This is great work, Jon - kudos! Some quick feedback.
Just frame sounds fine.
I love the way the thumbnail saves just the area within the frame, and
the way it looks on-screen is great too. If I could make one change
it'd be to lower the contrast outside the frame as well as darkening
it. Or possibly the rgb values to accommodate black backgrounds too?
The visibility state of the frame should be saved and loaded along
with its dimensions :-)
Seems the frame is more of a view-menu thing to me, but then I
flip-flop and think about page setup dialogs which usually go in the
File menu. Which this is, sort of. Presets for Paper-size@n-DPI and
common screen resolutions would be good, though the user should be
allowed to adjust after choosing.
Interaction to move the frame feels unfinished and obscure to me.
Would it be easily possible to draw drag squares just outside the
corners, maybe coupled with an arrow marking the top of the frame?
Adjusting drag handles seems more intuitive to me than attempting some
problematic modifier key + space + pen hover combination.
