Didn't I fix that in CVS?  See:

I couldn't tell you what KDE does,  Mind you, I am assuming FC10 is
using at least FVWM 2.5.27?  In which case it's likely to be
somethiing else.  I certainly can't reproduce it anymore on my Debian
installation, and the results you've outlined here were the same
symptoms as the problem I (purportedly) fixed.

I'm running Fvwm built from CVS.

If I understand fvwm-menu-desktop it's looking for
.desktop files in /usr/share/gnome/apps or applications.

On my FC10 install there is no such directory:

I looked around for a bunch of .desktop files and didn't find
them.  I came to the conclusion that the right way to build these
menus is to use the XDG specified XML files.

I don't remember the whole spec but I did find xdg-menus produces
useful menus.
