Yes gjs you are right, it's not a good solution.
A solution would be to use a cachebox. Unfortunately, that works well on
Apple Store which uses http requests to download the package but not for
GooglePlay which uses https

Just give your people a signed apk to install from a local server.
Don't worry too much... even if not installed from Google play it can use
and access google services and as long as binary and sign is same as once
uploaded to Google play... it works okay and you will even get an option

The main problem is caused by the application's download, when a group of
maybe 50 persons or more come in the same time on the site.
As a touristic site like a cave, or a castle is rarely covered by an
