Apparently that can be a pretty serious item that should bear prior
confirmation. I just think this shows poor judgment but at least no one can
say he was discriminating against Jones on the bases of her physical
attributes. :) ha, ha! More PC problems. Yes, it would be interesting to
know what happened after that but I do not really want to know. With so
little time left in office, perhaps we shall be spared that at least. And I
will concede that you are correct in that I am putting myself in her place
and being outraged which she did not express at the time. Maybe she was,
maybe not. But the whole thing comes under the heading of "goofy behavior"
which I suspect we will be seeing more and more of as time marches along.

Yes well and I'll bet that the local State Police have never come up to you
and said "Hey Sweetie, the Gov's in a bad way and wonders if you would like
to come up and relieve his tensions." And that's because in the average
city, the police know exactly who does what and with whom and probably for
how much if he or she is a professional. They would never approach someone
who was not approachable. Since Paula was known as a girl who "got around,"
and who had even circulated some rather pornographic pictures of herself,
they went to her to make the offer. A man expecting a really easy woman to
come by his hotel room is not going to buy flowers and start courting. I
don't know if he exposed himself to her, but under the circumstances it might
have happened. Probably not quite in the manner she later described. When
she spoke to her sister afterwards, she did not appear shocked or outraged at
all. What the police hadn't taken into consideration was that Paula didn't

COLOMBIA – THE DEJA VU WAR

Lying comes easily to some people, and none find it more effortless than
William Jefferson Clinton, who has elevated dissimulation to an art form. In
Cartagena yesterday, with the Washington power elite in tow, and Colombian
President Andres Pastrana at his side, the man who "never touched that woman"
stuck out his fat lower lip and declared:

"A condition of this aid is that we are not going to get into a shooting war.
This is not Vietnam; neither is it Yankee imperialism. Those are the two false
charges that have been hurled against Plan Colombia. You have a perfect right
to question whether you think it will work or whether you think we've properly
distributed the resources. But I can assure you – a lot of the opposition to
this plan is coming from people who are afraid it will work. So that won't
happen."

THE INVERSION PRINCIPLE

In order to find out what is really going on in Colombia, all we have to do is
invert what the President said: The aid will, in and of itself, drag us into a
shooting war, since drugs and civil insurrection are, in Colombia, inextricably
intertwined. Secondly, the parallels with Vietnam are enough to qualify this as
the Deja-Vu War. Not only does this conflict come complete with Marxist
revolutionaries, impenetrable jungles, and a country long victimized by foreign
domination, but its unwinnability has been determined from the very outset. . .
.

THE YOGI BERRA PRINCIPLE

While we had no business intervening in Southeast Asia – Eisenhower started it
– once in there the US did everything it could to ensure the defeat of its
ostensible war on Communism. The Vietnamese anti-Communist forces, represented
by President Ngo Dinh Diem, were opposed, undermined, and finally overthrown by
the US government: the assassination of President Diem is today widely
acknowledged to have been a US covert operation. Diem, a Catholic in a nation
of Buddhists, was the bane of radicalized Buddhist monks, who periodically set
themselves on fire whenever they wanted to garner the attention of the Western
media. It was an effective tactic, one that led, eventually, to a US-organized
coup, and also to Diem's death at the coup plotters' hands. Diem had paid the
price for taking President Kennedy at his word. If the US had really been
interested in fighting Communism in Vietnam, they would have backed Diem to the
hilt; instead, they had him murdered. In Colombia, it's deja vu all over again,
as Yogi Berra would say. Once again, the only force that is capable of rolling
back leftist guerrillas on the ground has been targeted for destruction by the
US. . . .

THE REAL TARGET OF "PLAN COLOMBIA"

The Autodefensas, or autonomous self-defense groups that are known in the
Western media as "rightwing paramilitary groups," grew up in the 1980s, when
the wave of kidnappings launched by leftist guerrilla groups began to
demoralize (and decimate the ranks of) the middle class: small business owners,
ranchers; even the drug traffickers, some of whom by this time had achieved
middle class status, were being terrorized. Aside from the kidnappings,
competing leftist guerrilla armies were preying on the peasants, looting
stores, and exacting "taxes" from a populace it couldn't even protect from the
scourges of the army, which would periodically sweep into town and execute
suspected guerrilla sympathizers. War often broke out between competing leftist
factions, with civilians caught in the crossfire. The autodefensas sprang up in
response to the inability or unwillingness of the central government in Bogota
to offer the least amount of protection. Although the pro-leftist media likes
to characterize them as moral monsters, and as little more than agents of the
Colombian military, their leaders are often defectors from the ranks of the
guerrillas who saw through the Marxoid rhetoric and realized that the FARC, the
ELN, the EPL, and the others were just marauding gangs, out for power and loot.

