After trying to work out why mawk was failing to build on
my normal system but succeeding in a clean chroot, I
realised that this one configure check was giving a
different value:
checking for byacc... no

(Trac can usually be persuaded to provide a single URL that shows the
diff between relevant revisions. If you can identify the correct diffs,
I'll do the rest - but the diff does need to be *solely* for the M4
changes to support libdb detection.)
