I got it working, finally! Thanks for all the help. I ran regedit and
wiped out all entries for cygwin. A fresh install of cygwin then went
without a hitch.

Bug reporting:
Based on your general description, it's not clear why you see the problem
you do. Of course, the devil is in the details and those are lacking. The
log files from setup might be of some help. However, you should be able
to resolve your immediate problem by simply editing your cygwin.bat file
*and* interpret. Did my suggestion regarding editting
cygwin.bat help?

One of the (implicit, unstated) rules of using 'setup.exe' is that you
run it in a directory other than the directory in which you will install
the files.
try this (read the entire reply before starting):
1. create a directory, say c:\cygwin-setup
2. download (or copy) setup.exe to that

Thanks. I think that for some reason, the required bin directory is not
getting installed. I can't modify the .bat file unless I can find the
directory it needs.