The campesinos themselves organized the self-defense committees, which merged
into the Autodefensas Unidas Colombia (AUC). Their power base is in the north,
where the AUC counts most of the biggest ranchers among its supporters.
Consciously emulating the leftist groups, the autodefensas have waged a
relentless war against the guerrillas and have generally been much more
effective than the army. It has been widely remarked that the FARC and the
other leftist revolutionary groups control about half the country: what is
generally not said is that the autodefensas control the other half. They are
the main bulwark against the final victory of the Left – and as a result, they
have been targeted by the US. For it is they who will wind up being the main
targets of "Plan Colombia." . . .

"DEATH TO KIDNAPPERS"

We are not in Colombia to fight Marxist insurgents, in spite of the

Budapest Backs Autonomy Plan For Serbia's Ethnic Hungarians

BUDAPEST, Jun 17, 1999 -- (Agence France Presse) Hungarian Prime
Minister Viktor Orban said Wednesday he backs an autonomy plan
proposed by a 300,000-member ethnic Hungarian minority in Serbia,
 following the Kosovo crisis.

He called for agreement on the status of the Hungarian community in
the northern Serbian province of Vojvodina.

"I can see a realistic chance for an accord on the situation of the
Vojvodina Hungarians as well, in the framework of the Kosovo
 settlement," Orban told state radio.

He welcomed the fact that Vojvodina Hungarians had worked out a
concrete autonomy plan. "To win the support of Western decision-makers
for these ideas is the duty and responsibility of the Hungarian
 government," he said.

Budapest has been seriously concerned about the impact of the Kosovo
crisis on the Vojvodina Hungarians. Hungary joined NATO shortly before
Operation Allied Force began on March 24.

Vojvodina Hungrian community leader Jozsef Kasza said in Budapest last
week that the autonomy plan was jointly worked out by Vojvodina ethnic
 Hungarian and Hungarian government experts.

Orban warned that large numbers of Serb settlers could flood into the
Vojvodina after the Kosovo conflict, citing a similar effect following
 the 1991-95 Bosnian war.

"The 250,000 Serb refugees who settled there considerably spoilt the
interest-safeguarding capacity of the Vojvodina Hungarians."

"It is a realistic danger that the events of three years ago (after
the Bosnian war) could be repeated in the Vojvodina, although in a
 less dramatic form," he added.

Ethnic Hungarians currently represent some 18 percent of the
population of the Vojvodina, a province which enjoyed considerable
autonomy before Yugoslav President Slobodan Milosevic scrapped it in
 1991. ((c) 1999 Agence France Presse)

U.S. Military Data Cartridge Found On Hungarian Trash Heap

 BUDAPEST, Jun 17, 1999 -- (Reuters) A classified U.S. military data
cartridge has been found in a scrapyard in Budapest, the U.S. embassy
 in Budapest confirmed Wednesday.

The cartridge, labeled "Secret, U.S. Government Property", was found
in a metal case closed with a digital lock, and was wrapped in a
mailbag of the U.S. Defense Department, according to news reports.

"U.S. government property marked secret has been found," an embassy
official confirmed to AFP, declining to give further details.

The cartridge was found by a worker in a scrapyard that collects metal
from around the Taszar airbase in southern Hungary, used by U.S.
troops. He took it to a Hungarian TV station, which passed it on to
 the U.S. embassy.

The station broadcast a report on the find, showing the Walkman-sized
silver and black cartridge, on which could also be read the
inscription "This medium is classified protected from unauthorized
disclosure in compliance with applicable executive orders, statutes
 and regulations."

The bag also contained two keys and the password necessary for
decoding the message on the Colorado DT-1000 type data cartridge,
according to the TV2 private television station.

But experts, who estimated that the cartridge had been discarded 12-18
months ago, said it was unlikely non-experts could retrieve the
 information stored in the cartridge.

"The person who stored the keys and the password alongside the
cartridge failed to respect the most basic rules of secrecy," expert
 Janos Kis told AFP.

The keys, which must be inserted into a special decoder, and the
secret password which must be typed in to decode the information on
the cartridge, should not be stored together, he explained.

"But it is highly unlikely that any device used by civilians in
Hungary could decode or read the data cartridge," Kis said.

The Taszar base has operated since 1995 as a supply base for US troops
in the International Forces (IFOR), then Stabilization Forces (SFOR)
peacekeeping forces in Bosnia. From May this year, U.S. marines used
it for bombing mission in neighboring Yugoslavia.

The TV station involved blacked out the faces of all U.S. officials
involved, in its report on the find. ((c) 1999 Reuters)
