The writers claim that publishers have illegally plundered their work for the past 20 years by selling their articleswithout permissionto electronic databases and CD-ROM companies. At the center of the legal debate are several hundred thousand articles that first appeared in newspapers and magazines and now are being sold in electronic forms. The freelancers argue that they should be paid for the electronic recycling of their work. The publishers say they already compensated the authors and should not have to pay twice for the same material. The publishers all honestly believed they had paid fully for the rights to include these articles in the paper edition, the microfilm edition and the edition that gets published electronically, said Bruce P. Keller, a lawyer for the publishers. The Supreme Court arguments cap a seven-year battle between the freelancers and leading publishers, including the New York Times, Newsday and Time, the magazine division of AOL Time Warner Inc. Other big media companies, including The Washington Post Co. and Gannett Co., have filed legal papers in support of the publishers. Lexis/Nexis, a database company, and University Microfilms International, which produces CD-ROMs, are also defendants. The dispute is part of a wide-ranging battle over copyright laws. The laws were written in an era of ink and paper but now are being challenged by digital technology that allows anyone with an Internet connection and a computer to copy huge amounts of information and send it anywhere in the world. Peter Jaszi, a law professor at American University, said the case before the Supreme Court has similarities to the legal fight between the major music companies and Napster, the online music site, which has allowed users to download songs without the permission of the copyright owners. In both cases, we are struggling to adapt rules written in an analog environment to a digital environment, Jaszi said. Jaszi filed a legal brief in support of the writers on behalf of the American Library Association and the Association of Research Libraries. The legal case chiefly turns on the question of whether the databases and CD-ROMs are revisions of the original publication, or an entirely new product. Copyright law allows the sale of revisions of original material without additional compensation to an author. Freelancer Jonathan Tasini, who filed the writers case in 1993, disputes the publishers claim that the electronic copies of freelance articles are just another edition of the original publication, and therefore not subject to additional fees. Working with a database, a user can search for an individual story or group it with similarly themed articles from other publications. In effect, the user can create an entirely new product from a variety of sources and authors, said Tasini, now the president of the New York-based National Writers Union. The marketplace has come to much of the same conclusion, Tasini said. Look at how it treats such databases compared with how it deals with material copied to microfilmwhich creates an exact copy of the original publications, but in a non-digital, hard-to-copy form. With microfilm, you walk in to a library and scroll through it for free. With Lexis-Nexis, you have to pay a lot of money, Tasini said. He thinks it is time for freelancers to benefit from that extra revenue. The publishers won the first round of the case in 1997, when a federal judge in New York ruled that the databases are essentially revisions of publications in electronic archives. That decision was unanimously overturned in 1999 by the U.S. Court of Appeals in New York, which ruled that a database containing thousands of periodicals can hardly be deemed a revision of each edition of every periodical it contains. Last week, a federal appeals court in Atlanta decided a similar case in favor of a photographer who contended that the National Geographic Society had illegally used his pictures on a CD-ROM without his permission. The court found that National Geographic had created a new product, in a new medium, for a new market that far transcends any privilege of revision or other mere reproduction envisioned by copyright law. Should the writers prevail before the Supreme Court, the database companies would be forced to erase hundreds of thousands of articles and pictures from their electronic files, creating a huge hole in the historical record, said Keller, the lawyer for the publishers. It is a 20-year record of history that is going to be gutted, Keller said. Publishers

The crash has become the subject of popular lore, including a book, and has also made the town a tourist draw. The locally designed ink stamp, used to mark and date outgoing mail, depicts a flying saucer hovering over water with a lighthouse and boat beneath it. The scene refers to an incident in 1967 in which an apparent UFO plunged into the bay near the town and sent the RCMP, Coast Guard and townspeople on a fruitless search-and-rescue mission. "There are so many people coming in who are interested in having their picture taken here or having their mail stamped, I though we needed something with a UFO design," said postmaster Cindy Nickerson, who came up with the idea for the stamp two years ago. The design is also being used on T-shirts, hats and commemorative wooden nickels. At about 11:30 p.m. on Oct. 4, 1967, Laurie Wickens and three friends were driving home when they saw an orange light heading toward the water, and called police. LoBaido 2001 WorldNetDaily.com KARS, Turkey -- The planet's most precious resource -- water -- has become the latest point of conflict in the Middle East, as the UK and Arab nations in the area battle over a proposed dam in Turkey, a facility that coul d cause the perpetual flooding of countless Kurdish villages in the region. It has long been thought that oil would bring about the next great war in the Middle East. In reality, however, the next conflagration will most likely be fought over something more basic to survival and prosperity in the region -- water resources. Some nations, like Iraq and Turkey, are rich in water resources. Others in the region, like the Jordanians and Palestinians, lack water. Israel also is rapidly running out of water. Now, a new development is emerging in the area. After interviewing scores of Iraqi and Kurdish dissidents in Scandinavian refugee camps, WorldNetDaily has identified one of the pillars undergirding Iraqi President Saddam Hussein's intentions in Kurdistan -- it involves the construction of a dam. Kurdistan is a dangerous and rugged place. The Kurds are persecuted by Iran, Turkey and Iraq. They have no homeland. The area is believed to be home to the biblical Noah's Ark, yet the Kurds can find no safe refuge, as di d Noah and his family. The U.S./UK bombings of Iraq and the northern "No Fly Zone," as well as United Nations sanctions and other actions to help the Kurds, have proven futile. Saddam's mega corporation "Asia" has made hi m a billionaire as he sends consumer goods, oil and water through Turkey via Kurdistan to beat the ineffective U.N. sanctions on Baghdad. There is also uranium in the region. The Iraqis seek control of both uranium and w ater resources. Turkey wants to build dams on the Euphrates and Tigris Rivers. Those rivers are the keys to the water supply of the entire Middle East. One of those dams will be called Ilisu Dam, near the border to Syria and Iraq. According to Anna Van Meter, a Scandinavia Red Cross worker currently working in Kurdistan, "When the dam is completed, it will flood over many Kurdish cities, including one of Kurdistan's oldest cities. But that is just one of many water dams which Turkey has planned over the next 20 years." Van Meter continued: "Turkey will make electricity, and lots of it, at plants it hopes to construct on the river. The financiers of the