When, on Sunday's Face the Nation, Secretary of Energy Spencer Abraham suggested electricity company customers will need to pay for upgrades to the grid system, an incredulous Schieffer pleaded, Wait, wait, wait. Let's back up. So you're saying the customers are going to have to pay for this!? Schieffer recommended another entity pay for it: Aren't the companies going to have to bear some of this cost? 3) Speculation about terrorism really being behind the big blackout was not uncommon on Friday, but the anchors and reporters on ABC's Good Morning America brought it up more often than others and seemed obsessed by the possibility, raising it over and over again throughout the show's two hours. 4) California state government spending has skyrocketed at twice the level of the benchmark for inflation plus population growth, but commenting on the suggestion from Warren Buffett that Proposition 13 should be overridden so that property taxes can be raised more, on Meet the Press Time's Joe Klein declared that Buffett's comments on Proposition 13 were a fleeting moment of responsibility in this incredibly stupid race. Next up: the computing industry. By Joshua Davis Aron Weingarten brings the yellow diamond up to the stainless steel jeweler's loupe he holds against his eye. We are in Antwerp, Belgium, in Weingarten's marbled and gilded living room on the edge of the city's gem district, the center of the diamond universe. Nearly 80 percent of the world's rough and polished diamonds move through the hands of Belgian gem traders like Weingarten, a dealer who wears the thick beard and black suit of the Hasidim. This is very rare stone, he says, almost to himself, in thickly accented English. Yellow diamonds of this color are very hard to find. It is probably worth 10, maybe 15 thousand dollars. I have two more exactly like it in my pocket, I tell him. He puts the diamond down and looks at me seriously for the first time. I place the other two stones on the table. They are all the same color and size. To find three nearly identical yellow diamonds is like flipping a coin 10,000 times and never seeing tails. These are cubic zirconium? Weingarten says without much hope. No, they're real, I tell him. But they were made by a machine in Florida for less than a hundred dollars. Weingarten shifts uncomfortably in his chair and stares at the glittering gems on his dining room table. Unless they can be detected, he says, these stones will bankrupt the industry. Put pure carbon under enough heat and pressure - say, 2,200 degrees Fahrenheit and 50,000 atmospheres - and it will crystallize into the hardest material known. Those were the conditions that first forged diamonds deep in Earth's mantle 3.3 billion years ago. Replicating that environment in a lab isn't easy, but that hasn't kept dreamers from trying. Since the mid-19th century, dozens of these modern alchemists have been injured in accidents and explosions while attempting to manufacture diamonds. Recent decades have seen some modest successes. Starting in the 1950s, engineers managed to produce tiny crystals for industrial purposes - to coat saws, drill bits, and grinding wheels. But this summer, the first wave of gem-quality manufactured diamonds began to hit the market. They are grown in a warehouse in Florida by a roomful of Russian-designed machines spitting out 3-carat roughs 24 hours a day, seven days a week. A second company, in Boston, has perfected a completely different process for making near-flawless diamonds and plans to begin marketing them by year's end. This sudden arrival of mass-produced gems threatens to alter the public's perception of diamonds - and to transform the $7 billion industry. More intriguing, it opens the door to the development of diamond-based semiconductors. Diamond, it turns out, is a geek's best friend. Not only is it the hardest substance known, it also has the highest thermal conductivity - tremendous heat can pass through it without causing damage. Today's speedy microprocessors run hot - at upwards of 200 degrees Fahrenheit. In fact, they can't go much faster without failing. Diamond microchips, on the other hand, could handle much higher temperatures, allowing them to run at speeds that would liquefy ordinary silicon. But manufacturers have been loath even to consider using the precious material, because it has never been possible to produce large diamond wafers affordably. With the arrival of Gemesis, the Florida-based company, and Apollo Diamond, in Boston, that is changing. Both startups plan to use the diamond jewelry business to finance their attempt to reshape the semiconducting world. But first things first. Before anyone reinvents the chip industry, they'll have to prove they can produce large volumes of cheap diamonds. Beyond Gemesis and Apollo, one company is convinced there's something real here: De Beers Diamond Trading Company. The London-based cartel has monopolized the diamond business for 115 years, forcing out rivals by ruthlessly controlling supply. But the sudden appearance of multicarat, gem-quality synthetics has sent De Beers scrambling. Several years ago, it set up what it calls the Gem Defensive Programme - a none too subtle campaign to warn jewelers and the public about the arrival of manufactured diamonds. At no charge, the company is supplying gem labs with sophisticated machines designed to help distinguish man-made from mined stones. In its long history, De Beers has survived African insurrection, shrugged off American antitrust litigation, sidestepped criticism that it exploits third world workers, and contended with Australian, Siberian, and Canadian diamond discoveries. Ostrovsky, a former Mossad agent, says its motto is "By way of deception, thou shalt do war".
Mossad, he says, provoked America's air strike on Libya in 1986 by making it appear that terrorist orders were being transmitted from the Libyan government to its embassies around the world. But the messages originated in Israel and were re-transmitted by a special communication device - a "Trojan horse" - Mossad had placed inside Libya.

