a meeting with Jacques Chirac. Chirac then visited Bonn to celebrate 40 years of his alliance with Gerhard Schroeder of Germany. Schroeder had a meeting with Putin of Russia, who then received Hans Blix, who went to Baghdad. Again, proof of a direct link. B: Five fascinating facts about Iraq. 1. Iraq is slightly more than twice the size of Idaho, occupying an area the equivalent of 500,000 American aircraft carriers. 2. Iraq has 57 kilometres of coastline. That's the equivalent of 300,000 Apache attack helicopters stretching 57 kilometres. 3. Iraq was once part of the Ottoman Empire, a land mass which, if turned into flour, would be enough to feed bread to the children of Iraq for 100 years. But Saddam refuses to do this and instead spends his money on presidential palaces, which, if converted to milk, would be enough to fill all the oil wells of the Middle East for a fortnight. That's why we have to stop him getting to the wells before he does this. 4. Iraq has 35,000 square kilometres of irrigated land. That's the equivalent of 300 million bottles of anthrax end to end. So where are they? 5. Iraqis consume 27.3 billion kWh of electricity every year, enough to power one Star-Wars style anti-missile system. So where is it, and who's it pointing at? The UN has a 15-member Security Council, of which France, Britain, China, Russia and America are permanent members, with veto rights. 2. The UN Charter allows for the permanent members to use their veto to overrule any majority decision of the council with which they disagree. 3. This is not applicable in cases where France, China or Russia use their veto in unreasonable cases, "unreasonable" being defined as a veto against any recent council majority decisions supported by Britain or America. 4. In these cases, the charter will probably allow America or Britain to veto that veto, thus upholding the earlier unvetoed will of the council, unless the council arrives at a majority decision contrary to the wishes of America or Britain, in which case all the permanent members of the council ought to be obliged to veto it, or to veto any attempt to veto the veto. Stinnett* As Americans honor those 2403 men, women, and children killedâand 1178 woundedâin the Japanese attack on Pearl Harbor, Hawaii on December 7, 1941, recently released government documents concerning that âsurpriseâ raid compel us to revisit some troubling questions. At issue is American foreknowledge of Japanese military plans to attack Hawaii by a submarine and carrier force 59 years ago. There are two questions at the top of the foreknowledge list: (1) whether President Franklin D. Roosevelt and his top military chieftains provoked Japan into an âovert act of warâ directed at Hawaii, and (2) whether Japanâs military plans were obtained in advance by the United States but concealed from the Hawaiian military commanders, Admiral Husband E. Kimmel and Lieutenant General Walter Short so they would not interfere with the overt act. The latter question was answered in the affirmative on October 30, 2000, when President Bill Clinton signed into law, with the support of a bipartisan Congress, the National Defense Authorization Act. Amidst its omnibus provisions, the Act reverses the findings of nine previous Pearl Harbor investigations and finds that both Kimmel and Short were denied crucial military intelligence that tracked the Japanese forces toward Hawaii and obtained by the Roosevelt Administration in the weeks before the attack. Congress was specific in its finding against the 1941 White House: Kimmel and Short were cut off from the intelligence pipeline that located Japanese forces advancing on Hawaii. Then, after the successful Japanese raid, both commanders were relieved of their commands, blamed for failing to ward off the attack, and demoted in rank. President Clinton must now decide whether to grant the request by Congress to restore the commanders to their 1941 ranks. Regardless of what the Commander-in-Chief does in the remaining months of his term, these congressional findings should be widely seen as an exoneration of 59 years of blame assigned to Kimmel and Short. But one important question remains: Does the blame for the Pearl Harbor disaster revert to President Roosevelt? A major motion picture based on the attack is currently under production by Walt Disney Studios and scheduled for release in May 2001. The producer, Jerry Bruckheimer, refuses to include Americaâs foreknowledge in the script. When Bruckheimer commented on FDRâs foreknowledge in an interview published earlier this year, he said âThatâs all b___s___.â Yet, Roosevelt believed that provoking Japan into an attack on Hawaii was the only option he had in 1941 to overcome the powerful America First non-interventionist movement led by aviation hero Charles Lindbergh. These anti-war views were shared by 80 percent of the American public from 1940 to 1941. Though Germany had conquered most of Europe, and her U-Boats were sinking American ships in the Atlantic Oceanâincluding warshipsâAmericans wanted nothing to do with âEuropeâs War.