[Fink-beginners] 0.39.1 - 10.11 missing `system-openssl-dev` when installing `ffmpeg`

Had some issues with `checking for java compiler` hanging indefinitely on the recommended post 10.11 install upgrade path from 10.10 -> 10.11. Finally did a clean install of latest fink from tarball. I am also running into the issue where ffmpeg -> (libavcodec*) -> system-open-ssl Where
