Bug#789698: network: No longer creates user connections for unprivileged users

In wheezy we added 11_network_user_connections.patch so unprivileged
users could create new network connections without having to provide
admin privileges.
This patch was dropped when 3.8 was merged from experimental.

We should restore this patch and forward port it to 3.16 and consider
fixing this for jessie as well.

I just installed llvm-3.6-dev version 3.6.1-1 from unstable but
the path is not fixed:

 $ grep set.LLVM_CMAKE_DIR /usr/share/llvm-3.6/cmake/LLVMConfig.cmake
 set(LLVM_CMAKE_DIR /usr/lib/llvm-3.6/share/llvm/cmake)

Was that version built with the above change?