â However, Germany made a strategic error. She, along with her Axis partner, Italy, signed the mutual assistance treaty with Japan, the Tripartite Pact, on September 27, 1940. Ten days later, Lieutenant Commander Arthur McCollum, a U.S. Naval officer in the Office of Naval Intelligence (ONI), saw an opportunity to counter the U.S. isolationist movement by provoking Japan into a state of war with the U.S., triggering the mutual assistance provisions of the Tripartite Pact, and bringing America into World War II. Memorialized in McCollumâs secret memo dated October 7, 1940, and recently obtained through the Freedom of Information Act, the ONI proposal called for eight provocations aimed at Japan. Its centerpiece was keeping the might of the U.S. Fleet based in the Territory of Hawaii as a lure for a Japanese attack. President Roosevelt acted swiftly. The very next day, October 8, 1940, the Commander-in-Chief of the U.S. Fleet, Admiral James O. Richardson, was summoned to the Oval Office and told of the provocative plan by the President. In a heated argument with FDR, the admiral objected to placing his sailors and ships in harmâs way. Richardson was then fired and in his place FDR selected an obscure naval officer, Rear Admiral Husband E. Kimmel, to command the fleet in Hawaii. Kimmel was promoted to a four-star admiral and took command on February 1, 1941. In a related appointment, Walter Short was promoted from Major General to a three-star Lieutenant General and given command of U.S. Army troops in Hawaii. Throughout 1941, FDR implemented the remaining seven provocations. He then gauged Japanese reaction through intercepted and decoded communications intelligence originated by Japanâs diplomatic and military leaders. Shahid Alam It has been apparent to all but the purblind â a defect in understanding assiduously cultivated by Americaâs mass media â that the war United States is ready to wage against Iraq has almost nothing to do with its security. In an age when the people believe that their voices must be heard, the United States must sell its wars the way corporations sell their products. In the past, the people were asked to lay down their lives for visions of glory; now, governments appeal to their self-interest. The first Gulf War had to be fought to protect American jobs. If Saddam Hussain stayed in Kuwait, he would raise the price of oil, and Americans would lose their jobs. The argument this time is different. It had to be weightier than any fear of losing jobs. This new war seeks regime-change; it involves greater risks. American forces must invade Iraq, defeat the Iraqi army, occupy Baghdad, and stay around, even indefinitely. Americans understand that "regime-change" is serious business. They would not back this war unless Iraq threatened American lives. That explains why the war against Iraq had to supersede the war against terrorism, and why Saddam replaced Osama as the new icon of Americaâs loathing. This substitution was quite easily executed. Most Americans take the President at his word when he talks about foreign enemies; this trust comes more easily when a Republican occupies the White House. George Bush told Americans that Saddam Hussein possesses weapons of mass destruction, and he had to be stopped before he could transfer them to Al-Qaida. (Why hadnât he done this already?) For many Americans, it was an open and shut case. Saddam had to be removed. The flaws in this argument did not matter. If Saddam hadnât used WMDs during the first Gulf War â when his army was being pummeled â why would he use them now? The CIA warned that a war, or the threat of it, would increase the risk of Iraq using WMDs. Others, like Scott Ritter, a former chief weapons inspector for the UN, pointed out that Iraq did not have any WMDs that mattered. More than 90 percent had been destroyed by inspectors; if any escaped, they would be past their shelf life. At least initially, few Americans gave any credence to these doubts, though that has been slowly changing. Why then is United States straining to go to war against Iraq? The most popular theory on the left is that this war is about oil. According to one version of this theory, the White House, a captive of oil interests, wants to corner Iraqâs oil for American oil corporations. I do not find this credible. The power brokers in United States would not allow a single industry lobby, even a powerful one, to drag the country into a war which could hurt all of them, and perhaps badly, if the war plans went awry and produced a spike in oil prices. At the least, it is doubtful if oil interests, on their own, can account for the unobstructed rush to a mad war. There is another oil theory. It argues that the American economy needs cheaper oil; this will save tens of billion dollars. Once Saddam has been removed, and Iraqâs oil supply restored to levels that existed before the first Gulf War, the oil prices will come down substantially. It is hard to reconcile this theory with a US-imposed sanctions regime that has drastically curtailed Iraqâs oil output for the past twelve years. If there were concerns that Saddam might use the oil revenues for a military build-up, that could be addressed by an inspections regime and selective economic sanctions. There is also a third oil theory, one offered recently.