Irving Kristol, the Godfather of the neocons, has come out with the neocon equivalent of a papal bull outlining the ideological parameters of this heretofore mysterious sect, wherein he unveils the secrets of "The Neoconservative Persuasion." I say "secrets," because a spate of commentary on the neoconservatives as the vanguard of the War Party, emanating all the way from this site to Howard Dean, provoked a series of angry denials. Jonah Goldberg stomped his foot, and declared that "neocon" is just a euphemism for "Jew." While this victimological view seemed to unfairly slight Bill Bennett, Jeanne Kirkpatrick, and the late Daniel Patrick Moynihan, it was, until very recently, shared by many neocons, who apparently decided that the best defense was to deny their own existence. Max Boot whined in the Wall Street Journal that Pat Buchanan has "ulterior motives" in pointing to the existence of an ideological cabal that hijacked American foreign policy and lied us into war. Professor Robert J. Lieber, writing in the Chronicle of Higher Education, attributed the ubiquity of the neocon meme to a sudden explosion of neo-Nazism among prominent American intellectuals: "It is a conspiracy theory purporting to explain how the foreign policy of the world's greatest power, the United States, has been captured by a sinister and hitherto little-known cabal. "'A small band of neoconservative (read, Jewish) defense intellectuals, led by the 'mastermind,' Deputy Secretary of Defense Paul Wolfowitz (according to Michael Lind, writing in the New Statesman), has taken advantage of 9/11 to put their ideas over on an ignorant, inexperienced, and 'easily manipulated' president (Eric Alterman in The Nation), his 'elderly figurehead' Defense Secretary (as Lind put it), and the 'dutiful servant of power' who is our secretary of state (Edward Said, London Review of Books)." Perhaps the author of Neoconservatism: The Autobiography of an Idea, was irked at being relegated to the founder-leader of a "little-known" movement (or "persuasion," as Kristol insists). In any case, Kristol has kicked the ladder out from under Lieber, et al. The resounding crash is music to my ears. I always found the mysterious disappearance of neoconservatism as an above-ground, self-conscious ideological current rather inexplicable. In previous years, volumes had been written on the subject of neocons, especially in the realm of foreign policy, yet suddenly it became a hate crime to even whisper the "n-word." But all is explained by Kristol, who traces it back to an error etched by his own stylus: "A few years ago I said (and, alas, wrote) that neoconservatism had had its own distinctive qualities in its early years, but by now had been absorbed into the mainstream of American conservatism. I was wrong, and the reason I was wrong is that, ever since its origin among disillusioned liberal intellectuals in the 1970s, what we call neoconservatism has been one of those intellectual undercurrents that surface only intermittently. It is not a 'movement,' as the conspiratorial critics would have it. Neoconservatism is what the late historian of Jacksonian America, Marvin Meyers, called a 'persuasion,' one that manifests itself over time, but erratically, and one whose meaning we clearly glimpse only in retrospect." Aside from the self-mystifying claptrap about a movement excuse me, persuasion so awesomely world-historic that it's glorious meaning can only be appreciated by posterity, all this is very interesting, and very true. The neocons only surface when they have to: that is, when it's time to whip up a little war hysteria so the hostilities can commence a.s.a.p. That's why we call them the War Party. What "disillusioned" those liberal intellectuals was the unwillingness of the Democratic party to go along with the Vietnam war: the neoconservative critique of the welfare state, as mild as it was, was merely an afterthought. During the Cold War years, the neocons functioned as the cutting edge of Reagan era militant anti-Communism, always urging war even when peace would have been a far more effective strategy. The implosion of Communism didn't put them out of business: instead, they went quiescent, but not idle, patiently building their own institutions and alliances with other elements on the Right. The birth of the Weekly Standard, spawn of Rupert Murdoch and Kristol the Younger, represented the marriage of neoconservatism and Big Money: neocon domination of major conservative institutions was virtually complete. During Gulf War I, the neocons again came to the fore, demanding an all-out invasion, smearing critics of the war such as Pat Buchanan as "anti-Semitic," and then turning on George H.W. He claims to be the expert in such matters. Is he bluffing, or do his advisers know something relevant? Are there any relevant kinds of possible terrorist attacks on the horizon? As, now, the myth of the Arab origin of 9/11 is in the process of becoming buried under a pile of fake yellowcake; what other alternatives exist? I know of two cases which would fit Cheney's requirements. One is typified by the formally deniable capabilities of Pollard Affair star and fugitive Rafi Eitan, currently a subject of concern for both relevant Israeli and U.S. circles. As first noted here (and further explored here), several weeks ago, Bush officials lashed out at former Ambassador Joseph Wilson by telling journalists--including conservative columnist Robert Novak--that Wilson's wife was a deep-cover CIA operative working in the field of weapons counterproliferation. Novak and others reported what they were heard from these administration sources. Their stories either blew her cover or falsely branded a woman, who is known to friends as an energy analyst in a private firm, as a CIA officer. Wilson will not say whether his wife is a spy. But the prevailing assumption among journalists covering this controversy is that she is (or was) a CIA operative. After all, administration officials keep repeating this claim. And in case you forgot, Wilson's sin (in the eyes of the vengeful Bushies) was that he went public about a trip he took to Niger in February 2002--at the request of the CIA--during which he investigated the allegation that Iraq was shopping for uranium there. He concluded that the charge was "highly doubtful." His account undercut White House claims that it had no reason to suspect President Bush was not speaking accurately when he included this dubious allegation in his case for war during his 2003 State of the Union address. If Wilson's wife is an Agency op specializing in counter-WMD work, then it is possible that Bush officials damaged the intelligence establishment's effort to thwart the spread of weapons of mass destruction and broke the law. Under the Intelligence Identities Protection Act of 1982, it is a crime for anyone with access to classified information to reveal intentionally the identity of an undercover intelligence officer. The punishment: a fine up to $50,000 and/or up to ten years in jail. (Journalists are generally not covered by the law.) So if a crime of this sort has been committed, where's the investigation? In a July 24 letter to FBI director Robert Mueller, Senator Charles Schumer, a New York Democrat, requested that the FBI "immediately launch an investigation to determine the source of this [leaked] information and assess whether there is enough evidence to refer the matter for criminal prosecution." In a statement, Schumer noted that investigations into such leaks are not unusual. In June 2002, the FBI investigated the