I'd suggest contacting Joe W3HNK. He seems to have an almost-magical pipeline in out of Russia for QSL'ing stations when direct fails due to, shall we say, intercepts. I don't know if he could help out with the Moldovian stations, so I'd suggest dropping an email to [EMAIL PROTECTED] first.