[1] It maintains that this war preempts the Euro threat to the hegemony of the dollar. By pegging oil to the dollar, OPEC has been a key player in the arrangements that have maintained the dollar as the currency of international reserve. In October 2000, Saddam Hussein offered the first challenge to this system by switching Iraqâs dollar reserves to Euro. If OPEC follows Iraqâs lead it could spell trouble for the dollar. This can only be stopped by dismantling the OPEC, and this demands war against Iraq. An OPEC challenge to the dollar sounds seems naïve at best. This is hardly the kind of revolutionary action we can expect from an OPEC packed with client states like Saudi Arabia, Kuwait, Oman, Qatar, and UAE; the oil price hike of 1974 could only occur in the backdrop of the Cold War. A precipitate dethronement of the dollar could produce consequences for United States and the world economy which would make the East Asian financial crisis of 1997 look like a storm in a teacup. Not even the EU would push for such results. On the other hand, there is a small chance that the war itself might validate this theory â if it convinced OPEC that the war aims to dismantle the oil cartel. If it isnât oil, then, is this civilizational war, a war of the

Â Â Â Â ---Thomas Jefferson, 1821 It is possible that the cause of this famous statement by Thomas Jefferson was a Supreme Court case, McCullough v. Maryland, which had been decided just two years earlier. In 1816, the Congress began its attack on the financial well-being of this nation when it established the second Bank of the United States. The following year, a branch of that bank was established in Baltimore. In 1818, the state of Maryland saw an opportunity and imposed a tax "on all banks or branches thereof, in the State of Maryland, not chartered by the legislature already." The bank refused to pay the tax and Maryland brought suit against McCullough the cashier of the Baltimore branch. The case went to the Supreme Court and Chief Justice John Marshall began the assault upon the Tenth Amendment of the Constitution. The effect of his words in that case have far outlasted the bank itself. John Marshall was a member of the Federalist Party which was in favor of a strong national government. In his position as Chief Justice of the Supreme Court he began the process of weakening the chains of the Constitution which Jefferson has said should "bind men down from mischief." In 1821, only 30 years after the establishment of the Court, Marshall declared: "Among the enumerated powers, we do not find that of establishing a bank or creating a corporation. But there is no phrase in the instrument which...excludes incidental or implied powers; and which requires that everything granted shall be expressly and minutely described. Even the 10th Amendment...omits the word "expressly" and declares only that the powers ânot delegated to the United States, nor prohibited to the States, are reserved to the States or to the people;â" Note that in Marshallâs eyes, the failure to include the one word, EXPRESSLY, in the wording of the 10th Amendment defeats the whole purpose of the Amendment. Marshall then went on to explain, at length, that he felt the Constitution should NOT be rigidly adhered to since the Founders had, in his view, not enumerated "the means by which the powers it confers may be executed..." He had a great deal more to say in the process of damaging the concept of limited government. The revealing thing is that his attack was not central to the case. Just five years later in the case of Gibbons v. Ogden, Marshall leveled another attack on the Tenth Amendment and the concept of limited government: "This instrument [the Constitution] contains an enumeration of powers expressly granted by the people to their government. It has been said that these powers ought to be construed strictly. But why ought they to be so construed? Is there one sentence in the Constitution which gives countenance to this rule? In the last of the enumerated powers, that which grants, expressly, the means for carrying all others into execution, congress is authorized âto make all laws which shall be necessary and properâ for the purpose. But this limitation on the MEANS to be used, is not extended to the POWERS which are conferredWe do not, therefore, think ourselves justified in adopting it." (Emphasis added) With this statement, Marshall casually disposed of the spirit in which the Constitution was established and ordained by the Founders. The Founders, themselves, just a few decades previously, in the Federalist Papers, had made clear that their Constitution WAS to be construed strictly as it was written. What Marshall was saying was that Congress could do anything it wanted but was limited in the way it did things. In Federalist Number 41, Madison explicitly pointed out that: "It has been urged and echoed, that the power âto lay and collect taxes, duties, imposts, and