ts are needed for the representation.
If the number to be encoded is 1, its equivalent encoding is 0001. Please
let me know what I have interpreted is right?

I need to know how the PER encoding of REAL value is done.
For example, how 3.5 will be encoded?
Please give few examples along with encoding procedure. I have read
Oliver Dubuisson's book, it is not clear for me.
