-Caveat Lector- June 1, 2001 08:07 p.m. EDT Simulation of Waco shoot-out used different rifle, official says By MATT KELLEY Associated Press WASHINGTON (June 1, 2001 08:07 p.m. EDT) - The simulation that concluded government agents did not fire their guns during the Waco siege did not test the type of assault rifle the FBI had at the scene, according to an official who helped run the test. The simulation last year used a standard M-16 military rifle with a 20-inch barrel, said Robert Stewart, a U.S. Postal Service inspector who helped coordinate the simulation. The FBI does not use standard M-16s, and members of its Hostage Rescue Team who were at Waco, Texas, in 1993 carried a version with just a 14-inch barrel, an FBI spokeswoman said. Firearms experts say the longer gun has less muzzle flash, a term for the briefly visible fire that escapes the end of the barrel. Lawyers for the Branch Davidians who survived the fiery end of the siege in April 1993 are now questioning whether the test really proved that FBI agents never fired their guns at the Davidian compound. I think it completely undermines the test results, attorney Michael Caddell said. Caddell said he plans to use the test as evidence if the lawsuit his clients filed against the government is restored on appeal. Former Sen. John Danforth, who led the independent Waco review, said he did not know specifics about the test gun. He said it would not change his conclusion that the FBI did not fire upon the Davidians at the end of the siege. Eighty Davidians died. I don't know what weapons were tested myself, Danforth said Friday. But all of this was part of the agreement, and all of it was pronounced fair at the end of the test. An FBI official, who spoke only on condition of anonymity, said the agency provided one of the shorter rifles to Danforth's office and that the ground rules for the test called for the smaller rifle to be used. Danforth said Friday he thought he received something less than total cooperation from the FBI, although he said that did not change his findings that absolved the FBI of blame for the Davidians' deaths. Do I think there's anything out there hidden in some drawer that would affect the outcome? I don't think there's any chance of that, Danforth said. John Collingwood, the FBI spokesman, cited Danforth's final report on Waco, which said problems with the FBI's performance in turning over documentary evidence were eventually settled to Danforth's satisfaction. Stewart said the military's M-16 rifle that testers used had a 20-inch barrel, not the 14-inch carbine that the FBI had at Waco. He provided documentary filmmaker Mike McNulty with a photograph of the gun tested. We tested a standard military issue M-16, not a carbine, Stewart said. The Davidian lawyers sought the simulation on March 19, 2000, because they believed flashes of light that appeared on infrared video from the final moments of the siege could be muzzle flashes from FBI guns. Experts from British contractor Vector Data Systems concluded the flashes on the April 19, 1993, tape were glint from the sun, not gunfire. Danforth and U.S. District Judge Walter S. Smith Jr. relied in part on that information to conclude that FBI agents did not fire their guns at the Davidian compound. Firearms experts say the difference in barrel lengths could have affected the test. Guns with longer barrels produce smaller muzzle flashes than those with shorter barrels because the hot gases released by firing have longer to dissipate and cool, they said. From my experience, it's intuitive that with a shorter barrel, you're going to get a longer muzzle flash, said Don Bassett, a retired FBI agent who helped create the Hostage Rescue Team. Caddell said he repeatedly insisted that the test include the smaller M-16, and said that Danforth's office kept him from inspecting the weapons used in the simulation. Caddell said the test protocol called for using the shorter assault rifle. We were either suckered by the Office of Special Counsel or we were suckered by the FBI, or both, Caddell said. Danforth denied any wrongdoing. The weapons that were used and the way the test was conducted was something that was agreed on by everyone, Danforth said. Ten days before the test, Brad Swenson of Danforth's office wrote Caddell to say that on the FBI's recommendation, testers would only use one type of M-16. Swenson said the FBI would provide a gun which is representative of all the M-16 style weapons the HRT had at Waco. Swenson referred to that gun as an M-16A2, the standard rifle with a 20-inch barrel. Swenson also wrote that the test gun would have a 14-inch barrel. Caddell learned of the weapons discrepancy from McNulty, a filmmaker who has made several documentaries about Waco that accuse the government of a cover-up. Jenna Bush, in her second such run-in with the law in just over a month, was ticketed for misrepresenting her age when she ordered a margarita at a Mexican restaurant, while her twin sister Barbara was ticketed for possession of alcohol by a minor. Both sisters are 19 and Texas law forbids anybody under the age of 21 from buying or drinking alcohol. The Texas legislature adopted tougher penalties for underage drinking during its 1997 session in a bill that was signed into law by Bush in June of that year. Among its various provisions, the law allows authorities to suspend the driver's licenses of minors caught driving with even the slightest trace of alcohol in their blood. Minors convicted of an alcohol-related offense that does not involve driving, like the Bush twins, can lose their license for 30 days for a first offense and 60 days for a second offense. Minors convicted of a third offense can lose their license for 180 days, be fined up to $2,000 and jailed for up to 180 days, under a so-called ``three strikes and you're out'' policy. Jenna, a student at the University of Texas, pleaded no contest earlier this month to a charge of possession of alcohol by a minor after undercover police found her drinking beer as they checked for underage drinkers in an Austin bar. She was ordered to perform eight hours of community service and attend a six-hour alcohol awareness course. In the latest incident police said Jenna presented an identification card that belonged to somebody else as proof of her age, prompting the restaurant manager to call police. Witnesses told police that Barbara, a student at Yale University in New Haven, Connecticut, and a friend, Jesse Day-Wickham, had already been served with margaritas. The friend was also cited for possession of alcohol by a minor. I - THE MYCOPLASMA A COMMON PATHOGENIC MYCOPLASMA There are 200 species of mycoplasmas. Most are innocuous and do no harm; only four or five are pathogenic. The Mycoplasma fermentans (incognitus strain) probably comes from the nucleus of the brucellosis bacteria. This disease agent is not a bacteria, and not a virus; it is a mutated form of the brucellosis bacteria, mutated with a visna virus, from which the mycoplasma, is extracted. Dr. Maurice Hilleman, chief virologist for the pharmaceutical company of Merck, Sharp and Dohme, stated that this disease agent is now carried by everybody in North America and possibly most people throughout the world. The mycoplasma used to be very innocuous. Only one person out of 500,000 would get multiple sclerosis; one out of 300,000 would develop Alzheimer's; one out of 1,000,000 would develop Creutzfeldt- Jakob disease. Before the early 1980's, nobody ever died of AIDS because it didn't exist. The mycoplasma is also the disease agent in AIDS, and I have all the documentation to prove it. BIOWARFARE RESEARCH Between 1942 and the present time, biological warfare research has resulted in a more deadly and infectious form of the mycoplasma. They extracted this mycoplasma from the brucellosis bacteria, weaponized it and actually reduced the disease to a crystalline form. According to Dr. Shyh-Ching Lo, one of America's top, top researchers, this disease agent, the mycoplasma, causes among other things, AIDS, chronic fatigue syndrome, multiple sclerosis, Wegener's disease, Parkinson's disease, Crohn's colitis, Type I diabetes, and collagen-vascular diseases such as rheumatoid arthritis and Alzheimer's. The mycoplasma enters into the individual cells of the body depending upon your genetic predisposition. You may develop neurological diseases if the pathogen destroys certain cells in your brain, or you may develop Crohn's colitis if the pathogen invades and destroys cells in the lower bowel. Once it gets into the cell, it can lie there doing nothing sometimes for 10, 20 or 30 years, but if a trauma occurs like an accident, or a vaccination that doesn't take, the mycoplasma can become triggered. Because it is only the DNA particle of the bacteria, it doesn't have any organelles to process its own nutrients, so it grows by uptaking preformed sterols from its host cell, literally kills the cell, and the cell ruptures and what is left gets dumped into the blood stream. New research into how these so-called endogenous cannabinoids work may help scientists understand what goes on inside the heads of those who smoke pot -- which floods the nervous system with far more of the active ingredient than the brain can supply on its own. Last week's U.S. Supreme Court ruling against the medicinal use of marijuana came as brain scientists were celebrating profound new discoveries about how cannabis works in our heads. The landmark studies, published recently in the journals Nature and Neuron by scientists at the University of California at San Francisco, Harvard Medical School and Kanazawa Medical University in Japan, suggest the brain cooks up its own marijuana-like ingredients in order to tweak the all- important connections that link nerve cells. Two of these marijuana-like substances have been discovered so far, docking in the very same nerve-cell receptors used by THC, the active ingredient in pot. It's as if the brain has its own secret stash. But despite years of research, scientists had no clear idea until now what its purpose might be. Were we built to smoke marijuana? wondered Jeff Isaacson, an assistant professor at the University of California at San Diego, who contributed to the latest findings by UC San Francisco graduate student Rachel Wilson and neuroscientist Roger Nicoll. They set out to discover how nerve cells talk back to one another in a brain region called the hippocampus, which is crucial in memory and learning -- is one of the principal areas affected by marijuana. The back talk involved is actually a feedback loop that allows a nerve cell, or neuron, receiving an impulse from another neuron to fire back its own signal, thus modifying critical neurochemical activity at the source. This so-called retrograde signaling is one key way neurons can dial into one another, allowing effective communication to take place at the cellular level. There are essentially two kinds of brain cells, according to Stanford University neuroscientist Dan Madison. There are the principal cells that make up what he likened to a superhighway system of long-range information movement, and there are interneurons, which are like traffic signals along that highway. Cannabinoids are a way for the principal cells to regulate the traffic lights, Madison said. After two years of laboratory study and frustrating dead ends, Wilson and Nicoll found that the role of the brain's cannabis is to make the feedback system work. Harvard researchers, working independently, found an essentially identical role for endogenous cannabinoids in another part of the brain, called the cerebellum, which helps to control motor function. It's a way for a nerve cell to adjust the gain or intensity of the information coming into it, Nicoll said. It turns up the amplifier, in a way, and allows more input to get through. These adjustments seem to have an important role in the brain's uncanny ability to synchronize the firing of nerve cells scattered throughout the brain, linking behavior with mood and memory with vision or hearing. Thousands of signals thus become molded into vast oscillations, helping the brain bind together different aspects of perception into something we can experience as a coherent state of mind -- a feeling of being in love, perhaps, when we look at someone. If that's the case, the implications for marijuana smokers seem rather profound. Marijuana receptors are just about everywhere inside our skulls, but the brain's natural cannabis is present in minute amounts, and its effects are subtle: a fleeting and localized shift in brain chemistry in particular