I just wanted to thank everybody for getting back to me with thoughts on
this. I was able to resolve the issue.
I found out our stream *decoder *was amplifying! That server isn't
maintained by me, so I didn't know. We removed that, and everything sounds
great.

Thanks for the link to the GUI, I'll give that a look. I agree that it
seems I shouldn't need Scarlett volume control (outside of what's on the
box). The sound is clean going into the 2i2, and sounds good when I plug
headphones into the 2i2. I've got the gain turned all the way down, too.

this is a class compliant device, hence there are usually no volume
controls at all.
For a 1st generation 2i2 a mixer is available, see
Try amixer on it and read the man page. The controls may have just not
matched anything in alsamixer.
