ncl has not set science-team as maintainer

Hi Alastair, I've found ncl in the list of packages with t64 transition issues. Since I know its a Debian Science package I had a look and realised that this package has not set Maintainer: Debian Science Maintainers as per team policy (and you as well as possibly others as Uploaders). Do