allegation that someone had leaked classified congressional testimony provided by Lt. General Michael Hayden, the head of the National Security Agency. The Bureau, according to Schumer, questioned 37 members of the House and Senate intelligence committees and about 60 staffmembers. Vice President Dick Cheney had been one of the instigators of that inquiry. "The current scandal," Schumer says, "is just as serious as the one from June 2002." He adds, "This is one of the most reckless and nasty things I've seen in all my years of government. Leaking the name of a CIA agent is tantamount to putting a gun to that agent's head. It compromises her safety and the safety of her loved ones, not to mention those in her network and other operatives she may have dealt with. On top of that, the officials who have done it may have also seriously jeopardized the national security of this nation." (Without knowing exactly what Wilson's wife did for the CIA, it is not possible to judge fully the consequences of this leak. But Schumer's melodramatic appraisal could well be justified.) Is the FBI hot on the trail? Not exactly, not yet. And that's partly because the CIA gets to say whether there is a full-fledged criminal inquiry. In other words, the CIA will determine if the Justice Department and the FBI investigate Bush administration officials. According to several government sources familiar with leaks investigations, this is how it usually works: if the CIA learns of an authorized disclosure of classified information and wants to see the case pursued, it refers the allegation to the Justice Department. The DOJ then evaluates the legal issues and decides whether to have the FBI investigate. After Schumer made his formal request to Mueller, the FBI kicked the matter over to the CIA, according to a government source monitoring the case. Does the CIA want an investigation? Mark Mansfield, a spokesman for the CIA, declined to comment. And what about the congressional intelligence committees? A Senate intelligence committee source says that committee members have made inquiries but that nothing major is likely to happen until the CIA informs the Justice Department that it suspects the law was broken. One day we were talking about life during 'the period of stagnation' - the Brezhnev era. 'It must have been strange being so completely immersed in propaganda,' I said. 'Ah, but there is the difference. We knew it was propaganda,' replied Sacha. That is the difference. Russian propaganda was so obvious that most Russians were able to ignore it. They took it for granted that the government operated in its own interests and any message coming from it was probably slanted - and they discounted it. In the West the calculated manipulation of public opinion to serve political and ideological interests is much more covert and therefore much more effective. Its greatest triumph is that we generally don't notice it - or laugh at the notion it even exists. We watch the democratic process taking place - heated debates in which we feel we could have a voice - and think that, because we have 'free' media, it would be hard for the Government to get away with anything very devious without someone calling them on it. It takes something as dramatic as the invasion of Iraq to make us look a bit more closely and ask: 'How did we get here?' According to Sheldon Rampton and John Stauber in their new book Weapons of Mass Deception , it was used to engineer a state of emergency that would justify an invasion of Iraq. Rampton and Stauber expose how news was fabricated and made to seem real. But they also demonstrate how a coalition of the willing - far-Right officials, neo-con think-tanks, insanely pugilistic media commentators and of course well-paid PR companies - worked together to pull off a sensational piece of intellectual dishonesty. Theirs is a study of modern propaganda. What occurs to me in reading their book is that the new American approach to social control is so much more sophisticated and pervasive that it really deserves a new name. It isn't just propaganda any more, it's 'prop-agenda '. It's not so much the control of what we think, but the control of what we think about. When our governments want to sell us a course of action, they do it by making sure it's the only thing on the agenda, the only thing everyone's talking about. And they pre-load the ensuing discussion with highly selected images, devious and prejudicial language, dubious linkages, weak or false 'intelligence' and selected 'leaks'. (What else can the spat between the BBC and Alastair Campbell be but a prime example of this?) With the ground thus prepared, governments are happy if you then 'use the democratic process' to agree or disagree - for, after all, their intention is to mobilise enough headlines and conversation to make the whole thing seem real and urgent. The more emotional the debate, the better. Emotion creates reality, reality demands action. An example of this process is one highlighted by Rampton and Stauber which, more than any other, consolidated public and congressional approval for the 1991 Gulf war. We recall the horrifying stories, incessantly repeated, of babies in Kuwaiti hospitals ripped out of their incubators and left to die while the Iraqis shipped the incubators back to Baghdad - 312 babies, we were told. The story was brought to public attention by Nayirah, a 15-year-old 'nurse' who, it turned out later, was the daughter of the Kuwaiti ambassador to the US and a member of the Kuwaiti royal family. Nayirah had been tutored and rehearsed by the Hill Knowlton PR agency (which in turn received $14 million from the American government for their work in promoting the war). Her story was entirely discredited within weeks but by then its purpose had been served: it had created an outraged and emotional mindset within America which overwhelmed rational discussion. As we are seeing now, the most recent Gulf war entailed many similar deceits: false linkages made between Saddam, al-Qaeda and 9/11, stories of ready-to-launch weapons that didn't exist, of nuclear programmes never embarked upon. As Rampton and Stauber show, many of these allegations were discredited as they were being made, not least by this newspaper, but nevertheless were retold. Throughout all this, the

Swap the word "Iraqi" for "Israeli" and "their country" with "Iraq" and Rice's overly optimistic statement holds a ring of truth. As though the Bush administration's cronyism when it came to handing out Iraqi reconstruction contracts wasn't contemptible enough, we are now being told that an Israeli firmyes, your eyes don't deceive youan Israeli firm, Iridium Satellite Israel, is set to supply Iraq with five million dollars worth of public telephones and to market mobile phones with the blessing of the Coalition Provisional Authority. Of course, I could be wrong but I'm prepared to bet that if the Iraqis have truly "reclaimed their country" as the piano-playing politician would like to orchestrate in our minds, then an Israeli company wouldn't even make it to the starting line, at least not as long as the Israeli government continues playing charades in an attempt to dupe the Palestinians and the world. Naturally, in an unprecedented spirit of "kiss and make up," Israel's Finance Minister and most hawkish, anti-Arab Member of Parliament Benjamin Netanyahu "graciously" signed a permit authorising trade with Iraq, marking Israel's recognition of Iraq as a friendly nation. In a similarly conciliatory vein, with a covetous eye on the bottom line, Netanyahu earlier told a group