I'm encountering the same problem in Pootle for Catalan.
However, I'm not using assignments, but just the generic Quick 
Translate feature. So it's not only limited to Quick translate my 
strings.
Sometimes it skips untranslated/fuzzy strings (I know because the 
editing field is place in a string and I see that previous strings are 
also fuzzy and even untranslated)


As a side note, and as far as I know, this kind of messages dealing with 
Pootle should be sent to the [l10n-tools] list instead of [l10n-dev], 
although a moderator can confirm...

The best way we found, AFAIK, here for Italian is to download the zip file of 
the folder you want to translate, translate it with a CAT tool, upload again 
the file in overwriting mode.

I think this is the best way to skip all Pootle defects...

But there's *another* way:

- Go to the folder you are interested in (example: accessibility/source/the 
file in it.po)
- click on Show controls
- *if* you have something to translate/approve you will find a list of 
functions below the file you're interested in, isfuzzy and unchanged 
amongst of them
- if you click on a function which has items, you'll be redirected to the 
strings
- work on the string, accept or click next and you'll go straight to the next 
fuzzy, for example
