I ran the slapd botw ways suggested by the error.
Here are the logs:

Well, the error was the permissions. Once the .pem files got the
openldap group and g+r permissions, it starts using the distributional
scripts well.
Although there is no obvious bug in the scripts, I really think that the
error should be reported clearly. Just if it spit out some
retitle 416272 slapd: error main: TLS init def ctx failed: -1 on start
tags 416272 -unreproducible

cd /etc/init.d
./slapd start
however the distributional script just displays error and dosen't start
the slapd at all:

The slapd comes with init scripts. However, the scripts don't work, they
don't start the server. Simply starting slapd works well.
Could you be a little more specific? What happens when you run the init
script? They work fine for me, so it's hard