of British investors that oil from Iraq's northern oilfields would flow, via Jordan, to the port city of Haifa. The existing pipeline was shut down in 1948 after the creation of the Jewish state. The U.S. reportedly backs the export of Iraqi oil to Israel, which would not only transform the Israeli economy but also fulfill America's obligations under a 1975 Memorandum of Understanding when the U.S. guaranteed Israel's oil requirements in the event of a crisis. Oil Diversion This commitment extends to the U.S. having to divert oil to Israel from its domestic market even during periods of worldwide shortfalls. To add insult to injury, Bahrain's Batelco was forced to close down its Iraq mobile phone network shortly after beginning Baghdad operations, while Kuwait's MTC-Vodaphone roaming service suffered a similar fate at the hands of Iraq's American rulers. Indeed, almost all Arab cell-phone networks and some European ones are excluded from bidding for lucrative cell-phone network licenses, since the Coalition has stipulated that no company, which is more than 10 percent government-owned will be allowed to participate in tenders. Darrell Trent, a senior adviser at Iraq's Ministry of Transportation and Communication, told Reuters that the 10 percent clause wasn't meant to give U.S. firms the upper hand over Arab companies, a statement which no doubt rings hollow to the Bahraini and Kuwaiti bidders. Batelco, however, seeks to circumvent the restriction by joining a consortium in which it will retain a mere 27 per cent stake. "I think the whole world will be watching to see how we open this new market," said Trent. Indeed! It must surely raise eyebrows that while an Israeli company is welcomed into Iraq with open arms, firms from Iraq's Arab neighbours are effectively being deterred, if not barred, from entering the communications race. Apart from an affront to the political sensibilities of Iraqis amid questions concerning the legality of an occupying nation awarding major long-term contracts, opening Iraqi communications to an Israeli firm is surely a threat to Iraq's security, that same security which Rice insists America is sworn to protect. Iridium Satellite Israel is a subsidiary of Iridium Satellite, a provider of global satellite voice and data solutions, which is sub-contracted to the U.S. Defence Department. It's hard to imagine that the company's interest in the Iraqi market is merely one of profit margins. Israel already has a plan to place surveillance satellites in near-to-earth orbit so as to spy on countries such as Syria, Iran and Libya, which it deems hostile to its interests. Such a programme would mean that for the first time Israel would be independent of the U.S. when it comes to early warning systems. It is hardly surprising, therefore, that some Iraqis feel the only way to take back their country is in the same way it was taken from themby force. However, Foreign Office papers released last year point to a different conspirator: Israel. The first telegrams to London from the British High Commissioner in Kampala, Richard Slater, show a man shocked and bewildered by the coup. But he quickly turned to the man who he thought might know what was going on; Colonel Bar-Lev, the Israeli defence attaché. He found the Israeli colonel with Amin. They had spent the morning of the coup together. Slater's next telegram says that according to Colonel Bar-Lev: "In the course of last night General Amin caused to be arrested all officers in the armed forces sympathetic to Obote ... Amin is now firmly in control of all elements of [the] army which controls vital points in Uganda ... the Israeli defence attaché discounts any possibility of moves against Amin." The Israelis moved quickly to consolidate the coup. In the following days Bar-Lev was in constant contact with Amin and giving him advice. Slater told London that Bar-Lev had explained "in considerable detail [how] ... all potential foci of resistance, both up country and in Kampala, had been eliminated". Shortly afterwards Amin made his first foreign trip; a state visit to Israel. Golda Meir, the Prime Minister, was reportedly "shocked at his shopping list" for arms. But why was Israel so interested in a landlocked country in Central Africa? The reason is spelt out by Slater in a later telegram. Israel was backing rebellion in southern Sudan to punish Sudan for supporting the Arab cause in the Six-Day War. "They do not want the rebels to win. They want to keep them fighting." The Israelis had helped train the new Uganda army in the 1960s. Shortly after independence Amin was sent to Israel on a training course. When he became chief of staff of the new army Amin also ran a sideline operation for the Israelis, supplying arms and ammunition to the rebels in southern Sudan. Amin had his own motive for helping them: many of his own people, the Kakwa, live in southern Sudan. Obote, however, wanted peace in southern Sudan. That worried the Israelis and they were even more worried when, in November 1970 Obote sacked Amin. Their stick for beating Sudan was suddenly taken away. The British may have had little to do with the coup but they welcomed it enthusiastically. "General Amin has certainly removed from the African scene one of our most implacable enemies in matters affecting Southern Africa...," wrote an enthusiastic Foreign Office official in London. The man who argued most vehemently for Britain to back Amin with arms was Bruce McKenzie, a former RAF pilot turned MI6 agent. (Amin murdered him seven years later.) He flew to Israel shortly after the coup and, as if getting permission to back Amin, he reported to Douglas-Home: "The way is now clear for our High Commission in Kampala to get close to Amin." But the cautious Mr Slater in Kampala remained reluctant. Urged on by McKenzie, Douglas-Home gave Slater his orders: "The PM will be watching this and will, I am sure, want us to take quick advantage of any opportunity of selling arms. Don't overdo the caution." Recent developments confirm this analysis. Indeed, for confirmation of my argument, one need merely place documents readily available in the public domain under critical and close scrutiny. In late August 2000 the World Jewish Congress (WJC) announced that it stood to amass fully $9 billion in Holocaust compensation monies. (1) They were extracted in the name of "needy Holocaust victims" but the WJC now maintained that the monies belonged to the "Jewish people as a whole" (WJC executive director, Elan Steinberg). Conveniently, the WJC is the self-anointed representative of the "Jewish people as a whole." Meanwhile, a black-tie Holocaust reparations banquet sponsored by WJC president Edgar Bronfman at New York's Pierre Hotel celebrated the creation of a "Foundation of the Jewish People" to subsidize Jewish organizations and "Holocaust education." (One Jewish critic of the "Holocaust-themed dinner" conjured this scenario: "Mass murder. Horrible plunder. Slave Labor. Let's eat.") The Foundation's endowment would come from "residual" Holocaust compensation monies amounting to "probably billions of dollars" (Steinberg). How the WJC already knew that "probably billions" would be left over when none of the compensation monies had yet been distributed to Holocaust victims was anyone's guess. Indeed, it was not yet even known how many would qualify. Or, did the Holocaust industry extract compensation monies in the name of "needy Holocaust victims" knowing all along that "probably billions" would be left over? The Holocaust industry bitterly complained that the German and Swiss settlements