I also looked in /var/log, and there are a lot of log folders there, and I
looked in speech-dispatcher, and there was nothing in that folder.
Maybe someone can suggest a log file to look for.
Here's a LS of what is in /var/log:

alternatives.log
apt
auth.log
boot.log
boot.log.1
btmp
cups
daemon.log
debug
dpkg.log
faillog
fontconfig.log
gdm3

journal
kern.log
lastlog

popularity-contest
popularity-contest.0
popularity-contest.gpg

runit
speech-dispatcher
syslog
unattended-upgrades

Run journalctl and have a look.

ps -ef will show you the list. You can use pgrep (e.g., "pgrep orca") to
search for specific processes.

Also, please reply via the mailing list so that everyone can contribute
to the discussion. You sent your reply to me only, or so it appears.

Thanks for trying.

Have you examined your system logs to find out whether it attempts to
start, but fails for some reason?

Check whether at-spi2 is run. This is needed for Orca. Check whether
Orca itself runs.

You could also log in via ssh from another machine after the boot
process is completed and look at the running processes.
