that I require. Current versions of PhpPgAdmin require php3. They are
not backward compatible at this point and may never be in my opinion.

There are some incompatibilities between php3  php4 ... I don't think you'll
have any problems running phpPgAdmin on php4, look at their project page:

Requirements:
PHP 3.x+ (4+ suggested)
PostgreSQL 6.5+ (7+ suggested for full functionality)

I have tried phpPgAdmin here using PHP4 - it seems to work, though it 
needed a bit of debugging which was unrelated to the version of PHP.

As far as I could understand it from the PHP docs, there should be little to
no trouble running PHP3 code on PHP4.  Am I wrong about that?

called phpPgAdmin, it is a port of phpMyAdmin to PostgreSQL.

I already have it but I want a web based interface. There was a package
called phpgadmin that was dependant on php3. I am seeking something

I'm not familiar with MySQLMan, but perhaps pgaccess has what you're looking
for. It's in unstable. apt-get install pgacess
