We've had similar issues with the provider below and @ and UK pound signs.
Ended up doing some custom mapping to get around it. Best bet is to get a
good SMSC to test against (O2 (ex-BTCellnet) is my defact SMPP test bed for
right vs. wrong) and than hassle your provider to fix any issues their

As Andreas says, it is indeed the SMPP provider. Is your provider
M081L3way? Many months ago, I pointed out to them the incorrect GSM
encoding of the @ character on MO messages... and they may not have
fixed it yet -- don't take my word for it though, I haven't retested
in a while.
