I think this is no authorization problem, but most probably related to
customization you made, as the bitstream display is not there if I
understood you right. In a vanilla 1.4.2 the workflow pages are
displayed correctly. What customizations do you got apart from CSS.

you got to adjust
org.dspace.app.webui.jsptag.ItemTag
there you find renderFull() for the long/complete item display.
Furthermore all the tags you use must be added to the
Messages.properties file.

in order to activate full text search you should run
[dspace]/bin/filter-media as a cron job.
This will extract the text of the bitstreams and make it searchable.
If you got very large bitstreams you may also adjust this setting in
dspace.cfg
search.maxfieldlength = 1

there is and advanced authorization tool in the dspace admin section.
Go to [YourURL]/dspace-admin - Authorization - Advanced Policy Manager.
There you can select the collection, select item as content and then a)
clear the old policies and b) set new policies.

deploy DSpace? Might be a wrong URL created for the registration token.
