Well the package is already in Fedora with a maintainer [1] so you
don't need to do a review but you should reach out to that maintainer
if you wish to assist them in co-maintaining the package. It seems you
already know them any way as you cc:ed them on the email.

I suggest a read through of the packaging guidelines [2] would also
assist you greatly as they're pretty decent :)

Can you get me a sponsor / sponsor it?  That seems to be the next step.

It was only retired on Jan 9th so should not need a re-review.

The package tss2 is currently orphaned. I think that is why they are asking 
here.
