Hello Brian!
I have tried using NetMeeting after disabling the QoS Schedular, but the 
problem is still there.
One thing more; I have Windows XP SP2 installed on one of my computers (the one 
which is connected to internet via LAN, but with public IP). Does it make any 
difference? Should i try NM after uninstalling SP2?

actually when netmeeting is started, local video is playing. But when a 
connection with other pc is established, video's status is shown as 'paused'  
no remote video is visible.
what can be its reason?

No secure call was made.
audio at both ends is fine.
how to check for group policy settings?
how to check for QoS schedular?