areas of the nervous system. When you smoke a joint, researchers said, you essentially swamp that whole system for however long the buzz lasts by flooding the brain with THC. This may help to explain why marijuana users report the drug has such diverse and often idiosyncratic effects on mood, memory, appetite, vision, pain and motor control. Officials with the expedition said the ice that Ousland had measured during the trip ranged from two feet to six feet in depth. Many scientists believe that increasing emissions of greenhouse gases -- caused by burning fossil fuels -- are contributing significantly to global warming. Earlier studies showed the Arctic sea ice had thinned over the last 30 years or so to six feet from 10 feet and had shrunk by around six percent since 1975. Ousland said he had noticed other distinct changes in the Arctic since 1994, including a much greater number of polar bears closer to the North Pole. POLAR BEARS PROLIFERATING ``I saw between 50 and 60 polar bear tracks on the Russian side. In 1994 I saw two tracks, so that's a big, big change,'' he said. One explanation could be that thinning ice meant the bears needed to travel further to hunt seals, he added. At one point the explorer was almost ambushed by a female polar bear and her two cubs but managed to scare them off with a warning shot from his revolver. Ousland said he had also been startled to see large pieces of driftwood from Siberia very close to the North Pole, another possible indicator that the ice was much thinner than usual. ``I saw big logs standing straight up, like poles, with roots and everything. I also saw sand from riverbeds on (pieces of) ice which probably came from the coast of Russia,'' he said. In 1990, Ousland and a colleague were the first people to ski unaided to the North Pole and in 1994 he repeated the feat by himself. In 1996 he became the first person to ski solo to the South Pole and a year later he became the first to cross the Antarctic continent unaided and alone. But the goal of his latest trip -- to become the first man to ski across the Arctic unaided -- died on the third day when his sledge broke and a new one had to be airlifted to him. ``This was a big, big mental stress and for me it was actually a victory to actually keep on going,'' he said. Mr. Borgquist says the text was drafted by a State Department team led by former Assistant Secretary of State Adolph Berle between 8:30 p.m. and 12:30 a.m. -- after the first 13 parts of the 14-part Japanese reply to the American ultimatum had been intercepted, decoded, and delivered on Saturday night, Dec. 6, 1941. That's because homes and office buildings weren't as tightly sealed as they are now. Back then, almost all offices had windows that could be opened to the outdoors to get fresh air; and in 'ultramodern' buildings which didn't have windows that opened, the ventilation system almost always used outdoor air...oil was cheap, so it cost less money to just heat cold outdoor air in winter (or cool hot outdoor air in summer) than build a system which filtered and recycled the indoor air. Most homes of the era were not airtight, either...again, because oil was cheap, it cost less to heat or cool a house in a season than it would have cost to make it airtight... Then came the smoke-and-mirrors of the 'oil embargo' of the 1970s...suddenly everyone was energy conscious, and encouraged by government tax breaks existing buildings were retrofitted and new buildings were designed so that outdoor air was no longer used for ventilation and instead the existing indoor air was recycled... Except no one foresaw the inevitable effects of constantly breathing stale air all day that would arise... Tobacco smoke is only the most obvious...other problems that have arisen since the 1970s are problems due to breathing toxic fumes produced by copying machines and laser printers and by the outgassing of synthetic fibers used in rugs, cubicles, and cleaning materials. That is the essence of the controversy and where the debate should lie - the rights of smokers to smoke in public places versus the rights of nonsmokers to be free of tobacco smoke. Excuse me, but where in the Constitution or Bill of Rights does it say anyone has the right to smoke in a public place? There is no more 'right' to smoke as there is to imbibe alcoholic beverages in a public place, or to dump garbage wherever you wish... There is NO right to pollute the public airways... It used to be considered proper etiquette for a smoker to ASK if it was okay to smoke...and rather than allow smokers to smoke in general public places, most places were designed with smoking areas which segregated smokers from nonsmokers. The human body has a few areas that it uses to purge toxins; behind the knees, behind the ears, groin area, and armpits. The toxins are purged in the form of perspiration. This is beyond poor science, it's downright bullshit. The human body 'purges toxins' in many ways, the least effective way it does so is via persperation in the areas listed... Indeed, the whole skin covering one's body is one big organ of elimination...if the body IS 'purging' toxins, it will do so via the WHOLE skin unit, not just selective areas. The reason we perspire is NOT to rid ourselves of toxins (at least not as its primary function), but solely to cool the body. The reason we have decided to use chemicals in certain areas prone to perspiration is due to the fact that when perspiration mixes with bacteria found on the surface of the skin, it creates an odor modern society has deemed unpleasant... Anti-perspirant, as the name clearly indicates, prevents you from perspiring, thereby inhibiting the body from purging toxins from below the armpits. These toxins do not just magically disappear. Instead, the body deposits them in the lymph nodes below the arms since cannot sweat them out. Again, this is bullshit and non-scientific. The lymph nodes are part of the general lymph system which circulates throughout the whole body...toxins do NOT get 'deposited' in the lymph nodes in the manner described...rather, they're part of a bigger system which includes many organs (including the liver, spleen, heart and lungs, and urinary system)... Any toxins in the body will be eliminated via all the organs/systems I listed...the lymph system will pick up toxins via the liver and spleen, and then rid those toxins primarily via the urinary system, with some being rid thru the skin. Again, the WHOLE skin is utilized in this process (and then only in a minor way), not just the armpits. If for some reason the skin cannot excrete these toxins, then the lymph system will just carry them back to the urinary system to be excreted in that manner... Nearly all breast cancer tumors occur in the upper outside quadrant of the breast area. This is precisely where the lymph nodes are located. That's not to say there aren't potential health hazards to using antiperspirants...but the hazard is in the aluminum found in the majority of antiperspirants, which is rarely found in plain deodorants... Jason Vest reported in the Nation that DynCorp oversees a fleet of 46 helicopters and 23 airplanes from an Air Force base in Florida. The Nation obtained a copy of DynCorp's contract, which states that along with fumigation and search-and-rescue, DynCorp's other responsibilities include flying localtroops in to destroy drug labs and coca or poppy fields. A nifty enabler, the guise of fighting drugs allows the U.S. to fly troops around in other countries' civil wars. As to DynCorp's domestic drug-war boodle -- its five-year, $316 million contract helping the Department of Justice seize assets -- there's been little public notice of it outside National Defense magazine. DynCorp told the magazine that most of the 1,000 staffers involved in the program, funded through 2003, hold 'secret' clearances and have been involved in more than 60,000 seizures in the United States. Among other things, they provide 'criminal-intelligence collection and analysis, forensic support and asset identification and tracking.' So this band of retired military honchos has 1,000 operatives with some sort of secret mojo, spying on the American public at the feds' behest and helping to hoover up vast sums of money in over 60,000 seizures . . . According to the Chicago Sun-Times, In 80 percent of forfeitures, in fact, charges never are filed. The paper put the total value of assets seized since 1985 by all levels of government at more than $7 billion. While Osama bin Laden has made clear his intention to drive Americans out of Saudi Arabia, we may never know the truth about the guilt or innocence of the four men convicted, and of Osama bin Laden's role in the bombings. Prosecutors are seeking the death penalty for Mohamed Rashed Daoud al-Owhali, 24, and Khalfan Khamis Mohamed, 27. Mohammed Saddiq Odeh, 36 faces life in prison without parole. Prosecutors had decided earlier not to seek the death penalty in his case, without explaining why, according to Benjamin Weiser of the New York Times (May 31). Wadih El- Hage, 40, also faces life without parole, although the government acknowledged that he had no role in the bombings, Mr. Weiser reports. The principal witnesses for the prosecution were two former members of al Qaeda, a loosely knit organization headed by Osama bin Laden. Defense lawyers question the credibility of these two former bin Laden aides. Jamal Ahmed Al-Fadl, a Sudanese man, said he had complained about his $500 monthly salary. L'Houssaine Kherchtou, a Moroccan, was uset with Osama bin Laden after he was refused $500 to cover the cost of an emergency operation for his wife. Defense lawyers suggest that both men were motivated by greed in their decision to cooperate with the government, which had spent more than $1 million to provide them with new identities and lives through the witness protection program, testimony showed, Mr. Weiser reports. There is evidence that lends credence to the concerns of the defense lawyers. According to the PBS series Frontline: Secret Threat to Justice: A nine-month investigation by the National Law Journal has found that abuses by informants and law enforcement threaten the rights and the safety of innocent people, as well as the integrity of the courts. Throughout the country, law enforcement's reliance on informants has grown to almost Orwellian proportions, as snitches exert growing control over agents and judges fail to impose any checks or balances. Secret Threat to Justice, based on an article by Michael Curriden, The Informant Trap, National Law Journal, March 20, 1995, states: Today's criminal justice system is addicted to informants. But a few days later, the site was back on the Internet. The unlikely rescuers were some radical Jews in Brooklyn who are under investigation for possible ties to anti-Arab terrorist organizations in Israel. The unusual alliance brings together two extreme religious philosophies from different parts of the world that, at first glance, have little in common. But living elbow-to-elbow in the ethnic mix of New York, the small groups of Hindus and Jews have discovered that sharing a distant enemy is sufficient basis for friendship. So tight is their anti-Muslim bond that some of the Hindus marched alongside the Jews in the annual Salute to Israel Parade on Fifth Avenue last month. Yesterday, several of the Jews joined a protest outside the United Nations against the treatment of Hindus in Afghanistan by the Taliban regime. We are fighting the same war, said Rohit Vyasmaan, who helps run the Hindu Web site, HinduUnity.org, from his home in Flushing, Queens. Whether you call them Palestinians, Afghans or Pakistanis, the root of the problem for Hindus and Jews is Islam. The budding Hindu-Jewish relationship presents a view that counters a popular perception of New York City not as an open door to immigrants seeking a better life, but as a political way station, where some people come or stay not to make money but to engage in politics from afar. For some of the Jews in Brooklyn and the Hindus in Queens and Long Island, their time in the United States is temporary, made necessary only because of the threat of Islam in South Asia and the Middle East. Ultimately, members of both groups said, they must leave New York to confront the enemy face-to-face. I would love to move back to India provided the situation improves there, Mr. Vyasmaan said. We have made a promise to do so. Mr. Vyasmaan, who is 30 and came to New York from New Delhi when he was 13, said matter-of-factly that he and many others expect to die in the battle for Hindu supremacy. Nonetheless, he