project are from Great Britain. And Norwegian engineers will bring the project to li fe. Syria, Iraq, Jordan and the United Arab Emirates have now made an official complaint to Great Britain and warned Turkey that the construction of this dam is an act of war. Some of the Christian Kurds told me this is the fulfillment of a prophecy of the book of Revelation, that the Euphrates River will be tied up so the 200-million-man armies of China and south Asia will enter into the Middle East." The Socialist Labor government of Tony Blair has been criticized by some members of Parliament over the UK's backing of the Ilisu dam project. According to The Guardian -- a British newspaper that shocked Parliament by exposing the existence of the project and that the UK would fund it -- members of the Trade and Industry Select Committee said plans to spend 20 0 million of taxpayers' money on the dam would have to be dropped unless the Turkish government agreed to certain guarantees. The main stumbling block is trade secretary Stephen Byers' insistence that Turkey consult Syria and Iraq on its proposal to restrict the flow of the Tigris into their territory. Turkey will not do so, according to Olcay U nver, president of the Turkish administration in charge of the project. The British Parliament seems to have conceded that British commercial interests in Turkey and political relations between the two countries would be damaged if Britain did not pledge the 200 million. "At the same time, it would be quite wrong to go ahead regardless of the potential ill effects of the dam in the hope that matters would sort themselves out," said one committee member. The committee demanded that Byers obtain assurances from the Turkish authorities that they had consulted downstream neighbors before agreeing to the project. The independent best are rejected and the mediocre go-alongs welcomed and promoted, provided they have ONE essential quality. Understand, as former Senator Mansfield said, "to get along, you have to go along." We've known Mills since 1991, and it was obvious even at that time that the discovery of less than ground state hydrogen was fundamental. But establishment physics could not squeeze it into its ordained schema. In fact, they had already gone so far as to remove one line from the Mendelieff periodic table, and suppress the full Maxwell quaternions to accommodate their collective fantasy. No discoverer has been more thorough, more persistent and more scientific than Mills. Last time we counted, he had 39 individual independent confirmations of Blacklight. A great deal of credit goes to Mills, his co-workers, and citizen backers who persisted in the midst of a screaming horde of irrational vested interest opposition. Everywhere you turned, this mediocre talent pool clung together and cried in one voice, "Impossible!", and American Physical Society was the worst culprit. Their rationale was obvious -- MONEY. The multi-multi billion hot fusion program, which even today has not reached over unity, is a gigantic failure. Especially Parks, of Princeton, who ran around the world screaming, "impossible!" without looking at the data. And Congress, of course, votes where re-election money originates. Multiply Mills by the thousands and tens of thousands, and you have the sad state of Scientific America today. The mediocre are running the science show, and follow the grubby wishes of less than mediocre politicians and the military-industrial complex. We had our personal experience of this muddy cooperative of the mediocre and the less than mediocre in the 1970s. In 1973, we were forced out of Stanford by vested corporate interests for revealing that the Cold War was a hoax. The West founded and built Communism. But it was a big no-no to make this public. A direct hit on the military-industrial complex money-making machine, and the book was ordered squashed by Dr. Glenn Campbell, then Director of the Hoover Institution at Stanford, who accused this Editor of the ultimate sin in our politicized society -- being a moralist. We continued to work in technology, and discovered by the mid-1980s the nowemerging paradigm. Again we warned the establishment, this time via the Chairman of tile Intelligence Oversight Board, whose Chairman happened to be Glenn Campbell -- the same academic who forced us out of Stanford. Again, Washington looked the other way. What Campbell -- now retired from Stanford -- and the military-industrial establishment do NOT know (but may suspect) is that we placed a lengthy memorandum detailing their actions and threats in Washington and elsewhere. We have been able to keep the book they wanted banned in print all these 33 years, thanks to individual moral Americans. -Caveat Lector- The Morning Star (UK) YUGOSLAVIA From [EMAIL PROTECTED], 28/03/01 03:53:08 BY BRIAN DENNY TWO years ago March 24 the bombing of Yugoslavia by NATO powers began, a campaign that would leave over 1,000 civilians dead and hundreds of schools, hospitals, factories, TV stations, trains, buses and even refugees columns destroyed. To justify this genocide the western media unleashed a demonisation campaign against the Serbs unparalleled in modern history. It is difficult today to describe the relentless stream of lies and distortions dreamt up by the pundits, except to say that media claims that "Serbs" were responsible for the murder of TV presenter Jill Dando were taken very seriously. One of the media tricks was to claim that the war was against one man, the "dictator" Slobodan Milosevic - the three times elected president in the minority multi-ethnic coalition government - and not the Yugoslav people. A smokescreen to cover the actions of NATO in the Balkans, crimes far greater than any perpetrated by Belgrade. Western politicans joined in the hysteria with equal levels of bile and misinformation, denouncing the expansionist "Hitlerite" government in Belgrade, thereby sealing the fate of thousands during the west's multi-billion dollar reign of terror. The west declared that "something must be done" to crush Yugoslavia, a country that was not threatening any other country in the region but fighting an internal civil war against western-backed ethnic Albanian rebels. So, without any mandate from the United Nations, the "humanitarian" destruction of Yugoslavia began while sections of the left grimly repeated claim upon claim by the United States intelligence services that over 100,000 Albanians had been killed, without a shread of evidence to prove it. The NATO attacks were illegal in every sense, in fact it was a showcase to tell the world that international law no longer applied to the western military alliance. In the eyes of NATO, the UN charter protecting the right of nations to self-determination and sovereignty were to be subsumed to the political and economic needs of the west. As US senator Richard Lugar famously put it, once the Cold War had been won, NATO must be "either out of area or out of business." That was the reason Yugoslavia, which had not violated international law, was criminalised by an uneasy military alliance between the European Union and United States which chose to ignore international law. The decision to dismantle the multi-national, multi-ethnic Balkan state had been decided by the west 10 years before and the intervening years saw the relentless carve-up of the Balkans between Washington and the German-led EU. To destroy what was left of Yugoslavia, which by the mid 90's was made up of just Serbia and Montenegro, internal conflict had to be formented and encouraged by the west. So the Kosovo Liberation Army was born and by 1997 the KLA had launched dozens of attacks and assasinations against Serbs and Albanians in the Serb province loyal to Yugoslavia. In less than a year, the KLA had gone from obscurity to a force in possession of ground to air missiles and