[VOTE] Release Maven Resolver 2.0.0-alpha-11

Howdy,

Note: This is the last alpha release, next one will be beta-1. This version
is to be picked up by Maven 4 beta-1. It contains 2 important bug fixes and
other improvements.

Note re site: as at this moment there are 2 simultaneously ongoing votes
for Resolver 1.9.20 and 2.0.0-alpha-11 (that were done in this order), I
changed staging site to LATEST-2.x. This is a temporary solution, in beta-1
this will be undone (and if needed, Resolver 1.x will be changed to
LATEST-1.x instead).

IF the vote is successful, the staging site will NOT be moved to
https://maven.apache.org/resolver/ but instead will be made reachable from

Tested Trino build with both JDK 22 and JDK 23-ea and maven build from
https://github.com/apache/maven/pull/1460. The previous problem with binary
compatibility in one of the plugins we use is gone.

Note: This is an eighth (alpha-4 and alpha-9 was scrubbed) preview release
of Resolver 2.0.0, that would allow any downstream consumers to try it out
and adapt. The supplier is aligned with Maven 4.0.0-alpha-13. This resolver
now implements "dynamic scopes" using newly introduced ScopeManager (as
opposed to Resolver 1.x "cemented/wired in scopes"), making Resolver truly
"scope agnostic" (as it is from now on just a matter of scope manager
configuration). Also, a bug fix is there that restores backward binary
compatibility.

Note: This is a sixth (alpha-4 was scrubbed) preview release of Resolver
2.0.0, that would allow any downstream consumers to try it out and adapt.
The supplier is aligned with Maven 4.0.0-alpha-12. Delivered features are
mostly smaller improvements, bug fixes and dependency updates. One notable
change is that this release makes "file locking" enabled by default. This
alpha contains pretty much every major feature we planned for 2.0.0. Of
course, we do NOT exclude more issues to be added (most likely bugs) down
the road, but the final 2.0.0 release is getting near.

My name is Yifei Lu, a student who is studying Computer Science in Delft 
University of Technology, and I am currently working on my bachelor thesis that 
is studying on maven dependency resolution. As a part of my study, I would like 
to have a deeper understanding about the evolution of the Maven dependency 
Resolver component from Maven 2 through to Maven 4.

Specifically, I am interested in:

Key Changes and Improvements: What are the main changes and improvements, on 
code-wise, made to the Maven Resolver from Maven 2 to Maven 3, in between Maven 
3, and then to Maven 4? As stated on the maven website, it looks like not been 
a lot of major structural change between Maven Resolver versions. This 
information would help me to understand the advancements in dependency 
resolution and how they might impact resolutions.

Compatibility and Migration: Are there any compatibility issues or special 
considerations when migrating from an older version of Maven to a newer one, 
particularly in relation to the Maven Resolver?

Performance Metrics: If available, could you provide any performance metrics or 
case studies that illustrate the differences in dependency resolution speed or 
efficiency between these versions?

Future Developments: Lastly, are there any upcoming features or changes in the 
Maven Resolver that are planned for future releases?

Your insights and detailed information on these points would be immensely 
valuable in my bachelor study and I am very grateful for your help in my 
bachelor thesis.

Am canceling the vote for Resolver 4.0.0-alpha-4, as there is one blocker
issue discovered by Guillaume and me:
https://issues.apache.org/jira/browse/MRESOLVER-455

This issue is nasty, as it causes the JVM process to "hang" when Java 21 is
used, and this can disturb CIs as well etc.
Is already fixed and tested on master. It plagues Maven 4.0.0-alpha-9 as
well, so Maven alpha-10 will follow soon with fixed resolver.

Sure, I just said this is "probably" the last alpha, as all the major
changes we wanted are made through.
Resolver 2.0.0 does not envision any major API change, in fact, we
advertise it as a "drop in" replacement:

None of Mojos and majority of other code does not need change, it is only
code that integrates Resolver (like Maven) that needed some change related
to onSessionClose.
What API changes do you have in mind? For example I bet the new transports
will show some problems (and hence will be modified), but all that is
"behind the curtains", is not part of the public API.

Howdy,

since 1.9.17 release went out, we detected some possible problems with
1.9.17 and decided to quickly roll out 1.9.18 with two important changes:
- MRESOLVER-372 fix in 1.9.17 introduced some unwanted changes in FileUtils
non-Windows execution path (undo those),
- backport MRESOLVER-437, that altered changes happened as part of
MRESOLVER-433 that is in 1.9.17. This prevents source level breakage
between 1.9.x and 2.0.x, as backport removes a field added in (and present
only in) 1.9.17 that was in subsequent changes removed in 2.0.x.

Hence I declare 1.9.17 as <>, this version should be skipped.
Upcoming 1.9.18 will correct these issues.
