I'm pretty sure I reported this once and it couldn't be reproduce it in Plasma 6, but it seems to be the same bug as here. The problem is best seen when the panel is vertical as per the original attached video. If you have the panel floating and then move your mouse close to, but not on top of, the system settings icon, then the tooltip appears. If you then click the left mouse button, technically on the wallpaper, then the system settings launch. I can see how this could be confusing for users, even if probably only a minor issue.
