alias net-pf-10 off

but nevertheless the ipv6 module is loaded.

I do not believe this for a single second.
Anyway, if you create /etc/modprobe.conf then /etc/modprobe.d/ will be
ignored and this would be VERY BAD for your system.

I think you need to use "install net-pf-10 /bin/true" instead.
