Urusan KTKLN memang bukan cuma pelaut yang dibuat repot, tapi juga bikin ekstra kerja bagi para crewing agent dalam memberangkatkan pelaut yang sudah terpilih tuk join. Sejak jauh hari saat menawarkan chance ke pelaut, agent akan tanya : Pak, sudah punya KTKLN? Kalau sudah ya syukur. Kalau belum, agent akan notice ship owner agar ticket pesawat/LG/PKL dikirim 2 hari sebelum keberangkatan karena harus buat KTKLN dulu. Yang tambah repot bila permintaan crew urgent, semuanya serba buru-buru. Ship owner tahunya hanya agar semua dokumen beres sebelum berangkat. Agent hanya memberikan arahan dimana urus KTKLN, yaitu di BP2TKI Ciracas atau di KPI Cikini.. BP2TKI gratis, KPI juga gratis TAPI harus jadi anggota, untuk rating 350 ribu/tahun, dan Officer 750rb/tahun. Begitu crew selesai buat KTKLN di KPI, Agen tanya : udah jadi KTKLN nya? Crew jawab : Kartu KTKLN nya sudah, tapi kartu KPI nya nanti katanya akan dikirim ke rumah. Sedangkan untuk crew yg selesai buat KTKLN di Ciracas, Agen tanya : gak dipungut biaya kan pak? Crew hanya menjawab : ya gak juga, katanya ada uang map 50rb..masak map seperti ini 50rb.. tapi ya saya kasih aja, daripada saya terhambat berangkatnya... Ada juga yang jawab : Petugasnya sih gak minta, cuma katanya terserah mau kasih atau gak, biar sama2 enak. Terus ya saya kasih aja uang rokok 50rb.. Pointnya : KTKLN boleh lah, tapi janganlah dipersulit, yang penting LG/Visa/PKL/Pasport/Seaman Book terlampir untuk pembuatan KTKLN, BERES.. jangan pakai berbagai macam alasan dimana crew mau tidak mau harus bayar. Based on experience : Pelaut bisa datang langsung ke BP3TKI Ciracasdi Jl Pengantin Ali No: 71, Jakarta Timur, Telp: 021-87781840 dengan membawa berkas berupa : Seaman book, Pasport, LG dan PKL. Pelaut harus datang sendiri karena untuk kartu ini akan diambil foto dan sidik jarinya (free of charge). Kalau crew join melalui crew agency, sebaiknya disertakan surat pengantar untuk pembuatan KTKLN. BP3TKI buka Senin - Jumat jam 08.00 - 17.00. Namun bila crew agency nya belum terdaftar di BNP2TKI, pelaut bisa membuat KTKLN di KPI Cikini, dengan membawa berkas dokumen yang sama, ini juga free of charge. Namun, sekali lagi bila crew tersebut belum menjadi anggota KPI, maka harus menjadi member dengan biaya Rp. 50.000,- (pendaftaran) + Rp. 300.000 (keanggotaan setahun) untuk dibuatkan kartu anggota KPI dan sekaligus penerbitan KTKLN, biaya tersebut untuk rating ya. Tapi kalau officers, biaya Rp. 50.000 + Rp. 700.000. KPI buka Senin - Jumat jam 08.00 - 17.00, Sabtu-Minggu jam 11.00 - 15.00. Just for sharing info. Memang benar untuk semua crew yang akan join di overseas mulai tahun ini hanya bisa membuat kartu KTKLN di bnp2tk Ciracas. Syaratnya hanya membawa Pasport, Buku Pelaut, PKL, dan visa entri (if necessary).
