-Caveat Lector- Maybe, and maybe the military's own poor planning and prioritizing (a word the military made up and loves to use) may be the real problem. When I worked in an office at Andrews AFB, MD., We had two real emergencies in which men scrambled in panic and we sent trucks downtown.
