Could something have been cached in your local web browser?  Both these 
links work fine for me:

I'm not seeing any issues from here at least...all looks to work as 
expected.

[Dspace-tech] some handles accessible others not accessible

Dear Dspace Team,

I have started handle server and more handle prefix or URI are not accessible 
on our dspace site, I did killed handle server process and started the server 
up again but the same continues, please see attached screenshot,  I am not 
certain as to why few handles are linked and others not.