anti-tank weapons such as the Amburst, which can be only obtained through official German channels. During NATO attacks on Kosovo the KLA guided US bombs to their targets with sophisicated NATO equipment on the ground. The KLA umbrella, which included a number of warlords, demanded "independence" for an ethnically cleansed Kosovo before its final annexation to neighbouring Albania. To this end, the KLA played the western pawn at the farcical Rambouillet negotiatons in Febuary 1999, where the west drew up a document so outrageous that no government could have signed. These accords were really a collective agreement between the big western powers, Germany and the US, in a fight for strategic military positions in the Balkans. Belgrade's refusal to sign the document, which included the NATO occupation of the whole of Yugoslavia, delighted the west and NATO stepped in as the "KLA's air force." Three months later Yugoslavia was driven out of Kosovo by western forces along with over 350,000 Serbs, gypsies, Jews and others, ethnically cleansed by the KLA while NATO turned a blind eye. It was here that western claims as the "defender of human rights" was at its most sickeningly hypocritical. The western strategy for feigning concern for "human rights" was drawn up by US advisor Zbigniew Brzezinski, who dreamt up US support in Afghanistan for groups like the extreme Muslim fundamentalist Taliban in the 1970's. In his book The Grand Chessboard Mr Brzezinski lays out the need to use the emotive issue of human rights to justify anything the west does in order to defend and extend US strategic political and economic interests. Fact Three: My efforts to persuade HUD to bid the single family one mortgage at a time were stopped by Chris Peterson's pleas that they could not handle the closings if small bidders did pay more. I was moved by the desire to increase prices and Barrons interest in giving us major coverage if we did it. Helen remembers that our folks (Huebscher, Ladd) we supportive of the $1 MM pool limit. Was Chris sincere, or did he have other motives? We don't know. Fact Four: Goldman Sachs, according to the Center for Public Integrity, was, as of 1996, Bill Clinton's #1 lifetime campaign donation supporter. Fact Five: HUD and OMB took full advantage of loan sales results to assume the most favorable credit reform treatment and to increase new originations, even after loan sales were suspended. Fact Six: Nic Retsinas reported that the White House had illegally ordered him to not allow us to win new contracts (ie, to fire us). A reliable source said that they had ordered the Assistant Secretary of Administration to do the same. The timing on this would have been end of 1995/early 1996. In this fact pattern, what collusion was theoretically possible? It was possible that Treasurywith or without the White House and DOJ could have colluded to ensure that Goldman (and bidpartners or other bidders such as GEand/or Lehman) could bid above market as a result of: 1. low cost capital to bid with--this could have been accessible before or after the bid. The capital could have been accessible to Goldman in different areas, not necessarily used on this transaction, but arranged as --in essence--a "swap" 2. guaranteed take outs of portions of the portfolios won 3. expedited support from HUD and DOJ or other federal agencies on a variety of refinancing or other issues In return, the Administration could have gotten: 1. Above market bids that would translate into liberal assumptions for credit reform (see description below) in a way that made much more HUD credit and budget profits available to the Administration than otherwise 2. Special treatment of parts of the portfolio in which the government and its covert networks had an interest (fraud. money laundering, SEC violations, tax relief) 3. Special treatment of parts of the portfolio in which friends of the DNC and Clinton campaign had an interest (fraud. money laundering, SEC violations, tax relief) 4. Many site operators and Net advertising companies place Web bugs on their pages to collect information, such as which pages are being read most often. Too small for readers to see, the bugs also can be used in more invasive ways, capturing a visitor's Internet Protocol address or installing pernicious files, for example. The bugs can also be matched with "cookies," the electronic files that are stored on a PC and can contain personal information such as name and e-mail address. Concerned that visitors are often unaware that the bugs are being used to track their surfing habits, security companies are beginning to arm Web surfers with tools to find the pesky bugs. "People don't understand the potential risks associated with Web bugs. With a Web bug, your computer can be fully exposed to malicious sites that can take any files or information from programs on your hard drive," said Tommy Wang of security start-up Intelytics. "People need to get educated on this stuff." Internet tracking and security company Security Space issued a report last Thursday that identified Web advertising networks DoubleClick and Linkexchange.com, as well as Excite.com, as some of the top sites that use Web bugs to track consumers on third-party pages. Meanwhile, Intelytics plans to unveil a free service in two weeks that surfers can use to spy on the spies. Its software, called Personal Sentinel, will alert consumers to the "risk level" of any given Web site by listing the number of Web bugs working behind the scenes. Illustrating the growing presence of such technology, Intelytics issued a report over the holidays on major e-commerce sites that uncovered nearly 16 million pages (out of 51 million that were scanned) with at least one Web bug that had been attached from a third party, such as an advertising network. Privacy on the Hill Such surveillance tactics are beginning to take higher priority with lawmakers as well. Last Thursday, the Congressional Privacy Caucus, a bipartisan group of senators and congressmen charged with studying individuals' privacy, met to discuss the threat posed by online tracking technology. In one such test, the Privacy Council and Intelytics showed how Web bugs, when used nefariously, can steal a computer user's entire e-mail address book merely by clicking on a bugged Web page. "Through an insecurity in Windows, they showed how easy it is for people to get stuff off (a consumer's) hard drive," said Richard Smith, chief privacy officer at the Denver-based nonprofit group the Privacy Foundation, who testified at the Thursday hearing. The Privacy Foundation also is testing a beta version of a browser plug-in, dubbed a Web bug detector, that allows people to identify the tags. In his testimony, Smith illustrated how simple it is to peer into other people's e-mail by attaching a Web bug to the message. According to Smith, a person can send an e-mail with a bug that secretly sends copies back to the sender when the e-mail is replied to or forwarded. "If an e-mail can be wire-tapped in the halls of Congress, where else is e-mail safe? The answer is nowhere," Smith said. Intelytics, in partnership with the Privacy Council, unveiled a similar Web bug-searching service in late January for companies to run reports on their own sites, assessing privacy risks to consumers. Intelytics plans to launch other corporate Web bug tools for e-mail and intranets. The Message Sentinel, for example, is set up to check for privacy threats sent through e-mail, including so-called wiretaps. The product, which is already garnering interest from government agencies and financial services firms, is set to launch in early April. The price has not been set. Personal Sentinel will be available March 15 and will be supported by companies that plan to sell services to "wash" the Web bugs off the page so the consumer can avoid prying eyes, according to