To remove the lower dot:

Options  Document Settings  Augmentation Dot
Uncheck the Adjust Dot for Multiple Voices box

For me, one dot is preferable, stemside of the line.  Others may disagree

What Finale does is actually completely correct.

However, there is an option somewhere where you can switch this off: in
Fin2k3 it is in the Augmentation Dot options pane in the document options.

The position of the dot will then always be above the line as far as I can
see.