allotted only meager sums for survivors. It is unclear why the "probably billions" couldn't be used to supplement these allocations. Predictably, Holocaust survivors reacted with rage. (None was present at the Foundation's creation.) "Who authorized these organizations to decide," a survivor newsletter angrily editorialized, "that the `leftovers' (in the billions), obtained in the name of Shoah victims, should be used for their pet projects instead of helping ALL holocaust survivors with their mounting health-care expenses?" Confronted with this barrage of negative publicity, the WJC did an abrupt about-face. The $9 billion figure was "a bit misleading," Steinberg subsequently protested. He also claimed that the Foundation had "no cash and no plan for allocating funds," and the purpose of the Holocaust banquet was not to celebrate the Foundation's endowment from Holocaust compensation monies but rather to raise funds for it. Elderly Jewish survivors, not consulted in advance of, let alone invited to, the "star-studded gala" at the Pierre Hotel, picketed outside. Among those honored inside the Pierre was President Clinton, who movingly recalled that the United States stood in the forefront of "facing up to an ugly past": "I have been to Native American reservations and acknowledged that the treaties we signed were neither fair nor honorably kept in many cases. I went to Africa...and acknowledged the responsibility of the United States in buying people into slavery. This is a hard business, struggling to find our core of humanity." Notably absent in all these instances of "hard business" were reparations in hard currency. (2) On 11 September 2000 the "Special Master's Proposed Plan of Allocation and Distribution of Settlement Proceeds" from the Swiss banks litigation was finally released (hereafter: Gribetz Plan). (3) Publication of the Plan - more than two years in the making - was timed not for the "needy Holocaust victims dying everyday" but the Holocaust gala that same night. Burt Neuborne, lead counsel for the Holocaust industry in the Swiss banks affair and "the most vocal supporter of the distribution plan" (New York Times), praised the document as "meticulously researched ... painstaking and sensitive." (4) Indeed, it seemed to belie pervasive fears that the monies would be misappropriated by Jewish organizations. The Forward typically reported that "the distribution plan...proposes that more than 90% of the Swiss monies be paid directly to survivors and their heirs." Protesting that "the World Jewish Congress has never asked for a penny, will never take a penny and does not accept restitution funds," Elan Steinberg piously acclaimed the Gribetz Plan as an "extraordinarily intelligent and compassionate document." (5) Intelligent it surely was, but hardly compassionate. For hidden in the details of the Gribetz Plan is the devilish reality that probably but a small fraction of the Swiss monies will be paid directly to Holocaust survivors and their heirs. I came up against these characters -- the Niagara Mohawk Power Company -- some years back. You see, before I was a journalist, I worked for a living, as an investigator of corporate racketeers. In the 1980s, "NiMo" built a nuclear plant, Nine Mile Point, a brutally costly piece of hot junk for which NiMo and its partner companies charged billions to New York State's electricity ratepayers. To pull off this grand theft by kilowatt, the NiMo-led consortium fabricated cost and schedule reports, then performed a Harry Potter job on the account books. In 1988, I showed a jury a memo from an executive from one partner, Long Island Lighting, giving a lesson to a NiMo honcho on how to lie to government regulators. The jury ordered LILCO to pay $4.3 billion and, ultimately, put them out of business. And that's why, if you're in the Northeast, you're reading this by candlelight tonight. Here's what happened. After LILCO was hammered by the law, after government regulators slammed Niagara Mohawk and dozens of other book-cooking, document-doctoring utility companies all over America with fines and penalties totaling in the tens of billions of dollars, the industry leaders got together to swear never to break the regulations again. Their plan was not to follow the rules, but to ELIMINATE the rules. They called it "deregulation." It was like a committee of bank robbers figuring out how to make safecracking legal. But they dare not launch the scheme in the USA. Rather, in 1990, one devious little bunch of operators out of Texas, Houston Natural Gas, operating under the alias "Enron," talked an over-the-edge free-market fanatic, Britain's Prime Minister Margaret Thatcher, into licensing the first completely deregulated power plant in the hemisphere. And so began an economic disease called "regulatory reform" that spread faster than SARS. Notably, Enron rewarded Thatcher's Energy Minister, one Lord Wakeham, with a bushel of dollar bills for 'consulting' services and a seat on Enron's board of directors. The English experiment proved the viability of Enron's new industrial formula: that the enthusiasm of politicians for deregulation was in direct proportion to the payola provided by power companies. The power elite first moved on England because they knew Americans wouldn't swallow the deregulation snake oil easily. The USA had gotten used to cheap power available at the flick of switch. This was the legacy of Franklin Roosevelt who, in 1933, caged the man he thought to be the last of the power pirates, Samuel Insull. Wall Street wheeler-dealer Insull created the Power Trust, and six decades before Ken Lay, faked account books and ripped off consumers. To frustrate Insull and his ilk, FDR gave us the Federal Power Commission and the Public Utilities Holding Company Act which told electricity companies where to stand and salute. Detailed regulations limited charges to real expenditures plus a government-set profit. The laws banned power "trading" and required companies to keep the lights on under threat of arrest -- no blackout blackmail to hike rates. Of particular significance as I write here in the dark, regulators told utilities exactly how much they had to spend to insure the system stayed in repair and the lights stayed on. Bureaucrats crawled along the wire and, like me, crawled through the account books, to make sure the power execs spent customers' money on parts and labor. If they didn't, we'd whack'm over the head with our thick rule books. Did we get in the way of these businessmen's entrepreneurial spirit? Damn right we did. Most important, FDR banned political contributions from utility companies -- no 'soft' money, no 'hard' money, no money PERIOD. But then came George the First. In 1992, just prior to his departure from the White House, President Bush Senior gave the power industry one long deep-through-the-teeth kiss good-bye: federal deregulation of electricity. It was a legacy he wanted to leave for his son, the gratitude of power companies which ponied up $16 million for the Republican campaign of 2000, seven times the sum they gave Democrats. But Poppy Bush's gift of deregulating of wholesale prices set by the feds only got the power pirates halfway to the plunder of Joe Ratepayer. For the big payday they needed deregulation at the state level. There were only two states, California and Texas, big enough and Republican enough to put the electricity market con into operation. California fell first. The power companies spent $39 million to defeat a 1998 referendum pushed by Ralph Nadar which would have blocked the de-reg scam.