is protective of the identities of some of HinduUnity.org's biggest financial backers. Some of them have been implicated in Hindu nationalist acts in India and are only in the United States biding their time, he said. One of the site's major supporters on Long Island was involved in destroying an ancient mosque at Ayodhya in northern India in 1992, Mr. Vyasmaan said. The mosque was built on a site that is also holy to Hindus. The incident led to widespread rioting between Hindus and Muslims in India, and it is still profoundly divisive. Now they won't let us build a temple at the site of the mosque, Mr. Vyasmaan said. So there is more controversy. He plans to go back. HinduUnity.org advertises itself as the official site of Bajrang Dal, a fundamentalist Hindu movement in India that has chapters throughout that country and has frequently clashed with Muslims and was among the groups blamed for the 1992 attack. The Web site also goes by the name Soldiers of Hindutva, a term that refers to the primacy of Hindu religion and culture. Mr. Vyasmaan said the Web site has 500 people affiliated with it. The Jews in Brooklyn, meanwhile, are followers of Rabbi Meir David Kahane, the assassinated Israeli politician whose teachings advocated the expulsion from Israel of all Arabs, most of whom are Muslim. Their headquarters in Brooklyn was raided in January by the F.B.I. as part of a federal investigation into their association with two Kahane political parties that were banned in Israel and designated as terrorist organizations by the State Department. The designations followed a series of violent attacks on Palestinians, including the killing in 1994 of 29 Muslims in the West Bank by Baruch Goldstein, a Kahane adherent who was born in Brooklyn. Central to the Kahane message is that all Jews belong in Israel, making any Jew in the United States a temporary resident. Many of the group's biggest supporters shuttle back and forth between Israel and New York, keeping one foot in each country. Rabbi Kahane was Brooklyn-born, as were many of his supporters, and was shot to death at a Manhattan hotel in 1990. His son, Binyamin, who took up his father's teachings, also carried an American passport but spent most of his time in Israel. He was killed with his wife when their car was ambushed in the West Bank in December. During his last visit to New York, two weeks before his death, Binyamin Kahane reminded a gathering of several hundred supporters in Brooklyn of their obligation to settle in Israel. -Caveat Lector- Published Saturday, June 2, 2001, in the San Jose Mercury News Letters to the Editor Dissecting the tax cut FROM the pages in your newspaper, I learn that there are those who favor the Bush tax cut, and those who oppose it. Rather than argue the pros and cons, I have a logical solution that would, or should, satisfy everyone. When it is time in 2002, those in favor would fill out the appropriate tax forms for 2001, pay the taxes, and take advantage of the Bush tax cut. When it is time in 2002, those opposed would fill our the appropriate tax forms. Then, they can pay the taxes due under the Bush tax cut, but also pay an additional amount based upon the tax laws for 2000. It is my understanding that the IRS just loves to have people donate money. Hence, those who favor the Bush tax cut would get it, and those who oppose the Bush tax cut would not get it. Simple. Here I have had the opportunity to personally run and get to know in detail the current tests used for the diagnosis of HIV status, namely, the ELISA, Western Blott and Viral Load tests. 1. Diluting the serum for the ELISA test. The ELISA test is a test for antibodies against what is supposed to be the Human Immunodeficiency Virus or HIV. To run this test, an individual's serum has to be diluted to a ratio of 1:400 with a special specimen diluent. According to the test kit manufacturer this diluent contains 0,1% triton X-100, Bovine and Goat Sera (minimum concentration of 5%) and Human T-Lymphocyte Lysate (minimum titer 1:7500). Preservative: 0.1% Sodium Azide (1). This extraordinary high dilution of the person's serum [400 times] took me by surprise. Most serologic tests that look for the presence of antibodies against germs uses neat serum [undiluted]. For example, the tests that look for antibodies to hepatitis A and B viruses, rubella virus, syphillis, hystoplasma and cryptococus, to mention a few of them, use straight serum [undiluted]. However, to try to prevent false positive reactions some serologic tests use diluted serum; for example this is the case with tests that look for antibodies to measles, varicelia and mumps viruses which use a dilution of 1:16, to cytomegalovirus [CMV] 1:20 and to Epstein-Barr Virus [EBV] 1:10. The obvious questions are: What makes HIV so unique that the test serum needs to be diluted 400 times?. And what would happen if the individual's serum is not diluted?. 2. Testing the ELISA test without diluting the serum. To answer these questions I ran an experiment in a medical laboratory in Yorktown Heights, New York. I ran it using the same test kit reagents that are usually used to run the ELISA test in most clinical laboratories worldwide (1). I first took samples of blood that, at 1:400 dilution, tested negative for antibodies to HIV. I then ran the exact same serum samples through the test again, but this time without diluting them. Tested straight, they all came positive. Since that time I have run about 100 specimens and have always got the same result. I even ran my own blood which, at 1:400 reacts negative. At 1:1 [undiluted] it reacted positive. I should mention that with the exception of my own blood, the patient samples all came from doctors who requested HIV tests. It is therefore likely that most of the blood samples that I tested belonged to individuals at risk for AIDS. According to Abbott Laboratories, the absorbency value [yellow colour intensity] develops in proportion to the amount of antibodies to HIV-1 which is bound to the bead (1). What I noticed is that the absorbency values of the specimens that tested negative when diluted [1:400], but positive when undiluted [1:1], had lower values than the samples that, diluted, react positive on both the ELISA and Western Blott tests. This would probably mean that the blood that is negative when diluted but positive when undiluted has a lower level of antibodies than the diluted blood that is doubly positive and, therefore, may probably test negative on the Western Blott test. However, I have not had the opportunity to check this hypothesis. The graphic below illustrates how blood that reacts negative for HIV at 1:400 ratio always turn positive when run at 1:1 [undiluted]. Najjar, Director, Lebanese Foundation for Peace June 1, 2001 Israels revelation a few weeks ago that it captured a munitions laden ship, the San Torini, destined to supply arms to the Palestinians in the Gaza Strip, has several political nuances that are of importance as they reveal the inner workings of several countrys intelligence agencies and cooperation between several European and Middle East groups. The mid-size ship was revealed by Lebanese security sources to be registered at the Port of Tripoli in Lebanon under the name San Torini and owned by a Lebanese woman who resides in Tripoli. The San Torini had been used for typically mundane purposes such as transporting goods from the Cypriot Port of Larnaka to the Port of Tripoli. In this instance, however, the owner curiously placed it under the disposal of an international maritime shipping firm. The ship's crew was composed of a Greek-born captain who lives in al-Qalamun district on the outskirts of Tripoli, and eight crew members, three Lebanese, four Egyptians, and a Pakistani national. On May 4, 2001, the ship was cleared by the Tripoli Port authorities to make a journey to the Port of Larnaka, ostensibly to transport miscellaneous goods for a merchant from Tripoli in north Lebanon. The ship left Tripoli the next day and anchored nine hours later still inside Lebanese territorial waters. Two hours later, about 15 kilometers due north from Tripoli, the ship sent a coded message that was intercepted by intelligence services in the Mediterranean and decoded. After sending its message, the vessel continued its journey and entered international waters and met with another ship carrying the Italian flag named Barbi-53-Alfa.. After the two vessels exchanged identification, they approached close enough for the Barbi-53-Alfa to transfer its cargo to the San Torino. The two ships parted and went their separate ways, the Lebanese vessel south and the Italian one north. Curiously, the crew of the San Torini had no idea of their final destination or the mission of their vessel. Lebanese security sources believe the two ships were under surveillance by a intelligence ship of the US 6th Fleet that was positioned about 100 kilometers off Lebanese shores. Five hours after the meeting between the two ships, the crew of San Torini found itself circled by Israeli Navy ships and some vessels from the US 6th Fleet. As the ship was about to leave international waters heading into Israeli waters, it was ordered to stop and allow its cargo to be checked on the grounds that it was about to illegally enter Israel's territorial waters. The Israeli ships warned the San Torini's crew that the Israelis would open fire if it failed to halt. The Greek captain agreed and an Israeli Navy officer boarded the Lebanese ship along with a number of Israeli armed sailors and they checked the cargo. They discovered that the ship had a consignment of weapons and ammunition that included 82-mm mortar guns, RPG rockets, and 7-mm and 12-mm heavy machine guns, as well as anti-tank missiles, and automatic rifles. The ship was led to an Israeli Sea port where the armament was unloaded and an investigation began of its crew. The Israeli goal was to discover the origin of the weapons and ammunition and their intended recipients. Shortly after the interrogation began at the Israeli Coastguard headquarters in the Nahariya area, the captain and crew confessed that the cargo originated with the Popular Front for the Liberation of Palestine--General Command, headed by Ahmad Jibril and that the ships destination was the Gaza Strip. The sources highlighted that the Popular Front is headquartered in Damascus and this weapons transfer displays their involvement with Syrian Intelligence, under the direct orders of the highest levels of the Syrian government (known as a supplier of heavy weapons, including T-56 Russian tanks, to Palestinian groups in the past). The sources emphasized that the Mafia is only one of Syrias suppliers of weapons. After the interrogation, the captain and crew of the ship were moved to an unknown site in Israel on May 7th for further questioning by skilled Israeli security personnel. This turned out to be superfluous, for the next day the leader of the Popular Front claimed credit for the attempted smuggling of the weapons consignment and said that the missiles on board could reach as far as Tel Aviv. He added that it had been the third time that his group had sent weapons and ammunition to the Gaza Strip. Nonetheless, another arcane element of the Israeli/Palestinian conflict had been exposed and placed under investigation. Borgquist Families of the Pearl Harbor commanders have been championing the theory that official Washingon knew when and where the 1941 Japanese attack would occur. Evidence of secret medical shipments prior to the attack is lending credence to it. A previously unsubstantiated report that President Franklin D. Roosevelt requested the national office of the American Red Cross to send medical supplies secretly to Pearl Harbor in advance of the 7 December 1941 Japanese attack is beginning to look much more feasible. Don C. Smith, who directed the War Service for the Red Cross before World War II and was deputy administrator of services to the armed forces from 1942 to 1946, when he became administrator, apparently knew about the timing of the Pearl Harbor attack in advance. Unfortunately, Smith died in 1990 at age 98. But when his daughter, Helen E. Hamman, saw news coverage of efforts by the families of Husband Kimmel and Walter Short to restore the two Pearl Harbor commanders posthumously to what the families contend to be their deserved ranks, she wrote a letter to President Bill Clinton on 5 September 1995. Recalling a conversation with her father, Hamman wrote: . . . Shortly before the attack in 1941 President Roosevelt called him [Smith] to the White House for a meeting concerning a Top