Update: 
I have found that it does work with some sites.
I tried installing netscape 4.77, but that gives identical results.
I have a redhat installation on a different partition which works OK.

Please could someone advise how I might troubleshoot this further?

 specifically cascaded Microsoft Proxy Servers.

No, I'm using a Multitech MT5634ZPX-PCI modem.

Does it happen at more than one web site? I don't know about the debs,
but I haven't had trouble with secure sites on the nightlies for quite a
long time.
Did you maybe turn on http pipelining and are trying to access a site
that has trouble with it?