Title: Message -Caveat Lector- Written by a friend: Where this gets interesting is the UN has recently called for international restrictions on the practice of religion, but only against those religions who will not alter their stance on homosexuality, abortion, euthanasia, and the inerrancy of Scripture. The targets seem to be authentic (or Orthodox) Judaism, evangelical Protestantism and to a far lesser degree, Catholicism. The assumption is that after a perfunctory protest, the Roman Church will accede to the UN demands (and if history is any guide, they will. The Roman church traditionally bows to power in order to maintain its own.) However, the evangelicals and Jews are a tougher nut to crack. This lead a UN spokesperson to say "there is a showdown coming with religion". I have no doubt there is. According to several tracts we found, evangelicals are lumped with Jews for the purposes of these occultically inspired anti-Semites. They base this on two points of evidence. 1) Christians believe themselves grafted into Israel, those who won't define a Christian identity outside of that world view, meaning the Church either replacing Israel or the Church as independent of Israel are "Jews in spirit" and equally "old age" and therefore an impediment to the ascension of Mankind. 2) The Torah defines a righteous gentile as being a co-inheritor of the promises of G-d in the world to come. Indeed our Sages have always taught that a gentile whodutifully and strenouslyupholds the Noahide Laws (of Basic Morality) not only have a share in the World to Come but also can achieve a very high and holy spiritual level, comparable to the great Tzaddikim (colloq. saints, lit. extremely righteous ones)of Israel. On the basis of both these positions, the occultists claim that the non-anti-Jewish (philo-semitic?) gentile is as great a threat as an observant Jew. Prior to Arafat's takeover, about 15% of the population of Judea was Christian, today that number is closer to 2%. Lebanon once enjoyed a Christian majority, today, driven out by the Syrians, less than 10% of Lebanon's population is Christian. Nevertheless, the US and UN continue to support the PA, Syria and the Saudi regime which is the primary funding source for this violence against Christians. In Kosovo, under NATO protection, Islamic guerillas terrorize the Orthodox Christian Kosovar majority and have destroyed hundreds of churches, some over 1000 years old. Synagouges that predate Islam have also been looted and burned. Not a word out of the EU, the US or the UN... The UN aided and abetted Hizb'Allah's kidnap and murder of Israeli soldiers, refusing to even allow Israel to see the tapes the UN made of the atrocities. The UN turns a blind eye towards Nigerian, Sudanese, Pakistani and Indonesian persecution of the Christian minorities in those nations as well, aiding and abetting the Islamic states that carry out these crimes. Around 116 out of 100,000 people were diagnosed in 2001 with cancer in the vicinity of Basra in southern Iraq, where the U.S. military used depleted uranium shells in the Persian Gulf War in 1991, according to one of the doctors. The number marks a 10-fold increase from the 11 cases diagnosed in 1988, he said. Jawad Al Ali, 59, a doctor from Basra, said an increasing number of families have members who are suffering from cancer, and the death toll from cancer has risen 19-fold during the same period. Several Japanese civic groups jointly invited Ali and Janan Ghalib Hassan to Japan as part of their activities to make known the harmful effects of depleted uranium shells. The two delivered presentations in cities including Hiroshima and Nagasaki, which were devastated by atomic bombs the U.S. dropped in 1945 in World War II. Hassan, 47, said that in 2001, 611 babies were born with no limbs, no eyes or other birth defects, compared with 37 such cases in 1990. Ali expressed concern that a high number of cancer patients will emerge in Baghdad and other parts of the country due to the recent U.S.-led war on Iraq. Depleted uranium, a metal remainder left when natural uranium is refined, is used in artillery shells and bombs designed to penetrate tanks and other armored vehicles. The metal is believed to turn into small particles when a shell hits its target, and can be toxic in humans if breathed or eaten. The U.S. has been denying, including via embassy Web sites, such adverse effects, asserting there is no basis to claims that depleted uranium causes cancer in newborns. But Yuko Fujita, an assistant professor at Keio University who examined the effects of radioactivity in Iraq from May to June, said that damage from depleted uranium will be more serious in the future due to the recent war. I doubt that Iraq is fabricating data because in fact there are many children suffering from leukemia in hospitals, Fujita said. As a result of the Iraq war, the situation will be desperate in some five to 10 years. Regarding efforts by Japan in helping to rebuild Iraq, he said, Japan should build up-to-date hospitals for children with cancer instead of sending Self-Defense Forces personnel. (Kyodo News)

Kelly's death is the subject of a parliamentary inquiry, amid allegations -- reportedly based on the weapons scientist's evidence -- that the Blair administration exaggerated the case for war on Iraq. An email from Blair's director of communications Alastair Campbell to chief-of-staff Jonathan Powell, dated September 5, disclosed that the dossier was being substantially rewritten ahead of its publication on September 24. Campbell, 46, is the man accused by BBC journalist Andrew Gilligan of personally beefing up Downing Street's controversial dossier on Iraq, aimed at justifying the case for military action ahead of the March war. Gilligan alleged in a British newspaper article on June 1 that Campbell, who is set to testify before the probe Tuesday, was responsible for inserting a sensational claim into the dossier, a week before its publication, that stated Iraq could deploy chemical or biological weapons in just 45 minutes. Documents released to the inquiry Monday showed that the dossier should be altered as per TB's discussion -- an apparent reference to Tony Blair. It said: Re dossier, substantial rewrite with JS and Julian M in charge, which JS will take to US next Friday, and be in shape Monday thereafter. Structure as per TB's discussion. Agreement that there has to be real intelligence material in their presentation. JS apparently referred to John Scarlett, the chairman of the Joint Intelligence Committee, while Julian Miller was the the Cabinet Office's chief-of-the-assessment-staff. The US stood for the United States. Meanwhile a separate email from Powell, also presented to the inquiry Monday, outlined his misgivings over the dossier on the potential threat of Iraqi weapons. The government row with the BBC over whether or not the government sexed up the dossier and Kelly's subsequent and mysterious death have left Blair, who is dwindling badly in opinion polls, facing his gravest crisis since coming to power in 1997. Kelly apparently