Secret matter. At this meeting the President advised my father that his intelligence staff had informed him of a pending attack on Pearl Harbor, by the Japanese. He anticipated many casualties and much loss, he instructed my father to send workers and supplies to a holding area at a P.O.E. [port of entry] on the West Coast where they would await further orders to ship out, no destination was to be revealed. He left no doubt in my father's mind that none of the Naval and Military officials in Hawaii were to be informed and he was not to advise the Red Cross officers who were already stationed in the area. When he protested to the President, President Roosevelt told him that the American people would never agree to enter the war in Europe unless they were attack [sic] within their own borders. . . . He [Smith] was privy to Top Secret operations and worked directly with all of our outstanding leaders. He followed the orders of his President and spent many later years contemplating this action which he considered ethically and morally wrong. I do not know the Kimmel family, therefore would gain nothing by fabricating this situation, however, I do feel the time has come for this conspiracy to be exposed and Admiral Kimmel be vindicated of all charges. In this manner perhaps both he and my father may rest in peace.1 Smith first told his story to his daughter and granddaughter in the 1970s, Hamman said, and it bothered him a great deal. Hamman had herself served in the Red Cross on the West Coast during World War II and never had heard anything about this before. She was surprised by the story, but she knew, she said, that "Papa would not lie." Unfortunately, her father had left no papers and never told her of any specific actions he took to fulfill President Roosevelt's request. She had not thought about her father's story again until she read about efforts to restore the ranks of Kimmel and Short. Because Hamman had nothing but her recollections to corroborate the story, without further evidence it was still only a story. Even if it were true, it would appear to have been a merely quiet shift of employees, equipment, and supplies within the overall massive buildup of the Red Cross in preparation for war, paralleling a similar effort in the military from the 1940 Soldier and Sailors Act. Supporting information turned up in Red Cross records at the National Archives, but no "smoking gun" indicated that such an effort had taken place. Ultimately, however, a copy of the Hawaii Chapter's Annual Report for the fiscal year ending 30 June 1942 confirmed the secret receipt of medical supplies by the Red Cross at Pearl Harbor immediately before attack. In part, it reads: In the latter half of 1941, and indeed prior thereto, the Hawaii Chapter took the definite position that there was serious trouble ahead in the Pacific. In spite of peaceful cooings from both American and "enemy" sources, and suggestions to slow down, we stepped up. . . . We obtained from National Headquarters of the American Red Cross in Washington vital medical supplies and drugs to the value of some $50,000, which were here before December 7th, unbeknown save to a very few, and were stored in cooperation with the Army. We likewise obtained from Washington First Aid equipment and supplies to the value of about $25,000, which were also available.2 This seems to correspond with Hamman's recollection of what her father had told her. http://www.asiaint.com/adb/20010601143443.html#aib1 AsiaInt Daily Briefing 1 June 2001 Koizumi rules out military alliance with America Development: On Thursday Japan's prime minister, Junichiro Koizumi, ruled out close military co-operation with the US, but he said: "The stronger relations Japan has with the United States, the friendlier relations it can have with its neighbours such as China, South Korea, and Russia." Assessment: In his interview with the Japanese media, Koizumi was alluding to the external pressure on Japan to take greater responsibility for security in the region, equivalent to its economic primacy - an issue which Koizumi feels needs airing before he meets George W Bush on 30 June. On 18 May the Australian foreign minister, Alexander Downer, said Japan should take "an active role in the security of the region", and late last year the US deputy secretary of state, Richard Armitage, urged Japan to remove constitutional restrictions on the deployment of the Self-Defence Forces (SDF) outside Japanese territory. Although Koizumi is personally in favour of revising Japan's constitution to allow a wider role for the SDF, there is not yet enough popular support for constitutional revision. Koizumi's statement shows that while it is all very well for self-confessed guarantors of international stability like the US and Australia to try to share their security burdens in the region, Japan is not yet ready to participate. Koizumi was also alluding to Japan's poor relations with its close neighbours. China and South Korea have protested strongly about the passage of a history textbook which glosses over Japan's past aggression, and about Koizumi's decision to visit a shrine which commemorates Japanese war dead (see the 18 May Daily Briefing). Beijing is also irritated about recent protectionist trade measures implemented by Tokyo, while relations with Russia have cooled over the Kurile islands dispute. But Koizumi's logic - that closer relations with the US will help resolve these problems - could be questioned. If Japan does commit to closer relations with the US (even within the bounds of the constitution), Beijing will see the move as further evidence of Washington's manoeuvring to protect its interests in the region against China, defined by President Bush as a "strategic competitor". Japan might also be seen as tacitly accepting the US's stance on Taiwan and Tibet. In addition, Russia and China both oppose the US's missile defence plans, and they would object to closer Japan-US ties if this involved Japan's support for the scheme. Nevertheless, Japan's neighbours will have been reassured that constitutional revision does not appear to be an immediate prospect. The re-emergence of a Japan unfettered by its pacifist constitution would open more old wounds in Korea and China than any textbook or shrine visit. Thaksin's popularity could be his saving grace Development: Thailand's Constitutional Court has said that it will hold the final hearing into allegations of corruption against Prime Minister Thaksin Shinawatra on 18 June and reach a final verdict in August. Assessment: When Thaksin first came under investigation it was widely assumed that his fate would depend more upon his popularity than the strict legal niceties of case. The constitutional court has always maintained that this is not the case and that it will reach a verdict quite independent of public opinion, and it has recently reiterated this in the light of opinion polls suggesting that Thaksin remains popular and that the majority of Thais want and expect him to be cleared. It is obviously important that any Constitutional Court is seen to be unswayed by the fickle tides of public opinion, but in this case it is hard to believe the judges' protestations. Much has gone wrong for Thaksin in the months since he was elected, and the high expectations that brought him to power have been trimmed by both the government and the electorate. However, he does remain popular and it is hard to see how a constitutional crisis this summer could improve the country's prospects in any way at all - particularly since Thaksin has claimed, convincingly, that if he were to be banned from political office for five years, he would still be able to control things from behind the scenes. The tide of opinion building up against punishing Thaksin is growing, and it is being supported by a wide variety of prominent people in Thai public life. Even the stock market rose when, earlier this week, it appeared that the court's judgement might be leaning in favour of Thaksin. If an argument can be found to clear him, we expect the judges to make it, and to provide excellent legal arguments for doing so. The Dutch police have raided the Europol offices and private home of a French policeman following suspicions that stolen money has been diverted into a secret bank account in the tax haven of Bermuda. Investigators are systematically widening the inquiry to target some of the officers working in the computer and data section, the nerve centre of the Europol headquarters in The Hague. The 39-man section is run by David Valls-Russell, a former superintendent with the Kent County Constabulary who was appointed Europol's deputy director two years ago. There is no suggestion that he was involved in the alleged offences. The mushrooming scandal uncovered by the Belgian newspaper De Morgen comes at a delicate moment for the elite agency, which is rapidly evolving from a small anti-drugs office into a sort of "Euro-FBI" with growing powers to launch investigations and tackle a wide range of cross-border crimes. The Belgian government, which takes over the EU's presidency at the end of this month, plans to table proposals giving Europol a greater role in fighting money-laundering and carrying out field operations in member states. Belgium has the backing of French and German leaders, who have called publicly for Europol to be converted into a fully fledged European police force. Europol is already authorised to investigate fraud, illegal immigration, trafficking in nuclear materials and ill-defined offences such as "corruption", "environmental crime", "racism and xenophobia". It can also play a role in cases of murder and grievous bodily injury. Last year it was given extra powers to tackle money-laundering stemming from "all forms of crime". Its budget has risen from £4 million in 1998 to £17 million in 2000, with 212 staff. The Europol management board acknowledged yesterday that a staff member had been suspended, but it refused to provide any further information. Alleged corruption in the data collection office is an extremely sensitive issue. Civil rights groups are already alarmed that the agency is acquiring powers to store "soft data" on ordinary citizens, even if they are not accused of a crime. This could include anonymous tip-offs, gossip or personal secrets. Next month, EU ministers will decide whether telephone and internet companies should be forced by law to store telephone, fax, e-mail and internet records for use by Europol and national police forces. Europol's Technology Services has a central information system open to all EU police forces for routine inquiries, plus a classified "analysis files" section for Europol officers only. According to a forthcoming report by the British civil rights group Statewatch, there are currently 11 open files, including two on Latin American drug cartels and one on Islamic terrorism. The scandal will cause British and other national police forces to think twice before sharing data that could be leaked or sold for illicit purposes. Mr Valls-Russell said in a recent speech: "Without firm guarantees over confidentiality, no operational officer is going to reveal to a stranger sensitive intelligence which could jeopardise an investigation and endanger witnesses and informants." Three years ago, it was discovered that an official in the EU's Schengen Information System, a separate body, was selling computer data to organised crime groups. Lode Van Outrive, the European Parliament's former "rapporteur" on Europol, said the agency had been gaining new powers every time justice ministers met in Brussels. He said: "First it was drugs . . . but then the Spanish added terrorism, then others added child pornography, and so it goes on. But there's nobody in charge of this thing. It's like a satellite flying in the atmosphere, beyond judicial control, without any democratic accountability." Under the Amsterdam Treaty, Europol is supposed to share some information with the European Parliament, but MEPs complain that it has refused to provide even the most elementary documents such as the full annual report. The main check on Europol is a management board appointed by the 15 EU justice ministers, which questions the director in secret session. A separate supervisory board examines the data protection angle, but has no operational oversight. Both bodies have had difficulty obtaining documents. Unlike national police officers, Europol staff are not compelled to testify in court and are immune from prosecution for "acts performed by them in the exercise of their official functions". Citibank buys Banamex - Mexico's