Intelytics' Wang. It was still uncertain whether the soldiers were exposed to the nerve agents, the Pentagon (news - web sites) said, but it was now notifying those troops of the possibility. The Pentagon released its report after an investigation on whether the strike on the weapons site at Muhammadiyat, Iraq, exposed large numbers of U.S. troops to nerve gas and other chemical warfare agents. Bombs filled with mustard agents and the nerve agents sarin and cyclosarin were found at the bombing site after the 1991 war. But the Pentagon report said that ``with the possible exception of a few forward-deployed special operations forces in Iraq -- U.S. forces were definitely not exposed to chemical warfare agents as a result of the bombing.'' ``For the few special operations personnel in Iraq, exposure is characterized as indeterminate from the facts available,'' it added. A Pentagon spokesman could not say how many troops might have been affected. The Pentagon also did not address how many Iraqi citizens might have been exposed to chemical warfare agents as a result of the bombing. The weapons site was about 95 miles (153 km) west of Baghdad. Military planners targeted Muhammadiyat because it was an ammunition storage site and suspected Scud missile depot, the Pentagon said. It was unclear whether they knew chemical weapons were also stored there. Bombs With Mustard, Nerve Gas Found At Site After the war ended, U.N. weapons inspectors found damaged and destroyed mustard-filled bombs as well as damaged bombs containing sarin or cyclosarin at the site. Using U.N. reports, declarations by Iraq and other sources, Pentagon investigators determined it was likely that the bombing released 180 kg (397 pounds) of a mixture of sarin and cyclosarin, the Pentagon said in its report. Additionally, computer modeling showed that an estimated 2,969 kg (6,545 pounds) of mustard blister agent was released. The Pentagon said its investigators had concluded that any of 17 airstrikes could have released the nerve and mustard gas agent between Jan. 19 and Feb. 24, 1991. At those times, the closest U.S. forces in Saudi Arabia were 35 miles (57 km) from the nerve agent hazard area. The closest U.S. forces in Saudi Arabia were 125 miles (201 km) from the possible mustard hazard area. ``Therefore, we believe that U.S. forces in Saudi Arabia definitely were not exposed to chemical warfare agents released from the bombing of Muhammadiyat,'' the Pentagon said. ``Nevertheless, it is possible a few U.S. Special Operations Forces personnel were exposed to a low level of nerve agent because of operations in Iraq on Feb. 17, 19, or 24, 1991,'' it added. It was uncertain if those soldiers had been exposed because Pentagon investigators did not know their precise location at the time of the bombing raids. The Pentagon said no U.S. special operations forces personnel were present on the possible days of mustard agent release. But lawyers and industry observers said prospects for a massive refund are highly uncertain. The California Independent System Operator said it has not yet determined how much of a refund it would seek for utilities and taxpayers. Cal-ISO analyzed confidential bidding data on tens of thousands of electricity sales to document what it alleges was market manipulation by generators to drive up prices. But to more precisely measure the amount of alleged overcharges, officials said, they need the kind of confidential power plant cost data that generators provide to federal regulators. His book, Secret Weapons, is chockfull of specious reasoning, flawed logic and outright lies. Its intent is simple—to make CIA mind control programs appear to be "science," rather than illegal Soviet/Nazi-like torture and an outrageous abuse of human rights. Schwarz writes like a hack hired by the CIA to deliver a story on mind control atrocities by government perps. As a CIA spin doctor, Schwarz has definitely earned his blood money. The book Secret Weapons is well-crafted disinformation. It glosses over egregious human rights abuses, as well as the illegal activities of the CIA. The cover blurb claims that Schwarz is the "best selling author of more than 100 books and over 2,000 articles." For the record, Schwarz has written a biography of dead Illuminati Grand Dame Doris Duke, world-class scammer-businessman John DeLorean, and Cuban CIA asset "Marita." As a propagandist (the CIA actually has a job title called "strategic writer," or writer of disinformation for public consumption), Schwarz muddies the waters of CIA crimes and cover-ups by framing the life-long abuses of Lynn and Cheryl Hersha in the context of "training" to be "female James Bond secret agent[s]." Schwarz's conceit, in effect, whitewashes the realities of trauma-based conditioning, mind control abuses, and the horrendous sexual and physical abuses endured by the sisters under the guise of "national security." Rationalizing the continuation of CIA mind control programs into the present, Schwarz writes: "This is not to say that all other researchers had the appropriate war mentality so pleasing to the CIA elite. Many were simply looking out for the financial welfare of their families."(p.63) In other words, don't judge them too harshly. Maybe Sidney Gottlieb, Jolly West, Allen Dulles, Ewen Cameron and the rest of the CIA criminal elite were just trying to put food on the table. If he wrote a biography of Nazi mind control monster Josef Mengele, Schwarz would probably point out what a sensitive cultured man Mengele was since he played the violin so well. Schwarz's own words will convict him. "The scientists who designed the [mind control] project to which Cheryl had been assigned probably would have preferred to work in a less offensive manner," writes Schwarz. "Few wanted to hurt children if there was any alternative. That was why there had been feverish activity on the part of the Central Intelligence Agency's Technical Services Staff (TSS) to develop remote control killers. The idea was to use an implant in the brain that could be stimulated to create behavior. Unwitting adults, unconnected with any of the intelligence agencies could have devices implanted that would stimulate the desired behavior without the person ever knowing what he or she had done." (p. 56) (As if creating "remote control killers" by implants was less of a crime than traumatizing a child and creating a structured multiple to do the CIA criminals' dirty work.) Schwarz's book is full of zingers. Here's another one: "In the last few years, a number of individuals have come forward to reveal being locked in cages and used as laboratory rats. According to the thinking of those who conducted and approved the original experiments, the relative handful of people whose stories have a basis in fact were not deliberately mistreated any more than they thought Cheryl was being mistreated. She and the others were involved in pure science. All conditions had to be identical for both the primary research subjects–the primates in this case and the comparison control group of children." "Pure science"? Locking up children in cages is "pure science"? Schwarz's twisted arguments are simply beyond belief. He writes that "in order to have human lab rats for the experiments who were children and thus minors, a form was developed called proxy consent. It was created at a time when Americans were sure that parents knew and should decide what was best for their children." Schwarz's serpentine logic is impeccable. "The young are often self-centered, their knowledge limited to little more than home, school, the neighborhood and any religious institution to which their families belong, he continues. "They cannot understand that there are times when it is necessary to think of the greater good of others [Huh?] They cannot understand the important role a child can play in preserving the future of democracy and the western world as we know it. Operating at Mach 12 and a cruise altitude of 100,000 ft, this vehicle is a reusable two-stage system comprised of an unmanned boost vehicle and a manned hypersonic strike aircraft. The gas turbine-engined boost vehicle requires a conventional runway and accelerates the strike vehicle to Mach 3.5 and 65,000 ft. The strike vehicle then separates and uses a ramjet/scramjet engine to reach its cruise condition. The total system range is 10,000 nautical miles (NM); the hypersonic strike vehicle has an unrefueled range of 5,000 NM. It is capable of launching precision-guided munitions, including the hypersonic air-to-ground missile described in system 5.4, at a standoff distance of 1,450 NM. Alternatively, the platform may be used to transport an uninhabited unmanned air vehicle described in system 4.2. 