one thing you can do is, make sure the outlook window is maximized.

windows-key+up-arrow will maximize the screen.
I'm running windows 10, office 2016, not experiencing that behavior.

The best route to go is for each person to report problems individually,
this shows a higher number of incidences, for a particular problem, which 
will get noticed quicker.

This is an intermittent problem that has been around for years, not truly 
consistent but I remember it from Outlook 2010 and Jaws 14, 15, 16, 17, 18, 
2018.  Same with the read when open from that far back, if you write a long 
message, you have to then close Outlook to get the read message to work 
correctly again.

I have noticed this problem as well, especially recently.

As a result, I have gotten into the habit of using control home whenever
reading an e-mail, but it is still anoying to have to go through this extra
step.