second largest bank for $12.5 billion and Asa Hutchinson is appointed head the Drug Enforcement Administration. The level of criminality in the US financial and political systems has reached a threshold where it can no longer be spun into something which John Q Public can ignore and where US drug "enforcement" efforts are now revealed to be nothing more than a reaction to the imperative of "managing" the drug trade so as not to lose control of the trillions of dollars at stake. Crime has become, overtly, the largest free enterprise in the world. On May 17 Citigroup, America's largest financial institution commanding some $700 billion in assets announced a $12.5 billion purchase of Banamex's parent company controlling some $39 billion in assets. The move will place Citigroup in control of one of the major - and proven - money laundering institutions in Mexico and allow Citigroup (first time for a US company) to penetrate the Mexican stock market. Now consider that Citigroup has on its Board of Directors the likes of Robert Rubin (former US treasury Secretary), John Deutch (former CIA Director) and Gerald Ford. In 1999 Citigroup was slammed by the Congress and the GAO for laundering (1994) more than $100 million in drug money for Raul Salinas, brother of the Mexican president. It was also found to be complicit in the laundering of money for corrupt officials from Nigeria, Pakistan, and Gabon through its exclusive private banking operations for the rich. [See story below]. The Peruvian journal La Republica, on May 21, disclosed that until last year Peruvian strongman and CIA creation Valdimirio Montesinos had moved more than $18 million through Citibank. Montesinos, a former drug lawyer and graduate of the School of the Americas, was until then the national security chief for Peruvian President Alberto Fujimori. News reports by Peter Gorman, published at www.narconews.com have strongly indicated that Montesinos managed the "silent-coup" that overthrew Fujimori after Fujimori decided to oppose US intervention in Colombia. [See story this issue]. In 2000, then Treasury Secretary Rubin led an "all out" offensive (Operation Casablanca) against Mexican money laundering. One of the banks targeted was Banamex which was exposed as being a willing participant in the trade. U.S. Customs Agent Bill Gately, who later retired in disgust, accused Rubin of deliberately shutting down the investigation before it got to the highest levels. He did it on 60 Minutes. Could Rubin, knowing that he would soon be at Citigroup, have been softening up Banamex for the buyout to gain control of the drug flows? The Citigroup dirt descends to even the personal level as Marc Weill, 44, the son of Chairman Sandy Weill, was exposed in the AP last November as having a cocaine addiction which necessitated that he relinquish control of Citigroup's $113 billion investment portfolio. Consider also, that John Deutch, who joined Citigroup in 1996, brought with him the former Executive Director of the CIA, Nora Slatkin as an alleged quid pro quo for her stalling an investigation into Deutch's mishandling of thousands of pages of CIA files. Did Citibank get the files? Banamex owner Roberto Hernandez is overtly connected to drugs. He will now join Citibank's board. After having lost a Mexican lawsuit against Por Esto Publisher Mario Menendez in which the courts found that Por Esto's allegations connecting Hernandez to hundreds of tons of cocaine smuggling near Cancun were valid, Hernandez went on to sue Menendez and veteran journalist Al Giordano in New York State [FTW - Feb, 2001]. That suit has sparked a huge public outcry and garnered Giordano and Menendez the support of some of the most powerful lawyers in America. Known locally as the "Cocaine Peninsula," Hernandez's property in Yucatan has been photographed littered with smuggling equipment yet it has served as a vacation spot for Mexico's president-elect Vicente Fox, (July, 2000) and President Bill Clinton (August, 2000). In true bi-partisan spirit, however, Fox shared Dallas-based media adviser Robert Allyn with candidate George W, Bush throughout their respective 2000 campaigns. To complete his end of the Citigroup transaction Hernandez relied upon the brokerage house of Goldman Sachs (once headed by Rubin) and the Wall Street law firm of Sullivan, Cromwell. A process of applied kinesiology, in which the individual is poked in the glands, would let designated wellness trainers identify whether a man is an Apollo or a Hermes and whether a woman is an Artemis or a Minerva. A Cuomo spokesman tells the Post the program's approval was a rogue action by a lone civil servant and the secretary never knew about it. This grant should be condemned and shut down immediately, says the spokesman, Peter Ragone. Not everyone agrees: A public-housing resident in Alabama, who'd been counseled to avoid green, says she's been sleeping like a baby since she cleaned out my closet and removed the dark-green bedding. This has happened repeatedly since 1982, when Louisiana police notified officials in Arkansas that one of the country's most wanted drug runners was moving his headquarters to Mena. First there was the investigation, the expectation of indictments--and, to the amazement of many, the inaction. The plot thickened in 1986, when discovery of the Iran-Contra affair also revealed shadowy connections between Oliver North's gun-running operation to the Nicaraguan Contras and what appeared to be government-protected drug activity taking place at Mena. In the late '80s, a Vietnam veteran in Fayetteville, disillusioned at what he saw as a betrayal by his government regarding Mena, began collecting information on the case and calling for full disclosure. A couple of national publications took interest, but even during Bill Clinton's campaign for president, when the issue presumably could have been used by either President George Bush or Clinton against the other, those missiles were never launched. Since Clinton's election, however, the name Mena has gained national prominence--at least on late-night radio talk shows and among a computer-linked army of conspiracy buffs. Republicans looking under every rock in Arkansas for some dirt they can throw at Clinton are digging hard into the files of Mena. But among politicians, at least, the peculiar dance of approach and avoidance that always characterized discussion of Mena still dominates the floor. A growing number of observers, however, now even including editors at the conservative Wall Street Journal, have concluded that national interests in this case supersede the partisan ones. "Mena cries out for investigation," the Journal said. "If some chips fall on the Republican side, so be it." A couple of new developments are stirring the pot yet again. A lawsuit filed against two former members of the Arkansas State Police by former North Little Rock businessman Terry Reed, who alleges his own close involvement in events at Mena, is scheduled for federal court in Little Rock in September. Unconfirmed reports also suggest Whitewater Prosecutor Kenneth Starr may be dabbling on the fringes of the Mena controversy. And in an article published this month in The American Spectator magazine, L.D. Brown, a former member of Clinton's Arkansas State Police security detail, claims that in 1984 he participated in two secret flights from Mena, on which M-16 rifles were traded to Nicaraguan Contra rebels in exchange for cocaine. Brown further claims that Clinton knew of the activity. That announcement spurred Fort Smith lawyer Asa Hutchinson, chairman of the Arkansas Republican Party, to request a yet another congressional inquiry into long-standing allegations of money-laundering at Mena. Hutchinson was the the U.S. attorney for the western district of Arkansas when investigators first presented evidence supporting those allegations. In an argument disputed by police investigators, Hutchinson claims he left office before the evidence was well established. Since he harbors political ambitions, he has an interest in clearing his name. Arkansas Attorney General Winston Bryant, who defeated Hutchinson in a campaign laced with debate about the former U.S. attorney's supposed inaction, now argues that, "It's too late to bother with Mena." Bryant's critics suggest he wants to buffer Clinton, but he argues he only opposes what appears to be the endless, political "targeting of Arkansas" for federal investigations. In the political arena, Bryant isn't known as a friend of Clinton. "If someone thinks we need to look at Mena," Bryant fumed, "I think they first need to look at the U.S. Department of Justice and all its agencies. The federal government was the one that, in my opinion, had the ultimate responsibility at Mena and it failed to do anything. "We tried to find out what was going on there, and we never got a thing out of the federal government. I spent three years trying to get files from the Department of Justice, and all we ever got was a total run-around." In the months ahead, partisan politics will almost certainly drive some of the accelerating interest in Mena. But that's a tricky gambit, one that could backfire in any direction. The more powerful force demanding government disclosure of what went on at Mena arises from non-partisan sources. Law enforcement officials who've seen the system fail, a growing body of reporters who've researched the story and found it full of holes, and ordinary citizens who think they have a right to know if their government was helping to import cocaine--they are the forces who are keeping Mena alive. They've become hooked on this story of guns, drugs, and international intrigue. And, so

Roosevelt chose the third option, which proves that he wanted war with Japan, a desire shared by his principal colleagues, such as Interior Secretary Ickes, whom we have just quoted, and Secretary of War. Henry Stimson, who noted in his diary for November 25, 1941: âThe question was how we should maneuver them (the Japanese) into position of firing the first shot without allowing too much danger to ourselves; it was a difficult proposition.â On this desire to make war on Japan, here are two more pieces of evidence; they occur in an article âPearl Harborâ by James Perloff in The New American for 8th December, 1986. âAs Frank Beatty, then an aide to the U.S. Navy Secretary, later wrote:âI can say that prior to December 7th (1941) it was evident even to me...that we were pushing Japan into a corner...The conditions we imposed upon Japan to get out of China, for example -- were so severe that we knew that nation could not accept. We did not want her to accept them.ââ And Perloff concludes that same paragraph thus: âOliver Lyttelton, British Minister of Production, put it more bluntly in 1944: âJapan was provoked into attacking America at Pearl Harbor. It is a travesty of history to say that America was forced into war.ââ After half a century of disinformation, these facts are beginning to filter into the public awareness, either as discreet suggestions or open statements. Towards the end of his Back Door to War, the American historian Charles C. Tansill asks the question: âDid he (i.e. Roosevelt) deliberately seek the Pearl Harbor attack in order to get America into the war?â The whole tenor of his book points to a âyesâ answer, but this is only implied, and nowhere stated. In his article in Figaro-Magazine of 30 November 1991, the French commentator Jean-Jacque Servan-Schreiber is more affirmative, writing: âThus the decision taken at the highest level in Washington on December 6 and 7 to allow Pearl Harbor to undergo the Japanese attack without warning changed the whole nature of the war (...).â A First Attempt to Explain the Facts Once these facts are accepted, how are we to explain them? The hypothesis most commonly put forward may be summarized thus: Roosevelt considered that the end justified the means. He wanted to save Europe from Nazism and ensure the victory of the democratic powers. Despite a number of American attacks against German U-boats in the Atlantic, he had not managed to provoke Germany into declaring war against the U.S. This being so, his only remaining chance of getting America to enter the war against Germany was to engineer an attack on his own country by Germanyâs ally, Japan. This is in fact the thesis maintained by J. J. Servan-Schreiber in the Figaro-Magazine article we have quoted above: âThus the decision...to allow Pearl Harbor to undergo the Japanese attack without warning changed the whole nature of the war and sowed the seeds (how unlikely it then seemed) of the victory, years later, of what were somewhat contemptuously called âthe democracies,â whose remarkable war-efforts were to make possible an immense resurgence -- if only for a time.