Every separate use of --disable-epsv toggles the use of EPSV, and those
occurances used in the config file are no different than others. So, once in
the config file and once on the command line puts the state back to where it

The package doesn't fail in a clean chroot (when all Build-Depends are
installed), so this bug is not RC. It only FTBFS on systems where
autoconf2.13 is installed next to autconf, so it doesn't warrant
important severity neither IMHO.
