I have been running DX4WIN with Win 7 64-bit for years. I have not had any
problems. I think there was an LPT driver (?) that had to be installed to
get the hardware CW keying working, but it has been so long ago that I don't
remember the details.

Another vote for RT Systems.
Expensive, but fewer headaches.
Some foks have had success with less expensive converters based on the
Prolific chipset, but some counterfeit chips along with a plethora of
drivers and driver updates make these iffy in my book.

Don't know about USB to parallel, but I use an FTDI chipset USB to RS232
converter and then a photo-coupler interface to key my rigs and it works

Yeah, I have 4000+ digital QSOs logged in DX4WIN where the mode and signal
reports are stored in the comment field, because they are not compatible
with the DX4WIN format. There are a few conveniences, simplicity and
resistance to change that keep me using DX4WIN.

Do you get any error message about the com ports when you start DX4WIN?
If you have the radio com port enabled, seems like you should get either a
com port not available or a radio timeout error message.
