The problem appears to be in the reltable in the ditamap file. At the
very bottom of the table there is an entry for the new file. But there
is no corresponding file to link to.
I ran ant pdf and it runs successfully now.

- this is a problem with only the Alpha versions of the docs. In
the 10.1 PDF versions the links work just fine. There is another
problem with the Alpha versions, they do not display the graphic
files. These problems must be as a result of some setting in the
build for the Alpha versions.