1.2 FotoFighter A highly maneuverable, stealthy, inhabited advanced fighter aircraft whose skin is fitted with an array of diode lasers and sensors. Efficient electronic control of the laser arrays allows this fighter to engage multiple targets simultaneously with varying degrees of lethality. At low powers, the arrays can function as transmitters and receivers for low probability of interception (LPI) communications. Threat detection, target illumination, and tracking are also possible. 1.3 Container Aircraft An aircraft consisting of an airlifter in which standard shipping containers form integral structures of the fuselage. The aircraft consists of three baseline sections: the cockpit, the wingbox, and the empennage. In its simplest form, the "short" version-the aircraft is capable of flight by joining the cockpit, wingbox, and empennage directly together. With standard shipping containers installed between the cockpit and wingbox and between the wingbox and the empennage, the aircraft can be configured to carry cargo ("stretch" version). This vehicle also has the ability to deploy and recover powered UAVs while stationary or in-transit. Vehicle is able to house support materiel, personnel, and MEDVAC modules depending upon mission requirements. 1.5 Supersonic Airlifter A Mach 2.4 supersonic airlifter that provides 50,000 pound airlift capability with a unrefueled range of 5,000 NM. This vehicle provides the capability to deliver military personnel (roughly 150), advanced precision weapons, and appropriate resupply anywhere in the world within hours. 1.6 Stealth Airlifter (SA) An all-weather, low-observable aircraft capable of low supersonic cruise and dedicated to special operations forces (SOF). With an unrefueled range up to 4,000 NM, it can be used to insert and extract SOF teams, as well as to extract high value assets (HVA) and weapons of mass destruction. The SA connected to a global information management system (say, GIMS System 8.1) for all source intelligence, weather, navigation, and communications. 1.7 Global Transport Aircraft (GTA) A global reach transport airplane of less than one million pounds take off gross weight, capable of carrying 150,000-250,000 pounds 12,000 to 10,000 NM respectively. This vehicle also can deploy powered UAVs and parafoils. The GTA house support materiel, personnel, and MEDVAC modules, depending upon mission requirements. This aircraft also be modified for use as a tanker. 2.1 Strike UAV A low-observable, uninhabited air vehicle that loiters subsonically over the region of interest for long periods of time (24+ hours) until directed to strike. Its primary mission is to engage ground targets with standoff precision munitions; however, it also has a limited air-to-air capability. It relies on off-board sensors to supply reconnaissance and targeting information as well as command and control, although it has sufficient on-board sensor capability to allow it to perform preprogrammed missions. 2.2 Reconnaissance UAV An uninhabited reconnaissance aerial vehicle (URAV) that can be employed either as an independent system or in conjunction with other airborne, ground-based, and spaceborne systems. These concerns are voiced by Dr. Leonard Horowitz, who claims to have previously traced the origins of mad cow disease to a CIA "industrial espionage" op, allegedly part of a broader bioterrorist move to reinvigorate the agency by turning it into a corporate gun for hire. Horowitz points the finger at Tyson only in part because execs in the firm were close to the Clintons. He thinks another connection can be found in a supposed E. coli outbreak, which he claims made it easier for the big chicken processor to take over a beef company by driving down its stock price. Another theory has it that the U.S. set off a hoof-and-mouth epidemic in Iraq in 1993 during the Persian Gulf war by blowing up a lab that made vaccine to fight the disease. This, too, was a CIA bioterrorist move, killing or crippling millions of animals and contributing to the misery of Iraq's civilian population. At the time, the U.S. claimed the supposed lab was engaged in making germ and biological warfare agents. Napalm Pushed in Hoof, Mouth War Apocalypse Now British officials struggling to get a grip on the hoof-and-mouth epidemic by intensifying the slaughter of cows, pigs, and sheep may get a boost from American researchers who recommend using napalm to burn carcasses cheaply and quickly. Napalm burns up a carcass in 60 minutes, compared to current methods requiring three days. Cost is a few dollars per animal compared to the current cost of $2800. "We are talking pennies," Louisiana State University expert Martin Hugh-Jones told the magazine New Scientist. "Napalm does not vaporize easily and so does not produce dangerous fumes," he said. "Nor does it produce any dangerous by-products as a result of burning." But a spokeswoman at the Ministry of Agriculture, Fisheries, and Food said the Brits have no plans to use napalm. "It is not an option that has been looked at so far," she said. "There are likely to be safety concerns that we would need to look at first, and we would need to have a lot of discussion about the risks."

The pottery artifacts are from the Aztec and Mayan civilizations, dating back 2,700 years. They were reported as missing to the TCU Police Feb. 23. However, the TCU incident report cited that the items were last seen Feb. 1, 2000. Robert Seal, head university librarian, said the room where the artifacts were stored was locked. He said he does not know how someone got into the room, but noted that there was no forced break-in. There was no scheduled inventory check-up on the stored items, but rather, they are checked randomly, he said. TCU Police Chief Steve McGee said there have been no solid suspects linked to the case. According to the incident report, the pottery pieces were individually wrapped in bubble plastic and placed into cardboard boxes to be stored in the basement. While the artifacts were taken from the storage room, the plastic covers and boxes were left behind, said Kelly Ham, TCU detective of criminal investigations. Each artifact was numbered with a four-digit museum catalog number. The artifacts were donated to TCU by the Moorehead Collection in three different donations in 1996 and 1997. The approximate value of the items stolen are based on 1996 appraisal values. The current value of these artifacts may be significantly higher from the appraised value. McGee said not all the artifacts were taken from the storage room, but several that remained were damaged. McGee said the artifacts have since been moved from the storage room. "It cannot be determined if the artifact pieces were taken incrementally or if they were taken all at once," McGee said. Seal said the artifacts were reported missing after Thomas Guderjan, anthropology professor, noticed they were tampered with. Faculty and students can use the artifacts after obtaining permission from the library, Seal