Well, what they said to me wasn't quite theft.

They were basically saying, You're not getting on the plane with that
U-lock.  It's too late to check it in your luggage (which has already
been loaded).  You can keep your lock, if you wish to miss your
flight.  They weren't actually taking it from me, they were allowing
me to give it to them, so I could get on that airplane.  ;-)

FWIW, they did say that I could quick run back to give the lock to the
person who drove me to the airport so they could mail it to me;
problem is, I took public transit.  Besides, for the cost of postage
(it was quite a heavy lock) and possible import duties (you know, to
protect the burgeoning Canadian bicycle lock industry), it was cheaper
for me to just buy a new one upon arrival home.

They would have held it for a brief period of time so someone could
come to the airport to retrieve it, but again, that would not have
been feasible or cost-effective (see above).

While it may have been constructive theft, it wasn't legally stealing.

Once upon a time while vacationing in San Diego, I left the visegrip
in my camera bag.

Visegrips are a kind of locking pliers and mine were camera modified.
Some bolts were welded onto them so a small ball head could be mounted, and
they could be used as a tripod base.

TSA was not amused when I tried to pass with this heavy, black anodized thing.
I was with my family, so I gave them the rest of the camera bag and
ran back to the front counter.
The check-in clerks came up with a spare box of about 1 cubic foot,
but no dunnage.
I put the visegrips (about the size of a hand) into the box, added my
name/address,
and sealed it with borrowed tape.
Then they checked the box for me to Chicago.

It was essentially an empty box with a 1-2 pound metal thing inside.
Shake it and the visegrips bounced from side to side.

The visegrips made it with me to Chicago, but kept on traveling with the plane.
Nobody thought too seriously of an old cardboard box in the cargo bay.
I squealed for my custom made visegrips, and they returned to Chicago
some days later.
I try to get the camera bag 'repacked' before I go thru security now.

Like I said, the Vivitar 90-180mm flat field would make one hell of a 
club.  They let me fly with it all the time.  Must be your face...

Actually, I've had them offer to FedEx a pocket knife to my home for 
me.  At a cost of twice the replacement price.  I declined.

A while ago, a co worker of mine was told by TSA he couldn't take his 
shaving razor on board. He took it back to the ticket counter where the 
agent boxed it for him  it was shipped as baggage !

On internal flights in Ethiopia they make you put small things like
penknives, batteries, kalashnikovs and anything else they object to in
a large bucket which goes in the hold. At the end of the flight
there's a free-for-all round the bucket while you try to stop other
people walking off with your weaponry.

Over here they treat it as they would lost property, and presume that
you've made an innocent mistake. In my case I had a knife in my camera
bag, and I'd forgotten about it (I keep one in there out of habit).
They took it from me, tagged it, gave me a receipt and asked me to
collect it from lost property when I came back (I think they may have
charged five quid), or they would post it to me for a fee. That's a
perfectly simple, civilised way to do things, and uses an existing
process, so no real additional cost to them.

Yep, and just like the Income Tax, it's enshrined in US law. :-)  The 
way the law reads, IIRC, you can't take it on the plane, but you can 
take it back to your car or elsewhere (that's not on the plane), or you 
can donate it to them (the TSA).

I've always thought that the Vivitar 90-180 flat field lens would make a 
nice short heavy club.  But they've always let me carry it on, no muss 
no fuss.

 By the way, they let me take my tripod as a carry-on.  Our big suitcase was

 first thing I thought of was the tripod so it came out.  Some other stuff 
 came out and was packed into the garment bags.  It wasn't until I was in the 
 line at security that I started to think about how many ways the tripod 
 could be used as a weapon...  I heard the screener say  Oh, that's a bunch 
 of camera lenses... and a really nice camera... tripod... ok, it's all 
 good.  I was pleased because I didn't know what we were going to do at that 
 point if they balked.