â Are we convinced that it was to achieve these two aims, saving Europe from Nazism and ensuring the victory of âthe democracies,â that motivated Rooseveltâs determination to enter the war at all costs? Saving Europe from Nazism. Here we may note that Roosevelt (president since 1932) had done all he could to assist Soviet Russia, the country whose 1939 pact with Hitler had materially assisted the latter in clamping his Nazi stranglehold over Europe. He did what amounted to nothing at all to help Poland when that country was crushed jointly by the Nazis and Soviets in 1939, and precious little more to help France and Britain in 1940. (It is perhaps significant that he finally brought his country into the war in 1941, just a few months after the Soviets had been invaded by Germany.) Ensuring the victory of âthe democracies.â This hardly seems a just description for the results of Rooseveltâs war, ending as it did by handing over half of Europe to a Soviet communist dictatorship and -- a little later -- the whole of China to the communism of Mao Tse-tung. A Second Explanation of Facts This explanation, one that is more consistent with the known facts, is brought forward by the British journalist and historian Douglas Reed in his book writes: â(Admiral Kimmel and General Short) were retired to conceal from the public, amid the confusion and secrecy of war, the true source of responsibility for the disaster at Pearl Harbor, but they were rather âthe firstâ than the âoutstandingâ military martyrs, in the sense used by Admiral Halsey. BACKGROUND -- 1904 -- The Japanese destroyed the Russian navy in a surprise attack in undeclared war. -- 1932 -- In The Grand Joint Army Navy Exercises the attacker, Admiral Yarnell, attacked with 152 planes a half-hour before dawn 40 miles NE of Kahuku Point and caught the defenders of Pearl Harbor completely by surprise. It was a Sunday. -- 1938 -- Admiral Ernst King led a carrier-born airstrike from the USS Saratoga successfully against Pearl Harbor in another exercise. -- October 1939 -- Tyler Kent, an American code clerk in London exposed coded messages concerning FDR's attempts to oust Prime Minister Chamberlain so FDR could involve the US in an all-out war with Hitler. -- 1940 -- FDR ordered the fleet transferred from the West Coast to its exposed position in Hawaii and ordered the fleet remain stationed at Pearl Harbor over complaints by its commander Admiral Richardson that there was inadequate protection from air attack and no protection from torpedo attack. Richardson felt so strongly that he twice disobeyed orders to berth his fleet there and he raised the issue personally with FDR in October and he was soon after replaced. His successor, Admiral Kimmel, also brought up the same issues with FDR in June 1941. -- 11 November 1940 -- 21 aged British planes destroyed the Italian fleet, including 3 battleships, at their homeport in the harbor of Taranto in Southern Italy by using technically innovative shallow-draft torpedoes. -- 4 Feb 1941 -- FBI told FDR that Germany would declare war on US if Japan attacked according to spy Hallett Abend. -- March 1941 -- FDR sold munitions and convoyed them to belligerents in Europe -- both acts of war and both violations of international law -- the Lend-Lease Act. -- 23 Jun 1941 -- Advisor Harold Ickes wrote to FDR a memo the day after Germany invaded the Soviet Union, There might develop from the embargoing of oil to Japan such a situation as would make it not only possible but easy to get into this war in an effective way. And if we should thus indirectly be brought in, we would avoid the criticism that we had gone in as an ally of communistic Russia. It was cracked by the Army Signal Intelligence Service (331 men) and the Navy group OP-20-G (738 men). -- J-19 was the Japanese diplomatic code. -Caveat Lector- PEARL HARBOR Political Implications of a Self-Inflicted Defeat By Arnaud de Lassus â(Pearl Harbor) was a moment of historic surprise...when warfare suddenly spread, for the first and only time in history, to virtually the whole world.â Fifty years ago, on December 7, 1941 (Washington time; by Tokyo time it was December 8th), a Japanese naval force launched a surprise attack on Pearl Harbor in the Hawaiian Islands, some 3,400 miles from Japan. The result was that the United States entered the war on the side of Great Britain and the USSR, and against the axis powers (Japan, Germany and Italy). By and large the impression that the general public has of this crucial event in contemporary history is just that the Japanese treacherously attacked the Americans at a time when no state of war existed between the two countries; and four years later they paid for this crime by a crushing and well-deserved defeat. This picture is incorrect in some important respects, and this is a result of a remarkably effective disinformation operation. We shall set that picture aside, replacing it by the real facts as they have emerged from research and historical studies carried out since 1941, and this will shed invaluable light on the objectives of American policy during and after the Second World War and in the first stages of the drive towards âOne-World.â We will set out in turn the facts, their explanation, and the lessons that can be drawn from them. The Facts Facts Generally Known On December 7th, 1941, at dawn, the Japanese naval task force, code-named Kido Butai (6 aircraft-carriers with an escort of battleships, cruisers, submarines and smaller craft), flew off its planes in a bombing attack on the American base at Pearl Harbor in the Hawaiian Islands. Their approach was undetected, and war had not been declared. Eighteen American ships were sunk or heavily damaged, among them 8 battleships (they were old vessels and were later raised and brought back into service, except for the Arizona and the Oklahoma); 188 American planes were destroyed, most of them on the ground, and 2,403 men were killed. Losses on the Japanese side were very slight. On the following day, Franklin Roosevelt, President of the United States, addressed a joint session of both houses of Congress and said: âYesterday, December 7, 1941, a day which will live in infamy, the United States was suddenly and deliberately attacked...â Congress immediately voted a resolution declaring that a state of war existed between the United States and Japan...which, in view of the alliances in force at the time, implied a state of war between the U.S. and Germany. In thus joining in WW2, the government of the United States had therefore not broken the pledge made by Roosevelt to the American people during his 1940 electoral campaign: âWe shall not send our land, sea or air forces to fight in foreign lands outside the American unless we are attacked.â Three factors on the American side contributed to the success of the Japanese attack: · --the U.S. forces in Hawaii were taken entirely by surprise; · --Washingtonâs general instructions had made much of the risk of sabotage; to simplify the task of guarding them, the planes had been parked very close together, and thus made an ideal target; · --the vessels of the fleet were immobilized, berthed alongside the quays, taking on supplies for a possible sortie -- again, easy targets. Some Less Well-Known Facts Between 1941 and 1946 the military or civil authorities carried out 9 official inquiries into Pearl Harbor. These often looked as though their purpose was to cover up certain facts. But as time passed, the real picture ultimately managed to break through the camouflage to which it has been subjected. Witnesses spoke out, and their evidence was published. Books such as Admiral Robert A. Theobaldâs The Final Secret of Pearl Harbor or John Tolandâs Infamy - Pearl Harbor and Its Aftermath, which we have already mentioned, give us a truer picture of what actually happened. Information Available to Washington Several months before Pearl Harbor, U.S. and British specialized services had already succeeded in breaking the chief communication codes used by the Japanese (their diplomatic, consular and naval codes, nicknamed respectively âPurple,â âJ-19â and âANâ by the Americans, who called the resultant information âMagicâ). As a result Roosevelt and his staff had a detailed knowledge of the Japanese plans and could follow them as they were carried out, noting any modifications from day to day. In particular, they had advance knowledge of the Japanese instructions of December 4th, 1941, ordering their embassies and consulates in the U.S. and U.K. territories to destroy their codes -- an order that could only mean a decision to go to war in the

The fact that their embassy in Washington was to keep one code machine was interpreted to mean that they were going to war with US. -- 2 Dec. -- General Hein Ter Poorten, the commander of the Netherlands East Indies Army gave the Winds setup message to the US War Department. The Dutch intercept station was Kamer 14 on Java. The Dutch, British and Americans all had liaison officers at each others' Far Eastern code centers and secret radio contact with each other (Dutch at Kamer 14, Java; British FECB at Hong Kong and Singapore; and US at Station Cast, Philippines) throughout 1941. These centers helped each other. The Australians had a center in Melbourne. -- 4 Dec. -- In the early hours, Ralph Briggs at the Navy's East Coast Intercept station, received the East Winds, Rain message, the Winds Execute, which meant war. He put it on the TWX circuit immediately and called his commander. This message was deleted from the files, and the only message deleted from the files. One of the main coverups of Pearl Harbor was to make this message disappear. Japanese Dispatch # 7001. In response to the Winds Execute, the Office of US Naval IQ had all Far Eastern stations (Hawaii not informed) destroy their codes and classified documents including the Tokyo Embassy. -- 4 Dec. -- Kilsoo Haan called Maxwell Hamilton at the State Department and told him that the Korean underground had information that the Japanese would attack Pearl Harbor the coming weekend. -- 4 Dec. -- General Ter Poorten sent all the details of the Winds Execute command to Colonel Weijerman, the Dutch military attache' in Washington to pass on to the highest military circles. Weijerman personally gave it to Marshall, Chief of Staff of the War Department. -- 5 Dec. -- All Japanese international shipping had returned to home port. -- 5 Dec. -- At a Cabinet meeting, Secretary of the Navy Knox said, Well, you know Mr. President, we know where the Japanese fleet is? Yes, I know said FDR. I think we ought to tell everybody just how ticklish the situation is. We have information as Knox just mentioned... Well, you tell them what it is, Frank. Knox became very excited and said, Well, we have very secret information that the Japanese fleet is out at sea. Our information is... and then FDR cut him off. (Infamy, Toland, 1982, ch 14 sec 5) -- 5 Dec. -- Lt. Col. Howard Brown of Station Cast in the Philippines received urgent request from Washington to listen for a short message from Tokyo which ended with the English word stop. He heard the message at 11:30 PM Hawaiian time Dec 6. This is the Hidden Word Code set up in a message of November 27 (e.g. in code, Roosevelt=Miss Kimiko). The message was: Relations between Japan and the following countries are on the brink of catastrophe: Britain and the United States. -- 6 Dec. -- at 9:30 P.M FDR read the first 13 parts of the decoded Japanese diplomatic declaration of war and said This means war. Cooke, director of administration and management for the Office of the Secretary of Defense, administered the oath of office. Roche was nominated by the president on May 7 and confirmed by the Senate on May 24. As secretary, Roche is responsible for the functioning and efficiency of the Air Force, the formulation of the service's policies and programs and the timely implementation of decisions and instructions of the president and the secretary of defense. I am honored to be confirmed as the secretary of the Air Force, and to join one of the most innovative, dedicated and respected teams the world has known -- the United States Air Force, Roche said. I appreciate the confidence and trust the president, the secretary of defense and the Senate have in me to lead this proud aerospace team. I look forward to serving with him. 0737. 