I can confirm both bugs with Mac Finale 2004. I've no idea why these 
problems occur: I can't make them happen with new files. A few things 
I noticed:

- In the TimeBug file, if I add some measures, I can change the time 
signature of the new measures. If I then delete the first measure and 
insert a new first measure, I can also change the time signature of 
this measure.

- The same with the KeyBug file: if I delete the first measure, then 
insert a measure at the beginning of the file, then turn on 
independent key signatures, the first measure stays in the same key 
as I would expect it to.

- But here's another weird thing: if I add a new staff to the KeyBug 
file and turn on independent key signatures for this staff, its key 
signature changes to two flats.

I trust you have sent these files to WinSupport: they are certainly corrupted.

Open in Finale 2004b (Windows). (Note that the key signature is one sharp)

Staff Attributes Tool

Double click the staff handle

Check 'Key Signature' under 'Independent Elements'

OK

The key signature for the first measure changes to two sharps.

I haven't been playing close attention to this thread, but I have 
WinFin2K3 and I have experienced a problem that is at least similar 
on a number of occasions.

It manifests itself like this:

1. change a clef starting with a particular measure.

2. do some other things.

3. come back and try to change the clef in the first measure of the 
new clef, and doubleclicking has no effect -- nothing happens. 

Sorry to not be more specific, but I've grown so used to it that I 
don't really think about it. It's just another one of those things in 
recent versions of Finale that just no longer work reliably.

I don't think this is related, I think I know the bug you mean. I haven't
quite worked out how to get out of that dilemma, but I somehow always
managed to. This has to do with some clef options that are a little
difficult to understand, I guess, and certainly something is buggy, but it
doesn't actually corrupt the file in my experience.
