Fail, I think. There is nothing worse than Ubuntu`s (yes, yes! The most user-friendly distribution in the world, Linux for human beings haha) bugtracker. It is a BIG problem for Eastern Europe, for example - as already noticed, to connect to internet user must download 2 files from it.
