I don't doubt that you did what you say either, but 4.0.0.4 is 
preventing ME from using it as a single row within a multiline 
taskbar.  Possibly, there is a way that I haven't discovered to set 
it up, but I definitely can't do it the way I do it with 4.0.0.3.

Yes, I think that's what I'm seeing.

New to SP3?  Possibly, but it's also new to 4.0.0.4 .  4.0.0.3 
repositions correctly on SP3.

It's not SP3 and it's not true that the DQSD can't be moved at all.

DQSD 4.0.0.3 on either SP2 or SP3 can be moved to the left of, the 
right of, or below another toolbar.

DQSD 4.0.0.4 on either SP2 or SP3 can be moved to the left of or the 
right of another toolbar, but cannot be moved below another toolbar.

Could this possibly be related to trying to fix the issue of DQSD in 
color schemes other than classic shrinking to half width when 
positioned below another toolbar?  I have nothing upon which to base 
this question except the fact that both behaviors are related to 
positioning, or trying to position, DQSD on the lower half of a 
double-width taskbar.

The motivation is supposedly a regulatory requirement.  There is at 
least speculation that the EU wanted the Address Bar removed as part 
of it's antitrust case against Microsoft though I haven't seen an 
argument that makes sense.

Do a Google search for:

to find some relevant information.

This is good info, I had no idea the address bar was sentenced for

People who will initially read this don't really need to read 
it.  I'm posting for the benefit of anyone who may do web search on 
the issue of the removal of the Address toolbar in Windows XP SP3.

One solution for people distressed at the loss of the Address Bar is 
to install DQSD.

I had used DQSD some time ago, but abandoned it due to problems I 
don't completely recall when XP SP2 came out.  Upon discovering the 
loss of the Address Bar in SP3, I came back to look at DQSD 
again.  Version 4.0 Release Candidate 3 seems, for me, at least, to 
be a good solution to the loss of the Windows Address Bar.