committed suicide in July days after being grilled by two parliamentary committees and after he was named by the defence ministry as the likely source of Gilligan's reports. The dossier is good and convincing for those who are prepared to be convinced, Powell said in an email addressed to Scarlett. The document does nothing to demonstrate a threat, let alone an imminent threat from Saddam, said the e-mail -- dated September 17 last year -- exactly a week before the dossier was published. It shows he (Saddam) has the means but it does not demonstrate he has the motive to attack his neighbours let alone the West, Powell said in the e-mail. Now in its second week, the inquiry into Kelly's death has turned to focus on the role of Blair's office, with the careers of several officials including Defence Secretary Geoff Hoon hanging in the balance. The government has faced criticism for identifying Kelly, a top expert on biological weapons, with concern that failing to protect the scientist from the ensuing media and political storm may have contributed to his death. It remains to be seen who will take the political flak for the crisis, but many commentators have named Hoon as the likely government scapegoat. The inquiry heard last week that Hoon himself had overruled the advice of his top civil servant and decided to burden Kelly with the added pressure of testifying publicly in front of a parliamentary committee. Blair was also implicated when it emerged that he had personally ordered Kelly's defence ministry bosses to grill him for a second time over his contacts with Gilligan. Hoon and Blair, both currently on holiday, are expected to be summoned to appear at some point before the inquiry, due to last several more weeks.

Not a remarkable leap of logic, but lots of people are refusing to make it. The Bush administration doesn't have anything to hide, it's just, let's see, behaving prudently, or protecting executive privilege, or refusing to speculate. That last excuse is used for the question, How much is the occupation of Iraq costing? The Defense Department refuses to speculate. I mean, the Pentagon brass could look at the invoices and the pay stubs and get a rough idea, but they're unwilling to do that. Why? Because they want to protect the president. Why? Because he has something to hide. He has consistently lied to the American people about how much the war would cost -- and how long it would last, and why we were fighting it, and, gosh, just about everything. We do know that it must be costing an embarrassing amount because the Pentagon wanted to cut the extra monetary benefits to soldiers serving in Iraq and Afghanistan to reduce the money drain. Then the news leaked out, and the Pentagon said oh no, it wasn't actually going to reduce the money going to soldiers, it was going to make up for the cuts in imminent danger pay and family separation allowances with compensatory raises in other, uh, somethings. The somethings weren't in the budget sent to Congress, but they were definitely in the plans for the, you know, next thingie. Soldiers make a great backdrop for presidential speeches, but let's face it, they just eat up money that could be better spent for shiny new weapons systems. And God knows we wouldn't want to raise taxes to pay our soldiers more. No, here's the plan: Increase the deficit and call it a growth package. Also, the soldiers should stop whining to reporters because their tours of duty keep getting extended. Oh, and sorry about the Taliban creeping back into Afghanistan, but we're a little overextended. Hold that line and fight fight fight, and we'll see you when we see you. I am not seeing the light at the end of the tunnel here. Long after George W. Bush has retired to the board of directors of the Carlyle Group, the rest of us will be still wandering around in the great information blackout of aught-three. The Bush administration is now thoroughly devoted to its black-is-white strategy. We save the forests by cutting down the trees. We preserve the wilderness by building roads into its heart. We keep the air clean by lowering vehicle emissions standards. And we always, always, stay on message. Here's a problem that people with something to hide always have: The lies get so complicated that they get real hard to keep straight. The solution to that is to say as little as possible. When President Bush was finally embarrassed into holding a news conference, he managed to spend almost an hour saying nothing at all. He did say that we're all sinners but that gay marriage is a bad idea, which is a hard concept to parse. If we're all sinners, then who the hell are you to tell me which way to sin? It's the old marijuana bad, alcohol good tap- dance. Heterosexual oral sex good, homosexual oral sex bad. The Bible tells us so. The Bible also tells us to do unto others as we would have them do unto us, but never mind that now. You queers wanna get married? Not on my watch. Meanwhile, Dick Cheney continues to refuse to release the details of his energy policy meetings. He has something to hide. Halliburton and Enron pretty much got the keys to the Treasury handed to them, but if we can't prove it, it didn't happen. Oh, and joblessness is at an all-time high even though we're just about to turn the corner, and we live in the United States of Insurance Companies, and, and . . . ah well. A report by Johns Hopkins University computer scientists earlier this month said AccuVote touch screen computers, made by Ohio-based Diebold Election Systems and used in 200 cities and counties in 13 states, are vulnerable to tampering. Norfolk is the only locality in Virginia using the Diebold machines, but computer scientists say they have similar concerns about the security of other brands of electronic voting equipment. ``It's not just Diebold,'' said David Dill, a Stanford University computer scientist. ``It's all of these machines. I don't think computer technology is ready for paperless electronic voting.'' State and local election officials say Dill and other computer scientists are wrong. Government officials say the technology experts failed to consider the security procedures developed over decades to prevent dishonest partisans from getting access to voting machines. ``Anybody would tell you that anything that's man-made could be compromised,'' said Norfolk Registrar Elisa Long. ``It may be possible for somebody to do this, but you have to ask how easy is it for someone to do this. We're not Fort Knox, but it would be very difficult.'' But pressure is mounting on state and local governments to re-evaluate the security of their voting machines. Dill has collected more than 1,000 signatures from computer scientists in a petition asking election officials and voting machine vendors to halt the sale of electronic machines until upgrades are made. Dill said he does not believe any voting fraud has yet occurred with the new machines. But he was disturbed by news reports during the November 2002 elections about the rapid proliferation of computerized voting screens, most of them made by