excises to pay the debts, and to provide for the common defence and general welfare of the United States,â amounts to an unlimited commission to exercise every power which may be alleged to be necessary for the common defence and general welfare... It is a policy that is reckless, aggressive, and a danger to both the American public and the world at large. If its goal was to create a safer world, then it has failed, and in fact, has created a more dangerous world. Arguably, the Bush administration has prompted North Korea to take its aggressive stance. In Bushâs 2002 âAxis Of Evilâ speech, he threatened North Korea when there was no need to do so. Maybe it was to show that Bushâs foreign policy wasnât just anti-Muslim, but it was stupid nonetheless.      So how does North Korea respond? They go nuclear and do it in a belligerent and warlike manner. They declare that they are ready for war and that sanctions or any such action would be considered an act of war. The United States response has only justified North Koreaâs methods even more. It has handled the North Korea situation delicately and with kid gloves even though North Korea has gone out of its way to show its willingness to go to war with the United States. Why? Partly because of the nearly 40,000 United States troops separating North Korea from South Korea. The only way to protect those troops would be to use tactical nuclear weapons. North Koreaâs small nuclear arsenal unleashed could set off an unthinkable chain of events. Compare that with the United States policy toward Iraq. Iraq has not gone nuclear and has not threatened war, yet they may soon be attacked by the United States. The Bush administrationâs policies make the argument for a nation to go nuclear. It appears that joining the nuclear club exempts a nation from Bushâs pre-emptive military policy. An unprovoked invasion of Iraq will only aid global paranoia, which will only lead to more countries desiring to join the nuclear club. Does this policy make the world safer? The recklessness of foreign policy can be seen in an Iraq invasion. The United States will not be going to Iraq to push them out of another country like it did in the past with Kuwait. It will be going to take over its government and occupy its territory. If Iraq is half of the threat that the administration claims, then it will certainly use chemical or biological weapons on United States troops. The United States will respond with tactical nuclear weapons for certain. Imagine the global contempt for the United States if such a scenario developed. The United States would have attacked a nation that did not attack it and it also would have used nuclear weapons in the process. Even if the war against Iraq is smooth so to speak, its occupation afterward may not be. United States troops in Iraq and throughout the region will be targets of terrorist attacks from civilians. In this time of undeclared war with terrorists, the United States border policies, or lack of them, must be considered part of its foreign policy, or at least defense policy. The Bush administration has negligently refused to defend the nations borders and ports of entry. It has even floated amnesty for illegal aliens a couple times and has looked the other way with regards to the back door amnesty offered by Matricula cards which are issued to illegal aliens and felons by the Mexican government and accepted by nearly forty cities and even by many banks as a form of ID. An attack on Iraq would likely cause sympathetic Islamic militants to target and commit terrorism in the United States like they did on September 11th 2001. If truck loads of illegal drugs can be smuggled into the United States then so can Anthrax, Small Pox, and even nuclear weapons. Why does the Bush administration refuse to close the borders, which is the only means of preventing terrorism, while it is about to begin an offensive campaign abroad, which will provide further motivation for terrorists? NATO may already be fracturing, as divisions seem to grow by the day over the best way to proceed with Iraq. France, Germany, and Russia have all called for more inspectors and have thus far blocked NATO involvement in the war. NATO was a defensive military alliance to counter Russiaâs Soviet Union. Now France and Germany, two prominent NATO members have banded with Russia, which was the whole reason that NATO existed, to try and avert the United States from starting a war. Secretary of Defense Rumsfeld refers to Germany and France as âOld Europeâ. Arrogance! Is that how we refer to friendly nations? Is the world now perceiving the United States as it once did the Soviet Union? If two members of NATO and the military allianceâs former adversary, Russia, have banded together politically to counter the United States, then how unlikely is it that military alliances will be formed to counter the threat posed by the United States? As in any debate, there are numerous voices expressing diverse perspectives: academics, lobbyists, governmental spokespersons, and communicable disease experts. Also, as in any broad debate, it