1,500 Air Force people owe Social Security WASHINGTON (AFPN) -- About 1,500 Air Force people have been overpaid due to under collection of Social Security withholding of FICA and Medicare. This problem affects people who had adjustments to base pay, such as promotions, demotions, longevity increases, forfeitures and the Montgomery G.I. Bill. The problem was created with last year's tax release to the Defense Joint Military Pay System and has recently been fixed, Defense Finance Accounting Service officials said. Amounts of overpayments ranged from pennies to $1,700. The overpayments, which affect all services, may not be waived and must be paid back. DFAS will reduce the end-of-month May pay of about 700 people who owe $120 or less. The remaining, about 800 people, will have the shortfall prorated and deducted from their end-of-month pay for June, July and August. DFAS officials realize this may create a financial hardship for some people and will work those repayments on a case-by-case basis. A small percentage of people had more money withheld than required. This money will be added back in their end-of-month May pay. In addition to the problem with 2001 taxes, about 140 people had incorrect FICA taxes for 2000. Officials say these amounts were much smaller, but still must be corrected. These overpayments will be corrected once DFAS processes and corrects 2001 taxes. Air Force releases technical, master sergeant promotion rates RANDOLPH AIR FORCE BASE, Texas (AFPN) -- The Air Force selected 7,031 of 18,038 eligible technical sergeants for promotion to master sergeant and 12,051 of 36,095 eligible staff sergeants for promotion to technical sergeant. This represents an overall 38.98 percent selection rate for the 01E7 cycle and 33.39 percent selection rate for the 01E6 cycle. The master sergeant selection percentage stayed virtually tied with last year's percentage of 39.10, while this year's technical sergeant rate surged nearly six points beyond last year's already record showing of 27.64 percent. (AFPN) -- A bullet fired on Earth travels 2,700 miles per hour and can do damage for up to 1,000 yards before it stops. A loose bolt in space hits at 17,000 miles per hour, goes through a spacecraft and keeps going. It is one office's job to make sure such a catastrophe does not happen. One of the Air Force Space Command Space Safety Office's missions here is to keep satellites away from the more than 9,000 pieces of space debris and dead satellites flying around the Earth. If they fail, space assets worth millions of dollars will join the belt of worthless debris that surround the Earth. Some areas of concern are collision avoidance, radio frequency interference, solar flares, Leonids (meteors), space debris and end-of-life 'safing' (making sure the satellite has a safe and passive afterlife in space), said Lt. Col. Ed Browne, chief of space safety for Air Force Space Command. Each one presents a huge risk to our space assets. Collision avoidance, also called COLA, is one of orbital safety's primary concerns. A collision can disrupt or destroy communications, navigation and weather information. While air traffic controllers must keep in radio contact with pilots to maintain safe separation, orbital safety officers must monitor the satellites, planning maneuvers through space riddled with thousands of objects. Satellites are not only a target for visible debris but also for invisible intruders. Radio frequency interference can block commands used to adjust a satellite's path from the ground. If it can cannot get commands telling it to get out of some debris' way, there could be a collision. The number of frequencies used is limited. Satellites at that distance from Earth's perspective are grouped closely together such as on the geostationary belt, which increases the need to maintain RFI-free communications. Space weather, such as an intense flurry of solar flares erupting on a cycle of every 11 years (known as Solar Max), can also damage satellites orbiting the Earth. Browne said satellite operations have statistically seen greater losses of satellites during that time. Another threat to orbiting space assets is meteor showers, such as the Leonids that occur every year in mid-November. The risk associated with each threat seems to go in cycles, Browne said. Each one becomes widely known at different times. When Leonids was in the news, it was a great exercise for satellite operations and orbital safety because everyone in satellite ops looked at this, planned for it and started doing risk assessments as to what should be done and what could happen to our satellites. They really started to think ahead and think how to prevent a loss. Today, people are doing the same thing with solar flares. Satellites are not the only space travelers protected. COLA also keeps manned spacecraft safe. NASA's Debris Quarterly magazine tracks the maneuvers made by the new international space station and space shuttle to avoid space debris, Browne said. Orbital safety officers also make sure that once a satellite dies, it is safely placed in a graveyard that does not interfere with live satellites. Once the useful life of a satellite has come to an end, which is usually due to running out of station-keeping or attitude control propellant or due to degraded components, the satellite can become a hazard to other operational satellites. This hazard can be minimized by moving the satellite to a seldom-used orbit, referred to as a graveyard orbit, or re-entered and burned up in the atmosphere if it is in a low orbit, as was done with Mir, the Russian space station that re-entered the atmosphere in March. Orbital safety can minimize the potential hazards of a satellite at the end of its life by venting any pressurized tanks, to make safe any remaining pyrotechnic devices and to turn off transmitters. Orbital safety begins its work in the satellite's cradle and ends with the graveyard. They are there during the design phase to minimize the generation of debris during the satellite's life and minimize its vulnerabilities to natural and manmade hazards. Air Force space operations squadrons, which operate satellites, are required to have an orbital safety program headed by an orbital safety officer. In AFSPC, squadrons in the 21st and 50th Space Wings at Peterson and Schriever Air Force Bases, Colo., maintain programs that oversee collision avoidance, review safety procedures and limit space debris. At a recent orbital safety summit, more than 40 Air Force safety officials from AFSPC and the Pentagon discussed orbital safety, its mission and how the program is evolving. Two Republicans voting no were Rhode Island RINO Lincoln Chafee (soon to follow Jeffords abroad), and Arizona's John McCain -- for reasons known only to John McCain. The strong bipartisan support for the measure means that Sociocrats have an end run planned in the coming decade to ensure the majority of this tax cut will never be realized. After getting credit for the passage of what was left of Mr. Bush's meager tax cut after the Senate butchered it, Chester Lott will retain leadership of the Senate minority. Lamenting his demotion to minority leader, Lott said, The American people, and the people of Vermont for that matter, did not vote to put the Democrats in control of the Senate. The decision of one man...has, however else you describe it, trumped the will of the American people. Chester, of course, could not articulate the will of the American people to save his life. In other news, in the Peoples' Republic of California, Gov. Gray Davis asked Mr. Bush to implement energy price controls to help bail the state (and Gray's political future) out of its self-fulfilled energy crisis. Mr. Bush responded (finger gesture censored by The Federalist Editor for Standards and Practices), prompting Davis to say he will sue the central government for not implementing price controls. We are entitled to relief, Davis concluded, invoking the ultimate Leftist solution -- entitlement. Mr. Bush retorted, Blame shifting is not action. It is distraction. (Has he been taking lessons from Je$$e Ja¢k$on?) At first blush, Mr. Bush continued, for those struggling to pay high energy bills, price caps may sound appealing. But the result will ultimately be more serious shortages and, therefore, higher prices. Within 12 months President Bush, Vice President Dick Cheney and all their backers in the oil industry will be begging begging to revive the Kyoto protocol on climate change, the accord Mr. Bush yanked America out of after taking office. Why, you ask? Well, look what's happening in England. A group of celebrities there have joined with environmentalists to launch a boycott against Exxon Mobil gas stations, which in Europe go by the name Esso. Bianca Jagger, the pop star Annie Lennox and Anita Rodrick, founder of the Body Shop chain, helped launch the boycott because, as Ms. Jagger said, This is a way to tell Esso that it's not right for them to be claiming that there is no connection between CO2 emissions and climate change. People connected with Exxon reportedly contributed more than $1 million to the Bush campaign. Exxon is a key supporter of research and advertisements that try to cast doubt on the seriousness of global warming and its link to fossil fuel emissions. Exxon was a big backer of President Bush's decision to pull the U.S. out of the 1997 Kyoto Protocol, which called for industrialized nations to steadily reduce their carbon dioxide emissions. Exxon is also a major force behind the Global Climate Coalition, a business lobby that opposed Kyoto. The Stop Esso Campaign is asking British drivers to shun Esso stations until the company supports Kyoto (see www.stopesso.com). The campaign recently spread to France. What's funny is that probably none of this would have happened had Mr. Bush not bowed to the oil companies and pulled the U.S. out of Kyoto. That may turn out to be his greatest gift to environmentalism. You see, as long as everyone was discussing how to implement Kyoto, no one wanted to take any radical steps. Governments could say they were working on the problem, but that negotiations were hard. Corporations could mumble nice words about environmentalism, but not worry anything serious was going to happen. And environmentalists could feel their cause was being advanced, even though implementation was far off. As long as Kyoto was there, everyone could avoid real accountability and pretend that something was happening, says Paul Gilding, the former head of Greenpeace and now chairman of Ecos, one of Australia's leading environmental consulting firms. But now George Bush, by trashing Kyoto, has blown everyone's cover. If you care about the environment you can't pretend anymore. Emissions are increasing, the climate is changing and people can now see for themselves that the world is fiddling while Rome burns. The result: Environmentalists refuse to sit on their hands anymore. Instead, the smart ones are mobilizing consumers to fight multinational polluters on their own ground. You have to admire it. It's so Republican using the free market. If I were Exxon, I would be worried especially when U.S. college students come back to campus in the fall. Remember Monsanto? It was going to sell genetically modified food to Europeans. But environmentalists in Europe worried, rightly or wrongly, about the safety of what they were eating mobilized the weakest link in the value chain: consumers. Consumers demanded G.M.O.