said. "The pottery artifacts have been in storage for a couple of years now, after being on display for a year," Seal said. "Even if they are in storage, they are still used on and off by students and faculty members." McGee said the investigation to find the missing artifacts has been difficult because of the large time period between when they were reported missing and when they were seen last. Such a count would not have included Palm Beach, Volusia, or Broward Counties; the latter two because their undervotes were included in the certified total prior to the Court's Decision, and Palm Beach because the Court's decision included an order to add to the state's certified vote tally the results of their completed but tardy manual recount (a net gain of 176 votes for Gore). In addition, the court decision required Dade's partial manual recount (a net gain of 168 votes for Gore) included in the certified total. These additions shrunk Bush's 537 vote lead down to 193 votes. The undervote count was to include the overvotes from all the remaining counties including Dade, which still had roughly 9,000 undervotes yet to be reviewed. As we all now know, the US Supreme Court halted this count and closed the door on the Florida election. Understanding the "Who Would Have Won Florida" Stories Those reporting the results of the sunshine reviews thus far seem bent on using them to play the "who really won Florida" game (in my opinion, they should be reporting what was found rather than declaring a winner). If such speculation is going to be promoted, then it seems only fair to try and place such predictions in the context of plausible election events with the potential ti change the election's outcome. Recall that everyone finished their manual recounts except for Dade (Palm Beach finished, but missed the court imposed deadline by a few hours). The measure, which would prohibit those accused or convicted of domestic violence from having a gun, still struggles on, now weighted by controversy and consternation. The powerful Texas State Rifle Association, state kin to the NRA, promised to not fight the bill by Sen. Royce West, D-Dallas, but a rebel faction managed a surprise attack. The measure states that those under a protective order or convicted of family violence cannot possess firearms. The bill tracks a federal law. State association executive director Randy Gibson credits Mr. West with meeting with the group and altering his bill to allay their concerns. As a result, they promised to remain neutral. "We don't want someone convicted of family violence with a gun," Mr. Gibson said. He said his organization promotes safety and responsibility, and Mr. West's bill keeps with those goals. But not every gun-rights advocate is so assured. They worry that anyone caught in a contentious divorce might be slapped with a protective order and their guns confiscated. Mr. Gibson said this bill takes such concerns into account, specifying that the protective orders that rescind gun rights must be prompted by an attempt to do harm. With that understanding, Mr. West's bill passed the Senate and whizzed through House committee. Then came the unauthorized March 20 e-mail, sent to tens of thousands of gun owners, sparking many to call their representatives in protest. House sponsor Rep. Toby Goodman, R-Arlington, said, "The e-mail trashed it. Now someone's tagged the bill," meaning it is being delayed at a member's request. Mr. Goodman said he is confident the bill will pass, eventually. "I don't know why they would object to something already prohibited under federal law. And if you have a protective order against you, you shouldn't have a handgun," he said. Mr. Gibson said the state group sent out two follow-up e-mails, explaining the bill and saying the group has taken a neutral stance. Of course, every organization has its true believers, and some will probably continue opposing the bill, he said. "You're going to have those on the extreme edge who think no one should be limited in having a firearm," Mr. Gibson said. Mr. West remains philosophical. A subversive plot to sow traffic chaos, or sabotage to provide extra business for street-cleaning contractors? The oily black stains spreading across hundreds of miles of urban asphalt have police investigators scratching their heads. Police suspect the sticky grime, up to an inch (2.5 cm) thick in places, is a mixture of used engine oil and highly corrosive brake fluid, dispensed from plastic bags by hired muck-spreaders in the dead of night. Curb to curb in places, the greasy stains cover many main avenues in Caracas, are particularly bad in tunnels and stretch up to 20 miles (30 km) on highways from the city center. ``It's dangerous because someone could get killed,'' said cyclist Milner Paredes. The Central University says the stains, which first appeared in 1994 but returned with a vengeance this year, could be linked to poor maintenance of the city streets, but the government sees a conspiracy: ``It is the work of subversives,'' said Caracas Mayor Freddy Bernal. The Nazi Hydra was conceived to fill a gap in the literature by providing a detailed overview of the influence of fascism within the United States. The intent and motivation for such a project was twofold: to sound an ominous warning as to the direction this country is taking at the hands of the right wing and to provide a convenient all encompassing source on fascism in the Untied States for the reader. In this regards the chapters are heavily documented. And I urge the reader here and throughout the book to read the sources cited for further details.When complete the book is projected to span sixteen chapters. Chapters will be made available on this web site as they are completed. After two years into this project I now understand why such a book was never attempted before. Such a detailed accounting of fascism within this country would literally fill volumes. Some of the chapters are brutally long, yet I feel that I have omitted far too many details for the sake of the reader. For instance, the Chapter Ratlines covering the CIA and its reliance on Nazi war criminals, is over 27,000 words or roughly 60 pages. Many details had to be omitted in writing that chapter in setting up the premise of how this over reliance of Nazi war criminals started the cold war, influenced our foreign policy and even influence our medical testing on orphans and prisoners. At least a half dozen excellent books exploring this aspect of fascism comes to mind and the reader is referred to them extensively in the chapter. But such omissions of details become a fact of life in presenting a broad overview of a complex and many faceted topic. In fact nothing remains unchanged from the original outline. Even the title was changed to better reflect on the subject from the original title of High Noon: in Fascist America. The real danger of fascism is that its so insidious that it can creep into every crack of daily life unnoticed including religi ous groups, hence the logic behind the change in title. Chapters were omitted and others added as research dictated. Additional information and revisions need and will be made in some of the chapters already written. But such changes are the hallmark of good research. Some readers will undoubtedly find the Nazi Hydra disturbing. They shudder at reports of another Nazi war criminal being deported and the crimes against humanity that he inflicted onto others. They fear to ask the question how such a person could slip into the country or how many more are present. Others may be livid with anger as the Nazi Hydra details the associations of the Republican Party and past presidents: Nixon, Ford, Bush and Reagan with Nazi war criminals. But history cannot be rewritten and it's a story that must be told. Those that aided Nazi war criminals are no less guilty of crimes