three major manufacturers: Diebold, ESS of Omaha, Neb., and Sequoia Voting Systems of Oakland, Calif. ``You could have national-level fraud,'' he said. The controversy is heating up just as national reforms are being implemented to fix problems exposed during the 2000 presidential election. Punch-card machine malfunctions and voter confusion over ballots in Florida created doubt over the outcome of that race. In response, federal officials promised to give states $3.9 million to replace aging voting machines and implement other reforms. ``Voting machines have not gotten a lot of attention from anybody for years,'' said Jean Jensen, secretary of the Virginia Board of Elections. ``Now the vendors are coming out of the woodwork and all kinds of people are suddenly experts on electronic voting machines.'' Aviel D. Rubin, technical director of the Information Security Institute at Johns Hopkins, said that frenzy of activity is largely to blame for flaws he said he found in the Diebold machines. ``There was a rush to develop these machines without proper security procedures,'' he said in an interview. Rubin's report warned that a partisan infiltrator working for a voting machine vendor or a dishonest polling official could rig the equipment to miscount votes. On a smaller scale, the report warned that plastic ``smart cards'' used to ensure that each registered voter casts only one ballot can be replicated, with each counterfeit programmed to cast multiple votes for a single candidate. ``A 15-year-old computer enthusiast could make these counterfeit cards in a garage and sell them,'' Rubin said in a news release touting his report. Rubin's analysis is based on computer coding from the Diebold voting machines that was anonymously posted on the Internet. Diebold officials say the coding is outdated and incomplete. Long said a counterfeit card would likely be detected by her computers. Even if that didn't happen, she said, the computer system would alert workers if the number of ballots cast did not match the number of voters who arrived at the polls, triggering an audit that could identify any questionable activity. Norfolk purchased the AccuVote machines last year to replace its 20-year-old punch-card machines. The city was the first in Virginia to use touch screen computers, although Fairfax County, Arlington and Alexandria were already using other types of electronic voting machines. The new machines have been used in four elections in Norfolk. Workers at one precinct had trouble tabulating unofficial results last fall, but the machines themselves have worked well, Long said. Other registrars in South Hampton Roads say they are unaffected by the controversy over electronic voting machines. from http://dneiwert.blogspot.com/2003_08_10_dneiwert_archive.html#106098896336594436 Has the Republican Party become hostile, or at best indifferent, to the democratic process? by David Neiwert This is a serious question, and it is raised by the GOP's own high-profile behavior of the past five years: -- Attempting to unseat a twice-elected president through an impeachment proceeding that had neither any rational basis nor popular support, and in the process undermining the office of the presidency. -- Forcing upon the electorate a president who lost the popular vote by more than half a million ballots, and who would have lost the Electoral College had all legally cast ballots been properly counted in Florida. -- Moreover, this theft of the election occurred under the auspices of a nakedly partisan Supreme Court whose tortured rulings en route to installing their candidate violated such basic principles of democracy as the constitutional separation of powers -- that is, the court in essence chose their own successors (who will assuredly be movement conservatives like themselves), something the Constitution does not empower them to do. -- What was particularly disturbing about this ruling and subsequent installation of a Republican president was that it was so inimical to the fundamental democratic principle that every person's legally cast vote should count (and certainly an aspect of this is that half-million more votes for his opponent should have counted for something as well). Indeed, Justice Antonin Scalia, during the process of bending the law whichever way was necessary to obtain the outcome desired by the Bush team, went even so far as to declare: There is no right of suffrage under Article II. This means, in simple terms, that citizens have no constitutional right to vote for President. (The thinking that could produce such an argument, by the way, is identical to the strict construction that is able to argue that the Constitution does not contain a right to privacy.) -- Evidently not satisfied with holding the presidency, the Supreme Court, and both houses of Congress, Republicans have stepped up their efforts to consolidate their political power in every corner of the nation -- and have again demonstrated a willingness to overthrow basic democratic institutions to do so. This was especially on display this spring and summer in Texas, where Tom DeLay's plan to redistrict the state politically -- ignoring long-established traditions of reserving such work for Census years -- induced patriotic Democrats in the Texas Senate, who refused to participate in the trashing of basic principles of governance, to flee the state (twice) rather than allow DeLay's scam to succeed. (Indeed, as Lambert Strether points out today over at Eschaton, Texas Republicans are now threatening to postpone the primary election next March if the extralegal redistricting plan is not in place!) -- This refusal to accept the outcome of elections and traditional democratic processes has recently surfaced with a vengeance in California, where far-right Republicans exploited the state's devastated economy -- the chief havoc having been wreaked by a cadre of GOP business allies, particularly Enron, through outrageous manipulations of the energy markets on the Pacific Coast -- by forcing a recall of a governor who just won re-election last year. Having created first a power vacuum and then a circus atmosphere in the effort to fill that void, Republicans clearly hope to capture the governorship in a state where they clearly are incapable of taking power through ordinary means. Democratic institutions are the heart of our stable society; and by consistently disrupting and overthrowing these institutions in the blind pursuit of power, Republicans betray their own basic untrustworthiness when it comes to holding the reins of American governance. And when they consistently demonstrate that they are not willing to abide by the rules, nor respect traditions and institutions, we also have to ask: Just how conservative is this movement anyway? Where does it stop? Will Republicans ever accept democratic outcomes of elections? Will they ever respect the right of individuals to vote and for their vote to be counted? What happens when a Democrat wins the presidency in 2004? Do we have any reason to believe that the right will ever accept that outcome?