-free food. So supermarkets demanded it from their suppliers, suppliers demanded it from farmers and farmers demanded it from Monsanto. Goodbye, Monsanto. This is real globalization activism. The smart activists are now saying, `O.K., You want to play markets let's play,' says Mr. Gilding. They don't waste time throwing stones or lobbying governments. That takes forever and can easily be counter- lobbied by corporations. No, no, no. They start with consumers at the pump, get them to pressure the gas stations, get the station owners to pressure the companies and the companies to pressure governments. After all, consumers do have choices where they buy their gas, and there are differences now. Shell and BP- Amoco (which is also the world's biggest solar company) both withdrew from the oil industry lobby that has been dismissing climate change. What Mr. Bush did in trashing Kyoto was to leave serious environmental activists with nowhere else to turn but the market. The smart ones get it. -Caveat Lector- Online Journal - http://www.onlinejournal.com 06-02-01: Mainstream media news blackouts By Carla Binion June 2, 2001-One of the most consistently brilliant, witty online sites, Media Whores Online, mentions that the mainstream media blacked out news of the May 19 Voter March (an event covered in alternative media, including recent Online Journal articles.) The MWO site currently includes a guest column by Carol Schiffler, Whither the Press on May 19? Schiffler writes that if the mainstream media acknowledged Voter March and the need for voting reform, they would also have to admit the illegitimacy of the Bush presidency. What is the mainstream press covering instead? Schiffler writes that instead of finding a moment for Voter March, on May 20, the media repeatedly covered, for example: * A Utah man with 15 wives convicted of bigamy. (This information tidbit really gives Americans the tools we need to strengthen democracy.) * For Hindus and vegetarians, surprise in McDonald's fries. (Upton Sinclair's The Jungle it's not.) * A farm town in Nebraska laments the loss of its only grocery store. (Yes, well, millions of us lament even more the loss of the right to have our votes count.) Schiffler also rightly notes that the Voter March was a newsworthy event in that it was well-attended; included intelligent, articulate speakers; and involved timely, valuable information. Of course, this isn't the first time our mainstream media strumpets have blacked out vital news. During the Clinton impeachment circus, hundreds of famed world leaders, artists, scholars and others signed a petition denouncing the impeachment. Mainstream news talk shows virtually ignored it. After the Supreme Court decided to stop the vote count and help George W. Bush steal Election 2000, more than 500 law professors (including conservative jurist Terrance Sandalow) signed a petition blasting the decision. Television networks also blacked out that event. On May 28, 2001, Fox News's Alan Colmes briefly interviewed renowned attorney, former Los Angeles prosecutor and writer Vincent Bugliosi, who said the five Supreme Court justices knew their decision was bogus and fraudulent when they handed it down. He added that he believes those justices are criminals in every sense of the word and belong behind bars. Bugliosi's new book, The Betrayal of America, (Thunder's Mouth Press/Nation Books, 2001) makes a strong case for his views. At the end of the short interview, conservative Sean Hannity dismissed Bugliosi, saying he prefers a book by the Washington Times' Bill Sammons claiming Al Gore tried to steal the election. (This is a typical propaganda trick of the political right-namely, falsely accusing the Democrats of doing what the Republicans are actually doing. Remember when GOP-hired thugs, posing as grassroots protesters in Florida, claimed it was Gore, and not Bush, trying to thwart the election process?) Since the bogus Supreme Court decision on December 12, the mainstream TV networks have run from the Election 2000 dirty tricks story. You can bet Vince Bugliosi's detailed explanation of why he concludes the five justices are criminals won't get the saturation news coverage that, for example, the Robert Blake story received. Think of the day-after-day examination the TV networks gave the JonBenet Ramsey story; the Elian Gonzalez drama; the Columbine shootings; or (reaching back) the O. J. Simpson trial. Imagine how much the general public would be enlightened if we were given that same amount of saturation coverage of Election 2000's irregularities, or of the need for prescription drug industry and health care reform. When network talking heads claim, for example, that they couldn't cover Voter March because there is only a limited amount of air time, we should all write and remind them of the endless hours of air time they managed to squeeze out for the junk food news above mentioned. When the networks say the public prefers junk food news, we should ask them exactly how they measure their scientific view that the public wants to hear about JonBenet, Elian, or the Robert Blake story day after day. Of course people will watch fluff if it's the only thing available, or if it is the only news that is well-produced and presented in an interesting manner. But would the public tune in for it if we had a real choice? Why not ask the networks to test us? Let them offer the public riveting guests such as Bugliosi, and let them present meaningful news in the same colorful way in which they present junk food news, and then we'll have a real contest. The way in which news is presented has everything to do with whether the public finds it engrossing. When the networks present substantial news stories in a dry, technical fashion, it's no surprise the public tunes out. Give us thoughtful, stimulating discussion with plain-spoken, scintillating guests, and time enough for each guest to actually complete a thought, and the

Bushs victory have long alleged that his 537-vote margin benefited from a host of irregularities, many traceable to his brothers administration or to post-election Republican maneuvering. The Post's most important new discovery might be evidence that Bush's side padded its lead with scores of absentee votes that were cast after Election Day or did not meet legal standards. Those votes were counted in heavily Republican counties though not in Democratic strongholds after the Bush campaign rallied its supporters and the national news media to condemn Al Gore's campaign for initially demanding that legal requirements be followed. Matthew Hendrickson, a sailor aboard the cruiser USS Ticonderoga, mailed his overseas absentee ballot from Puerto Rico on Nov. 13, six days after the Election Day deadline, the Post reported. He knew the presidential race was undecided and he wanted Bush to win. Records show that Duval County included his vote in its results. Hendricksons vote was not alone. The Post reported that at least 17 ballots examined by the Post in four north Florida counties were counted despite bearing postmarks dated after Nov. 7. Scores more were counted after arriving without postmarks in elections offices between Nov. 8 and Nov. 17, the deadline for overseas absentee ballots to be received. Republican operatives and sympathetic pundits condemned Gore as unpatriotic for insisting that legal standards be met for these ballots, many coming from American soldiers stationed overseas. When Gore's side relented and let many of these ballots be included, the result was a rout of the Democrats in the northern counties, where Bush picked up 176 votes that lacked postmarks and other required features, the Post said. But the Bush forces followed a different strategy in counties of south Florida with high numbers of African-American, Hispanic and Jewish voters, according to the Post's study. Elsewhere, particularly in Democratic counties, canvassing boards saw things the opposite way as did the Bush forces, who demanded that strict state rules be followed, the Post reported. In overwhelmingly Democratic Broward County, elections officials rejected 304 overseas ballots for various te chnical reasons, including 119 because they lacked postmarks. Miami-Dade invalidated about 200; Volusia threw out 43 and Orange 117. All three counties voted Democratic. Other Findings In the two-part series [May 31 and June 1, 2001], the Post also reported that: --At least a couple of thousand voters were improperly removed from Floridas voting rolls under an extraordinary effort by Gov. Jeb Bushs administration to purge ex-felons. State officials specifically ordered that false positives meaning voters whose names and other personal data did not match those of actual felons still be put in lists sent to county canvassing boards. --Irregularities from this felon purge and from malfunctioning voting machines fell disproportionately on African-American voters, who favored Gore by 9-to-1. Even without the error-plagued felon purge, Floridas strict rules against restoring civil rights of past felons have disqualified 31 percent of the states black men, the Post said. That suggests Florida officials were well aware of the likely impact on the African-American vote from an aggressive felon purge. --Despite complaints from Bush lawyer James A. Baker III about repeated recounts of Floridas ballots, 18 of the states 67 counties never recounted the ballots at all, only rechecking the tallies of the original results. To this day, more than 1.58 million votes [or about one-quarter of Florida's total] have not been counted a second time, the Post said. They knew exactly what they were doing. Letting them off the hook just because some newspaper recounts say that Bush would have won anyway misses the point. If you take a gun and shoot at someone, then you can't claim that you're innocent just because you miss them. And when you stop a vote count solely in order to put your guy in the White House, and in my book I prove beyond any reasonable doubt that's exactly what these five criminals did, then you can't say that it doesn't matter because your crime

But as more details emerge from the Andean jungle, it is clear this apparently isolated incident has a far greater significance. The deaths have helped yank the covers from the secret side of America's billion-dollar drug war in Latin America. The missionaries' plane was shot down by a Peruvian military pilot, but it was first spotted and targeted by a US Cessna Citation surveillance plane patrolling the air routes between Peru and Colombia on the look out for cocaine traffickers. The surveillance plane was piloted not by US military pilots but by private contractors who, according to US congressional officials, were hired by an Alabama- based company called Aviation Development Corporation (ADC). In the words of one outraged official: There were just businessmen in that plane. They were accountable to no one but their bottom line. A state department inquiry is still taking place into the deaths of Veronica and Charity Bowers, the victims of the April 20 shootdown. Administration sources quoted in the US press suggested that the American Cessna crew cautioned their Peruvian air force counterparts against shooting the plane down, but no one is denying it was the Cessna that wrongly identified the missionaries' plane as suspect. Moreover, the involvement of a US firm operating for profit over the Peruvian and Colombian jungles has drawn attention to an important but little-noticed trend - the privatisation of the drug war. Congress is now trying to investigate the role of the commercial contractors and two bills have been proposed to try to curb their influence. Their chances of success in the Republican-controlled House of Representatives are unclear, but their sponsors are determined to force the administration to at least explain its actions. We are hiring a private army, Janice Schakowsky, a Democratic congresswoman who authored one of the bills, told the Guardian. We are engaging in a secret war, and the American people need to be told why. A private corporation based in Virginia called DynCorp carries out much of the aerial spraying of coca plantations in Colombia. When a police helicopter was shot down in February by the rebel Revolutionary Armed Forces of Colombia, DynCorp sent in its own armed security men, in a search-and-rescue helicopter, who exchanged fire with the rebels and brought the policemen to safety. DynCorp pilots also ferry Colombian troops in and out of ba ttle, and train Colombian helicopter and fixed-wing pilots. Another US company, AirScan, based in Florida, works alongside ADC carrying out aerial surveillance in Colombia, using state-of-the-art imaging to pinpoint coca fields and guerrillas trying to bomb the Cano Limon oil pipe line. Meanwhile, Military Professional Resources Inc, another Virginia-based consultancy group set up by former generals, has carried out officer training for the Colombian police and army. The rise of the private contractor is arguably an inevitable outcome of US anti-drug policy under Bill Clinton and now President Bush. Last year, Congress approved $1.3bn expenditure on Plan Colombia, an ambitious program me of military aid to Bogota to try to stem the flow of drugs at the supply end. But, concerned that Colombia could become a Vietnam-like quagmire, Congress imposed a cap on official US military involvement of 500 trainers and advisers. Into the gaping and lucrative gap stepped US commercial enterpris e. Richard White, a former ambassador to El Salvador, sees the trend towards privatisation as a symptom of Washington's failure to come to terms with its own military-based anti-drug strategy. Mr White, now head of the Centre for International Policy, said: I believe it's dishonourable for the US to resort to mercenaries to carry out its policy.