against humanity than any of the Nazi war criminals and need be held fully accountable at the end of a hangman's rope. As today we stand at the edge of a deep chasm with the right wing ready to shove us over the edge into full-blown fascism. Still others may find the Nazi Hydra as it was intended as a useful resource and the danger that fascism presents to the world and the United States today. In fact I have received an email from a wonderful lady in New Zealand that has been using it as a reference in the forum MAI-NOT. Her email with her name omitted appears in the rave review link below. The one thing I do promise is the book will not end in darkness. The final chapter will be a chapter detailing solutions to stopping fascism dead in its tracks. For the reader that cannot wait one such proposal can be found in the Corporate Welfare section in the links section of the White Rose. The proposed solution to ending once and for all time corporate rule and domination is the proposed constitutional amendment. I would greatly appreciate if any reader has documentable evidence of fascism or of right wing propaganda material to please email such material to me. Advocates of disseminating the so- called worst-case scenarios submitted by chemical plant operators say the data could help communities prepare for disasters like industrial explosions. But members of Congress, industry officials and law enforcement authorities have argued that the information is too sensitive and could be used by terrorists to plot attacks. Environmental Protection Agency officials said they wanted to discuss the "national security concerns" of the Clinton proposal with the Justice Department, an agency spokeswoman said. The proposal would have allowed people to visit reading rooms and review risk management plans on computer systems that let them read the material but not copy or print it. Originally, the agency was to post all the information on the Internet, but Congress blocked that plan in 1999. Freedom-of-information groups eventually placed summaries of some reports on the Web. Advocates of disclosing the full reports are concerned by the latest E.P.A. action, noting that the agency's new administrator, Christie Whitman, removed more than 1,000 hazardous industrial chemicals from New Jersey's so-called right-to-know list of those subject to state inspection while she was governor. The game, which begins on the internet, has just been launched in America and producers are now looking to transport it across the Atlantic. As yet it is not set up to deal with international calls. Despite its mandatory adults-only rating, critics claim the way in which Majestic pursues players is harassment. Psychologists warned yesterday that it could lead to breakdowns in vulnerable people and damage development if accessed by children. Dr Geoff Scobie, a psychologist at Glasgow University, said: "Many people already have problems distinguishing between fantasy and reality, and my concern is that something like this could blur that line even further. "One of the key parts of a child's psychological development is learning to distinguish between the two, and this game could be damaging if they became involved. "Trying to disconnect people from reality is a well-known brainwashing technique and this could trigger breakdowns if the player is unable to end the game." The producers of Majestic, distributed by the industry giant, Electronic Arts, boast of how it is the world's first game to reach out and connect with people's real lives. The point of the game is to solve the conspiracy, making use of hidden clues, but it is impossible for players to step out of the game or know whether the other characters in the game are human players or programmed. The American game producer, Neil Young, has described how his disturbing game drew people in and turned players into "pawns''. He said: "Players are just pawns in the game. Once you are in it you are bombarded with phone calls to your home, faxes and e-mail messages to your office and text messages to your mobile phone. It is up to you to make sense of it." A spokeswoman for the British subsidiary of Electronic Arts was reluctant last night to be drawn on the row or when the game would arrive in the UK. She said: "The game has been extremely well received in the US, and we are looking at ways of bringing it here. "We cannot say for sure if or when that will be. The U.S. military, further, would like to base weapons in space. The new Bush administration is gung-ho for U.S. projection of space military power. As last month's report of the "Space Commission" chaired by incoming Defense Secretary Donald Rumsfeld puts it: "In the coming period, the U.S. will conduct operations to, from, in and through space in support of its national interests both on the Earth and in space." Star Wars is back. But there's a difference since Star Wars first emerged under Ronald Reagan in 1983. Then it was purportedly needed to fend off what Reagan called the "evil empire," the Soviet Union. There is no Soviet Union any longer. And a key rationale for Star Wars now, U.S. military documents acknowledge, is the global economy of which the U.S. is the engine. The U.S. would, from the "ultimate high ground" of space, "dominate" the planet below in part to keep the global economy on track. Says the U.S. Space Command's "Vision for 2020" report , its cover depicting a laser weapon shooting a beam down from space zapping a target below: "The globalization of the world economy will also continue with a widening between "haves and have-nots." From space, the U.S. would keep those "have-nots" in line. The U.S. Space Command, set up by the Pentagon in 1985, describes itself in "Vision for 2020" this way: "US Space Command dominating the space dimension of military operations to protect US interests and investment. Integrating Space Forces into warfighting capabilities across the full spectrum of conflict." Vision for 2020 compares the U.S. effort to "control space" and Earth below to how centuries ago "nations built navies to protect and enhance their commercial interests," referring to the great empires of Europe that ruled the waves and thus the Earth to maintain their imperial economies. Consider the "Long Range Plan" of the U.S. Space Command. "The United States will remain a global power and exert global leadership," it says. "The United States won't always be able to forward base its forces. Widespread communications will highlight disparities in resources and quality of life contributing to unrest in developing countries. The global economy will continue to become more interdependent. Economic alliances, as well as the growth and influence of multi-national corporations, will blur security agreements. The gap between have' and have-not' nations will widen creating regional unrest. One of the long acknowledged and commonly understood advantages of space-based platforms is no restriction or country clearances to overfly a nation from space." The U.S. Space Command seeks to become "the enforcement arm for the global economy," as Bill Sulzman, director of Citizens for Peace In Space put it at the international conference last year of the Global Network Against Weapons and Nuclear Power In Space. U.S. citizens are not aware of the broad military plans of the U.S. for space because of the PR spin of the new Star Wars pitch (it's about protecting against a "Space Pearl Harbor," as the Rumsfeld Commission puts it, "just" about "missile defense") and due to communications media that are lazy and worse. But other nations of the world do understand. That's why, at the United Nations last November 20, a resolution was introduced on which 163 nations voted yes for "Prevention of an Arms Race in Outer Space." It reaffirmed the basic international law on space, the Outer Space Treaty of 1967, and