is sometimes difficult to separate facts from illusion. In the current vaccination debate, politics and special interests are dictating medical and public health policy. This results in poor public health policy and bad medicine. Because leaders in the Bush Administration took an oath to "preserve, protect and defend the Constitution of the United States," one might conclude that the government would never risk the physical or mental health of its military personnel or the civilian public-at-large for political reasons. After all, one of the stated purposes of government is to maintain public health and safety. Given that caveat, is it reasonable for Mr. Bush to select a disease and order the dispensing of a vaccine that carries a high risk for serious complications to both the recipient and those with whom they have contact without evidence that the disease is present? The Institute of Medicine has gone on record to urge caution about the high risk of the smallpox vaccine and the vaccination program. Because of the significant number of side effects military and other "volunteers" have experienced in the current round of vaccinations this warning should be taken seriously, Nonetheless, there is a growing body of evidence that the Bush Administration's ongoing campaign to convince the American public that there is a need for mass inoculation against biological warfare continues unabated. According to Administration officials, a smallpox threat emanates from Iraq and/or the Al Qaeda organization. One might view this campaign as part of the Administration's goal to manipulate public perception and establish a "just cause" foundation for a preemptive war against Iraq. Implied in the call for mass inoculation against smallpox is the assumption that Saddam Hussein has the intention and ability to wage biological warfare against America, the delivery system to get deadly biological agents to American shores and that smallpox is his weapon of choice. As a political tool, smallpox has everything a propagandist needs to engage in hyperbole and instill fear in an uninformed public. Smallpox is, in fact, a deadly disease that according to the World Health Organization (WHO) was eradicated in 1977. In 1980 WHO recommended that all countries cease vaccinations because of the high risk from the vaccine itself and the low risk of the disease re-emerging spontaneously. The World Health Organization further recommended that all laboratories, except for two designated in the United States and Russia, destroy their stocks of variolla virus. Rumors persist, however, that other sources of the variolla virus exist in unsanctioned laboratories. This fear has been expanded by the overwhelming volume of smallpox-threat "news" emanating from the corporate media. The timing of this "news" coincides with the Bush administration's campaign to convince the American public that preemptive war against Iraq is a "just cause". The timeline between Mr. Bush's announcement of his preemptive war doctrine in June 2002 and his directive in September for mass inoculations against an external bioterrorism smallpox attack has all the sound and fury of an egregiously orchestrated propaganda blitzkrieg. Beginning in August 2002, the number of articles published by mainline newspapers increased exponentially. Major news sources in virtually every region of the country published numerous articles on smallpox, its causes, and deadly effects. Importantly, many are now aware of the 30% death-rate that results for those who develop the infection. An ill-informed public, the majority of whom cannot identify their congressional representative, has been inculcated about the danger of biological warfare, in general, and smallpox as a biological weapon, in particular. If Bush and the neo-conservatives can convince the American people that the threat of biological terrorism is real and that the source of the threat is Iraq, the people will demand to be inoculated and enthusiastically call for Bush to dispatch US armed forces to Iraq. They will ignore the fact that a preemptive war is likely to increase the probability of a guerilla-like, terrorist attack on the U.S. But before lining up for inoculations, Americans need to be aware of certain facts about the vaccine. If the report states that bioterrorism is a " a low probability" event why is our government using fear to motivate it's citizens to support an attack on Iraq? Why is Israel allowed to manufacture chemical and biological weapons while denying the same rights to Arab nations. This policy is based on nothing less than racism. It assumes that through some quirk of nature or genetic flaw Arab peoples are predisposed toward the destruction of non-Arab (non-Muslim) peoples. In the opinion of the U.S., Arab's are not to be trusted with WMD. We all know that the reason for this racist double standard is that no Arab country will ever be allowed to have WMD. Not because they are any more likely to use them, but because it is the Bush Cabals desire that no country should ever be able to stand as an equal against the military power of Israel.