specifically its provision that space be set-aside for "peaceful purposes." The United States abstained. A country leading in the international effort to stop the U.S. plans by strengthening the Outer Space Treaty and barring all weapons from space is Canadano potential rival. As Marc Vidricaire, representing Canada, said at the UN last year: "It has been suggested that our proposal is not relevant because the assessment on which it rests is either premature or alarmist. In our view, it is neither. One need only look at what is happening right now." Moreover, stressed the Canadian statement, "There is no question that the technology can be developed to place weapons in outer space. There is also no question that no state can expect to maintain a monopoly on such knowledge -- or such capabilities -- for all time. If one state actively pursues the weaponization of space, we can be sure others will follow." But the rogue state called the United States is blocking the Canadian initiative. The supersecret project for the National Reconnaissance Office is estimated to be worth up to $25 billion over two decades, providing a major boost to the Southland's aerospace industry and solidifying the area's dominance of high-tech space research. Equipped with powerful telescopes and radar, the nation's newest eye in space is expected to form the backbone of U.S. intelligence for several decades, analysts said. The satellites will be farther out in space and harder to detect than the massive spy probes that currently orbit the Earth. They will also be able to fly over and take pictures of military compounds anywhere in the world, in darkness or through cloud cover, with far more frequency. Company officials are restricted from talking about the highly classified contract, but Roger Roberts, general manager of the Boeing Co. unit in Seal Beach overseeing the project, gave a hint of its scope. The endeavor will require 5,000 engineers, technicians and computer programmers over the next five years, and that will just be for the initial design and development of the satellites, he said. That figure doesn't include thousands more who will be required to assemble the satellites, most likely at Boeing Satellite Systems in El Segundo, and thousands of workers employed by hundreds of subcontractors and parts suppliers such as the 1,900-employee Marconi Integrated Systems in San Diego. Sending the satellites into space will also require new rockets, which should also bolster the launch industry. The need for engineers has been so great that two months ago Boeing opened a recruitment office in Sunnyvale, where it is targeting both dot-com survivors and Lockheed Martin Corp. engineers who built many of the spy satellites now in orbit. After dominating that business since the 1950s, Lockheed lost the new contract to Boeing. John Pike, a Washington, D.C.-based military space consultant, believes that in all, the work could eventually mean jobs for at least 20,000 people in California. "Lots of kids will be sent to college, lots of swimming pools are going to get built and a lot of people will spend their career working on this project," Pike said. Still, most state officials said they know little about the project. "I don't think most people are aware of how big this is," said Mike Marando, spokesman for the California Technology, Trade and Commerce Agency. "We know California benefits substantially, but by exactly how much we just don't know." The National Reconnaissance Office hasn't helped. The enigmatic agency announced the contract in a three-paragraph news release posted on its bare-bones Web site little more than a year ago. The project is officially known as Future Imagery Architecture. Despite slowly opening itself up in recent years, the NRO still remains one of the most secretive government agencies. Even its innocuous logoa space probe circling the globe, was a secret until 1994. Besides saying it awarded the contract to Boeing "to develop, provide launch integration and operate the nation's next generation of imagery reconnaissance satellites," not much else has been revealed. Virtually everything else about the contract, its dollar amount, the number of satellites to be built, who is doing what and where, and the capabilities of the satellite, is secret. Even the duration of the contract is deemed classified. "This program is so secret that most of the people who work on it won't have a good sense of what they are doing," said Loren Thompson, a defense analyst at the Arlington, Va.-based Lexington Institute. Noble Senate Democrats have come to the aid of a downtrodden woman. They are furiously passing the plate for this destitute soul, pulling out all the stops to help her get back on her feet.Who is this charity case? Not a welfare mom. Not a Cuban refugee. Not a homeless teen. It's poor little Sen. Maria Cantwell (D-Wash.), the former dot-com executive who spent $10 million she doesn't have to win her seat. Cantwell's personal fortune, estimated at $40 million, went poof when her tech-heavy portfolio plunged last fall. Her campaign debt reported at the end of December was $4.3 million. Young staffers went uncompensated for months. Dozens of small businesses still await payments. Two weeks ago, Cantwell failed to pay a hefty bank loan for which she had used her volatile stock in Seattle-based RealNetwork s as collateral. Cantwell has another bank note due in full in June. Bills, bills, bills. What's a politician on the public dole to do? Cantwell's deep-pocketed colleagues in the Senate feel her pain. Sen. Dianne Feinstein (D-Calif.) told Roll Call, the Capitol Hill newspaper, this week th at "this is a very hard time" for Cantwell. Well, break out the ultra-strength Kleenex and super-sized checkbooks. "We're trying to raise money to help her, trying to give her good advice -- good financial advice," Feinst ein said. Cantwell will certainly be learning from a pro. Feinstein, the eighth richest member of Congress, is worth an estimated $50 million. How did she make the big bucks? She married multimillionaire businessman Richard Blum, w ho has helped Feinstein secure shady loans and refinanced one of their many lavish homes to fund her Senate campaigns. Also on the Cantwell salvation army band: Sen. Hillary Rodham Clinton (D-New York). She plans to hold a fund-raiser for her impoverished colleague next month at her $2.85 million mansion in Washington, D.C. Like Feinstein , money honey Hillary is a financial whiz who can give Cantwell sage advice on such varied topics as securing lucrative book deals, speculating in cattle futures, saving money on home furnishings, stiffing struggling wait resses, and purchasing not one, but two, seven-figure homes (with favorable mortgage terms, of course) -- all while carrying more than $5 million in legal debts she owes with that guy who's loafing around her house in Cha ppaqua. The filthy rich Democratic men of the Senate are offering a gallant hand and open wallet, as well. Sen. Edward Kennedy (D-Mass.) has reportedly offered to host a fund-raiser for Cantwell and hook her up to his Massachuset ts campaign donor base. Kennedy, of course, is the senior heir of his daddy's booze biz fortune -- totaling some $850 million, according to Forbes magazine. Sen. John Edwards (D-N.C.) -- who earned his wealth as a glorifi ed ambulance chaser -- chaired a $200,000 fund-raiser for Cantwell at his D.C. mansion last week. By day, these loaded Senate Democrats attack President Bush and the Republicans for catering to the rich and powerful. They oppose income tax cuts, capital gains tax cuts and death tax cuts. They oppose school vouchers for poor children. They champion campaign finance reforms to punish big political spenders like Cantwell, then fill their nights drumming up dollars for themselves and cash-strapped colleagues ... like Cantwell.
